1. What steps he is taking to improve recruitment and retention in the armed forces.

May I start by condemning the reckless Russian drone strike on Romania early on Friday morning? We stand with Romania and all our NATO allies. I have commissioned UK options for contributing to any NATO-led actions to strengthen Romania, should that be required.

The previous Government left forces recruitment and retention in crisis. They set and missed targets every year for 14 years. We are renewing the nation’s commitment to those who serve through the biggest pay rise for over 20 years, free childcare for forces families across the UK, and the biggest upgrade to forces housing in a generation. Armed forces numbers are now growing; that is part of the transformation of defence through the defence investment plan, which, I can tell the House, the Prime Minister is determined to publish before the NATO summit.

Joining the armed forces demands a huge personal commitment from young people, but those who put their hand up to serve can wait the best part of a year or more, with little communication, no sense of progress, and real frustration that their commitment to our country is not being matched. That frustration often leads them to seek different opportunities. Does the Secretary of State agree that solving the recruitment problem is not just about improving an online portal, but about building a genuine relationship with potential recruits from day one? What is he doing to deliver that now, ahead of the new portal roll-out next year?

The Secretary of State will know that the NATO Secretary-General said in September that we must “prevent spreading” NATO forces “too thinly”. Could he provide some reassurance to the House on the implications of this potential deployment for the Joint Expeditionary Force and our leadership of that in Estonia?

I hope the reassurance that the hon. Gentleman asks for can be provided by the fact that SACEUR has been at the heart of the discussions and developments, close to the military planning for the deployment of the multinational force for Ukraine, and an important figure in the discussions of security guarantees.

I thank my hon. Friend for his advocacy for his community. There are certainly opportunities in every part of the country, including on Teesside, for defence companies and for companies that are not selling into defence currently, but which have an opportunity to do so. The £400 million investment in UK Defence Innovation is designed to go after the most innovative and disruptive technologies. Primes have a good role in this, but so do SMEs. I encourage all businesses to lean into that opportunity, and to really go after the increased funding and the export and contractual opportunities that that will provide.

The Minister has made a number of announcements about skills in the defence industrial strategy, which is much appreciated, but can he explain how they will integrate with existing skills frameworks and whether the industry will be given the flexibility to develop new courses at the “wartime pace” that the strategic defence review referenced?

The hon. Gentleman is exactly right. For instance, the work that ADS is doing on its new curriculum is really interesting and exciting. There is a real opportunity to go after the skills challenges nationwide. In order to give the men and women in our armed forces the kit they need and to export to our allies, we need to invest more in skills. It is something in which this nation has under-invested for far too long. That changes with the defence industrial strategy today.
