I congratulate my right hon. Friend the Member for Harlow (Robert Halfon), the Committee Chair, and my hon. Friend the Member for Bury South (Christian Wakeford) on opening this debate during these unprecedented times. I echo my hon. Friend’s thanks to all teachers and educational staff for their commitment during the crisis, going that extra mile for their communities, in the words of my hon. Friend the Member for West Bromwich West (Shaun Bailey). That sentiment was shared by other Members during this debate, including my hon. Friend the Member for Keighley (Robbie Moore). I welcome the shadow Education Secretary, the hon. Member for Stretford and Urmston (Kate Green), to her place—it is nice to see her in that role.

When we presented the estimates to the House a year ago, we talked about creating a world-class education system that offers opportunity to everyone, irrespective of their circumstances or where they live. We talked about greater, fairer investment in our education system and our success in raising standards since 2010 that has seen the proportion of pupils in good or outstanding schools increase from 66% in 2010 to 86% in 2019. But we could scarcely have imagined how life would change in 2020 as a result of the pandemic. I share the sense of urgency of my hon. Friend the Member for Bury South in respect of the extraordinary measures that we shall need to recover from the effects of school closure, but I am confident that we are providing the tools and resources for schools to succeed.

Let me set out the overall funding picture. In 2020-21, the Department for Education resource budget is around £72 billion—an increase of £3.5 billion since last year. Of that £72 billion, £57.1 billion is for early years and schools; £14.1 billion is primarily for post-16 and skills; and £400 million is for social care, mobility and disadvantage.

This debate is on closing the disadvantage gap and support for left-behind children. Closing the attainment gap has been the driving force behind all our education reforms since 2010, and since then we have been determined to drive out the dreary culture of low expectations that hold back the ambitions of too many children from poorer backgrounds. That point was reflected in the excellent contributions made by my hon. Friends the Members for Stockton South (Matt Vickers) and for Stoke-on-Trent North (Jonathan Gullis).

We are unapologetic about our commitment to teaching all children to read fluently at the very latest by the time they leave primary school. The Government’s championing of synthetic phonics has improved performance, such that in 2019 some 82% of pupils met the expected standard in the phonics screening check, compared with just 58% when the check was introduced in 2012. During that period—an “ambitious decade”, in the words of my right hon. Friend the Member for East Hampshire (Damian Hinds), one of the contributors to that ambition—school standards have risen, and between 2011 and 2019 the gap between disadvantaged pupils and their peers narrowed by 13% at age 11 and by 9% at age 16, as measured by the gap index. Indeed, most disadvantaged pupils now attend good or outstanding schools and the attainment gap has narrowed at every stage from the early years to 16.

Even before the pandemic, we recognised that there was more to do, as my hon. Friend the Member for Ashfield (Lee Anderson) rightly said. Academies continue to embody our belief that autonomy, combined with strong accountability, is the most effective approach to raising standards. The success of leading multi-academy trusts such as Dixons, Star, Ark and Harris show that geography and background need be no barrier to success and high academic standards.

In 2014, we introduced a more knowledge-rich curriculum across England’s schools, alongside reforms to GCSEs to make them more rigorous. The changes were driven by a desire to ensure that all children should benefit from the same curriculum and high expectations that are common to the best state schools in the country. We saw the proportions of pupils taking the EBacc—English baccalaureate—combination of subjects increase to 40% in 2019. The proportion of pupils entered for at least two science GCSEs has risen from 63% in 2010% to 95.6% today. The proportion taking a foreign language has risen from 40% to 46.7%.

Nevertheless, no one should underestimate the scale of the challenge following the closure of schools in March to all but a small number of pupils. Education recovery lies at the heart of our national mission as we emerge from the disruption caused by the coronavirus epidemic. No child should see their life chances damaged by their being out of school for so long.

On this topic, I have two quick questions as co-chair of the all-party group on sixth-form education. Will 16-to-18 providers be included in the covid catch-up package? Will sixth-form colleges and other colleges be able to access free school meals for their students throughout the summer?

As my hon. Friend will know, sixth-form colleges are not included in the catch-up premium. We are continuing to work with sixth-form colleges and other post-16 institutions to establish the best way to make up the disruption due to covid-19. On free school meals over the summer, we will provide further details for FE colleges in due course. During term time, FE colleges should continue to provide support to students eligible for free school meals.

We have secured significant additional resources from the Treasury so that every school will have extra funding to respond to this unique challenge. On 19 June, we announced a £1 billion covid catch-up package to directly tackle the impact of lost teaching time, including £650 million directly to schools over the 2020-21 academic year. As my hon. Friend the Member for Bury South intimated, the Education Endowment Foundation will provide evidence-based advice on the most effective approaches to helping children catch up, but the discretion lies at school level, with the teachers and headteachers.

The catch-up package also includes a national tutoring programme worth £350 million to increase access to high-quality tuition for the most disadvantaged young people. This £1 billion package is on top of the three-year £14.4 billion funding increase announced last year and the £2.4 billion pupil premium. We have also committed more than £100 million to supporting remote education. By the end of June, over 202,000 laptops and tablets and over 47,000 4G wireless routers had been delivered or dispatched to academy trusts and local authorities for pupils without the means to access remote education. It was a huge logistical exercise in a demanding global market for these pieces of equipment. To support pupils at home, 40 top teachers came together to create our new virtual school, the Oak National Academy, which offers 180 online lessons a week for all pupils. In response to the hon. Member for Bath (Wera Hobhouse), I should add that £205 million has been redeemed in food vouchers by families and schools.

As we announced last year, we are increasing core schools funding by £2.6 billion this academic year and by £4.8 billion and £7.1 billion by 2021-22 and 2022-23 respectively, compared to 2019-20, including additional funding for children with special needs and disabilities. On top of that, we are providing £1.5 billion per year to fund additional pension costs for teachers. Overall, this will bring the schools budget to £52.2 billion by 2022-23.[Official Report, 15 July 2020, Vol. 678, c. 9MC.]

Our commitment to helping every child to reach their potential applies just as strongly to children with special educational needs and disabilities as to any other child. We know that schools share that commitment, but we recognise concerns raised about the cost of high-needs provision. We have increased overall funding allocations to local authorities year on year, and high-needs funding will be £7.2 billion this year—up from £5 billion in 2013. My hon. Friend the Member for Ruislip, Northwood and Pinner (David Simmonds) was also right to highlight the £1.7 billion of accumulated surpluses in local authority schools.

Creating more school places is a key part of the Government’s plan to ensure that every child has the opportunity of a place at a good school, whatever their background. We have committed £7 billion for school places between 2015 and 2021, on top of the free schools programme. This money means we are on track to have created 1 million school places this decade—the largest increase in school capacity for at least two generations.

Alongside new school places, we have allocated more than £7.4 billion since 2015 to maintain and improve school buildings. On 29 June, the Prime Minister announced over £1 billion to fund the first 50 projects of a new 10-year school rebuilding programme as part of radical plans that will invest in our school and college buildings to help deliver the world-class education and training needed to bring prosperity to our country.

I thank all those who work in the early years sector, who dedicate their time, effort and skills to provide high-quality childcare. Our ambition is to provide equality of opportunity for every child and to support parents and carers. Disadvantaged two-year-olds are entitled to at least 15 hours of free early education each week, and over 1 million children have benefited from this since we introduced the programme in September 2013. In addition, in 2017 we introduced the 30-hours entitlement for working parents of three and four-year-olds, and in January 2020 some 345,000 three and four-year-olds benefited from a 30-hours place—an increase on the previous year.

This has been a good debate, and today’s estimates are a reflection of the country’s commitment to education and the key priority that it is for this Government. Since 2010, most children are now attending good or outstanding schools. The attainment gap between disadvantaged pupils and their peers has narrowed at all stages. A record proportion of disadvantaged students are going to university, and we have a world-class curriculum and ambitions for world-class technical education.

The effects of the current epidemic will be felt across society for a considerable time. It was right that we moved rapidly to secure a massive one-off investment in our schools to tackle lost time in education and to foster a greater focus on proven approaches so that all pupils can receive the education that they have a right to expect.

I should make some progress, if my hon. Friend will forgive me, because I am very conscious that Mr Deputy Speaker requested that we keep our speeches short.

Next summer, I want to be looking at how we can do so much more to support our children by making sure that we see a greater and larger roll-out of our holiday activities programme, including through the new £1 billion fund that we pledged in our manifesto to help to create more high-quality childcare, after-school clubs and support during holidays. But I think we all understand that this is not a normal year. Schools have been closed as part of the essential measures that we have taken to defeat this deadly virus. We took that action in order to save lives, but I knew when we took that decision that our focus had to be on those who were most disadvantaged. That is why we were one of the first countries in the world to keep schools open for children from the most vulnerable backgrounds; it is why we invested more than £100 million in remote education, including delivering laptops and internet access to some of the most disadvantaged children so that they can continue learning—I very much want to look at how we can start to expand that and do more to ensure that all children have the support they need; and it is why we took swift and decisive action to ensure that we could continue free school meals for eligible children who were staying at home.

On behalf of the 13,532 vulnerable children on free school meals in Kirklees, I thank my right hon. Friend for his announcement today about continuing free school meals through the summer. As Marcus Rashford said, this is not about politics; it is about doing the right thing for vulnerable children and their families. Will my right hon. Friend continue to focus on doing the right thing for these children?

I assure my hon. Friend that I will continue to focus on doing the right thing. That will be the key aim of all this.

My hon. Friend makes a really important point about the vulnerable children right across society. I would like to take the opportunity to thank the many teachers and teaching assistants, the social workers who have worked so closely with schools, and the police who have identified some of the children who are most vulnerable—those who needed someone to take the opportunity to reach out to them and make sure that they came into school and had a safe place to come. They have done a magnificent job, and I think everyone in the House is deeply grateful for the triumphant and heroic efforts that they have all made.

The hon. Lady mentions the helpline, and we have put extra resource on to that and we have made sure that it is open at weekends. We will also be writing directly to schools with a clear set of guidance on how to proceed. Our regional school commissioners are working closely with local education authorities to provide all the information needed going forward.

I appreciate that the Secretary of State is trying to bring clarity. My question is on GCSEs. He has clearly said that they are not going to happen, and that there will be some kind of system for awarding them. When he comes back and tells us how that system will work, the year 11 students will presumably then know exactly what their grades are. In fact, they might know their grades in the next few weeks. This comes at an emotional cost to year 11 students who have been revising hard, studying hard and preparing themselves for the biggest educational challenge of their lives so far. What support will be put in place to help with the emotional challenge that those year 11 students are going through?

Like everyone else, I recognise that this is not what one would call an ideal situation. I certainly did not want to be the Education Secretary who cancelled all exams. We realise we have to have a fair system in order properly to reflect the work that all pupils have put into their GCSEs, A-levels and the other qualifications they have been entered into. We recognise that this comes at considerable emotional cost, as they have been working together. We are in exceptional circumstances. We are not in a position in which we are able to provide the usual settings and support that one might expect in a school, but we are looking at different ways in which we can support young people through what will be a difficult and challenging time as they face up to the reality of the fact that the school or college that they are incredibly fond of and which has been part of their life for such a long time will not be part of their everyday life.

It is an absolute pleasure to serve under your chairmanship, Mr Davies. I congratulate the hon. Member for Brighton, Kemptown (Lloyd Russell-Moyle) on his wide-ranging comments and thoughts and on the feedback from his local sixth-form colleges about this subject. I also congratulate him on having secured this important debate.

I have just been elected co-chair of the all-party parliamentary group on sixth-form education, and very much to the forefront of my mind are the staff and students of Huddersfield New College and Greenhead College, which serve my constituents. In fact, none of my schools has sixth forms, but I have two sixth-form colleges, and both provide outstanding sixth-form education.

If you will indulge me for about 30 seconds, Mr Davies, I would like to highlight those two colleges. In August last year, 34 students from Greenhead College met their offer to study at an Oxbridge university. Based on the Department for Education school and college performance tables published in January last year, Greenhead College is the best performing sixth-form college in Yorkshire and one of the best such colleges in the country. The college claimed top spot in the prestigious Sunday Times “Parent Power” list back in 2014.

Meanwhile, Huddersfield New College also provides outstanding education. Last year, it was shortlisted for the prestigious Tes further education sixth-form college of the year award for the third year running. Last year, too, students achieved record-breaking results, confirming Ofsted’s judgment that learner outcomes at the college are outstanding. Also last year, the college was crowned the Tes national sixth-form college of the year—the Tes awards, of course, celebrate the extraordinary commitment, quality and innovation shown by teachers and support staff across the UK.

This debate is to highlight the campaign for improved education funding for the 1.1 million 16 to 18-year-olds across England. As the hon. Member for Brighton, Kemptown clearly demonstrated, the narrow funding rate for 16 and 17-year-olds has been frozen at £4,000 per student per year since 2013. Funding for 18-year-olds was actually cut to £3,300 in 2014, at a time when running costs have increased. That has put huge financial pressures not just on my local colleges but, I am sure, on the local colleges of all the Members present.

Last year, the Government made the welcome announcement that they will raise the rate to £4,188 per student by this year. That was a welcome first step but, as we heard, the Raise the Rate campaign is making a strong case for funding of £4,760 per student. However, as my hon. Friend the Member for Winchester (Steve Brine) said, there is very much a need for a long-term settlement for sixth-form education for at least the length of this Parliament.

In addition to the rate, our sixth-form colleges need support with updating college estates. On top of the asks made of the Minister by the hon. Member for Brighton, Kemptown, may I call on the Government to commit to a capital expansion fund for FE and, in particular, my sixth-form colleges?

Unlike schools and academies, as we heard, sixth-form colleges are not eligible for the teachers’ pay grant, even though they have the same workforce pay rates as almost every 16 to 19-year-old academy. My colleges are ambitious in providing outstanding sixth-form education for local students, and I have clearly demonstrated how both Greenhead College and Huddersfield New College do that. In another ask from me, and to reiterate what we have already heard, will the Minister please look at the VAT rebate? That is important.

Finally—so other Members may have a say—school funding was a big feature of the general election campaign. Higher education featured heavily in the 2017 campaign and was looked at in the Augar review. We hope that the debate this afternoon highlights the value of sixth-form colleges. As we approach the Budget on 11 March, we call on the Government to raise the rate.

My hon. Friend is absolutely right. There is an inevitable impact on the progression into higher education, particularly for courses such as modern foreign languages, as well as, rather worryingly, certain aspects of science, technology, engineering and mathematics courses.

Today, 15 to 17 hours of weekly tuition and support has become the norm for sixth-form students in England, but that would be considered part-time study in most national education systems. Research commissioned by the Sixth Form Colleges Association from the Institute of Education describes sixth-form education in England as “uniquely narrow and short” compared with the model adopted in Shanghai, Singapore, Sweden and elsewhere.

In Shanghai, the upper secondary curriculum is based on eight fundamental subjects: Chinese, mathematics, English, science, thoughts and politics, society, arts and physical education. In addition, there are extended subjects and activities that allow for greater specialisation or for new or collective forms of learning. Finally, there are research-based subjects that take two hours per week. Overall, there is a total of 35 lessons per week, plus an extra hour per day for meetings and physical exercise. Lower and upper secondary education offer broadly the same number of lessons per week, and students receive at least 30 hours of tuition per week.

I rise to speak as one of the vice-chairmen of the all-party group on sixth-form colleges. I am proud to have Greenhead College and Huddersfield New College in my neck of the woods. I went to both their awards evenings last week. Greenhead College was celebrating 60 of its students getting their Duke of Edinburgh gold award, while 85% of New College students went on to university and academically it is in the top 10% nationally. Nevertheless, as we have heard there are huge funding challenges. Does the hon. Gentleman agree that one of the conclusions of this debate should be that we have a review of funding so that it really does tackle the realistic costs of providing a well-rounded range of subjects so that we can compete internationally?

I very much welcome the hon. Gentleman’s comments. He is absolutely on the money—literally and metaphorically. The Minister needs to review the funding and to check that we are appropriately resourcing that well-rounded education that we all want to see. The reason for making these international comparatives is to say, “Well this is what is being invested in other high performing systems.” If we want to compete effectively with those high-performing systems, we need to be willing to look at what we are doing in a self-critical way and to set out our stall accordingly. I am sure that that is what the Minister will want to do when he comes to speak later on in the debate.

In Singapore, the upper secondary curriculum is based on core examination subjects, elective examination subjects and compulsory non-examination subjects. The core examination subjects are studied for around eight hours a week. Students choose three to four elective subjects and study each for around four to six hours a week. Compulsory non-examination subjects—assembly, physical education and character development—take up to four hours a week. Students receive between 27 hours’ tuition and support for those taking three elective subjects and 32 hours for those taking four. The duration of study is either two or three years.

Let us make a European comparison. In Sweden, where I worked for a number of years, upper secondary education is structured primarily through three-year national programmes. Each programme covers a series of foundation subjects—English, history, physical education and health, mathematics, science studies, social studies, Swedish and religion. In addition, a number of subjects specific to a given programme are chosen. Students receive around 19 hours of tuition a week, but, crucially, this entitlement is for three years rather than two.

The Institute of Education concludes its report by describing the English model as

“low hours and short duration.”

Students in other leading education systems receive more tuition time, study more subjects, and in some cases benefit from a three-year programme of study rather than a two-year programme.

I strongly agree with my hon. Friend. Up to now, school funding has been the ultimate postcode lottery, and funding has been overly determined by where children were growing up. That is completely unacceptable. If we are to make Britain, and in this case schools in England, a country with schools where all children can progress, we have to get on with fair funding.

My hon. Friend makes an important point. In many respects, the fact that parents want places closer to where their children live underlines why we are right to give parents more choice. He raises the issue of transport costs. I am very well aware of it, and I will certainly look at what I can do to ensure that, wherever children are in our country, transport costs are not a barrier to going to the school they get into.

We are very lucky in my constituency, because the brightest young people from all backgrounds are already flourishing in my locally run local education authority schools, local academies and the co-operative trust school, and we are very well served with progression to two sixth-form colleges—Greenhead College and Huddersfield New College. Will the Secretary of State assure me and local parents that this is a genuine consultation, and will she focus on social mobility and funding for smaller schools, rather than selection and segregation?

I assure my hon. Friend that this is a very open and genuine Green Paper consultation. I will be interested to see the submission he makes to it. As I have said to many hon. Members, this is not about forcing local communities to have schools that they do not want; it is about working with local communities and simply giving parents more choice, if that is what they want. At the moment, there are too many parts of the country where people want it but do not have it, and we should try to do something about that.

My hon. Friend has raised the really important question of small schools, usually primary schools, deciding whether to join the diocesan academy trust, if one has been set up, or thinking about other options. On 18 April we published on the Department’s website two new memorandums of understanding, with the Church of England and with the Catholic Church, which provide more flexibility. I hope that they will be of use to him in his discussions.

I, too, thank the Secretary of State for listening so constructively to Conservative Back Benchers about this issue. As I told her face to face, I have good local authority schools, good academies, and a really good co-operative trust in my home village of Honley. Will she continue to put parents and governing bodies at the forefront of determining the future of our wonderful local schools?

My hon. Friend and I had a good conversation. As a constituency Member he is passionate about championing high educational standards in his constituency, and he is right to say that the voices of parents, governors, teachers, headteachers and, in many cases, pupils must be listened to. That is why it is incumbent on us to ensure that all options are out there, so that good and outstanding schools can make the right decisions.

I entirely understand what my hon. Friend says, based on his experiences. I have had the benefit of visiting schools across the country, so I know that despite schools becoming academies, there are lots of different models, with different sizes of schools and different opportunities for heads, leaders and teachers. There are big schools, small schools, schools in collaboration, schools working formally together, special schools, and schools with alternative provision. We have an amazing education system. The collaboration that is going on should be welcomed and celebrated.

I want to join many Labour Members in talking positively about the transformative effects that academies have had in our constituencies. I am particularly proud of Colne Valley High School, Marsden Junior School and Moor End Academy. However, I am a Conservative because I believe in choice. Does the Secretary of State agree that we should put our trust in parents and governing bodies, and will she please look again at the word “forced”?

I, too, trust parents and governing bodies. I note that there is an appetite across the country for parents, governing bodies, heads and teachers to take more responsibility for their schools, and, rather than being told what to do by local authorities, to make the real choices that are best for their schools, their pupils and their communities. I look forward to engaging in that debate with my hon. Friend.

British universities and British science punch well above their weight around the world, and they secured 16% of the last batch of grant money from the European Union. That is because we have a competitive, world-class research base, and we are the Government who are supporting it and providing a stable climate for business and universities to invest in research and science. The Labour party would jeopardise that with its new economic policies, which would destabilise our business climate.

A total of 892 StartUp Loans have been issued to entrepreneurs across West Yorkshire, amounting to nearly £5 million, and 890 West Yorkshire businesses have secured guarantees under the enterprise finance guarantee scheme, amounting to £87 million. Through the growth deal funding in 2015-16, we have supported the establishment of a growth hub in the Leeds city region, which helps businesses across West Yorkshire to gain access to joined-up, expert advice, grants and loans.

I welcome that positive news. As the Minister knows, one of the big challenges for my local businesses, which are expanding at a fantastic rate, is finding new premises. There are many derelict mill sites, but they need a big capital injection to prepare them for the expanding businesses. Will the Minister continue to consider investing through the regional growth fund and the business growth deal to support those wonderful businesses, creating jobs and apprenticeships?

Of course we will continue to consider investing, but during this period we are looking at our future plans for public spending, and it is all part of that.
