My hon. Friend is absolutely right to mention the abhorrent sexual violence against women and girls, particularly in the Yazidi community. He is also right to highlight the fact that Britain has been calling this behaviour out, and standing up for and giving a voice to many people who have been subjected to horrific abuses and attacks by Daesh. In countries of conflict, it is women and girls who suffer such atrocities and acts of violence, and we will continue to stand up for them through our work with the United Nations and with our partners in other countries. In answer to his question on what else we can do, we will follow through the prosecutions of those who are responsible and hold them to account.

I visited the outskirts of Mosul last October during the conflict and met counter-terrorism personnel. I also visited six camps for refugees and internally displaced people and saw the huge humanitarian operation, which I was very impressed by. I note that on Radio 4’s “Today” programme this morning, the deputy commander of the coalition forces, General Jones from the United Kingdom, said that everything had been done to protect citizens. However, he went on to describe Amnesty’s report as “naive” and reckless. This is in the week in which the Amnesty report on Saudi Arabia arms sales—

Order. We are all very interested in the contents of the Amnesty report, but there is no need for a verbatim regurgitation of its contents. I just point out that so far, progress has been lamentably slow. That is not just the fault of the hon. Gentleman; it applies much more widely. We have got through only about 10 Back-Bench questions in 15 minutes, but I am sure that he is reaching his peroration, which we eagerly anticipate.

Thank you, Mr Speaker. I was going to say that we need a new democratic settlement in Nineveh province. What are the Secretary of State’s Department, the Foreign Office and our ambassador, Frank Baker, doing to ensure that we include minorities in that settlement?

The Iraqi and coalition forces have made every effort to protect civilians. On the hon. Gentleman’s last point, we are working with the Iraqi Government and with all partners on the ground on stabilisation and support for the rebuilding of Mosul.

My hon. Friend is absolutely right. I saw that myself when I visited Afghanistan recently. Women and girls are key to delivering real and long-lasting peace and stability in Afghanistan. Its Government are fully committed to that and we will continue to work with and support them to achieve it.

Given the reported fall of Helmand province to the Taliban, what discussions has the Department had with other Departments on trying to eradicate the poppy crop in Afghanistan?

The hon. Gentleman raises a really important point, particularly in light of the many sacrifices that were made in Helmand province. We work across Government on the issue, including with the Foreign Office and the Ministry of Defence. We are working at every level to strengthen capacity and resilience in the country.

We will continue to provide support to the Palestinian people. The UK has welcomed the formation of the new interim technocratic Government. We have also made it clear that our continued support for that new Government will rest on their commitment to the principles of non-violence and their acceptance of all previous agreements and obligations, including Israel’s legitimate right to exist.

T9. Because of the Government’s inconsistent policies, Britain’s relationships with Rwanda are fraying. What is being done to rebuild those relationships, particularly given the problems in the eastern Democratic Republic of the Congo?

I returned from Rwanda just over a week ago and I can assure the hon. Gentleman that relations are good. Rwanda is an exemplar in terms of development, but I had to raise the issue of political space and other human rights issues.

On this one, the hon. Gentleman speaks for the whole House and the whole country in praising Britain’s carers. They do an amazing job. If they stopped caring, the cost to the taxpayer would be phenomenal, so we should do what we can to support our carers, and to ensure they get the proper respite breaks from caring that they need to be able to go on doing the wonderful work they do.

Q8. Why has the number of supply teachers in secondary schools in the past year increased by a staggering 17%?

I do not have the figures for that, but we have protected the amount of money that goes into schools per pupil so that schools have the money to employ the teachers they need.

My hon. Friend is entirely right to focus on the role of women in Afghanistan. On my recent visit to Afghanistan, I launched a new civil society fund that will directly address her point. Additionally, the fact that the international community has helped to secure places for 6 million children in school in Afghanistan in recent years will have a transformational effect on the role of women in Afghanistan.

T3. South Sudan is slipping towards war. Recently leaked documents from the World Bank have highlighted the fact that the south could be completely bankrupt by July as a result of the oil dispute. With countries such as China moving to fill the democratic gap, there should be concern that good democratic governance could slip off the agenda in South Sudan. What is his Department doing to ensure that that does not happen?

Ministers in my Department have had robust meetings with the Government of South Sudan and that of Sudan. The message we give is that it is important that oil should be brought back into commission and exported from Sudan and it is very important that the African Union road map should be adhered to by both sides.

My hon. Friend is entirely right to identify the conference on Somalia organised by the Prime Minister as the beginning and not the end of the process. Certainly, there will be an absolute commitment across Whitehall to drive forward the results of that conference and make them meaningful on the ground in the way that my hon. Friend describes.

My Department is heavily engaged in achieving the development results set out to Parliament a year ago in the bilateral and multilateral aid reviews. Those include securing education for at least 11 million children, saving the lives of 50,000 women in childbirth, and getting clean water and sanitation to more people than live in the whole of the United Kingdom. Britain is also heavily engaged in difficult humanitarian situations around the world, including in Syria.

On 24 February, Israeli authorities approved 500 new homes in the west bank settlement of Shiloh and retroactively legalised more than 200 built-without-permits, some in the settler outpost of Shvut Rachel. What does the Minister say to his colleagues in Israel to try to stop these illegal developments?

As the hon. Gentleman makes clear, these settlements are illegal and the Foreign Secretary has made that absolutely clear to his opposite numbers, as did I when I visited Israel, the west bank and Gaza just before Christmas. [Interruption.]
