Commons ChamberI thank my hon. Friend for her work on that matter. Her question comes in a week when we have also seen reports about previous whistleblowers on other issues, such as Maggie Oliver and her work on grooming gangs, at tremendous personal cost to herself, losing her career and livelihood in the process. We owe those individuals a huge debt of gratitude, and I will certainly make sure that the Cabinet Office has heard what my hon. Friend has said. As I mentioned, I wrote last week to the Cabinet Office asking it to reflect on what it could learn from Horizon and from other inquiries that we have established. My hon. Friend may wish to raise the matter directly at the Business and Trade questions on 25 January.
There was no transport Bill in the King’s Speech and therefore no opportunity to update legislation relating to e-scooters and e-bikes, and, obviously, we have seen a massive increase in their use. May we have an opportunity, on behalf of constituents who regularly raise with me the antisocial use of e-bikes and e-scooters, to question Ministers on what more they can do to tackle this?
I thank the hon. Lady for her question; I know this is an issue of concern to many Members across the House. She will know how to apply for a debate, but I will also make sure that the Secretaries of State for Levelling Up, Housing and Communities and for Transport have heard what she said.

Commons ChamberI thank my right hon. Friend for raising this important point. We have a great track record on improving animal welfare, and our animal welfare legislation is now world leading. We are still committed to those manifesto commitments, and my committee is busy looking at these issues. She will know that further business will be announced in the usual way, but she should be reassured.
Today is 270 days since Azerbaijan began its blockade of the Lachin corridor, causing huge hardship to the population of Nagorno-Karabakh, who are under siege without basic supplies and whose suffering is getting worse. Can we have an urgent statement from a Foreign, Commonwealth and Development Office Minister to make sure the Government are using all the levers they have to press Azerbaijan to comply with international obligations and lift the blockade?
I thank the hon. Lady for raising this matter. Foreign, Commonwealth and Development Office questions are not until 24 October, so I will write on her behalf to make sure that Ministers have heard her concerns.

I thank the Leader of the House for the forthcoming business. It is good to be stepping in for the shadow Leader of the House, my hon. Friend the Member for Bristol West (Thangam Debbonaire), this week. I want to start by wishing everybody across the House a very happy Easter, or Pasg hapus in Welsh, including all our staff who work so hard not just for us but for the people we represent and all those in the House service who help us and allow us to get on with our jobs every day.
I congratulate the Government on making it through a full term with the same Prime Minister. He is just about still standing, seemingly with a full set of Ministers too—what an achievement for the Government! It is a true triumph for the Tories, given their recent track record.
Easter is the perfect time for a spring clean. The Government clearly agree, because today they have dusted off 17 written ministerial statements, but are the Government planning to allow MPs to ask Ministers questions in the House on any of them? I note the Prime Minister’s statement on the machinery of government. Will the Leader of the House tell us whether that includes plans to publish an updated list of ministerial responsibilities? It is essential that MPs’ staff and our constituents have a clear understanding of who is responsible for what and how best to contact them.
I wonder whether the Department of Health and Social Care is also planning a clear-out this recess. Perhaps it could go in search of the NHS workforce plan. After repeatedly calling for it from the Back Benches, the Chancellor finally promised that he would deliver it in the autumn statement. Then he said at the Budget that it would be published “shortly”. Where is it? Do they actually have a plan at all? Can the Leader of the House tell us whether Ministers plan to publish their missing plan in recess, when Parliament is not sitting? Perhaps they think that that way, they will not be held to account.
As my hon. Friend the Member for Aberavon (Stephen Kinnock) highlighted in a point of order this week, the UK Statistics Authority has debunked the claim made by the Minister for Immigration that the asylum backlog when Labour left office was in the hundreds of thousands. It was in fact 18,954. Under the Tories, it is 166,261—eight times higher than in 2010. The shadow Home Secretary, my right hon. Friend the Member for Normanton, Pontefract and Castleford (Yvette Cooper), has called out claims that the Government are recruiting extra police officers. In recent years they have hollowed out neighbourhood policing, as we have all seen. In the spirit of Easter and new beginnings, could the Leader of the House get the appropriate Ministers to correct the record? Will they wipe the slate clean and commit to sticking to accurate figures in future?
The Leader of the House has announced the remaining stages of her Illegal Migration Bill. Perhaps she could learn some lessons from the year 5s at Lliswerry Primary School in my constituency who I met last week, who have been studying the Bill and shared their wise insights on it with me. Of course, we must stop these dangerous boat crossings that are putting lives at risk, but the people of Newport East know that this is not the way to do it. They support Labour’s plan to crack down on criminal gangs instead.
Why is the Leader of the House happy with such a poorly worded Bill? It has a number of inconsistencies, meaning that it will not even work as the Government say it will. It is not just morally wrong; it is impractical too. Can she explain what the Government will do with someone who, after appeal, cannot legally be deported but would still be barred from claiming asylum? They would be in legal limbo, would they not?
Finally, the shadow Leader of the House has tried three times in a row to get the Leader of the House to tell us when the Government’s impact assessment on the Illegal Migration Bill will be published. The Government failed to provide one on Second Reading or in Committee. Will we get it before the remaining stages? What are they hiding? What is the cost of the Bill, and what is the Government’s current detention capacity? The Leader of the House is clearly unwilling to tell the shadow Leader of the House when the impact assessment will be published, so today, can I have a go too?
I start by joining the hon. Lady in wishing everyone in this House and all of our staff a very happy Easter recess. I will pass on her kind words to the Prime Minister—I thank her for mentioning that—and I also place on record my congratulations and thanks to not just our new Clerk of the House, who will be taking over later this year, but all the excellent candidates who put themselves forward for that post.
Of course, there are plenty of opportunities for questions: standard Department Question Times, the ability to ask for urgent questions, and of course Ministers make statements to this House on a regular basis. We always publish the list of ministerial responsibilities. It is an incredibly important tool to enable Members of this House to address any concerns they have to the appropriate Minister, and I will certainly make sure that that is done in a timely way.
Turning to the hon. Lady’s questions about the impact assessment on the Illegal Migration Bill, I am the Government’s representative in Parliament, but I am also Parliament’s representative in Government. Members have made very reasonable requests about impact assessments and having sight of them. I take those responsibilities very seriously, and I have made representations to the Home Office, both to the Home Secretary and through my officials speaking to the permanent secretary. It is very important that we send this Bill to the Lords in a good state, and I have heard what Members of this House have said about the level of scrutiny of the Bill.
We are producing this legislation at pace: it is a priority for the Prime Minister that we get the statute book to give us some powers to tackle this very serious problem. The hon. Lady knows the reason why we are facing increased illegal migration: it is a global phenomenon. That trend will continue, which is why it is really important that we have these new powers to deal with it, and to ensure that the international rules are able to deal with these new challenges. I urge the Opposition to support us in those efforts to modernise the rules and processes, so that we can direct resource to the people who really need that support.
I am very pleased to welcome the hon. Member for Newport East (Jessica Morden) to her place today, although we miss the shadow Leader of the House, the hon. Member for Bristol West (Thangam Debbonaire). We understand that she is launching Labour’s local government campaign today. I was disappointed, but not surprised, to see the central plank of that campaign being the brilliant idea of saving taxpayers money off their council tax bills by subsidising them with taxpayers’ money. That perfectly illustrates Labour’s approach: since 2010, council tax has risen by 36%. Under Labour in the same time period, it rose by 110%, and what was true then is true now: Labour’s councils deliver poorer services for more of your money. If your council is Labour, on average, you will be paying £80 more for those services. If your police and crime commissioner is Labour, your chances of being burgled double, and you are 44% more likely to be a victim of knife crime.
Labour-run Slough is increasing council tax by 10%, having bankrupted the local authority. Sandwell is raising its council tax by a mere 5%, but is hiking additional waste collection services, and Westminster has decided that in a time of public sector pay restraint, its councillors ought to have a 45% pay increase—10 times what its hard- working staff will get. In contrast, Conservative councils keep tax low while maintaining and increasing services, and some are even reducing council tax bills for vulnerable families: North Lincolnshire is doing so for 7,000 households. That is public service to be proud of.

I apologise for the absence of the shadow Leader of the House, my hon. Friend the Member for Bristol West (Thangam Debbonaire), who is under the weather and, I am afraid to say, has lost her voice. As the Leader of the House will know, it is not often that my hon. Friend finds herself speechless—I put it down to all the times she has had to call out the Government’s failing legislative agenda over the past year. I know we all wish her well and look forward to cheering her on when she is back at the Dispatch Box next week, undoubtedly in full voice.
The Leader of the House has announced the next in her Government’s long line of unworkable and impractical Bills. As my right hon. Friend the Member for Ashton-under-Lyne (Angela Rayner) rightly said, the Strikes (Minimum Service Levels) Bill does not actually make any mention of public safety. The Government are putting an intolerable burden on employers, unions and workers, and for what? To sweeten some of their own Back Benchers. The Transport Secretary does not think it will work and the Education Secretary has said she does not want it applied to teachers. In fact, the Government’s own impact assessment said that there is no need for minimum service levels in other sectors. If her own Cabinet colleagues do not support the Bill, how on earth does the Leader of the House expect the public to do so?
MPs must be able to scrutinise the Bill properly. We are already concerned about the Government’s lack of engagement with key stakeholders. Have they spoken to employers, unions or workers? I understand the Government have not even published their official consultation yet. Why not? What have they got to hide? They have said they will do so “in due course”. What does that mean? Can the Leader of the House tell us when the consultation will be published?
The Leader of the House has also scheduled the Retained EU Law (Revocation and Reform) Bill. Its Henry VIII clauses represent a huge Government power grab from Parliament. Yet again, they think they can get away with swerving scrutiny. Under that legislation, MPs will have practically no powers to determine what legislation stays or goes. After the chaos the Government have caused in this House over past months and years, on what basis does the Leader of the House think it a good idea to leave it to a Minister’s whim to replace 2,400 pieces of legislation with next to no parliamentary scrutiny?
If the Government are set on pressing ahead, will the Leader of the House tell us how they plan to square the practical difficulties? The irresponsible cliff edge they have set—to remove thousands of laws by the end of this year—is creating yet more chaos and uncertainty for British businesses and people, and they could do without it. The Government have not left enough time to produce serious replacements for complex areas of regulation, including environmental protection, food safety, civil aviation codes, health and safety in the workplace, employment law, parental leave, product safety, biosecurity —the list goes on. Does the Leader of the House not think that those important issues deserve to be properly thought through?
We do not even have a full list of the regulations. The Government have introduced a dashboard which, I understand, may not even be complete, so when will they ensure that it is? Will they consider extending the sunset clauses beyond the end of this year so that MPs can give these laws the scrutiny they deserve? It is a real possibility that some will slip through the cracks and be scrapped by accident. The Government must get their act together.
New year, same Government swerving scrutiny—time for change.
I start by wishing the shadow Leader of the House a speedy recovery. She will be frustrated to have lost her voice. I wish her well and hope she is not feeling too bad.
I shall be charitable to the hon. Member for Newport East (Jessica Morden), because I do not think she has understood what the strikes Bill is doing. In addition to the powers in the Bill, we will focus on three areas: two blue-light services, and rail. That is because unions have behaved responsibly in other areas, such as nursing, where agreements are in place. We will act where we have concerns about threat to life or huge disruption and misery for the general public, with devastating impacts on their lives. For example, some people are losing their job because they cannot consistently get to work. Labour’s London has had nearly 100 public transport strikes, which is unacceptable to the public.
The proposal is modest and proportionate, many other countries do similar, and it will not prevent people from taking strike action should they wish. It will protect the public from the worst impacts on their lives and wellbeing. To dismiss a sensible approach before seeing the legislation and before the consultation that will help us arrive at the safety levels is, frankly, putting dogma before duty to the public.
However, I live in hope of a U-turn, because there have been quite a few from Labour recently. This week, we learned that the Opposition have gone from placing education at the heart of what they do to having nothing to say on the matter, except on the tax status of schools. They said they would defend freedom of movement, but now they are not. They said they would nationalise rail, mail, energy and water, except they are not, but then they might. They said they would not use private sector providers for the NHS; now they would. They said they wanted patients at the heart of healthcare and no more NHS reorganisation, except they now plan to abolish GP practices: the largest possible NHS reorganisation. They said they would abolish tuition fees; now they would not. They said they would restore faith in politics, but then blocked Brexit and now oppose the Retained EU Law (Revocation and Reform) Bill, which includes good scrutiny measures and, as the hon. Lady knows, flexibility on whether to push out each statutory instrument and on what areas are priorities for Government reform. They said they want local people in the driving seat, except that at every possible opportunity they want to take powers away from communities and give them to regional bodies.
The Leader of the Opposition said he did not want to get out the “big Government chequebook”, but Labour’s current spending commitments say otherwise, with £90 billion of uncosted spending plans. The Opposition say they want to clean up politics and that they are patriotic and on the side of hard-working families, yet some of their largest donors are also backing Just Stop Oil and one has been an agent of the Chinese state. They say that the unions’ demands are unaffordable, but join them on the picket line. So I live in hope that we might have another U-turn from the Opposition and that their position on this important strike legislation will change by Second Reading.

Member for Glasgow South West (Chris Stephens) ended, by most importantly wishing all those who work with us in this place a very merry and restful Christmas and new year? It has been yet another historic year; one in which all those who work to support us in this place have yet again stepped up extremely well. There are too many teams and individuals to mention, but if I may, I sneak in a special thanks from me to Adouni in Portcullis House. I give a massive thanks to all those working in constituency offices across the land, whose work in these difficult times is much appreciated. If I may, I just say to the hon. Member for Southend West (Anna Firth) that that includes Sarah, who actually won parliamentary caseworker of the year in this year’s awards as well.
As regulars in this debate will know, it is an impossible task to wind up four hours of such a debate, with 30 Members having covered a wide range and breadth of issues so well this afternoon. Christmas is a time for tradition, and it is traditional in this place that the last Back-Bench speech in most debates goes to the hon. Member for Strangford (Jim Shannon). May I say to him, following his contribution today, that he is a much-loved Member of this House?
A recurrent theme from those on the Opposition Benches has been the chaos surrounding the Government this year and their dismal performance. On that note, I thought I would follow in the footsteps of my hon. Friend the Member for Wallasey (Dame Angela Eagle) at Prime Minister’s questions by offering a new interpretation of “The Twelve Days of Christmas”, as it is the end of term. This year, we have had: 12 years of Tory failure; 11 Ministers at the Ministry of Justice since June; at least 10 trips to Downing Street by removal teams, as well as 10 different Ministers at the Department for Transport since September; nine different Tory DEFRA Secretaries since 2010; 8 billion unusable PPE masks currently in storage, costing £2.2 million a week; seven candidates rumoured to have refused the Prime Minister’s offer to take up the role of ethics adviser, a post that still remains vacant; six different steel Ministers—an issue very important to Newport East—since the last general election; and, this year alone, five different Education Secretaries, four Chancellors, three PMs, two Tory leadership contests and slightly less than one week between the Home Secretary losing her post after a serious security breach and being reappointed by the Prime Minister.
I also want to mention the number 30, because a constituent explained to me on Friday that her husband’s pension pot was cut by 30% after the disastrous autumn mini-Budget, meaning that the couple will have to postpone a well-earned retirement for at least a few years. We must be clear that there has been a real human cost to this Government’s failures and a distinct lack of contrition from those who crashed our economy—a point well made by my hon. Friend the Member for Nottingham South (Lilian Greenwood) in her excellent contribution.
The 12 days of Christmas are also insufficient to contain the number of overdue and forgotten Bills and White Papers promised by this Government; we would probably need at least two advent calendars. I will not list everything that is missing, as that would not be fair to anyone in the Chamber, but what on earth is happening with the Victims Bill, the Data Protection and Digital Information Bill, the Animal Welfare (Kept Animals) Bill, the 10-year plan for dementia, the regulations on physician associates—I certainly have constituents who are waiting for those—the Gambling Act review White Paper, the promised White Paper on regional health inequalities and the football governance White Paper?
As the hon. Member for Glasgow South West mentioned, there are delays in responses from Departments, too. So much legislation and policy seems to have become stuck in the quagmire of chaos that has engulfed this Prime Minister’s premiership, and his predecessor’s, and her predecessor’s. This Tory Government are the worst joke you will find in a Christmas cracker over the coming years.
On a cheerier note, there were excellent contributions from Members across the House. The theme of broken and bust Britain under this Government, as my hon. Friend the Member for Rhondda (Chris Bryant) called it, in his inimitable style, was raised by the hon. Member for Bath (Wera Hobhouse) and my hon. Friends the Members for Nottingham South, for Batley and Spen (Kim Leadbeater), for Reading East (Matt Rodda), for Luton South (Rachel Hopkins), for Lewisham East (Janet Daby), for Stockport (Navendu Mishra), for Merthyr Tydfil and Rhymney (Gerald Jones) and for York Central (Rachael Maskell)—there are a lot of Whips in here today. They rightly highlighted the Government’s record this year on mortgage rises; the impact of inflation and the cost of living; the treatment of public sector workers, postal workers and more, and the need for the Government to get round the table, which many hon. Members mentioned; energy costs and the lack of a plan after March; and the terrible choices that local government is being forced to make due to Government cuts.
My hon. Friend the Member for Batley and Spen mentioned delays to the levelling-up process. I thank her for her work on online abuse, alongside my hon. Friend the Member for Reading East. My hon. Friend the Member for Lewisham East was right that if the Government cannot make a difference now, they should step aside—or, as my hon. Friend the Member for Rhondda said, press the reset button. He was right: let us have a general election now.
A number of hon. Members mentioned rail services—a popular choice in these debates. My hon. Friend the Member for Stockport was right in his criticism of Avanti. That gives me the opportunity to say again that the Government’s record on rail investment is woeful. Wales has 11% of the rail network and 2% of rail enhancement funding. The Government must do better.
My hon. Friend the Member for Luton South did a great service highlighting the need to talk about the take-up of mammograms. We are very sorry for her loss. It must have been difficult to speak about that today, but she has done a really good thing.
My Whips Office colleague, my hon. Friend the Member for Stockport, raised debt collection practices and the use of bailiffs in collecting council tax debt, which is important to highlight.
I thank the hon. Member for Bosworth (Dr Evans) and my hon. Friend the Member for Cardiff West (Kevin Brennan) for talking about AI, although, knowing my hon. Friend—we grew up together in Cwmbran, as a point of trivia—I cannot imagine that he writes many speeches down and, given his wit and style, I am sure we could tell the difference. They were both right to highlight the benefits and threats of AI, and the need for us to engage with the technology and find a balance.
I wish the hon. Member for Stoke-on-Trent Central (Jo Gideon) and my hon. Friend the Member for Merthyr Tydfil and Rhymney all the best with their safety campaigns following tragic incidents—and a special mention to the right hon. Member for Beckenham (Bob Stewart) for his remembrance of Ballykelly.
At this time of year, we think of those in need, including those across the world facing the threats of malnutrition, persecution and war. That includes the people of Ukraine, who have suffered unimaginable pain and loss this year as a result of Russia’s barbaric invasion. I also send our thoughts to the Armenian population in Nagorno-Karabakh, as mentioned by the hon. Member for Congleton (Fiona Bruce), who are facing that devastating blockade. I highlight to the House the remarks made in the Chamber last week by the hon. Member for East Worthing and Shoreham (Tim Loughton), who called on the UK Government to do what they can through their diplomatic links with Azerbaijan to bring an end to the blockade and the continued repression of the people of Nagorno-Karabakh. I refer hon. Members to my entry in the Register of Members’ Financial Interests.
At Christmas, we also think of all those facing hardship in the communities that we represent in the UK, and we know that this will be an especially difficult Christmas for many of our constituents. My hon. Friend the Member for Batley and Spen referred to her community organisations and I, too, am grateful to all the organisations and volunteers in Newport East who provide support to people who need help. I also thank the many emergency service workers in my constituency and across the country who work hard to keep us safe over the festive period. On that note—I hope that I have not taken too much time—I say Nadolig Llawen pawb: a merry Christmas to everyone, and to you, Mr Deputy Speaker, given your wonderful Welsh connections.

Commons ChamberMe again. It would be fair to say that the search company found it quite difficult to get lots of good candidates to apply. In fact, significantly fewer applied than five years ago. I asked it why that was and it said, “Well, you’ve only got to read the newspapers to see why.” Kathryn Stone has faced pretty ferocious, sustained attacks in the media, including from quite a number of colleagues in the House. There have been times when I have felt such admiration for her because she has managed not to soldier on—that is not quite the kind of person she is—but to keep going with clarity and without any sense of bearing a grudge or anything like that. However, it must have been tough for her. That has made it difficult for us to find candidates.
When we went through the process, I felt that only one person was really appointable. Although the Commission had asked us to take forward two names, the second name dropped out. All that being said, we have an absolute corker to take on the job.
Daniel Greenberg is quite phenomenal; my hon. Friend the Member for Newport East (Jessica Morden) knows him from his advice to the Joint Committee on Human Rights. He has advised the Standards Committee several times, and done so with considerable wit, rapier intelligence and sometimes rather frighteningly.
More importantly—I do not think that I am breaking a confidence—we were advised by those who did the initial interviews that he might be a little shy about providing his opinions. I do not think that is the issue at all. He was absolutely magnificent at interview; I was giving him 10 out of 10 on every single one of the key criteria on experiences and abilities needed to fulfil the role. I am certain that he will do a splendid job for the House.
I do, however, want the House to embrace the appointment. Part of what I said earlier about upholding the standards of the House and maintaining its reputation for future generations involves not attacking those whom we have entrusted with managing that job. Sometimes, he may need additional financial and staffing resources to be able to do the job properly.
I pay tribute to Kathryn Stone for the magnificent way in which she has done her job—I hope that we will have an opportunity to do that properly before she departs later in the year—and the phenomenal members of her team. In particular, I have worked closely with Helen Reid, who is clear, concise and fair. Kathryn has managed to create a team that I think she will hand on in very good nick to Daniel Greenberg when he starts on 1 January.
There is just one area where I hope that Daniel will be able to work clearly. I have some sneaking concerns about the operation of the ICGS. Sometimes, the quality of people who have been employed to do the early investigations has not been up to scratch. Because the Parliamentary Commissioner for Standards has a sideline to that role, it is important that Daniel can work closely with whoever will be running the ICGS in future. Having said all of that, Daniel is a magnificent appointment and I am glad that the Commission has agreed with the hon. Member for Broxbourne (Sir Charles Walker) and myself.
May I agree with what everyone else has said? Like other hon. Members, I pay tribute to the outgoing commissioner, Kathryn Stone. We thank her very much for her work and extend our best wishes to her for whatever roles she continues in the future. As my hon. Friend the Member for Rhondda (Chris Bryant) said, it has been a difficult role at a difficult time—that was alluded to earlier in the debate—but she has done it really well. Standards are vital to us. They exist to hold us all to account. Everybody who works in Parliament, but particularly hon. Members, should be held to the highest standards and we thank her for all she has done in that role.
I welcome the new commissioner, Daniel Greenberg. My hon. Friend the Member for Bristol West (Thangam Debbonaire), the shadow Leader of the House, was involved in the interview process. She told me that he was an absolutely exceptional candidate and that his application was of the highest standard. As a member for many years of the Joint Committee on Statutory Instruments, I know that Daniel served the Committee with distinction for over 12 years, including six years advising the Committee as counsel for domestic legislation. On behalf of our small but dedicated Committee, I thank him for all the work he has done on our Committee.
The work of the JCSI perhaps does not have the highest profile in Parliament, but it is an important Committee that does the job of considering statutory instruments. That work is of the utmost importance. Daniel’s role as leading counsel advising the Committee, working with the excellent team we have, has been much appreciated, as has his vigorous attention to detail, fair-mindedness and, as the hon. Member for Broxbourne (Sir Charles Walker) said, formidable intellect, as well as his humour and lightness of touch. That thoroughness will be an asset to us in Parliament in his new role. Those of us who listened to his excellent contributions on “Thought for the Day” on Radio 4—essential listening for those of us on the JCSI—are also well aware of his thoughtfulness and empathy, qualities he will undoubtedly bring to his work as commissioner, so we welcome him.

Before I begin, may I put on record my thanks to the Speaker’s Office and to everyone who works in this place, from the police officers, the security guards, the wonderful Doorkeepers, the Clerks, the unseen Committees such as the Joint Committee on Statutory Instruments, through to the catering, cleaning, Hansard and IT staff, who keep the whole parliamentary estate ticking over day in, day out. We are very grateful to them. As the hon. Member for Mid Sussex (Mims Davies) mentioned, we are also grateful to our constituency staff and teams. That allows me to thank my team and the excellent Sarah Banwell, who won Labour caseworker of the year from Prospect this year—I wanted to give her a little mention too.
It is a pleasure to respond to today’s Adjournment debate on behalf of the shadow Leader of the House team and it is also a real honour to speak in a debate dedicated to our late colleague Sir David Amess. We all know that there is no doubt that he would have been in the Chamber today, speaking up for his beloved Southend. As a regular myself, I used to look on in awe at his contributions. He owned this debate. It was a masterclass. The hon. Member for Rutherglen and Hamilton West (Margaret Ferrier) seemed to do a good job of mentioning as many issues as he did. The hon. Member for Southend West (Anna Firth) made her contribution, which Sir David Amess would have been extremely proud of. His legacy will live on both inside and outside Parliament.
I welcome the Deputy Leader of the House, the hon. Member for Wellingborough (Mr Bone), to his place. In one of my first contributions in this role—I was a bit lonely because I had no one to shadow, so I am pleased that he has come along—I reflected on how my appearance at the Dispatch Box would give hope to late developers everywhere, and the same can be said for him. Over the years, he has forged a reputation as a stickler for parliamentary protocol, often to the chagrin of his own party, and he is no stranger to the rough and tumble of this place.
My former neighbour and friend in Newport West, the late, great Paul Flynn, enjoyed regular verbal jousts with the hon. Gentleman in this Chamber, and it is a shame that their spells on the Front Bench never coincided. The hon. Gentleman once commented that Paul was his inspiration for running for Parliament, having been a constituent of his for some years as a travel agent in Newport. With characteristic good humour, Paul noted that he would carry for life the burden of being responsible for the hon. Gentleman’s parliamentary career, so I am sure he would be delighted to see his unlikely protégé elevated to his new place on the Front Bench today. Some would say that the Deputy Leader of the House must be a glutton for punishment to step into the role with a Government who are crumbling all around him, but that is nothing new to him—after all, he once stood as the Conservative candidate in Islwyn, where Tory voters are a rarer breed than costed policies from his party leadership candidates.
End-of-term Adjournment debates are a valued opportunity, like Thursday’s business questions, to raise a whole range of issues. Today we have heard some great contributions from Members across the House on issues that are close to their hearts. Home Office delays were mentioned by, among others, my hon. Friends the Members for Merthyr Tydfil and Rhymney (Gerald Jones), for Gateshead (Ian Mearns) and for Hackney South and Shoreditch (Dame Meg Hillier) and the hon. Member for Harrow East (Bob Blackman). I very much recognise the experiences they talked about, with constituents left in limbo and delays to day-to-day family visas. It is no fault of the civil servants; there is a failure to cope and plan, and a lack of resources. I, too, have Afghan interpreters’ families still living in bridging hotels for far too long, and it is not good enough.
My hon. Friend the Member for Leyton and Wanstead (John Cryer) mentioned James Brokenshire. It is good that we also remember him today, as well as his mother, Ann Cryer, for her legacy through her work in campaigning on sexual exploitation.
My hon. Friend the Member for Swansea East (Carolyn Harris) mentioned that the gambling White Paper has been delayed four times and that we need gambling reform. She is quite right. Her comments are very much based on her experiences in Swansea East and her expertise on this issue. I hope that Ministers heed her calls to get on with this. I also congratulate her on her work on the menopause; she has done so much to make sure that this area gets the attention it needs. Not least, she managed to get both of us into Hello magazine.
The hon. Member for Cleethorpes (Martin Vickers) talked about rail, giving me the opportunity to agree that we need greater rail investment from this Government, particularly in my corner of south-east Wales, where we have 11% of the rail network and 2% of rail enhancement funding. I strongly agree with my hon. Friend the Member for Merthyr Tydfil and Rhymney about consequential funding for HS2 for Wales. My hon. Friend the Member for York Central (Rachael Maskell) spoke very well about the cost of living crisis, backlog Britain and NHS delays, as well as the housing crisis and the need for investment in housing and communities, with her call for local homes for local people.
In acknowledging the contribution of the hon. Member for Strangford (Jim Shannon), let me say how pleased we all were to see him get called very early in business questions today—a special end-of-term treat for him and for us all.
The hon. Member for Filton and Bradley Stoke (Jack Lopresti) spoke about the importance of aerospace to our economy. Being in a neighbouring constituency, I agree with that, because many jobs in Newport East, too, are dependent on aerospace as people commute to his constituency.
It is the time of year for end-of-school reports and if we apply the same metric to this Government, the conclusion could only be: “Must do better”. One of the barometers by which to measure the Government’s performance is the timeliness of responses to inquiries from MPs across the House. Even on that basic criteria, the Government are failing dismally, as my hon. Friend the Member for Merthyr Tydfil and Rhymney mentioned in business questions and during this debate.
The Procedure Committee has been conducting its usual work on this matter and a report should be out tomorrow.
I thank the hon. Member for that intervention. I shall look at that with great interest as Members are very interested in this issue. Multiple Departments have a dire record on written parliamentary questions, particularly in relation to COP26 and the Department of Health and Social Care. The record on named day questions is not much better either.
The picture is not much brighter on general written correspondence. The most recent data shows that only 16% of MPs’ and peers’ letters on COP26 were responded to within the timescale set, with the Government Equalities Office and the Department of Health and Social Care faring only slightly better. That bleeds through to MP hotlines, which have been unreliable for some time. The Home Office said that it needs a recovery plan to support its hotline to return to acceptable service standards, and it is preparing that. However, the Home Office is not the only Department in need of a recovery plan. The recent chaos at the Passport Office shows how badly the Government need to improve. The passport issue was raised by my hon. Friend the Member for Hackney South and Shoreditch, the hon. Member for Harrow East and my hon. Friend the Member for Merthyr Tydfil and Rhymney. We thank the civil servants, including those in the Newport passport office, who work so hard. I also put on record our thanks to all those who have come to work in Portcullis House.
I am running out of time, but I will mention another group who are being let down by the Government: the victims of the contaminated blood scandal. Ministers have had more than enough time to respond to Sir Robert Francis’s report, which recommends interim payments for victims now and the full inclusion of family members who lost loved ones in a future compensation framework. That would be a final recognition of the suffering of families such as my constituents, the Smiths, who lost their seven-year-old son, Colin, after he received infected blood products from a prison in Arkansas. My right hon. Friend the Member for Kingston upon Hull North (Dame Diana Johnson) is absolutely right that the Government must get on with this.
I am pleased, however, that progress is being made on the Social Security (Special Rules for End of Life) Bill, which will finally scrap the hated six-month rule. Much thanks is due to charities such as the Motor Neurone Disease Association and Marie Curie, which helped me with a ten-minute rule Bill on this issue. I am glad that the social security Bill will come through the House in September and I know that it will get cross-party backing.
Will any aspect of that end of life Bill address assisted dying? The House is united on the fact that there should be a debate on that issue. For too long, Parliament has not had a say on such a vital issue, which the public wants us to discuss.
I am sure that the Deputy Leader of the House will address that issue.
Finally, I wish everybody a happy recess. We will all be working in our constituencies through the summer, but I hope that staff get a break.

Like so many up and down the country, she is suffering from covid, so I wish her and others a very speedy recovery.
Tuesday marked five years since the Westminster terror attack, and we remembered those who tragically lost their lives, including PC Keith Palmer. We are forever indebted to him and to his family for their sacrifice. Today I would also like to take the opportunity to thank all those who are continuing to keep us safe.
Today marks one month since Russia’s illegal invasion of Ukraine, with more and more war crimes being committed each day. The Labour party stands with our allies, including NATO and our other partners, in complete solidarity with the Ukrainian people. However, this devastating situation is also having implications for our own security situation. In yesterday’s spring statement there was no mention of stopping cuts to our armed forces. Other European Governments have already acted to reboot their plans and review defence spending, but the Chancellor has not announced any halt to Army cuts. There was no review of defence spending, no reform of military procurement, and no change to the real cut in day-to-day Ministry of Defence spending. This means less money for forces recruitment, training, pay and families. Can we have a statement from the Defence Secretary on how he plans to keep Britain safe if these cuts go ahead?
The Chancellor has been responsible for 15 tax rises in the past two years, and even though he proclaims that he believes in low tax, the Office for Budget Responsibility has confirmed that he has reversed only about a sixth of the tax rises he has announced since he took the job. The national insurance threshold rise is nothing more than a cynical attempt to distract from the fact that for every £6 this Chancellor takes away from people he has given them back just £1. Can we have a statement from the Chancellor on when it became Government policy to turn Britain into a country of high tax and low growth?
Families are facing the biggest fall in living standards since records began in the 1950s. The majority of households will see, on average, a £1,300 increase in year-on-year bills by October. Some 6.5 million households across the country will be facing fuel poverty next week. Our proposal for a one-off windfall tax on oil and gas producers would cut household energy bills by £600, helping those who need it most. As a Member for a Welsh constituency, I am proud that the Welsh Labour Government have again put in a more generous package of support for those who need it. Why are this Government not doing the same? Can the Leader of the House explain why this Government are happy to raise taxes on hard-working people but will not do the same for oil and gas companies?
Yesterday the Prime Minister said that he was taking legal action against P&O Ferries, but his officials are now saying that he overstepped the mark. Can the Leader of the House explain whether the Business Secretary has issued proceedings against P&O, and if not, why, a week on from these shameful sackings, the Government have done absolutely nothing to help these British workers? In fact, this Government have consistently voted to continue to allow bullying tactics from a few bad employers, and on Monday Conservative Members were whipped to abstain on our motion to outlaw fire and rehire. Can we have a statement on why this Government have let British businesses be undercut and let British workers down for the past decade?

Even after the changes today, under this Government Britain is facing the highest tax burden in 70 years. The Chancellor confirmed today that £24 billion of additional tax rises are about to hit the British people. He is raising taxes again and again. He proclaims that he believes in lower taxes, but at the same time he is actually hiking national insurance contributions.
What provisions has the Leader of the House made for the rescheduling of the two very important Backbench Business debates tomorrow—one on war pensions and armed forces compensation scheme payments, and the other on the impact of long covid on the UK workforce? Will he confirm when the National Insurance Contributions (Increase of Thresholds) Bill will be published on the parliamentary website and copies made available in the Vote Office? What provision will there be for right hon. and hon. Members to amend the Bill?
I thank the hon. Lady for her questions. While it is a pleasure to see her at the Dispatch Box, I hope that the shadow Leader of the House, the hon. Member for Bristol West (Thangam Debbonaire), makes a speedy return.
I am not going to get drawn into debate today—the hon. Commons ChamberAs this is his first appearance at the Dispatch Box as Leader of the House, may I welcome the right hon. Member for Sherwood (Mark Spencer) to the role? The shadow Leader of the House, my hon. Friend the Member for Bristol West (Thangam Debbonaire), is very much looking forward to their exchange at business questions tomorrow. I know that she would want me to place on record her thanks to the former Leader of the House, the right hon. Member for North East Somerset (Mr Rees-Mogg). She very much appreciated his courtesy in communication outside the Chamber and their robust exchanges in it.
Like the right hon. Member for New Forest East (Dr Lewis) and my right hon. Friend the Member for North Durham (Mr Jones), I thank on the Opposition’s behalf the outgoing members of the Intelligence and Security Committee. My right hon. Friend the Member for Kingston upon Hull North (Dame Diana Johnson) and the right hon. Member for The Wrekin (Mark Pritchard) have served the Committee, Parliament and this country diligently. We thank them for their service and wish them well in their new roles.
The Opposition welcome the appointment of the Committee’s incoming members. I know that my hon. Friend the Member for Garston and Halewood (Maria Eagle) and the right hon. and learned Member for Kenilworth and Southam (Jeremy Wright) will approach the Committee’s serious and important work with diligence, objectivity and a sense of service to their country.
