It is a great pleasure to take part in this debate under your chairship, Mr Efford, and it is a privilege to follow the right hon. Member for Orkney and Shetland (Mr Carmichael), although I hope someone has noticed that the annunciator has been displaying the hon. Member for Hitchin and Harpenden (Bim Afolami) as speaking in this debate for the last 10 minutes. When Hansard is produced, I trust that the right hon. Member for Orkney and Shetland will get the credit for his contribution and that it will not be inadvertently attributed to a Member who is not present.
I will speak very briefly because the case has been made so powerfully, and I cannot wait to hear the Minister, given the spoiler alert in the previous speech. I will speak on behalf of Mixamate, which operates in my constituency in south Leeds. I have looked at all the documentation that it has produced, and it seems to me that it has made a really powerful case. This is an innovative product. Anyone who, for their sins, has tried to mix extremely small amounts of concrete with a spade and shovel will know what a boon it is to have machinery that can do that. It has the flexibility to deliver for longer than the two hours to which drum mixers are confined. It has different strengths and can produce different quantities for different places. It is a great innovation, so I say well done on that.
A factory in Sheffield has been responsible for production, but, as we have heard, orders have decreased. I am perplexed as to why we are in this situation. Like the right hon. Member for Orkney and Shetland, I have looked at the Department for Transport news release that announced the weight increases, including, interestingly, for the longer semi-trailers—known in the trade as LSTs—which will be subject to a 44 tonne weight limit. At the same time, the Government are saying that the weight limit for VCMs has to come down. All of the arguments in the briefing material that the VCM sector, including Mixamate, has given to assist us in today’s debate are also made in the Department for Transport’s press release. That includes arguments about fewer journeys and carbon reductions if the vehicle weighs more. Let us not forget, either, that if a VCM does multiple drop-offs, its weight will go down once it has delivered the first part of concrete. I note with interest that Denmark had proposed to do the same, but it has now reversed its approach.
Is this about weight? As I understand it, National Highways said that 44 tonnes on five axles, and 38.4 tonnes on four axles was not a problem. If the issue is weight and the impact on road surfaces, bridges and so on, why on earth has the Department for Transport made three recent announcements on increasing the weight limits, as mentioned by the right hon. Member for Orkney and Shetland in his powerful speech? I can only echo everything he said, and, like others, I look forward to what the Minister has to say.

Commons ChamberMore detail will be added when the six monthly report for HS2 comes before the House. We also have the enhancement pipeline, which we will look to publish in the months to come. That will detail the investments we can make off the back of HS2. My hon. Friend makes a very good point about the benefits that accrue from HS2: not just passenger trains on the existing network, but the ability to take freight off the existing line. I am very happy to take further representations from her. She is very passionate about projects for north Wales and we will continue to talk.
Despite having been repeatedly promised that HS2 to Leeds would be built, the Government broke their word. At the time, they promised they would look at the most effective way to run HS2 trains to Leeds, but just now, in answer to the right hon. Member for Elmet and Rothwell (Alec Shelbrooke), the Minister speculated—if I heard him correctly—on what he would do about safeguarding land if it does not prove possible to do that. Can he clarify whether he is indicating to us that it may not prove possible even to honour the second promise and that it looks as if we will be disappointed again?
Perhaps I can clarify and try to assist, because I can see the obvious trap I am being invited to fall into. First of all, the Leeds route study has to be published, responses have to be returned, and then a decision has to be made on how and whether it is possible to get HS2 trains to Leeds. That has an impact on Leeds station, which is currently about 115% over capacity. There are also implications for the ability to invest in Leeds station. The whole basis I am trying to lead to is that we have to get the study out and the responses back, and then the decision can be made as to what occurs. That lends itself to what happens to properties that have come into possession. I hope that orderly process is now clear to the right hon. Gentleman.

General CommitteesI was going to ask the Minister a question, but his speech was so short that he sat down before I stood up. He will be aware that the slots formerly held by Flybe, which has gone bust, have been passed to British Airways, but a bit of an argument is going on about whether some of those slots should instead go to Loganair. Will he explain how the regulations may affect that particular set of circumstances?

Commons ChamberMy hon. Friend is absolutely right. London colleagues will be battling with the Government in the next three days over promises that were made to Londoners about TfL funding, on which they are again engaging in that brinkmanship.
Does my hon. Friend share the frustration of so many people in Leeds and Yorkshire that, after 11 years of planning and working hard, the Government cancel the eastern leg and the integrated rail plan says:
“We will look at the most effective way to run HS2 trains to Leeds”?
We do not have to look very far; there was a plan, which the Government have reneged on.
Absolutely. I am afraid, as my right hon. Friend has pointed out, that the IRP is full of nonsense like that.
The economic case for delivering the original plans as promised could hardly be stronger. Both schemes would have created more than 150,000 new jobs, connecting 13 million people in major towns and cities in our industrial heartlands. Without that eastern leg of HS2, the business case barely makes sense. In the middle of a climate emergency, when we know that we need to double rail capacity in order for the Government to meet their own net zero target, the decision makes even less sense. This was a once-in-a-generation chance to transform opportunity across the whole country, rebalance the economy and level up, but last month the Government tore their promises up.

Commons ChamberMy hon. Friend is absolutely right. I missed that out in my foreword and I apologise—Cleethorpes should certainly get a mention. I am working with my hon. Friend the Minister of State (Chris Heaton-Harris) on a potential direct service from Cleethorpes to London. Just a week or two ago I visited the ports, and I know the importance of connectivity with those ports.
The Prime Minister repeatedly promised that HS2 and Northern Powerhouse Rail would be built in full. Today that promise has been broken, and Leeds and the north have been betrayed. Can the Minister explain—this is insofar as I understand the details; I have yet to read the full report—the logic of taking HS2 from Birmingham to East Midlands Parkway, building a new high-speed line from Leeds to Sheffield, but leaving a huge great big hole in the middle, which would have Victorian railway engineers scratching their heads in disbelief, to save what The Times says is £10.3 billion? What is the purpose of doing that?
I think I can reassure the right hon. Gentleman. One of the purposes of Northern Powerhouse Rail, which we are delivering, is to slash journey times, for example from Leeds to Manchester, and we will deliver exactly that. We will provide a journey time of 33 minutes from Leeds to Manchester, which he will know is a very significant improvement. That is not the only thing. We will also cut the journey time from Leeds to London to one hour 53 minutes, and to Birmingham it will be an hour and a half. All those journey times will be coming down dramatically because of the steps we are taking today. We have also announced £100 million to look at the best way to run HS2 trains into Leeds, as well as to sort out the long-term problem that Leeds does not have a mass transport system—I think it is the biggest city in Europe without one. We know there have been many attempts at that over the years, but this time we intend to ensure it is followed through. There is a lot for Leeds in this package, which includes, as it happens, getting Northern Powerhouse Rail to run to Leeds, and I hope the right hon. Gentleman’s constituents will feel the benefits of that.

That is a contentious point. HS2 would emit seven times less carbon than the equivalent car journey. I would, however, ask the Government whether they plan to adjust that calibration in light of the goal that the UK aims to have all electric vehicles by 2040.
Economically, HS2 could bring benefits, including for my own city of Coventry. Nationwide, an estimated 500,000 jobs and 90,000 new homes have been pledged as part of the HS2 project. Currently, HS2’s construction supports 9,000 new jobs and has created contracts for 2,000 businesses, of which some 1,400 are small and medium-sized enterprises.
Given what we have heard about the clear economic benefits and the additional connectivity and capacity that HS2 will provide, does my hon. Friend share my deep concern that we keep getting reports in the newspapers and elsewhere that the Government are going cold on the HS2 route to Leeds? We have been given a clear commitment. Does she hope, as I do, that the Minister will make it absolutely clear that the Government remain committed to building HS2 in full, including bringing it to Leeds?
That is a commitment that I am coming on to and I will ask the Minister to provide more information on that.

Commons ChamberFollowing the timetable chaos, the fragmentation and three franchise failures on the east coast main line, my constituents already knew that privatisation did not work, so I welcome the Secretary of State’s acknowledgement of that today. However, we know that Transport for the North’s core funding has been cut and that transport spending per head in London is three times larger than it is in Yorkshire and the Humber, so my constituents would like to know what benefit today’s announcement will bring for HS2 phase 2b to Leeds, future investment in Leeds station and getting on with Northern Powerhouse Rail.
The right hon. Gentleman will not have to wait very long for the answer, which I mentioned before, about the integrated rail plan, which includes things like what will happen on 2b east to Leeds and much more on the east coast main line, as we were just discussing.
I want to pick the right hon. Gentleman up on one point. I was in the middle of nodding and agreeing with him, certainly about the timetable debacle and what that demonstrated, but it is not the case that TfN’s core funding, as he describes it, has been cut. It has the money in the bank; it has not spent it. The actual spending is in the billions of pounds, while we seem to have got stuck talking about a £3.5 million administrative fund that is already in the bank.
My point is this: we are committed to levelling up the north—all constituencies, including the right hon. Gentleman’s own—and it will not be very long before we are saying more about that through the integrated rail plan. I entirely agree with him that it is many years overdue, but it is great to have a Government who are getting on with it now.

Commons ChamberI thank my hon. Friend for her support for this innovative form of transport technology. Trials of rental e-scooters began last July and have been a huge success: over 2 million trips have been taken and 5 million km ridden—the equivalent of six times to the moon and back. But the Department has written to all major retailers of e-scooters in the UK to ask them to make it clear to customers that it is illegal to use e-scooters on public roads. Retailers make this clear online and in their stores, and motoring offences will apply to the private use of e-scooters. The local police are fully engaged and have enforcement powers, and they are expected to use them.
I actually agree with the right hon. Gentleman; it probably would have been sensible to start the entire project from the north to the south in the first place, but having looked at this in great detail, not least through the Oakervee review, I also know that chopping and changing those plans partway through is the most expensive possible outcome and does not work out. None the less, we are committed to ensuring that the integrated rail plan answers all these questions, and his point has been clearly heard.

I want to reiterate the Government’s commitment to HS2 and to enabling the east midlands, Yorkshire and the north-east to reap the benefits of high-speed rail services.
I congratulate the hon. Member for Broxtowe (Darren Henry) on securing the debate. The Minister will be aware—he has heard the views expressed this afternoon—that splitting the Bills into two has given rise to concern about potential for delay or worse in respect of HS2 east. My constituents in Leeds, who really want this, for better transport links and for jobs, would be grateful for a specific commitment from the Government, namely, that they intend to proceed with HS2 east—I am backing up what the hon. Member for Broxtowe had to say—to Leeds, at the same time as the western leg to Manchester.
The right hon. Gentleman makes a good point. The reason why we have talked about doing this in more than one Bill is to speed up the process and deliver the benefits sooner. It was a recommendation that came from the Oakervee review. We acknowledge that the phase 1 Bill was introduced to Parliament in 2013 and did not get Royal Assent until 2017; similarly, the phase 2a Bill was introduced in 2017 and still does not have Royal Assent to this day. Hopefully, the idea of splitting it up is a good idea, put forward by Douglas Oakervee in his review, in order to speed up delivering the benefits of both the eastern and western leg.
Since the announcement of the integrated rail plan in February, I have met local leaders, Members of Parliament and business groups to hear their priorities for major rail investments in the midlands and the north. In all these meetings, regional representatives made it clear how important the potential economic benefits of HS2 are to their local communities. I will therefore address the concerns expressed today and reported in the media about the Government’s commitment to the eastern leg. I will try to respond to all the points raised in the four and a half minutes I have left.
In February, following the Oakervee review, the Prime Minister confirmed that HS2 will go ahead. He also committed us to delivering an integrated rail plan to determine how best to deliver phase 2b alongside our other major rail investments in the midlands and the north. As things stand, communities on the eastern leg will be waiting until 2040 to realise the benefits of HS2. That is clearly too long to wait, which is why our integrated rail plan is working on ways to scope, phase and deliver phase 2b alongside other transformational projects, such as the midlands rail hub and Northern Powerhouse Rail, with a view to not only bringing down costs but delivering the benefits of those major investments as quickly and efficiently as possible.
The integrated rail plan will be informed by a rail needs assessment for the midlands and the north by the independent National Infrastructure Commission. The NIC’s interim report was published in July, and we expect its final report to be published before the end of this year. I am aware that there are concerns about what the NIC is likely to suggest in that report, but as an independent body it is right that it looks at all available evidence when undertaking its assessment. Once the report is published, it will be for Ministers to consider the NIC’s conclusions and make final decisions on the integrated rail plan.
I will briefly mention the western leg of phase 2b, as I know that there have been rumours that the Government have scrapped the eastern leg in favour of focusing on the western leg. I confirm that that is simply not true. I made the point earlier to the right hon. Member for Leeds Central (Hilary Benn) that the reason behind this was simply in order to smooth the parliamentary passage of the legislation. We think that delivering phase 2b in more than one Bill, subject to what the integrated rail plan says, is a sensible way to move forward. The only reason why the western leg came forward before the eastern leg is that the western leg is shorter than phase 1 or 2a of the eastern leg. The design of Manchester Piccadilly is absolutely crucial for how we deliver Northern Powerhouse Rail, which is the only reason why we have started a design refinement consultation on the western leg rather than on both legs simultaneously.

I completely agree with my hon. Friend. He will agree that it is right and proper that we do everything we can to keep trade flowing through the port of Dover and the channel tunnel as smoothly as possible. We are taking prudent measures to ease potential pressures on those ports, which is the sensible thing to do. The risk to the taxpayer is not there, because we will not pay unless the service is delivered. The Labour party does not seem to believe in no-deal Brexit planning.
The Secretary of State takes a rather unusual approach to contract letting, because as soon as he is questioned about the ability of the firm with which he has contracted to deliver on what it has promised, he tells the House, “If they don’t do it, we won’t pay.” He said a moment ago that he is confident that the company will be able to run the service, so will he answer a very simple question? Has Seaborne Freight told the Department which vessel it has acquired in order to provide the service, which could be needed in just over two months’ time?
The company has told my Department in great detail about its plans, which are being finalised commercially. We are confident that the firm will deliver the service.
