Commons ChamberI have received 1,800 recommendations from the wise readers of The Sun. I believe that the British people have an enormous amount of wisdom from which politicians, particularly politicians in Scotland, could benefit.
Businesses and business organisations in my constituency are eager to engage with the Brexit Opportunities Unit. Will my right hon. Friend be touring the UK to promote Brexit opportunities, and if so, may I invite him to visit Cleethorpes in the near future?
My hon. Friends the Members for Cleethorpes (Martin Vickers) and for Ynys Môn (Virginia Crosbie) compete with each other to be greatest champion of their constituencies. I look forward to visiting Cleethorpes in the not-too-distant future. There is a date in the diary, and I am looking forward to the finest food that Cleethorpes can provide when I go there to speak.

Commons ChamberI am so grateful that the hon. Gentleman is his normal cheerful self. He raised the interesting constitutional point of the dissolution of Parliament under a new leader. I actually raised that point on Second Reading of the Fixed-term Parliaments Act 2011 on 13 September 2010 because, prior to the Act coming in, it was becoming apparent that an election did need to follow from a new leader and that what had happened to Gordon Brown when he was Prime Minister was illustrative of that. Our constitution evolves and moves, not necessarily by legislation but by the way conventions develop, and it was clearly developing before the Fixed-term Parliaments Act. I thought at the time that the Act would prevent such an election, but in fact it had the reverse effect—it accelerated it. When we changed Prime Minister in 2016, an election followed within a few months; when we changed Prime Minister in 2019, once again an election followed within a few months. That is important to an understanding of the constitution: norms arise that become accepted and understood, without any need for a formal legislative process. That has been the way that our written but uncodified constitution has developed and evolved.
Then the question is raised as to whether we have become a more presidential system. Being a more presidential system does not override the need—the essential need—for a constitutional monarchy. It means that the power of the monarchy has evolved and been devolved to the Prime Minister, and we have seen this happen over centuries. The exercise of the prerogative, now done on the formal advice of the Prime Minister, shows that most of the powers that would be vested in a President are vested de facto if not de jure in the Prime Minister. So if we are looking at how the constitution has evolved, it is clear that a Prime Minister has a personal mandate much more than a party mandate and that that mandate comes from voters, who would expect to renew it in the event of a change of Prime Minister. That is why I think we have evolved to the situation where a new Prime Minister would want a new election.
I am delighted that the SNP wishes to discuss my favourite pet subject, which is the evolution of the constitution, and it is something we should debate more and more, but I look to the Chairman of the Backbench Business Committee for his kindness.
One of the Government’s levelling-up initiatives has been the establishment of freeports. The Humber ports have been granted freeport status, but we really need to get motoring. Could the Leader of the House arrange for a debate or a statement so that we can see how the Government’s initiative is evolving?

Commons ChamberThe hon. Lady raises a point of considerable importance that will be of concern to hon. Members across the House in representing their constituents. I can tell her that NHS England and NHS Improvement is spending £224 million to expand NHS long covid treatment and rehabilitation services and establish 90 long covid assessment services, including paediatric hubs for children and young people. I am sure that we still have a great deal to learn about the condition, but I can reassure her that NHS England is taking steps.
One of the familiar names on high streets up and down the country is Wilko. It is crucial to the vitality of St Peter’s Avenue in Cleethorpes, but unfortunately the company has announced the store’s possible closure, which is of obvious concern, particularly to the staff. The Government have done a great deal to support our high streets, but this is clearly another example of the difficulties that companies are facing. Could I urge the Leader of the House to consider a debate to further explore what can be done to ensure that companies such as Wilko retain their outlet in Cleethorpes?
As always, my hon. Friend is a great champion for his constituency. I can tell him what the Government have been doing. The £4.8 billion levelling-up fund includes help to regenerate town centres and high streets. Considerable measures have been taken to spur innovation and investment across the country and help business to build back better from the pandemic. We are increasing the British Business Bank’s regional financing programme to £1.6 billion, providing capital to businesses across the country; extending the temporary £1 million annual investment allowance cap to March 2023, providing more up-front support to help businesses to invest and grow; and reducing the burden of business rates by more than £7 billion over five years. All those things should help high streets, but the support that my hon. Friend gives by encouraging people to use their high street and go to the shops will also be important in maintaining a competitive high street.

Commons ChamberThe Government are committed to ensuring that disabled people have the support that they need. It is worth pointing out that since 2013 we have reduced the disability employment gap by 4.9%, helping to get 1.8 million more disabled people into work. There is also extra taxpayer support of £780 million a year for special educational needs and disability education. Things are being done, and the health and disability Green Paper proposals will be detailed in the White Paper that is set to be published in mid-2022. I assure the hon. Lady that things are taking place. If she wants a debate, I suggest that she refers to the Backbench Business Committee, because there is a great deal to be said about the subject and that would help contribute to the White Paper’s development.
The Grimsby Telegraph website currently shows an article headed, “Free NHS prescriptions ‘to be axed’ from April”, which I believe to be misleading. My understanding is that Ministers are considering whether to charge the 60 to 65 age group for prescriptions that they get for free at the moment. Could a Minister come to the Dispatch Box to clarify what is proposed? Many of my constituents are emailing me because they are confused and worried.
As always, I am grateful to my hon. Friend for his question. Clearly, when local journals run with such stories, they create concern among people who are most unlikely to be affected, and my hon. Friend is right to give them the reassurance that they need and expect. I encourage journals of record to be more responsible and accurate in what they produce. I will ensure that he gets a full answer from the Department for Health and Social Care about exactly what may be proposed.

Commons ChamberI am more than willing to take up individual cases, as I have done, of people who do not seem to be getting the answers that they should get. That is one of the roles of this House. There is a big programme, as I mentioned to the hon. Member for Easington earlier, and that will continue. It is also important to ensure that the right information is gathered and the right processes are followed, but if the hon. Lady would like to point out any particular cases to my office, I will take them up with the Home Office for her.
Earlier this week, along with my hon. Friend the Member for Great Grimsby (Lia Nici), I met representatives of UK Fisheries. They expressed a number of concerns regarding the work of the Marine Management Organisation, the amount of red tape they have to deal with and the ongoing trade negotiations with Greenland and other nations. Could my right hon. Friend arrange for a debate on the work of the Marine Management Organisation and on the wider interests of the fishing industry?
There has already been an urgent question on fishing, and it ranged quite widely. This is a matter of concern to the Government, and we are keen to support the fishing industry. This tempts me to say that this is obviously the right “plaice” for such a debate because we are the “sole” of democratic engagement in this House—[Interruption.] Somebody got it, slowly but surely! Although I cannot promise a debate in Government time, I think that raising the issue in a Backbench Business debate would command widespread support.

Commons ChamberOn many occasions I have said in debates in the House that I regard Cleethorpes as the premier resort of the east coast. It will come as no surprise to the House that David Amess did not agree with me, and we had some light-hearted exchanges on that subject. Members will recall that in his tribute to Sir David on Monday, the Prime Minister referred to an unnamed individual who, like Sir David, thought that Southend was better than Cleethorpes. Clearly, I disagree, but some people obviously think that we need some levelling up in Cleethorpes, so I urge my right hon. Friend to pass on to the Secretary of State for Levelling Up, Housing and Communities the message that he should look favourably on the bid by North East Lincolnshire Council to achieve that.
I thought that, being the great promoter of Cleethorpes that he is, my hon. Friend was going to ask for funding to build a cathedral in Cleethorpes, because a cathedral is a normal requirement for city status. I have a feeling that that might be the next campaign to ensure that Cleethorpes and Southend manage to be on an equal competitive footing.

Commons ChamberI would be very concerned if anyone thought that it were the policy of the Government to ignore Members. We are held to account by Members and, in the normal course of events, Ministers do make themselves available for meetings when they are specifically requested by individual MPs or, indeed, often by individual groups of MPs. I will therefore pass on the request to the Secretary of State and see what can be done. If the worst comes to the worst, the hon. Lady can come to see me.
Members across the House will be familiar with road safety issues around school entrances, which cause considerable risk to children going to and from school. A recent incident in North East Lincolnshire has brought this subject to the headlines again. Could we have a debate in which we can explore whether councils have sufficient powers to deal with these road safety issues?
My hon. Friend, as always, raises an issue that is important not only in his constituency, but in many of our constituencies. Everybody wants to see improved road safety around schools. I have always thought that 20 mph limits that apply around schools at opening and closing times are much more effective for road safety than blanket 20 mph signs, which are not always taken as seriously by motorists as they ought to be. When such limits serve the specific purpose of applying near a school at specific times of days, I think they are much better respected.

Commons ChamberMay I add my own tribute to Austin Mitchell? I agree with what the Leader of the House said earlier. Austin was my MP for 38 years. It was always a pleasure to work with him, both as a councillor and, subsequently, here in Westminster, although I have to say that I never voted for him.
My hon. Friend the Member for Great Grimsby (Lia Nici) and I visited Franklin College in Grimsby last week. It is a further education college that does a great deal for young people who want to enter the new and emerging industries in the renewables sector, which is important for the area. Can we have a debate on the work of FE colleges, which are particularly valuable in areas such as the one I represent?
My hon. Friend is the Austin Mitchell of our time in his assiduous and tireless work for his constituents. There is a model on the Opposition Benches and a model on the Government Benches for looking after constituents and arguing the case for one’s constituency.
The Skills and Post-16 Education Bill is going through the House of Lords at the moment, and when it comes to this House there will be an opportunity to debate further education, including further education colleges. If my hon. Friend wants a specific debate on Franklin College, it will come under Mr Speaker’s purview in an Adjournment debate.

Commons ChamberThe hon. Lady raises an important, but complex point. It is right to say that anonymity allows people to behave on social media in a way that they would not behave if they were named, and it is fascinating how many people, when something embarrassing has gone up, insist that their social media account was hacked to try to pretend that it was not them. As soon as people get found out, they immediately try and get away from responsibility for it, so I think anonymity is a problem, but there are occasions when anonymity could be important. It could be important for a whistleblower—somebody exposing corruption or other wrongdoing—so it is right that there should be pre-legislative scrutiny so that we can try to get this balance right and allow for anonymity where it will actually be beneficial. But if people want to say things on social media, they should have the courage of their convictions and put their name to it. As Members of this House, we all know that when we get anonymous letters, they are usually the rudest ones. They are usually the ones where people are ashamed really of what they are saying, which is why they do not dare put their name to it.
Since taking control of North East Lincolnshire Council two years ago, the Conservative administration had made great strides in delivering what was the first town deal and attracting new investments, particularly in the renewable energy sector. A vital part of the area’s levelling up agenda is to improve the education and training of our young people in practical skills and academic performance, and also to overcome losing the scores of pupils who travel a few miles down the road to the county council area, which has retained its grammar schools. With that in mind, the council would like to establish a school based on academic selection. Will the Leader of the House arrange for the Secretary of State for Education to make a statement explaining the Government’s policy and how it can assist the council in delivering on its ambitions?
May I first congratulate my hon. Friend, who is absolutely tireless? He is very modest in giving all the credit to the local council, because everyone in this House knows that everything that goes right in Cleethorpes is thanks to his campaigning efforts, energy, vim and vigour. He is right to say that existing grammar schools continue but that the law prevents the establishment of new selective schools. Wherever a local authority has identified a need for a new school, it must run a competition to establish a new free school. The local authority publishes a specification for a new school and invites bids from sponsors to run the school. However, he makes a very valuable point that I will of course take up with my right hon. Friend the Secretary of State for Education, although I encourage him to apply for an Adjournment debate to raise this specific issue, on behalf of his council, on the Floor of the House.

Commons ChamberMay I thank the hon. Gentleman for continuing to come to business questions even when he is not formally representing his party? It was a great pleasure to cross swords with him in the last few weeks.
The Government are making great efforts and have made great efforts over the last decade to help families in poverty. Since 2010, a full-time living wage employee is now £5,400 better off. Just before the pandemic in 2019-20, household income saw its strongest annual growth for nearly 20 years. Inevitably, it has been set back by the pandemic, but the uplift in universal credit has been a help. The figures on total people in poverty, children in poverty and pensioners in poverty are all very significantly improved on 2010. I accept that there is more work to be done, but the picture is not all doom and gloom.
Last Saturday morning, along with my hon. Friend the Member for Great Grimsby (Lia Nici), I attended an event organised by the Grimsby and Cleethorpes Water Rats, who, along with other things, run a junior relay team who at this very moment—if all has gone to plan—are involved in a cross-channel swim. We were joined by Brenda Fisher BEM, one of Grimsby’s famous daughters, who swam the channel in 1951. Will my right hon. Friend arrange a debate in Government time in which we can consider the work of such voluntary organisations that organise structured, disciplined routines for our young people and provide so much for our local communities?
First, I congratulate the Grimsby and Cleethorpes water rats on their brave and bold endeavour and Brenda Fisher on what she did 70 years ago. Of course, my hon. Friend will not be taking part personally, I believe, because it is widely known in Cleethorpes that he walks on water and therefore does not need to swim the channel. He is absolutely right to highlight the good work done by voluntary organisations and I am grateful to him for doing so at business questions.

Commons ChamberIt is very concerning when one arm of the Government causes a cost to be created with another. The requirement for a student to hold the status on the first day of their first academic year is a condition defined in the Education (Student Support) Regulations 2011, and Student Finance England does not have any discretion in that. However, I would be very happy to help the hon. Lady, and any right hon. and hon. Members, in liaising with the Home Office if there are delays. I visited the Home Office parliamentary team in Croydon recently, and they do an excellent job, with very high demand put upon them. However, if there are cases that have urgent consequences, I would be more than happy to do anything I can to facilitate a speedier response.
I refer to the case of a brutal attack on my constituent Gwen Kaplan. Three years ago, her neighbour was attacked by her boyfriend outside their house. Mrs Kaplan opened her door and tried to help. The attacker then smashed her window, got into the house, smashed a hole in the bathroom door and proceeded to stab Mrs Kaplan on the scalp, face, neck, shoulder and hand. He was charged with attempted murder and sentenced to 20 years. Her application to the Criminal Injuries Compensation Authority was rejected. She appealed and was rejected again. The chief constable of Humberside, Lee Freeman, wrote to the authority in support of her, but to no avail. Will my right hon. Friend find time for a debate on the work of CICA, when we may consider the criteria by which it makes awards?
This is a deeply troubling case, and I am grateful to my hon. Friend for raising the matter and for holding the CICA to account. The criminal injuries compensation scheme’s rules are approved by Parliament and are independently administered. Under the current approach, strict eligibility criteria apply and awards under the scheme are determined in accordance with a detailed tariff of injuries. All applicants have the right to request that their initial decision is reviewed and, if dissatisfied, they have the right to appeal to the independent first-tier tribunal. I assume from what he said that Mrs Kaplan has already done that, so I will pass on his concerns to the Lord Chancellor.

Commons ChamberI agree with the hon. Lady that it is absolutely right that people with disabilities should face no barrier to engaging in public life. They should be helped, supported and encouraged, but in the selection of candidates, the primary responsibility is with political parties.
A recent report, which included input from the Department for Transport, looked at the rail services in and around Manchester and suggested that one option should be a change in the pattern of services on the Hope Valley line, which includes services between Cleethorpes and Manchester airport, which is regarded as absolutely essential as it provides connections to the rest of the network. Concerns have also been expressed by Sheffield Members. Could the Leader of the House arrange for the Rail Minister—the Minister of State, Department for Transport, my hon. Friend the Member for Daventry (Chris Heaton-Harris)— to come to the House and make a statement to reassure Members and passengers?
My hon. Friend, as always, is a great champion for his constituency. I can assure him that the Government take the matter seriously. We are set to spend £137 million of taxpayers’ money to deliver more capacity and improve connectivity between Sheffield and Manchester. The Hope valley capacity scheme is designed to remove bottlenecks on the line by creating places for fast passenger services to overtake slower-moving freight trains, allowing more trains to run and increasing the reliability of services. When it is finished, I think that the Hope valley line should be renamed the Martin Vickers line, as a proper tribute to my hon. Friend for all he does for his constituents.

Commons ChamberTomorrow, I have a meeting with Highways England, when I will be raising a number of local priorities, including resurfacing the old and worn-out concrete surface of the A180 and the dangers faced by many villages when the main carriageway is closed due to repairs or accidents. Thanks to the excellent news yesterday that Immingham, Grimsby and the Humber ports are to be given free port status, it is even more important that we have an adequate highway network. Like many colleagues, I feel that as elected representatives we lack the necessary influence to determine the priorities of agencies such as Highways England. Can we have a debate about Highways England and how its priorities are set?
My hon. Friend raises an excellent point. He tempts me greatly, because I hope when he sees Highways England tomorrow that he will ask it on my behalf why it keeps on closing the M3 and the M4 at weekends, both of which are essential routes to the part of the world in which I live. It is extraordinarily vexing, so if he can do me a favour, I hope he will raise that with it. As always, he is the champion for Cleethorpes and for his constituency, and he is right to be concerned about the quality of our roads and ensuring that they are in the best possible condition. Her Majesty’s Government are providing £4 billion of taxpayers’ money for major structural renewals on Highways England’s network up to 2025, so it can meet the road condition targets it has been set. It is of course important that it consults with the public and Parliament in developing a programme for these works, and I will certainly pass on his comments to the Secretary of State for Transport. I encourage him to get good answers from Highways England.

Commons ChamberYes, it is. Although there is such an agreement on Opposition days, that cannot be extended to all days, otherwise we would lose time for important statements and urgent questions.
Once again, homes and businesses in the northern part of my constituency, particularly the area around Barrow Haven, are threatened with flooding. Will my right hon. Friend arrange for a statement to update the House and my constituents on the Environment Agency’s plans to alleviate flooding in that part of northern Lincolnshire?
My hon. Friend, as always, is a champion for his constituents to ensure that they are properly protected and looked after. The sympathies of the whole House go to those affected by flooding, and the Government are determined to tackle the risks. Flood defences will have £5.2 billion of taxpayers’ money devoted to them over the next six years to protect 336,000 properties better than they are currently protected.
In Lincolnshire, there has been expenditure of £296.8 million on flood defences since 2010—which coincides with my hon. Friend becoming a Member of this House—providing better protection for around 77,500 homes. There is planned further expenditure of £57.8 million of taxpayers’ money on flood defences for the period 2020-21, protecting around 22,800 homes. A great deal is being done, but none the less for those whose homes have been recently flooded there is no better compensation than one’s sympathy and the hope that things can be done to stop it happening in future, because the pain and distress that they bear is considerable.

Commons ChamberThe hon. Gentleman raises a point of the greatest importance. We have to win the argument and reassure people that the vaccine is safe. Part of that will be leading by example. I am absolutely delighted—I cannot tell you how pleased I am—that my mother is getting the vaccine on Saturday. For those of us who have older parents, it is a real reassurance that they are going to be vaccinated. But it also shows that I, at least, am genuinely confident, because I would not be encouraging my mother to have the vaccine if I did not think it was completely safe. We also, less anecdotally, need to look at the statistics, the risks and the reports. The risks are tiny and the benefits are overwhelming, both to the individual and to society at large. The hon. Gentleman makes a really important point. We have a great job to do, all of us, in leading the way and making the argument about why vaccines are safe, not a risk, and how they open up the possibility of life getting back to normal.
Earlier this week, the Government published their energy White Paper, whose policies are crucial to my constituency. As my right hon. Friend knows, we have major facilities for serving the offshore renewable sector. Page 57 of the White Paper specifically refers to the revival of the port of Grimsby, part of which falls in my constituency. The Secretary of State made a statement earlier this week, but because of the importance of the policies in the White Paper, could the Leader of the House find time for a full-scale debate on this?
Thanks to my hon. Friend’s efficient campaigning, I think all Government policy is now devoted to improving the opportunities in Cleethorpes, and that is only right. I am glad to say that our plans to build back greener see an increased ambition of 40 GW of energy from offshore wind by 2030 and a new target for floating offshore wind to deliver 1 GW of energy by 2030, supporting up to 60,000 jobs. The location of the port of Grimsby close to the majority of the UK’s offshore wind farm developments presents a major opportunity for the port and the town, with around £10 million going to be invested. The port is now recognised as the centre for operations and maintenance services for the offshore wind farms, and I hope that my hon. Friend will soon be able to see the fruits of these efforts. The people of Cleethorpes and Grimsby should be so pleased that they have such a strong advocate in this House who always ensures that Cleethorpes and Grimsby are at the forefront of Her Majesty’s Government’s mind.

Commons ChamberThe hon. Gentleman is absolutely right to raise these sorts of issues on the Floor of the House. It is one of the opportunities that we have as Members—to make it clear that we have concerns about local decision making. He is being an active champion for his constituents. It may not surprise him to know that I do not know the details of the planning issue at hand, but he has raised it on the Floor of the House successfully.
Earlier this week, I received a letter from Forrester Boyd, which is a major chartered accountancy company that serves my constituency. It has drawn my attention to the fact that the major banks are refusing or holding long delays in opening new accounts for businesses and the self-employed. At a time when many businesses are having to diversify and new ones are setting up to meet specific needs during the pandemic, this is an intolerable situation. Could I ask the Leader of the House if he could arrange for a Minister to come to the Dispatch Box, show how much the Government deplore this situation and urge the banks to provide a decent service to new businesses?
I am exceptionally glad that my hon. Friend has raised this matter, because I have had exactly the same issue in my own constituency. I had thought that it was a one-off, with just one or two people getting in touch to say that they could not open business accounts, but it is clear from my hon. Friend that this is a more widespread problem. As the Leader of the House, it is difficult to raise issues on one’s own behalf as full-throatedly as one can sometimes from the Back Benches, so my hon. Friend raising the matter gives me the opportunity to raise it more full-throatedly. The Government have always made it clear to lenders that they should be open to new customers if that is operationally possible for them. I hope that the banks will ensure that they are able to do so, although they are, of course, operationally independent.

Commons ChamberAs I said earlier, the Government have done a great deal to alleviate poverty for children and have provided £380 million in food vouchers for families in need over the summer. Free school meals have only ever been intended to support pupils during term time. There has been an increase in universal credit of £1,000 a year, an increase in local housing allowance, £180 million in discretionary housing payments to councils, a £63 million local welfare assistance fund so that councils can help those in financial difficulties, and £16 million for food charities.
The Government take this issue really seriously and have made great steps to help people who are finding life difficult due to the consequences of the coronavirus. We must sometimes understand in this House that we seek the same end, but by different means. There is nobody in this House who does not want to alleviate food poverty, but there are different ways of doing it. We think it is best done through the normal functioning of the welfare system and by the additional measures that the Government have taken. That is an honest disagreement, but it is not a lack of concern.
Last Friday I visited the Grimsby seafood village—which, despite its name, is in my constituency—and met businesses that had established themselves or, indeed, expanded during the covid pandemic. We will need those sorts of businesses to develop and establish themselves in order to ensure that the economy recovers after we get through this crisis. Could we have a debate to discuss how we may support new businesses?
First, I congratulate Grimsby seafood village on doing so successfully in the current circumstances and my hon. Friend on being a promoter of it. The Government are taking unprecedented action to support jobs and livelihoods across the UK, with more than £200 billion of taxpayers’ money being spent, including £11 billion in business grants and £10 billion in business rate relief. The summer economic update contained £33 billion of support through the jobs retention bonus and the eat out to help out scheme. The Chancellor will be here momentarily, and I am sure the Cleethorpes champion will be asking for Cleethorpes to get its fair share.

Commons ChamberThat question is fundamentally flawed. The Government have provided a huge amount of taxpayers’ money, £190 billion-worth, in support. They have helped 12 million people in jobs, at a cost of £53 billion—£40 billion for the furlough scheme and £13.5 billion for the self-employed scheme. We have provided £19 billion for small and medium-sized businesses and large businesses through the coronavirus business interruption loans; £38 billion via the bounce back loans; £11 billion in business grants; and £10 billion in business rate relief. To call that insignificant and insufficient is to assume that there is a bottomless pit of money—there is not; there is taxpayers’ money, and that has been used to try to preserve jobs and protect the economy.
My right hon. Friend the Prime Minister made an excellent speech earlier this week, when he referred to expanding wind energy. The development of that industry has been of great advantage to my constituency. Will the Leader of the House arrange for the Minister for Business, Energy and Clean Growth to come to the House to give more details on how we can expand the servicing, offshore maintenance and manufacturing capability?
My hon. Friend is such an effective campaigner for Cleethorpes that almost every Government policy is specifically designed to benefit Cleethorpes, as is only right and proper. I am pleased he supports the new plans to build back greener, making the UK the world leader in clean wind energy, creating jobs, slashing carbon emissions and boosting exports. That includes £160 million that will be made available to upgrade ports and manufacturing infrastructure across communities in the UK, and a target to produce more electricity in a year than every home in the country uses now through offshore wind by 2030, with the creation of 2,000 construction jobs, and 60,000 jobs directly and indirectly in ports by 2030. These are exciting plans and he should take credit for pursuing and campaigning for them.

Commons ChamberObviously the events industry is particularly badly hit because of the difficulties in managing large gatherings. My right hon Friend the Secretary of State for Digital, Culture, Media and Sport set out a significant package of support for live events and cultural events, which is the basis of what is available to the companies affected. As for a debate, this might also be the subject of an Adjournment debate relating to the specific concerns in the hon. Lady’s constituency.
As well as being National Poetry Day, today is Lincolnshire Day, and the county was of course the birthplace of the former poet laureate, Alfred, Lord Tennyson. At long last, the top-tier authorities in Lincolnshire are agreed on a devolution deal—we now need the Government’s go-ahead—which will finally expunge the past links with county Humberside. Lincolnshire could be united again. Will the Leader of the House arrange for a statement from the appropriate Minister to give us the go-ahead and let us get on with devolution to Lincolnshire?
My only worry about creating this great Lincolnshire state is that my hon. Friend may then declare UDI for Lincolnshire and become its king—a role he would carry out with enormous distinction. It is the policy of the Government to devolve, to centralise and to give more power to local communities. Building on the programme of mayoral combined authority models, conversations on further devolution are continuing. Lincolnshire is unquestionably a great county, and I think that bringing counties back together is always welcomed by the people who live within them.

Commons ChamberIt is quite right that those who advise the Prime Minister are able to get access to information, acting on the Prime Minister’s behalf. It is entirely proper and a normal thing to happen.
Tomorrow I shall be visiting a beauty salon in Cleethorpes. I hasten to add that this will not be for treatment, although I am sure that hon. Members would say I am probably in need of it. In answer to an earlier question, my right hon. Friend said that businesses must open safely. I think that beauty salons deserve an explanation as to what is needed in order to open safely. They are frustrated and angry. Could he arrange for a statement on Monday to explain the situation?
I cannot understand why the Adonis of Cleethorpes could possibly need to visit a beauty salon. Indeed, the people of Cleethorpes are renowned for their beauty across the nation. [Interruption.] Of course, except Somerset. The beauty sector is an important one, and it holds a key to our communities’ economic recovery. I understand the anxiety of those who own or work in such establishments and commend their keenness to return to work. My hon. Friend will be aware that non-essential retail can open, provided that they have been made covid-secure. Pubs, restaurants and hairdressers, as well as museums and places of worship, are now able to reopen, provided they are covid-secure. Our hope is to reopen gyms and leisure facilities in mid-July. Other close-contact services and tattoo and nail parlours will follow as soon as possible. The Government have been clear that they want to reopen the economy carefully and gradually, which is why some businesses that involve less sustained contact between people have opened before others.

Commons ChamberThe port of Grimsby, part of which falls in my constituency, is the country’s major centre for service and maintenance in the offshore energy industry. In view of the Government’s desire to move civil servants out of London, will my right hon. Friend ask the Department for Business, Energy and Industrial Strategy to look at relocating the policy team and some of the officials who deal with regulation of the offshore sector to the Grimsby-Cleethorpes area? Could he arrange for a statement on that?
By the time my hon. Friend has finished with his demands for rail, road and ports, Cleethorpes will be the new metropolis of the world, and everybody will be moving there. How fortunate the good people of Cleethorpes are to have my hon. Friend as their representative!

Commons ChamberI can assure the hon. Lady that the Government are absolutely doing that and that the Department is pushing ahead with ensuring that unsafe cladding is removed as a priority. It has clear targets to do that. The debate has just taken place in Westminster Hall and, therefore, that is something that has been taken note of by the Government. So we have had the debate, but I can assure her that the Government take this matter properly seriously.
Earlier this week, we had the welcome announcement from the Prime Minister about additional funding for bus services. That will be particularly welcomed by my constituents in the rural part of the Cleethorpes constituency. May we have a debate in Government time to hear more details about this support and to give Members an opportunity to outline the needs in their own constituencies?
Every day in this House is Cleethorpes Day. We had a fantastic answer from the Prime Minister yesterday on ensuring that every possible service, junction and railway crossing was improved in Cleethorpes. Today, we are talking about the buses. This is a great priority, but I think it may be a subject for an Adjournment debate.

Commons ChamberThank you, Mr Speaker. I thank the right hon. Lady for that last point; I think we should all look on the bright side of life. It is a positive thing to do and good for British politics.
The right hon. Lady mentions having a debate under CRAG on the Western Sahara. The Government will always listen to representations in relation to CRAG. The question is whether it is a suitable use of time. If the Opposition want to make a more formal representation, it will be listened to. However, Opposition days are coming thick and fast, and any such issues could be brought forward under those circumstances.
On machinery of government changes, the tradition of this House is that Select Committees follow what ministries there are, and I imagine that the House would want to follow that precedent, but it is ultimately a matter for the House. The right hon. Lady also mentioned the stories about their lordships going to York and what fun that might be for them. It occurs to me that when Royal Ascot moved to York, their lordships found it great fun to go up to York. If they could do it for pleasure, I am sure they might have a jolly time going there for business as well.
More seriously, the right hon. Lady mentions the amendment of the noble Lord Dubs. Lord Dubs is one of the most respected figures in British politics, and the campaign that he has continued to wage for vulnerable children is admired across the House and the country. I would just point out that the reason for not accepting the amendment is that it is not the right place for it. Government policy to look after vulnerable children from overseas remains absolutely in place. Some 41,000 children have come into this country since 2010, and 18,000 Syrian refugees—not necessarily children—have already come here, of the 20,000 that the Government promised. The Government are committed to protecting vulnerable children. This is really important. There is no change in policy; it is simply that the Bill was not the right place for it.
The right hon. Lady asks for a debate on HS2. I think we have to wait for the report to come out. I know we are getting leaks and titbits and excitement in the newspapers, but the House of Commons needs to debate once the facts and the papers are brought together rather than doing so prematurely.
On Davos, I am not sure whether the right hon. Lady wished to be there rather than here, if it is still continuing, but the Chancellor was indeed there. British people voted to leave the European Union. My right hon Friend the Chancellor the Exchequer is a democrat; he recognises the result. To hold people to lines they used when supporting remaining in the European Union before the referendum fails to recognise that democratic politicians tend to accept the results of referendums—certainly on the Government Benches. Our relationship with the US is one of our most important relationships, and therefore what agreements the US has signed up to, or not, does not change the importance of that relationship.
I can confirm that there is a plan for the Prime Minister to meet Mr Ratcliffe. I reiterate that I am grateful to the right hon. Lady for raising this every week. The behaviour of the Iranian Government is unforgivable, and we need to keep on pressing them to release people who are improperly held.
I am absolutely delighted that the right hon. Lady referred to the anniversary of 1265. It was, of course, a continuation of, not the creation of, Parliament. Prior to those times, the representatives of the shires came—people like me representing their counties—and from 1265, in our generosity, we allowed people from the boroughs to come in too, and so borough Members came in and the towns received their proper representation.
While we continue to look on the bright side of life, I think that answers all the questions for the time being.
The Government are keen to move public sector jobs out of London and the south-east, and northern Lincolnshire is ideal. May I suggest that the public sector workers connected with, say, the renewable energy sector would be ideally located in the Humber region; and that since Grimsby has labelled itself as Europe’s food town for many years, perhaps the Food Standards Agency ought to pay a visit?
My hon. Friend, who represents Cleethorpes with such panache, is quite right to advocate for his part of the country. I am sure that what he says will have been heard and that the Food Standards Agency could probably think of nothing nicer than moving to Grimsby, but that will probably be a matter for it rather than for me.

Commons ChamberI am always getting heckled from Rhondda! Everyone else is so well behaved in this new Parliament. We have this new image and row upon row of people who sit there politely listening, other than the hon. Member for Rhondda (Chris Bryant).
The hon. Member for Nottingham South (Lilian Greenwood) raises an important point. There will be oral questions to Department for Transport Ministers in due course, and I think that is the right time to raise the subject initially as it may not constitute a full debate on its own, but it will also be possible to raise the matter at various points in the debate on the Queen’s Speech.
I add my congratulations on your re-election, Madam Deputy Speaker.
The Government have announced that there are to be further town deals. My constituency already benefits from the Greater Grimsby town deal. May we have in Government time a debate in which the Government set out more details of their proposals and I am able to outline the benefits that have come to Cleethorpes?
I am glad to say that Midsomer Norton and Keynsham in North East Somerset are also benefiting from a deal. Previous town deals are benefiting many of us, up and down the country. I can answer my hon. Friend’s wish because I can give slightly more detail, which may save the House the time that would be taken by a full debate.
On 27 July, the Prime Minister announced that a £3.6 billion towns fund would support an initial 100 town deals. The Government have announced 100 places that will be invited to develop proposals for deals, including some that have been the birthplaces of industry, centres of commerce for centuries, or bastions of the maritime economy along our coastline. The Government will work with local people from the 100 communities to agree proposals to spend up to £25 million in each place. The Government are committed to decentralising funding and decisions away from Whitehall. We have invested in the growth of local economies, developing powers through green, ambitious city growth deals, devolving more than £9 billion of funding to local enterprise partnerships, and introducing eight metro Mayors in England. This is all part of a general programme, and I am delighted that my hon. Friend the Member for Cleethorpes (Martin Vickers) is pleased with the success of the Greater Grimsby deal.

Commons ChamberAs I said, the documents will be made available as soon as they can be. The European Council meets today and tomorrow and will have an opportunity to approve or not approve the agreement. It is a decision made by the 27 members, as the hon. Lady will know, and that decision will be made. The papers will be deposited once they are agreed. This is how things happen—it is a normal process—but I can be absolutely certain that the papers will be laid, in accordance with the Act, before the debate takes place.
A few months ago, Barclays bank closed its Cleethorpes branch. At the time, the bank wrote to me to say it had identified 106 vulnerable customers whom it would be contacting directly so that they could do their banking through the Post Office. Barclays has now withdrawn some of its Post Office arrangements, so may we have a debate to discuss how the people of Cleethorpes can be supported against Barclays bank?
I have just been given wonderful news and the House will rejoice: the documents are now available on the gov.uk website, so I imagine that people will now flee the Chamber so that they can read them earnestly before bringing forward further points.
To answer my hon. Friend the Member for Cleethorpes (Martin Vickers), access to banking is a really serious issue for people. The Government are committed to supporting digital payments and safeguarding access to cash for those who need it, and we are pleased to see banks signing up to the banking framework agreement with the Post Office. It is saddening that Barclays has not been able to reach an agreement with the Post Office. I hope that efforts like that of my hon. Friend will put pressure on the banks to behave in the best interests of their customers and to ensure that service continues.

Commons ChamberI shall speak to amendment 56 and the Government manuscript amendment to it. Although I added my name to the amendment, the original proposal came from my hon. Friend the Member for Carlisle (John Stevenson), who apologises for not being present in the Chamber today. As the House will appreciate, his constituency has been very badly affected by the weekend floods.
I wish to make a few points on my hon. Friend’s behalf. Amendment 56 provides for a very modest change that would give greater flexibility both to the Government and to local communities. Where there is a clear wish for change, a county could achieve it in a much more efficient manner and without too much delay. The amendment seeks to build on existing legislation in relation to changes to boundaries. I am talking about not radical change, but easier changes that both Government and local people support.
My hon. Friend hopes that these changes can be applied to his own county of Cumbria, where they are badly needed and widely supported, as they would improve local government and lead to cost savings. I note that the hon. Member for Nottingham North (Mr Allen) spoke in favour of this amendment. I hope that that sentiment will also be expressed by the Opposition Front Bench and that we can proceed on this matter with consensus. With that, I hope that the House will support this amendment.
I wish to support some of the amendments tabled by my hon. Friend the Member for Hazel Grove (William Wragg) and to try to give more information to the hon. Member for Glasgow Central (Alison Thewliss) to explain why I am in favour of first past the post.
Briefly, let me talk about referendums and why I have attached my name to amendment 2. It seems that there is a slowly developing theory of referendums in this country that fits in with a parliamentary democracy. It is that those of us who sit in this House, who admire this House and who approve of how our constitution works, have a great affection for the understanding that we are representatives and not delegates, and that we are here to exercise sovereignty on behalf of the people for a five-year period before returning it to them in toto at the end of that period. That is the well-established constitutional position. Against that, and in sympathy with that, there is a developing view of where referendums are useful, and moving from useful to becoming essential; and that is to do with the structures of government. The reason for that is that there is a permanency in the structures of government that outweighs the normal level of legislation with which we deal.
It is quite right that Scotland had referendums on its decisions on independence and on establishing a Parliament in the first place, because those are effectively permanent decisions, irreversible and unchangeable without the consent of the Scottish people. Likewise in Wales, the Welsh have had referendums on their Assembly, as has Northern Ireland, too. With regard to local councils and changes, if the structures are to work they need to go with the grain of popular consent. Authority, when it is used, needs to have a legitimacy that is based in democratic consent. When that consent was not given in the Local Government Act 1972, there was a great deal of hostility to what was done because it did not meet the requirements of local people. Against that evolving doctrine of referendums there is, inevitably, the Government’s view of referendums, which I characterise, perhaps unfairly, as being, “We will have referendums when we think we will win them, but if we think we won’t win them, it is a bit too dangerous, so we won’t take the risk.” It is a pity that the Government have not taken the risk with these new structures. Let us take the Mayor of London as an example. The Mayor of London has enormous popular consent, even when it was Ken Livingstone, let alone now that it is the great man, my hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson).

Commons ChamberThat is an intervention that could be made only by my hon. Friend.
I value the sovereignty of Parliament and the supremacy of the courts, so it may surprise Members that I have come to this conclusion, but in recent weeks I have heard and read many fine words, including contributions to the debates today and last week. I have listened with great interest to learned contributions from lawyers and Select Committee Chairmen and to good constitutional arguments and instinctively I tend to support them, but on this occasion, as with everything, it is a question of balance. One of the roles we perform here in this Chamber is to articulate the concerns of those we represent, and on this matter, although I represent an area that is by a large margin Eurosceptic, I am quite certain I am speaking for my constituents, because—[Interruption.] I am speaking for them because this is an arrangement that allows for speedy extradition, and in the modern world the aim must be to protect my constituents from the threats of terrorism and a whole range of serious criminals.
As has already been said in the debate, this is a law and order issue. My reservations are laid to rest when I note the comments of my right hon. Friend the Justice Secretary, who said in this House on 7 April:
“We have a sensible package. We have sought to operate in the national interest and to reflect the views of the law enforcement community about what it needs to fight organised crime. I am clear that I do not want, and will not tolerate, the idea of us becoming part of a Europeanised justice system.”—[Official Report, 7 April 2014; Vol. 579, c. 93.]
I share those views, but—[Interruption.] I share those views, but I ask whether it is beneficial to make it easier to tackle cross-border crime, and of course the answer is yes, and whether it is beneficial for our law enforcement agencies to make it easier to bring serious international criminals to justice, and of course the answer is yes.
It is unacceptable that attempts at extradition should go on year after year after year. Justice delayed is justice denied.
