In the Order Paper, the title of this debate is “Rising Food Prices and Food Poverty”, but I note that the words “food poverty” appear nowhere in the motion. We should start by examining what constitutes a state of affairs that can be described as food poverty. The Food Ethics Council, a registered charity, states on its website:

“Food poverty means that an individual or household isn’t able to obtain healthy, nutritious food, or can’t access the food they would like to eat.”

With so wide and all-embracing a definition, it could be argued that millions of people, including many quite high up the income scale, are living in food poverty. Having said that, there are people on limited and fixed incomes for whom paying the bills is a great struggle, but I do not accept the patronising view that they are somehow more likely to suffer from obesity because they can afford to eat only certain types of food. As we have heard this afternoon, processed and sugary foods are often much more expensive than fresh foods. I accept that food, as a variable item of expenditure, is always likely to come under pressure when there are other demands on the household budget. The question is what we can do to help those struggling to make ends meet.

I want to make two main points. First, we need to tackle the European Union’s common agricultural policy. It must be reformed. In a limited debate of this nature there is no time to do any more than flag up that disastrous policy. Few other sectors are controlled quite so overwhelmingly from Brussels as agriculture. Despite the Labour party signing away the UK rebate, supposedly in return for substantial reform, the CAP remains a complex system of subsidies and incentives that I believe distort the operation of the free market.

I am interested in my hon. Friend’s point about the impact of the CAP. Does he agree that the biggest impact is caused by completely unnecessary regulation on farming? I happen to be a livestock farmer, and the costs of some requirements, such as electronic tagging, have to be transferred and are a serious contributor to the cost of food.

My hon. Friend makes an excellent point. I submit that the impact of EU regulation is of far greater concern to farmers than their relationship with our nation’s supermarkets. Despite all the tinkering with the CAP, it still takes up more than 40% of the entire EU budget. British consumers would be far better off if we were free from the tentacles of the European Union and its CAP altogether.

Secondly, I do not think that we should interfere with the operation of our retailers. The fierce competition between high street food retailers has led to the sustained availability of a huge choice of foods that previous generations could only have dreamt of. As Asda battles Tesco, which competes with Sainsbury’s, which fights with Morrisons, which battles with Waitrose, Lidl, Booths, Aldi and Marks & Spencer, all competing with each other and with smaller chains and independents, there is surely no doubt that all this competition has served to drive down prices for the benefit of all consumers.

I commiserate with the hon. Gentleman on the loss of those cattle. The front page of the Farm Crisis Network’s report brings home to anyone who has not experienced that what it feels like. One farmer said:

“I feel there is a constant dark cloud of uncertainty over me, causing stress, anxiety and fear.”

I am sure that the hon. Gentleman identifies with him. I assure him that all aspects of the bovine TB package, including strengthening biosecurity measures, will be available. It is a full toolkit to tackle this terrible disease.

The impact of bovine TB is as devastating to farmers, cattle and wildlife in Wales as it is in England, but the control of the disease in Wales is devolved to the Welsh Government. Will my right hon. Friend reassure me that all the evidence, experience and information available to her will be shared with the Welsh Government so that the issue can be dealt with in Wales, too?

It is nice to serve under your chairmanship today, Mr Amess. I, too, thank the Chair of the Select Committee on Environment, Food and Rural Affairs, my hon. Friend the Member for Thirsk and Malton (Miss McIntosh), for securing the debate; we all supported her in securing it.

I do not think that the Minister should be in the dock this morning; it should be the European Union and the European Commission. As has been said, directive 1999/74/EC is 12 years old. What has the Commission done about it in the meantime? Last June, Commission officials came to see us in our Select Committee, and we had figures from Spain. There are 42 million hens in Spain, of which 2 million are free range and 40 million are either in enriched or in non-enriched cages; people did not have a clue as to how many hens have been put into enriched cages. How can we be confident that Spain is converting? Will it have one or two poultry houses on each farm that have converted to new enriched cages? In that case, an awful lot of eggs produced in non-enriched cages in other parts of the same farm could find their way on to the market as grade A eggs. There are many reasons for the Commission to get strong.

Spain has a record of non-compliance, especially on welfare standards. When I was in the European Parliament, I chaired an all-party group on animal welfare. When it came to achieving welfare requirements, Spain was always one of the worst for compliance. Basically, the responsibility goes from the national Government to the regional and local governments—people pass it from one to another and wring their hands, and nothing gets done.

The Commission has seen this coming. In our Committee last June, we told it that hens, which will lay for 13 months, were going into non-enriched cages. One does not need to be Einstein to work out that, when 1 January arrives, lots of eggs will still come from non-compliant cages. We want to see action taken on that.

It has cost our industry £25 a bird to convert to enriched cages. Let us not forget—I have said this before—that the poultry industry does not receive any money from either the common agricultural policy or the single farm payment. It has to compete on not only a national stage, but an international stage. This country has a good and highly competitive poultry industry, but the industry cannot stand having many inferior eggs, produced under lower standards, coming into the country. The industry reckons that it costs 11% less to produce in non-enriched cages than in enriched ones. We need to take action.

I commend the Minister for his work with retailers. In the end, whether it is the law or not, we must physically ensure that such eggs do not come in. The best way to do that is to look at what we are eating and where the egg has come from. Not only shelled eggs are imported; we reckon that about half the 18% that we import comes in liquid and powder form. That is the area—where they could well get in—that causes me most concern. By working with retailers, we can stop a lot of that happening.

The Commission has a problem because it has taken no action for so long. At this time of higher food prices, it will be difficult for the Commission to smash 45 million eggs a day. That will not look terribly good to the consumer.

The issue comes down to whether the UK should take unilateral action on 1 January. I think that the Select Committee would agree on everything else. I am interested to know my hon. Friend’s view on whether the UK should take unilateral action.

I am sure the Minister will cover this matter in his summing up, because it relates to legal advice. As my hon. Friend the Member for Thirsk and Malton said, one can get two or three lawyers in a room and have two or three opinions. I am interested to hear what the Minister has to say on legality.

I still maintain that we must look at the market; otherwise we will be left with inferior eggs produced under lower welfare standards. From a food point of view, there is probably nothing wrong with the eggs, but they are not compliant. We must ensure that they are driven down in price, so that it is uneconomic for farms to produce them across Europe, and in the end that becomes a matter of the market. If we can drive those prices down, so that those eggs are only worth half a grade A egg, it will not take too long. Farmers may be many things but they usually work out the law of economics, and they will soon find that it is uneconomic to produce those eggs, especially with the high cereal prices at the moment. That must be our main goal. I am happy to slate supermarkets when they do not get it right, but they have got it right in this instance.

Ah, it is a Welsh pronunciation, with the “ch” sound. I am dying to see how Hansard transcribes that. The hon. Lady mentioned the importance of recognising and rewarding good producers and the investment they have made, and that has been a common theme of the debate.

The hon. Member for Tiverton and Honiton (Neil Parish) made a very good contribution about how UK producers’ investment should bear fruit, or at least produce good eggs. He was certainly supportive of the idea, and I saw nodding heads on both sides of the House, of clearly identifying which producers, processors, retailers, supermarkets and restaurants use not only good shell eggs but good liquefied and other processed eggs, and which do not. There is some scope for the Minister. We might have a way forward, together with the UK egg producers and the various representative organisations.

The hon. Member for Sherwood (Mr Spencer) spoke very well about his experience with free-range hens. My household has always had a few, just for our own consumption. It has been a long-standing tradition on our smallholding, but I cannot compete with the hon. Gentleman’s much more extensive expertise. He rightly pointed out that we could do a lot with the power of consumers and the markets, but we have a heck of a long way to go.

I draw parliamentarians’ attention to research by YouGov and the Royal Society for the Prevention of Cruelty to Animals. The RSPCA would like to go even further towards free range and away from any sort of caging, but it has done an interesting analysis, which the Minister might not be aware of because it has, I think, come out only in the past few days. It looked at people’s awareness of the legislation, and at their buying power as consumers; 69% of them wrongly assumed what the law would mean for hens and animal welfare. A further 19% had not heard about the legislation at all. A fifth wrongly assumed that all battery cages would now be banned; 8% thought that all hens would now be free range and 1% thought it was something to do with farmers having to play music to their hens. We have a long way to go, not only in working with the retail sector, including supermarkets, but in highlighting the issue to consumers so that they can genuinely drive change in the market, but that is not all that I shall talk about today.

I cannot allow that 1% figure about playing music to hens to pass without comment. I may be the only person here who has been a farmer, with 20,000 battery cages. It was unheard of not to play music. The whole point is that opening a door should not surprise the hens and make them jump around, so playing music in battery cages is common practice.

As we know, Council directive 1999/74/EC will make it illegal to have laying hens in conventional battery cages across the EU from 1 January 2012, after which date egg production will be allowed only in enriched colony or non-cage systems; for example, free range, barn or organic. We have heard today that Members on both sides of the House agree that that is appropriate, and there has been none of the discussion about gold-plating that we often have with EU regulations. The directive has been welcomed, both for animal welfare and for food production standards, and it might well benefit UK production and producers, if we can get it right. It is also good for the quality of the eggs and egg products that we eat every day. The significant problem is that not every EU nation will comply with the directive—13 of them will not—which poses enormous challenges for the UK egg industry. The industry’s response to the Minister’s written ministerial statement on 6 December 2011 was that it feels “totally let down” by Ministers on this important matter, and I want to look today at why it feels that way and at what must be done.

I compliment the UK egg industry on its responsible approach to the directive over a number of years, with investment in the region of £400 million to convert conventional cages to enriched ones. The capital cost of an enriched colony unit is between £20 and £24 per bird place, and the National Farmers Union has stated that for a producer with a medium-sized cage unit of about 100,000 birds the cost of erecting the new units is, on average, in excess of £2 million—not an insignificant amount. Free-range egg producers have also invested heavily in preparation for the directive, and that has been a draw on the industry, which, as has been mentioned, is a competitive market that does not receive EU support. The NFU has also stated that the majority of birds in the UK will be in enriched cages by January 2012, which is to be welcomed, and that all lion scheme producers will be converted in time.

A lot of work has been going on over recent years, with many people investing heavily to comply, but the problem is that the UK is not self-sufficient in eggs and egg products. We import 15% of our egg requirements, and valid concerns remain about whether imports from January 2012 onwards will come from EU nations that comply with the directive, and about the possible impact on the UK egg industry, including on prices. One of the industry’s fears is that prices will be driven down, with cheaper eggs and lower standards.

In a move that was openly welcomed by the UK egg industry, the Minister recently dangled the potential for a unilateral ban on eggs from EU nations that do not comply. However, in his statement last week, he decided that it was “not a realistic option”. Having raised that possibility, why can the Minister not now deliver it? It will leave many egg farmers feeling that he failed them.

What has the Minister delivered? He has given an unequivocal assurance that DEFRA and the devolved Administrations will enforce the conventional cage ban from 1 January 2012. I think that everybody in this debate will welcome that and how the industry, the devolved Administrations and DEFRA have risen to the challenge. He also stated that a risk-based surveillance scheme would be introduced to ensure that imported shell eggs from other member states produced in compliance with the cage ban would be in place from 1 January 2012. [Interruption.] He is nodding.

The Minister also said that Animal Health and Veterinary Laboratories Agency surveillance would be conducted on imports of shell eggs, using ultraviolet light analysis, to identify batches of caged eggs that are not from an enriched environment. However, he also acknowledged that due to the loophole in the egg marketing regulations, he could not prohibit the marketing of egg products from conventional cages sent for processing, nor could he prohibit the use of products made from such eggs. That is a significant loophole.

However, the Minister made the welcome announcement that retailers, food manufacturers, food service companies and processors have come out in public support of the UK egg industry. I do not make many puns in debates such as this, but those good eggs, reflecting earlier campaigns on the issue, are to be complimented on the steps that they have taken and will take. The British Retail Consortium, whose members include McDonald’s, Starbucks, the four major supermarkets and many other brand names, will ensure that they do not buy conventional caged eggs or use them in their products. Furthermore, he outlined that the Government would make necessary changes to the Government buying standards’ mandatory criteria to ensure that eggs produced in conventional cages are not used in any form, whether fresh, powdered or liquid.

After that seemingly wide-ranging set of measures, why does nobody in the industry seem happy? I suggest to the Minister that it may be a case of trying to look busy while failing to deliver the one thing that he strongly hinted was possible, a unilateral ban. The industry is now being overwhelmed with many different initiatives as a diversion. Perhaps they will forget the fact that they think they have been led up the garden path. It is a classic case of over-promising and under-delivering, which is never a good strategy.

The British Egg Industry Council says that the measures are not good enough and that the Government could have introduced a complete ban on all illegal products in the UK. Its chief executive, Mark Williams, said:

“The UK egg industry feels totally let down by the Government. Whilst we have received repeated platitudes of support from DEFRA, it has failed to back these up with any real action. Our legal advice has confirmed that the UK Government is able to enforce UK and EU law by banning illegal eggs and egg products, so why have they chickened out?”

That is his pun, not mine.

Although the National Farmers Union has welcomed the measures taken by Government, it has stated categorically that

“our members will certainly be bitterly disappointed that it has not been possible to take tougher action.”

One British egg farmer, Duncan Priestner, echoed the concerns of many, including the NFU, when he said this week that he feared some food producers would be tempted to buy eggs from illegal systems in Europe, because they will be cheaper. He said:

“It will drive down the prices that farmers get. Like the pig industry”,

which has been referred to,

“that will put us in a very difficult financial position."

Many of us are intervening on the question of a vaccine. I am a farmer and I love wildlife. We would desperately like to have a vaccine that we felt was going to be effective, but for as long as I can remember—I have been involved with this issue for about 40 years—a vaccine has been about 10 years away. What we need from the hon. Lady is an idea of what the Opposition would genuinely do.

I thank the hon. Gentleman for his intervention, which was made from his professional stance. The vaccine issue is very important, and the previous Government were totally committed to it because they appreciated the situation of the farmers and of the animals affected by this horrendous disease. That is why the former Secretary of State for Environment, Food and Rural Affairs, my right hon. Friend the Member for Leeds Central, decided to concentrate on developing a vaccine. Such a decision was based on the scientific evidence that culling was not the way forward, and because he put faith in developing the vaccine, he set up the Bovine TB Eradication Group for England. The measures proposed by that group did not at any point include going along with culling, because it believed that the scientific evidence from 10 years of trials did not conclude that culling would bring any success.

Based on the scientific findings of the Independent Scientific Group on Cattle, Labour in opposition remains opposed to a cull. The new Labour-led Assembly in Wales have put a halt to a proposed cull and are concluding a review into the scientific evidence. The coalition claim that it is

“committed, as part of a package of measures, to develop affordable options for a carefully-managed and science-led policy of badger control in areas with high and persistent levels of bovine TB”,

and that

“the proposals are based on the best available scientific and veterinary evidence”.

However, despite that claim, the Secretary of State, supported by the Minister, is proposing to allow a cull of badgers to take place.

The scientific evidence upon which the previous Labour Government based their decision not to go ahead with culling but to seek to develop successful vaccination was supported by experts and organisations such as those already mentioned—for example, the wildlife trusts and the Royal Society for the Prevention of Cruelty to Animals. It is also important to note that the people who made up the important group set up by the Labour Government included representatives from the Royal College of Surgeons, the Department for Environment, Food and Rural Affairs and other science groups. The emphasis has always been on scientific evidence, which, as I have said, is still what the Opposition consider the best way forward. It is only through scientific evidence that any action can be taken.

For more than a decade, it has seemed obvious to many of us that an effective pilot badger culling scheme is needed to help develop a policy to tackle the bovine TB catastrophe, for the benefit of both cattle and wildlife. However, we know that there will be a well-funded, well-organised campaign of opposition. What lessons has the Secretary of State learned from the legal pitfalls that scuppered a project by the Welsh Assembly Government a few years ago to carry out a similar policy?

We have been following that closely, which is one of the reasons why we are proceeding with two pilots to establish the efficacy and humaneness of controlled shooting as a method of controlling the population of badgers in the affected areas. The measured approach that we are taking to rolling out the scheme is important in sustaining the Government’s case.

The right hon. Lady has made a number of comments about the Labour proposals, but she has not mentioned that the Forestry Commission is both a big commercial operator in the forestry market and a regulator of everyone else—all its competition. Was that part of the Labour party’s consideration, and did it feature at all in its report?

The report, which was of course independent, was never responded to by the Labour Government, for the obvious reason that there was an election. The report went to the Forestry Commission and there was no opportunity for us to respond, but I recommend it to the hon. Gentleman. It took a considerable amount of time—more than a year—and came up with a huge range of suggestions, and the underlying research, which was reported on, was very important. The issues that the hon. Gentleman mentions are in the report, and I will come on to say what I think was very important about the review.

Has the Minister read that report? I wonder whether he has read this:

“Public consultation and social research showed passionate engagement with the public forest estate…and most people saw it as relevant to their lives”,

or this, among the major recommendations:

“The public forest estate should remain large scale, widely distributed throughout England, have a flexible and varied cross-section of all types of woodland, be able to provide a significant volume of products, services, skills and experience, and remain under public control and accountability.”

I have to assume that the Minister did not read the report; otherwise, how could he and his colleagues have embarked on such a reckless policy of selling off the lot?

That brings me to future sales. I say immediately that some sales can be justified when holdings are small or distant from the main estate, and when they are degraded or appropriate for restoration to open land. Over the 13 years of Labour Government our policies resulted in the sale of 9,000 hectares and a consequent purchase of 5,000 hectares—a net change of 4,000 hectares over 13 years. The comprehensive spending review announced the sale of 10 times that amount—40,000 hectares over a mere four years—quite separate from the new legislation that had now been abandoned. This Tory-led Government have sold 1,748 hectares to date, but we have been told that no further sales will take place—awaiting new advice. Can the Minister tell us how the Government—not necessarily his Department—expect to find the £745 million that their forestry sales were expected to realise, or what percentage of the public forest estate he still expects to sell off over the next four years, albeit with his new potential safeguards?

The right hon. Lady refers to the chopping down of forests. Is she aware that forests can be cut down only if a licence is granted, and that in almost every instance new forest must be planted in its place?

I am more than aware of that. I am expressing the passionately held views of my constituents. If people are concerned enough to write to their MPs in unprecedented numbers, it is important that we understand their concerns. I am grateful for the opportunity to speak in this debate. I have been inspired to speak by the previous contributions, particularly that of the right hon. Member for Lewisham, Deptford (Joan Ruddock). I congratulate her on providing this useful opportunity to have a considered discussion about an issue that is hugely important to me personally. I am enjoying the debate.

I agreed with much of what the right hon. Lady said about objectives. I love forests. As a farmer, I planted forests on my land, purely for my own pleasure—they are of limited commercial benefit. Like the hon. Member for Brecon and Radnorshire (Roger Williams), I, too, should declare an interest, albeit a small one, in that I planted woodlands with the support of Forestry Commission grants, and my main farm is surrounded by Forestry Commission land.

Clearly, the objective has been to increase biodiversity. That is a stated objective of the Government as well as the Opposition. It is also hugely important that we increase and improve access. I must say that when I first saw reports on the coalition Government’s intention to change the ownership of woodland, I had personal concerns because of my huge interest.

When I was a young man, I spent much of my time on Forestry Commission land at Cwmystwyth in central Wales looking at red kites. I make this point because it is relevant to another contribution that we heard. There were probably no more than about a dozen red kites left in the whole of Britain. The only way we were able to reintroduce the red kite into central parts of England—people can now see them everywhere along the M40 as they drive into London—and the north-east is because many people in mid-Wales put in a lot of voluntary effort to retain the red kite when its very existence was threatened.

The one part of the right hon. Lady’s speech that caused me concern was the way in which she misinterpreted what the coalition Government intended to do. Like other Members, I have received letters and e-mails—I think there were 250, although the proposals did not even apply in Wales. Even before I heard the Secretary of State’s statement in the House, I thought that people had misunderstood what the Government were proposing. After the statement, I wrote to those 250 people and sent them a copy of what the Secretary of State actually said in the House. Much of the statement was drowned out—it was a noisy, highly emotional debate, and I do not think that people actually heard what was said. I have not had 250 e-mails back, but I have probably had 15, and people are saying, “We didn’t know that. We didn’t understand what the Government were actually planning to do.” They were much more supportive of the plans. However, I do not want to hark back too much to that, because we are now moving forward.

Is it the hon. Gentleman’s understanding that the Government were proposing—and, therefore, could propose again in future—the disposal of anything up to the whole national forest estate? He has criticised use of the words “sell off”, but “disposal” would mean that the Forestry Commission and its comprehensive approach to the national forests would no longer exist. The situation would be very different.

No, that was not my understanding. Clearly, I had an interest, and I had concerns because of reports in the newspapers, but I must admit that I do not always believe everything I read in the newspapers. Sometimes interesting issues are raised, but that was not my understanding, which was why I said that I waited to hear exactly what the Government were proposing before making a judgment. I thought that the speech in the House during the last major debate was sensibly based.

However, I want to move on from that to an issue of concern that has not been addressed: the position of the Forestry Commission as both regulator and a major operator in the field. That is a real issue which, at some stage, the Government will have to address. It cannot be right that the body that is the main commercial operator in the field also regulates all its competitors. That matter will have to be dealt with. The one other aspect to which we must refer—this something which my hon. Friend the Member for Banbury (Tony Baldry) raised—is dealing with commercial property. I cannot see the sense in Government dealing with commercial forestry. Changing the ownership or management of forestry through lease is crucial. We have to get back to a position of maintaining or increasing access, increasing biodiversity wherever possible, and contributing to fighting climate change if that is part of the wider debate, as it should be. That can be better done through lease than sale, which is why I hugely welcomed the original debate.

I want to refer to Wales. I live in Wales, and a lot of people say that the Government there are taking a completely different line on the issue. The hon. Member for Brecon and Radnorshire made that point. What is proposed in Wales is that the estate should be retained, but there will be improved and more dynamic management, and there will occasionally be sales. That policy really is not very different from what we might propose. One does not know where we go from here, but a report is coming, and things will not be the same as before. To say that we will simply retain forestry in aspic in the other nations is not accurate. In all areas, where a large part of land is owned, there has to be a degree of flexibility and of management responding to conditions as they come along, and that will be what we will do. That is all I wish to say.

Thank you, Mrs Riordan, for the opportunity to contribute to a debate that is close to my own interests. I thank my hon. and learned Friend the Member for Sleaford and North Hykeham (Stephen Phillips) for the way in which he introduced the debate and, in particular, his reference to the power of the supermarket—I am looking forward to that debate in the new year, when we will address what is a fundamental issue in this debate.

I have three reasons for wanting to contribute to the debate. First, for the first 15 years of my working life, I was a dairy farmer. I gave up dairy farming because, with 70 cows and a pipeline system, I was finding myself left behind. I had to make a huge investment to go up to 150 cows, so I took the decision to stop dairy farming and to switch to beef and sheep.

I also spent seven years as the chair of a local planning authority, so I have a significant interest. The issue that we are discussing is a planning one, making the debate of interest to me.

My third reason is the application for a 1,000-cow dairy unit in my constituency, quite close to my home, which has been controversial. I do not want to make particular reference to that planning application, because there are pluses and minuses. A local young farmer has general support for wanting to stay competitive in a difficult industry, but on the other hand the unit would be close to a local school, so it will be a big issue for the local planning authority to decide.

There are mixed views. I am keen to see a balanced approach to the debate. My fundamental approach to any issue is to ask, “Why not?” We are talking about a completely new type of dairy unit. It is important to start from the general principle that people should be allowed to do what they want unless there is a good, solid reason for not doing it. The same applies to planning. A planning authority starts from the position that it should grant planning permission, unless there are good planning reasons not to do so. I want to approach the debate with that general attitude.

I am as much a romantic as, probably, any of us. My first experience of dairying was on my nain and taid’s farm, where they milked seven cows. My nain milked the cows by hand. They made cheese and I used to spin the churn—it was pretty hard work, too. I am probably the only one present who has done that, and it is pretty significant work—my granny was quite elderly and had no problem at all, but I did—and milking cows by hand is not easy, either.

I have an instinctive antipathy to the idea of nearly 4,000 cows in a unit, but we need to go beyond that and look at why we might oppose such plans. It is not straightforward.

My hon. Friend is concerned about 4,000 cows, but I wish to make it clear that the proposers of the development at Nocton originally put in an application for more than 6,000. If he is concerned about 4,000, it has been made clear that that will in due course become 6,000, so he ought to be even more concerned. I hope that he agrees with me.

I heard that the original Nocton proposal was for 7,000 cows. Once we reach 1,000, the principle is much the same—we are dealing with a big unit in which the animals are housed for almost the whole time. That is a different way of producing milk. I accept my hon. and learned Friend’s point.

Let us go into the reasons for not doing it. The first was in the more significant part of my hon. and learned Friend’s introductory speech: the driving out of small farmers as a result of the economic conditions that the larger farmers might create. I am not sure that I accept that reason. When I was milking 70 cows, I was accused of driving out small farmers. That was the position then. In truth, a person hand-milking seven cows was just not economic—that was the reason for stopping the business. In those days, the 70-cow unit was economic, but we reached a stage when it was not.

Small farmers will be and have been going out of business—we heard the numbers earlier. That has happened and will continue, irrespective of the large farming unit. I do not think that there is a direct correlation between the two issues.

We are in danger of muddling two things, one of which is the size of the unit. Plenty of farmers have gradually crept up from seven cows to 70, from 70 to 170 and, in my family’s case, from about 100 to 400. Is there some cut-off point, above which they should not be allowed to go? That is one of the issues we are discussing. The other issue is whether it is appropriate to be milking cows indoors 365 days of the year. We are in danger of confusing the two issues.

Several issues are probably involved, so I want to make my second point, which is that we might want to resist the development on welfare grounds. We can include housing for 365 days a year as a welfare issue. Even with a seven-cow herd, the animals were indoors for six months of the year. Being indoors is not particularly unusual. I think that the application for a 1,000-cow unit in my constituency proposes that the animals should be indoors for almost two thirds of the year. I suspect that the application for the 7,000-cow unit proposed having the animals indoors, apart from the followers, for 12 months of the year. What we have to keep at the core of our thinking is high welfare standards, and we must be guided by science or we shall lose the argument in the end.

I do not accept that it is necessarily more difficult to meet welfare standards with a large herd than with a small herd. I know that some people will disagree, but I just do not think that the large size of a herd is a proven reason for that. In fact, we can argue a little bit the other way, because for a large herd, there will almost certainly be professionally trained staff, and a large unit will be able to afford to keep them professionally trained. It will be able to do the training that smaller units cannot. A large dairy unit will almost certainly have an ongoing relationship with a veterinary surgeon, who will call in regularly. The smaller units do not have that. Most farmers with herds the size of mine considered themselves to be veterinary surgeons. We were not willing to pay what I thought were excessive bills at the time—we did it ourselves. I think that we shall find that the welfare standards in large units will be very impressive, and if they are not, they will not get permission.

There are many other, environmental reasons why one might want to refuse an application for a large unit, and I think that planning authorities should be willing to turn down applications, unless they meet their exacting standards. The application in my constituency is within view of Powis castle. The local planning authority will have to consider that issue. The Environment Agency will have to examine all the implications for the environmental impact. All such issues will have to be considered by a planning authority before approval is secured.

I want to deal now with the public resistance element. During my eight years in the National Assembly for Wales, I was a huge enthusiast for organic farming and farmers’ markets. We should continue with that, but we have to persuade people to come and buy from these units. The reality is that most customers—consumers—will buy where the price is cheapest. The supermarkets will drive down the price, and unless British farmers produce the product, they will import it. My hon. Friend the Member for North Thanet (Mr Gale) made a very good point about exporting a problem. That is exactly what might happen in the dairy industry unless we deal with the matter. In relation to public resistance, we need a balanced and open mind and a view based on scientific knowledge.

I want to appeal not only to my hon. Friend the Minister but to everyone who participates in the debate—because it will be an ongoing debate; the issue will not be dealt with in the short term—not to take an instinctive view. Mine might be one of antipathy. We must examine the science, because in the end that is what will rule the decision. If we in this House are to have an impact on the issue, we have to present the facts and have an influence, we hope, on the purchasers, which are mostly supermarkets. Only the Government can do that now, because supermarkets have reached such a state of dominance in the market. By taking a balanced approach, we may well have some influence and, while not necessarily returning to the image of my childhood, staying rather closer to it.
