May I congratulate you, Mr Deputy Speaker, on your re-election to the Chair? It is a pleasure to follow the hon. Member for Coventry South (Zarah Sultana). Well done! There is something else about Coventry South—it was also the home to my great-grandmother, or Granny in Coventry, as we used to call her. I welcome another working-class voice to this Chamber, alongside myself—I grew up in Knowsley and Merseyside—and my hon. Friends the Members for Barrow and Furness (Simon Fell) and for Birmingham, Northfield (Gary Sambrook), who made excellent maiden speeches. It is clear that they will be strong champions for improving the lives of people in their areas, proving that power is in the hands of the working class—just that it is on this side of the Chamber.

The UK started the industrial revolution that changed the face of the world, and since then, all major economies have been powered by coal, oil and gas. But today we stand on the precipice of change, and I believe that the UK is once again in a position to lead by example and ignite a global green industrial revolution. We are already on this path, having decarbonised faster than any other developed economy, with renewables up from just 6.1% when we took office to nearly 40% today. To put that into perspective, 75% of our electricity came from coal in 2010, but last year it was just 2%. That is a remarkable feat, and I want to pay tribute to colleagues across the House who have championed this change.

Last year, we committed to continue this journey with our landmark commitment to a net zero carbon economy by 2050—or sooner; we are allowed to beat our targets, and as we are Conservatives, we often do. Wind power has played a significant role in our success thus far, and we are now the world’s biggest producer of power from offshore wind. Last year it contributed a fifth of our electricity generation, overtaking nuclear for the first time in our history. This is progress. I fully support the Government’s commitment to increase our output to 40 GW by 2030, and I fully anticipate that this will become a reality, given that the cost of wind energy has fallen year on year through contracts for difference.

However, we need a diverse energy mix to ensure our long-term energy security. I am concerned by reports of the wake effect, a process whereby turbines block one another, and of blockage, where the physical wind farm slows the wind down as it approaches. This, combined with the irregularity of the wind, means that the UK needs diversity in its energy output.

Solar has a huge part to play, and I am proud that 99% of all existing solar panels have been installed since 2010. Locally, West Sussex County Council is leading the way with a range of projects such as the development of two solar farms in my constituency at Tangmere and Westhampnett. The latter has been built on a former landfill site and was the first such public farm to be built without any central subsidy. I hope that Government colleagues will look to sites such as these that are inappropriate for alternative development and consider replicating these examples. The council also runs a solar schools programme, and 80 schools across the county now collectively produce the same energy as the Westhampnett solar farm, saving an average of £2,000 per school on bills. Altogether, the council’s renewable programme brings in a revenue stream that exceeds £1 million a year.

Government and business have driven these changes that have transformed our energy market. I believe that we need to do more to develop and invest in emerging technologies, particularly at sea, and as an island nation we are well placed to lead the way. I was particularly interested in my hon. Friend the Member for Barrow and Furness’s suggestions about investment in tidal technologies that could transform his constituency. Creating a renewable and diverse energy grid is crucial as we move into the next decade, when most of our nuclear power stations are set to be retired. Beyond this, the Government are rightly tackling emissions from cars and looking to phase out the internal combustion engine from our lives by 2040. To that end, electric vehicles are set to replace them, which will increase demand on the grid.

Chichester District Council recently installed eight new charging sites across the district, thanks to a £58,000 grant from the Office for Low Emission Vehicles. Our council is not alone: we have made progress nationally, and there are now more charging locations than petrol stations in the UK. Despite this, there are still more than 100 local authorities with fewer than 10 public charging devices per 100,000 people. I therefore welcome the £400 million charging infrastructure investment fund, and the consultation on requiring charge points to be built into all new homes with a parking space. Getting this right is not only a necessary piece of our net zero puzzle; it will also improve air quality. Of course, we could go faster, and the Transport Secretary has announced that he will look to move the petrol and diesel phase-out date forward from 2040 to 2035. Where we can, we will improve our targets.

Infrastructure is only part of the problem. More needs to be done to incentivise people to get an electric vehicle in the first place. As the hon. Member for Salford and Eccles (Rebecca Long Bailey) mentioned, electric vehicles are expensive, so I ask the Government to help reduce the up-front costs associated with these cars by extending the plug-in car grant. Furthermore, I ask them to consider implementing a levy on new petrol and diesel cars that could be used to fund incentives for people going electric, so that we can make the shift happen faster.

Chichester District Council is doing its part. It already operates two electric vehicles for its daily enforcement patrols, and I will have further cause to speak about its work as it implements a climate emergency action plan that aims to make a 10% carbon reduction in the district year on year from now until 2025. Again, we can go faster if many more councils follow this example. I am sure that the council will also consider the steps that we can and need to take to make existing and new homes more energy efficient as we move towards zero carbon housing, which will be vital.

This Government have proved that we can grow our economy and tackle climate change. The real winners in the industrial revolution will be those who take the lead early on, as we are doing. We have already created 400,000 green jobs, and more will follow. The new climate economy project has forecast that bold action on climate change globally could deliver £20 trillion in economic benefits over this decade, so there is even a business case at this point. Later this year, we will welcome the world to Glasgow to talk about climate action at COP26, and I want our message to be simple: “We in the UK are taking a lead and so can you.”

It is a pleasure to follow the hon. Member for Dundee West (Chris Law) and hear about examples of best practice in Scotland, that fantastic member of the United Kingdom.

There is no doubt that our actions are changing the planet. Our relentless consumption of the earth’s resources over centuries has consequences, and today we are starting to see them. Many of our once abundant coral reefs are bleached white and left lifeless. Vast expanses of land where rain forests once stood are stripped bare for farming. Even in Europe, some reports suggest that deserts will expand across the southern Mediterranean. We are destroying the earth’s natural carbon sinks, and with them, the wider biosphere—so much so that our planet is now in the midst of its sixth mass extinction. Not since the extinction of the dinosaurs have we seen such a loss of plant and animal species. According to one study, current extinction rates are 1,000 times higher than they would be if humans were not around. The International Union for Conservation of Nature’s red list found that more than 27% of all assessed species on the planet are threatened with extinction.

We have the facts about what is happening to our world today, and we know why these changes are occurring, so in theory the solution should be simple. In one sense, it is—we need to stop producing carbon dioxide and implement strict protections for vulnerable ecosystems. But to do that, we need both the political will and a sense of economic realism. We need to take the people of the country with us, which is why this must not be a party political issue.

I have heard the calls for putting the UK on to a war-like footing, immediately banning combustion engines, limiting flights and turning off the taps to traditional fossil fuels. It can be tempting to get swept away on this wave of emotion and the calls for drastic change. There is a serious risk of gesture politics overtaking pragmatic, sensible policy making. Setting goals without a plan is wishful thinking. We need a plan, but it must be carefully constructed to avoid the mistakes of the past. We all remember diesel cars—we were all convinced that we had to buy them. As a result, the market share went from 14% to 65%, and look what happened next.

We need to ensure that these actions are complementary. I co-chair the all-party parliamentary group on the United Nations global goals for sustainable development. We need to check that the policies we put in place are coherent, because some policies to pursue one goal may impact negatively on another goal. This is the whole world’s ecosystem we are talking about, and we need to take account of that.

My hon. Friend is right that we need to take people with us and ensure that this works for them. Does she agree that if we provide enough charging points for electric vehicles and support people to purchase them, we can help to clean up our environment and significantly reduce the cost of living, because electric vehicles are so much cheaper to run?

Yes. Last year I went to the Nucleus conference at Goodwood and saw one of the world’s leading electric car manufacturers, NIO—a Chinese company—which is solving the problem in a different way. Instead of creating lots of charging points, they had changeable units that people could pick up and drop off in a garage, like we do with Calor gas on the continent. We need to consider all the best practice, because we do not want to get policy wrong again.

The hon. Lady is right; we need to get this right and take people with us. Is it not also true that we are up against some strong vested interests? We should not underestimate how much those with strong vested interests in the fossil fuel industry and the car industry would like to continue as before, because that would be easiest for them. They are going to push back, and that is the challenge we face in this House.

As politicians, we are very used to strong vested interests; in fact, most of us can spot them a mile off. I worked in car manufacturing for eight years before coming to this place. Those companies have made radical changes to their manufacturing processes and designs, and all of them are moving to electric vehicles. We must be generous to those businesses and industries. There is sometimes a little bit of anti-business rhetoric in this place, and we ought to remember that those businesses do most of the investment in most technology innovation in this country.

I thank the hon. Lady for giving way again; she is being very generous. I am not anti-business. My family runs businesses, and I understand how business works. They need to have the right incentives. When I talk to those in the car industry, they say that the Government need to send a strong message out to the industry and investors about where they are going, and currently they are failing to do that.

Having spent 30 years in business, I can tell the hon. Lady that no business waits for politicians to give them the answer. They do not; they innovate, they invest in innovation and they invest in where the market is going. In fact, they often create the market.

We need to take drastic action, but we need to do it in a way that is not drastic. This became apparent to me during the Extinction Rebellion protest. When it came here, I spent an hour listening to, learning from and debating the points raised by one group. One of the suggestions made by some in the group was the introduction of a one child policy here in the UK. That would be a rather totalitarian response, and it is unnecessary given our already declining total fertility rate of just 1.76 in 2017.

That said, there were plenty of sensible ideas as well, such as installing solar panels on all new builds, putting in alternative fuel boilers and ensuring we are insulating homes properly, which is one of the simplest things that can have a massive impact. We should all be doing it, and I hope to see some action on that. Obviously, we should also be moving to greener modes of transport, reusing and recycling, and restoring peat land and planting millions more trees a year. All of these offer many financial and environmental benefits.

It is fundamental to remember that to become a carbon neutral country, we will need to invest in technological development and to incentivise, with incentive schemes, green infrastructure and much more. However, I believe we must be cautious about policies and ideas that negatively impact on growth; for example, calls that limit people to one long-haul flight, which was another Extinction Rebellion idea—it did confirm that it meant return flights—and one short-haul flight per year. As someone who has worked internationally for 30 years, I would clearly be out of a job, because I used to take 200 flights a year. It was my job to grow business and to grow jobs, and such flights are sometimes part of what needs to happen in a globalised world.

Does my hon. Friend agree that, as Britain is a leader and is looked to internationally on how to tackle this, if we were to crash the economy, were able to take only one long-haul flight a year and to have only one child, and so on and so forth, we would be seen as a country that had failed and nobody would follow our example? Does she agree that we have to be realistic?

I absolutely agree with my right hon. and learned Friend. It is absolutely key to be realistic. Again, technology does offer a lot of benefits that will help us to sustain our environment and to reduce the need for business travel—for example, by keeping in touch by other means.

The Government have shown that we can grow the economy and reduce the national carbon footprint. Since 2010, we have deployed 99% of the UK’s solar panels. We are now home to the world’s largest offshore wind capacity. In total, we have quadrupled our renewable output. It is not surprising that, last year, we produced over 37% of our energy from renewables, all while growing our economy.

Local authorities need to act, too. I am proud to say that Chichester District Council has voted that there is a climate emergency. Importantly, as Councillor Susan Taylor recently said, it will deliver action, not just words. The council is already seeking to employ a climate emergency officer, who will ensure that a plan is developed to reduce our carbon footprint.

We must not be complacent: we must do more locally, nationally, internationally and individually to grow a truly global green economy. Looking at the big picture, Britain has always been a world leader, and we must continue to build on our target-led, technology-driven approach. We were the innovators of the steam power that drove global industrial development, and we now owe it to the world to lead the renewable green revolution.

I add my congratulations to the hon. Members for Oxford West and Abingdon (Layla Moran) and for Brighton, Pavilion (Caroline Lucas) on securing this vital debate.

Climate change is not a new concept. For millennia the earth has oscillated through periods of warmth and of cold, but for the first time in Earth’s history natural trends are changing. Unlike in times gone by, however, human beings have their finger on the scale: we have tipped the balance. Our impact on the environment is often hidden, out of sight and out of mind, but international scientists are clearly telling us that our actions have dire consequences—consequences that we are starting to see and feel. Heatwaves, hurricanes, wildfires and flooding are just some of the realities we now face. The positive news is that we know it is happening. We know a key driver of this change is our relentless production of greenhouse gases, so we have to take action to change that and work towards a net zero carbon economy.

I am proud that the UK is leading the way in tackling this issue, and I do think that we are leading the way. Since 1990, we have cut emissions by more than 40%, and we have done so faster than any other G7 nation, all at the same time as our economy has grown by two thirds. Our emissions will continue to fall as we generate more of our power from clean sources, and we are on track to deliver 35% of energy from renewables by 2020-21.

Another way in which the United Kingdom can take a first mover advantage is in relation to using carbon capture and storage. If we were to make a commitment as a Government and as an economy to implement it, that is an area in which we could really make a startling difference to what we are achieving in carbon emissions in this country and in exporting such technology across the earth.

I completely agree. That is certainly much-needed technology, and technology with which the world leader, which I hope we will be, would certainly be able to make a massive difference, as well as a huge economic difference for businesses here.

This change is often being driven from the ground up by businesses, as my hon. Friend says, and by local councils, supported by Government initiatives, and I have seen this in Chichester. Covers timber merchants in my constituency has transformed its business to incorporate sustainable business practices. It has installed solar panels across its sites, which has allowed it to save 810 tonnes of carbon dioxide from being emitted in 2017 alone. On my last visit there I saw its newest introduction of electric forklift trucks, which were operating in the yard silently loading lorries. That business and many others are doing what they can to minimise their environmental impacts, and West Sussex County Council has been developing its renewable assets, with solar panels now on more than 30 schools, as well as on council buildings and fire stations. Today the council produces an average of 23,350 MWh of renewable energy per year, which significantly exceeds the 14,000 MWh consumed in delivering services across its core estate. Such innovative efforts are slowly but surely changing the way we operate our businesses and services in this country, together with our individual actions as consumers.

As many Members have said, this is a global issue and we need a global solution. Our role in that is becoming increasingly important, and reports of international underachievement and key players pulling out of international agreements make the need for us to remain steadfast and show continued leadership all the more important. We need international collaboration and to support developing economies to grow in a more sustainable way than we did. The Government have committed £5.8 billion of international climate finance from 2016-20 to help developing countries mitigate the effects of and adapt to climate change.

We must consider best practice adopted in other countries, and support the development of new technologies such as carbon capture and storage, which my hon. Friend the Member for Stirling (Stephen Kerr) referred to. As an island nation we should continue to develop and support growth in marine energy. I welcome the Government’s ambition to become a world leader in clean technology and services, and I look forward to them further developing those opportunities with our world-class universities. Sustainable growth can ultimately be more profitable in every respect.

We owe it to the next generation to make every effort to mitigate climate change. Several Members have referred to the 15,000 schoolchildren who came here to tell us that they care, and we are here today to say that we care too! Their voices are being and will be heard by every one of us.

As MPs we cannot fail to be impressed by the knowledge of the younger generation in every school we visit, as well as by their knowledge of the impact on the environment, and their passion to take action and combat climate change and create a more sustainable world for their future. I promise—I am sure we all do—that we will continue to support every effort to improve our environmental plan and support our 25-year strategy, our clean growth strategy, and the forthcoming environmental Bill, which shifts focus on to the environment and should therefore be welcomed.

On a personal level, we will all give up something for Lent—I am sure that my hon. Friend the Member for Chelmsford (Vicky Ford) has been on to us all. I gave up plastic this year, and I think this year I am picking up litter and might even try lentils as well. Tolstoy famously said:

“Everybody thinks of changing the world but no one thinks of changing themselves.”

We need to do both.

I am pleased to see the national living wage and the national minimum wage continue to increase and support the lowest paid. Those on the minimum wage often have the hardest jobs, and those jobs are vital to our daily lives. Carers are just one example; many of us who have a cared-for relative know just how demanding and invaluable—indeed, priceless—such work is. We need to make sure that carers and many on the minimum wage are properly rewarded for their work, as everybody should be. The Government have made some promising steps, with net wages for people on the minimum wage increasing by 39% since 2010.

It is estimated that 2,600 people in Chichester are on either the national living wage or the national minimum wage, and they are all set to benefit from the above-inflation increases to their hourly rate. They represent about 6% of the local workforce, and Chichester chamber of commerce and industry has welcomed the Government’s acceptance of the Low Pay Commission’s recommendations. The CCCI has said that Chichester businesses want to recruit the very best employees, and this needs to come with a decent wage. I completely agree. I am encouraged by the fact that the CCCI does not foresee any adverse effects on local businesses from of the proposed increases.

I am not saying that raising the minimum age alone is the silver bullet, but the proposed increases mean that the earnings of a full-time minimum wage worker will increase by more than £2,750 annually from next year—that represents a number of Freddo bars. That good news comes on top of other Government measures, such as increases to the personal tax allowance.

I also celebrate the 20p increase to the hourly rate for an apprentice, which represents by far the biggest proposed increase—a 5.4% rise on current rates. That will be a welcome boost to the pockets of the 540 people who started an apprenticeship this year in Chichester, although we should not forget that this is a minimum wage and many people pay apprentices above the minimum wage. I was an apprentice at 16, more than 30 years ago, when the Labour policy was not to pay me the same minimum wage as someone aged 50. It seems that that could be the policy Labour is about to introduce, according to their Front Benchers. In addition, apprentices are getting valuable new skills, which are sponsored and paid for by their employers. As a newly appointed apprenticeship ambassador, and with National Apprenticeship Week coming up, let me use this opportunity to say that, along with learning the necessary skills, this increase will be one of the benefits of taking the apprenticeship route into the workplace. I will be welcoming that.

Unemployment is at an all-time low under this Government. Only 1.2% of people in Chichester are unemployed, so the jobcentre’s aim to get everybody a job, then get them a better job and then move them into a career is a realistic ambition. The minimum wage will help along that journey, so I welcome the proposed increases and I am pleased that we are on our way to making the national living wage reach 60% of median income by 2020. Hard-working people deserve an income that reflects their importance to our economy and the services we rely on daily. We all want to make sure that work pays, and I think these inflation-beating increases are a good step in making that a realistic prospect.

I know that many Members across this House share my concern that Brexit and the removal of hard-won EU legislation will mean a race to the bottom for workers’ rights in the UK. In that respect, it is at least a little bit encouraging to see a commitment to continuing to increase minimum wages; however, as I have said time and again in this place, it does not go nearly far enough. The UK Government’s pretendy living wage is not enough to live on. The real living wage, as calculated by the Living Wage Foundation, is set at £9 an hour, or £10.55 an hour in London; the pretendy living wage falls short of that. For those of us who want a highly educated, highly skilled, high-wage economy, it continues to be extremely disappointing that the UK Government choose not to increase the minimum wage to a level people can actually live on.

High wages are linked to increased productivity—an issue the UK has struggled with for many, many years—increased staff retention and higher standards of workers. A substantial increase in wages is not a choice between acting in the interests of businesses and acting in the interests of employees; it is entirely possible to cover both. The attitude that I am hearing from Government Members is that the national living wage falls short of a real living wage, but we should celebrate it anyway because it represents a pay rise for working people. That shows a real lack of aspiration on the part of the UK Government—a Government who claim that they want to help people work their way out of poverty but whose actions fail those people time and again.

If this UK Government really wanted people to work their way out of poverty, they would be investing in our labour markets, increasing the powers of trade unions and improving the rights of those in insecure work. They are presiding over one of the lowest rates of real wage growth among the advanced nations of the G20. Andy Haldane at the Bank of England has described the past 10 years as “a lost decade” for workers, and the measures today will do very little to address that problem.

As things stand, the Chancellor is giving with one hand and taking away with the other. For those at the lower end of the income scale, the proposed increase in the minimum wage does not even offset the impact of the benefits freeze. I and my hon. Friends have consistently called for an end to the benefits freeze, which is a pay cut by stealth for some of the lowest earning people in this country. We welcome the Labour party’s commitment to scrap it, even if it did not feature in its 2017 manifesto.

The age pay gap is the income inequality that the national minimum wage policy creates between age groups. The Department for Business, Energy and Industrial Strategy impact assessment on the policy explicitly states that the purpose of a lower minimum wage for under 25s is to

“maximise the wages of low paid younger workers, without damaging their employment prospects.”

It also says that the Government asked the Low Pay Commission to recommend separate national minimum wage rates

“by age band (16-17, 18-20 year olds, and 21-24 year olds).”

There is no real evidence to justify why that is necessary. It is insulting to young people in my constituency and across these islands to say that employers would not want them if they had to be paid a fair wage; quite apart from that, it entices employers to make hiring decisions based on age, encouraging unscrupulous employers to break the law.

Make no mistake, this is state-sponsored age discrimination. In the impact assessment, the public sector equality duty sets out that the Government must

“eliminate unlawful discrimination, harassment and victimisation and other conduct prohibited by the Act”.

It goes on:

“The protected characteristics consist of nine groups: age, race, gender, disability, religion or belief, sexual orientation, gender reassignment, pregnancy and maternity, marriage and civil partnership.”

If women were to be paid less than men, that would be against the law because gender is one of the protected characteristics; mysteriously, however, this impact assessment does not extend to age. I would really like to see some smart lawyer take a legal challenge against the Government, because there is clear discrimination in the terms of this statutory instrument on the basis of age alone. There is no justifiable reason for this policy.

To compound matters further, the proposal that we are discussing today will increase the pay gap between age groups. The uprating that will result from the regulations means that 24-year-olds could earn £90 less a month than 25-year-olds for exactly the same job, amounting to a difference of more than £1,000 a year. The gap would increase even further within the under-25 age groups, making it even harder for young people to get by. Since the measure was brought in in 2016, 18 to 20-year-olds have seen the age pay gap between themselves and someone on the higher rate go from £1.90 to £2.06; 16 and 17-year-olds have seen it rise from £3.33 to £3.86—that gap between the highest wage and all that they are legally entitled to be paid—and for apprentices, the gap has gone from £3.90 to £4.31. No justification is given in the impact assessment for that state-sponsored age discrimination.

If I were to suggest that Members of Parliament—an MP born in 1973, perhaps, like my hon. Friend the Member for Glasgow South West (Chris Stephens), or an MP born in 1978, like the Minister, or myself, born in 1982—were to be paid different rates depending on age, I cannot imagine any MP in the House signing up to that. Why should young people face the discrimination in law that the Government are proposing today?

I am listening carefully. Having started my working life aged 16 as an apprentice, I would not expect to get the same minimum wage at 16 as I would starting in a new job when I was 20, 30 or 40. Surely there is some recognition that experience comes with age, even if it is not always experience in the workplace. I think that perhaps people when they are older might expect to see a differential to reflect their experience.

The hon. Lady misses her own point, because the regulations are not called “The National Experience Wage (Amendment) Regulations”. The regulations discriminate by age alone, not by experience, so if the hon. Lady, as a 16-year-old, walked into a job on the same day as somesone who was 25, she would not be legally entitled to the same wage. The 25-year-old would have no more experience in that job, regardless of their experience in life. There might be 20 or 16-year-olds who are far more savvy on the first day in the job than a 25-year-old, or a 45-year-old, or a 65-year-old. We are not measuring experience here.

I will follow your guidance, Mr McCabe, although I am the only Back-Bench Member represented on the Government Benches. I would like to thank the hon. Member for Barnsley East (Stephanie Peacock) for securing this important debate.

The 21st century has brought us the advent of digital technologies, which have been transformational to working environments, creating opportunity and flexibility with remote working and online networking. Unfortunately, there are cases where flexible working models have led to poor management practices and a degradation of employment rights.

Although flexible work has advantages for employers and employees, in some instances insecure work does not provide a fair balance for employees. I have experienced that in my family. A cousin of mine is on a zero-hours contract. He took a shift with a well-known retailer, but on arrival was told he was only needed for two hours, leaving him with a day’s wages that barely covered the bus fare to and from work. That is not uncommon, and it can be worse: people can turn up for work and find that there is no work for them. There is no excuse for that; it is just bad management practice. Employers can plan how many people they need before somebody turns up for work. Those situations can sometimes be facilitated by working arrangements in the gig economy, but that is not the case for most workers.

A study carried out by the Department for Business, Energy and Industrial Strategy identified that the most common use for this type of employment was to supplement income streams, with approximately two thirds of those who took part in the study earning less than 5% of their income with gig work. It was basically topping up income. Even in today’s world, it is normally women who take time off to care for loved ones, and the gig economy can provide a great way for women to continue to work while balancing their responsibilities. I am sure we all have many examples of that. I have one in my constituency. Through an online platform, a constituent does administrative jobs for 20 hours a week while her son is at preschool or when he is watching the football with her husband. I guess we are hoping that she will be earning a bit more as England continue in the World cup.

The use of flexible work to bolster household income is increasingly common. Some people choose that way of working permanently. Technology has enabled capabilities to take off as the world gets smaller, in terms of connectivity. One of my constituents, a recent graduate, currently works as a freelance online comms manager. He runs social media accounts from home, servicing the needs of companies. The work is insecure, because it is not contracted, but he values the flexibility. He is not alone; some 90% of those who are wholly reliant on gig income said that they were satisfied. Of course, we need to listen to the concerns of the 10%, some of which have been expressed here today.

The gig economy can empower people to live in a way that increases choice, allowing them to balance their commitments. That will become increasingly important as we all work for longer and will require greater flexibility in how we manage our careers.

I congratulate my hon. Friend the Member for Barnsley East (Stephanie Peacock) on securing this important debate. The casual- isation of the jobs market is nothing new. For decades now this country has been moving from an industrial, export-led economy to a services-led economy. Over that period we have begun to see—at an increasing pace—a race to the bottom in jobs, pay and terms and conditions for working people. That is why the debate is so important.

In my capacity as chair of the all-party parliamentary group on taxis, I have raised concerns about the taxi and private hire industry, which other hon. Members have referred to. For anyone in any doubt about the agenda of those companies and the way they treat their workers, look at the way that companies such as Uber have had to be dragged kicking and screaming through the courts by trade unions, on behalf of their members—Uber workers—to be made to provide the basic terms and conditions and decent wages that everyone should enjoy.

I am proud of the role that GMB has played, of my party’s relationship with the trade unions and of the support I have enjoyed as a trade union member and supporter, which is reflected in my entry in the Register of Members’ Financial Interests. However, people should not have to rely on trade unions or High Court judges to protect their basic rights and terms and conditions; they should have a Government and a legal framework that is on their side, which they clearly do not.

We have heard nonsense about flexibility—about how flexible the gig economy is and how people really enjoy the choice. How many people would choose that flexibility for themselves?

I am happy to give way, but how many Members would choose to earn less than a real living wage or not to receive holiday pay and maternity or paternity pay? The truth is that, when we are looking at the way our economy will change—the next phase of globalisation, and the next phase of the industrial revolution that will change our country—how we protect the value of labour will be one of the single biggest questions that defines our political generation. It is about skills, but fundamentally it is about shaping the economy in the interests of ordinary working people and not allowing tech companies, top-heavy business models or digital platforms to shape it in their interests.

The Taylor review was a wonderful opportunity to answer and to meet some of these big challenges. Matthew Taylor is a great guy with a big brain, but clearly, because of his working for this Government and within the political framework in which he knew the report would be received, that report was not nearly ambitious enough. If that was not disappointing in and of itself, the fact that we have seen so little action off the back of it tells workers that they cannot rely on this Government to protect their interests. We desperately need a Labour Government that will put their interests and their rights at work front and centre.

It is a pleasure to serve under your chairmanship, Mr Bone, and I thank the hon. Member for Warwick and Leamington (Matt Western) for securing this important debate.

Job losses in the automotive industry are of great concern to everybody, particularly to those of us with car manufacturers in our constituencies. My constituency, Chichester, is home to Rolls-Royce, which is the single largest employer and employs more than 1,700 people in highly skilled, well-paid jobs. Nationally, the automotive industry provides 814,000 jobs, with an annual turnover of £77.5 billion—more than 8% of the UK’s manufacturing output. The car manufacturing industry is of great importance not just to Chichester, but to the whole country.

I began my working life in a car factory in Liverpool where I worked for seven years. When I first started work, the industry was introducing a supply chain mechanism called just-in-time. First developed in Japan, just-in-time manufacturing would revolutionise the industry and make UK car manufacturing competitive and able to compete effectively with the rest of the world. However, just-in-time manufacturing is logistically complex: components arrive from suppliers based all over the world on the same day that they are to be assembled into a car or a sub-assembly, thereby avoiding the need to store large quantities of inventory that add to overhead costs.

Over decades the automotive industry has created a highly integrated and fast-paced supply chain, and that has been facilitated in Europe through the free movement of goods within the customs union. A car comprised of parts from throughout Europe will be assembled in around 20 days from start to finish, but not a screw will have been made before those 20 days. A network of suppliers based all over the world will be involved, and parts will sometimes cross borders several times before becoming a sub-assembly that is ready for final production. To put that in context, a crankshaft in a car manufactured in the UK will cross the English channel four times before being assembled into the final car.

The success of the supply chain network depends on many parts moving in a frictionless fashion. Imagine the effect that even a small delay at customs will have. I am probably one of the few Members of Parliament who have spent days sitting in customs, desperately waiting for parts to be released, to dash them back to a car factory where a line of workers are sitting eagerly waiting for work. Stopping a line in the manufacturing business is a disaster—it means all the cost, none of the production, and a knock-on delay for other plant production in future. To say it is a costly experience is an understatement.

Such delays make car manufacturing uncompetitive and would certainly lead to job losses. Car manufacturers will not risk that happening, and instead they will have to build warehouses to house stock. That will effectively set the industry back years, sending it back to the 1980s. What effect will that have on our roads? Lorries currently pass through customs in under two minutes, but if that time is doubled, it will have a huge impact on our ports and the surrounding roads. We must be innovative when we implement new customs arrangements and utilise technology to ensure there are no hold-ups at crossing points. I am pleased that the Government are aiming to ensure that crossing points are as frictionless as possible, but we must ensure we get it right.

The size of the UK’s car manufacturing industry is impressive, but we cannot take it for granted. Every new model is highly competitive, because a number of car plants located around the world will have similar capabilities but different labour rates and market conditions. As we leave the EU, the UK must remain competitive because increasing pull factors to other locations will seek to draw investment away from our shores. Thus far the industry has shown its support by investing further in the UK, and since 2010, jobs in car companies have increased by nearly 30%. If we continue to prioritise friction-free customs arrangements and continued close co-operation with the EU on rules of origin, harmonised standards and type approvals, I am optimistic that the automotive industry will continue to thrive and grow.

We have a range of grant schemes to support the installation of charging infrastructure—on-street, off-street and at workplaces. At the autumn Budget, the Chancellor announced a £400 million joint public and private charging infrastructure investment fund.

It certainly does, and I have had the honour of visiting my hon. Friend’s constituency. On the day we announced the battery facility he mentions, the CEO of Jaguar Land Rover declared:

“We also intend to produce battery electric vehicles in the region, bringing the West Midlands to the forefront of modern mobility in the UK.”

That is the industrial strategy in action.

Chichester District Council has invested in 20 new electric vehicle charging points in carparks throughout the district. However, a constituent recently told me that it took him six and a half hours to get from Chichester to Oxford in his electric car because there were insufficient charging points during the journey. What is the Minister doing to join up individual council initiatives to ensure that there is a comprehensive network of charging points nationwide?

We are pressing hard on this. The Government are taking powers under the Automated and Electric Vehicle Bill to ensure that the infrastructure is rolled out. Government leadership, along with local authority engagement and a growing private sector, means that the UK now has more than 11,500 publicly accessible charge points. The Government have committed £15 million to ensuring that there will be one every 20 miles on the strategic road network. That is coming, and it will be coming soon.

I think that the hon. Lady and I spoke on the telephone on the day of the insolvency, and I think I have met her twice since then, along with other Wolverhampton colleagues, to ensure that she is kept fully updated. We are working closely with PricewaterhouseCoopers and the Insolvency Service in the best interests of not just the creditors but all those employed in the Carillion network. To date, things have been positive, but I will seek to update the hon. Lady further as more information becomes available.

It is a pleasure to follow the hon. Member for Jarrow (Mr Hepburn).

There is no doubt that we are living through a period of profound change created by the digital revolution. We should all, therefore, welcome the Chancellor’s announcements in the Budget about investing in the skills and technologies to equip our country and to give us the confidence to rise to this challenge. And we should feel confident: throughout our history, the UK has pioneered change that has rippled out across the world. From the advent of the steam engine to the invention of the internet, we are good at embracing change.

In the mid-1990s, at the start of the dotcom boom, I spent a few years working in Tokyo to develop chips with enough memory to enable digital cash on a bank card or in a phone. The new technology we were developing was a million times smaller than the chip in an iPhone today. The rate of progress in the digital age is phenomenal and will continue to be.

The UK is a global leader in tech, supported and driven by the finest academic institutions in the world and by bold businesses that challenge the norm. In Chichester, we are home to Rolls-Royce, which uses state-of-the-art technology to manufacture its engineering masterpieces, which even include an electric Rolls-Royce. My constituency is also home to a £1 billion fresh food industry, where I have seen at first-hand how robots ensure the perfect growing conditions for herbs and salads, as they move from potting, to germination, all the way through to packaging. Technology is already having a big impact on the way we do business in Chichester.

To achieve our full potential, we need an integrated plan that embraces education from primary, where eight-year-olds now learn basic coding, through to secondary and tertiary, and that includes maths and digital skills at all stages. To anybody sat in a local comprehensive school in Liverpool, as I was, I say: these are the keys to your social mobility. It is not just tech; Chichester University has a new STEAM—science, technology, engineering, arts, and mathematics—centre, adding art, design and creativity to technology, which is a winning combination.

The Government’s ambition is clear, with a further £2.3 billion being invested in science and innovation—the highest level in 30 years. The Chancellor is also investing in infrastructure to develop fast fibre broadband and 5G networks. That is important, as all this talk of advanced technology must be baffling to some of my constituents as they struggle to stream music or even download a film.

As we leave the EU, we must be more flexible and innovative. On our side are centuries of competitive advantage, thanks to our geography, language, time zone, common law and institutions, including the one that I am standing in. Having worked in tech for more than 20 years, I know that this makes us an attractive hub for business, trade and technology, and we have a head start. The UK is host to 18% of the world’s data flows, so we already have a well developed platform from which to grow—in all parts of the country, as we expand tech cities into a tech nation.

I welcome the Budget and the industrial strategy, and I am optimistic about the future of this country and the economy. The Government are investing for the long-term success of our nation, in industry, technology, houses, including council houses, construction, our NHS and, most importantly, people and the skills that they need to secure their future prosperity.
