I thank the hon. Member for her intervention. I was not implying support for a specific type of testing, but making a general point: some have argued in the past that animal testing has been necessary to save human lives, and groups such as Understanding Animal Research argue that currently. Understanding Animal Research also gives the example of Duchenne muscular dystrophy, a lethal childhood disease, as a condition where canine models are effective.
Science and innovation can show the way out of this moral maze. To take the example of testing on dogs, NC3Rs, the UK’s National Centre for the Replacement, Refinement and Reduction of Animals in Research, has established a project to develop a virtual second species—a virtual dog—using historical data. On toxicity testing, the UK-based company XCellR8 has developed the AcutoX test as a humane alternative to the LD50 test, which involves giving increasing doses of toxic substances to groups of animals until 50% of them are killed.
Just this month, Newcells Biotech, a spinout from Newcastle University based in my constituency, raised over £2 million from the North East Fund for its models of the retina, kidney and lung, which are used in drug development and which reduce reliance on animal testing. The chief executive officer, Dr Mike Nicholds, told me:
“Over the last 10 years, advances in stem cell biology, 3-D bioprinting and high-content analytical methods such as transcriptomics have revolutionised our ability to build laboratory mimics of human tissues that can reduce the use of animals in the early stages of drug discovery. Pioneered in academia, these approaches are now established in mainstream biotech and importantly the regulators have moved to increasingly accept these non-animal models as reliable. Innovations such as retinal organoids, produced by Newcells Biotech, are being used globally to support the development of drugs that cure blindness, demonstrating the power of these new alternatives.”
He went on to say:
“While the prospect of fully replacing animal testing is likely to be at least a decade away, that prospect is no longer beyond the horizon and certainly significant reductions in animal testing will be driven through innovation and awareness within this timescale.”
The hon. Lady makes an important point. Although these technologies are developing year on year, they have been around for some time. She said 10 years, and some would say that some of them have been around for closer to 20 years. Why does she think we have not seen a corresponding fall in the number of animal tests to date? Does she believe that the current project licensing regime is rigorous enough?
The right hon. Gentleman makes a good point, and I thank him for it. In his speech, he talked about some of the challenges around the existing regime. We have seen a huge growth in science, and in biotech specifically, which may, unfortunately, have led to increases in animal testing. But it is also true that the regulatory regime needs to reflect the advances in technology, and I will go on to talk about that.
As well as chips and organoids, we have techniques such as proteogenomics, single-cell sequencing and access to human cell types that we did not previously have. For example, bit.bio, a leading UK cell-coding company, is able to manufacture human neurons that were previously available only through brain surgery. With such advances, I am certain that our brilliant scientists and innovators can help provide workable alternatives to animal testing. Given our country’s strengths in artificial intelligence and data science, Britain can be at the forefront of this scientific revolution, which will make animal testing a thing of the past.
I would, however, like to ask the Minister whether he considers that a priority. Estimates show that NAMs receive as little as 0.2% to 0.6% of UK medical research funding. Being a first mover in this field will bring with it jobs, investment, economic growth and better animal welfare. Will he therefore explain what the Government are doing to support British scientists and to incentivise them to proactively seek to use NAMs in British labs, creating a customer base to pull through new labs?
Before I entered Parliament, I worked for the regulator Ofcom, so I know that regulation can drive innovation and open up competition—or be a barrier to it. Labour is proposing a regulatory innovation office to help ensure that regulation does the former, not the latter. We need to take a proactive approach to ensuring that regulation reflects emerging methods of research if we are to drive forward scientific discovery and trials while reducing animal testing.
With these new technologies, there is a huge opportunity to create new drugs much faster and for less money. Today, in the US, it takes an average of 12 years and $1 billion to create a drug, from initial filing with the FDA to FDA approval. These tools can provide significantly better possible targets for a therapy, reducing time and therefore costs.
Responsive, proactive regulation will help to improve the uptake of new NAMs in accordance with the current regulations’ principles of replacement, thereby eliminating avoidable tests as soon as is practical. That would help to assure the public that their Government are moving in the right direction and doing things proactively.
At the same time, our pro-innovation approach will create opportunities for entrepreneurs and innovators to develop and bring to market new NAMs, with a stable business environment and a path to market. Our ambition is clear, and the views of Members here today are well known. The opportunity is there to support NAMs development, drive the replacement of animal testing and support the welfare of all life—animal and human alike.
That will not happen overnight, and animal testing in human health has long been embedded in our pharma sector. However, we will not advance human therapies and cures, as we should, if we continue to rely on animals that do not get the diseases that humans suffer from.

As I said, we recognise that the single biggest driver of pressure on household incomes has been rises in gas and electricity bills. That is why the Government have focused their attention on those areas. My right hon. Friend the Secretary of State for Work and Pensions obviously keeps under open review the approach and the support that we give people, but we should recognise that there are around 1 million job vacancies in this country, with unemployment at the lowest level ever. We want to support people into high-paid work.
As the campaigner Jack Monroe has highlighted, and as Newcastle’s West End food bank sees in practice, the cruel truth is that the poorer you are, the higher the rate of inflation you face and the fewer choices you have. But the Government have choices, and my constituents are amazed and disgusted at the choices they make to protect windfall profits rather than working people. Why does the Secretary of State think it should be the poorest who pay the price of inflation?
I reject the hon. Lady’s caricature. This Government increased the national living wage to £9.50 an hour and have consistently raised tax thresholds so that the poorest do not pay tax at all. This Government and this Chancellor have put in place a package of measures to help those on the lowest incomes.

Commons ChamberI am aware that my hon. Friend lives in a part of the country, and represents a constituency, famous for its ciders. I would be more than happy to meet with her and any of those businesses to discuss any particular concerns that they have, although she will understand that alcohol duties are very much a matter for the Treasury.
My constituents were horrified to learn just how much sewage is dumped into Newcastle’s waterways during hundreds and hundreds and hundreds of hours each year. Instead of the meaningless progressive reductions that the Government are currently proposing, when will they ban the dumping of sewage so that my constituents can enjoy the glorious River Tyne in all its natural beauty and safety?
Earlier this year, we published the direction—the strategic policy plan—for Ofwat, which requires it to prioritise reducing the use of these combined sewer overflows and to secure the funding through the pricing review to deliver that.

Commons ChamberThe Government are in close contact with representatives of the food supply chain and with local authorities, including those in the north-east, and also with charities, to ensure that those who need to stay at home will have continued access to food. We have well established ways of working with the food industry during disruption and our retailers already have highly resilient supply chains and are working around the clock to ensure that people have the food and other products that they need.
All of us found the images of empty supermarket shelves disturbing, but for those who are vulnerable, aged, unwell, isolated or dependent on food banks, that is causing real fear as to where their next meal is coming from. In the north-east, we have excellent local producers, but much of our food is dependent on supply chains, and I am afraid the Secretary of State’s response will not have given the reassurance required. What specifically is he doing to ensure the supply of food to the supermarket shelves and from the supermarket shelves to people’s homes?
It is very important to note that we have significant resilience in our food supply chain, in that food manufacturers are used to coping with increases in demand, not least every year during Christmas. There is not a shortage of food. The challenge we have had is getting food to shelves in time when people have been purchasing more. That is why we have taken steps including setting aside delivery curfews so lorries can run around the clock, and relaxing driver hours to ensure that deliveries can take place more frequently. We are in discussion with Ministry of Housing, Communities and Local Government colleagues about other support that we would deliver locally to get food to those who are self-isolating.

Commons ChamberI very much enjoyed my visit to the seafood village in my hon. Friend’s constituency, and I look forward to visiting that area and Grimsby more generally again in the future. Our fishing industry will have many opportunities as we leave the European Union and depart from relative stability, but for our fish processors in constituencies such as his it is also important that we continue the flow of trade from countries such as Iceland and Norway.

Commons ChamberAt the last EFRA questions, the Secretary of State was in his place and he was typically effusive in his praise for the glorious north-eastern countryside that so many of my constituents enjoy. However, he refused to say how he would protect small-scale farmers, on whom the beauty and variety of our landscape depend, from the massive American agro-industrial machine. Will the Minister now set out his red lines to protect our landscape post Brexit?
Clause 1 of the Agriculture Bill makes explicit provision to support and incentivise our landscapes and countryside to help some of those smaller farmers. The modelling that has been done suggests that the issue is not actually all about size: some of our smaller family farms are technically the most proficient.

Commons ChamberYes, I can confirm to my hon. Friend that the new powers will enable the Environment Agency to do that. For example, they give the Environment Agency the power to lock gates and physically close down problem sites, and to require all waste to be removed from a site at which there are problems. We are also going to introduce tougher standards for those who hold licences.
On Monday, I shall join Newcastle volunteers on a litter-pick, but they cannot be expected to deal with the vast tubs of oil waste left by fast food outlets or mattresses left by landlords when their tenants change. What additional powers and resources will the Minister give to local authorities so that my constituents can live in the environment that they deserve?
We have already made it clear that we are going to consult on tightening up the powers to take action against people who give their waste to fly-tippers, so that we can bring them to account more easily. Later this year, our resources and waste strategy will address some of the issues that the hon. Lady mentioned.

Commons ChamberWe are not planning to cause any further delays, as I made clear. Last year when we had a difficulty we recruited some 600 additional people to process the claims and pay them as soon as possible. As I have already said, this year we are in a better position. We have 80% of claimants applying online and we have committed to pay at least 90% of claims by the end of December. In any normal year there will always be some cases that are incredibly complex, such as those put forward by the National Trust, whose large, complex claims always take longer to process.

Commons Chamber7. What estimate she has made of the number of people who used emergency food aid in the last 12 months; and what steps the Government are taking to address food poverty.
The provision of food aid ranges from small, local provision to regional and national schemes. Some keep records, some do not, but we do not want to create new regulations or reporting burdens for volunteers and charity groups providing food aid. The best way to address poverty is to help people off benefits and into work, and we have created 1.7 million jobs since 2010. Schemes such as free school meals will also help. Last week, the Secretary of State met retailers to encourage them to do more to redistribute surplus food to local charities.
According to the Trussell Trust, the food bank in the west end of Newcastle is the busiest in the country, feeding thousands every month. I hope that the Minister is not going to pretend that these people are just attracted to free food or that they do not know how to cook, because I have seen the tears in the eyes of my constituents at the shame they feel when forced to go to this food bank by this Government’s cruel and unfair policies. So what is he going to do about it?
We have reduced taxes for 25 million people, and we have taken 3 million of the lowest earners out of tax altogether. In the past year, food prices have fallen by 1.7%, which is the first time that food prices have fallen since 2002.

Commons Chamber15. What estimate her Department has made of the number of people who used emergency food aid in the last 12 months; and what steps the Government are taking to reduce food poverty.
As I said earlier, the recent report by the all-party parliamentary group on hunger and food poverty concluded that people turned to food aid for complex reasons. The Government believe that the best way to help people out of poverty is to help them into work, and with that in mind we have created 1.7 million jobs since 2010. We are also helping the most vulnerable to have access to food by means of, for instance, free school meals and improvements in the welfare system.
The Minister may speak of “complex reasons”, but every week my office and I deal with people who have lost their benefits because of sanctions or confusion over delays in the payment of disability living allowance. This weekend I met a woman who had £1.37 to get her through the next week. Will the Government acknowledge that their decisions and their aggressive sanctioning are driving hundreds of thousands of people to food banks?
In fact, the timeliness of benefit payments has improved: 90% of payments are now made on time, which is an improvement on the position under the last Government. As for sanctions, the Department for Work and Pensions and jobcentres are ensuring that hardship payments are available to those who need them because they have been sanctioned.
