Commons ChamberIt seems that rewarding failure is this Government’s guiding principle, and even Conservative Members agree. Avanti West Coast is the worst performing operator on the rail network, but Ministers spent an eye-watering £4 million of taxpayers’ money on bonuses to company executives for
“customer experience and acting as a good operator.”
Does the Minister agree that this is simply not good enough for the businesses and people of north Wales?
I have already said that I accept many concerns have been raised about Avanti’s performance, but it all goes to show why it is important to modernise the rail network across the whole of Wales. That is exactly what the UK Government are doing at the moment.

Commons ChamberThe Conservatives’ cost of living crisis is hitting Wales hard. The soaring costs of energy, fuel and food have been compounded by crippling increases in tax and national insurance. The meagre 5p cut to fuel duty has proved wholly inadequate and energy costs are due to rise even further this autumn. It is clear that the Government have run out of not only ideas but Ministers. Will the Minister commit to speaking to whoever holds the post of Chancellor this afternoon about taking immediate further action to tackle the cost of living crisis?
We have already acknowledged that there is a cost of living crisis, which was partly caused by having to spend £400 billion on getting us through the covid pandemic and by a European land war. Of course, we are doing everything we can to support people through these difficult times, which is why we are spending £37 billion on support for hard-hit households and why we have introduced a new 25% energy profits levy on oil and gas companies, which will raise about £5 billion of revenue that will also go to relieving the burden on families.

Commons ChamberWales contains 11% of the UK’s railway infrastructure, but in recent years has received only 1% of the Government’s investment. As if that were not bad enough, classifying HS2 as an England and Wales project is denying Wales nearly £5 billion of investment. I know that the Secretary of State does not like it when we remind the Welsh public that his Government is short-changing Wales, but now the leader of the Welsh Conservatives agrees with us, as does the Welsh Affairs Committee. Perhaps if the Government had given Wales a fair settlement to upgrade its railways, the Chancellor would not have had to fork out £10,000 for a helicopter to make a round trip from London to Powys. When will the Secretary of State use his position at the Cabinet table to ensure that his Government cough up?
A good question interspersed with some slightly trite comments; the hon. Gentleman might have done better had he avoided them. He overlooks the fact we have invested £340 million so far, with £125 million for the core valley lines, £58 million for Cardiff Central station, £76 million for the electrification of the Severn tunnel, £4.7 million for St Clears station in my own constituency, £4 million for Bow Street station—I could go on forever. He underestimates and undervalues the investments we have already made.

It is a pleasure to serve under your chairmanship, Sir Gary, and to respond to the debate on behalf of the Opposition. I start by congratulating my hon. Friend the Member for Cardiff South and Penarth (Stephen Doughty) on securing the debate and setting out so passionately the excellent examples of local authorities delivering for local residents.
My hon. Friend rightly talked about the level of support and commitment from officers and members right across local government in Wales during the pandemic. He also spoke about the support from the Welsh Labour Government through the plans for free school meals, social care, workers receiving a real living wage, and the significant investment in local government services. He highlighted the good work in Cardiff Council and the Vale of Glamorgan Council with a stellar list of achievements across the two authorities in regeneration, transport, dealing with food poverty and many other issues.
Local government has always played a huge role in delivering frontline services. I know that only too well from my 20 years as a county councillor before being elected to Parliament. However, it is fair to say that the role of councillors and councils, as we have heard a number of times today, has never been under as much pressure as the last two years. By and large, all 22 local authorities across Wales, for members, officers and frontline staff, have really stepped up to the plate and continued to deliver excellent public services for their communities.
Many of today’s speeches have highlighted the flavour of the work done by our local authorities. My hon. friends the Members for Swansea East (Carolyn Harris), for Swansea West (Geraint Davies) and for Gower (Tonia Antoniazzi) talked about the good work of Swansea Council, with the new Blue Eden project, which sounds very exciting and will create hundreds of jobs. They also talked about the significant investment in education and schools, the 62% recycling rate and transport improvements. Swansea was the first council to offer the minimum staff wage of £10 an hour.
I was particularly interested to hear about the work on green spaces and sports pitches with the abolition of pitch fees, which is something that the opposition group on Merthyr Tydfil Council, led by Councillor Darren Roberts, have pledged to do if they win the election on 5 May.
We heard from my hon. Friend the Member for Newport West (Ruth Jones) about the achievements in Newport City Council: the multi-agency social work hub; the safeguarding; the western gateway, looking out across the region; and the significant work on tackling recycling.
My hon. Friend the Member for Pontypridd (Alex Davies-Jones) talked about the work of Rhondda Cynon Taf County Borough Council, leading the way after covid, storms and flooding affected many communities across her constituency and the surrounding area. That comes from being bold and ambitious. She also mentioned looking at significant improvements in play areas and schools—services that we all know people rely on every day and appreciate very much, as they do town centre regeneration as well.
I know from part of my constituency in the Caerphilly County Borough that the council there has been at the forefront of supporting families during the pandemic, recently delivering its one millionth free school meal, supported by Welsh Labour Government funding and delivered with a real sense of commitment—not, as my right hon. and learned Friend the Member for Holborn and St Pancras (Keir Starmer) told the Welsh Labour conference on Saturday, after
“a last-minute U-turn after a really good kicking from a Premier League striker”,
which was the case in England.
In Torfaen, Welsh Labour councillors are among the local residents who make up the volunteers who ensure that households across Torfaen have access to regular food. Seven days a week, amazing volunteers sort, pack and distribute food and essential items to those in need, as well as offering financial, mental health and physical support across Torfaen. There are now hundreds of high-quality new homes in Flint, together with newly built care facilities and a superb town centre regeneration that has created more jobs and apprenticeships locally, all delivered by the Welsh Labour-led council in Flintshire. My hon. Friend the Member for Swansea East (Carolyn Harris) and I had the pleasure of visiting Flintshire last week.
In Bridgend, the Welsh Labour council has helped more than 4,600 people into work through its dedicated employability scheme, involving free training, supported job searches and CV development advice to upskill and support those seeking work. In Neath Port Talbot, the council has given advice, information and financial support to more than 2,000 businesses, along with administering £47 million in covid payments to businesses.
I think it is fair to say that local authorities are often the strategic partners in projects to support economic development. They are the catalyst and brokers that often bring together a range of partners and stakeholders that deliver holistic projects for our communities. Since devolution, our local authorities have been at the forefront of delivering regeneration projects across Wales—we have heard about many of them today—all done in partnership with the Welsh Government and other strategic partners. That strategic partnership must be safeguarded as the Government here in Westminster move forward with their levelling-up agenda. Wales cannot afford to lose the high level of partnership working and trust that has been built up over 20 years. That is why it is important that the Welsh Government are at the table for discussions and decisions around levelling-up projects going forward.
The excellent record of partnership working in Wales can be further illustrated by the fact that, throughout the pandemic, the leader of the Welsh Local Government Association sat around the table with the Welsh Government to ensure that the response to the pandemic was co-ordinated between the Welsh Government and Welsh local authorities. I pay particular tribute to Councillor Andrew Morgan, who facilitated that role. In addition, the Welsh Government Minister Julie James MS met council leaders on a weekly basis, co-ordinating the response to an ever-changing and fast-moving pandemic. That example of partnership working extended, as we have heard from my hon. Friend the Member for Cardiff South and Penarth, through the Test, Trace, Protect scheme that rolled out across Wales as a partnership between Welsh health boards and Welsh local authorities, which know their communities best and delivered a scheme at a fraction of the cost in England—and more efficiently, if I may say so.
In conclusion, we know that the Welsh Government have protected the budgets of Welsh local government in recognition of the frontline services they have provided. Today we have heard just some examples of Welsh Labour councils delivering for their communities in the most difficult of times. I and all others offer our best wishes to them on 5 May and hope that we see the return of many more Labour councillors and councils to work with our Welsh Labour Government to continue to deliver public services for the people of Wales.

Commons ChamberI thank my hon. Friend the Member for Caerphilly (Wayne David) for securing and leading this debate. His recent announcement that he would be standing down at the next election took some of us by surprise, and I hope he knows that his wisdom, his counsel and his huge contribution will be missed in this place. I thank the Backbench Business Committee for granting this debate, and I thank all colleagues here today for contributing to a wide-ranging and positive debate on Welsh affairs.
With the horrors unfolding hour by hour in Ukraine, I know that it can be difficult to focus our minds closer to home. As we have heard today from my hon. Friend the Member for Cardiff West (Kevin Brennan), however, Wales and Ukraine have special historical bonds. One of those is between the town of Merthyr Tydfil in my constituency and the city of Donetsk, which was originally named Hughesovka after the businessman who built it, John James Hughes from Merthyr Tydfil. John Hughes, whose father was a lead engineer at the historic Cyfarthfa ironworks, took a team of around 100 Welsh miners and metalworkers in the 1870s to build the city that is now Donetsk. Our countries have a special link, and we and the people we represent the length and breadth of Wales send solidarity and strength to the brave Ukrainian people as they face Putin’s illegal and barbaric onslaught. The thoughts of all of us are with them today.
Today’s debate has become an important annual event to mark our patron saint, Saint David. In opening the debate today, my hon. Friend the Member for Caerphilly talked about the shared prosperity fund, and he asked for further clarification on how it would work. After almost five years, I do not think that is too much to ask, and it would allay the deep concern and uncertainty that exists among local authorities and partners in Wales. Those comments were echoed by the hon. Members for Arfon (Hywel Williams) and for Strangford (Jim Shannon), and my hon. Friends the Members for Ogmore (Chris Elmore), for Llanelli (Nia Griffith) and for Aberavon (Stephen Kinnock).
My hon. Friend the Member for Caerphilly talked about the cost of living, the huge pressures that food and utilities prices are creating, and the folly of the Chancellor’s £200 loan for utilities. He spoke about the need to support people who are in the greatest need, and he referred to the Welsh Government’s winter fuel support scheme, which I will return to a little later.
My hon. Friend the Member for Cardiff West again talked about the need for this debate to be a permanent fixture, and he spoke about one of his predecessors in this place, Stefan Terlezki. My hon. Friend paid tribute to the Welsh Government and Labour-led Cardiff Council, led ably by Councillor Huw Thomas, for all the work that it has done in partnership through the recent difficult times. He also highlighted the barriers to cultural exchanges for schoolchildren.
My hon. Friend the Member for Llanelli talked about this year being the 100th anniversary of Labour majority representation in Wales, with Labour taking 18 out of the 35 seats in the 1922 general election. She paid tribute to one of her predecessors, Jim Griffiths, and voiced her concerns about the impact that 12 years of Tory Government have had on the poorest families in our communities. She quoted the leader of the Welsh Local Government Association, Councillor Andrew Morgan, who said that support and funding for local government were more than figures on a spreadsheet; they represented investments in people and lives.
My hon. Friend the Member for Neath (Christina Rees) talked movingly about the former MP for Aberavon, Hwyel Francis, and his huge contribution to the Labour family, to Welsh life and to his community. She mentioned his role in developing the South Wales miners’ library. She also spoke movingly about the contribution of Councillor Ali Thomas, who was a legend not just in Neath but across Wales.
My hon. Friend the Member for Newport East (Jessica Morden) talked about her constituents stuck in Ukraine and the compassion needed to support safe passage, and highlighted her pride in Wales as a nation of sanctuary. She also spoke of the frontline work carried out by Newport City Council, led by Councillor Jane Mudd, and the delivery of 9,000 laptops across Newport and the £55 million in Welsh Government funding to support businesses there.
The hon. Member for Arfon talked about the need to make St David’s day a bank holiday, the climate change challenges in delivering renewable energy, and also Wales’s role as a nation of sanctuary.
My hon. Friend the Member for Gower (Tonia Antoniazzi) talked about the powerful work across communities to unite and offer sanctuary. She spoke movingly about the work being done by rugby clubs across Wales at the grassroots of the sport. She spoke with pride about her own prowess in winning nine Welsh caps, and I know that all of her colleagues are proud of that as well. She also talked about the work being done at grassroots for children, particularly girls, in supporting the foundation of rugby.
My hon. Friend the Member for Pontypridd (Alex Davies-Jones) talked about covid through difficult times, on the back of the floods in Pontypridd, and the need to support local businesses more than ever. She also talked about the excellent work of the Labour-led council in Rhondda Cynon Taf, led by Councillor Andrew Morgan, and the support that it has given to families by delivering meals and food.
My hon. Friend the Member for Cardiff North (Anna McMorrin) talked about the work in unprecedented times, and the role of the Welsh Government in supporting the Ukrainian people. She highlighted the role of our First Minister, Mark Drakeford, and also the work of councillors across Cardiff North in supporting people during these difficult times.
The right hon. Member for Clwyd West (Mr Jones) and the hon. Members for Clwyd South (Simon Baynes) and for Montgomeryshire (Craig Williams) also spoke movingly about the work being done across their constituencies.
One year ago, the then shadow Secretary of State for Wales, my hon. Friend the Member for Llanelli (Nia Griffith), spoke in this debate and said:
“This year has been a most extraordinarily difficult year, and I express our enormous gratitude to all our key workers in Wales. I pay tribute to First Minister Mark Drakeford and the Welsh Government for their skill and commitment in handling the biggest health emergency in a century—keeping people safe, working closely with local government to keep vital services running, providing the most generous support package for businesses anywhere in the UK, and, of course, protecting our NHS.”—[Official Report, 25 February 2021; Vol. 689, c. 1198.]
Little did we know then that the most difficult of challenges would continue for another year. I once again want to express our gratitude and admiration to our key workers, to the Welsh Government and to our local councils for everything that has been done to keep Wales safe over the past 12 months.
The contribution of our local councils and councillors, their leadership and all their workforce, often go unremarked on, and so, in the time that I have today, I want to highlight just a few of their achievements. Welsh Labour councils up and down Wales have supported our communities day in, day out over the past year. They have played an integral role in the lives of our constituents. As a former councillor, I know the vital role that locally elected representatives play. Whether picking up prescriptions, delivering food or essential medication to those who were vulnerable or shielding, and also to key workers, Welsh Labour councillors have been at the very heart of our communities.
In Cardiff, Councillor Norma Mackie returned to service in the NHS, alongside her council duties, to vaccinate thousands of Cardiff residents in Wales’s record-breaking vaccine roll-out—I expect she will have vaccinated more people while I am speaking in this debate. The council workforce in Cardiff were superb, adapting to urgent circumstances—all credit to the council leadership, led by Huw Thomas, working with elected members, the workforce and trade unions.
In Wrexham, Welsh Labour councillors including Malcolm King and Dana Davies volunteer at The Venture in Caia Park, a charity set up by Councillor King, which provides extensive play facilities, learning and support specifically for children and young people. It is a real example of community provision while the independent councillors who lead Wrexham Council fight among themselves instead of for the people of Wrexham.
In Torfaen, at Panteg House in Pontypool, an incredible group of local people run a food bank, a community garden and sports teams, among other things. There are 60 community groups active from Panteg House, catering for all ages from babies and toddlers to pensioners. Initially operating as the free school meals pick-up point for Griffithstown and Sebastopol at the beginning of the pandemic, the scheme quickly snowballed into a community food and clothes bank. Seven days a week, amazing volunteers sort, pack and distribute food and essential items to those in need, as well as offering financial, mental health and physical support across Torfaen. Torfaen’s Welsh Labour councillors, led by council leader Councillor Anthony Hunt, are amongst the local residents who make up the volunteers who ensure that households across Torfaen have access to regular food.
Today, however, under the economic management of the Conservative party and the choices it has made, Wales faces the biggest drop in living standards for 30 years: the highest inflation rate for a decade; gas and electricity bills increasing by 54%; a cut to universal credit and working tax credit, with another to come; more people being pushed into higher tax thresholds; national insurance levels increasing by more than 10%, breaking the party’s 2019 manifesto promise; and a real-terms cut to state pensions.
In just a few weeks’ time, the Conservatives’ cost of living crisis will really hurt deeply. Across Wales, the numbers on people’s payslips will go down and the numbers on their bills will go up. As more and more households try to cope with the impact of the decisions the Conservative party has made, food banks such as those at Panteg House will only become busier.
Where the Conservative Government fail, Welsh Labour delivers. In Bridgend, the Welsh Labour council has helped more than 4,600 people into work through its dedicated employability scheme, involving free training, supported job searches and CV development advice, to upskill and support those seeking work. At the height of the second covid wave, Welsh Labour’s Caerphilly Council delivered its millionth free school meal—an astonishing achievement made possible by a great Welsh Labour council, ably led by council leader Councillor Philippa Marsden and local councillors including Carl Cuss and Eluned Stenner, among others, with financial support from our Welsh Labour Government.
Hundreds of council homes are being built at numerous sites by the Welsh Labour council in Caerphilly, and there are plans for thousands of new council homes in Cardiff over the next two years, including the brand-new net zero council homes welcoming their first occupants in Roath in Cardiff Central. They are 90% more efficient than standard homes, tackling the housing shortage and climate crisis and reducing energy costs all at the same time. There are now hundreds of high-quality new homes in Flint, together with newly built care facilities and a superb town centre regeneration that has created more jobs and apprenticeships locally, all delivered by the Welsh Labour-led council in Flintshire.
Locally, in Merthyr Tydfil, Welsh Labour councillors are looking to replace the ruling Independent Group, whose councillors are too busy squabbling among themselves to look after the needs of residents—something they have in common with the independents in Wrexham, it seems. Just yesterday, the Welsh Labour group on Merthyr Tydfil Council launched an ambitious manifesto that plans to deliver for local people, improving local transport, building on the brand new £11 million bus station provided through Welsh Government funding, and pursuing its No. 1 priority of improving education standards after they have slipped backwards under the Independent administration.
Across Merthyr Tydfil and elsewhere, Welsh Labour councillors are at the forefront of our communities. We have community champions such as Councillor Gareth Richards, who was recently involved in the successful campaign to improve the library facility at Treharris; Gareth Lewis and Brent Carter, who have been supporting those affected by floods in their communities; and all those who helped during the pandemic.
As the effects of climate change become ever more pronounced, freak weather events will continue to become more frequent. Significant investment in infrastructure and flood defences has been made by Welsh Labour councils with funding from the Welsh Labour Government, despite little additional support from this Conservative Government. Most importantly for Wales’s future and our future generations, our Welsh Labour Government and Welsh Labour councils are transforming our schools through the 21st century schools building programme, delivering the best possible learning environments for our children and young people. I also pay tribute to the Welsh Local Government Association for the role that it has played and continues to play in supporting local government across Wales, and to the excellent leadership of Welsh Labour’s Councillor Andrew Morgan.
On the whole, we have had a positive debate highlighting Welsh affairs and the contribution of Wales, and Welsh local government in particular.

It is a pleasure to serve under your chairmanship, Ms McVey. I congratulate my hon. Friend the Member for Newport West (Ruth Jones) on securing this debate. It has been a full and, on the whole, positive debate. As we have heard, Wales boasts a rich Muslim population; Islam is the largest non-Christian faith in Wales. Our Welsh-Muslim heritage is rich and vast, with the earliest recorded history dating all the way back to the early 12th century. The first mosque in Wales was built in our capital in 1947, and Wales now proudly houses 40 mosques, with 18 in Cardiff alone, including the South Wales Islamic Centre in Butetown, and others for Somali, Bangladeshi and Pakistani communities. There are seven mosques in Newport, and in north Wales there are ongoing plans to renovate an old chapel in Llanbedr into a brand-new mosque.
As we have heard, Cardiff is a modern, diverse, vibrant and cosmopolitan capital city, and is home to some of the oldest black and Muslim communities in the UK. These have roots dating back to the mid-19th century, as has been outlined by my hon. Friends the Members for Cardiff South and Penarth (Stephen Doughty) and for Cardiff West (Kevin Brennan). The history of Somalian-Yemeni seamen in Wales begins with the Somali migrants who arrived in the docks of Cardiff, Barry and Newport after the opening of the Suez canal in 1860. Somalia was colonised by the British Empire during the 19th century. At a time when Cardiff was one of the busiest ports in the world, Somali and Yemeni merchant navy men would travel on steamships from their home countries, transporting coal mined in the south Wales valleys around the world. Hundreds ended up settling in Wales and many families can trace their history back to the first seamen who settled there.
I had the pleasure of working in Cardiff during the 1990s and met many families in the Butetown and Grangetown areas, seeing for myself that they were diverse and vibrant communities. In the early 2000s, in another job, I worked in the city of Newport with charities and voluntary organisations, all of which received a huge contribution from the local Muslim community. We have heard about the Al-Ikhlas centre in Adamsdale, in Cardiff central, that ran a food bank during the pandemic, as so many others have, and it continues to feed families across the city. Its staff helped in picking up prescriptions and shopping for those who have been shielding, again, supporting the most vulnerable in our community through difficult times. We saw so many examples of that throughout the recent pandemic. A similar food bank was set up at the Dar Ul-Isra mosque in Cathays that continues to operate. It also ran a covid-19 response to help the drive for personal protective equipment for NHS staff in Cardiff.
Notable elected representatives have been mentioned this afternoon, such as the Cardiff central councillor, Ali Ahmed, who, along with his team of volunteers, delivered food to staff at University Hospital Wales throughout the pandemic. Mosques across Cardiff, including Dar Ul-Isra, hosted pop-up covid vaccination clinics to play their part in Wales’s record-breaking vaccine rollout. The Muslim community in Wales and right across the UK plays an important role in our communities and across national life. Much more needs to be done to highlight and celebrate that. As my hon. Friend the Member for Newport West highlighted, the Muslim communities in Wales have made a crucial and integral contribution to Welsh history and public life. We should be proud of the part they have played in the development of our cities.
In opening this afternoon’s debate, my hon. Friend highlighted the fact that Newport has the second largest Muslim community after Cardiff, as well as the contribution to national life that the Muslim community in Newport has made. It is important to recognise that contribution and that of elected representatives in local government, the Senedd and here in Parliament. She also highlighted the bullying targeted at the Muslim community, which is reprehensible. I will say a little more about that later.
My hon. Friend the Member for Newport East (Jessica Morden) talked about the Muslim community, which is proud of its faith and heritage, and the role it plays in community life, which I recognise from my time working in Newport. Indeed, the first mosque in Wales to roll out the vaccine was in Newport. She also celebrated the diversity of candidates in the forthcoming elections—hopefully several new Muslim councillors will be elected—and the active work to stamp out bigotry across society.
My hon. Friend the Member for Manchester, Gorton (Afzal Khan) talked about the role of the Muslim community during the pandemic. He warned of violent hate crimes and gave a powerful account of what is needed, particularly in the Tory party, to tackle Islamophobia.
My hon. Friend the Member for Swansea West (Geraint Davies) talked about the impact of local lockdowns on the Muslim community and on higher education outcomes, often for people from disadvantaged communities. He also talked about the impact of austerity and Brexit, about how people who are different have often been blamed, and about the Prevent programme and its shortcomings.
My hon. Friend the Member for Cardiff West (Kevin Brennan) talked about the multiracial community across Cardiff, which dates back many decades, and about how discrimination is not new. Indeed, the terrible prejudices that we witness are, in way, historical. He talked about the contribution of the Bangladeshi community, particularly in Cardiff West and across Cardiff. He also spoke movingly about the plight of Luke Symons, who travelled to Yemen, and made a plea for a Government to do more in that case.
As we celebrate the contribution of the Muslim community, we must also recognise the challenges. We know that many Muslim families are subject to abuse, particularly on social media. As we know, social media platforms have a moral responsibility and a duty to protect their users. Much more can be done to tackle Islamophobia online and across society.
As we have heard, the all-party parliamentary group on British Muslims has worked to create a definition of Islamophobia that has the confidence of more than 800 organisations, including political parties—the Labour party, the Liberal Democrats, Plaid Cymru, the SNP, the Green party and the Scottish Conservatives, as we have heard—as well as mayors and local government. We know that the definition—naming the problem—is often the first step needed to tackle the root causes. It seems bizarre that the Government cannot bring themselves to use the term Islamophobia, which begs the question: how do they intend to deal with a problem that they cannot even name? In recent weeks we have heard Azeem Rafiq’s powerful testimony about his experience in cricket, which highlights how easy it can be for racism and Islamophobia to be dismissed as banter. That points to the need to do much more to challenge such behaviour in our communities, in sport and in politics.
We know how important it is to celebrate what we have in common rather than focusing on what divides us, as we have witnessed in recent years. In closing, I want to mention my constituency, which once had the largest Jewish community in the UK. The Foundation for Jewish Heritage has been working to save a historic grade II-listed former synagogue in Merthyr Tydfil, which has lain empty since 2006 and become dilapidated. Its vision is to turn it into the Welsh Jewish heritage centre and a cultural venue. That work is progressing well and represents a huge opportunity to celebrate the history of the Jewish community in Merthyr Tydfil and across Wales.
I use that as just one example to show what can be done to celebrate diversity and I hope that this debate to mark the contribution of the Muslim community in Newport West and across Wales will go some way towards encouraging us further, as we realise that there is much more to be done to highlight and celebrate the contribution of the Muslim community in Newport, Cardiff, Swansea and right across Wales.

Commons ChamberI think the hon. Member for Lincoln (Karl MᶜCartney) was trying to say that there would be an improvement to broadband if the train line was reopened. That is the only way his question can be connected to the lead question.
The Conservative manifesto promised gigabit-capable broadband to every home and business across Wales, and across the UK, by 2025. How does the Minister justify the levelling down in his Government’s so-called levelling-up White Paper, which now only states targeting 70% to 80% by 2025?
I hope the hon. Gentleman will agree that we have set some very ambitious targets. I certainly hope we are going to meet them, but I just point out once again that the number of homes connected to fast broadband has risen from just 11% to 47% in three years. I think that is an exceptionally good outcome. I can assure him that we want to see that figure continue to rise.
My hon. Friend is absolutely right in what she says. As the economy rebounds, we are seeing all sorts of pressures. We need to ensure that we clear bottlenecks everywhere in our system and that is what we will do.
That is precisely the point—it already has been. That event already has been submitted for investigation.

Commons ChamberMy right hon. Friend is exactly right. The Government recognise that potential issue, which is why, for example, £470 million has been provided to high energy users through a combination of compensation and exemption. It is a very real problem to which she refers, and one that is recognised and being dealt with by the Government.
High energy costs act as a disincentive for investment from international steel and other manufacturing companies and other investors, with the UK seen as a less favourable investment environment than other countries. Other countries with less dramatic price rises are putting in prompt measures to proactively support their industries, so why are this Government so slow to act? Can the Minister outline what discussions he is having with colleagues across Government to follow similar interventions to support the steel and manufacturing industries in Wales?
My right hon. Friend the Secretary of State and I have had, and will continue to have, a range of discussions with colleagues in other ministerial Departments as to how we resolve this problem, but the hon. Gentleman will surely recognise that we are making a revolutionary transition from high carbon emitting sources, such as coal and gas, towards renewable energy, such as wind, solar, and possibly nuclear, and that they do come with costs. They are more expensive. Members across the House will recognise the need to make that transition. The Government are leading that transition, and we are also putting in place schemes to support those who may face challenges as a result.

It is a pleasure to serve under your chairmanship for what I think is the first time, Mr Dowd. I congratulate my hon. Friend the Member for Gower (Tonia Antoniazzi) on securing today’s debate and on her excellent and passionate speech laying out the challenges in front of us. Today’s debate has on the whole been very consensual and positive. I think that nobody in this room or, hopefully, across Parliament would underestimate those challenges. The fact that, as my hon. Friend mentioned, there were 168 replies to the online consultation regarding this debate demonstrates the level of public concern about these important issues.
During the debate, we have heard about, and my hon. Friend highlighted, the actions of the Welsh Labour Government. This week, there was the announcement about 86 million trees being planted over the next few years. It was also highlighted that, unfortunately, the electrification of the railway line to Swansea and the Swansea Bay tidal lagoon are two examples that demonstrate a lack of action from the UK Government.
The hon. Member for Bridgend (Dr Wallis) talked about decarbonisation, electric vehicles, the new technologies in his constituency and the opportunities to work together across his area. My hon. Friend the Member for Newport West (Ruth Jones) rightly said that we cannot sit back; we have to take action, and urgently. She also commended the pragmatic policies of the Welsh Government, including the national forest and the ban on single-use plastic—albeit with the challenges that are in place around that—and the fact that Wales has the third best recycling level in the world. I particularly liked her comment about levelling up with Labour in Wales—or not, as the case may be.
The hon. Member for Clwyd South (Simon Baynes) talked about his experience, in formative years, with hydro projects in his area and about measures across the constituency. My hon. Friend the Member for Swansea West (Geraint Davies), who is particularly passionate about these issues, talked very eloquently about the scale of the problems facing us, the global challenges and global temperatures. He also talked about the need to look closely at supporting the Welsh steel industry against cheaper imported Chinese steel, and he particularly welcomed the Welsh Affairs Committee report with regard to HS2 being an England-only project and the need for a positive impact on funding in Wales.
The hon. Member for Montgomeryshire (Craig Williams) talked about pollutants and the plea to follow best practice, wherever that may be. He commended the Welsh Government on the plastic bag tax, and referred to the challenges around road building and the cleaner vehicles of the future, which will be a positive step forward.
My hon. Friend the Member for Newport East (Jessica Morden) talked about young people in Newport and the work that has been done by the voluntary sector, including the wetlands trust, the Gwent Wildlife Trust and the Newport Wastesavers. Having spent time in a previous life working in the voluntary sector in that area, I know how passionate the voluntary sector is across Newport.
The hon. Member for Ynys Môn (Virginia Crosbie) talked about the opportunities in her constituency and that BEIS and the Welsh Government are looking at a thermal hydraulic facility, which will be the third of its kind in the world, if it comes about.
My hon. Friend the Member for Cynon Valley (Beth Winter) talked about the challenges of flooding caused by Storm Dennis, the need to step up and the importance of grassroots, the power of local people and a bottom-up approach. I am sure we all look forward to seeing the Cynon climate change plan in due course. My hon. Friend the Member for Pontypridd (Alex Davies-Jones) talked about the flooding challenges of Storm Dennis and the required flood prevention works that are being taken forward by the Welsh Government and local authorities.
A number of hon. Members mentioned that climate change is one of the most important and talked-about topics among children and young people during school visits. That demonstrates a positive view of the future. That young people care about these issues so passionately should give us hope that these issues will be taken forward. One thing that has stuck with me is the strapline from the Rio summit in 1992: “Think global, act local”. That stuck with me, as I was quite a tender age at that point—well, tender-ish. We can all do our bit locally, which is the important message. We can all do our bit in our communities and schools, and add our small contributions together to make an impact across the country and the globe.
We know that our planet and way of life, in this country and around the world, is facing an existential threat from climate change. In the past few weeks, we have seen record high temperatures in the Pacific north-west, and we are increasingly familiar with extreme weather events closer to home, including the floods that affected my constituency and those of my hon. Friends the Members for Cynon Valley, for Pontypridd and for Rhondda (Chris Bryant), as well as other areas across south Wales and other parts of the country. I think it was the wettest February on record.
All that underlines the fact that this is not a challenge that can or should be left to future generations; it is one that we must face now, together. I, too, am proud that, as my hon. Friend the Member for Cynon Valley highlighted, the Senedd was the first Parliament in the world to vote to declare a climate emergency in 2019. That is why the Welsh Labour Government have brought forward measures to reduce greenhouse gas emissions in Wales, with a target of net zero emissions by 2050. That target is vital to protect our planet’s future. It is an ambitious one that will require concerted effort from all of us: Governments, industries, communities and individuals.
Of course, Governments must take a lead. Through the Warm Homes scheme, the Welsh Government have installed energy-efficiency measures for more than 60,000 households experiencing fuel poverty. They have also invested in major renewable energy infrastructure projects, including the Awel y Môr offshore wind farm and the world-class centre for marine engineering at Pembroke dock. All the while, they have taken action to combat and limit those technologies that threaten our climate and environment in Wales, including opposing fossil fuel extraction and maintaining a ban on fracking. Wales has reached the milestone of generating more than 50% of the energy we consume from renewable sources, up from 19% in 2014.
Of course, there is more that must be done for us to meet the 2050 target and ensure a sustainable future for all communities in Wales. Colleagues will know that, as highlighted by my hon. Friend the Member for Newport West and others, the Welsh Labour Government have recently established a new ministry for climate change, under the leadership of Welsh Ministers Julie James and Lee Waters. It is fair to say that this bold decision to bring housing, transport, planning and energy policy together under one roof is a clear signal that the Welsh Government will use all the levers it has to tackle the climate emergency. The Senedd and the Welsh Government will expand renewable energy generation by public bodies and community groups in Wales, working towards challenging targets in the public sector and community renewable energy capacity by 2030.
The transition to a fully green economy requires difficult choices. In Wales we are embedding the concept of a just transition through social partnerships, bringing together Government, trade unions and employers to consider the action that must be taken. These are just some of the measures that are being taken in Wales to combat climate change and I hope that there can be close co-operation with the UK Government, something a number of Members have called for this afternoon, as we focus all our attention on hitting that 2050 target.
The UN climate summit COP26, which this country is hosting in Glasgow this year, is a critical moment for our planet and for our country. The eyes of the world will be upon us and I hope that Ministers across Governments will use the opportunity to provide the meaningful leadership that we and our planet need. I hope the Minister can provide us with some of those necessary reassurances today.

Commons ChamberThe 5% cut in VAT for the hospitality industry has been a boost to tourism businesses across the whole of the United Kingdom, including in Eastbourne, and it has certainly benefited many businesses that I have had the pleasure of visiting in Wales, such as the National Slate Museum at Llanberis, the zip wire at Penrhyn and Surf Snowdonia at Dolgarrog. There are fantastic opportunities to go on holiday to north Wales, to south Wales and even to Eastbourne as a result of the cut in VAT, and I hope hon. Members will take advantage of it this summer.
The Welsh Labour Government’s business support funding has been a lifeline to many Welsh companies throughout the pandemic. Indeed, there are businesses that have been able to stay afloat solely because of the emergency grants and loans that they have received, but this business support is under threat due to this Conservative Government’s determination to make decisions about post-EU funding here in Whitehall instead of working with the newly elected Welsh Government. Will the Minister urgently reconsider this approach to the ending of 20 years of Welsh decision making on these issues, in order that businesses can have confidence that these vital Welsh Government programmes will have the funding to continue in the future?
I welcome the point made by the hon. Gentleman, because it is absolutely true that the £3 billion that the UK Government gave in support to businesses in Wales has been hugely beneficial in ensuring that those businesses survived, along with the £8.6 billion extra that the UK Government delivered to the Welsh Assembly Government. That commitment of those billions of pounds demonstrates the enormous commitment of the UK Government towards Wales. I can assure him that the new shared prosperity fund and the levelling-up funds will continue to support Welsh businesses, and of course we look forward to working with the Welsh Government to ensure that those funds are well spent.
