It is a pleasure to serve under your chairmanship, Sir Graham, in such an important debate. I congratulate my hon. Friend the Member for Wigan (Lisa Nandy) on securing the debate. I pay tribute to the Communication Workers Union for its tireless work on this issue. Having served as a union representative with the CWU, I have witnessed the dedication of the union and its members in fighting against Crown post office closures. I have been with Royal Mail for 28 years, so I know that post offices are central to daily life in our constituencies. They serve as the hubs for towns and villages, and are the very lifeline of rural communities. It is not just that they serve the public; they have their complete confidence and trust. Post offices are trusted to deliver, receive and collect goods in letters or parcels daily. The public know that they are staffed by dedicated postal staff who are proud to work in the Post Office network and who not only have local knowledge and contacts but are firmly rooted in the communities that they serve.

Postal workers have good jobs that they are proud to do, with terms and conditions second to none, secured through agreement between the CWU and Post Office management. The principle of the Post Office is that it is a business that serves people’s needs, not one that pursues profit. That is the reason why it has dedicated staff who are always willing to go the extra mile, who treat their customers’ goods as if they were their own, who always provide extra help and support to vulnerable customers, displaying patience and willingness to help customers in need, who will help and guide customers when a form needs to be filled in, who take the time to speak to their customers, and who use their local knowledge and contacts to contribute to daily community life. It is that sheer dedication to the customers that has made our post offices so cherished by the public.

The Post Office is not a new business. It has lasted over 500 years. Postal workers have been proud to wear the uniform and are proud of the Post Office’s history. I remember when the Royal Mail was one big network, dedicated to serving the public good, with postal workers united in purpose to support customers—as they still do. We never missed a single letterbox. We delivered six out of seven days a week. We were out in all weathers, come rain or shine. We dealt with the public’s goods across the UK, from Land’s End to John O’Groats. We worked day and night to collect, transport, separate and deliver goods within a 24-hour turnaround. For 21 years, I fought successive Governments to stop the sale of Royal Mail, but eventually a Tory-Lib Dem coalition was successful in selling it off. I said then—and say it today—that Royal Mail was not for sale.

Despite the sale of Royal Mail, Post Office Ltd was kept in public hands, but post office closures soon followed, and some post offices began to be moved into the private sector. Along with redundancies, there were attacks on terms and conditions by the new management. Good people, who were dedicated to and passionate about their work, were treated as just a number—and that number was the amount it would cost to make them redundant. A choice was put before them of accepting a redundancy package or continuing in their job with worse terms and conditions than they had enjoyed. Let me be frank: that is theft. They steal our jobs and our terms and conditions, all of which we won through the collective efforts of our unions and their members.

We were told that some closures were necessary—that some were carried out to protect other post offices and that no further closures would occur. Each time, those promises to the workers and the communities that rely upon post offices were broken. We now face the prospect of the Government giving away more public money to help to sell off a further 74 Crown post offices, severing the connection between the post office and the community and leading to the loss of more dedicated staff. It is another blow to Britain’s high streets. That public money is being awarded to WHSmith, a company that holds the hotly contested Which? award of being voted worst retailer by consumers. It offers low pay for its staff, poor terms and conditions, and service standards lower than those expected in our post offices. This race to the bottom will simply lead to a decline in the service that the public receive and a decline in standards, which will tarnish the proud history of the post office network and its dedicated staff.

I will do all I can—I know the CWU will do likewise—to fight the planned sell-off of our post offices. From the support shown in this debate by the Labour party, we can say that we will be doing all we can, unlike the Tory party, given the empty seats on the Government Benches. Not one Government Back Bencher has turned up to try to defend themselves. The battle to protect our vital post offices is one that must be fought and, more importantly, it can be won. I pay tribute to Liam Murphy, a CWU rep. I stood alongside him, Glasgow and District Amal postal workers and Carole and David Bowmaker, who are good, hard-working union reps. We fought twice, and we won. East Kilbride still stands today as a Crown post office. If the battle comes again, I will stand with the same people, standing up for that local community. I also pay tribute to the CWU national officer, Andy Furey, who is here today. He has dedicated his life to fighting these battles. He has been all around Britain talking to the people now sitting at home, wondering, “What happened to that good job I had?”

This Government meddle, meddle, meddle. It is their job to meddle, but I ask them to stop the closure and sale of post offices, work with the CWU, listen to local communities and invest in our Crown post offices, protect the high-quality service that the public deserve and expect, and provide some long-overdue job security to the dedicated staff.

It is not watered-down. The hon. Lady should see that the changes we are making, including on the ability to request a change from a flexible contract to one that has a fixed number of hours or days, are important reforms. They build on the rights to request, for example, different parental leave, which have proved successful in the past. The hon. Lady should not dismiss reforms that have proved valuable in other contexts.

I welcome this report as a starter. I am a proud Member of this Parliament who pays their intern staff a real living wage—£10 an hour—in a modern MP’s office. The Sutton Trust has found that 70% of all internships taken annually in the UK are unpaid. When will this Government take action to end the scandal and exploitation of unpaid internships? May I also ask that we pay modern wages in this Parliament and in this House for all staff who work here so that we practise what we preach?

I am grateful to the hon. Gentleman. He will be aware that we are increasing the resources available for the enforcement of the national living wage, and that applies to people who are employed. They may have the description of interns, but if they are performing paid work, they are entitled to the national living wage.

I am very aware of the hon. Gentleman’s point. Only last week, I met with Hilton Hotels and Resorts, a big employer in this sector, while the Grove, in my own constituency, has raised exactly the same point. The industry has a high turnover of labour and, as he says, has depended for some time on labour from abroad. I hope that more UK people will enter the hotel and hospitality industry, but the fact is that in many areas there is almost full employment.

I am a proud member of the Communication Workers Union and a former postal worker. The Minister has said in written answers to Members that the privatisation of the Post Office is a commercial decision for the Post Office and that the Government only set the strategic direction. Nevertheless, the Post Office has decided to privatise these Crown branches and is using tens of millions of pounds of public money to bankroll it. This is a disgraceful situation. When will the Government start exercising some basic financial oversight?

I am sorry, but I entirely disagree with the hon. Gentleman. We have no closure programmes. I should add that under Labour’s management of the Post Office its network shrank by 37%, which resulted in 7,000 closures, and that in the first five years of Labour Government the Post Office went from being in profit to having losses of more than £1 billion.

I beg to move,

That this House has considered the future of the former steelworks site in Redcar constituency.

It is an honour to serve under your chairmanship, as always, Mrs Moon. I pay tribute to all colleagues who are here to support this debate. The former steel site in my constituency has huge implications for the entirety of the Tees valley, so I am pleased that colleagues from both sides of the House are here to work towards the future of the site. As someone once said, we are all in this together. Regionally, locally and nationally, it is vital that everyone does their bit to ensure we build up from the devastation three years ago and get our communities back on their feet. The site is the key to the future of the Tees valley economy.

I secured this debate to draw attention to the biggest opportunity for new industry and jobs in the UK, and hopefully to send a strong message to investors around the world that the Tees valley is open for business and has the Government’s full support behind it. The South Tees Development Corporation site covers almost 4,500 acres on the south bank of the river Tees. It was once the beating heart of industry, with shipyards, blast furnaces and chemical works lining its banks, and employed tens of thousands of people at its peak. On a visit to Teesside during the 19th-century boom, William Gladstone observed:

“This remarkable place, the youngest child of England’s enterprise, is an infant, but if an infant, an infant Hercules.”

Those booming, Herculean years sadly did not last forever. Although the area is still home to many successful businesses, its industrial footprint is significantly reduced and employment opportunities are much fewer. We aspire to rebirth the infant Hercules again by combining our great skills, infrastructure and our location in the north-east to build a new generation of industry and deliver growth across the Tees valley. Again, I welcome the support of colleagues from across the region. The jobs and investment that could be created in the Tees valley are of benefit to workers and businesses in every part of our area, and colleagues from all parties are lobbying hard for our region to get the support it needs.

The steelworks site—the epicentre of the devastation three years ago, from which our local economy has struggled to recover—must be seized as an opportunity to truly realise the northern powerhouse. The first mayoral development corporation outside London, led by cross-party politicians and local business, is working its socks off to realise the site’s potential. Our local master plan for creating 20,000 jobs on the site builds on interest from more than 100 global investors. Those investors and my constituents desperately need the work that I had in mind when I secured this debate.

The master plan demonstrates to the world that we have a clear vision in Teesside for the jobs we want to create. The support we have received so far from the Government, including the measures in the Budget, which I will speak about shortly, is a welcome demonstration that they have an appetite to help us deliver our vision. However, if investors are to commit to invest in Teesside, they need to know, when they head into negotiations with the development corporation, that the Government are fully behind the project. For investors to be confident that Teesside is the place to be, they need greater certainty that the development corporation is equipped with everything it needs to deliver the plan, and that the Government’s long-term financial commitment is certain. I seek those assurances from the Minister today.

First, I want to talk about some of the successes achieved by local people who have rolled up their sleeves and got on with driving our area forward. I am incredibly proud of the local teamwork to support people who lost their jobs at the steelworks, and to help many others into work. After the devastation three years ago, the community, local authorities, and local businesses, partners and politicians rallied together to put in place excellent support services. We did not just sit back, leaving the damage to smoulder.

I just want to send a message of solidarity from Lanarkshire, where Gartcosh closed in 1986 and Ravenscraig closed in 1992. Both are big scars in Scotland, and both are still empty fields. Housing is getting built, but the work promised to us is very slow. I totally agree with my hon. Friend about what we have seen at Redcar. Jobs need to come to the places that jobs were taken away from.

I really appreciate my hon. Friend’s intervention. He makes his case incredibly powerfully. In so many communities around our country—in both England and Scotland—we have seen the devastation that can happen when industry declines and nothing replaces it. The site is of such fundamental importance to our local economy, and we cannot just allow it to smoulder. We cannot allow those jobs and skills to be lost. The next generation must not feel that they have to move away. We have got to accelerate the progress today.

As far as the Asda-Sainsbury’s merger is concerned, my right hon. Friend the Secretary of State has been in close contact with the chief executives of both organisations. They have confirmed that there are no planned store closures as a result of the merger.

Asda and Sainsbury’s combined will have a workforce of 330,000 people. Will the Secretary of State provide any assurance to these workers today that the Government will do everything in their power to stop any job losses or any cuts to pay and conditions? Is this a supermarket deal for workers and customers, or is it one for private profiteer shareholders?

I see that the hon. Gentleman is nodding, and thank goodness for that. I thank him, too, for his support for the Bill—he was actually a very early supporter of it.

My hon. Friend the Member for Glasgow South West (Chris Stephens) is absolutely right. I argue, as I am sure that he, as a man with fine trade union credentials that would be tough to challenge on these Benches, does too, that employment law is heavily stacked in favour of the employer. It actually provides employers with sufficient instruments to try people out as it is. Why can people not be put on a probation period, as is normal in most mainstream jobs where good employers do that? For example, the Conservative-led coalition, of two Parliaments ago now, changed employment law so that people can effectively be dismissed in the first two years of employment. That is something that I disagree with; I would not have voted for that. None the less, with those kind of instruments at employers’ disposal, there is no need to try people out for 10 hours, 40 hours, or four weeks, as I mentioned earlier.

I thank the hon. Gentleman for giving way. Does he agree that working conditions are deteriorating? I have known sons and daughters—I have known many people—who have suffered the abuse of unpaid work. That is why I strongly support the trade union movement. I suggest that everybody should get into the trade union movement to stop the abuse of workers. If the Tory Prime Minister was prepared to put money where her mouth is, she would support these workers and stop this practice.

I am very grateful to the hon. Gentleman for his point. There is an important message there that I know the Scottish Trades Union Congress would wish me to send: workers who are affected by this practice, and those who are not, should join trade unions. The prohibitive problem is that, where people are in that kind of precarious work, it is financially difficult to sustain a trade union membership. This Bill will help to give some protection and some security to people who badly need it; the hon. Gentleman is right on that point.

I am sure that the right hon. Gentleman will make that point again as the debate progresses. However, I think that using a ferry to get to Moray would incur a greater surcharge when we can use the road, rail and planes as anyone else would.

Marion from Speyside bought a new shower earlier this year. She knew the design that she wanted; she knew the model, the product, but she ended up buying it from Germany with free packaging and postage. That was cheaper than using other firms that advertise free UK mainland carriage, because of the large surcharge on AB and IV postcodes. She added in her email to me,

“It is this type of pricing that really annoys me as you are often at the final stages of paying before you find out. I am glad you and Mr Lockhead are highlighting this issue.”

I am grateful to the hon. Gentleman for securing this debate. Having worked for Parcelforce for 27 years and been a union rep, I am well familiar with the surcharge debate, because we have been arguing about this for 20 years.

This is the problem: these companies, which the hon. Gentleman is referring to and his constituents have talked to, advertise postage and packaging and they make a massive profit out of it, but the final mile is left with Royal Mail. These companies charge a fortune for the parcel, take a piece of the postage and packaging, and make a massive profit by only handling the parcel once; the parcel is given to Royal Mail and we do the final mile. That is why our wages have been under threat, because that is a cost efficiency that costs Royal Mail a lot of money. These people need to be exposed and I thank the hon. Gentleman for doing that today.

I am grateful to the hon. Gentleman for his intervention. The discussion I had at my local sorting office on Monday suggested that these companies pick all the low-hanging fruit. They are quite happy to deliver to the more urban areas where they can get these parcels out very quickly, but they leave the more challenging areas to Royal Mail, or, as we are speaking about the private couriers, they just refuse to deliver to some of these areas at all. That is unacceptable.

I have spoken about a number of products that I expected to speak about in this debate, such as showers. I did not think I would be speaking about pigeon racing, but I have a constituent from Elgin, whose hobby is pigeon racing. He is a member of the North of Scotland Federation and the Elgin and District Racing Pigeon Club. He tells me that all the members of the Elgin club send away for various products for their pigeons and most of the companies that sell to them believe that Moray is not attached to the UK mainland. As soon as you punch in “IV30” to the address section, up pops an attachment saying that special terms apply. He tells me that there is in fact a website from Spain that will deliver cheaper to Scotland than the biggest online pigeon supplier in the UK, which trades from Scarborough. That is surely not acceptable.

Finally, I want to mention Rebecca from Stacks Coffee House and Bistro in John O’Groats, who started a change.org campaign in July to help bring to light the widespread issue of delivery costs to the highlands and islands, and Scotland as a whole. As of this afternoon, that petition had attracted 13,600 signatures. The website they have set up is a great way of presenting the case against these rip-off charges and to show people that the politicians are taking their views seriously. One quote on the website summed up the situation well. It said:

“If a company can deliver to Land’s End for free…they can also deliver to John O’Groats.”

A gentleman called Alan, who had seen me raising this at Prime Minister’s questions, contacted me. He had tried to get a kitchen worktop delivered to the Kyle of Lochalsh. The delivery was £475. However, when he put in his in-laws’ address in Fife, it reduced to £40.

Someone I know from Wick contacted me about how it was cheaper to get something for his business delivered further south in Scotland, but it also had a delivery guarantee for the next day. When it did not arrive on time, he complained and sought a refund. The company refused. When he said he would pursue this, he was told that they would cancel his whole order and take back all the goods. In other words, a very blatant threat of blackmail: “Don’t speak up about delivery prices and standards, and if you do, we will punish you.” It is simply not good enough.

This does not just impact individuals. I have heard from a small business in Moray, which regularly gets better service from a supplier in Lower Saxony, Germany, than from the United Kingdom. The point is that high delivery charges contribute to a relatively high living cost in remote and rural areas. It acts as a disincentive to entrepreneurs setting up businesses, which could mitigate depopulation caused by declining employment opportunities in traditional sectors. I hope that the Minister will agree with me that this should be of concern to Highlands and Islands Enterprise and I am very keen to work with it to ensure that we can move this campaign forward.

In the last few minutes, if hon. Members will allow me, as the mover of this debate, I will finish with some personal experiences. My wife is celebrating her birthday today in the north of Scotland, separated from me by 500 miles. While I cannot be with her, I was hoping that if I mention her in the debate tonight, that may make up for my absence. That allows me to say that given that her birthday is on 20 December, it is difficult for me, like any man, to come up with present suggestions. She is always very efficient. She gives me a list and does not trust me to use my own initiative; I have a list of the presents I have to buy her for her birthday and Christmas every year. But like all of my Moray constituents, when I purchase these presents for her and I put in my IV30 postcode, I get charged a fortune to have it delivered.

I, too, will cut my speech short as a courtesy to everybody else. Along with the hon. Member for Moray (Douglas Ross), it is my mother’s birthday today. I send her a happy birthday—her card is in the post.

In conclusion—I will make it short—Scotland and Northern Ireland are not in isolation. We have roads, bridges, boats and aeroplanes where needed. We—I am talking about the Royal Mail, given my connection with it—deliver six days a week. We keep the universal service obligation—the USO. To those private companies, it is a UFO. Some private profiteers believe that we have UFOs, but we do not. They should stop ripping off customers with these surcharge prices. We can do it; we do it six days a week. We give a fantastic service. I ask Ofcom to look at the prices. If it can set them, we can deliver on time. Then when we talk to customers, we can talk about the quality of service, not the surcharge price.

Finally, on behalf of Santa Claus, I thank all postal workers for the hard, dedicated work that that they do for us, and wish them all a merry Christmas.

Almost all Royal Mail’s 142,000 staff are on permanent contracts and earn above the living wage. Employees own 12% of its shares, and it has been a Times top-50 employer for women for four consecutive years. The Government will protect workers’ rights, ensuring they keep pace with the changing labour market.

Today is postal workers day, and I am sure the House would like to thank all postal workers in Royal Mail and Parcelforce for the good work they do all year round, six days a week, in all kinds of weather across the UK.

Royal Mail was not for sale. Under this Government and privatisation, its employees face worse pay and conditions and attacks on pensions, along with the threat of more job losses. Will the Minister renationalise Royal Mail?

I heartily agree with the hon. Gentleman’s celebration of our postal workers today. As he says, they will deliver in all weather to 29 million addresses across the country over the festive season. I cannot agree, however, that renationalisation is the answer. Royal Mail is in negotiations with the Communication Workers Union, and progress has been made following mediation by Professor Lynette Harris. I assure the hon. Gentleman that there would be a great loss to the postal workers, who, let us not forget, own 12%—

I will be as brief as I can. I worked for Royal Mail and am still employed there—I am on a five-year career break—and I am proud to be a Communication Workers Union member. I pay tribute to my hon. Friend the Member for Dulwich and West Norwood (Helen Hayes) for calling this debate and ensuring that as many Members know about this issue as possible.

This is an important debate for me. I spent 27 years working for Parcelforce—I am still employed by it—delivering in and around my constituency, which I am now fortunate enough to represent here in Westminster. In fact, when I chat on doorsteps, I simply ask local people to keep letting me deliver for them—this time in Westminster rather than in the villages and rural areas around Coatbridge, Chryston and Bellshill.

This debate is not just important for me; it is important for everyone in this country, from Land’s End to John O’Groats. I spoke out against and challenged the privatisation of Royal Mail by the coalition Government. I was here at the time campaigning; my name is mentioned three times in Hansard. I was really involved in this debate. It is very hard for me to accept some of the stuff that the hon. Member for East Dunbartonshire (Jo Swinson) said, because the Lib Dems made many bad decisions during those five years. Inconvenience—Royal Mail was not for sale. It should never have been sold, and I cannot help but remind colleagues that it was taken through this House by the Lib Dems’ current leader. I will not name him, but I will not forget him.

It will not be a surprise to Members who follow me on Twitter and know a little about me that I am a proud member of the Communication Workers Union. My focus is on Coatbridge, Chryston and Bellshill, but I very much view part of my role in this House as standing up for workers in this country—in particular, our postmen, people on zero-hours contracts and every single working person in this country who is being treated wrongly in my eyes.

Since Royal Mail was privatised in 2013 until May 2017, 142 delivery offices have been closed. That amounts to losing 10% of the network in just three and a half years. Disgracefully, more offices are now slated for closure as Royal Mail looks to implement a wide-ranging and unwanted cost-cutting programme. These closures mean something. They have an impact; they change people’s lives for the worse. I cannot understand how closing delivery centres can be defended when we know the impact that will have on older people, those with disabilities and mobility issues, and those without a car.

The hon. Member for East Dunbartonshire mentioned that letters are in decline and yes, letters are declining, but packets and parcels are increasing because people now live off the internet. They do not go shopping any more, and the Royal Mail carries the bulk of that post. Remember that, because the strike is coming up. The disadvantage and disruption caused could be huge, and there is little interest in addressing it, made worse by the fact that a privatised Royal Mail could make the changes because the provision of delivery offices and collection points is not regulated. It can do what it wants, without question—perhaps the Minister will take that up for us and have a look.

The changes and the resulting problems are affecting all parts of our country. My hon. Friend the Member for East Lothian (Martin Whitfield) has been working with his community to stop the closure in Gullane.

Just to explain, when the bank branch in Gullane, East Lothian, was closed, the bank held up the post office as the answer to all the problems. Unfortunately, because of an illness, the post office closed, though only temporarily. However, that temporary closure continues, apart from two hours a week when the post office is in the village hall. That is unsatisfactory for the community and is tearing the heart out of the high street. It needs to be stopped. There is a responsibility to communities.

That is happening up and down the country—or else the banks are meant to replace the post offices, but the banks and the post offices are all shutting down. Need I say more? Instead, let us open another betting shop, another place to gamble money away or treat people wrongly with charity shops.

My hon. Friend the Member for Hornsey and Wood Green (Catherine West) has been leading a campaign against closures in her part of north London, a campaign that has developed a real following in print and social media, because people are fed up. Those are just some examples of what is happening, and we have heard many more, including from the hon. Member for Falkirk (John Mc Nally). I thank him for that.

I cannot speak today without mentioning the Royal Mail dispute that has been in the media recently. It will continue to be in the media. For those who do not know, 110,000 postal workers in Royal Mail were balloted on whether they supported taking industrial action—110,000 people up and down the length and breadth of this country, United Kingdom workers who check our letter boxes every single day, in all kinds of weather, six days a week, with a universal service obligation or USO to do that. That is what the Royal Mail got when we privatised it.

Millions have fought and died for the rights of workers and working people, and it is the right of all of us to withdraw our labour if the right terms and conditions are not in place.

The hon. Gentleman just mentioned the Royal Mail dispute. Does he agree that the results of the ballot, which easily surpassed the restrictions imposed by the Tory anti-trade-union Act, show the depth of feeling of the Royal Mail workforce?

Totally. This is all about anti-trade-union laws and workers again being treated the wrong way. A yes vote of 89.1% on a turnout of 73.7% suggests that the country is standing up to the Government and saying, “Enough is enough!” Every community should support our postal workers, because they are doing their best. They are only human beings, working-class people, doing their best and serving their communities every single day—support them.

I hope that a strong, collective and loud voice will be heard loudly and clearly not only by Members in this House but by Royal Mail bosses—I know you are listening and, if you are, come and join us, sit at the table, look us in the eye and talk. The postal workers do not want to go on strike; they want a deal, and a deal can be done. That is all we are asking for.

What are the postal workers going on strike for? Pensions. Royal Mail announced changes to pension agreements that will see thousands of working people stand to lose up to 45% of their entitlement. People are living longer, so how dare they? It beggars belief to make changes that will see people thousands of pounds worse off in retirement. That is what the strike is about. It is not just about the pay—they were due a pay rise in April this year, but no rise came. Four pillars are mentioned, but pensions is the thing we are talking about, because they are attacking workers.

While workers got no pay rise in April, chief executive officer Moya Greene—listen to this, Moya—received a 23% increase in her pay package and took home almost £2 million. Is that the country we live in now? Moya, you have been asked to go to the table—go to the table, sit down and talk to the workers. How can Royal Mail not want to invest in and support its workforce? How can it not do that? We have just heard those figures, and Royal Mail’s failure reflects the wider issues we have in this country—working people are suffering and it will only get worse unless we see my right hon. Friend the Leader of the Opposition in Downing Street. He will be welcome any time.

There are issues around industrial agreements and, more widely, the future of Royal Mail. Where are we? Rather than wanting to get around the table, and rather than wanting to negotiate and show some respect, Royal Mail has decided on immediate legal action. We are going to the High Court tomorrow. That is what we receive for the high result despite the anti-trade union laws—we play by the book, we get the result, but Royal Mail still wants to go to the High Court.

The CWU is not afraid of debate and mediation. It is committed to finding the best way forward for its members, for the future of the service and, importantly, for the millions of people across the four nations that make up our United Kingdom. I condemn the Royal Mail for going to the High Court, but the CWU will be there tomorrow, at 10.30 am, and I hope to join our CWU members there—everyone is more than welcome to come and join me.

Finally, I again thank my hon. Friend the Member for Dulwich and West Norwood for securing the debate. This is such an important issue, not only for Royal Mail workers and the ordinary people of this country, but for everyone. We are not going down the way, we want their pay up the way.

I thank the hon. Lady for her question. I will take that point back to Royal Mail. I have been given the impression that the consultation requirements for changes such as the relocations and closures that we are discussing are the same for Royal Mail as they are for the Post Office. If that has not been the case in her constituency, I will raise that issue directly with Royal Mail.

Many local residents and businesses rely on the convenient facility that Royal Mail offers for the collection of parcels and items of mail. Where closure or relocation is necessary, Royal Mail takes care to ensure that there will be no impact on deliveries to its customers. I recognise from comments that have been made in the debate that there is a strong feeling that that statement does not seem to transmit to Members present or, possibly, to the wider public.

The postmen and women who deliver to the postcode areas covered by a relocated delivery office will continue to serve the local community. Customers do not have to visit a delivery office to collect items of mail if they are unable to do so or are not at home when Royal Mail first attempts delivery. The hon. Member for East Dunbartonshire (Jo Swinson) raised concerns about the alternative methods that are in place, which I will run through before I come to her proposal. Royal Mail has put in place a variety of options to ensure that customers get their deliveries in the most convenient way possible. It will always attempt to leave an item with a neighbour in the first instance, and customers may nominate a neighbour to take in their parcel. It is also possible for customers to arrange a delivery free of charge on a day that is convenient for them, including Saturdays. A further option is to arrange for the item to be delivered to a different address in the same postcode area. Those are several ways in which Royal Mail has attempted to maintain customer service.

The hon. Lady proposed that local networks of delivery points, including post offices, should be considered. There is already an option to redirect mail to a post office —that is a paid-for service, for which I believe the charge is 70p—but I am sure that Royal Mail will be open to that suggestion and others, as it is determined to improve its customer service throughout this change process.

The Minister mentioned post offices. The whole point of the debate is that post offices are shutting down on the high street and that people are travelling further to collect parcels.

The hon. Gentleman is not quite right about that. Post offices are not closing. In fact, the post office network is now sustainable; more outlets are opening for many more hours.

If the hon. Gentleman means Crown post offices, I understand his point. Many of those post offices are being franchised to other retail outlets, but some of those outlets are more convenient for customers. That point should not be lost on him.

While I am addressing the Post Office, which is not the subject of this debate, I will take up the point made by the hon. Member for Falkirk (John Mc Nally). I am not aware of the closure at the moment of any Royal Mail distribution centre in Falkirk, so perhaps he will provide the details. As far as I am aware, there is not one closing in Falkirk. He talked about the closure of post offices up and down the country. That simply is not the case. I will send him the statistics for post offices opening, rather than closing, around the country. The total numbers bear out what I am saying.
