My hon. Friend is right that, without doubt, gender stereotypes affect what young girls do. Those stereotypes are changing because we are making sure that we change them. For instance, since 2010 we have seen 26% more women entering STEM A-levels. However, we recognise that the take-up for physics is notably low and we have put money into the Stimulating Physics Network. I praise hon. Members who have taken part in the Year of Engineering. We know that at primary school girls and boys have similar levels of interest in STEM subjects, but that that tails off quite substantially at secondary school. Students from Coleg Gwent had great success recently at the WorldSkills UK competition, including a gold in forensic science, which is a great advert for taking up STEM subjects. Will the Minister join me in congratulating all Welsh students and colleges who did fantastically well across the board in that UK-wide competition?

Yes, I am very happy to join the hon. Lady in congratulating them. Right hon. and hon. Members who do not know anything about WorldSkills should take a look—it is fantastic. I am disappointed that the Scottish Government have chosen not to put in any money, despite its success. WorldSkills is a way of showcasing exactly what young people can achieve.

I beg to move,

That this House has considered mindfulness in schools.

It is, as always, a great pleasure to serve under your chairmanship, Mr Walker. It is good to be able to highlight the work of those bringing mindfulness training into UK schools. I pay tribute to all those supporting the ongoing work of the all-party parliamentary group on mindfulness. In particular, I pay tribute to the enthusiasm and passion of our former colleague, Chris Ruane, who continues to be an outstanding ambassador for mindfulness.

Childhood is a time for acquiring life skills alongside academic knowledge. Good schools teach young people how to keep their bodies fit, and encourage regular exercise and a healthy diet to promote good physical health throughout life, but mental health is equally important to a child’s long-term wellbeing, academic success, behaviour and eventual life outcomes. The training of attention is a foundation on which the cultivation of good mental health rests. A growing body of scientific evidence shows the benefits of mindfulness to resilience, concentration and the relief of anxiety. An evidence-based approach to mental wellbeing should have a vital part to play in the way we prepare our children for life. It makes sense, therefore, for mindfulness to be taught more widely in our schools.

In my professional and personal life, I am aware of the need to be present, focused and grounded to face all that life and work throws at us—at the moment, that is quite a lot. I am one of about 130 MPs and peers who have taken a mindfulness course in Parliament in the past three and a half years. Like many of my colleagues, I found the course compelling, with personal benefits for everyday life.

Abundant research shows that attention is fundamental to mental functioning. The eight-week mindfulness course undertaken by parliamentarians taught us how to train our attention to remain more focused and engaged in the experience of the present moment. By steadying one’s attention in that way, one can learn to respond in more clear-headed, versatile and creative ways to daily choices and challenges, instead of being driven by habit and impulse. Those simple, accessible mental skills can be taught to everyone, but, as with so many things, the most effective time to learn is during childhood.

Children and young people are under tremendous pressure in today’s society. According to Government figures given to the all-party parliamentary group, 32.3% of 15 to 25-year-olds suffer one or more mental health difficulty, and 11% suffer mild, medium or severe forms of attention deficit hyperactivity disorder. Only last week, the Children’s Society published disturbing evidence in its annual “Good Childhood Report” that levels of unhappiness are rising among 10 to 15-year-olds. It called for more mental health and wellbeing support to be made available in schools to tackle low wellbeing early. Mindfulness has a role there.

I congratulate my hon. Friend on securing this debate. He rightly talks about the level of the alarming mental health crisis. Some 10% of children experience mental health issues between the ages of five and 16, and half of those who experience mental health issues as children go on to experience them as adults. Given the scale of the problem, does he agree that there is a real urgency to innovate?

My hon. Friend is absolutely on the money. If this issue can be tackled in childhood, it will be less of a problem in adulthood. At the moment, the picture in adulthood is not very pretty either. The use of antidepressants among adults has increased by 500% in the past 20 years in the UK. The World Health Organisation states that by 2030, the biggest health burden on the planet will be mental ill-health. Many factors have been suggested as explanations of the apparently massive increase in mental ill-health among the young, including family breakdown, school-related stress, bullying, cyber-bullying, information overload, watching too much TV and digital technology rewiring our very brains.

Mind with Heart, which runs teacher-training workshops on mindfulness, has shown that teaching children mindfulness helps to reduce bullying, which is a significant contributor to youth depression, anxiety and suicidal tendencies. Much of that stress and mental ill-health can be avoided or alleviated. The possibility of prevention or effective management is greatly increased if skills for managing one’s mind through life’s challenges are learned early. That is why it is vital that schools and colleges play their full part, not only in spotting and addressing mental ill-health, but in teaching the basic life skills of good mental health. A growing body of research suggests that mindfulness could have a foundational role to play in providing evidence-based mental training for children and young people.

Following the publication of more than 50 promising pilot studies, the Wellcome Trust is currently funding a £7 million research project into the effects of mindfulness training on pupils aged 11 to 18, led by Oxford University. It is likely to confirm and strengthen the existing scientific evidence base for the adoption of mindfulness education programmes in schools around the world. Staff from the Centre for Mindfulness Research and Practice at Bangor University have introduced a curriculum for seven to 11-year-olds and are developing a course for three to seven-year-olds. The university is also researching the impact of mindful parenting programmes.

One of the fathers of modern psychology, William James, said in the 1890s that,

“the faculty of voluntarily bringing back a wandering attention, over and over again, is the very root of judgment, character, and will. No-one is”

“if he have it not. An education which should improve this faculty would be the education par excellence. But it is easier to define this ideal than to give practical directions for bringing it about.”

The courses and curriculums I mentioned not only define but deliver that ideal. There is promising evidence that mindfulness training enhances executive control and emotional regulation in children and adolescents, in line with adult research. Those crucial contributors to self-regulation underpin not only emotional wellbeing but effective learning and academic attainment.

Research highlighted by the prominent American psychologist, Daniel Goleman, show those capabilities to be the biggest determinants of life’s outcome. They improve concentration, response to stress and meta-cognition, all of which are crucial skills for learning. They support effective decision making and creativity. In other words, the soft skills are the foundation of the hard skills.

My hon. Friend is absolutely spot on. The opportunity for reflection, attention, thought and pause is encouraged through mindfulness training.

At the launch of our all-party group, it was wonderful to see 10-year-olds and teenagers showing an impressive understanding of the workings of the brain, demonstrating absolutely the point made by my hon. Friend the Member for Mitcham and Morden (Siobhain McDonagh). They knew about the role of the tiny reptilian part of the brain, the amygdala, which hijacks higher psychological functions such as kindness, creativity and compassion; they spoke about practising regular mindfulness meditation in order to remain anchored in the present, rather than being swept away by strong emotion; and they explained the difference that such training made to their lives, with the ability to make considered responses, rather than being the victim of impulsive reaction—in many ways, exactly the point made by my hon. Friend.

To back up my hon. Friends, I should say that many hon. Members, including me, have visited mindfulness programmes in our constituencies. I was struck by how highly the programmes were talked of by people, and by how enthusiastic they were about them and the techniques. Does my hon. Friend agree that we would welcome hearing from the Minister that he is willing to visit some such programmes?

That is a very good idea. I suspect that the Minister will be delighted to seize the opportunity when he responds to the debate. I thank my hon. Friend for her intervention—she is right that seeing such programmes being delivered is inspirational.

Teachers need the training to deliver the courses. This week, one teacher contacted me to say that she had paid for herself to become a qualified mindfulness teacher, and she has seen a remarkable impact on her students from the courses she teaches. As she rightly points out, however, we need courses to be run for the teachers themselves, because they need to embody mindfulness before it can be taught effectively. We then need teachers to be taught how to teach it.

In the context of education, our all-party group on mindfulness is concerned not only with pupils and students, but with those who work in education. Sadly, according to the statistics, the challenges that they face are compelling. According to an NASUWT survey, half the teachers polled had visited their doctor with work-related physical or mental health issues; more than three quarters of them had reported anxiety; and 86% had suffered sleeplessness. Mindfulness has the potential to tackle such issues.

Many of us have had the benefit of work experience—I am sure some Members are enjoying that right now on the Opposition Front Bench—and we know that it provides people with a better understanding of the opportunities that they have in later life. The Careers and Enterprise Company is an important development because it seeks to open up those opportunities and create better links between schools and business.

Good mental and emotional health is a key priority for this Government, and it is crucial if we want all children to fulfil their potential both academically and for their general wellbeing. It is for schools to decide how best to provide appropriate mental and emotional health to support their pupils, and the Department is undertaking a national survey to find out what activities schools offer, including mindfulness, to help us decide how best to support schools in practice.

Having visited schools in my constituency that are running mindfulness programmes in the classroom, I know how much such programmes are appreciated by young people. Given the growing mental health crisis, there is a real urgency to innovate, and mindfulness can be part of that. Will the Minister agree to meet a cross-party group to discuss the availability of such programmes?

I am all for greater innovation in schools and for deciding how we can better support children so that they are strong and stable emotionally, which we know is a better backdrop to them being academically successful. Nothing is more important in education than the safety of young people at school and on school trips. We have worked with the Department for Business, Innovation and Skills, the Foreign Office and the Health and Safety Executive to revise our health and safety advice to provide further guidance on risk assessment and safety standards for school trips, and for trips abroad the Department recommends that tour operators and schools organising their own trips should follow British standard 8848, which provides a rigorous framework for risk assessment.

The Nightcap campaign, led by my constituent Pat Harris, is working with coach drivers to highlight their real concerns about the conditions they have to endure on long-distance school trips, including driver’s fatigue and concerns about safety. Will the Minister agree to meet the Nightcap campaigners and look at some of their recommendations?

I would be happy to meet the campaign, and I know that the hon. Lady has campaigned effectively on the issue of school trip safety for school pupils, particularly, as she said, on long-distance school trips and whether coach drivers are given sufficient time for sleep. As I said, British standard 8848 provides useful and important guidance on the risks of driver fatigue, and we recommend that schools and tour operators follow it. I would be happy to discuss these issues further with the hon. Lady and her constituent.

It is a pleasure to serve under your chairmanship, Sir Alan, as we return to line-by-line scrutiny of the Bill. When we left, we were discussing the group of amendments about devolution and I was about to set out my case on amendment 11.

By setting balloting thresholds for the range of important services defined by the Bill, we need to be clear that this will impact on public policy areas that are wholly devolved. As a Welsh Member of Parliament, I am concerned that the Bill could breach the devolution settlement in Wales and in Scotland, as well as with regard to the increasing powers of local authorities in England, Mayors and the Mayor of London.

Health services, education of those aged under 17 and fire services are already clearly devolved to Wales, and the Welsh First Minister stated in a recent letter to the Prime Minister:

“It is clear…that significant elements of the Bill relate specifically to public services which in Wales are unambiguously devolved responsibilities. I therefore do not accept the suggestion that the Bill must be regarded as concerned exclusively with non-devolved issues…Policy on how to support, or ‘protect’, the delivery of devolved public services such as health, education and fire is…for the Welsh Government and the National Assembly for Wales. This includes the way the public sector bodies in such devolved services work with trade unions to ensure effective delivery of services to the public.”

That is very important because we regularly hear examples from the Government about services. Most of them seem to relate to London—though, as I have said, we should give the Mayor of London the choice of how to handle these relationships. These examples do not relate to services in Wales, Scotland or elsewhere. I wonder why that is. Given that the devolved Governments have raised a series of concerns in their oral and written evidence, in letters and so on, will the Minister inform the Committee what discussions he and other Ministers in the Department and the Minister for the Cabinet Office have had with Ministers and officials in the devolved Administrations before the Bill was published and subsequent to their concerns being raised?

This is particularly important because the First Minister of Wales specifically pointed out the positive social partnerships that exist in Wales—we have heard similar evidence from Scotland—and the impact that that can have on the positive delivery of public services. The Minister need not accept just the word of the Welsh Government for this, welcome though that would be, as we also have research published by the Royal College of Nursing, which witnesses touched on in oral evidence. The research highlights the benefits of high-trust working relationships between managers and unions in the public sector. In that case, it was related to health in particular. I believe that the Bill and this clause seek to drive a false wedge between them.

We have already heard how Scottish Labour and local authorities run by Scottish Labour have made it very clear that they do not intend to implement the Bill. I have been made aware during the lunch break of a statement released by one of the Welsh councils, and I know that many share this position. I have a statement from Torfaen, a Labour-run authority. Councillor Anthony Hunt has tabled a resolution there, endorsed by the council, which says that the council

“resolves to oppose the introduction of the Trade Union Bill 2015, urges the Government to abandon the Bill and instead make a commitment to work in partnership with the trade union movement”.

There is dissension at many levels.

I refer the Committee to my declaration in the Register of Members’ Financial Interests. We also heard evidence from the Welsh Minister for Public Services about the firefighters’ dispute over pensions, in which a solution was reached and the Fire Brigades Union put off strike action in Wales. Is that not a good example of where Wales is doing things differently?

That is a perfect example, which exposes the different industrial relations policies that different Governments across these islands are pursuing and the benefits to the public of avoiding strike action, which is what the Government say that they want to do with the Bill. The example that my hon. Friend just gave stands in stark contrast to the testy relationship that appears to exist, as we heard in oral evidence, between the London fire brigade and the Fire Brigades Union, and the wider context of industrial relations in that city. Surely if the Government’s aim, as they keep repeating, is to reduce industrial action and disruption, particularly in crucial services such as fire, we want to do everything we can to build positive partnerships and come to resolutions, as was the case in Wales.

Amendment 12, in a similar vein to amendment 11, seeks to ensure that the Bill does not interfere with the ability of directly elected Mayors and local authorities in England to manage such services and decide how to manage their relationships with trade unions. It is consistent with the Government’s localism agenda. Amendments 42 and 72 relate to clause 10, on political party fund opt-ins, which we will discuss in due course. Briefly, amendment 42 would ensure that the opt-in requirements for trade union political funds would not apply to public sector employees working in sectors or providing services that are devolved to the Scottish and Welsh Governments. Amendment 72 would ensure that the proposed new opt-in requirements for union political funds did not apply to employees of the Mayor of London or local authorities in England. Again, as a point of principle, we believe that those bodies should be able to make their own decisions about how to manage their relationships with trade unions in those sectors and how those trade unions use their money.

On amendment 51 and 73, I draw the Committee’s attention to a letter dated 10 September 2015 from Carwyn Jones, the Welsh First Minister, to the Prime Minister, expressing his concerns about the Trade Union Bill. In the letter, the First Minister says:

“Similarly, it cannot be right for the UK Government—blind to policy priorities and devolved service delivery reforms in Wales—to specify how much union ‘facility time’ devolved public sector employers should allow. Nor am I convinced that the intention to end ‘check off’ arrangements for trade union subscriptions in the public sector is necessary or appropriate. The Welsh Government operates these arrangements as part of its approach to effective social partnership and is not seeking to change this.”

I know that the Scottish Government are similarly concerned about this matter, and I am sure that my colleagues from the Scottish National party would agree.

These are important policy decisions about relationships and the balance of responsibilities and rights. They are part of the crucial relationship between the Government and public bodies, and those who work in them. Frankly, the Welsh and Scottish Governments have a different approach, and they want to ensure that it is positive.

Q 399 The ILO definition of public services talks about “essential”. The Bill talks about “important”. Are you clear from the Government so far how important public services will be defined and, crucially, which workers will be covered?

Frances O'Grady: No, and I do not think the Government are clear either. In particular, the proposal that so-called ancillary roles could be included is extremely interesting but has yet to be defined. It makes it very difficult to have an intelligent discussion about this aspect of the Bill when we do not even know what jobs and functions could be covered.

To give a practical example, if a call centre is providing public services as part of its work and for parts of those call centre workers’ jobs, but it is based in the private sector, does it fall under the 50% threshold or the 40% threshold? Quite genuinely, how are unions supposed to run a lawful ballot when it is simply not clear how that would work in the real world? So far, we have not had an answer to those questions. It could be cleaners, call centre workers, ancillary staff—all sorts of job could be covered—but I am not sure how the Government’s proposals are supposed to work in the private sector that is providing public services.

Dave Prentis: It will be a nightmare, and it will be a goldmine for solicitors because for every work group we try to define, it will be fought out in the courts. None of us want that, surely. It is so ambiguous and so badly worded that it is difficult to find out how essential these people who are caught are. At the moment, it catches teaching assistants, who work in our schools at different levels, may only work at term time and, in many cases, are abused in the way they are treated, yet they may find themselves caught by this idea of important public services. It is ill defined and will lead to litigation going on for many, many months around disputes. Instead of trying to solve the disputes, we will be involved in fighting out in the courts whether or not we should be balloting, or whether we need an 80% majority or half of the members actually voting. It is going to be an absolute nightmare for industrial relations in public services.

Frances O'Grady: What is clear is that the Government are going way beyond any international definition of an essential service. International bodies are very clear that it is not enough to say you are further restricting strike action purely because of—however bad it is, however inconvenient and however disruptive to other businesses, that in itself cannot constitute a reason for further restrictions on the right to strike in certain sectors. In any case, the Government’s definition—carefully worded, I think—of important services goes way beyond any international definition of “essential”.

Q 425 The Bill aims to modernise trade unions in just the way that work is modernised. Very few people now get a pay packet; the salary goes into your bank account. Surely, in that way, any worker should be able to choose whether they want to subscribe to a union or which union they want to subscribe to. That is why there needs to be a change in check-off.

Matthew Hancock: I agree with that and I will add something to it. It improves public protection because it ensures that it is an active choice of the member to be a member of the union, rather than getting the form in a pile of paperwork on day one, signing it off and the money always going out of your pay cheque before you receive it.

On check-off, I reassure Members about how sensible this change is by quoting the PCS union, which is the biggest union in the civil service. As of this morning, its website said:

“It’s quick and easy to sign up for direct debit—you can do it online in a couple of minutes… We are asking all members to do something very simple but very important—get ready to switch payment of your subs to direct debit. It only takes a few minutes”.

That demonstrates that this is not something that people should overreact to. Rather, it is a perfectly sensible change that has taken place largely already within the civil service. The PCS, which is the union that is mostly affected, confirms on its website that it is very simple and only takes a few minutes.

Q 426 In the previous session, we discussed the definition of important public services. From talking with Frances O’Grady, it seems that trade unions obviously are not clear who is going to be affected. Dave Prentis said he thought it was a “nightmare”, “ill defined” and would “lead to litigation”. Will we have a chance to debate these regulations and why have they had no consultation with you about what this will mean to them in practice?

Nick Boles: To correct you, we have had consultation, which is why it is not yet clear. The consultation only closed as the other consultations did. It is one of those funny things in government: you either get into trouble for not being specific, or you get into trouble for not having consulted. We wanted to say that we are clear about the sectors that this should apply to—health, education, transport, fire, nuclear decommissioning and border control. Then the question is, is it right that it should apply to anybody and everybody working within those sectors, whether in the private sectors, ancillary jobs or core jobs? Is there a practical way of narrowing down? We consulted on this point. We have had a lot of responses to the consultation. We will bring forward specific proposals before the legislation has received Royal Assent.

Q 427 It is just me, then. Why, then, have we not seen the draft regulations before now?

Nick Boles: Because we were waiting to analyse the very, very substantial response to the consultation that finished, I think, only at the beginning of September.

Q 428 I have two very brief questions, the first of which is for the Minister for Skills. Minister, you have been very clear that you respect the right to strike, as we all do, and that this Bill does not, despite some alarmist suggestions, remove that right. The NASUWT actually acknowledged in its evidence that strikes would continue. Would it be a fair characterisation to say that it ensures that all the people and families currently at risk of having their daily and working lives significantly disrupted by strike action on a very low turnout will have a slightly more balanced set of protections to ensure that strikes have genuine support?

Nick Boles: Yes, exactly. The NASUWT should know well, because there have been strikes in the teaching profession on a very low turnout and on ancient ballots. Ultimately, that just really irritates people. They accept that they are going to be disrupted in a legitimate strike; they just want to know that it is at least recent and that enough people supported it.

Q 43 Can I ask the CBI and the British Chambers of Commerce, are your members concerned about the proposals in the Bill that mean that details of disputes between employers and unions will be posted on the certification officer’s website?

John Cridland: No, we believe that transparency would be helpful in providing the clarity that I gave in my previous answer.

Dr Adam Marshall: Our members have expressed opinions on clauses 2 to 8 rather than clauses 9 to 17—the clauses that reflect directly to the duties of the certification officer in that respect.

Q 44 So have you consulted with your members on this at all?

Dr Adam Marshall: They have said to us, through our own policy-making processes, that these are matters that they did not wish to comment on. They wished to restrict their comments to a different portion of the Bill.

John Cridland: My answer was that I am comfortable—the CBI is comfortable—with the proposed changes.

Q 46 It is a pleasure to serve under your chairmanship, Sir Edward. As a former Government lawyer, compliance is always of enormous interest to me. Do you feel—this is for all of you—that the enhancements to the role of certification officer are really sufficient and that they will make a difference?

John Cridland: We look to harmonious employee relations. It is very important to us that we work with recognised trade unions and that we work strenuously, as trade unions nearly always do, to avoid these strikes. If there are strikes, they need to be properly and fairly regulated. Compliance is therefore important. You cannot have rules that are not properly enforced. We think these are sensible provisions to strengthen the compliance requirements but I put my answer to your question, if you will allow me, in the context that I have because I think we all want to see these rules applied in the smallest possible number of circumstances.

Dr Adam Marshall: I have nothing to add given my answer to the previous question.

David Martin: Likewise, it is not a provision that I understand in full detail. I need to spend a lot more time to understand the implications of it, so I have nothing to add.

Q 59 Thank you, Sir Edward. I very much echo the comments in your submission that responsible trade unions are a force for good in the workplace and the community, so thank you for that.

I just want to return to the topic of the political levy. I was glad to hear that both of you, on your membership form, specifically provide members with the information to opt out. It turns out that that is not as common as you would think and many other unions do not do that. Given what you have said about the importance of transparency and the reason for you to have put that on the form, do you think that it is appropriate that other unions do not include that information?

John Hannett: Well, you are going to be speaking to other unions and they will give you their answer, but for me, it is right to do it, because I think that if I am going to recruit somebody into the union, I have a responsibility to tell them what they get for their money; I have a responsibility to tell them where their money is allocated. Our form is very clear, and we can certainly give you copies of the form. It is explicit that if you wish to drop out, you can. I think that is honest and the right thing to do. Q 60 Can I ask Mr Hannett a specific question? You have run campaigns such as “Freedom From Fear”, which is about highlighting abuse against workers in retail and other such sectors. Can you tell the Committee how the measures in clause 11 might affect your ability to run such non-political campaigns?

John Hannett: I am sure that the Committee is aware that there are two separate funds. One is the political fund, which allows us to do political campaigns, so where there is a political link clearly we identify the campaigns as such. For instance, that one is linked politically; it is also linked industrially. On one level we engage with employers about providing good, safe environments for people to work in, but there is also a political impact when we want to campaign for new legislation to protect shop workers. Therefore, we need the resources to do that. We need the right balance, and the political levy and the combination of general and political funds enable us to do that. Without that kind of resource what you are doing is effectively making it harder for unions such as mine to campaign on such issues.

What is really important for me in the question though is the transparency. In a sense, when we go for that 10-year ballot we make it absolutely clear what we spend the money on and we also, of course, let the certification officer see clearly where we spend it. I suppose that unions such as mine and Roy’s are confused about why we are in this situation when we have had a highly successful model.

Roy Rickhuss: We also ran a fairly successful campaign around betting shops and against violence towards workers and staff in those shops, and I am pleased to say that it had all-party support. It was a successful campaign. It is questionable, and I do not know the answer at this stage, whether we would have been able to run those campaigns if they had been deemed to be political and the money had needed to come out of a political fund.

We also ran a fairly successful campaign on pensions when the last Labour Government was in power. We had a company in Cardiff that went into receivership—administration—and our members lost their pensions. We ended up taking the Labour Government to the European courts to establish the financial assistance scheme. Again, would we have been able to do that had we not had a political fund? That was about holding the Government to account in terms of protecting our members and their pensions, and we did it—and always will do it—irrespective of the colour of the Government. Whether it be Labour or Conservative, we will use our funds to protect our members’ best interests and that is what it is about for us.

Q 61 You have been very reasonable and measured in your evidence, so I thank you for that. Going back to the importance of thresholds, do you agree with Mr McCluskey when he writes to the Prime Minister:

“No one, of course, can be happy when strike action takes place—especially in services on which the public depend—on the basis of the active endorsement of only a minority of trade union members affected”,

and that that clearly helps to make the case for the proposed thresholds?

John Hannett: My view on that is, first, that the obvious thing is that industrial action is a last resort. I spend most of my time as a trade unionist problem solving rather than problem causing. Also, for a member to vote to take industrial action, it has to be a last resort. I could give you statistics, but given the time I will not. We can say that we certainly solve problems more than we go on strike.

Q 225 My question ties in quite well. It was held by the court that the agricultural wages case concerned agriculture. There is no way that this Bill could possibly be concerned with anything other than employment and industrial relations. It was argued that the agricultural wages case concerned wages but it clearly did not: the court held that it concerned agriculture. This is quite different, is it not?

That is a pertinent point. The NI system is a good one in general, but it has flaws and is not perfect, and many issues arise from that. As I explained, many people will not be aware that there is a problem with their NI number until they do not data-match.

Given the housing shortage, the private rented sector has grown exponentially over the past 10 years. Even in my city, where house prices are relatively low, there is a shortage of social housing and people have difficulty getting mortgages, because of low wages, zero-hours contracts and so on. Even in Sunderland, therefore, we have a housing crisis and more people than ever, from all walks of life and all age groups, living in the private rented sector. It is a transient population, because of how our tenancies work, with short-term tenancies and people often moving home every six months, and they are difficult to reach.

The final group I want to mention are adults with no dependent children. They are not claiming benefits, their children are grown and they do not receive child benefit any more, and they are not yet at pensionable age. Often, that group of people are at a time in their life when they are downsizing and moving home. Does everyone remember to change the address in their NI records? Most people do not have that on their list of things to change. They are not doing anything wrong; they are still paying their contributions through their employer and so forth, but again their NI records are not as accurate as they should be. Again, only when those people seek a benefit from the NI system does that fact come to light. It is easily sorted out, but in the meantime they will not data-match. Furthermore, working people are busy people and they are often not at home when canvassers call, when the local authority is trying to improve their records. Again, through no fault of their own, they will be disfranchised.

Those are all genuine examples of people who do not actively want to be unable to vote, but have lifestyles that, under the new system and the speed of its introduction, make them difficult to reach. They will therefore fall off the register and be unable to vote.

I want to talk a little about my constituency. Sunderland Central falls within the electoral and local authority district of Sunderland. Our electoral services are famous. They do things well, they are efficient and quick, and they take enormous pride in what they do. It is a well resourced department, which does things well, to the extent that, historically, people from the department have gone around the world to help improve other countries’ electoral administration. That is how good they are. They have put Sunderland on the map. They are very quick at counts, to the point that at the past few general elections there has been no competition for us—nobody even tries any more. The votes for the three Sunderland MPs are counted, and the results are known, on the day that the votes have been cast, which is unique in this place. At the previous general election my seat was third to be declared in Sunderland, but my result was still in at 20 minutes to midnight, so I could relax a long time before many of my colleagues.

The electoral services staff in Sunderland have taken the changes incredibly seriously. They were part of the pilot and have been involved in working groups with the Government and the Electoral Commission to look at how to implement the system. Yet even in Sunderland there are massive problems. I want to read out a few things that the head of electoral services told me yesterday. She said:

“Following the Confirmation Live Run…Sunderland had a match rate of 84%. This was improved with Local Data Matching which brought the match up to 92%. This meant that in real terms Sunderland then delivered 15,753 Household Enquiry Forms…which were comprised of empty properties, student accommodation and non-responders to last year’s canvass. After reminders”—

that is, two things through the post—

“and a visit from personal canvassers, Sunderland has an outstanding total of 6,128 which is about 39% of the original total.”

Even after two letters and a personal call, Sunderland is still more than 6,000 people short under the new system.

I very much agree with the points my hon. Friend is making. The Government funding for following up on non-responders and new electors is based on getting a 50% response to the first reminder and a 50% response to the second, but I believe that in some places the response to the first reminder has been as low as 10%. Does she agree that the Minister needs to put more money into the process if we are to get the response rates up?

The National Audit Office’s report on the Royal Mail share sale published last week confirms that we achieved our key objective of achieving the sale and allowing Royal Mail access to the private capital it needs to invest and thrive. It was a successful transaction, raising £2 billion for the Exchequer, and has reduced the risks to the taxpayer of having to provide future financial support to the universal six-day-a-week service.

Most people listening to the Minister’s response will think that it was particularly lame, to put it mildly. Can he justify the fact that consumers and businesses have faced hikes of up to 30% in stamp prices, while hundreds of millions of pounds have been squandered because of the Secretary of State’s disastrous decision at a time when families are really struggling?

Nobody has lost anything. Britain has gained a top-100 company in which 10% of the shares are owned by the staff themselves. Nearly three quarters of a million individual investors also have shares in Royal Mail. We achieved our objective of realising nearly £2 billion of receipts for the Exchequer, ensuring that Royal Mail has been put on a sound commercial footing.
