May I echo the frustration expressed by hon. Friends representing Welsh constituencies that the Prime Minister acted on furlough only when setting out England-wide action? As he has not explicitly said this, will he confirm that furlough support will be backdated in Wales? What funding will come to Wales as a result of the business grant support announced on Saturday?

Absolutely. Cornwall has many, many attractions, but of course the reliance of a large part of the Cornish economy on tourism and on seasonal trade renders parts of it uniquely vulnerable, particularly in the wake of the pandemic. That is why the Chancellor of the Exchequer took the steps that he did in order to support hospitality, but more of course requires to be done. Cornwall has amazing people and so much to boast about. We do need to do everything we can to make sure that my hon. Friend and other Cornish MPs play a role in our economic recovery.

The White Paper on the UK internal market that the Government are launching this morning will have far-reaching consequences for each of the UK’s nations. The Minister said earlier that he would work hand in glove with devolved nations, so why did the Government not have discussions about the White Paper with the Welsh Government or share the paper with them?

The paper has been shared with the Welsh Government and with other Labour colleagues as well. One of the things that frustrated our capacity to have discussions on this area was the withdrawal of the Scottish Government from some of those discussions. However, I have had fruitful discussions and will continue to have fruitful discussions, including later today with representatives of the Welsh Government. I am sure that the hon. Lady would recognise that Newport’s position on the border of England and Wales gives it, in many respects, the best of both worlds, and ensuring that her constituents continue to have unfettered access to the rest of the UK market must surely be in their interests and in hers.

Welsh councils are reporting a shortfall of around £170 million in the first quarter of this financial year, due to the crisis, and we will need the UK Government to step up and provide more funding to the Welsh Government, to ensure that we do not suffer big cuts to services just when they are needed most. Will the Prime Minister commit to that?

It is, of course, up to the Welsh Government to spend money properly, but the hon. Lady should be in no doubt that this Government continue to commit sums to help all the devolved Administrations. As I think our friends from the SNP will know, the UK Exchequer has already contributed £3.7 billion extra in Barnett consequentials for Scotland alone—[Interruption.] I am sure that point is seldom off the lips of the hon. Member for Gordon (Richard Thomson). We will continue to support every part of the United Kingdom.

Yes, indeed; it is absolutely crucial that we do that. There is a big catch-up plan that my right hon. Friend the Education Secretary is going to be announcing very shortly. It is vital that kids catch up on the education that they have lost, but even more vital, as I think I may have mentioned to the House already this morning, that the kids who can go to school should go to school. Would it not be a fine thing, Mr Speaker, if we heard from all parts of the House that schools are safe to go to, rather than the wibble-wobble we have heard from the Opposition this morning?

A strong UK steel industry is essential for the UK’s economic recovery. Plants such as Llanwern and the Orb steelworks in Newport—the only electrical steel plant in the UK—can play a key part in that recovery, but we are three months into the crisis and steel companies are still waiting for Government liquidity support. That is critical. Will the Prime Minister commit to addressing that now?

I am very grateful to the hon. Lady, because we take the issue of the UK steel industry very seriously. We are doing everything we can to maintain UK steel production. Clearly it was always facing difficulties, even before corona struck. I will make sure that I look at the particular needs of the concern that she raises in Newport East. We will ensure that we do everything we can. I just remind her that we have supported 9,200 workers in her constituency through the furlough scheme.

I thank my hon. Friend for raising this issue and highlighting that it is part of the Cabinet Office’s Equalities Hub. In the meantime, the Department for Work and Pensions is bringing forward a Green Paper in the coming months to see how the welfare system can work with our claimants and people with health conditions. We have already done roundtables and workshops on this. This is a priority for this Government and my Department. Whether it sits in the Cabinet Office or not, it remains a priority that we will work together on.

Work offers the best opportunity to move out of poverty, irrespective of gender. We are proud that the female employment rate under this Government is at a record high of 72.4%, with nearly 2 million more women in work than back in 2010. Wages have outpaced inflation for 23 consecutive months. Shortly, from April, the national living wage will increase again, also benefiting women the most.

But a recent report by Welsh charity Chwarae Teg highlights the fact that 38% of women in Wales on universal credit are in work compared with 29% of men. What is the Minister doing to ensure that there is strong action in the Budget to tackle women’s in-work poverty?

I thank the hon. Lady for raising this issue. Wales and opportunities for women is an issue close to my heart—she will know that. I had my best opportunities working in Wales, and I want that to extend to everyone. Universal credit will offer 85% of childcare costs. The flexible support fund also helps women into work. I would urge all women to take the opportunity to go into their jobcentre and ask about the mix of benefits and support they can get. But one particular issue always holds women back, and that is confidence. Women should feel confident that they can go for it under this Government and under universal credit.

This has been a long and interesting debate, and I wish to make a short and—I hope—to-the-point contribution, and ask the new Government to spell out what they will do to support our manufacturing industry, particularly our steel industry which I believe needs urgent and proactive support in extremely difficult times. As others have said, there is no mention of Wales in the Queen’s Speech. There was no mention of steel either, yet the need for steel to be mentioned is pressing and urgent.

Tomorrow, Tata’s Orb steelworks in Newport will close its doors at 12 o’clock, having operated since 1898. This is a sad day in our city. Many generations of families in Newport have worked at Orb, and it has a special place in Newport’s history. I pay tribute to those steelworkers who are moving on tomorrow, and who are so passionate about their industry. They have made many sacrifices and adapted in recent years to help the business, and they make world-class steel. I pay tribute to them for the fight they put up, and are putting up, to find a future for their plant. I also pay tribute to the Community and Unite unions, and their trade union representatives Paul—tomorrow he will have completed 12,849 days at Orb—Brett, Lee, Rhys, John, Gareth and Dai, for doing the hardest job in those circumstances.

Earlier the Prime Minister mentioned electric vehicles and he spoke yet again about making the UK a home for them—I believe that was in the Queen’s Speech. That shows the travesty of the situation at Orb. Orb is significant because it is the only electrical steel plant in the UK, and with investment it could, and should, play a key part in the future of electrification. With investment it could produce steel for electric vehicles, for which demand is set to grow and grow. The irony is that although the Government support Jaguar Land Rover to develop electric vehicles, they have not stepped in with Tata to help that vital component of an end-to-end supply chain.

Ministers in the Department for Business, Energy and Industrial Strategy will start work after the Queen’s Speech. What I ask of them—I ask Ministers on the Front Bench to pass this on—is for the plant to be mothballed, and for them to please work with the Welsh Government and Tata to try to find a buyer in the new year. Will they proactively support us in Newport so that we can restart the plant, help keep electrical steel making in this country, and not have to import steel, which we will have to do if we lose that capacity? Tata’s Llanwern steelworks is also in my constituency, and news during the election campaign that Tata is to cut 1,000 roles in the UK has caused uncertainty and great worry. We need the chance urgently for Ministers to report back on their discussions with Tata, and on how they, alongside the Welsh Government, are going to help. Tata’s handling of this situation has been badly done. As Community union has said, it needs to be clear about its strategy for the future.

The situation at Orb, and Tata more generally, amplifies the challenges facing the wider steel industry. We need vision from the Government to tackle them. The steel industry should be at the forefront of the Government’s thinking in Brexit negotiations and in the construction of future trade deals. Some 40% of all UK steel produce is exported and it is vulnerable to the deterioration of our existing trading relationships with other EU countries and the rest of the world. We also need urgent action on energy prices, which are higher than in other EU countries. This year, the UK steel industry has paid 62% more than its German counterpart. Representatives from the steel sector have also been crying out for action on procurement. BEIS data shows that at least 42% of steel procured by the UK Government is sourced from outside the UK, so there is significant room for improvement. The Government must get that right. These are all things that Ministers can work on with the all-party group on steel. I hope the Government will do that urgently in the new year.

As other hon. Members have mentioned, we lost two fantastic steel MPs from the all-party group on steel. Sadly, they lost their seats in the general election. Both were great champions of their steel communities and absolutely passionate about the industry. Those colleagues were Nic Dakin and Anna Turley. I know their contributions from the Labour Benches will be greatly missed. While I am at it, may I also pay tribute to Madeleine Moon, who lost her seat? She made an immense contribution in this Chamber on defence issues, latterly as President of the NATO Parliamentary Assembly. I know that her knowledge and expertise will be greatly missed.

I thank the hon. Gentleman for that intervention. I am sure we shall both tell her that she was mentioned in this debate tonight.

Finally, I would like to thank the voters of Newport East for electing me for the fifth time. I will do my very best to stand up for them in the long years ahead, including and not forgetting the 1950s women hit by pension changes. We need fast and significant investment in Gwent police, which has been cut by 40% since 2010 by the previous Government. Operation Uplift will not even take us back to 2010 numbers.

Universal credit needs to be paused and fixed. Low pay and insecure work need to be tackled, as do cross-border transport issues. Last but definitely not least, we need urgent action on climate change and on the lasting impact of austerity on our communities. I will continue to hold Ministers to account on those and other issues on behalf of my constituents and continue to stand up for Newport East. Thank you, Mr Speaker, for the opportunity to take part in this debate.

I want to begin by echoing the tributes paid to my constituency neighbour, the late Paul Flynn, who sadly passed away this year. He was an outstanding parliamentarian, a fantastic champion of Newport and a great neighbour to me. Although we have an equally wonderful successor in my hon. Friend the Member for Newport West (Ruth Jones), I know that Paul is in our thoughts, and it was lovely to hear those tributes.

The Prime Minister quoted Newport’s Goldie Lookin Chain earlier, which was one of the stranger moments in my time here—and I say that having been an Opposition Whip for the last couple of years. I will leave it to GLC to say how they vote, but if the Prime Minister has a free evening on 21 December, he may still be able to get a ticket for their 15th anniversary world tour of Wales concert at Newport Centre, courtesy of Newport Live; more dates are available.

It is clear that the Queen’s Speech today is a programme that the Government have no way of implementing before a general election, in the shadow of Brexit. My right hon. Friend the Member for Delyn (David Hanson), who made an excellent contribution, was right to say that we just do not know what on Saturday we will be voting on, and I say that on behalf of the steelworkers, the Airbus workers, the food producers and more in my constituency. But I cannot let today go by without mentioning a number of issues that are important to my constituents. There is much to say, but I will include the lack of a credible green deal to tackle the climate emergency; an economy that does not work for many in our country, with more children, families and pensioners living in poverty; and the lack of action for the 1950s-born women hit by pension changes, many of whom are in real poverty in my constituency.

I also want to focus on the Government’s lack of measures to support the manufacturing sector and the fact that there was nothing of note to say on steel. The Prime Minister spoke today of a “new age of opportunity”, and he has spoken previously about his vision for the UK to become the home of electric vehicles. As laudable as those warm words are, it is crucial that the Government act on that if we are to truly make the UK the home of electric vehicles. That should include a proper commitment to build a UK supply chain for electric cars.

That action needs to be fast, because on 2 September Tata Steel said that it would close Cogent Power’s Orb works in my constituency on 20 December. The works is part of the fabric of Newport and its history, having been there since 1898, and it employs 380 people on site. But this is not about the past; it is about the future. This is the only plant in the UK producing electrical steel. With investment, it could make electrical steel for electric vehicles, allowing the UK to have an end-to-end supply chain. If we lose this plant, we will lose that chance and have to import the steel for electric motors.

My hon. Friend is making such an important point about how crucial the Orb is in producing high-value steel. The UK has to have a future in the production of high-value materials, particularly steel. If we are to have a viable automotive sector with hydrogen-powered units and electric vehicles in particular, with Jaguar Land Rover, Aston Martin and others producing cars in this country, these sorts of steel are crucial.

I thank my hon. Friend for that intervention. He is right, and it is a point I will come on to make. These are speciality steels, and we cannot afford to lose the capacity to make them.

There is a plan to save the plant. Community union and its consultants, Syndex, are calling for Tata to reinvest money from the sale of Cogent Power Inc in Canada into the Orb and for the UK Government to help by investing £30 million. That would be just a small proportion of the total the Government have awarded Jaguar Land Rover, which is owned by Tata, which has secured a £500 million loan guarantee to help the company sell electric vehicles.

We need concerted investment in the electric vehicle supply chain. Orb can be a vital cog in the wheel. It can be part of the infrastructure strategy that the Government alluded to in the Queen’s Speech. If we did that, we could save the only electrical steel plant in the UK, which could and should have a bright future as demand for electric vehicles is only set to grow. Labour has said that we will accelerate the electric vehicle revolution with 2.5 million interest-free loans for the purchase of electric vehicles, a new requirement for the Government car fleet to be 100% electric by 2025 and action on the private fleet.

I congratulate the hon. Lady on the important speech she is making. Does she recognise that, to encourage the general public to buy and invest in electric cars, we need charging points across the whole of the United Kingdom of Great Britain and Northern Ireland? If we do not have the charging points, there is no incentive for anybody to buy an electric car.

I thank the hon. Gentleman for that intervention. Electrical steel can also be part of electric charging points, so it all goes together.

The Labour party is determined to ensure that the right conditions are in place for this revolution, and the Government should be too. If the Orb works is not kept open, the potential to build a supply chain will be squandered, and it is not an overstatement to say that the UK could lose its capacity to be a global leader in electric car manufacturing.

Developing a supply chain will be hugely important for the national balance of trade too. Across the UK, there are 10,000 workers making internal combustion engines, and the Community union has emphasised that a failure to develop the supply chain will result in a loss in the export value of those engines, which will be replaced by the import cost of electric motors. Where is the vision from this Government? If they are serious about making the UK the home of electric vehicles, they will work with Tata to step in and save this plant.

What is there in this Queen’s Speech to help the wider steel industry? There is no action. Where is the sector deal? Where is the support on energy prices? Where is the concrete action on procurement? The Steel Council has not even met since June 2018, and we need it to now. I would like to thank the hundreds of people who marched this weekend to save Orb steel, including many of my hon. Friends, and I hope that the show of support was noted by Ministers. Can the Minister here today relay to the Steel Minister that he needs to be proactive and promise to engage with Community, Syndex and Tata to secure this plant’s future?

While there are promises in the Queen’s Speech to increase police funding and some powers, it is the Conservative party that has been soft on crime by relentlessly cutting funding for police and the criminal justice system. Since the start of the UK Government’s austerity programme in 2010-11, the Gwent police budget has been reduced by 40% in real terms. As the shadow Home Secretary, my right hon. Friend the Member for Hackney North and Stoke Newington (Ms Abbott), said,

“cuts have consequences, and now the Tories are trying to pretend the consequences have nothing to do with them.”

The police and crime commissioner for Gwent has confirmed that they are still waiting for clarity on funding. He said that while it appears that the first year will be funded by central Government, there are still concerns about the Government expecting them to raise more through the precept, which would fall on local taxpayers.

We need the Government to address how increased pension costs associated with the programme will be funded and, equally importantly, we need a long-term commitment. Our police and communities have been let down badly since 2010, and we need a Government who will show by their actions how much they really value the contributions of our police officers and staff and ensure that they are always properly resourced and protected. As my hon. Friend the Member for Rhondda (Chris Bryant) said, we need to ensure that his Assaults on Emergency Workers (Offences) Act 2018 is used to help our emergency service workers.

The Queen’s Speech had very little to say for Wales and nothing to say about addressing the perennial underfunding of Welsh rail infrastructure. Welsh routes make up 11% of the UK network but receive only about 6% of UK rail funding. Cross-border services between Newport, Severn Tunnel junction and Bristol are of strategic importance to the economies of Wales and the south-west, and they need to be improved for the sake of passengers who are paying more and more just to get to work in the morning. I regularly receive complaints from constituents who have to make do with severely overcrowded short-formed services. I call again on the UK Government to allow the Welsh Government to develop new cross-border services. The current restrictions on their doing so are ill thought out and it is rail passengers who are paying the price.

Although I note the Government’s belated intention for new franchises to concentrate on performance and reliability, I ask them please not to forget the issue of rail fares. Passengers face a deeply unfair 2.8% increase in rail fares next January, and average fares are 40% higher than they were in 2010. If the Government are serious about climate change measures, forcing people off the railways due to cost and discomfort is not the right way to go about it. It is completely wrong that commuters are paying for services that are all too often overcrowded and unreliable. I support Labour’s sensible call to bring our railways back into public ownership, run for passengers not profit.

This Queen’s Speech is nothing more than a party political broadcast and is just a wish list that the Government have no means to deliver.

I beg to move,

That this House has considered the future of Tata’s Cogent Power steelworks in Newport.

I am immensely grateful to have the opportunity to speak on behalf of the dedicated workforce at Tata’s Cogent Power plant, the Orb works in Newport, representatives of which are in the Public Gallery. They are most welcome.

The need is urgent. This is a steelworks threatened with closure by Tata and it is due to close at the worst possible time, just before Christmas. It is unique, as it is the only steelworks in the UK making electrical steel.

My hon. Friend represents a steel community, too, and I completely agree with his point, as I will make clear in my speech.

With the investment and support it needs—there is a plan, which I will come to later—the plant could and should have a bright future, especially at a time when, due to the growth of electric vehicles and electrification generally, demand for this type of steel is only going to grow. It would be a travesty if we were to lose the plant, and my ask of Ministers—I welcome the Wales Minister here today—is that the Government do all they can with Tata to protect this national asset.

I should declare that my father worked in the steelworks throughout his working life and is a British Steel pensioner. As we speak about the future of our automotive sector and moving to electric cars, does my hon. Friend agree that it is simply short-sighted to be losing Orb at this moment?

I absolutely agree, and I will make that point later.

Tata announced that it would be closing Cogent Orb steelworks on 2 September, with the loss of 380 jobs. This has come as devastating news for a dedicated, highly skilled workforce and their families, and for the city of Newport as a whole, where Orb has been part of the landscape since 1898. I pay tribute to Community, Unite and other unions for the support they have given and continue to give to the workforce, and for their general fight to save our steel industry.

I congratulate my hon. Friend on securing this very timely debate. I represent a steel community in Scunthorpe, and we know exactly what it is like as a steel community to have these things happen. We stand side by side with the steel community in Newport. Does she think that the work the Community union and others have done through the Syndex report gives a possible way forward for the plant?

My hon. Friend is indeed a doughty and fantastic champion of his steel community, and the thoughts of our steel community are very much with his community and the difficulties it has had recently. I will talk about the Syndex report, because it is very important.

The attendance of my hon. Friends from Wales and fellow members of the all-party parliamentary group on steel and metal related industries represents the importance of the steel industry to us all. As my hon. Friend the Member for Torfaen (Nick Thomas-Symonds) said, many of us have a constituency interest but also a very personal interest. My parents met in the steel industry in Ebbw Vale, and my hon. Friends have close family who have worked in the industry, including my hon. Friend the Member for Cardiff West (Kevin Brennan).

Fewer work places are more ingrained into the life of Newport than Orb. Our iconic transporter bridge was originally built to carry Orb workers over the River Usk. There are street names in Newport such as Dudley, Walsall, Bilston, and Handsworth, and even the Wolverhampton Wanderers-based colours chosen for Newport County AFC commemorate the west midlands migration to Gwent initiated by the Lysaghts family moving their sheet steel production to Newport at the end of the 19th century. Orb played an important role in Newport in both world wars and, from the late 1960s onwards, its activities moved towards cold rolled and electrical steels, a field that became the site’s speciality, as it remains today.

Losing Orb would mean losing the electrical steels skills base that has been built up since the era of Harold Wilson’s “white heat” of technology, and at a time when electrical steels will be more in demand that ever before. Tata’s decision to close Orb, citing losses and wider challenges in the sector, will hit many people in our communities extremely hard. They include recent recruits such as an electrician who joined the company two days before the announcement and is one of 70 new starters over the last two years, and a long-time worker who says, “Orb works has been a part of my family for nearly 60 years. Between my father and brothers we have over 100 years’ combined service. The Orb paid for everything when I was a child and is now supporting my three children.”

Another man’s family came from Tipton; his great-grandfather, grandfather and father all worked there, and their names are on the works’ cenotaph. Mickey, who started work as a 16-year-old messenger boy and ended up as section manager, said, “To allow over 100 years of electrical steelmaking skills simply to disappear is a crime against everyone who contributed to Orb’s history, and the knock-on effect on the Newport community’s economy will be devastating, as these jobs are of high value.”

I thank my hon. Friend and neighbour from Newport East for giving way, and for her powerful speech. This is an issue of importance to people in Newport West, Newport East and across south Wales, and it is a pleasure to hear her speaking about it. The potential closure of Orb in Newport will mean that hundreds of jobs are put at risk, and our people and communities need certainty. I reassure my hon. Friend of my commitment to work with her to save jobs in Newport. Does she agree that we need a level playing field for UK steel producers by addressing the energy price disparity, preventing steel dumping and investing in research and development, so that the British steel sector can compete and thrive globally?

My hon. Friend and neighbour is absolutely right, and those are many of the asks for which the all-party steel group in Parliament has been calling for many years. It is something on which the Government need to take more action.

Mickey is absolutely right. Although it is important to emphasise Orb’s proud heritage, this debate is not about nostalgia, but about the future. It is about calling on Tata and the Government to ensure a future for a plant with enormous potential at a time when demand for the type of steel Orb could and should produce is set only to grow. Orb is important not just to our community, but to the whole of the UK, because the works is the only plant in the UK with the potential, with investment, to produce the electrical steel needed for electric vehicle motors. The Government, too, say it is important.

Since they first got into power in 2010, the Government have been banging on about how they would be the greenest Government in history. Is it not time that the Government put their money where their mouth is and invest in Orb to bring about the electrical steel that we need and to start reinvigorating the electrical vehicle industry in this country?

My hon. Friend is absolutely right. The Government have said the electric vehicle industry is important to them, and they say it is a priority. In his first speech to the Commons after moving into No. 10, the Prime Minister spoke about his vision for the UK as the “home of electric vehicles,” something he also touched on regularly during his leadership campaign. In a recent response to a question I asked, the Prime Minister also stated his commitment to use UK steel in the supply chain for electric vehicles, but we need electrical steel to create an end-to-end supply chain for those vehicles. If the Prime Minister is serious about the UK being the home of electric vehicles, we must, as Community’s Roy Rickhuss has said, consider the Orb a national asset and step in to protect it.

My hon. Friend is making a really powerful speech. What she said about looking at history and the future is so important, and the dedicated workforce and plant have been so successful because they have encouraged innovation over the years. They have been strategic and looked forward. That is what the Government now need to help the plant do with electrical steel.

Attention has been given to electric car battery production —the Prime Minister mentioned the gigafactories needed to produce high volumes of battery products in his conference speech—but electric motors are an equally important part of the supply chain. They are built from the high-quality, non-oriented electrical steels that could be produced at Orb, and the demand for this type of steel is expected to increase tenfold by 2030.

The number of electric cars on our roads will grow and grow over the next decade. The UK Government are providing millions of pounds to support the roll-out of charging infrastructure, and it is imperative that we use UK steel in all this. The Government have awarded Jaguar Land Rover, which is owned by Tata, a £500 million loan guarantee to help the company sell electric vehicles. In this context, with the Government’s stated support for the electric vehicle industry, I ask what the Government can do for all. Electric cars need electric motors. Why should we have to import them? We have a site here in the UK that, with support, could be part of the supply chain.

We need UK steel every step of the way, and electrical steel is part of that. As members of the all-party group and the unions have long said, the industry can be a key part of building the infrastructure we need to green our economy in the future.

At Labour’s conference, we pledged to accelerate the electric vehicle revolution with 2.5 million interest-free loans for the purchase of electric vehicles, a new requirement for the Government car fleet to be 100% electric by 2025, and action on a private fleet. Labour is determined to ensure that the right conditions are in place for this revolution, and the Government should be, too. If the Orb works is not kept open, the potential to build a supply chain will be squandered. It is not an overstatement to say that the UK could lose its capacity to be a global leader in electric car manufacturing.

Developing a supply chain for electric vehicles will be hugely important for the national balance of trade. Across the UK, 10,000 workers are making internal combustion engines, and Community has emphasised that a failure to develop the supply chain will result in a loss in the export value of those engines. It will be replaced by the import cost of electric motors, which equates to £1.2 billion for every 1 million electric cars. That is why Community has called Orb a

“strategically important business underpinning this vital industry of the future.”

Tata has publicly confirmed that, with investment, the Orb works can produce the steels required for the future production of electric vehicles. Community’s steel consultant, Syndex, has researched and concluded that with a new strategy and some public support, there could be a sustainable future for the business. So what is the plan? The new strategy for Orb would mean transitioning to a new model and producing non-oriented steels, in addition to grain-oriented steels, based on a new Wales-only supply chain and using coil from Port Talbot. To fund the necessary capex, the profits from the sale of Cogent Power Inc—another part of the business, which is wholly owned by the Orb—would be reinvested into the business, along with the money set aside to finance a closure.

My hon. Friend is making a very powerful speech. The Government often criticise us for critiquing their failure to support the steel industry without proposing a constructive plan, but she has just outlined an absolutely compelling and viable plan. One of the vital parts of it is that we would be relocating the supply chain for hot rolled coil from IJmuiden to Port Talbot. Surely if the Government are talking about backing British business, they should back the Syndex plan.

My hon. Friend is exactly right. It is a very important and well-thought-out plan, and I hope Ministers are listening to it. The 2018 memorandum of understanding agreed with Tata in advance of the failed joint venture contained a commitment to reinvest the proceeds of the sale of any UK-owned assets back into the UK. Tata should honour the spirit of that agreement. That would leave a shortfall of just £30 million, and we could look to central and devolved Government to contribute to the new strategy. Given the role that Orb can play as a strategic business of the future, enabling the Government to deliver on their climate commitments, there is a compelling case for Government support.

The strategy advocated by Syndex includes three key aspects: a new annealing line at Orb, investment in automation to make Orb’s grain-oriented products more competitive, and relocation of the hot rolled coil supply chain from IJmuiden to Port Talbot.

I want to put forward a series of asks to the Government. First, will the Minister ask the Secretary of State to call a UK steel council urgently, with Orb at the top of the agenda? We have not had one since June 2018, and the need is urgent. Will Ministers commit to meet urgently with trade unions and local politicians to look at what can be done to support Orb and its workers at this time? Community has requested meetings with the Welsh and UK Governments to present the Syndex plan directly to them. Will the Minister and the Department for Business, Energy and Industrial Strategy agree to meet it?

The Prime Minister committed last month to ensure that UK steel forms part of the supply chain for electric vehicles. Will Ministers ensure that that actually happens? While I am on that subject, we now more than ever need a sector deal for steel—something we have been asking for for a long time.

This Saturday, hon. Members will be joining Community, Unite and other unions in a march through Newport to save Orb steel. We are fighting for it, and I hope everyone will join us. Orb is a site that could be underpinning a dynamic UK automotive industry, and could be at the cutting edge of new steel technologies. Newport, Wales and the UK would be worse off if the Government fail to work with Tata to grasp its enormous potential before it is too late. If the Government are serious about an industrial strategy, will they back up their words with proactive action?

I am calling on the Government to prioritise our industrial policy and to support our steel industry, including electrical steels, and building an electric vehicle industry. The Prime Minister says he wants to do that. I say yes, and so do the Welsh Government. Who else needs to say yes to save the Orb plant? I ask Tata to say yes too. Together, let us save Orb and build a new electrical steel economy in the UK.

As has been mentioned, to make energy costs more competitive, we have made £312 million in compensation available to the steel sector since 2013, including £53 million in 2018 alone.

We have commissioned independent research to identify high-value market opportunities for UK steel producers that will be worth up to £3.8 billion a year by 2030. The UK is a supplier of steel for a range of high-value applications and is a strategic part of the supply chain for the automotive, aerospace, construction, defence and oil and gas sectors. We are successfully working with the steel industry to introduce steel procurement guidance that will ensure that Government and the wider public sector take into account social and environmental benefits when procuring and designing their major projects.

I have to conclude, as I am starting to get close to time.

We have also signed up to the UK steel charter, acknowledging and supporting that initiative from industry. We continue to press for the introduction of trade defence instruments to protect UK steel producers from unfair steel dumping. Tata has confirmed the closures are not linked to Brexit; instead competition from much larger players in China and Japan is understood to be the key reason.

Thank you, Mr Hanson. I will take another intervention as I come nearer to the end of my speech, but I have not been ungenerous in taking interventions from Opposition Members so far.

The UK Government are stepping up their efforts to ensure businesses are ready to leave the EU on 31 October via their national communication and engagement campaign. We are also urgently identifying and delivering actions to support businesses in improving readiness. The Government will take economic measures to mitigate any short-run disruption, to support the economy through the transition and to boost the long-term potential of the UK economy, taking advantage of the opportunities outside the EU. As I said, the Government are prepared to look at and discuss any plans that present a long-term, sustainable option for the plant.

I appreciate the Minister responding today, but members of the all-party parliamentary group on steel have not yet had a real opportunity in a debate to question the new steel Minister. I ask the Minister to convey to the new steel Minister the urgency of the situation, because if we lose Orb, we lose the opportunity of an end-to-end supply chain for electric vehicles before Christmas.

I will certainly convey the hon. Lady’s message to the steel Minister. I have to say, looking at the many Opposition Members here and given my knowledge of their determination to stand up for the communities they represent, that I have a feeling that the steel Minister will get a number of opportunities in the very near future to discuss steel on the Floor of the House, if not in a debate in this Chamber. Certainly as a Minister, I would be badly mistaken to think I can ignore some of the people on the Opposition Benches.

However, it is worth reflecting on the fact that there are currently 46 trade defence measures in place to protect UK steel products from unfair steel dumping. As we operate an independent trade policy, the UK will continue to champion free trade and take a proportionate approach to trade remedies, with a view to continuing the defence of our industry where necessary. The steel industry is an important industry in Wales, as reflected by today’s turnout among Members representing Welsh constituencies. The UK Government are committed to supporting companies, such as Tata, that have contributed to the local economy in Wales for decades, and we will continue to work with the sector, the unions and the devolved Administration to support the UK’s steel sector in developing a long-term, viable solution for that industry.

In closing, I thank all hon. Members who have contributed to today’s debate, and the hon. Member for Newport East for having secured it. I know that she will continue to be a strong advocate for those she represents and will ensure that the Government hear loud and clear their views and what she believes the options to be. I would certainly be more than happy to have a longer discussion with her about some of the proposals that are being put forward; I look forward to the opportunity to do so. However, as I say, those proposals must be based on providing a long-term, sustainable future for the plant, not just subsidy with a hope of something coming along.

My hon. Friend has hit the nail on the head. The devolved Administrations are invited to the exit planning committees that the UK Government hold. They are fully aware of the proactive, positive steps and measures that we have introduced in preparation for leaving the European Union. I am only disappointed that the same courtesy and invitation have not been extended by the Scottish and Welsh Governments, which would allow and give us the same confidence.

The Secretary of State talked about manufacturing and the economy. The impact of Tata’s announcement on Monday that it will close Cogent’s Orb steelworks will be keenly felt in Newport. It is devastating news for workers and their families. Will he meet me urgently to discuss what the Government will do?

Absolutely. I will meet the hon. Lady and work with her to co-ordinate our response. I recognise the priority she has placed on this operation for some time and she highlighted some of the risks and concerns she had some time ago. Yesterday, I spoke to Roy Rickhuss from Community union. I have, naturally, also spoken to Tata. We are working with the Department for Business, Energy and Industrial Strategy in terms of challenging the issues that Tata is raising to seek to bring it to the most competitive position possible.
