Had the previous uprating RPI mechanism been in place, there would have been a larger pension increase this year and last year than has been delivered. I am grateful for the hon. Gentleman’s comments about my honesty, so let me pay a tribute to him. As a man who is also frank, he will recognise that the last Government did an enormous amount, particularly through the introduction of pension credits, to reduce the extent of pensioner poverty. In the past, pensioners were always more likely to be poor than the population as a whole, but that ceased to be the case under the policies of the last Government. Indeed, pensioner poverty was halved, as my hon. Friends have said.

The right hon. Gentleman highlights the pension credit, but if he truly believes that all pensioners should receive that extra money, why does he not support the Government’s idea to move towards a higher pension rate for all?

I am sure we will have an interesting debate on the Government’s proposals when the time comes, but there is no doubt that pension credits made enormous inroads—thankfully—into pensioner poverty in Britain.

I want to say something a bit more positive to my hon. Friend. The gist of his amendment is that he believes that fairness demands that benefits go up in line with earnings. The Bill will deliver that for him over what I believe is not an arbitrary period but a sensible, realistic one. He knows that over the five years since it became difficult to find money for things—the credit crunch and financial crisis of 2008—we have put benefits up by 20%, including 5.2% last year, when inflation was very high. With three years of uprating at 1%, we would be on something like 23%. Wages have gone up by 10% or so over that period, and I would wager that on any credible estimate of wage inflation, benefits will have gone up at least as fast as earnings over the whole eight-year period, if not faster. Over a tempestuous period for the economy and the welfare state, we will have ensured that benefits rise at least as fast as earnings, which is a record to be proud of. The Bill will deliver what his amendment asks for—benefits rising in line with earnings overall.

As my hon. Friend has said, the Government have made a difficult decision to deal with the matter in the least unfair way. What has not been said in the debate is that the 1% uprating will not apply to all out-of-work or in-work benefits. Certain particularly vulnerable groups have been deliberately excluded. I hope he will reiterate that.

My hon. Friend is absolutely right to remind the Committee of that. We have made our commitment to the triple lock on the state pension, which means that it will rise by an amount above inflation this April. We have passed cash on to the guarantee credit to ensure that the poorest pensioners get the full increase, protected the key disability benefits—disability living allowance and attendance allowance—and ensured that the support component of employment and support allowance is protected. We can be proud of achieving all those things despite the difficult financial situation.

I enjoyed the right hon. Gentleman’s column in The Guardian today. He imagined that we would make this pension reform work by not making it contributory, but I hope that I have clarified for him that people will still need 35 years of contributions or credits to draw the pension. The straight answer to his question is that the rebate is 1.4% and applies to a band of earnings from the lower earnings limit of about £5,500 to the upper earnings limit of about £40,000. It is 1.4% of that band.

I commend my hon. Friend for the biggest state pension reform for 50 years, but how will it tie in with the other big development, which is auto-enrolment in workplace pensions?

I had the great pleasure of joining my right hon. Friend the Secretary of State at Asda this morning—when he caught up on a bit of his shopping—and meeting shop workers who had just been automatically enrolled by Asda. It was fascinating talking to them, because some were in the scheme already, but many were not. Those who had been auto-enrolled were going to stay in, and one said, “It’s not that much money. To be honest, I drink more than that in the pub over a month.” People are being brought into workplace pensions. We do not want them opening their newspapers and being told, “Don’t bother saving, because you’re just going to be means-tested.” We believe that we have dealt with that problem today, which will make auto-enrolment work as well as state pension reform.

Sometimes when I listen to debates in the House—on a number of subjects—I wonder whether the great British public are, frankly, astounded at the lack of acceptance of the genuine economic crisis facing this nation. The coalition Government exist only because of the situation we inherited back in 2010. Last year, we found out that the situation was worse and that it would take longer to get better. We had honesty from politicians—[Interruption.] The hon. Member for East Kilbride, Strathaven and Lesmahagow (Mr McCann), the Parliamentary Private Secretary, says ludicrously from a sedentary position that we created the current situation, but the great British public know full well that it was the hon. Gentleman’s party and his previous Government who created it. What an absurd statement!

The simple reality is that the current situation means that there are very difficult decisions to take. The Bill is one of them. It is a serious matter, and there have been sensible, helpful and thoughtful contributions to the debate from Members on both sides of the House, but other speeches, frankly, have just scored party political points—[Interruption.] If the hon. Member for Dudley North (Ian Austin) wants to intervene, he is welcome to do so, but he should not chunter from a sedentary position.

Will the hon. Gentleman confirm that, since the coalition’s election in 2010, the Government have increased borrowing by £212 billion more than they said they would?

The hon. Gentleman is obviously not listening. I have said that it has been made clear that getting rid of that borrowing will take longer and be more challenging. However, let us also be clear that if Labour were in government, we would be like Greece. [Interruption.] Labour Members cannot apologise and they shout people down when things that are true are said. The reality is that difficult discussions had to be made when we found out last autumn that the situation was more difficult and that further cuts would have to be made over a longer period. That would be the reality whoever was in government.

Does the hon. Gentleman agree that this is about choices? Certain choices have to be made in what everybody accepts are very difficult circumstances. Nobody likes doing what we have to do today, but it is a job that we have to do if we are to sort this economy out.

It is indeed about choices, and two parties are having to make those choices while the Labour party refuses to make any choices. Labour Members are saying nothing about what they would do or even telling us a single cut that they would reverse.

Ministers from the two parties have sat down and developed a reasonable strategy for reducing the welfare budget. I remind the House that it costs us more than £220 billion a year—more than we spend on health, education and defence combined. Labour Members conveniently forget that they went into the last election with a commitment to reduce that.

At the same time, the Liberal Democrats were clear that there were red lines that we would not cross. We clearly said that we would not accept getting rid of housing benefit for the under-25s; penalising people who have more children; a freeze on benefits; a reduction in benefits; or £10 billion in cuts. What we have now is a much smaller reduction in the budget, but one that is still significant and necessary. The solution is that everybody on benefits, apart, crucially, from those most vulnerable groups, as it is welcome that DLA, attendance allowance, disability carer and pension premiums in the ESA support group have been excluded and will continue to get benefits uprated by CPI—

No. The hon. Gentleman has been extremely rude in this debate, and I have taken two interventions, so I am certainly not going to let him intervene. If he gets some manners, I might think about it on a future occasion.

It was a tough choice, but Ministers, to their credit, worked together in the interests of the country and came up with something that was as fair and reasonable as possible. I do not want to have to do this. I do not want to see any reduction in benefits unless absolutely necessary, but we need to remember that this is temporary. This is a temporary measure which can and will be reversed as and when the economy improves.

The one thing I would say to my right hon. Friend the Secretary of State is that we must get the language right. Talk of trying to divide those who work from those who do not has been unhelpful. On worklessness, as a former member of the Work and Pensions Committee in the last Parliament, I can tell the House that there was an appalling benefits trap under that Government, but they did not have the courage to address it. All members of the Committee said that again and again, and this Government are doing something about it. It is not easy and will not be done overnight, but the universal credit will ensure that people have a safety net and that work pays. That is why it is being introduced, and today’s changes also need to be seen in that context.

It was a Liberal who brought in the welfare state, and that is one of our proudest achievements. The principles in the Beveridge report were for a safety net to assist those who cannot work for whatever reason. If those principles were being breached today, I would not support the Bill, but they are not. Indeed, the level of benefits that we have will increase—admittedly not as much as we would like—and I hope that in the future we will review the situation. This is a tough choice, but it is one that I am prepared to make.

I thank the hon. Lady for her comments. I will of course be very aware of the language I use, and I hear what she says most clearly. I am glad that she is pleased about the slower delivery of PIP and about the independent review that will take place in 2014 so that we can ensure that what is happening is correct and that we are delivering what is intended. We continue to spend over £13 billion, and we will be spending more in every year up to 2015-16 than was spent in 2009-10. I am fully aware of her concerns and we have taken them on board.

I welcome the changes to the descriptors for blind and deaf people and pay tribute to my hon. Friend the Member for Eastbourne (Stephen Lloyd), who has been working with the Department on this issue. These changes will enable blind and deaf people to access much more focused support for their conditions. Will the Minister outline that to the House?

My hon. Friend is right. We listened and consulted, and we have made the alterations required for blind and deaf people in relation to their ability to communicate, make journeys, and so on.

If the hon. Gentleman feels guilty, perhaps he ought to examine his conscience in relation to remarks that he himself has made.

In his report, Professor Harrington said:

“All they call for is a scrapping of the WCA but with no suggestion of what might replace it.”

He added that to

“recognise that things are beginning to change positively in the best interests of the individual… would be helpful.”

This process is an important part of the way in which we help people to get back into work, but the scaremongering that we hear undermines people’s confidence in it, to the detriment of those who are trying to claim employment support allowance.

When the last Government placed the contracts with Atos, they omitted to ensure that work assessment centres were fully accessible. In 31 of them there is no ground-floor access for wheelchairs, which is clearly absurd. What is the Department doing to deal with that?

My hon. Friend has made an important point. We are working with Atos to ensure that as many centres as possible have ground-floor, accessible medical examination rooms, but when they are not accessible, we will try to make arrangements with claimants to ensure that they have access to suitable locations for their assessments.

Those who travel to work using their cars will have been delighted by the cancellation of the 3p increase in petrol tax. By the time the rates are reviewed next autumn, petrol duties will have been frozen for two and a half years, and petrol prices will be lower by 10p a litre. The hon. Gentleman may wave his hands, but that is what matters to people who work. On the low paid, is he aware that those on the minimum wage have had their tax bill halved as a result of the increases to personal tax allowances? That is welcomed by strivers.

I commend my hon. Friend and his colleagues for how they have conducted making this difficult decision. Will he assure the House that people who are vulnerable, including disabled people, those who are sick and carers, will continue to get the same benefits?

I am grateful to my hon. Friend for his support. He is right. As well as the undertakings we gave in our election manifestos on the state pension, my right hon. Friend the Chancellor focused specifically on the most vulnerable. DLA will go up in line with inflation, as will attendance allowance, carers allowance and the support component of ESA. We recognise that money is tight—I recall that someone once said that all the money had gone—but we want to protect the most vulnerable.

As I said, we are happy to look at all these proposals. We are discussing them right now, as has been made clear by my right hon. Friend the Prime Minister and by the Chancellor. But it is worth putting a few features in the public domain. The key issue is that young people who are not eligible for benefits do all sorts of things such as sharing flats and working hard. They use much of their expenditure, on low pay sometimes, to get themselves accommodation. What we are looking to do is make sure there is parity—fairness—in the system so that those who are in a slightly different situation do not get an advantage which is not necessary. It is worth telling the hon. Lady something about that group. About 400,000 claimants who are under 25 are receiving around £2 billion a year, and shared accommodation rates extend to under-35s. That is a lot of money and it is worth looking at.

The Department’s own family resources survey shows that only 10% of under-25s live independently. When we take out all the essential exemptions for people who cannot live with family, the number covered would be very small, so why are we talking about a policy that does not add up economically?

As I said previously, we are looking at all this. Anyway, entitlement would never be removed from those who are already on housing benefit. The review is about flow and about re-establishing fairness in a system which many think has become unfair and does not help those who are not eligible for such benefits. I accept that there would be people who would be ineligible. That is the point of examining the system and figuring out how the policy would go, but like all policy reports, it is worth looking at. It deals with an element of unfairness and the thing about the benefits system is that if it is unfair, people who should support it will not support it, such as taxpayers.

When any charity or other organisation joins a last man standing pension scheme, it is important that it take proper advice about the liabilities it is taking on. Obviously, that is a general observation. On this specific case, the Under-Secretary of State for Culture, Olympics, Media and Sport, the hon. Member for Wantage (Mr Vaizey), has spoken to the chairman of the Pension Protection Fund about the Wedgwood museum, has explained the importance of the collection for the nation and has asked her whether she can find a way of preventing the collection from being broken up. That is something we all want to see.

T4. My constituent Vicki Gilbert relies on the disability living allowance mobility component, which gets her the blue parking badge she needs to go about her daily life. Despite the fact that she is an amputee with no possibility of recovery, she has been forced to go through periodic reassessment, and because of the backlog she has had to wait five weeks without a blue parking badge. Does the Minister agree that the process is superfluous in such situations, and will she look at this issue so that others in similar circumstances do not have to wait for their badge?

We will monitor carefully how the decisions we have taken on universal credit work. As the right hon. Gentleman knows, we want to encourage and support self-employment, and we cannot allow people to shelter themselves on benefits under the false excuse that they are self-employed. In order to encourage people and to make sure that claimants are genuine, we are putting in place new rules. However, as I have said to him in Committee, every individual will have the right to self-assess or self-refer each month, so that we always get amounts right and do not penalise people who are trying to do the right thing.

As my right hon. Friend the Secretary of State said earlier, the Government’s welfare reform programme will help to make our benefits system more understandable, less complex and better focused on those who really need help to live an independent life, so restoring trust in benefit provision, which has been so badly eroded in recent years. The Government also provide support for better understanding through Jobcentre Plus and work to support user-led organisations.

I thank the Minister for that answer. The Government are right to tackle benefit fraud, but is she aware of the “Bad News for Disabled People” report by the university of Glasgow, which showed that the public dramatically overestimate the level of fraud in disability benefits by as much as 70%, based on inaccurate media reporting? What can the Government do to challenge that?

I thank my hon. Friend for that question on an issue of which many hon. Members are aware. We are very conscious of the language we use when we talk about these issues, because we are clear that it is the system that has trapped people in a spiral of welfare dependency and that there has been a failure to reform benefits such as disability living allowance and to build any sense of reassessment into them. Those are the sorts of things that can create such problems and the Government are tackling them.
