Commons Chamber1. What recent discussions he has had with Ministers in the Welsh Government on the provision of free child care places for three and four-year-olds in Wales.
Support with high-quality flexible child care is key to enabling parents to stay in the work force and gain financial stability for their families. The UK Government are increasing the provision of tax-free child care from next year; the Welsh Government need to do their part in supporting working families in Wales.
Parents in Cardiff complain that they cannot access their free child care entitlement. They can only get a place if they apply for three hours a day, five days a week at a state-run nursery school, which is useless if they work. Given that that means that parents in Wales are worse off than those in England, will the Minister speak to Assembly Ministers to ensure that parents can access their entitlement to free child care places in a way that suits them and not the Labour council?
I pay tribute to the hon. Lady for her work in this area in a number of roles in Parliament. The UK Government have pressed authorities in England to be as flexible as possible and have structured their policies around flexibility to enable more people to get into work and to manage their daily lives better. I will happily pursue the matter with the Welsh Government on her behalf.

Commons ChamberI will get back to the hon. Gentleman with the—[Interruption.] Rather than come up with a specific number, I will write to the hon. Gentleman and provide him with a factual answer.
As I am sure the Secretary of State is aware, I was previously the Minister responsible for the national minimum wage. There have not been prosecutions in many cases, but what has been done is far more important—I am sure my right hon. Friend will agree. This Government have ensured that employees who have not received the minimum wage when they should have done have had their money paid back, so they have not lost out as a result. It is far more important that employees get recompense and get their minimum wage.
My hon. Friend brings some helpful information to this debate, and I commend her for her work as Minister in driving up and improving employment practices for workers in Wales and throughout the United Kingdom.
Time and again we see that the Labour party simply does not believe in the people of Wales. It thinks it knows best, it does not believe that people can manage their benefits, it does not believe that businesses are strong enough to play their part in rebalancing the economy and it certainly does not believe that Wales is an ambitious country hungry for success.
I believe those things and so do this Government, from the Prime Minister down. We reject the negativity of the Labour party, which is using this debate to talk Wales down at the very time that it should be backing Welsh businesses and backing the people of Wales who are working so hard to drive the economic recovery forward. Since the election, 46,000 fewer people in Wales are claiming out of work benefits, there are 90,000 more private sector jobs in Wales and 26,000 more small businesses are driving the economy forward. That is all down to the difficult decisions taken by the coalition Government back in 2010 to get the economy moving again. Each one of those decisions was challenged and rejected by Labour.
The Secretary of State mentioned the growth in the small business sector and he also mentioned the employment allowance, which gives a national insurance contribution rebate to businesses. Will he welcome with me the fact that more than 1,000 small businesses in my constituency alone and tens of thousands across Wales have already taken that up, enabling them to invest in their staff through training or higher salaries and even to create new jobs and take on more people?
That is a message I hear consistently from small businesses up and down Wales. Wherever I go, they welcome the efforts the Government have made to give them confidence to hire more workers and to keep staff. The last thing that businesses want to be doing is shedding staff at this time. They know how hard things have been for many families out there in the economy and they are doing everything possible to hold on to staff and grow their work forces. We have been supporting them in that.

Gentleman speaks powerfully, but he has been a Minister and knows that direct intervention would not be appropriate until more investigations have been made as to the reasons for this reported failure of Peacocks. Because so many jobs depend on this, if there are any redundancies or job losses, Jobcentre Plus will be there to provide individual support, as it has done in other instances. I assure him and all those beyond the Chamber whose jobs depend on Peacocks that this Government and the Welsh Government, and I am sure all of us together, will do what we can.
Given that up to now Assembly Ministers have been very slow off the mark to take action to help out with the terrible situation facing Peacocks, will the Secretary of State ensure that Ministers at both ends of the M4 pull together to try to put pressure on the banks to ensure that we can save this important Welsh company?

Commons ChamberMy hon. Friend can reassure his constituents that no member of the commission is being remunerated. They have all agreed to waive remuneration, but their expenses will be met from my Department. We have set aside a sum of money over three years to meet those expenses. At this stage, we are not sure how they will pan out, because I want the commission to decide how it will do its work, as it rightly should, and I do not want it to be restricted. He can reassure his constituents that the commission is doing this work for its love of Wales.
I apologise for my voice being about an octave lower than normal. This is not a point I often make, but there is only one woman on the commission. Will the Secretary of State assure the House that it will take evidence from and talk to a wide range of people to obtain a broad range of views from both genders and across all communities in Wales, including different ethnic minority groups, so that it can take account of different perspectives?
That point was well made. I, too, was concerned, and I looked at the gender balance, having been a former Minister for women. I think Sue Essex will be a doughty and robust member—[Interruption.] As my hon. Friend the Member for Lichfield (Michael Fabricant) says, she is equal to two men. I am sure she will give us a run for our money.
I agree entirely that many of the matters that the commission will discuss will be of great interest not only to women, but to ethnic minorities. I am sure that Paul Silk will take on board the concerns of my hon. Friend the Member for Cardiff Central (Jenny Willott).
We now have 12 years of experience of devolution in Wales. That has involved not one but two pieces of legislation that have been used to try to shape devolution to the purposes of the previous Government. There is obviously much that could be said about the effectiveness of the Assembly and the Welsh Government, but that can be better examined and tested with more accountability and the benefit of that experience.
The Government are now trying to ensure that we have a process to assess the position of Wales within the United Kingdom and to take a detailed, objective and structured examination of the architecture of devolution. This is a mature way to ensure that the Assembly and the Welsh Government get the responsibility they need to ensure accountability, and that the dividing lines on devolution benefit Wales and do not leave the Administration perpetually demanding more powers and more money rather than getting on with the business of running the devolved areas for which they have responsibility.
This is also an important statement of intent by the coalition Government. The Welsh Government receive nearly £15 billion a year from the Treasury, but, as I have said, are not accountable for raising a penny they spend. We do not think that is right, and I am certain that taxpayers do not think it is right either. I want the argument, for once, to move away from whether there is enough money to how it is spent and whether it is spent effectively. It is true to say that a Government who take from Peter and give to Paul can always rely on the support of Paul. We are asking the commission to see whether Paul can also make a contribution.
I look forward to hearing Members’ contributions and maintaining an open mind on how we can improve devolution and, through that, the economy of Wales and the well-being of its people. I hope that we will hear moderate, realistic and interesting views on the balance of powers between Westminster and Cardiff. I am sure that everyone in this House will send Paul Silk and the members of the Silk commission their best wishes for the task ahead.

Commons ChamberThe Government’s welfare reforms are aimed at ensuring that the welfare system will continue to support those in greatest need. That is particularly important in areas of high unemployment, such as those in parts of Wales. This Government are ensuring that never again can it be said that being out of work pays and being in work does not pay. That is what we seek to achieve.
The Welfare Reform Bill devolves the discretionary social fund to local authorities in England. What discussions has the Minister had with colleagues in the Department for Work and Pensions and the Welsh Assembly to ensure that after this devolution the residents of Wales will still have access to the support and financial assistance that they need?

Commons Chamber1. What discussions she has had with the Secretary of State for Work and Pensions and the Welsh Assembly Government on proposals to transfer responsibility for council tax benefit to local authorities.
My right hon. Friend the Secretary of State and I have had discussions with Cabinet colleagues and Welsh Assembly Government Ministers on a range of issues, including welfare reform.
As the Minister may know, there is a great deal of concern that people in Wales will struggle to get council tax benefit if the Welsh Assembly refuses to devolve the benefit to local authorities in Wales, as the Government are doing in England. Will he work with the Welsh Assembly Government and the Department for Work and Pensions to ensure that council tax benefit is devolved to either all local authorities across the UK or none?
Localisation of council tax benefit is part of the wider package of reform set out in the Welfare Reform Bill, which will ensure that work always pays. We are indeed committed to full consultation with the Welsh Assembly Government on the devolved implications of the reforms. The Assembly Government will no doubt wish to consult when they have developed their own policy options, but ultimately it is for them to decide how the delivery arrangements are put in place in Wales.

Commons ChamberI am not sure that I caught the drift of the hon. Gentleman’s question, but I have always welcomed the work that is being done to enable Wylfa A to continue to generate low-carbon electricity for a further two years until 2012. I was also delighted that Wylfa was chosen as the site for a potential new station in the future.
This Government have put the environment at the heart of their energy policy. Last week, I attended the launch of Norman Electrical Ltd, a small business in my constituency that is working with households and businesses to invest in renewable technologies. Will the Secretary of State join me in welcoming such start-ups and do what she can, with colleagues, to help Wales to become central to the renewable technology sector in the UK?
Yes, I join my hon. Friend in congratulating the company in her constituency. If all 26 million households in the United Kingdom take up our green deal over the next 20 years, employment in that sector could rise from its present level of 27,000 to something approaching 250,000, working all around the UK to make our housing stock fit for a low-carbon world.

Commons ChamberThe hon. Gentleman is absolutely right. I have had the privilege of going down to Swansea and looking at the Institute of Life Science buildings, ILS1 and ILS2, and I welcome that investment. As he knows, this is a devolved matter, and the levers of power and the decisions about money rest with the Welsh Assembly Government. That is why I was so sad to see the closure, by the Labour Welsh Assembly Government, of some of the techniums across Wales. However, the hon. Gentleman can rest assured that I will continue to press this case, because I believe we have some of the best universities in the country providing the best research and support to businesses that are looking to invest in Wales.
3. What discussions she has had with the Secretary of State for Transport on the closure of the Driving Standards Agency office in Cardiff.
My right hon. Friend the Secretary of State and I have regular discussions with my right hon. Friend the Secretary of State for Transport and his ministerial team on a range of issues, including the restructuring of the Driving Standards Agency. The possibility of job losses is a serious matter for all concerned, and the staff in Cardiff should not have had to find out about this matter as a result of the information being leaked to the media.
I have been contacted by a number of constituents who are losing their jobs as a result of the Driving Standards Agency office closure, and they have told me that they are being offered no support to help them to find new work. Will the Minister speak to colleagues in the Department for Transport, the Department for Work and Pensions and the Welsh Assembly Government to ensure that my constituents are given as much help and support as possible so that they can secure new work as soon as possible?
It is a matter on which my right hon. Friend and I have already been in touch with the Department for Transport, and I understand that that Department and the Driving Standards Agency are looking into possible redeployment options for those affected. Certainly the individuals concerned will need as much support as possible and I will work with ministerial colleagues to ensure that as much as can be done is done.

Commons ChamberThe hon. Gentleman knows exactly how I feel about the issues concerning the immigration and passport office, because I was delighted to welcome him and the hon. Member for Newport East (Jessica Morden) into the Department to meet the Minister for Immigration and me to discuss its future. The hon. Gentleman is absolutely right: Newport is a city that ranks third in the Lambert Smith Hampton study of the best office locations outside London. We have businesses there such as Admiral, Wales and West Utilities, and even the HM Prison Service shared service centre. I can assure him that I will make my best efforts to protect all the jobs in Newport that I can, and to promote Newport among my colleagues as a good place to which to relocate.
The Driving Standards Agency is planning to close its Cardiff office, with the loss of 80 jobs, partly as a result of the cost of office rental. Since the Government own a huge office estate in south Wales, will the Secretary of State work with colleagues to undertake an audit of that office space to see if it can be better used more efficiently in order to save jobs?
I would be very willing to give that undertaking to the hon. Lady. In fact, if she writes to me with any details, I will be pleased to take it up with my colleagues. She should be aware, however, that I am talking to all the Departments right across Whitehall, as I did right at the beginning when I was first appointed, to suggest that Wales is a great place for them to relocate their expensive offices from other parts of the country.
