Commons ChamberI would be absolutely delighted to meet my hon. Friend and colleagues on the all-party parliamentary group on sixth-form education. He will no doubt be aware that we have already been putting extra resources into 16-to-19 education. An additional £400 million was awarded in 2019. We recognise that it is important to invest in the quality of estate, which is why we are putting £1.5 billion into upgrading that estate.

Commons ChamberMy hon. Friend raises an important issue. As we bring forward the largest investment in tutoring that this country has ever seen, we want to look at how we can continue to make changes and improvements to the whole of the school day. That way, we can not only embed the tutoring revolution that we are driving forward but ensure that the other areas of enrichment that are so important for a child’s development are properly incorporated into any changes.
My area of Kirklees continues to have higher covid case rates than the national average, which means that more pupils and students are having to self-isolate and miss classroom teaching, which has an increased impact on wellbeing and mental health. Will the Secretary of State please tell me what extra catch-up funding and support is available for schools and colleges in areas such as mine, where there are above average rates of absence?
As my hon. Friend will be aware, there is a £650 million universal catch-up premium, as well as the recovery premium. That funding is very much to ensure that schools such as those in his constituency are best able to target that money at the areas that will have the most impact on children. We must not lose sight of the fact that children from whatever background have been impacted as a result of covid, which is why we have always aimed to have flexibility in the system so that schools can support all children.

Commons ChamberI thank the hon. Lady for her question, and I can absolutely assure her that the roll-out of mass testing in secondary schools is properly supported. Schools will be getting the first batch of both equipment and tests on 4 January, and this is being distributed right across the country, with additional tests very rapidly following, to ensure that all pupils and all staff within schools can be tested. As I touched on in my statement, we are also looking at rolling out the testing mechanism, the screen testing and the serial testing for staff in primary schools. As I am sure the hon. Lady will appreciate, the ability to deliver testing in primary schools does present some challenges, because the age of pupils in primary school means they are not necessarily able to do it themselves. However, when we are in a position to go further on testing and home tests can be distributed, we will look at expanding the role of mass testing in schools even further.
I would like to thank all the wonderful teachers and support staff across my constituency and to welcome plans for all secondary and college students to receive two rapid tests at the start of term. The Royal Air Force has already been helping to deliver rapid tests across Kirklees as part of mass community testing. Has the Secretary of State considered using military support on the ground in schools and colleges, having done such a wonderful job in extreme circumstances in the past few months, to help deliver mass rapid tests and take the pressure off some of our teachers?
I join my hon. Friend in his thanks. I know that he served in the Royal Air Force for a number of years, so he has a particular fondness for our armed forces, as we all do. The armed forces have done an amazing job. Looking at the sheer number of schools across the country and the whole workforce within them, we felt that it would not be right or proper to ask the armed forces to deliver testing in every single secondary school. That is why we have provided additional financial support for schools to help them deliver the mass testing regime. We are very fortunate that my right hon. Friend the Secretary of State for Defence has agreed a Military Aid to the Civil Authorities request that means that we are able to provide military support to schools that are really struggling to set up a testing regime. We believe that when they are set up, schools will be in an excellent position to keep running and have a real impact in driving down coronavirus infection rates in my hon. Friend’s constituency and all our constituencies.

Commons ChamberThe measures we have introduced are very much designed to support the pupils the hon. Gentleman talks about. I know from personal experience—my own daughter has had to isolate and is facing her GCSE exams in this academic year—the impact it has on all children. That is why we have put these measures forward to assist all children. That is what we have done, and we believe they will make a significant difference to all children in his constituency and mine.
I appreciate that there are no easy solutions here. I have been discussing these difficult issues with the principals of my local sixth form colleges—New College and Greenhead College. My area in West Yorkshire has had some of the highest covid rates in the country, with hundreds of students off with covid or self-isolating at any one time. How will the Secretary of State make it fair for students in my patch who have been disproportionately impacted by covid, and level up their life chances?
This is what all the measures we are introducing are aimed at doing: making sure that children who have missed out on the opportunity to learn are able to focus their efforts, as they come to the crucial exam period, on the things that will matter most to them as they try to achieve the very best grade. This is on top of the action we have taken with the covid catch-up fund, which has already been initiated and is available to all students in my hon. Friend’s constituency.

Commons ChamberOf course, we will always work with all devolved authorities. The hint is in the title—this is a national guarantee, which means that we must have parity in every part of the country. We must ensure that, whether it is in the hon. Gentleman’s constituency, my constituency or any other part of England, there is a set national standard, because it is a national guarantee.
I very much welcome what the Secretary of State has announced. What measures is he putting in place to support final year GCSE and A-level students who are still having their studies disrupted by the pandemic? When will he make an announcement about his plans for the exams next year?

Commons ChamberI should make some progress, if my hon. Friend will forgive me, because I am very conscious that Mr Deputy Speaker requested that we keep our speeches short.
Next summer, I want to be looking at how we can do so much more to support our children by making sure that we see a greater and larger roll-out of our holiday activities programme, including through the new £1 billion fund that we pledged in our manifesto to help to create more high-quality childcare, after-school clubs and support during holidays. But I think we all understand that this is not a normal year. Schools have been closed as part of the essential measures that we have taken to defeat this deadly virus. We took that action in order to save lives, but I knew when we took that decision that our focus had to be on those who were most disadvantaged. That is why we were one of the first countries in the world to keep schools open for children from the most vulnerable backgrounds; it is why we invested more than £100 million in remote education, including delivering laptops and internet access to some of the most disadvantaged children so that they can continue learning—I very much want to look at how we can start to expand that and do more to ensure that all children have the support they need; and it is why we took swift and decisive action to ensure that we could continue free school meals for eligible children who were staying at home.
On behalf of the 13,532 vulnerable children on free school meals in Kirklees, I thank my right hon. Friend for his announcement today about continuing free school meals through the summer. As Marcus Rashford said, this is not about politics; it is about doing the right thing for vulnerable children and their families. Will my right hon. Friend continue to focus on doing the right thing for these children?
I assure my hon. Friend that I will continue to focus on doing the right thing. That will be the key aim of all this.
My hon. Friend makes a really important point about the vulnerable children right across society. I would like to take the opportunity to thank the many teachers and teaching assistants, the social workers who have worked so closely with schools, and the police who have identified some of the children who are most vulnerable—those who needed someone to take the opportunity to reach out to them and make sure that they came into school and had a safe place to come. They have done a magnificent job, and I think everyone in the House is deeply grateful for the triumphant and heroic efforts that they have all made.

Commons ChamberThe hon. Lady mentions the helpline, and we have put extra resource on to that and we have made sure that it is open at weekends. We will also be writing directly to schools with a clear set of guidance on how to proceed. Our regional school commissioners are working closely with local education authorities to provide all the information needed going forward.
I appreciate that the Secretary of State is trying to bring clarity. My question is on GCSEs. He has clearly said that they are not going to happen, and that there will be some kind of system for awarding them. When he comes back and tells us how that system will work, the year 11 students will presumably then know exactly what their grades are. In fact, they might know their grades in the next few weeks. This comes at an emotional cost to year 11 students who have been revising hard, studying hard and preparing themselves for the biggest educational challenge of their lives so far. What support will be put in place to help with the emotional challenge that those year 11 students are going through?
Like everyone else, I recognise that this is not what one would call an ideal situation. I certainly did not want to be the Education Secretary who cancelled all exams. We realise we have to have a fair system in order properly to reflect the work that all pupils have put into their GCSEs, A-levels and the other qualifications they have been entered into. We recognise that this comes at considerable emotional cost, as they have been working together. We are in exceptional circumstances. We are not in a position in which we are able to provide the usual settings and support that one might expect in a school, but we are looking at different ways in which we can support young people through what will be a difficult and challenging time as they face up to the reality of the fact that the school or college that they are incredibly fond of and which has been part of their life for such a long time will not be part of their everyday life.
