That is very shocking and sad to hear. It is absolutely the case that local authorities have a statutory duty to provide free home-to-school transport for eligible children of compulsory school age, and it would not be lawful for a local authority to withdraw transport from an eligible child on the grounds that a parent had complained—that is outrageous. My hon. Friend will know how to secure a debate, but I will raise the issue on her behalf with the relevant Department. It is a shocking indictment of that council.

I congratulate the new Leader of the House. I am personally very pleased for her and I wish her all the very best in this role.

This morning, the Northern Ireland Statistics and Research Agency produced statistics showing that Northern Ireland has had 340 excess deaths in the last 10 weeks, which is a 16% increase over the last five years. That is obviously devastating for those families and for those people, and it is largely because of delayed diagnosis. The cancer statistics are still not published, which means that this figure will be even higher in the next few weeks. I wonder at what point in the crisis in the Northern Ireland health service the Health Secretary here will be able to step in with emergency provision and emergency organisation. Can the Leader of the House raise that urgently with the Health Secretary?

That is very hard to hear. One of the strengths of our national health service across the United Kingdom is that it is devolved and run in slightly different ways. I know that the chief medical officers work together very closely to share good practice, to learn from each other and to strengthen the system as a whole. I will certainly raise the hon. Member’s concerns with the new Secretary of State, but he will know that we are doing everything we can to restore a Government in Northern Ireland so that these issues can be gripped and dealt with.

I welcome the fact that the Leader of the House has not listed any business on the Northern Ireland Protocol Bill for 12 July, given that celebrations about the glorious revolution will be taking place on that day and a number of Northern Ireland Members would not be available, but I also welcome the fact that he has listed it for three days—the 13th, the 18th and the 19th. Will he confirm that as personalities are changing at the top, the policy on the Northern Ireland Protocol Bill will not change and it is the Government’s intention to complete this business by the end of this Session? Could I recommend to him the evidence that the Northern Ireland Affairs Committee received from the renowned international law expert, Professor Alan Boyle of Edinburgh Law School, in which he confirmed that all his advice to the Government is that the Bill does not breach international law?

I can assure the hon. Gentleman that the Bill will continue on the dates that have been announced. He will be aware that it is a Foreign Office Bill. The Foreign Secretary remains very much in her place, and I hope he will be in his place to scrutinise the Bill as it progresses.

My hon. Friend is of course right to raise that. We will have Transport questions on 30 June and I am sure that she will be in her place to ask the Secretary of State for Transport about that. She is right that commuters and taxpayers have the right to know that their money is being invested and looked after properly, and the unions should reflect long and hard before they make commuters’ lives miserable and stop them getting to and from work.

Will the Leader of the House take the opportunity to congratulate Michael Dunlop on his 20th Isle of Man TT victory, putting him in the top three racers ever to perform on the Isle of Man?

I turn the Leader of the House’s attention to another island: the island of Rathlin in my constituency, which has a wonderful puffin sanctuary. On 20 June, it will be cutting a sod for 10 new housing units, showing that the population of that little island is expanding wonderfully. However, I notice five words that interest me in the business for 20 June: Second Reading of a Bill. Should I be in my place here on 20 June? Will that Bill be relevant to Northern Ireland, or should I visit Rathlin island that day?

There are existing powers for local authorities to stop such applications and I encourage the hon. Lady to press her local authority to take a stand. I wish her well with her campaign. But I will pass her comments on to the planning Minister directly, so he can respond to her.

There are some reports in the local press that on 6 June the Government intend to introduce a Northern Ireland protocol amendment Bill. If that is the case, can the Leader of the House confirm that? If it is not, when do they intend to expedite this matter and will it be by accelerated passage?

The hon. Gentleman will be aware that I have announced the coming business for the two weeks after we return from recess, but he is right to highlight the protocol. It is an important issue that needs to be solved. We need to get Stormont back up and running, and we need to solve the challenges facing his community and communities across Northern Ireland. Discussions are ongoing with the EU, but the Government reserve the right to take action if we cannot solve those challenges through negotiation.

I thank my hon. Friend for her question. She is truly an assiduous campaigner on health challenges in her constituency and the whole of Shropshire. The Health and Care Act 2022 includes measures designed to improve accountability to enhance public confidence in our NHS. The Government plan to spend £8 billion over the next three years to tackle the elective backlog. Clearly, covid has given a number of challenges to the NHS and has caused those backlogs. The Government are committed to trying to resolve that and to helping health services catch up so that our constituents can get the operations they desperately need.

“the dreary steeples of Fermanagh and Tyrone”,

the Northern Ireland protocol continues to plague Northern Ireland politics and affect our economy. There have been many reports in the media about moves by the Government to perhaps legislate directly to lance that boil. Can the Leader of the House give an indication about whether any movement is planned? Will it be brought to the House, and how quickly can we expect action on that matter to ensure that businesses know what is happening?

I thank the hon. Gentleman for his question. As he identifies, the protocol was clearly a huge issue in the Northern Ireland elections. It is something that the Foreign Secretary has been pursuing for a long time by trying to encourage EU colleagues to come to the table to find a way forward. She will continue with those plans. The hon. Gentleman is right to identify, however, that if we cannot find a way forward, the UK Government will clearly have to consider options to overcome the challenges that communities in Northern Ireland are facing. Shoring up and supporting the Good Friday agreement is a fundamental desire of the UK. The Good Friday agreement must be protected, so if the protocol is damaging it, the UK Government will have to take action.

My hon. Friend is a huge champion for her constituents. Although the planning system is a key enabler of the Government’s wider mission to level up across the country and regenerate left-behind places, I will pass her comments on to the new Housing Minister. The previous Housing Minister, my right hon. Friend the Member for Tamworth (Christopher Pincher), who is in his place, made huge strides in the right direction to make sure that we get the right homes built in the right places and that we protect our green and open spaces.

The cost of living crisis is affecting everyone in the United Kingdom. In Northern Ireland, it is accentuated by our having fuel costs that are 27% higher, and higher transport and haulage costs, which impact on every household. Will the Government address that issue by urgently introducing legislation or taking action to cut fuel costs across the whole United Kingdom immediately? Will they also address the obvious problems that are coming down the tracks fast, which could include food security issues as a result of grain shortages? Will they set aside land across the UK now for next year’s harvest?

Matters of taxation and fuel duty would be addressed at a Budget, and at some point my right hon. Friend the Chancellor of the Exchequer will make his Spring statement, but the Government recognise the challenge in global oil and gas prices. We are seeking to mitigate it, and I know that the hon. Gentleman will be in his place to question Treasury Ministers when they next appear at the Dispatch Box.

Thank you, Mr Speaker, for agreeing to the statement later this afternoon on affairs in Northern Ireland. The Leader of the House will know—I have already spoken to him—that events in Northern Ireland are teetering on the brink: we are not months, weeks or days but moments away from the collapse of the Northern Ireland Executive. That is of course very sad, but it is entirely predictable and has been predicted from those on the Democratic Unionist party Benches for the past 13 months.

Will the Leader of the House assure us that good governance and good practices will be put in place to ensure that Northern Ireland does not fall behind in any of its governmental matters; that more time will be set aside in this House to debate issues to do with and pertinent to Northern Ireland; that the daily affairs of Northern Ireland will not be set to the side in any way; that the British Government will take full and proper charge of affairs when and where they have to; that people from the Republic of Ireland and their Government will not be allowed to interfere in the internal mechanisms and affairs of Northern Ireland; and that the frictions that exist between GB trade and Northern Ireland—

I join my hon. Friend in sending condolences to Mr Hill’s family. I know that he was a very important, well-known local figure. Not only should drivers obey the speed limit, but my hon. Friend was right to highlight careless driving. It is not always speed, but sometimes the carelessness and lack of consideration for the area that they are driving through that leads to the greatest number of accidents. The enforcement, advertising and decision making on speed limits is a local matter, so in her constituency it is a matter for Lancashire County Council, and the local police force has the responsibility for enforcement. However, it is worth pointing out that the Department for Transport launched a call for evidence last autumn as part of a wider roads policing review—an examination of roads policing in England and Wales and its relevance to road safety. The Government will publish their responses in the summer and I hope they will be reassuring to my hon. Friend.

I am sure that the Leader of the House agrees that Lord Hall has very serious questions to answer regarding the re-employment of Mr Martin Bashir at the BBC. Will the Leader of the House let me know whether there is any mechanism that can be deployed, or that has indeed been examined, that would allow for the removal of Lord Hall’s title and privileges here in the other House, because of the alleged serious breaches that he has been engaged in? Is that being examined and is there a process, given the serious nature of his misdemeanour?

Madam Deputy Speaker, I notice a slightly raised eyebrow or slightly furrowed brow, because by convention we would not talk about individual peers in a disobliging way. There is an ancient practice for removing peerages, which is by Bill of attainder, but looking at the Clerk at the Table, I do not think that it has been used in at least the last 200 years, and probably not beyond the early part of the 18th century, so it may be that a Bill of attainder is an unlikely procedure.

There is a procedure for removing the peerages of Lords who go to prison for a certain period, which came in relatively recently. The House of Lords has exclusive cognisance of its own affairs and can, of course, suspend peers in certain circumstances. It was on the cusp of suspending all sorts of peers for not attending the valuing everybody training, but it seemed to step away from that, in the end, when a particularly distinguished noble baroness was one of the people who had not done that training.

There are mechanisms, but they are at the highest end of our constitutional activity for the most serious misdemeanours, and whether it would be right to go into them in a specific circumstance is a matter I cannot go into at the Dispatch Box.

My hon. Friend raises a crucial point. The NHS long-term plan, published in January 2019, outlines commitments to improving stroke services, including better stroke rehabilitation services and increased access to specialist stroke units. Stroke services across England continue to provide rehabilitation and post-acute services to stroke survivors and their families and carers during the pandemic. In part, this has been helped by innovative methods of care delivery alongside face-to-face contact. Almost half of stroke survivors have had virtual care since covid began. More than 80% of them reported positive or very positive experiences. There are 20 integrated stroke delivery networks, giving full coverage across England. Integrated stroke delivery networks were established in shadow status in October 2020 and we expect them to be fully operational by spring 2021. Ninety per cent of stroke patients will receive care in a specialist stroke unit and more patients will have access to disability-reducing treatments of mechanical thrombectomy and thrombolysis. This combined with increased access to rehabilitation services will deliver improved long-term outcomes for stroke patients. I thank my hon. Friend for raising this very important issue.

Welcome to North Antrim, Mr Speaker. I know that the Leader of the House cares passionately about this Union, and has growing concern about the breakdown of the following relationships: the internal relationships in Northern Ireland; north-south relationships across Ireland; and the UK-EU relationship, as a result of the outworking of the Northern Ireland protocol. Yesterday, during Northern Ireland questions, three Back-Bench Labour Members and one Labour Front-Bench Member expressed hostile and growing concern about the impact that the protocol is having on GB businesses trying to do trade with Northern Ireland. The Loyalist Communities Council wrote to the Prime Minister at the weekend to express concern and withdraw its support from the Belfast agreement. The Leader of the House will know the unanimous position of all strands of Unionism in their hostility and opposition to the protocol. Of course, businesses also tell us daily of the upset in respect of trade.

Will the Leader of the House inform us of when the Prime Minister will come to the House to make a statement about the extension of the grace periods put in place unilaterally by Her Majesty’s Government? What next steps will the Prime Minister take to protect the Union, to protect Northern Ireland businesses and to ensure that the genie does not get any further out of the bottle?

I, too, add my voice of congratulations to Alastair Ross for the time he spent as an electoral commissioner. I am disappointed he has not been able to serve out a full term and contribute fully to the role of the Electoral Commission, but I believe he moved on to other things.

I have a number of points that I would like to raise, and I must say I have some sympathy with the points made by the hon. Member for Wellingborough (Mr Bone) this evening. The first point I would make is: why are we appointing someone to the Electoral Commission for a period of three years, when the Electoral Commission itself is being reviewed and could, as the hon. Member said, no longer exist by the end of this appointment’s duration? It would be much more satisfactory if the appointment had been made for a year to allow the Committee dealing with the matter in Parliament to address its affairs properly. The matter should be looked at properly. Will the Leader of the House examine that matter and consider, as was requested of him, withdrawing the motion tonight, given the public transparency and scrutiny of these appointments?

There has been absolutely no public transparency over these appointments. We are told this is the best candidate available. We are not sure whether various sifts happened in the process. There is no transparency whatever about the appointment, and that matter should be looked at. Transparency in public appointments is very important, especially when people’s elected careers and mandates can be questioned.

There are issues about whether this is a controversial appointment. This will be regarded in Northern Ireland as a controversial appointment, just because of the very nature of the person being appointed, who is a member of the nationalist Social Democratic and Labour party. They therefore have political baggage. That is unfair on the gentleman in question, but that is a fact of life and we all deal with that. I have political baggage, because I am from the Unionist tradition, and those matters will be examined.

We do not know, for example, whether the Committee examined the professional conduct of the individuals in question or whether it knows about the pretty basic dealings with the Law Society. Were those matters addressed, were they examined? I do not know, because there has been no transparency in this House and no opportunity for Members, as the hon. Member for Wellingborough said, to examine any of the points of this appointment. We are not able to examine or to hold ourselves, or indeed this House, to account. The issue of how this appointment was made should be looked at, and the Leader of the House has a duty to take this matter away and to consider some of the points that are being raised.

On a wider point, I believe that there is very little public confidence left in the Electoral Commission by many of the larger parties in this House, which is why the decision must be examined. The commission wrongly reported three individuals to the National Crime Agency after the 2016 referendum, and it largely made that recommendation after a Twitter campaign against those individuals. The hon. Member for Wellingborough quite rightly said that people were persecuted. Just think of it: a publicly funded body in the United Kingdom made recommendations to the National Crime Agency, which led to the persecution of people. It led to the persecution of Liz Bilney. It led to the persecution of Andrew Wigmore. It led to the persecution of Arron Banks. Careers were put on hold and businesses were questioned and challenged all because of a narcissistic, axe-grinding campaign against those who organised Vote Leave. The Electoral Commission cannot wash its hands of those career-wrecking decisions.

I understand that those individuals had to spend upwards of a quarter of a million pounds in defending themselves. They then ended up with an apology and were just dismissed and told to go away: “Oh, we got it wrong. We persecuted you. We wrecked your jobs. We wrecked your careers.” The hon. Member for Wellingborough mentioned that bank accounts were closed and put on hold. “Well, we did all that to you and your family, but we will just say sorry and let it go on from here.” That is not good enough.

It is right and proper that we should be able to hold to account those members being appointed. After one of the most important electoral decisions in the history of this nation—certainly in the history of modern times—are they content with how the Electoral Commission behaved and will they instigate change in how the Electoral Commission behaves? There has been no effort to scrutinise how the Electoral Commission member would avoid any of the political activity or any of the conflicts of interest that would ultimately arise as they have arisen in the past. If the Electoral Commission cannot be trusted on the biggest election in our recent history, in the referendum, this issue really does require scrutiny. I urge the Leader of the House to bring it back.

An allegation of dark money was made to the Electoral Commission in relation to my own party, because we dared to be part of a nationwide campaign. Because the allegations were made on Twitter and on social media, the Electoral Commission thought it had to run with them and bow to them and push for those investigations. It took months for those issues to be dismissed, when they should have been dismissed out of hand.

I must say that the way that this commission is structured allows for the fuelling of these attacks on people. It has taken months for it to investigate people—to be a judge, a jury and an executioner itself. Effectively, it acts with the same carte blanche that the Star Chamber would have used in years gone by. All of this needs to be reformed. If we are in the process of considering these matters of reform, why are we in the process of appointing people who do not have the full confidence of the House, not in themselves but in terms of how the process of appointment is actually taking place? We need to encourage public confidence in this matter, not encourage public concern, and I do fear that tonight’s motion drives public concern.
