It is a pleasure to serve under your chairmanship, Sir David. I congratulate the hon. Member for Bolton West (Julie Hilling) on securing this incredibly important debate.

I start my speech with a confession. When I first encountered the idea of putting CPR and life-saving skills on the curriculum in the early days of this Parliament, I was sceptical about it. Unfortunately, I did as the Whips keep telling me not to do and looked a little further into the matter. I dug a little further and looked at some information, and two things convinced me: the statistics and the evidence from abroad. I was also influenced by the fact that I have the pleasure of occupying an office that is two doors away from that of my hon. Friend the Member for North Swindon (Justin Tomlinson), and it was unlikely that I would get away with holding a view contrary to his for long.

The statistics speak for themselves, and we have heard some of them this afternoon. There are some 30,000 out-of-hospital cardiac arrests in the UK each year. Survival across the UK is poor and highly variable, with survival rates of between 2% and 12%. Where ventricular defibrillation takes place, survival rates are slightly higher, but fewer than one in five people survive. Half of cardiac arrests are witnessed by bystanders, but too few people have the knowledge of CPR to make the difference between life and death.

One of the most shocking statistics, and one that prompted my interest in this issue, is that 12 children under the age of 18, and many more adults, die in the UK each week from cardiac arrest. As somebody involved in youth sport, I felt passionate about making sure I got a better understanding of how this issue affects our youngsters. We automatically think they are healthy because they are young, but as we have seen from examples such as that of Fabrice Muamba, the fittest person can suffer a cardiac arrest.

For every minute that passes without defibrillation, a victim’s chances of survival decrease by between 10% and 12%. A simple calculation shows that a victim is likely to have the maximum chance of survival up to between eight and 10 minutes after the cardiac arrest occurs. With a current ambulance target response time of eight minutes, time is of the essence, so acting quickly and using the appropriate therapy are essential.

If the statistics do not speak for themselves, let us look at the international evidence. This country lags quite far behind on teaching youngsters and adults CPR and life-saving skills. In the US, 36 states have passed legislation to make sure youngsters learn emergency skills. If an emergency ambulance is called, and immediate bystander CPR is used, followed by early defibrillation, survival rates following cardiac arrest in those 36 states can exceed 50%. In Seattle, CPR has been taught in school PE lessons for more than 30 years, and survival rates have increased by 52%. It is also on the curriculum in France, Denmark and Norway, where survival rates have also increased.

In stark contrast, the UK has incredibly poor rates. As my hon. Friend the Member for North Swindon made clear, however, the British Heart Foundation’s campaign to teach these skills has been well thought through, and it is now being rolled out in many guises, using DVDs and other equipment. We can no longer simply say there is too much pressure on the timetable.

After the hon. Member for Bolton West mentioned some statistics, my hon. Friend the Member for North Swindon crossed his out, but they are the ones I want to use. Some 86% of teachers think emergency life support should be part of the curriculum, 78% of children want to be taught how to save someone’s life in an emergency and 70% of parents think children should be taught ELS at school. That would take as little as 0.2% of the school year, so by taking just two hours from their entire school life, children can learn to save a life.

The teaching does not have to be prescriptive, contrary to what I originally thought—hence my early scepticism. It can be really flexible; as the hon. Member for Vale of Clwyd (Chris Ruane) said, we can teach essential life-saving skills in PE, biology or assembly. There are so many different ways we can teach them to children.

I want briefly to mention the campaign I have been running in my constituency. Inspired by a better knowledge of the statistics, and taking a lead from my hon. Friend the Member for Brigg and Goole (Andrew Percy), I have been trying to ensure there is as much access as possible to defibrillators across my constituency. The campaign has been incredibly good in terms of not only ensuring that we have this life-saving equipment, but bringing people in communities together.

We now have five defibs in schools across my constituency. At one secondary school, the opening ceremony was done by the mum of a boy who goes to the school. He has a heart defect, and she came up to me afterwards and said, “Every day, I said goodbye to my son when he went to school, and I wasn’t sure whether he would come home that evening. I have no idea what is going to happen, but I feel a little safer now, knowing that this equipment is on site.”

We have defibs at Aylesford rugby club and Snodland football club and in two of the three remote villages in my constituency. The defib coming to Larkfield is being supported—finally—by Tesco. To start with, the company had misplaced concerns about liability, but we managed to reassure it that the defib will cause no liability issues. Other defibs are coming to other parts of the constituency.

The campaign has been assisted by Georgina, my assistant in the constituency. She ran a marathon to raise funds for defibs in her town—Snodland—and the village of Burham. I want to use this opportunity to thank all the fundraisers from the schools, the scouts and the guides, as well as councillors, Georgina and the businesses that have supported us. Last but not least, I want to mention the people at Cardiac Science, who have supported us every step of the way. They were kind enough to tell Georgina that if she passed the finish line—no matter what her time or how much she raised—they would give her another defib. She managed to raise enough money for two defibs, and Cardiac Science gave her the third for free. That has been absolutely fantastic.

The campaign has been incredibly popular across the area, but I have also learned some lessons from it, and those have come later in the campaign. I targeted schools—they are all secondary schools—with big sports communities. They open their facilities at the weekends, and they are also often open in the evenings for adult learning, so we naturally put the defibs there—the only problem is that there is no access to the defibrillators when they are closed. As we have progressed with the campaign, therefore, we have made sure that the latest defibs are in locked, secure boxes and that people can now ring the ambulance, get the code and get access to the community defib.

If I am re-elected in May, I will carry on trying to get as many defibs as possible across the constituency, because there are simply not enough. I also want to raise enough funds to move the defibs from the inside to the outside of schools so that they are available to the whole community.

It is wonderful to hear about the number of defibrillators around my hon. Friend’s constituency and about people’s access to them. My constituent Sean Doyle collapsed with a heart attack at Greenhead park on the edge of my constituency. He was fortunate that three doctors were running by that morning and saved his life. He has raised funds for a defibrillator, which is now in the park. Does my hon. Friend agree, however, that the nub of the debate is making sure that people know how to use defibrillators and have the confidence to make a quick decision to save someone’s life? I hope we will get a response from the Minister about people getting training in schools.

People do not actually need training to use the modern defibs, which “talk” to people and tell them exactly what to do. They will not administer a shock if it is not required. They walk people through the entire process, which is why I feel comfortable about the number of defibs we are getting across my constituency.

To conclude, I would like to think that every child leaving primary school had the basic skills to put someone—whether an adult or a child—in the recovery position and to call for help. That is not asking too much of our teachers or of children’s time in primary school. I would also like to think that, by the time children left secondary school, they had the confidence to use a defib and to do CPR. That is down to basic training, but that training could save a life. That is all that we, as legislators, should focus on. These proposals are not opposed by educationalists or teachers, and parents and children want them. They would be a real asset to our wider community.

It is important to remember that the amount of money being made available to schools for SEN children is the same this year as it was last year, and so this is about how we allocate those resources. In addition, those on statements will in future be on education, health and care plans, whereby there are additional duties, not just on schools, but on health providers, where schools sometimes complain that there is less co-operation and less endeavour to ensure that the required support is made available. That extra duty on the health providers is a big step forward, and people have been calling for it for a considerable time.

22. In the light of those new EHC plans, will the Minister continue to ensure that specialist services such as speech and language therapy, and child and adolescent mental health services—CAMHS—are available in our communities?

I completely agree with my hon. Friend that those are key services for many families where there are children with SEN and disabilities. Through the Improving Access to Psychological Therapies programme, we have made much more money available—£54 million, I believe—to provide better services. I also know that work is going on in the Department of Health to look more widely at the role of CAMHS, as we know that provision has been patchy for too long. Although there are good examples in places such as Liverpool, where it is functioning well, it is falling short in too many parts of the country. As I say, there are greater duties on health services to make sure that what is in an EHC plan is provided, but of course we need to ensure that that remains the case right across the board.

I am sure he accepts that where there is furniture and equipment that can sensibly be reused, it should be—it would be ridiculous in these times to waste good furniture and equipment—but where there is a need for support, we will certainly consider that.

We are on track to deliver 2 million apprenticeships over this Parliament. We will continue to focus on raising quality, insisting that all apprenticeships are jobs, have a minimum duration of a year, include on-the-job training and meet the needs of employers. As a result, the number of full apprenticeships—those with a planned duration of a year or more—for 16 to 18-year-olds has doubled.

Since 2010, an average of 433 workplaces in the Colne and Holme valleys and Lindley employ apprentices, many of which are supported by the excellent local Kirklees college. What are the Minister and his Department doing to support our wonderful further education colleges in helping to deliver these fantastic apprenticeships?

More than ever, companies are involved in delivering apprentices and having apprentices. Colleges are increasingly providing the training for apprenticeships, but it is also important that we raise quality by ensuring that employers write the training that is required for young people to learn the skills necessary to get a good job.

It is a pleasure to serve under your chairmanship, Mr Williams. I congratulate the hon. Member for Stretford and Urmston (Kate Green) on securing this debate.

My concern is that the funding cut will disproportionately affect those towns where further education and sixth-form colleges are playing a major role in the education of 18-year-olds. That is the situation in Lowestoft in my constituency. I am grateful to the Minister for listening to the concerns that have been raised with him in recent weeks. In this instance, I am concerned that although the Government have carried out an impact assessment of their decision, they have failed to highlight the fact that the impact of the policy is concentrated in specific locations where it will hit certain—often vulnerable—communities hard.

There are four reasons why I believe that the proposed cuts will hit Lowestoft particularly hard. First, schools in Suffolk are not currently doing as well as they should be. Lowestoft college and Lowestoft sixth-form college are doing important work to address the situation, which often involves students staying on in education or training for an extra year. As a fellow Suffolk MP, the Minister will be familiar with the need to raise standards and levels of achievement in schools across the county. A variety of measures have been put in place, by both the Government and the local education authority, to address challenges and raise standards, but they will take some time to come to fruition. In the meantime, the two colleges are playing an extremely important role which should not be undermined.

A high proportion of the students who have become disengaged while at school either need to resit GCSEs or are following a vocational course. Lowestoft college advises that only some of its students follow the traditional course of completing GCSEs at 16, doing two years at A-level and then going to university. Instead, many pursue a variety of different paths that may include, for instance, a year at level 2 followed by two years at level 3. As a result, 25% of the 16 to 18-year-old students are aged 18 at the start of each academic year. That brings me to my second point: all post-16 mainstream education in Lowestoft is provided in the two colleges and there are no other schools or colleges where students can take A-levels. That is because four years ago, when the schools moved from a three-tier to a two-tier education system, it was decided to discontinue the individual sixth forms in each high school and replace them with a single sixth-form college—a centre of excellence. That was a good idea, and it is working, but the reduction in funding could undermine much of the good work.

My third point is that in Lowestoft there is a higher than average percentage of pupils from disadvantaged backgrounds living in deprived areas. Research by the Association of Colleges shows that 18-year-old learners are more likely to live in deprived areas than 16 or 17-year-old learners. There is a real worry that disadvantaged students will be hit the hardest as they are the ones who take longer to finish courses. That could have a negative knock-on effect on the number of NEETs.

I declare a personal interest. I never went to university; I attended a vocational college course. Kirklees college in Huddersfield is transforming young people’s lives under the inspirational leadership of Peter McCann. My hon. Friend has rightly highlighted what colleges give post-18 learners and the challenges that they face: in my area, for example, there are pupils who have recently moved to this country, who have behavioural difficulties, who have been in care, who are pregnant or for whom English is not their first language. Will he join me in asking the Minister to reconsider the funding reduction?

I am grateful to my hon. Friend for raising that matter. I will indeed join him in asking the Minister to reconsider the funding reduction.

Finally, it should be pointed out that larger colleges with larger budgets are better placed to handle reductions in funding; they may have more room to manoeuvre and put in place their own mitigating measures. Lowestoft college and Lowestoft sixth-form college are relatively small. Although they are performing extremely well in challenging circumstances, they are not as well placed as larger establishments to withstand the impact of such income reductions.

We are doing more than ever to support small business. More than 10,000 StartUp loans have been drawn down since the scheme’s launch in September 2012. Over the past year, UK Trade & Investment has helped 32,000 businesses to export, the growth accelerator scheme has supported 10,000 small businesses and the regional growth fund has helped a further 3,200.

I think we all agree that small business Saturday is a positive, cross-party initiative, and hon. Members on both sides of the House will be out there backing it. I praise the originality of my hon. Friend’s approach.

On small business funding—I am sure this issue will be raised many times—I have drawn attention to the StartUp loans scheme that is helping large numbers of start-ups to get going, and the business bank is supporting both new and original forms of funding, as well as a rapid expansion of guarantees for existing companies.

I do not know what those exciting schemes involve, but they sound fun. The basic underlying theme is that we are all being urged to support our local shops and to shop locally. I am sure that is a very good theme around which we can all unite.

I would be the first person to be pleased if we were able to fund a widening of access to the pupil premium. As my hon. Friend will know, we have already funded one considerable widening of entitlement by including pupils who had been receiving free school meals at any point during the previous six years. That has increased take-up of the premium to nearly a quarter of the cohort, which is a very considerable coverage. There are some other youngsters whom it would be useful to benefit, but that would depend on funding. In the meantime, I think that many of the schools to which my hon. Friend refers will be pleased to hear about the national funding formula for which he has campaigned so strongly, because it has the potential to give underfunded areas additional resources.

I try to visit a school in my constituency every Friday morning. This Friday I shall visit Helme school, and I know that the increase in the pupil premium to £1,300 per pupil will be very welcome there. However, will the Minister keep in mind special educational needs funding for smaller schools which find that an increasing number of their pupils have statements?

I am delighted to hear that my hon. Friend regularly visits schools in his constituency. We can learn a great deal from that, and I hope that he receives an even warmer welcome than usual when he turns up this week to celebrate the additional pupil premium moneys. He is right to point out that the needs of some young people are such that they require additional funding beyond the pupil premium, and we will ensure that those special needs are properly met.

The entire academies programme is built on the autonomy of the teaching profession; that is the essence of the programme. We want a well-rewarded teaching profession in order to attract and retain the best people, and we are determined to achieve that. Of course, because of the legacy left behind by the last Government, which the hon. Lady supported, we are having to take some very tough decisions right across the public sector. Despite all the problems left by the previous Government, however, in education we have maintained spending on schools at flat cash per pupil, and in addition to that we have the pupil premium, which amounts to a significant sum of money.

We have already allocated a number of places in the graduate teaching programme for service leavers, and we are working with the Ministry of Defence on schemes to encourage more service leavers into teaching through graduate and undergraduate processes. The skills and experience members of the armed forces have are crucial to raising standards in our schools, and we are determined to tap into those skills.

No student should be entered for a subject that is not in their best interests. The E-bac is small enough to allow schools to offer a range of options, including a vocational or other subject that is motivational for that student while still taking the E-bac subjects if they are suitable for that pupil.

The White Paper, “The Importance of Teaching”, announced that we would consult on a simplified and easier-to-understand schools admissions code to overhaul a system that is too often complex, confusing and unfair for parents. The revised schools admissions code is another contribution to our continued drive to reduce the bureaucracy facing our schools and local authorities while retaining the key safeguards that will ensure a simpler, fairer and more accessible admissions system for all parents.

Much of the local opposition to the Lindley Moor development in my constituency was based on the pressure on already oversubscribed local schools. Will my hon. Friend join me in insisting that section 106 money allocations to local schools as part of those plans really do go towards easing the pressure on local school places?

Local authorities have a duty to ensure that there are sufficient school places for all children of school age in their area and the Government are supporting local authorities in the fulfilment of that duty. Kirklees council received £17.2 million of capital for 2011-12 and a further £0.5 million as a result of the additional £0.5 billion basic need funding that was announced recently. On section 106 funding, the Government are consulting on changes to the community infrastructure levy to make it more responsive to local needs, including the need to ensure that there are enough school places.

That is a very good point from another member of the Education Committee. One of the things we want to do is to ensure that good schools can expand. The right hon. Member for Wythenshawe and Sale East (Paul Goggins) made the point earlier that when we have good schools we often find that the original pupil place planning is out of date. We need a system of school buildings that is flexible enough to accommodate parental choice.

I am very lucky to have many successful manufacturing businesses in my constituency, and I am always one to talk up our manufacturing expertise, whether it is David Brown Engineering in Lockwood, Thornton and Ross pharmaceuticals in Linthwaite, Equi-Trek horseboxes in Meltham or any one of many others. However, some of my smaller businesses are still reporting problems with bank lending. How aware is the ministerial team of this problem, and what can we do to help such businesses to achieve multimillion pound turnovers?

The hon. Gentleman is right that manufacturing is a success story. It is now growing at double-digit levels annually, in stark contrast with what happened in the period after 1997, when we had a hollowing out of manufacturing more rapid than anywhere else in the world. However, he is right that there is a threat to small and medium-sized enterprises in particular from bank lending practices. We have secured commitments to 15% more lending from the banks, but much more needs to be done.
