Commons ChamberI thank the hon. Lady. The passion with which she addresses that point is at the heart of why we undertook the report. I have to be slightly careful about what I say. Four individuals have been discharged and 11 downgraded. There is no definitive causal link established with Ajax, but it is certainly possible that Ajax was a contributory factor to hearing loss. Either way, it is deeply concerning.
The one thing I would say to reassure the hon. Lady is that I am absolutely confident that the same issues could not arise again. The reason I say that with such confidence is that I have seen the safety panels that have been created and the work they now do. There is no longer a situation where the left hand does not know what the right hand is doing. There is a single repository for knowledge. We have learned, I am pleased to say, from a situation in which all valid information raising difficult questions was spread in different parts of our organisation, and was not being brought forward and focused. I think I can speak with confidence to say that exactly the same problems could not, I believe, re-emerge, but there is more work to do in terms of culture to ensure that that is deeply embedded.
I thank the Minister for his statement. These are indeed very serious concerns being discussed today and, as other Members have said, they need to be addressed urgently. Alongside that, the committed and loyal staff at General Dynamics in my constituency are very concerned and worried about the uncertainty of not knowing what the future holds. I appreciate what the Minister said, but can I press him to give further details on the timescale for the outcome of the review, and a further commitment to ensure that staff, trade unions and the company are fully involved in the discussions, to ensure that the workforce at Merthyr Tydfil are kept in the loop as much as they possibly can be?
I thank the hon. Gentleman for his question and for his input on this issue. He, like me, knows Merthyr. I visited the factory and the people working there. It is a great set-up and they are very proud of what they do. As I said in my statement, we should not forget that there are many people working tirelessly to deliver Ajax for the British Army. They are very proud of what they are doing and are bringing all their skills to bear to ensure we get that kit and get it as soon as we can. To be clear, there is no review into General Dynamics. We are working with General Dynamics and we intend to bring this vehicle forward. I cannot give a 100% guarantee, because one never can on a defence procurement programme, but we are a long way down the road on this programme—as we should be, given the number of years that it has taken to get us this far. We have invested heavily in it. It has a great capability. We will continue to invest in it. We will continue to work with GD, which is showing great commitment. I sincerely hope that during the course of next year we will be able to give dates on initial operating capability, full operating capacity and the like. I am looking at this with optimism but with my eyes wide open.

I absolutely agree with my right hon. Friend. He expresses an important point in very clear terms, which I will talk about later. As a result of the Secretary of State’s announcement last week, Wales will see an increase in the Army footprint from 6.7% to 7.3%. A new Reserve unit in Wrexham will significantly increase the presence in the north. I pay tribute to my hon. Friend the Member for Wrexham (Sarah Atherton), who has campaigned so diligently on that. Combined with an Army Reserve of more than 30,000, the British Army will be more than 100,000 strong.
As I mentioned at the beginning, the world has turned significantly since we last came here to discuss this issue. In Wales, over the course of the pandemic, we have once again called on the support of our armed forces. The Army has organised and conducted more than 74,000 tests, 11,000 ambulance responses and almost 70,000 covid vaccine inoculations. Those numbers will certainly have increased since those data were recorded. The Army continues to support the Welsh Ambulance Service by crewing ambulances. It is essential to remember the civilian role played by our armed forces. It can be quickly forgotten but we must take every opportunity to show our gratitude, not just on Remembrance Day.
I know how much people in my constituency appreciate that support from the shifts I did as a volunteer at my local vaccination centre on the Royal Welsh showground at Builth Wells. We were fortunate to be joined by members of the RAF band, who were deployed to Builth, Bronllys and Ystradgynlais as part of the vaccine roll-out. Yesterday, I was back at the showground for the winter fair and was delighted to learn from the chief executive that members of the band have been invited back to the Royal Welsh show next July for a celebration event.
We saw earlier this year that the armed forces deliver for Wales, but Wales also delivers for the armed forces. Even during the pandemic this year, I was delighted to visit Exercise Cambrian Patrol organised in my constituency. I pay tribute to everybody who managed to get Exercise Cambrian Patrol off the ground again this year. This fantastic event, known well to all armed forces personnel, is an arduous challenge of more than 40 miles. Teams of eight come from around the globe to compete in the Black mountains and the Brecon Beacons national park. It is the Olympic gold medal of military training and I am delighted it takes place in Wales. I congratulate all who took part this year.
So far this speech has been full of nothing but praise for the Government, which is somewhat unusual for me. When discussing our service personnel, it is imperative to consider our support for former service personnel in Wales, and I do feel that veterans in Wales are being short-changed. They are unable to access the same kind of support that their counterparts in England, Scotland and Northern Ireland can rely on. Wales is currently the only country in the United Kingdom not to have the support of an independent veterans commissioner. For years, Welsh Conservative colleagues in the Senedd in Cardiff have been arguing for that role to be created. Of course, the armed forces are a UK-wide policy area but, with public services in Wales devolved to the Welsh Government, Ministers in Cardiff Bay need to agree to recognise the role, in order for it to make a meaningful difference.
I congratulate the hon. Lady on the debate and the points she is making, particularly highlighting the work of our armed forces during the pandemic. I am sure she will agree that we need to highlight the work of the Welsh Government in funding the seven armed forces liaison officers who are currently working across Wales and the work the Welsh Government are doing with the NHS pathway, hoping to have that health and social care support. Does she also agree that the reluctance of the Government to agree the future of the Office for Veterans’ Affairs will hamper that work going forward?
I thank the hon. Member for his intervention. I certainly agree and pay tribute to all of the armed forces liaison officers that we have in Wales. I was about to talk about them. I am due to meet the armed forces liaison officer for Powys in the next few days. They do fantastic work—long may they remain in post. However, there is a role for someone to oversee that work so that, as a veteran moves around Wales, they can guarantee the same kind of mental health support and education provision. That consistency is key.
In 2013, the late and much missed former Minister in the Welsh Government, Carl Sargeant, expressed support for creating the role of the veterans commissioner, but argued that funding had not been made available by the UK Government. However, after much persistence from a number of colleagues, including myself and my hon. Friend the Member for Wrexham, our right hon. Friend the Chancellor announced the funding in the Budget this year specifically for an Office for Veterans’ Affairs in Wales. As it stands, Westminster Ministers have written the cheque and Ministry of Defence Ministers are willing to start interviewing candidates, but the Welsh Government continue to play for time. I cannot understand why the Welsh Government in Cardiff Bay are reluctant.
As I mentioned in my response to the hon. Member for Merthyr Tydfil and Rhymney (Gerald Jones), a veterans commissioner would oversee public services in Wales and make sure that they work for the tens of thousands of former military personnel across Wales, especially those who live in Brecon and Radnorshire. More than that—this is the point I was making—that person would ensure that the mental health support available to veterans is consistent whether they live in Brecon, Beddgelert or Barry Island. It is time for Welsh Labour to stop neglecting this community. Once again, I find myself urging the Welsh Labour Government to confirm that they will give the role their blessing and work with us so that the process can go forward.
I know other colleagues want to contribute, so I will bring my remarks to a close. If I have waffled in my speech, it is because the Ministry of Defence has forced me to rewrite it at the last minute. I came here to give the Government another broadside on the barracks and to press once again for the QDG to come home. The Secretary of State stole my thunder, but I could not be more grateful. Although this could be the opportunity for me to restore my credibility with the Ministry of Defence and go quietly, it is time for me to think of a new campaign that will help the Government demonstrate their support for the armed forces in Wales.

Commons ChamberThe Defence Medical Services provides a responsive and comprehensive treatment service for personnel requiring medical intervention. We have improved access to mental healthcare and given armed forces personnel greater choice with the introduction of new ways of working, including digital triage and remote video consultation.
On the contrary, we are giving teeth to the armed forces covenant by passing the Armed Forces Bill, and we will ensure that no veteran, in whatever circumstances, is ever disadvantaged.
As we know, charities across the UK, including many that have supported veterans, have been hit hard during the pandemic, impacting on the services they provide, so what additional support are the Government offering charities, in order that they can cope with demand? What more can the Government themselves do to support veterans, given that their record so far is pretty poor?
On the contrary, we are putting an additional £3 million into Op Courage, which makes a total of more than £20 million this year, and an additional £5 million into armed forces charities, which means that more than £25 million will go to them this year. That shows that the Government are putting their money where their mouth is.

Commons ChamberThe Government have been proactive in providing support to the charity sector in response to the covid-19 pandemic. The MOD and the Office for Veterans’ Affairs have played a leading role in this effort by providing £6 million in funding for the armed forces community through the covid impact fund.
We currently have a number of studies going on. This country has traditionally been a poor collector of data when it comes to veterans’ affairs. We are looking at a cohort study of 20,000 people who went through Iraq and Afghanistan and what happened in their lives. We are also looking into each individual who takes their own life and studying the 12 months prior to that incident to work out whether there was anything that any Government or third-sector provision could have done to intervene. I accept that we come from a low base when it comes to data, but that is now changing and I hope we be able to do the best job that we can in fighting veteran suicide.
The Minister will know about the recent announcements of job losses at Help for Heroes, in addition to the closure of all but one of its recovery centres because of a reduction in funding as a result of covid-19. As that is the case for one of the UK’s biggest household names, which is under huge financial pressure and having to make such difficult decisions, what further support will the Government give to service and welfare charities to fill the gaps in the coming months? We know that the demand is there.
The hon. Gentleman is right to raise this issue. I spend every day fighting to get more money into the sector. The veterans care sector is changing, and aspects of it needed to change. We have seen a decrease in giving as the overt nature of operations in Iraq and Afghanistan has faded, yet the demand continues to go up. That delta is being met through the new programmes that I have outlined. There is always more to do and I am happy to speak to the hon. Gentleman outside the Chamber to hear his particular concerns.

Commons ChamberThe Government will introduce a national insurance holiday for employers of veterans in their first year of civilian employment. A full digital service will be available to employers from April 2022. However, transitional arrangements will be in place in the 2021-22 tax year that will effectively enable employers of veterans to claim this holiday from April 2021. The holiday will exempt employers from any national insurance contribution liability on the veteran’s salary up to the upper earnings limit.
May I start by joining the Secretary of State in paying tribute to Lance Corporal Brodie Gillon, who was tragically killed in Iraq last week? The Opposition pay tribute to her service, and send our thoughts and prayers to her family and friends.
A report by the charity Forward Assist found that over half of the women veterans that it interviewed had experienced sexual assault while serving, with one in four having been physically assaulted. Will the Secretary of State agree to the charity’s recommendations by establishing an independent reporting system for women veterans who wish to report historical abuse and creating a women’s veterans department in the Office for Veterans’ Affairs?
The hon. Member raises a really important point about how we treat allegations of sexual assault or misconduct in the armed forces. He will be aware of the Wigston report. We will look to do an independent review of that one year on, which I think will satisfy some of the recommendations of the charity he mentioned.

It is a pleasure to serve under your chairmanship, Sir Christopher. I congratulate the hon. Member for Brecon and Radnorshire (Fay Jones) on securing this important debate. We have had a very consensual and positive debate about the contribution that Wales makes to Her Majesty’s armed forces.
The hon. Lady talked about the historic and significant contribution that Wales has made to the armed forces and highlighted her concerns about the future of the Brecon barracks, which I will come back to later in my remarks. My hon. Friend the Member for Pontypridd (Alex Davies-Jones) talked about bringing the 1st The Queen’s Dragoon Guards closer, if not home, to Wales.
The right hon. Member for Preseli Pembrokeshire (Stephen Crabb) mentioned his concerns, which I am sure we all share, about the Capita contract and the recruitment issues that have beset the armed forces in recent years. My hon. Friend the Member for Cardiff South and Penarth (Stephen Doughty) talked about his vast experience of support for our armed forces and his constituency’s historic links to the merchant navy and other parts of our armed forces.
My hon. Friend the Member for Newport East (Jessica Morden) spoke about the role of her constituency, particularly with the Royal British Legion, and about the need to offer better support to our veterans, with which I am sure we all agree. My hon. Friend the Member for Islwyn (Chris Evans) spoke about the need for justice and recognition for the nuclear test veterans, as well as about the issue of service accommodation, which is, I am sure, of concern to many hon. Members.
We in Wales have clearly punched above our weight in terms of our contribution to the armed forces across the United Kingdom. As we have heard, the armed forces—particularly the Army—have a long-standing and significant presence in Wales. Wales is currently home to 2,200 regular forces, 1,490 of whom are Army personnel.
Of the Welsh combat units, which recruit predominantly from Wales, the Royal Welsh Regiment is composed of 731 personnel; the 1st The Queen’s Dragoon Guards has a current size of 403 personnel; and the Welsh Guards has a current size of 579 personnel. Wales therefore continues to contribute meaningfully to our armed forces and that is something to be celebrated.
I will be pleased and proud be in Merthyr Tydfil town centre on Saturday as we welcome the 3rd Battalion, The Royal Welsh to the town for their St David’s day parade, which the whole local community will support and enjoy. Across the House, we all share a pride in our armed forces, and that was demonstrated recently as many—if not most—Welsh MPs attended the reception hosted by my hon. Friend the Member for Cardiff South and Penarth.
As we have heard, the MOD intends to close Cawdor barracks and Brecon barracks, two of the main Army bases in Wales, in 2024 and 2027 respectively, and to dispose of the Sennybridge storage compound in 2025. We appreciate that, as time passes, there is a need to modernise and adapt our defence estate to ensure that it is fit for the 21st century, but we are concerned that the closures will have a negative impact on Wales’ military presence, with a negative spill-over effect on the Welsh economy and local communities. Will the Minister revisit the defence estate strategy to ensure that if the base closures go ahead, they do not result in a reduced military presence in Wales?
There has also been a lack of clarity over the future location of the 14th Signal Regiment based at Cawdor, as well as over the future of MOD St Athan and its No. 4 School of Technical Training. That contributes to significant uncertainty for all personnel, including MOD civilian personnel, as well as the local communities. I would be grateful if the Minister provided a much-needed update on that.
In 2013, the Army basing programme reorganised army units in the UK to accommodate those returning from Germany and to consolidate their presence around seven major centres in the UK. None of those major centres was to be in Wales. The Welsh combat units that I and other hon. Members have mentioned all remain outside Wales. That is quite unlike Scotland, where the Royal Scots Dragoon Guards and several battalions of the Royal Regiment of Scotland are all based.
Given the association of the Welsh combat units with Wales, it makes sense for at least one of them to be based in Wales, as other hon. Members have highlighted. That is important not only for those units to retain their Welsh connections and identity, but for recruitment and retention. From the Robertson barracks to Cardiff is a five-hour car journey and a six-hour journey by rail via London, which no doubt has an effect on recruitment and retention of Welsh personnel. This is also about defence visibility; clustering our troops in certain areas means that fewer people are able to see them in action.
Will the Minister give an assurance that, when moving the Welsh dragoon guards from Norfolk in future, the Government will consider moving them to Wales and working with the Welsh Government, ensuring that the next base for the Welsh cavalry is in Wales?

Commons ChamberThe Government recognise the unique commitment that service families make to our country and remain sympathetic to the circumstances of those widows who remarried and cohabited before 1 April 2015. However, the Government currently have no plans to reinstate war widows’ pensions for war widows who remarried between 1973 and 2005—before the 2015 changes took effect. However, I hear my hon. Friend’s call, and my colleague the Minister for Defence People and Veterans has already met representatives from the War Widows’ Association, and we are examining alternative methods to see whether we can mitigate the impact.
The Opposition’s thoughts and prayers are with all those affected by yesterday’s attack in Streatham, and I pay tribute to the police and emergency services for all their heroic work.
The Government have repeatedly promised to take action on vexatious claims against personnel and veterans, but we are yet to see any concrete plans. I heard what the Secretary of State said today, but will he give us the exact date on which the Government will introduce legislation?
The Government made a commitment in our manifesto and in other statements to bring forward measures within 100 days to deal with vexatious claims against our veterans. That 100-day period ends towards the end of March, which is when the timetable will be in place.
My hon. Friend has certainly hit the ground running. I have been in post for less than two months, and he has been here for the same time, yet this is the second time he has lobbied me on this important development. He will be pleased to know that as a consequence of his formidable advocacy for Barrow, I have already raised this matter directly with the chief executive of BAE Systems. My Department will do all it can to support his campaign, and I know my hon. Friend has also secured towns fund money from my colleagues at the Ministry of Housing, Communities and Local Government.
I welcome the new defence procurement Minister to his place. Several of his predecessors promised to factor in wider socioeconomic value when awarding contracts for defence manufacturing. When will the MOD actually start doing that for every contract? Given that the Department can no longer hide behind EU procurement rules, will he now award the contract for the Fleet Solid Support Ships to a UK firm?
On the Fleet Solid Support Ships, the competition has not yet been restarted. May I draw the hon. Gentleman’s attention to the Type 31, where there is a requirement that it should be built in the United Kingdom? That is a model we should be looking to emulate as much as possible.

Friend makes the key point when she suggests that this could not happen without Ministers’ support, or indeed without the intention of this Government to voluntarily join an EU task force, a NATO task force or any other type of international task force. I can absolutely reassure her that we will not enter into any of these European schemes without doing so voluntarily and without a unilateral exit.
As we approach Remembrance weekend and the launch of the Royal British Legion’s poppy campaign, we remember all those who have given their lives for our country and of course all the veterans who have served. Many veterans have accessed the veterans gateway for help and support, but there is significant concern that the funding for the gateway is not guaranteed. Will the Minister address that concern today and guarantee the necessary funding to enable the veterans gateway to continue its good work?
The veterans gateway received an initial period of funding, and it is supported by a consortium of charities. It has been a success in helping veterans access help in this country, and a long-term plan is being devised for it at the moment. I would be more than happy to meet the hon. Gentleman to discuss that in due course.

It is a pleasure to serve under your chairmanship, Mr Betts. I congratulate the hon. Member for Berwick-upon-Tweed (Anne-Marie Trevelyan) on securing this important debate and on setting out the case. She highlighted the fact that defence does not feature in our postbags, as we are all aware, and as a result it does not get the focus it needs. She also talked about the conscious choice by Government in recent years to reduce Government spending on defence, which, as she said, was based on a false premise.
There were some excellent contributions to the debate, from my right hon. Friend the Member for North Durham (Mr Jones), the right hon. Members for New Forest East (Dr Lewis) and for Rayleigh and Wickford (Mr Francois), my hon. Friends the Members for Plymouth, Sutton and Devonport (Luke Pollard) and for Glasgow North East (Mr Sweeney), as well as the hon. Members for Strangford (Jim Shannon), for St Ives (Derek Thomas), for Somerton and Frome (David Warburton), for Filton and Bradley Stoke (Jack Lopresti), for Witney (Robert Courts) and for Ayr, Carrick and Cumnock (Bill Grant). One point of consensus that all the speakers highlighted in different ways was the need to increase defence spending.
Labour is committed to spending at least 2% of GDP on defence, in line with our NATO commitments. The last Labour Government consistently spent well above the 2% figure. Sadly, since then we have seen a sharp fall in the real-terms value of the defence budget. Independent analysis by the House of Commons Library has shown that defence spending in the last financial year was £9.3 billion lower in real terms than when Labour left office.
The debate is ongoing on the appropriate level of defence spending, with both candidates for the Conservative leadership adding their thoughts. That is particularly galling when both of them have consistently voted for budgets that have slashed defence spending to what it is today.
In his haste to criticise the leadership candidates for their commitments to increase defence spending, can the hon. Gentleman point to a single speech where the Leader of the Labour party—not its defence spokesman—has indicated that he wishes to increase defence spending?
I was not attacking the comments of the candidates for the Conservative party—they are welcome. I was saying that it is galling that they voted for cuts. The Leader of the Opposition has highlighted, as did the last Labour party manifesto, our commitment to a 2% minimum for defence spending, in line with the NATO commitment. He has also said that we cannot do defence on the cheap. He is as committed as our party to spending on defence.
Added to the squeeze on defence spending is the fact that the MOD’s purchasing power has suffered from the fall in the value of sterling after the Brexit vote. Of course, what matters is not just what is spent, but how it is spent. As we debated last Thursday in this Chamber, we need to use the defence pound to support UK prosperity and to back UK defence workers. Labour wants more MOD defence contracts to be awarded here in the UK, and we would like to start with UK-only competition for the fleet solid support ships. As my right hon. Friend the Member for Warley (John Spellar) highlighted, that is a matter of political will. Not only is it vital that we support the UK defence industry to retain our sovereign capability; we also know that investing in the UK leads to additional revenue coming back to the Exchequer in taxation, higher national insurance contributions and lower social security payments—not to mention the value of apprenticeships and spending in the wider economy.
We know from reports by Oxford Economics that the UK defence industry has an output multiplier of 2.3, which means that a £100 million investment in the UK industry generates some £230 million to the UK economy. Its reports have also highlighted the fact that each additional job created in the manufacturing element of the defence industry results in a further 1.8 jobs being created in the wider economy. I am sure that the Minister will want to convey that message to the Treasury. Of course, sufficient levels of defence spending depend on an economy that is growing, so I hope that the Minister will join the Opposition in opposing a harmful no-deal Brexit, which would be damaging to our GDP and would therefore threaten all Government spending, including spending on defence.

It is a pleasure to serve under your chairmanship, Mr Evans, for the first time I believe. I thank my right hon. Friend the Member for North Durham (Mr Jones) for securing this debate. I declare my interest as a long-standing and proud member of the GMB trade union. As my right hon. Friend outlined, despite decline into a smaller industry, shipbuilding is still a vibrant part of our economy and needs proper support. If we want to maintain sovereign capability, we need to invest. It is not just about the jobs linked to the ships but the spin-off industries and other parts of the UK economy. As he said, it is a national endeavour across the UK and supports small and medium-sized businesses.
We heard the Chair of the Defence Committee, the right hon. Member for New Forest East (Dr Lewis), support the shipbuilding industry and talk about the variety of purpose, versatility and future adaptability of the vessels. As he has done on many occasions, he talked about the inadequacy of defence expenditure. I am afraid I do not share his optimism about the prospect offered by a new Prime Minister, particularly if it is the candidate that I think he was talking about, but that may be another discussion.
We heard from the hon. Member for Dunfermline and West Fife (Douglas Chapman) about the need for the fleet solid support ships to be built in domestic shipyards. I will talk later about the expertise in the hon. Gentleman’s constituency at the Rosyth shipyard. Unfortunately, I cannot share his optimism about the future of Scotland outside the UK—or indeed of Wales outside the UK—but that is something more appropriate for the debate currently taking place in the main Chamber.
Overall this debate has been consensual; I want to keep it in that spirit, but there are a few points I wish to raise. When the Secretary of State delivered one of her first public speeches in her new role, we were encouraged to hear her mention the prosperity agenda and talk up buying British. In recent weeks, as exemplified at Defence questions at the start of this week, we have seen little genuine change in that direction. The fleet solid support ships are still being tendered internationally. Ministers have consistently refused to reclassify them as warships, which would ensure that the contracts support the UK defence industry and allow us to retain crucial skills that lie at the heart of our sovereign capability. In the meantime, the shipyard at Appledore was closed; in December the Harland and Wolff shipyard was put up for sale by its parent company, which has since filed for bankruptcy; and Cammell Laird has been making redundancies.
We see this not as a matter of administrative hurdles or roadblocks, but simply a matter of political will. The Government want to save money, which is an honourable goal, but they are not considering the long-term benefits to our economy, as we have heard throughout the debate when contributors talked about the increased tax and insurance take, and the wider benefits and prosperity across the economy, as well as the benefits to our sovereign capability. In his summing up can the Minister muster the political will and ensure that the contract is tendered to UK companies only? Can he confirm what assessment has been done on the potential costs of retrofitting a foreign-made ship with sensitive equipment in the UK?
We see the narrow obsession with cost cutting elsewhere, such as with the Type 31e programme. The average, similarly-sized European frigate costs £350 million, I understand. Reports have suggested that at the UK asking price of £250 million the ships will be unable to protect themselves. We in the Opposition believe that security cannot be done on the cheap. Can the Minister confirm whether the price for a Type 31e frigate is capped at £250 million? Is that a fixed price? If so, given such reports, does the Minister not think that this is a security risk?
Finally, Mr. Evans, the ships we build must be properly staffed. Last week, the RMT announced that 700 members of the Royal Fleet Auxiliary—the Navy’s supply lifeline—had decided to take industrial action over their below-inflation pay offers. They have been offered 1.5% compared to the Royal Navy’s 2.9%, despite the RFA carrying out 64% of the Navy’s tasks, on top of its own. Can the Minister confirm that he will urgently consult the Defence Minister’s people to ensure that our RFA staff are properly paid? Does he not realise that shoddy pay offers contribute to reducing the attractiveness of this important service?
