It is an honour to serve under your chairmanship, Mr Robertson, and also to follow the hon. Member for York Central (Rachael Maskell). I will come on later to the issue of NHS land, but I will first concentrate on a serious situation that is still ongoing—the closure of Gatwick airport due to drones.
I led a debate in this Chamber on 18 July 2017 on drones and their conflict with aircraft. I mentioned that, on 2 July 2017, the runway at Gatwick was closed twice—once for nine minutes and once for five minutes—due to drone activity. Five flights were diverted and nine were held in a holding pattern. The runway has now been closed for more than 18 hours and will not reopen until 7 pm at the earliest. This is an incredibly serious situation involving the criminal activity of someone flying industrial-type drones in and over the airspace of an airfield.
When this situation is over, the Government and the aviation industry must look at this incredibly seriously. This kind of disruption to hundreds of thousands of people going about their ordinary business—seeing their loved ones at Christmas, going on honeymoons, going on holidays—is completely unacceptable. Technical measures, whether geofencing or guns that can fire nets to ensnare drones, must be put in place. If not, we will see this happen again. We warned about it when it happened on a small scale a year and a half ago. It has now happened on a large and costly scale.
I do not understand why the runway has been closed for so long. Surely, if a drone is flying, people identify it, find out where it has come from and bring it down. The runway has been closed for a heck of a long time. Are there a series of these damn things going up?
As I understand it, the drones had gone but came back again, and the police are trying to find out who is controlling them. They have no means of stopping them flying other than by shooting them down, which they are loth to do because of stray bullets. We have to look immediately at serious measures to deal with this threat. If this happens again at Heathrow or other major airports, we will see considerable disruption to people’s lives and losses to the economy.
Nearly six years ago, the Francis report came out as a result of the terrible things that happened in Stafford Hospital over several years. Since then, a huge amount has been done to put that right and to make the County Hospital, as it is now called, one of the best-performing hospitals in the country for A&E services. For many weeks now, the A&E there has either admitted or discharged more than 95% of patients, and sometimes as much as 98%, within four hours. I pay tribute to the staff who have been through that difficult time since the 2000s and stuck at it right through to now, making the hospital a credit to the NHS.
The hospital still faces a lot of challenges. There is not enough activity there; we need to see more day case and elective work. I have been talking with the clinical commissioning groups and the University Hospitals of North Midlands trust to see that that happens, because it is vital that the hospital is maintained and grows. I also pay tribute to Paula Clark, the trust’s retiring chief executive. She took over at a difficult time from Mark Hackett, who himself had steered the hospital and the trust through difficult times. Paula has done a great job in the last three years, and I wish her well in retirement.
On the matter mentioned by the hon. Member for York Central, there is additional NHS land in the hospital’s grounds that is currently not being used. It is my firm belief that that land should be retained for health purposes—NHS purposes or allied health purposes, such as care. This kind of land, in or near to a town centre, is precious. There is other land. We are already building housing at two and a half times the national average. We do not need more housing in that area. We need to preserve that land for other related activities.
I will turn to several issues that I have dealt with over recent years and will, I hope, continue to deal with next year. The first is the work of unpaid carers, which goes unsung. They work year in, year out to look after their loved ones, without reward; they sometimes receive a carer’s allowance, but that has not gone up in recent years. They do it for love, because they are devoted to the people whom they care for. In Staffordshire we have had certain funds available for breaks for carers, but those funds have been reduced and may eventually not be there at all. It is vital that carers, particularly unpaid carers, and other support services have the opportunity to take those short breaks, which they would not otherwise be able to do.
I intend in the coming year to concentrate on this area and to try to encourage both local government and national Government to look at it. Of course, it is not just down to local and national Government. Local charities and other organisations are vital in the support for unpaid carers, and at Christmas, I want particularly to pay tribute to them.
The businesses in the Stafford constituency are an outstanding bunch. There are all types, from the smallest to the largest. A couple of weeks ago, I had the honour of taking the ambassador of China to businesses in my constituency—both to General Electric, where he saw the plans for a bid for a major offshore wind farm, off the east coast of Scotland, which is potentially coming to fruition, and to Perkins, a subsidiary of Caterpillar, that makes wonderful large diesel engines; they are getting more efficient all the time. It also manufactures: it has a manufacturing plant in China.
I took the ambassador to Shugborough Hall. Shugborough is the former home of Admiral Anson and of Patrick Lichfield. Shugborough has been retaken by the National Trust in the last couple of years. It was an honour to show the ambassador the dinner service presented to Admiral Anson in, I think, 1744, when his ship, which was on a round-the-world voyage, limped into Canton at the time that it was going up in flames. His men helped to put out the fire of Canton and, as a result, he was given that magnificent dinner service by the grateful inhabitants.
I had the honour, on another occasion, of visiting a local business set up by Barry Baggott and now owned by German investors, who have put a great deal of money into it. That shows how small-scale manufacturing can and does thrive in the United Kingdom. The business makes high-speed washing machines for glasses and cups that are used in Costa Coffee and other such places around the country. It is a local, British business. It gets an order one day; it makes the machine and delivers it the next day. That is the kind of just-in-time manufacturing that can and does take place on a small scale, not just on the large scale of motor plants.
As I mentioned, Stafford is building housing at two and a half times the national average, in accordance with the plan that we have, and that is right, but I want to see the infrastructure. I am not prepared to see, in our next plan, large-scale housing being proposed without the relevant infrastructure being put in at the same time or in advance. I would also like to see more green belt. It is fine that we are allocating greenfield as well as brownfield land for new housing. I have no problem with that: we have to meet housing needs. But I think that if we also brought back or introduced some more green belt—that would protect, for instance, Stafford from merging into Stone, which I see as a risk at the moment—people would be prepared to accept more housing, because they would see that more green belt was being put in place. At the moment, people do not know where the expansion of Stafford northwards and Stone southwards will end, because they just see more and more proposals for housing on greenfield land.
I come now to the issue of Stafford town centre. A major part of it is thriving. We have just seen the newest Odeon cinema in the country open. We have now two cinemas, having a few months ago had none, because the old one was closed: it has now reopened, I am very glad to say. That part of the town centre is thriving, but the north part of the town centre and the market square need a great deal of support and help. We need to repurpose some of the buildings. We need more people living in the town centre. However, we also need to see more local independent businesses thriving, and that relates to something else that the hon. Member for York Central mentioned—absentee landlords for properties, who keep rent prices high. Even if the properties come within the rates support, whereby rates do not have to be paid, the rent is too high and the overheads are too high, and local businesses cannot afford to be there. We need to work on that and to encourage the parts of town centres that are currently neglected to come back into use and thrive. That is also right at the top of my agenda.
It was a great honour to welcome a few weeks ago the Under-Secretary of State for Housing, Communities and Local Government, my hon. Friend the Member for South Derbyshire (Mrs Wheeler), for a visit to Staffordshire Women’s Aid’s new refuge in Stafford. Building it up over the last few years has been a magnificent achievement by that organisation and the local community. We also had the opportunity to take the Minister to Eagle House to see the work of the Housing First project, which Stafford Borough Council has introduced and which has had a great effect. At this point, I pay tribute to my hon. Friend the Member for Harrow East (Bob Blackman) for all the work that he has done on homelessness. I am sure that the Housing First project is partly due to his sterling work.
One issue that has come up and which has been raised by colleagues is the new psychoactive substances, which are causing great distress. In Staffordshire and particularly in Stoke and Stafford, we have a terrible thing called monkey dust. I do not know whether others have seen this problem across the country. Monkey dust seems to be in our area particularly and it has a terrible effect on the people who take it. It makes them more aggressive and has led to quite some problems with antisocial behaviour. The police are on to it, but we have to be vigilant all the time to ensure that new psychoactive substances are dealt with and the production, wherever it is, is closed down as soon as possible.
I would like to turn to one or two international matters, Mr Robertson. Given your strong interest in Ethiopia—where I am a trade envoy for my right hon. Friend the Prime Minister—you are well aware of the importance of creating jobs and livelihoods for the hundreds of millions of young people across the developing world and particularly across Africa. The population of Africa is expected to double from 1.2 billion to 2.4 billion and it will have the highest number of young people on the globe, on this planet, by 2060. Therefore it is critical that the United Kingdom supports Governments such as that of Ethiopia, whose population is now more than 100 million, and others as they try to develop opportunities for young people.
The alternative to that is what we have seen over the last few years, which is migration and, often, migration under the compulsion of human traffickers. I saw some Ethiopians in Calais at the beginning of this year. They had reached Calais through that kind of pressure and were seeking to come over to the United Kingdom to work. Unless we provide and see created the kind of opportunities that I have described for young people across Africa and in developing countries elsewhere, the kind of crisis with refugees that we saw in 2015 will be as nothing compared with what we see in the future.
It is critical that we work together. That is why, as chair of the international Parliamentary Network on the World Bank and International Monetary Fund, I have tried to set up a global coalition for youth employment. But the issue is not just Africa. In September, I was in Kosovo, talking with its Government and Parliament, at the invitation of its Parliament, about its problem. It has 60% youth unemployment, and that is a country in the heart of Europe.
As chair of the all-party parliamentary group on malaria and neglected tropical diseases, it has been a great honour to see the work done by so many British institutions around the world to tackle malaria and the 18 or so neglected tropical diseases. Those institutions include the London School of Hygiene and Tropical Medicine, the Liverpool School of Tropical Medicine, the University of York, Keele University and, in Scotland, the University of Stirling. The problem is that progress, which had been superb since 2000 under Labour, coalition and Conservative Governments, has stalled because of the resistance of the malaria parasite to the drugs and the resistance of mosquitoes to the insecticides on bed nets, which had been so successful in helping to reduce deaths and incidences by more than half over that period. Therefore it is vital that we keep going with the work and research that is being done, across our universities, for new insecticides and drugs.
I will close with the issue of human rights and, in particular, religious freedom. I am sad to say that I see the space for human rights closing in many parts of the world, rather than opening up, and the same goes for religious freedom. It is vital that this country remains a beacon for human rights and religious freedom and that we do not succumb to the kinds of pressures that we see in other countries, where people are forced to keep quiet about their sincere beliefs. When we see our international partners going in the wrong direction, and we know which countries those are, it is vital that we encourage them—often this is better done privately—to recognise that allowing people to practise their faith, or lack of faith, is vital to the human soul. With that, I wish everybody here a happy Christmas and new year.

Commons ChamberI want to look forward 10 years from now, at the position our country will be in if we vote for the withdrawal agreement, as I intend to, and have a deal along the lines of the political declaration. I believe that we will see a country in which we have implemented the results of the referendum and that we will almost certainly—I will come on to that in a minute —have broad and comprehensive agreements with the European Union. We will probably have agreed free trade agreements with many other countries, including those that we do not have them with at the moment.
However, there is, of course, uncertainty in that. There is uncertainty in every course that we could take. Indeed, there is even uncertainty if we stay in the EU—we do not know what the EU will be like in 10 years’ time and how much more integration will have occurred. In the long term, however, our future is going to depend far more on proper investment in the education of our young people in this country, on an approach to immigration based on skills and not on salaries, on ensuring that our universities thrive, and on investing far more than we have done, even as a member of the European Union, in capital and research.
One thing I know is that I cannot under any circumstances support a no-deal outcome. My hon. Friend the Member for North Thanet (Sir Roger Gale) described on Tuesday the consequences for his constituency, and my right hon. Friend the Member for Sevenoaks (Sir Michael Fallon) said yesterday that
“no deal would be highly irresponsible.”—[Official Report, 5 December 2018; Vol. 650, c. 939.]
Having visited the port of Dover, Honda in Swindon and Toyota in Burnaston last week, having spoken to Jaguar Land Rover, a very important employer in my part of the world, and having seen the dependence on frictionless trade, I absolutely agree.
One thing is really important. The hon. Member for Stoke-on-Trent Central (Gareth Snell) mentioned it earlier. This is about more than just a trade deal or a future relationship. This is about investing in our communities, the communities that have been left behind and have been ignored by us—Members on both sides of the House—over the last eight years. It is time that we got real. It is time that we had something almost like a Marshall plan for the United Kingdom to put us into a position in which we can thrive and compete in the 21st century, and, to be honest, I do not think that our membership of the European Union is as important in that respect. All those decisions will be made right here, in the House.
Let me say finally that we have to work together, across the House, to ensure that whatever happens on Tuesday—and it looks very much as though this deal will not get through, at least on Tuesday—we work to secure an agreement so that we do not leave without a deal next March.

It is a pleasure to serve under your chairmanship, Mr Howarth. After the excellent speech from my hon. Friend the Member for Stone (Sir William Cash), I will not go into a lot of detail but will concentrate on two matters: the overall cost and implications, and some specific problems relating to my constituency.
My hon. Friend has already referred to the rising cost of HS2. The latest estimate we have seen is at least £80 billion—that was from Michael Byng, whom I have met and whose work is based on the standard method used by Network Rail to cost its projects. That estimate is approximately 50% more than the one the Government have used in their arguments for the Bills to approve HS2 so far. Such a sharp rise in costs would have a serious impact both on the rate of return of the project and on public finances. It would also make it by far the most expensive railway in the world and by far the largest infrastructure project in Europe.
It is surely time to at least pause the project and conduct a proper costing, so that Parliament knows what we are committing to. HS2 has more information now than it did two or three years ago, when it arrived at the £56 billion figure. It is incumbent on the Government to bring the issue back to Parliament, because we need to know the facts. It may well be that Parliament nevertheless approves a project costing 50% more—that is Parliament’s prerogative—but it is up to Parliament to make that decision, given that the figures are likely to be so different now from what they were when the project was originally put before us, certainly at phase 1 if not at phase 2a.
During that pause, we could look at alternatives as well as the costs of the proposed plan—alternatives for improving capacity and reliability on key routes around the country, especially for Scotland, Wales and all the English regions, so that we have a fully integrated proposal for the future of our rail network. In the case of the north of England, as the hon. Member for Blackley and Broughton (Graham Stringer) mentioned, a fast east-west link should be made a priority.
The problem with HS2 is that it was specified as a solution before the needs had been properly identified. It also assumed that we had to have a train capable of 350 to 400 kph because that was becoming a standard elsewhere. However, rather than looking to France, Germany or China, where distances between major population centres are greater, we should perhaps look to Switzerland, where intercity speeds are comparable to ours and where there is a highly regarded, reliable railway. Speeds of more than 200 kph are already achieved on some of our lines and are perfectly adequate. We need to make those speeds standard across far more of our network, rather than increasing the gap between HS2 and the rest of it. We have one chance to get this right for the coming decades, because once HS2 is fully committed to, there will be little or no financial capacity for an alternative approach. It is surely worth pausing and developing a full national rail plan based on capacity, connectivity and reliability, rather than speed.
In previous debates and in my petitions, I have raised a number of concerns about the way my constituents have been dealt with. I will repeat the most significant of those. No one should be prevented from moving home as a result of the blight caused by HS2. My constituents’ experiences have been mixed. Some have been assisted well—quickly and efficiently—by HS2, but others have had lengthy delays and unreasonable refusals. Constituents have been told that their long-held plan to downsize once their children have left home is not a good reason to sell. That is not acceptable.
I am also increasingly concerned about the sheer quantity of additional land that HS2 aims to take over or compulsory-purchase in addition to that specifically required for the route. Just last week, a constituent told me that some lovely woodland near the River Trent, which he has been rehabilitating, is now required for a depot. There is also the question of properties that have been purchased by HS2 remaining unoccupied in some villages. I know the Minister takes that seriously, and I ask her to look at the current situation.
I return to the need for the Government to bring the question of the cost of HS2 back to the House in a transparent manner so we can judge again its cost-effectiveness, the business case and whether our public finances can afford it now that circumstances have changed.

Commons ChamberI apologise for only recently coming into the Chamber, but I was at extremely extended Select Committee sitting about our exiting the European Union—the very issue that the hon. Member for Poplar and Limehouse (Jim Fitzpatrick) just mentioned. I congratulate him on his speech. I also congratulate the hon. Members for Sheffield, Hallam (Jared O’Mara) and for Lewisham East (Janet Daby) on their maiden speeches, which I shall take great pleasure in reading in Hansard.
I will concentrate on one important domestic issue and then refer to one or two international matters. The domestic issue is local government finance, and my comments will be based on my experience in Staffordshire. Staffordshire County Council and the various second-tier authorities, including South Staffordshire Council and Stafford Borough Council, have done tremendous work over the past eight years. They have reduced costs and increased efficiency while maintaining as many services as possible for local people, but they are reaching a crunch point over the coming year as they face substantial deficits. The deficits are not due to inefficiency or incompetence, but to the increasing demands being placed upon local government, particularly when it comes to adult and children social care. Those costs are vital to our constituents’ wellbeing, but it is unfair to place such burdens so heavily on local government while depriving it of the necessary funds.
I therefore ask the Government to consider the matter closely. This is an issue not just in Staffordshire but in many other authorities, counties in particular, around the country, and we must ensure that we do not do down local democracy, because that is what will happen if we do not take such matters into consideration. If people see local authorities having to close services that they value and depend on, such as libraries—Staffordshire has not closed libraries because it has found other ways to proceed—the people will blame local government. In fact, the pressure is effectively coming from national services, and we either need to fund those more or less nationally or give local government the ability to raise appropriate resources.
I am asking the Government to examine three things. First, social care should be better funded through the better care fund nationally and should not have to rely increasingly on local resources. Secondly, if necessary, councils should be given more discretion to raise resources locally without having to resort to an expensive referendum that will often not produce a result. If people are asked, “Do you want taxes to be raised?” the answer will often be no, even if it is for a worthwhile cause, despite the council being elected and taking the needs of local people into account. That should be enough. Finally, the rate support grant should be reviewed, not rapidly cut, which is happening in so many councils. It is vital for local democracy that local councils, which have done so much over the past eight years, can raise the funds that they need to provide local services that are so greatly valued.
I shall make just a few comments on the international scene. It is extremely important that, as we go into recess, we do not forget the crises around the world, including in Yemen, Syria and elsewhere in the middle east. We should not take our eyes off the Democratic Republic of the Congo, where elections are due before the end of the year but we do not see great progress towards them.
Finally, let us take a moment to celebrate—I declare an interest as the Prime Minister’s trade envoy to Ethiopia —the growing peace between Ethiopia and Eritrea. After so many years, we saw Prime Minister Abiy go to Eritrea, and we saw a coming together of those brothers and sisters, as they effectively are.
On that happier note, I wish you, Madam Deputy Speaker, and all colleagues in the Commons a very happy recess.

Commons ChamberIt is an honour to follow the hon. Member for Cardiff West (Kevin Brennan). Let me thank the hon. Member for East Lothian (Martin Whitfield) and my hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake), along with the all-party parliamentary group on fair business banking and finance, for securing the debate. This is an incredibly significant issue. As we have heard this afternoon, it has affected many of our constituents, and one of my own, Julia Barrington-Fuller, has informed me that she has been caught up in this terrible episode.
I am here to support a motion that will ensure that if it all goes wrong, such victims of banking malpractice, who, by definition, tend to have limited financial resources, can have sufficient access to justice. I am also here to support a motion that will help us to learn the necessary lessons from this painful episode, while beefing up and altering the powers of the Financial Conduct Authority, which is not up to scratch. Above all, I am here to support a motion that will increase confidence in our financial system, in which small and medium-sized enterprises currently seem to have little faith, as they are reluctant to borrow from financial institutions. That, in turn, has a negative impact on productivity and growth, and anything that has a detrimental impact on the Great British economy is simply unacceptable.
It is clear to me that passing the motion would go a long way to deliver change by creating an environment in which some of our financial institutions are no longer able to abuse hard-working business owners. That is, unfortunately, what we saw in Ms Barrington-Fuller’s case. There have been clear examples of mis-selling during her dealings with the Royal Bank of Scotland. For example, she asked RBS for a fixed-rate loan in 2008, but was instead given an agreement that included swap protection for 10 years. That meant that her business was now fully exposed to interest-rate variance, leaving it with crippling monthly swap payments of £7,000 per quarter, on top of her loan repayments. Moreover, the continuation of the loan agreement was dependent on an RBS renewal after five years, which was then refused. As a result the swap agreement was broken, and the penalties for breaking that agreement were levied—penalties that Ms Barrington-Fuller was told did not exist when she took out her loan.
Those penalties and charges forced Julia Barrington-Fuller and her brothers to close their family business, while RBS is continuing to seek a repayment of £250,000, along with any moneys outstanding on the loan and six years’ interest. In her words,
“these people are deceiving small businesses and ruining lives for their own personal gain.”
Does my hon. Friend agree that poor lending practices and the selling of interest-rate swaps, combined with no examination whatsoever—absolutely no redress apart from, perhaps, repayment of the cost of the swaps—has forced some of our constituents, such as my constituent Mr Steve Gray, to close their businesses?
I do agree, and that is why I am supporting the motion today. Julia Barrington-Fuller requested an agreement, but that was not the agreement that she finally received. We must have an inquiry into this misconduct; we must ensure that there is sufficient compensation for victims; and we must ensure that the Financial Conduct Authority is truly fit for purpose. We can only rebuild trust in our financial services by ensuring that institutions are held responsible in situations like the one I have described.
We hear too often about how our banks have been caught up in yet another scandal, the victims of which are not the bankers themselves but the hard-working people who rely on them to support their aspirations. People like Julia Barrington-Fuller and her brothers, who ran a successful business, are now struggling in circumstances not of their making. It is so disappointing that we are constantly revisiting this situation, especially in the case of RBS. This is a bank that the taxpayers paid £45 billion to bail out, and which now appears to be seeking to exploit those very taxpayers. It seems that the banks have learned nothing from the 2008 crash, an episode that Simon Jack of the BBC described this morning as
“the biggest banking debacle in UK corporate history.”
Indeed it was. It would appear that, if anything, all that the banks have done is move from a period of selling risky products to a period of mis-selling. Banks cannot be allowed to conduct their business in that way.
What is, perhaps, more ironic is that the loan that Julia Barrington-Fuller and her brothers took out was taken out as a matter of convenience rather than necessity. I understand that they did not need it as such. However, because of RBS misconduct, it was not long before they were in serious financial trouble, which led to their being put into RBS’s Global Restructuring Group. GRG, as we all know, was supposedly there to deal with firms that were in financial trouble, but there was no attempt to rescue the firms once they were put there. Instead, it is alleged, its focus was on liquidating companies rather than supporting them through further prudent lending. That is not good for business, and not good for the country as a whole.

Commons ChamberIt is a question of quality. Is it really necessary to have 30,000 people employed by the NHS, who have never been doctors or nurses and who have never met a single patient, earning over £100,000 a year? We of course need a level of good-quality management, but we must trust the people on the frontline. Whenever we talk to doctors and nurses they say, “Trust us. We are professionals.” They are the people that members of the public want to see. They are the ones with the vocation and the professionalism to look after us.
The hon. Lady makes a fair point and, like all arguments, we could take it to extremes, but in my view there are two models for the NHS. There is the traditional model that I grew up with in the 1950s and 1960s, and there is a newer model with evermore systems, targets, internal markets and the rest. My personal view—this may surprise the hon. Lady—is that the old-fashioned model probably worked better, because it put more competence and more control in the hands of nurses, doctors and consultants.
I am now going to say something that will probably be even more unpopular. I wonder why our Government are not prepared to bite the bullet and consider alternative funding for the NHS. With an ageing population, we must encourage people to put more of their own resources into their health. How are we going to do that? We could do it through general taxation and increase overall spending, but I have argued against that, or we could do what previous Conservative Governments have done. The Major Government and the Thatcher Government—I do not think the Major Government were particularly right wing—gave tax relief for people of pensionable age towards private health insurance. That is anathema to the Labour party, but it would actually put more resources into health. Most people of retirement age simply cannot afford private health insurance, because they pay for it from their taxed income. However, if we gave tax relief for private health insurance, as previous Conservative Governments have done, we would not be saying that we are against the NHS or devaluing it; we would be trying to encourage the people who are going to use healthcare more often to put more of their own resources into healthcare.
I am worried that if this massive real-terms increase in healthcare spending happens, we will be approaching the levels of health spending per head that we see in Germany or France. The fact is—let us be honest about this—that if we are going to be ill, we would much rather be ill in Germany or France. I know that the NHS is a kind of religion for many people, but the health services under the social insurance systems of France and Germany do work better. They cost more, but the people feel that they have real control over their healthcare. They pay large amounts of tax, but they feel that they have some kind of ownership of their healthcare—some kind of right. When something goes wrong, they are not just enmeshed in a vast bureaucratic machine; they believe that they have some right to treatment through social insurance. Indeed, in Germany, they do get that.
My hon. Friend is making an interesting argument, and if I manage to catch Mr Deputy Speaker’s eye, I will talk about that myself. I want to bring to my hon. Friend’s attention a constituent of mine who had a baby in Germany, as a member of the armed forces, and then had one in the UK. She said that the experience in the UK was so much better than that in Germany that she would not recommend that anyone have a baby in Germany rather than the UK.
I stand corrected, but I think it is a generally accepted fact. We all know from our friends and relations, and from public debate, that the health system in Germany is superb. I am sure there are glitches and areas where we might outperform it, but generally the system there works well.
The Government have to be honest in addressing how we will meet the needs of an ever-ageing population and the desire of that ageing population for ever-new levels of treatment. We have to devise new systems to encourage people to put more of their own resources into healthcare, as I do not believe we can do that out of general taxation.
Before I sit down, I promised to make a point about DFID. Nobody values the work of DFID more than I do. DFID is doing tremendous work throughout the world, but its budget—I say this as a former Chairman of the Public Accounts Committee—is under strain, not from underfunding but from an arbitrary link in legislation to a particular proportion of national wealth. The link simply does not work, and it creates all sorts of stresses and strains.
I am not suggesting to the hon. Member for Bristol West (Thangam Debbonaire) that we cut overseas aid spending; what I am suggesting is that we get rid of this arbitrary link in legislation and have the best, the most high quality, the most free from corruption and the best-targeted overseas aid budget in the world, which I am sure is our aim and what we are achieving in large areas. Imposing such an arbitrary device on spending, which must result in a splurge of spending towards the back end of the year, cannot be right.
I am most grateful to follow the speech of my distinguished colleague, my hon. Friend the Member for Gainsborough (Sir Edward Leigh). I very much agree with him on a lot of areas, but I shall start with a point where I might pose a little challenge. I believe we wish, as a country, to be strong on defence. I absolutely agree with him on that and think that what my right hon. Friend the Member for Sevenoaks (Sir Michael Fallon) has said about a minimum of 2.5%—and possibly even more—is right. I am very proud that Stafford is host to three signals regiments and the tactical supply wing of the Royal Air Force. If we are to be a global Britain, punching above our weight by maintaining a proper diplomatic representation around the world, which is vital as we leave the European Union, and at the same time we are to ensure that our citizens have high-quality public services, be they in respect of law and order, health or social care, we cannot be an absolute low tax economy. The two things do not add up. If we look at the percentage of GDP that we spend on our public services and compare that with what happens in France, which has a similar global profile to the UK, we see that our figure is much, much less.
At this point I wish to raise the issue of our health service. I declare an interest, in that I am married to a doctor, and I am the father of a doctor and the brother of a doctor.
My right hon. Friend may very well ask!
If we look at the World Health Organisation’s report on people’s perceptions of access to good quality healthcare in 2013, under a Conservative-led coalition Government, I am glad to say, we find that 82% of France’s population and 85% of Germany’s felt they had access to good quality healthcare, whereas in the UK the figure was 96%. For all its faults, and there are many, as I know personally from my constituency experience, our system is held in high regard and it provides almost everybody—96% is not 100%—with access to high-quality healthcare.
In my constituency, when an ambulance goes by with its alarms going off, this usually signals a heart attack or a stroke and someone being rushed to a really good hospital. The NHS is the place you want to go if you have a heart attack—private healthcare does not even start to deal with strokes and heart attacks. We are really well served by the people who do this.
My hon. and gallant Friend is right about that. As far as I know, we will not find an accident and emergency department that is privately run in the UK. If there is such a department, we are probably talking about only one or two. It is not possible to do that because of the cost of running A&E departments. Parliamentary colleagues in France will talk about healthcare deserts in parts of rural France, where people cannot get access to the highest quality of healthcare that they want. I am not trying to play us off against France or Germany here; I am just trying to state a few facts, as we tend to run ourselves down sometimes.
I wanted to start by discussing the health service because it is now five years since the Francis report on the Mid Staffordshire NHS Foundation Trust, which is in my constituency and that of my hon. Friend the Member for Cannock Chase (Amanda Milling). That was a very difficult time for us all in Stafford. I am still very proud of the Stafford people and the Cannock people, who put so much into the work to preserve health services in Stafford and Cannock during that time. I am also proud of the work that has been done since then, and of the people who stood up and pointed out the real problems that were going on at the time, which needed to be corrected. If we consider what has happened since then, we see that patient safety has become an absolute priority for the NHS and for this Government, and I pay tribute to my right hon. Friend for taking that on. If we look at the recommendations in the Francis report, we can see that most of them are now in place. When I talk to colleagues from around the country, they say, “You know, that Francis report made a huge difference for my local hospital”. It made a difference not just for Stafford or Cannock, but for hospitals throughout the country, where patient safety has gone to the top of the agenda.
I pay tribute to the staff of the County Hospital, as Stafford hospital is now known, for what they have done over the past five years. In the past couple of weeks, more than 96% of patients in our A&E have been seen within four hours. That is well above the national target. I am most grateful to the staff for achieving that. Other things must still be done—there are more services that I want to see back in the hospital, or brought to it and the Stafford area for the first time—but I put on record my thanks to everybody who has made that happen over the past five years.
To return to the general point about the health service, it is quite true that they have a different system in Germany and France, and there are merits in that. It is a different system that requires co-payments: people have health insurance, whether it is largely state-funded, as in France, or done through private or co-operative health insurance systems, as in Germany. People still pay often several hundred euros a year on average to access healthcare when they need it. It is a serious issue and a political debate that we need to have. I am not necessarily saying that my hon. Friend the Member for Gainsborough’s points should be disregarded—not at all; they should be considered very seriously—but we have to look into what is sustainable.
I agree with the hon. Gentleman that the 96% support for the NHS throughout the country is fantastic, but does he agree that the future challenges for the NHS are the modern killers that are out there now, such as obesity and related diabetes, and the conditions related to old age, such as dementia? The NHS now has to bend itself to deal with these new conditions.
The hon. Gentleman is absolutely right, although I should say that that 96% referred to access to high-quality healthcare, rather than support for the NHS. I thought I should make that distinction. It may well be that the NHS has 96% support, but I was talking about access to high-quality healthcare.
The hon. Gentleman is absolutely right that diabetes, cancer and other conditions are clearly the issues. The health service has to adapt; I absolutely agree with my hon. Friend the Member for Gainsborough that it can be far too monolithic. Often, we see really good, inspired leadership that makes a real difference in some places—perhaps it even comes from those paid £100,000 a year—but in other places we see some very uninspiring leadership. It is often very much about who is taking on the challenges at the local level and what their motivations are. We clearly have a great deal more to do on that.
Time is short, so I shall move on from the NHS after one final point. I fully agree with the cross-party report published last week by my hon. Friend the Member for Grantham and Stamford (Nick Boles) and other colleagues from the Labour party and the Liberal Democrats. It contains 10 points on how to have a sustainable health system. I have been talking about most of those 10 points in this place for the past five or six years, so I would agree with them, wouldn’t I? Still, there is an awful lot in there for the Government to look at and perhaps take on. I return to the initial point: if we want high-quality services and a strong defence, along with funding for other issues of great importance to our constituents, we will have to pay a little more. The question is whether we pay that through a national health insurance system—a progressive system—through direct taxation or through contributions. Those questions have to be asked. I am in favour of a fully funded system, which may mean that we have to do it through the proposed national health insurance system.
The second thing I wish to talk about is General Electric, which is the largest private sector employer in my constituency. At the end of last year, it announced several hundred job losses, and the consultation on that is currently ongoing. It is a very serious situation. I praise General Electric and its predecessor, Alstom, for their investment in Stafford. They have built two new, modern, state-of-the-art factories, which will provide security for many people in my constituency.
For those facing the prospect of redundancy, it is vital both for them and their families, and indeed for the country, that we see how we can ensure that their skills—often very high skills—are best employed elsewhere. In that context, I want to raise again the matter of the Swansea Bay tidal lagoon, which I and other colleagues have been pushing for. If we are to have a power manufacturing sector in this country, we must be at the forefront of modern technologies, and that is one of them. I urge the Government to come forward with a positive decision on that as soon as possible.
My third point is a local matter. I am very glad to see two of my Staffordshire colleagues—my hon. Friends the Members for Burton (Andrew Griffiths) and for Cannock Chase—on the Front Bench at the moment. I know that they will probably agree with me on most, if not all, of these issues. We have already heard about potholes. Being a rural county, we have the same problems in Staffordshire. Potholes are not just an inconvenience; they are a menace. When cyclists go into potholes that are filled with water, they can suffer very serious injuries, as some of my constituents have. Cars suffers great damage, which brings loss either to the county if there is a claim or to the individual whose car has been damaged. We need to see more money put into that area, both at a local and a national level. After the winter that we have just had, it is a priority. I would like to see the Secretary of State for Transport coming forward with some supplementary funding for potholes for local authorities as soon as possible, because, as we already know, a stitch in time saves nine.
Bus services in rural areas are suffering. My hon. Friend the Member for Gainsborough did not mention this issue, but he has probably been affected by it as well. Clearly, we do not want buses running around empty and wasting a lot of money, but there must be ways of ensuring that our villages and small towns, which are becoming ever less connected with the major centres of population, see a reversal in the situation. We need innovative thinking. Perhaps we should go back to a situation in which councils, as in Nottingham, which runs a very fine public transport service, say, “We will have to step in and fill the gap to ensure that our communities are connected.”
Finally as far as local councils are concerned, I wish to raise the issue of breaks for carers. Carers across the country, and certainly in Staffordshire, perform an absolutely magnificent job. We need to ensure that they can have the breaks that they need, especially those who cannot afford them. They need to be able to get away from time to time. I welcome the fact that Staffordshire has supported such breaks and continues to do so, but the funding is too little. We need to see greater funding in this area and more innovative solutions to ensure that money is wisely spent and available to as many of our carers as need help.
Clearly, on the national scene, the debate is dominated by our leaving the European Union. I will not go into the principles on either side, but I will make points on four areas. Frictionless trade for the manufacturing industry in Stafford and the west midlands is essential. I was recently at the Honda factory in Swindon, and heard very clearly how important it is for us to have seamless trade, in and out, for components. The factory operates, as does almost all manufacturing industry in the automotive sector and others, a just-in-time policy. Such firms cannot have delays at borders.
Another critical area is data, as the Exiting the European Union Committee heard when we took evidence in the City of London. With the EU’s understandable fixation on data protection—we are, of course, putting that into our own law—the City is very concerned that we ensure that data issues are sorted out well in advance of our finally leaving at the end of 2020. It is vital that this is done, because data is at the core of not just financial services but every business.
Financial services companies have a concern about contracts that go beyond the end date of our membership of the European Union. That is a serious issue, because if we do not have the rules on contracts in place, there is a risk that contracts will not be able to be fulfilled and that people will not be paid such things as life assurance or pensions.
My hon. Friend and I fought the last general election on a Conservative manifesto that stated in clear terms that we should leave the customs union. I hope that he shares my view that it is absolutely essential that we fully support the Government’s desire to leave the customs union, and that we have the right and the ability to make free trade deals with other countries.
I absolutely agree that we need to be able to make free trade deals with other countries. The corollary to that is that we cannot be in the customs union, as my hon. Friend said. At the same time it is vital, as the Prime Minster has made clear, that we have frictionless trade and that our industries—not only manufacturing, but agriculture and many other industries—across the country can continue to operate without the hindrance and costs that might be caused by certain arrangements. I have every confidence that the Prime Minister and the Government will come up with the correct decision and conclusion, which may not be one that my hon. Friend and I are currently thinking of.
The manufacturing industry in the north-east of England relies heavily on frictionless trade, because so many components for Nissan vehicles, for example, come in or go out to other plants partly assembled. There are 7,000 or so people working at Nissan, but 35,000 people in the supply chain. Without frictionless trade, many of those jobs will be in real jeopardy.
The hon. Gentleman makes my point exactly. My first job after university was working in the motor industry in Bridgend for Ford, which the hon. Member for Bridgend (Mrs Moon) mentioned earlier today in the House. The hon. Gentleman is absolutely right. It is vital that the interests of those workers and millions of other workers across the country in similar positions are taken into account.
My final point is about access to the high-quality staff that this country needs at all levels. It is quite right that we will be taking back control, but taking back control does not necessarily mean having a highly restrictive immigration policy. It means having an immigration policy that is suitable for the needs of our country, but one over which we have control. Mr Deputy Speaker, thank you very much for your forbearance.

Gentleman will know, the Late, Missing and Incorrect initiative is there to drive up the accuracy of the real-time information as it passes between employers and HMRC. As he stresses, it is important to ensuring that universal credit is rolled out effectively. On his specific question about statistics, we believe that the level is around 5% or 6% across those three areas. We are continuously driving down those figures, particularly in response to the post-implementation review.
The European Free Trade Association, of which the UK was a founder member, would provide an excellent framework from within which to exercise a deep and special partnership with the EU. Would Her Majesty’s Government consider that as a sound way forward?

Commons ChamberI know the hon. Gentleman has raised this issue before on a number of occasions. I have not yet got to the stage of taking my EDM book home with me for bedtime reading, but perhaps I should go down that path. As he knows, we have Transport questions on Thursday, which is a perfect opportunity to speak to the new aviation Minister to see what they have to say about this important issue. I recognise that this can be a real challenge, particularly for those with larger instruments.
I know the importance my hon. Friend places on apprenticeships. May we have a debate on the importance of further education colleges, such as Stafford College and Newcastle-under-Lyme College in Staffordshire, in providing those high-quality apprenticeships locally?
My hon. Friend is right to make sure that we have parity of esteem between all possible educational avenues at the post-18 point. Further education is really important. I have a superb provider in my constituency and I know he does, too. Perhaps he would like to apply to the Backbench Business Committee to make sure that we can all have a say in that important matter.

Commons ChamberIt is an honour to follow the hon. Member for Ilford South (Mike Gapes), and I will come on to the point he made a little later in my remarks.
I also extend to all those working on our behalf over Christmas and the new year, whether in the private sector or public services, my grateful thanks. They give up their family time on our behalf. In my constituency of Stafford, I particularly think of the workers at General Electric, some of whom are facing an uncertain future, with a consultation going on over the loss of 500 jobs. I assure them of my commitment to see that, if there are other opportunities locally or regionally, they are made aware of them and that all support possible is given to them.
I want to tackle three subjects, the first of which is health and social care. I have spoken often on this subject, particularly in respect of Stafford Hospital, now County Hospital. It is great to be able to say that the care at County Hospital, formerly the Stafford Hospital, has improved tremendously over the past few years. I pay tribute to the workers there, who have gone through a very difficult period, both at the time of the Francis public inquiry and then at the time of the trust special administration—the only trust special administration under the Health and Social Care Act 2012.
I should like to pay tribute to my hon. Friend. He has worked tirelessly to sort out that hospital, and he has been a great advocate of getting it fixed.
I am most grateful, but I think my hon. Friend perhaps exaggerates my own part in this. It is really the workforce at the hospital who have done it, but I accept his thanks on behalf of all those at the County hospital and in Stafford who have fought for it.
I want to talk about the forthcoming Green Paper on social care, and my remarks will include both health and social care. It will provide a really important opportunity for us to change things in health and social care for the better and for the long term, but it will need cross-party working. The area of social care and health has been blighted too often by infighting between the parties. We also need to take an integrated approach.
We score highly, internationally, in regard to people’s opinion of their access to good healthcare. In a survey carried out not so long ago, 35% of people in the USA said that they did not have good access to good quality healthcare. In France, the figure was 18%, in Germany it was 15%, and in the UK it was only 4%. That is the glory of our national health service: by and large, it gives people access to high-quality healthcare, whatever their income and wherever they live in the United Kingdom. However, it is also generally accepted that more money is required. I do not have time to go into the detailed figures, but something between 1% and 2% more GDP needs to be spent on health and social care. The question that needs to be asked in our contributions to the Green Paper next year is: how is that money to be raised?
I have always said that we need a ring-fenced health and social care levy, on top of our present budgeted expenditure on health and social care. It needs to be a broad-based levy, and it needs to be income based, so that it is fair across the country and the population. Such a levy would not provide for everything that we need to do, but it would help to ensure that the £10 billion to £20 billion of additional resources that we need to put into the health and social care system as a minimum in the coming years, on top of what we already spend, was available. What is more, I think that it would be accepted by the general population. If the money were ring-fenced for health and social care, they would know that it would be spent on things that they really cared about and needed. Let us not forget that the national health service is one of the biggest sources of cohesion in our country; it is something that we all rely on.
I want briefly to touch on the European Union negotiations, which are incredibly important to all of us. The Prime Minister has said that she wants the best possible deal, and I absolutely support her in that. We need a unique, long-term deal that is the best possible for our jobs and tax revenues, and also for bringing back control to this country in certain areas. The deal must include goods and services—not just goods—and it must be frictionless. It must fully respect the Belfast agreement. It must also respect the people of Gibraltar. It must cover security, aviation, data and many other areas, including agreements with other countries, of which there are dozens.
There has been discussion over whether we should be closer to Norway or Canada—mention has been made of “Canada plus-plus-plus”—but I simply make the observation that geographically, and probably in spirit, we are closer to Norway than to Canada when it comes to this type of agreement. I urge the Government to look closely at that matter. I also suggest that we look at the European Free Trade Association. It is not perfect, and it might not be something for the near term, but I believe that in the medium term we cannot stand on our own. We need to work together with other like-minded nations, which might include Iceland, Norway, Switzerland, Liechtenstein and perhaps others. When it comes to negotiating agreements and working together on trade, it is better to work with a number of countries rather than just on our own.
We also need to consider the idea of associate European citizenship, on a voluntary basis, for all those United Kingdom citizens who want to retain strong, close allegiances with our friends and neighbours in the European Union. It has been raised as a possibility by Guy Verhofstadt in the European Parliament and by others. Let us take it into consideration in the negotiations.
Finally, but in some ways most importantly of all, I want to touch on humanitarian work. There are possibly more refugees across the world now than at any other time since the end of the second world war. Whether from Syria, Yemen, South Sudan, the Democratic Republic of the Congo, Somalia, Burma or Burundi, there are possibly up to 50 million refugees, not including the people who are suffering within their own countries.
I welcome the recent news about Hodeidah in Yemen, and the fact that the port has been opened up for a minimum of 30 days for humanitarian and relief supplies. I pay tribute to Her Majesty’s Government for their work on that, but we must keep an eagle eye on the situation over this Christmas and new year recess. In the Democratic Republic of the Congo, 1.7 million have had to flee their homes this year—more than in any other country in the world—yet it sadly receives hardly a mention in the news and even in this place. Four million people have been displaced, and 7 million people are struggling to feed themselves. In 2018, it is absolutely vital that the UK maintains the work that it is doing all over the world on humanitarian affairs, in which we lead in so many cases. With that, Mr Speaker, I wish you a very happy Christmas.

Commons ChamberIt is a pleasure to follow the hon. Member for Lincoln (Ms Lee). The Office for Budget Responsibility, which has been referred to from time to time, is an extremely important institution that has come to be accepted by the whole House. In this case, it has provided growth figures that were perhaps not quite what we wanted but that are realistic, and the Chancellor has quite rightly used those independently evaluated figures. That shows how important it is to stick to independent advice and not make figures up when we are dealing with things as important as the future economy of the country.
Over all this hangs the prospect of our exit from the European Union. It is essential that the talks move on to the next stage in the coming weeks, to give assurance to businesses right across the country, including those in my constituency that admitted their great concern to me last week. At the same time, we need to be, as the Chancellor has said, fit for the future. I welcome the increase in UK export finance, which my right hon. Friend the Member for Sevenoaks (Sir Michael Fallon) mentioned in an excellent speech earlier. It is vital that we concentrate not only on exports but on outward investment, which my right hon. Friend the Secretary of State for International Trade has made a key point of his policy. Our current account deficit, at more than 5%, is one of the largest in the developed world, and if we are to bring it down, as we must, increasing outward investment will be as critical as growing our exports.
I urge the Chancellor to look at the introduction of a UK investment bank. We will no longer be a member of the European Investment Bank, and we need something to take its place. This is an opportunity to establish a world-class UK development finance institution. Such an institution does not exist at the moment, unlike in countries such as France and Germany. I very much support what my right hon. Friend the Member for Sevenoaks said about small and medium-sized businesses. They are the engine of our economy and drive the creation of wealth and employment, and employee ownership is absolutely critical to that.
I now turn to some of the measures that the Chancellor mentioned. I very much welcome the changes to universal credit, particularly those relating to housing. The ability for people to transfer their direct payments to their landlord when they move on to universal credit is absolutely critical, as indeed is the extra two weeks’ provision from next April. However, I want to mention a couple of things that need to be looked at. One is the question of having fortnightly payments, at least for a period. For people on low incomes coming off weekly payments, it is extremely difficult, even if they receive an advance, to move to monthly payments. I believe that having fortnightly payments, at least for a period, should be considered in the near future. We should also look at having an emergency fund. Such a fund used to exist, but one does not now exist in most parts of the country.
The Budget introduced some excellent measures on housing, and I particularly welcome the stress on small house builders. In Stafford, there have been some great developments by small house builders, who employ local people—local craftsmen and women. I encourage the Government to look at two other areas. The first is innovation in finance, particularly for community schemes, and backing for smaller building societies and housing finance organisations, such as the Stafford Railway Building Society in my constituency, which is one of the best in the country. The second is innovation in design, such as self-build, which my hon. Friend the Member for South Norfolk (Mr Bacon) has championed so eloquently for many years. This also covers home offices and enabling people to have their elderly relatives stay with them. It is important to make it easier to obtain planning permission for expanding a home, so that people can work from home and have relatives needing care come to live with them.
Finally, I want to mention international development, in which I have a special interest. I believe that it is extremely important that we expand the flexibility of international development. It must be for the reduction of poverty, and we must not return to tied aid. We can do so much more if the Foreign Office, the Ministry of Defence, the Department for International Trade and the Department for International Development work together to ensure the reduction of poverty globally.
