T7. When defence contracts are awarded, a 10% to 20% weighting is given to social value, which is the benefit that the contract would have for the local and wider community. Does that community benefit apply entirely for the UK, or are overseas companies and their communities considered equally?

That is a very good question. The distinction is between the Cabinet Office social value rules, which are applied across Government and are irrespective, and the rules that the Ministry of Defence applies to our procurement. There was discussion of the new medium helicopter earlier, for example. When that comes out, as I hope it will soon, we will be clear that we are looking to incentivise a strong commitment to the UK industrial base.

The hon. Lady is welcome to write to me about that specific case. I pay tribute to her because she consistently raises such accommodation issues—we had an exchange about them in Westminster Hall. She mentions DIO money and, as I said in that exchange, the key is investment. We have doubled the budget for maintenance and upgrades this year as part of the extra £400 million that we are putting in. That is why we can address the damp and mould in so many properties. I am happy to look at the specifics of the case she mentions.

As the media report the retirement of HMS Bulwark and HMS Albion, there are obvious questions about Britain’s future amphibious capability, which was used so admirably during the Falklands war, along with the unrivalled skills of our specialist troops. Does the Minister agree that our Royal Marine commandos are an asset that we cannot afford to lose?

While Ukraine continues to combat Putin’s aggression on the battlefield, there is no let up in Russia’s nefarious campaign of espionage and subversion against western democracies. That threat, and the so-called grey zone, spans the public, private and defence sectors, aiming to continually challenge our critical national infrastructure capabilities. What work is the MOD doing across Government Departments, and the private and public sectors, to combat hybrid threats?

The hon. Gentleman asks a very good question. Obviously, it is important that the Army is satisfied with the capability it has, so that it can fulfil its key operational requirements. I am assured that that is the case. Inevitably, if there is delay in one capability coming forward, there will be some impact. We estimate that there is a cost of roughly £200 million to extend the life of Warrior and Challenger 2 in response to delay in this programme and the timescale in relation to Boxer coming forward.

At its height, the Ajax project supported 850 jobs across Oakdale and Merthyr and a further 22 Welsh small and medium-sized enterprises. That is considerable investment in Wales and a void we cannot easily fill. Paragraph 7.8 of the Sheldon review details a number of examples of personnel feeling that there was not a “psychologically safe” environment in the MOD to raise concerns, as it would be “career limiting”, despite Joint Service Publication 492. This meant that “optimism bias” towards the project succeeding ran riot. How is the Minister going to change the culture, because that is not procedural?

My hon. Friend, who speaks with the expertise of a former Army officer and someone who serves on the Defence Committee, has hit the nail on the head in terms of the issue of optimism bias. [Interruption.] Did I say “former Minister”? I correct the record if I said that, but she is certainly on the Defence Committee.

T2. Wrexham houses the newest and largest prison in the UK, HMP Berwyn, with a criminal justice network to support it. Wrexham is therefore the perfect place to locate a justice satellite hub, and I welcome the relocation of hundreds of jobs to Wales under the levelling-up White Paper. Does my hon. Friend agree that this is proof that the Government have a commitment to the seats that Labour left behind?

My hon. Friend is an absolute champion of her constituency and she is right to want it to get its place in the levelling-up agenda. As she said, the Ministry of Justice is already a major employer in Wrexham through HMP Berwyn, which employs around 750 staff directly and over 250 more through partner organisations. We also have two courts in Wrexham employing around 100 staff. The key point, as detailed in the levelling-up White Paper, is that our Department is committed to moving more than 2,000 roles from London to the regions by 2030, of which 500 roles will be moved to Wales as a demonstration of our full support for strengthening the Union. This will include a number of locations, particularly Wrexham.
