We have all just had a very important moment. We should pause for a moment, because I think we may have just heard the first cuckoo of spring. The hon. Gentleman will forgive Members chuntering from a sedentary position when he asked his question.

The only way that Members of this House and the public can be assured of the facts and arrive at decisions themselves is by having freedom of speech to be able to say things, but also the freedom to learn things and to be uncertain about things. Part of that is ensuring that people can take information from a wide variety of sources. We have reliable and honest journalism of high standards, for which the BBC qualifies, as does the House of Commons Library. I say to all people listening to this debate that we value these things greatly. They are part of our democracy and they should provide certainty for Members in this place and the public. The hon. Gentleman might like to make use of some of those services.

In answer to my hon. Friend the Member for Blaenau Gwent (Nick Smith) about the murky dealings at Teesworks, the Leader of the House read out a list of Government spending agreements to the north-east. I am sure that those spending agreements are welcome to those living in the north-east, but that is not the point. The point is that we need a proper investigation into what has been going on in Teesworks with public money.

Yesterday at Prime Minister’s questions, at column 281 of Hansard, the Prime Minister said that the Levelling Up Secretary had “already announced an investigation”. No such investigation has been announced to the House, either in a written or verbal statement. We need either a statement on the Floor of the House or a debate so that we can question any terms of reference of the investigation and what was not answered by the Prime Minister: the involvement of those hon. Members of this House who have a financial relationship with people involved with Teesworks, and whether they have influenced their decision.

These are important matters. I will ensure that the Secretary of State for Levelling Up has heard his comments. The hon. Gentleman will know that we will not have long to wait for the relevant departmental question time on 5 June, where all these matters can be raised. I am sure that once terms of reference and how such an investigation would be administered have been decided, the Department will update the House at the earliest occasion.

I was keen to get on record the investment, both public and private, into that part of our country, which has been neglected for a long time, because we need to retain business confidence. When we discuss these matters we should be led by the facts. All parties are calling for focus and scrutiny. I hope that will be delivered, and I hope that business confidence will be retained because that part of our country needs regeneration and opportunity, and that is what we are determined to deliver for it.

I thank my hon. Friend for raising that matter. As the next Education questions are not until 27 February, I will write on his behalf and make sure the Department has heard his concerns. He is absolutely right that it is incumbent on all of us to ensure that every child can reach their full potential. He will know that increasing support for children and young people who need extra support and have special education needs is a priority for the Department and I will certainly make sure it contacts my hon. Friend to see what more can be done for his constituents.

It gives me no pleasure at all to say that if the coroner service in Manchester was a school or a hospital trust it would be in special measures: the coroner service is statistically bottom of the list in England. The reason appears to be that the coroner’s mental capacity has been challenged and he is subject to accusations of sexual harassment. I make no judgment about the validity of those claims, only about the time it is taking to resolve them. Those issues have been outstanding for two years and bereaved families in Manchester need a better service. Will the Leader of the House arrange for a debate in Government time on how issues such as mental capacity and matters of internal discipline can be dealt with more efficiently and quickly?

I am very sorry to hear about the situation that the hon. Gentleman describes. He is quite right that it is about not just the functioning of bureaucracy but families facing unresolved issues and the additional trauma of not being able to move on from a tragedy that has occurred. Given that the next questions for the Ministry of Justice is a little way off, I will write on his behalf to ensure that the Secretary of State hears those concerns and ask him to contact the hon. Gentleman.

I am not a prophet, so I would not dream of predicting those sorts of things.

I have taken lots of interventions. In some ways I think this is a beneficial; it partly illustrates my argument about why Parliament needs to get back, and I appreciate that in a short debate interventions are sometimes just as useful for Members to be able to get in as getting half a minute at the end. If there are interventions, I will, by the leave of the House, carry on taking them.

Every Division is important, and I would underline that. We should be confident that we are all individually doing the right thing and voting openly under the eyes of others; voting while enjoying a sunny walk or watching television does democracy an injustice. The solemn decisions we take together affect the lives of millions of people in this country. We ask Members to vote in person for a reason: because it is the heart of what Parliament is about.

It remains essential that our work in this House is carried out in line with Public Health England advice. The Palace of Westminster we have returned to today is greatly changed from early March. The House authorities have carried out a risk assessment of the parliamentary estate to ensure it is a covid-19 secure workplace, in line with PHE guidance. Both its staff and its leadership, including particularly Mr Speaker, should be thanked and congratulated for the rapid progress that has been made.

I understand the concerns of some hon. and right hon. Members about returning physically. Many Members have already passed on their views, but I want to make it clear to all those in the House, and those who are not here but are listening and maybe shielding at home, that I am always available to discuss and hear their concerns, and I will as far as possible—which is why I will be bringing forward the motion tomorrow—do what I can to help. It will be tabled today for approval tomorrow. Anyone who feels that they are required to shield because of age or medical circumstances should not feel under pressure to attend Parliament, and pairing and other mechanisms will be in place informally to facilitate this.

I agree with the Leader of the House about the nature of debate and response and making a decision at the end of that debate, but what argues against that is the practice of pairing, where the decision is taken before the debate. Many hon. Members want their constituents to know where they stand on issues. Why do we not put the pairing records on the record? [Interruption.]

I hear mutterings around the Chamber saying that that is a good idea. Unfortunately, neither the Chief Whip from the hon. Gentleman’s side or from my side is in the Chamber at the moment, and I think it might be useful to consult them before I make an off-the-cuff suggestion, but I can assure the hon. Gentleman, who is a wise and experienced parliamentarian, that I will pass his views on to the Chief Whip. Perhaps he would be so kind as to do the same to his own Chief Whip, and perhaps there could be a meeting of minds in that area.

I have been working with the House authorities to see how MPs with underlying health conditions who have been told to shield or are receiving specific Government advice about their health may be able to continue to contribute to proceedings in this House. I mentioned this on 20 May and reconfirm that I will table a further motion later today on some virtual participation by hon. Members. As it happens, for this motion I have used some of the language in the amendment tabled by the shadow Leader of the House, to whom I give my thanks, and other Opposition Members to ensure that such participation is available for Members unable to attend Westminster for medical and public health reasons related to the pandemic.

Turning to the motion itself, it may help if I briefly set out the Government’s approach. Today’s motion is the necessary paving step that gives the House the opportunity to signal how it wishes to conduct proceedings in the coming weeks. In response, I hope the House authorities will be able to complete the work already undertaken over the Whitsun recess, and I hope that hon. and right hon. Members will also find the explanatory note published alongside the motion helpful.

The motion updates the House’s procedures relating to Divisions and attendance in the Chamber to ensure compliance with social distancing restrictions. These temporary changes to Standing Orders will be in force until 7 July 2020. The motion rescinds the resolution of 21 April, which provided an overarching framework for the temporary Standing Orders relating to hybrid proceedings. This resolution is no longer needed as the Standing Orders have now lapsed and we are returning to physical proceedings.

Paragraphs (1) to (3) of motion 2 set out an approach to Divisions. If agreed by the House, Division arrangements will be set out by the Speaker and will adhere to Public Health England guidance—and I wonder if I may, through you, Madam Deputy Speaker, congratulate Mr Speaker on the work he has done to ensure and test a system for voting that meets the requirements of PHE; he has invested a lot of time in it to make sure that we have a system that will operate.

Any right hon. or hon. Member who was in this House during our lengthy debates on our membership of the European Union after the referendum will be in no doubt that minds and votes were changed during those debates. I know that because, once or twice, mine were changed after a debate—sometimes with discussion. A Conservative Member who proposed an amendment actually voted against it after a debate. I suspect that there was a little arm twisting by the Whips. At the present time, we have, in this country, some of the most authoritarian legislation that we have ever had for reasons that are both understandable and credible. That means that, as a House, we have not been having that thorough full-blooded debate where people can change their mind and vote at the end of the debate. That means that the whole House has not been doing its job properly on this matter.

It has been suggested that Members want their constituents to know which way they have voted. If they have not been part of the debate, I do not really see the distinction between pairing and voting via an iPhone. The only distinction at the moment is whether it is recorded in Hansard. I take the point of the Leader of the House that he will discuss this with the Whips. If a pairing is recorded in Hansard, there is really no difference: constituents know where Members stand on the issue, even though it is not the exact equivalent of a vote.

The other matter I wish to raise in the brief time allowed is the number of people in the Chamber. The Government have said that they are following the science and the advice. Science is universal. The World Health Organisation recommends a distance of 1 metre. Other countries recommend 1.5 metres. We, together with a small number of countries, recommend 2 metres. There has been very little study on covid. The studies that lead to those distances, which are not universal, are on previous viruses, not this one. I urge the Government, partly for the sake of democracy and partly for the sake of getting the health issues right, to consider again and look to moving towards the recommendations of the World Health Organisation.

I absolutely agree with my right hon. Friend, and I pay tribute to the hon. Member for Swansea East (Carolyn Harris), who has campaigned on this subject for a very long time. I think that there is support for the proposal throughout the House, and I will certainly look into it.

Children of my constituents who were sent to the two free schools set up by Raja Miah had a terrible educational experience. The schools were unsafe, there were no computers, children with special educational needs were given no support, and the teaching was of a poor standard. Both schools will be closed by the summer. The main beneficiary of this episode, which involved public expenditure of £13 million, seems to have been Mr Miah. Will the Leader of the House arrange for the Secretary of State for Education to explain, in either a statement or a debate, why he will not release the audit on the two schools, what he is doing to recover the money, and whether he has engaged the police in this matter?

My hon. Friend, as always, speaks up strongly on behalf of his constituents. The site owner’s entitlement to receive a commission is an implied term in all agreements, and my understanding is that the commission is an important income strand for park home businesses, enabling them to ensure that sites are properly managed and maintained. The issue was looked at in 2012 by the Communities and Local Government Committee, which recommended that the 10% or less commission rule remain in place, and the Government then agreed that the current position should continue. A review of the Mobile Homes Act 2013 this spring will provide a further opportunity to listen to representations and consider how the present system is operating.

Gerald Kaufman was justly proud of being the longest serving Member of Parliament for Manchester ever, both continuously and by broken service, as he would tell us from time to time—he was particularly proud of that.

When I became leader of Manchester City Council in 1984, I went to see Gerald, because he had not always been appreciative of the efforts of the council’s officers to deliver services to his constituents. We came to an agreement whereby he could come to me if he had contacted a department twice already, and if I could not sort it out he could be as critical as he liked. My phone rang one morning and it was Gerald. He said—this is not one of the most acidic comments he made, but I think it epitomises him—“Graham, do they employ human beings in the housing department?” He was very dissatisfied with the treatment of a family who were in severe housing difficulties.

What was more remarkable was that on that morning he was the centre of worldwide media attention because, as shadow Foreign Secretary, he was in charge of changing Labour’s policy from unilateralism to multilateralism. Yet he took time off in the middle of that media hubbub to take up cudgels on behalf of a family in his constituency who were in need. He was a ferocious tribune of the people of Manchester, Ardwick, his first constituency, and Manchester, Gorton.

Gerald loved this place. He intended to stay here as long as he did. When he started drawing his pension, there was a lot of interest from young Turks in his constituency, who rather fancied that they could do a better of job of representing the people of Manchester, Gorton. When they sidled up to him and asked, “Gerald, are you standing at the next general election?”, he would reply, “Yes—and the one after that.” That was always his reply, even until recently.

Gerald’s love of musicals has already been referred to. He was a personal friend of Stephen Sondheim, the American lyricist and songwriter. He brought Stephen Sondheim to Manchester to stage some of his plays. I guess you, Mr Speaker, have never been serenaded by Gerald Kaufman, but my office has been opposite his for the past 18 years. If he had been to a particularly good musical in the west end the night before, I could hear him singing the songs from it, which is not the image that most of the public would have had of him.

A number of colleagues have mentioned Gerald’s book, “How to be a Minister”. I once went with Gerald and the other Manchester MPs to see a Labour Health Minister because there was a problem in the city’s hospitals. The unfortunate Minister mentioned that he had read “How to be a Minister”, and, as we were leaving—not particularly satisfied with the meeting—Gerald said in a very loud whisper, “He might have read it, but he didn’t understand it.” That Minister is no longer a Member of this House. Gerald loved his constituents and cared passionately about his party, and both will miss him.

The hon. Gentleman reminds us that, although an adopted son of the city, Gerald Kaufman always felt that his roots were very much embedded in Manchester. He always strove to represent the interests of his constituents and the city more widely.

My hon. Friend is making many good points. Does he agree that it is not just about the Government’s ability to stop legislation on Fridays, but that the existing system is discriminatory against non-London or south-east hon. and right hon. Members, who find it more difficult to attend the Commons on Fridays?

My hon. Friend makes an excellent point. As a fellow Mancunian MP, I could not agree more.

The system gives false hope to people who want to see action on issues that matter to them: people, for example, who think it is a good idea for children to be taught first aid at school or carers who have to pay high car-parking charges when they visit hospital—the subjects of two Bills that were talked out on Fridays in recent months. Let me quote two people who were particularly frustrated. Jonathan Ellis of the British Red Cross said:

“It is very frustrating that the emergency first aid Bill was ‘talked out’ as we had cross-party support from MPs, over 14,000 members of the public and a number of other organisations. Filibustering denied the opportunity for a democratic vote on this uncontroversial issue and ultimately denied school children the opportunity to learn first aid.”

Ellie Rose of Macmillan Cancer Support said:

“It’s not fair that many cancer patients and their carers pay extortionate hospital car parking charges in order to access life-saving treatment. An important opportunity was lost to vote on an issue that could have made a significant difference to hundreds of thousands of people’s lives.”

We have all heard similar complaints and we have probably all had representations from our constituents. I have spoken to people who have tuned in to watch debates on issues that they had a personal interest in and that they thought Parliament was being given a chance to make a change on—a change that might have improved their lives or the lives of people they know, only to see a debate ruined by filibustering—

The Leader of the House is right to remind us that regional assemblies were rejected wherever they were considered, not just by the ballot in the north-east. However, there are 2.5 million people in Greater Manchester. It is almost exactly the same size by population as Wales, and half the size of Scotland. There is a real desire for both resources and powers to be devolved to Greater Manchester. Is he considering that?

Thank you, Madam Deputy Speaker, for allowing me to address the federal Parliament today. Like many colleagues, I want to start by congratulating the Scottish people as a whole—whether they voted yes or no—for the way in which they gave many of us an exciting and euphoric democratic experience. I suspect that those who were out there on the day will not share that view, but as someone who was external to the process for most of the time, I think it was a great tribute to the concept of democracy.

It would be a great shame if we let that go and did not surf the wave of democratic feeling unleashed by the referendum but lapsed back into good old Westminster intrigue and internal politics. That is why the referendum had the legs that it had—people had thought that all we were concerned about were things such as who sat next to whom on these Benches and whether they were able to vote or not. We have been given the most fantastic opportunity, with the Scottish people leading the way, to improve our democracy.

As an English Member of Parliament, I congratulate Scotland on the way in which it managed, perhaps hairily, to get what will be an incredibly strong devolution package. All I would say to this House is that what is good enough for Scotland is good enough for England, Wales and Northern Ireland. We should treat this as a launch pad for devolution for the whole of the United Kingdom. That is the key lesson for us. I am afraid that none of our party leaders covered themselves in glory the day after the referendum result was announced. They did not take that lesson to the extreme and address the journey we could all begin to take so that everybody else can do as well as Scotland has done.

All I am asking is that Britain be allowed to join the family of western democracies, with a devolved settlement and a constitution that guarantees, as has been said, what happens with local government. It is good to give local government some authority and a package of proposals, but the experience of Scotland has shown how a Government can suck powers from the localities if they are not entrenched and guaranteed in writing—not just in law, but in a constitution.

My hon. Friend is making some profound points. In 2010, public expenditure in Greater Manchester was £23 billion, and in 2014 the figure was exactly the same. There have been huge cuts in public services, local government and elsewhere over that period. Does that not show that the centralised model does not work, and that if people in Greater Manchester had been in control of that money, we would have had a better outcome?

I strongly support my hon. Friend’s record of achievement in pressing the case for Manchester and many other places that need that liberation. Our country’s localities, regions and nations can do far better than simply rely on the man in Whitehall telling us what to do. My only caveat to my hon. Friend’s comments is that we all have to get this. It is not just a matter of having a great campaigning council or a strong council with the right connections; everybody, including, as has been said, the counties, non-core cities, parishes and rural areas, has to benefit from that liberation, and I think that is what a written settlement will be able to do.

I thank the hon. Gentleman for that thoughtful point. I would be happy to discuss that with him in more detail outside this place, as I fear that we will not have time in a full hour to deal with every way in which under-represented groups need to be assisted, supported and encouraged to register to vote. It is absolutely this Government’s intention and passion to get as many people registered to vote as possible. That would certainly include, using appropriate methods, the groups to which he has referred.

Does that mean that it is the Government’s policy to support house-to-house canvasses to make sure that individuals register, and will such canvasses be resourced?

Yes, it is the Government’s policy that the annual canvass is a valuable part of the process. The hon. Gentleman will, I suspect, know as well as I do that it is for local authorities to resource that in the sense of providing the people to carry it out. He will also know that it has been clear throughout the passage of the Bill that the Government will ensure that financial resources are available to local authorities.

Further to our exchange last week, Mr Speaker, you and I have exchanged letters, and we are both more than happy to place that correspondence in the Library of the House for the convenience of right hon. and hon. Members. I also understand that the Procedure Committee has asked for a memorandum from the Clerk on this very subject, and I hope that in due course that might also be put in the public domain. I repeat what I said to my hon. Friend last week: when we engage in debate in this House, we ought to observe your injunctions to use temperate language, Mr Speaker, and have regard to what the public watching us think if we use language that is over the top.

The Government have kept this House starved of business over the past 12 months, leaving us less than fully employed in this Chamber. That makes it more difficult than normal to justify the return of the Commons in September, but I understand there are also special circumstances this year, as bringing the House back when the carpets and floors on the principal level will have been lifted will incur extra costs, and health and safety risks because of the asbestos discovered. Will the Leader of the House inform us what the extra costs and the health and safety implications are?

The Government believe, and indeed the House believes, that it is wrong that the Government should not be held to account from the middle to end of July until October, as was the practice in the previous Parliament. We believe that it is right that the House should sit in September, so that the Government can be held to account. Figures are in the public domain—I think from last year—showing the extra cost of sitting in September. My view is that it is very difficult to put a price on democracy, that it is right that we should be held to account throughout the year and that we can manage the maintenance of the House within the budget that is available.

I welcome the progress that is being made, and I am aware of my hon. Friend’s academic background in this area. I understand that, according to Oxfordshire Bioscience Network, county firms in the field attracted £125 million of cash—80% of the total for the whole of the UK. I applaud the work the Department for Business, Innovation and Skills is doing to promote this area of growth.

Earlier this week, the Luddites of Greenpeace achieved a judgment at the European Court of Justice disallowing the patenting of discoveries made where the basis was a human stem cell. This will put British science back for years and damage it enormously. It also increases the likelihood that people suffering from degenerative diseases will not get the cures they need in time. Will the Leader of the House allow a debate in Government time on this incredibly important issue?

I am grateful to the hon. Gentleman. There is a good leader in The Times today on this important subject asking what Greenpeace’s interest is in this area of science. Speaking purely personally, I am in favour of research that enables one to treat and prevent degenerative diseases. I will certainly contact my right hon. Friends to see whether there is any action we can take in the light of this decision.
