Commons ChamberI appreciate that this is a long-standing issue and a matter of concern. What I will say is that we have just introduced measures for transparency. It is important that we have some data as we move forward. Then, as with many other things, there is no reason why there cannot be a review. When that review takes place, there will be consultation with the Northern Ireland parties and the Electoral Commission.
I have been deeply moved by the personal stories of pain and suffering endured by the families of the victims and survivors of the troubles. That is why we have consulted on how we best move forward and address the legacy of Northern Ireland’s past. I wanted everyone to have the opportunity to be heard, and over 17,000 responses have been received. It is right that we take the time to consider those responses carefully. We will set out how we intend to move forward in due course.
I met the Home Secretary yesterday on behalf of Airey Neave’s family to discuss his brutal murder on these very premises almost 40 years ago. Will my right hon. Friend the Secretary of State for Northern Ireland join me in saying that the victims of the IRA and the INLA on mainland Britain also deserve information and closure on the troubles?
My right hon. Friend is a doughty campaigner for the family of Airey Neave, some of whom live in his constituency. We have spoken about the issue, and he will know that this matter is dealt with by the Home Office, as are all terrorist atrocities in Great Britain. I will work with him to get that closure.

Commons ChamberThe hon. Gentleman will know that we have tackled the fiscal challenge that Wales has suffered with for decades. In fact, Wales now benefits from £120 for every £100 spent in England. As I said earlier, we will do what is right for Wales, as we have done in the case of teachers raised by my hon. Friend the Member for Walsall North (Eddie Hughes).
Since 2010, Welsh exports have increased by 41%, growing faster than the UK average of 36%. There are a whole host of exporting success stories and it was a privilege to support SureChill and Hydro on the Prime Minister’s recent trade mission to Africa.
I thank the Secretary of State for that answer. Will he outline what specific measures he is looking at promoting at the forthcoming UK Board of Trade meeting in Swansea to promote trade and investment in both Wales and the wider UK?
I thank my right hon. Friend for the work he did at the Department for International Trade and his contribution to the establishment of the UK Board of Trade, which is an excellent innovation. It will be in Swansea in a number of weeks, so we have a great opportunity to highlight and champion to international businesses the best that Wales can offer in terms of exports.

Commons ChamberI have answered that question on a number of occasions already this afternoon. I believe it is right that we gave the people the vote in 2016. They voted to leave and we will deliver on that.
The Leader of the Opposition spoke of fudge and shambles, but his policy of leaving the EU but remaining in a customs union would be precisely that. But could my right hon. Friend tell us: in such a situation, whether temporary or permanent, who looks after trade remedies and trade defences of key UK industries such as steel and ceramics? Who sets the tariff policy for the developing world, which at the moment we have through the EU but would like to do on our own? Who is responsible for trade remedies and trade preferences?
Obviously, my right hon. Friend, as a former Trade Minister—a position he held with distinction—understands these issues and their intricacies. Of course, in a customs union, trade policy—with all the issues like trade remedies and trade sanctions—will be a matter for the European Union and not the UK. I believe that we should be making those decisions for ourselves here in the UK.

Commons ChamberAs I have said to others, the British people made their decision on our leaving the European Union. If the hon. Lady wants to know how to deliver frictionless trade, she should read the White Paper.
I am delighted that my right hon. Friend has rejected the Opposition proposal to be in a customs union in the EU, which was of course rejected by this House only in July. Apart from the most important reason—having our tariffs and trade policy determined by Brussels without our having a seat at the table—it would also mean we would have no control over trade defences, dumping, unfair trade practices or trade preferences for the developing world. Does she therefore agree with me that it would illogical to agree to be in a customs union with the European Union beyond December 2020?
First, I commend my right hon. Friend for the work he did on our trade policy when he was a trade Minister. I absolutely want to see that we are able to put those new trade arrangements into place at the end of the implementation period. I want to see that future relationship coming into play at that point, which of course would be 1 January 2021.

As I have repeatedly said, what happened last week was a genuine error. It ought not to have happened. The Whips Office is taking steps through its internal procedures to try to prevent a repetition, and the Leader of the House is eager to talk to Members from all parties in the House about the way forward to address the points the hon. Lady refers to.
Like my right hon. Friend the Member for Rayleigh and Wickford (Mr Francois), I served for four years in the coalition Whips Office, including for two years with the right hon. Member for Orkney and Shetland (Mr Carmichael), and he and I will remember all kinds of cock-ups, for want of a better term: people inadvertently paired twice, people who thought their pair was transferable, and so on. All these things can and do happen. In my view, this is much more likely to have been a genuine mistake, so does my right hon. Friend agree that it would be a poor decision to base long-term practice on this one case, however high-profile?

Commons ChamberA number of decisions are being made to ensure that we have the defence estate that is right for our future capabilities and requirements. I will ensure that the hon. and learned Lady’s point about not yet receiving a reply from the Secretary of State is brought to the attention of the Ministry of Defence.
We all need to keep our election pledges, whether we made those pledges one year ago or nine years ago, so will the Prime Minister update us on our Conservative manifesto election pledges to leave the single market, leave the customs union and pursue an independent trade policy?
I thank my right hon. Friend for the service that he has given to the Government over the past seven years, most recently in an important role on the very topic that he has just raised—as Minister of State at the Department for International Trade—and also in his time as Minister for London. He conducted all these jobs with great ability and distinction, and I thank him for all the work that he has done.
My right hon. Friend is right that we want to ensure that we can negotiate independent trade deals around the rest of the world. We will be leaving the single market and the customs union so that we can do exactly that—have an independent trade policy and negotiate our own trade deals with the rest of the world.

Commons ChamberThe UK Government’s plan for Britain is intended to help businesses throughout the United Kingdom to trade beyond Europe, and to make Britain a leading advocate for free trade all over the world. Scotland Office Ministers have held more than 70 meetings with businesses across Scotland since last summer’s referendum, and only last month my right hon. Friend the Secretary of State for International Trade was in Glasgow to meet innovative Scottish businesses that are trading with the world.
We in the Department for International Trade are clear about the fact that ours is a Department for the whole United Kingdom. All our services are accessible to companies in Scotland, England, Wales and Northern Ireland, including the GREAT campaign and its portal GREAT.gov.uk, and the Tradeshow Access Programme. In recent months, there have been major announcements about more overseas investment in all parts of the UK.
Will my right hon. Friend tell us his view of the damage that would be caused to Scottish business if Scotland left the United Kingdom?
My hon. Friend has hit the nail on the head. If Scotland were to leave the UK, the potential damage to Scottish business and Scottish trade would be huge. The Scottish Government’s own figures show that 64% of goods and services leaving Scotland go to the UK, whereas only 15% go to the rest of the EU. That is £49.8 billion versus £12.3 billion.
What assessment has the Minister made of Scotland’s contribution to the EU single market?
I think the hon. Gentleman is missing the point. The point, surely, is the centrality and importance of the UK single market as we go forward from here. I will give the House the figures again: £49.8 billion goes to the rest of the UK; only £12.3 billion goes to the EU. It is clear that the Union that matters most is the United Kingdom.
The Secretary of State has said previously that he supports the European single market and that being part of the single market is clearly the best possible deal for Scotland. Will he tell his constituents whether he will now stand on a manifesto to take Scotland out of that single market?
The Prime Minister and the whole Government are absolutely clear about the fact that our objective is to secure a comprehensive free trade agreement with the European Union as we leave the EU. That will be in the best interests of all parts of the UK, including Scotland.
What assessment has my right hon. Friend made of the opportunities for increasing whisky exports across the world as part of a free trade agreement once we leave the European Union? [Interruption.]
My hon. Friend raises a very important point. Whisky is a vital part of our export mix: whisky exports reached £3.999 billion in 2016—a big increase—and whisky has been at the heart of quite a few of our trade missions. Notably, when the Secretary of State for International Trade, the Prime Minister and I visited India in November, we took with us the Scotch Whisky Association, and we have seen big increases in exports to India.
Former Prime Minister David Cameron promised he would not resign if he lost the EU referendum; he reneged on that promise within hours. The current Prime Minister said on seven occasions that she would not call an early election; she reneged on that promise yesterday. Will the Minister, answering on behalf of the Secretary of State, give him the chance to break the mould and renew the commitment given to this House on at least three occasions that whatever support is put in place for businesses in the north-east like Nissan will be put in place for Scotland?
We have been absolutely clear that our support for Nissan and the rest of the automotive sector will be enduring. That is the most important point, and I am sure it will be an important point in the general election campaign. I look forward to the Conservatives being competitive in the north-east in this coming general election, and we look forward to taking the fight to the official Opposition there.
The question was whether the Secretary of State will renew the promise given to Scotland that it would have the same deal, and, if he will, will he tell the people in the oil and gas supply chain, given the report from Robert Gordon University which last week found that Brexit would cost them £200 million, that that money will be sorted and they will be looked after in the same way as Nissan—or will he ignore that and break another promise?
I am certainly glad that the hon. Gentleman has raised the question of oil and gas in Scotland: I know that he and I will agree that what would be most disastrous for the Scottish economy, including the oil and gas sector, would be Scottish separation, leading to an overnight budget deficit of around 9% of GDP. That would be a disaster.

Commons ChamberPerhaps I can arrange for the Minister for Housing and Local Government, who has worked very hard to deliver this policy, to contact the hon. Gentleman. If people in social housing behave appallingly, it should be possible to evict them and keep them evicted.
My constituents have also been victims of some of the disorder in recent days and strongly welcome the much tougher policing that has been launched since Monday night. The Prime Minister mentioned Bill Bratton, who has done such fantastic work in reducing crime in Boston, New York and Los Angeles. Can he mention some of the things that we might be able to learn from the excellent beat and street policing that has been used in many cities in the United States for the past 17 years?

Commons ChamberIs the Prime Minister aware that under the Inquiries Act 2005, and contrary to the evidence given by his predecessor, it is actually under the terms of the Act the job of a Minister to cause an inquiry, not the Cabinet Secretary?
I believe that my hon. Friend is right, and this does go to the point about the speech made last week by the former Prime Minister. In the end, Ministers have the responsibility to make these decisions, and I do not think it is particularly noble to try and hide behind and blame your civil servants.

Commons ChamberThere was a very lengthy discussion on the Schengen issues, and clearly there is some unhappiness among Schengen members about some of the pressures they face. There was a particularly long discussion about the fact that Romania and Bulgaria feel that they have now qualified for membership of Schengen and want to see that membership advanced. There are pressures within the Schengen area that clearly do not apply to the UK, but it is clear that some of the northern members feel that Schengen has not been operating in their interests in the same way in recent years, but the Council’s conclusions were pretty clear that Schengen is working and will continue.
Does the Prime Minister agree that in the event of any breakdown in the eurozone, in assessing the potential banking liabilities in this country and abroad, by far and away the best thing we can do is ensure that there is, first, transparency in the banking system and, secondly, a proper set of stress tests in place so that we know what the potential liability for UK banks might be in future?
I think my hon. Friend is entirely right. The Governor of the Bank of England spoke powerfully about this and has set out what the liabilities of British banks are in terms of Greece. We need the stress tests to be transparent, and we then need them to be acted on by making sure that those banks that need to build up their reserves do so. One of the things I wanted to secure at the European Council was to ensure that the conclusions were very tough on this, because at the same time as they are operating these stress tests and arguing for more capital to go into the banks, some European powers are trying to water down the Basel requirements. It seems to me to be completely illogical to try, on the one hand, to strengthen a banking system to withstand pressure in the eurozone, and then to start weakening it on the other. I am thankful that the conclusions are pretty clear on that point.
