The hon. Lady might describe the Chancellor as adaptable. Most of the media and most independent analysts described him today as failing—failing on virtually every target he set himself under his own fiscal rule.

Is it not the case that this Budget has failed on growth, productivity and fairness? Is this not a failed Budget that has been sugar-coated?

Regrettably I do not think it has been sugar-coated for many of those who will be suffering the cuts included in this Budget.

On productivity, it is the Chancellor’s failure to boost Britain’s productivity that is at issue. The Office for Budget Responsibility is very clear on this point. British productivity, not global factors, is the reason the Chancellor is in trouble. Robert Chote, the head of the OBR, confirmed in an interview last night that “most of the downward growth revisions were not driven by global uncertainty, but by weaker than thought domestic productivity.” As a result of that, we now see drastically reduced economic forecasts and disappointing tax revenues.

The Chancellor has been in the job six years now. It is about time he took some responsibility for what has happened on his watch. It is not just on basic economic competence that the Chancellor has let this country down. Unfairness is at the very core of this Budget and of his whole approach.

I had the pleasure of working in the Treasury with my right hon. Friend the Chancellor in the last Parliament, and hon. Members could not find anybody who is more supportive of promoting women and of women’s causes. On the tampon tax, we hope very much that we will make progress with the EU on the VAT rate. I know that the hon. Lady is new to Parliament—she joined last year—but the last Labour Government, including female Ministers at the Treasury, had 13 years to tackle the issue. My right hon. Friend the Chancellor has put aside money and there is a fantastic list in the back of the Red Book of the charities and organisations that will benefit from it. We can all agree that it would be better not to have VAT levied on sanitary products, but we support those organisations.

I have talked about support for the northern powerhouse. The review of northern schools will be carried out by Sir Nick Weller, executive principal of the eight Dixons Academies in Bradford.

I thank the Secretary of State for giving way. To be fair, we welcome the £20 million for the northern powerhouse school strategy. Nevertheless, does she not think that that would operate a lot better without the forced academisation agenda?

No, I do not. Nick Weller is the executive principal of the eight Dixons Academies in Bradford and they are transforming young people’s life chances. Academies are bringing in strong sponsors and strong multi-academy trusts. I cannot think of anyone better to conduct the review. I hope that the hon. Gentleman and other Bradford Members will work with him to make sure that we identify exactly how we can continue to transform education in Bradford and elsewhere.

We have already discussed the national funding formula in interventions, but I just want to put on the record that we believe that the same child with the same characteristics deserves to attract the same amount of money, wherever they live in the country. A national funding formula will mean that areas with the highest need attract the most funding, so pupils from disadvantaged backgrounds will continue to receive significant additional support to overcome the entrenched barriers to their success. We are going beyond our manifesto pledge to protect per pupil funding for the core schools budget by investing an extra £500 million in the schools budget. That means that, as part of our consultation on these reforms, we can aim to deliver a fair funding formula allocation to 90% of schools that should be gaining by 2020. That further demonstrates that we deliver on our promises.

With time not permitting me to go further, I will focus my remarks on the northern powerhouse schools strategy.

Bradford lies near the bottom of the school league tables, as I have mentioned several times in this place. From what I have seen in the few paragraphs of the Chancellor’s Red Book, I tentatively welcome some aspects of the strategy to improve education in the north, as it is clear that we cannot carry on as we are, but the proposal needs a greater level of detail. I hope that the report from Sir Nick Weller in the next six months will provide that detail. I also want to point out that I am extremely cautious of other aspects.

Schools that are classed as vulnerable and coasting are often those in the most deprived areas, and that is the case in my constituency. They are the schools that are most in need of funding to get them on the road to recovery and to provide the standards of education that we expect and need for our children. We need to support those schools, so I will be interested to see how the Department for Education plans to implement the funding boost for turnaround activity in coasting and vulnerable schools.

I also note the intention to look at ways of recruiting and retaining the best teachers. The situation is close to crisis, particularly in Bradford, and it was recently highlighted by a damning report by the National Audit Office. I hope that the Department for Education will carefully consider that report and that it recognises the problems with teacher recruitment and retention. I look forward to its response to the report.

I cannot help feeling that I have seen some of the measures before. They look very much like the London challenge, which achieved extraordinary results in London, but the Government scrapped it in 2011. They also happen to look like the Bradford or northern challenge, which I have called for repeatedly. The Government appear to have finally seen sense, accepted the results the previous scheme achieved and decided to bring it back in another form.

Unfortunately, however, the Chancellor’s proposal appears to be an academised version of the London challenge. Despite the promise shown by some of the other measures, I am unsure about the Government’s plans to invest in expanding academy chains, as I see little evidence to suggest that academies are the best way forward.

I am also perplexed as to how the academisation of all schools fits in with the Government’s devolution agenda, as it will take responsibility for education out of the hands of local authorities and centralise it in the Department for Education. As well as removing the ability to focus on and scrutinise school performance, the proposal leaves me questioning what the role of local authorities will be after they have had huge funding cuts and responsibility for education taken away from them.

I await the publication of Sir Nick Weller’s report in the next six months, and I hope the Government will finally deliver solid recommendations for an effective strategy for improving the state of education in the north once and for all.

I am not aware of that letter, although I am aware that there is a debate on the issue. I am talking about the European convention on human rights. There is no proposal from the Government to renege on that at any time in the future, as far as I am aware.

The hon. Lady talks a great deal about human rights and the European convention. Can she help me by telling me where article 11 talks about armbands and letters of authority?

I would like, with your leave, Mr Deputy Speaker, to finish my point and come on to armbands later.

Article 11 allows for proportionate restrictions on the exercise of—[Interruption.] I am referring to article 11(2), which states:

“No restrictions shall be placed on the exercise of these rights other than such as are prescribed by law and are necessary in a democratic society”.

The European Court of Human Rights has repeatedly acknowledged, as recently as last year, that it is legitimate under article 11 for the Government to legislate to impose conditions on the right to strike where there is evidence that that is justified.

The Court has also acknowledged that the Government have a wide margin of appreciation in deciding how to legislate. Clause 9, as we have heard, introduces a set of requirements on the supervision of picketing, following some sensible concessions that were made by the Minister following the consultation period. The picket supervisor will have to wear a badge, armband or other item to ensure that they are easy to identify. This is hardly onerous.

When senior police officers are warning that neighbourhood policing is under threat, is it right that we should use police resources to further restrict the civil liberties of trade union members?

I agree entirely with my hon. Friend. We hear a lot from Conservative Members about smart government and deploying resources according to priorities. Does any hon. Member honestly believe that using police resources on this matter would be a good use of already stretched resources? I think not.

The digital age has brought a revolution in the world of work. That has thrown up several questions, but also offers employers, trade unions and Government alike a once in a generation opportunity to work in partnership—a chance to shape a framework that provides the blend of flexibility and security that this new reality requires. If all parties were to seize that opportunity, we could potentially see the green shoots of a 21st century industrial relations culture that would, in turn, enable the development of a labour market that is fit for purpose and resilient in this new age. Let us not waste that opportunity with an adversarial and counterproductive Bill such as this.

Absolutely. Increasingly, teachers and supply teachers are being exploited, both by agencies and by certain schools.

It is clear from all the points that have been raised that there is a recruitment crisis as a result of fragmented and confusing pathways into teaching, and a retention crisis caused by a complete collapse in morale. The cost of those crises is being felt in the education budget, through the use of extortionate agencies.

Does my hon. Friend accept that in places such as Bradford, where many schools are already full or oversubscribed, it is even more difficult to retain teachers, particularly in the light of the school places crisis?

Absolutely. The lack of school places is clearly yet another factor in the issue.

This leaves the Minister with a number of questions to answer. First, will he review the use of supply agencies, particularly in the light of the fact that spending on supply is 5% of the education budget? In the US, where supply teachers are employed directly by school districts, the figure is less than 1%.

Secondly, given the declining pool of teaching graduates, will the Minister consider writing off the annual repayment of student loans to act as an incentive to teach in key subjects?

Thirdly, will the Government bring forward the workload survey planned for spring 2016, given that workload has clearly been identified as one of the key causes of teachers leaving the profession?

Finally, what are the Government doing to ensure that teacher recruitment for science, technology, engineering and maths, which are so chronically under-subscribed, will be filled in time for the new school year?

I hope the Minister will agree that, in order to tackle the crisis in teacher recruitment and retention, we must act to encourage graduates and make it easier for would-be teachers to enter the teaching profession, and do much more to value those already there. The next generation of our constituents deserve nothing less.

Thank you, Mr Deputy Speaker, for affording me the opportunity to make my maiden speech in this very important debate. Before I start, may I ask Members to join me in expressing sympathy for the fathers in Bradford whose children have disappeared? I am sure that everyone will join me in praying for their children’s safe return.

As I make my maiden speech here today, I reflect on my background and roots. I am a working-class lad from Bradford. My grandfather came to this country from Kashmir in search of an opportunity to better himself and to provide a brighter future for his family. He came from a poor village where there was no electricity, let alone job opportunities. It was the Bradford mills that provided him with that opportunity. He worked there for many years to improve the quality of life for himself and his family.

My father started work at a very young age, in a light bulb factory in Bradford, and then, when the opportunity presented itself, he went on to study part time at college to gain qualifications, thereby enabling him to move on and better himself and his family.

I started work at the age 15, sweeping floors at Morrisons supermarket in Bradford. By the age of 17, I was appointed to the prestigious and much sought after position of head of the toiletries aisle. Members will note that I was even given my very own brush. Bradford afforded me many more opportunities that eventually led me to qualify as a barrister. It is a great honour and privilege to speak here today as the MP for Bradford East, as Bradford the city has given both my family and me so much.

As is customary, I wish to thank my predecessor, David Ward. I did not agree with him very often, and I did not know him very well, but he did have Bradford’s interests at heart. Although David was not from Bradford originally, he became part of Bradford and I wish both him and his staff all the best.

Bradford is a beautiful city. Its hills and panoramic views have inspired generations. Its people demonstrate all that is great about Yorkshire. They are gritty, determined and, above all else, resilient. They are also creative and hard-working. Bradford East mirrors the diversity of the city of Bradford, not just in its people but in its landscape, from the farmlands and leafy suburbs of Idle to the inner-city areas of Little Horton and Bradford Moor. It is a diverse constituency, both ethnically and socially.

More importantly, the Independent Labour Party was also born in Bradford out of the struggles of working people for equality and justice. I salute the courage of those pioneers and pledge to carry on those struggles to address the problems that Bradford continues to face.

Famous Bradfordians of note include the magician Dynamo who walked across the Thames, just outside this Chamber. Members need to note that I have no such plans—certainly not in my first 12 months. Richard Oastler is another famous son, who campaigned to end the use of child labour in the mills. Another pioneering figure who can never be forgotten was Bradford MP W. E. Forster, who was the architect of the Elementary Education Act 1870.

Bradford has a proud industrial heritage. Its wealth came from its position as the wool capital of the world, and the names and landmarks in the city, such as Listers and Salts Mill, for example, pay testimony to that past. However, that grandeur has now sadly passed. Bradford suffered from de-industrialisation as early as the 1960s, but is still an important manufacturing centre. It is now crying out for a new, modern industrial and manufacturing strategy to challenge the failing low-wage economy.

But the biggest challenge that we face is undoubtedly our educational achievement. Our schools are at the bottom of the league tables, and we have a school places crisis that lies unresolved. That will be a clear priority. One in five adults in my constituency lack any educational qualification and our young people are told that they lack the aspiration they need to go on and succeed. As a young person who was told it was too aspirational for somebody like me—somebody from my background—to be a barrister, I understand only too well how that feels. And it is not that our young people lack this aspiration; it is that the circumstances they find themselves in do not afford them the opportunities they need. It is particularly telling that both my predecessors made reference to education in Bradford as part of their maiden speeches.

We cannot fail our young people any longer. They are the future, and we cannot be in the same place 10 years from now, having failed another generation of young people, having debates about the failure of education in our great city. They have the potential and the talent to make the city a dynamic, forward-looking, wealth-creating city. We just need to unleash it.

I will be working to bring a game-changing intervention to Bradford to solve our education crisis. The benefits and successes of the London Challenge are clear for all to see, and my heartfelt, clear view is that Bradford’s children deserve the same chances and opportunities as young people from everywhere else.

I have fought against injustice my whole life, not just within Bradford but wherever that may be in the world, and I will be a strong voice in this Chamber for the struggle of the sons and daughters of Kashmir, the suffering of the Palestinians and, as we have heard in this Chamber over the last few weeks, the plight of the Rohingya. Indeed, I have tabled an early-day motion this week, No. 121, that highlights the plight of the Rohingyan people in Burma, and I would urge hon. Members from across the Chamber to consider signing it. We are witnessing an absolute human catastrophe and we cannot in these circumstances sit back and watch. We must act in relation to the Rohingyan people, quickly and decisively.

At the beginning of my political career, I made it clear that I am a servant of the people. I want to end here, at the start of this new part of my journey, by saying to all the people of Bradford that I will always remain their humble servant.
