Commons ChamberThe right hon. Gentleman must not mean the veterans strategy, because we have not yet started it. We put it out to consultation and received over 4,000 replies, which we are now collating. I hope to make a statement to the House in the near future on how we intend to move forward with the 10-year strategy.
As my party’s defence spokesperson, may I add my congratulations to the Secretary of State on her new position?
The Minister knows my frustration about the unequal and inconsistent approach to implementing the armed forces covenant across this United Kingdom. As part of the veterans strategy, will he look again at the ten-minute rule Bill that I introduced to try to ensure a duty of compliance across the United Kingdom?
The hon. Gentleman touches on two important aspects. First, there is the obligation to honour the covenant, which is still in its infancy. There is so much work still to be done, because implementation is very disparate across the country. Secondly, there are specific challenges in Northern Ireland. I have had the pleasure of visiting Northern Ireland with him to see how we can ensure that the covenant is honoured there, given the very sensitive issues faced there.

Commons ChamberI absolutely agree with the hon. Gentleman. We have introduced the Samaritans handbook to provide the necessary support for all serving personnel and that is being rolled out to veterans. I am concerned about this issue, which has taken a higher profile in social media and elsewhere. Whether it is perceived or otherwise, it is important that we do not shy away from our responsibility to help those veterans who may feel that they have gone into a very dark place. I touched on the 24/7 helpline, but there is also the cross-Whitehall veterans board that allows us to hold to account other Departments that need to upgrade their support for veterans and their families, as well as the armed forces. It is still in its infancy, and it still needs to get stronger and sharper in holding other Departments to account—I am sure we will debate that further this afternoon. However, I am pleased that the board is in place, and doing good work to encourage and wake up other Departments to their direct responsibilities, which are separate from those of the Ministry of Defence.
The Minister has just made an important point, and it is important that he recognises the infancy of the process. Is he seized of the inadequacy of the Northern Ireland Office representing Northern Ireland Departments, including Health and Housing, for which they have no operational responsibility or indeed knowledge?
The hon. Gentleman raises an important issue. I was in Northern Ireland for Remembrance Sunday and it was a pleasure to be back. He knows that I served there a number of years ago, and it was a pleasure to see how far advanced the whole of Northern Ireland is in embracing the ability publicly to thank the armed forces. I was in Coleraine for Armed Forces Day, but at the time that I served we would never have seen our armed forces marching down the streets with people thanking them for their service. There are, however, some particular challenges in Northern Ireland, of which the hon. Gentleman is more aware than me. He is also aware of the situation with the Northern Ireland Assembly and the development of the new districts that are coming in. It is a bottom-up approach. We are trying to make this work. There is the veterans’ support office, which he is familiar with. I have met people from that office, too. Anyone who feels that they are not receiving support needs to get directly in touch with that office because that is the avenue through which to find help. Help is there, but as with many situations, this is about knowing where to go when such help is required.
The other major change is the mental health strategy, and the significance of that issue has already been touched on a number of times. This is about what we put our brave personnel through, and whether there is a requirement for them to have additional support in that area. Commons ChamberI will move on to our maritime capability and our procurement process, but first please allow me to finish the bigger case of why it is important that we invest here.
I am making the point that although we must persuade Members of Parliament, we also need to persuade the nation. This is the same nation that enjoyed the fly-past yesterday and that expects us to step forward as a global influencer, but I am afraid is perhaps worryingly naive about the need to invest, because that is not a doorstep issue; it does not come up very much on the election circuit compared with health, education or transport. I think all Members would accept that point.
Our defence posture matters; it is part of our national identity. It allows us to sit with authority at the international top table and help shape global events. Other nations and allies look to us; they look to Britain to step forward, and to lead in the air, on land, on the sea and now on the cyber-plane as well. That ambition could be lost in a generation if we do not continue to invest; that capability, and desire to step forward, could be lost.
When we look at the current challenges facing Europe, the middle east and parts of Africa, we see that we are the best in Europe in terms of security, military capability, and intelligence and policing. We have an opportunity to leverage that position of strength as we craft a new post-Brexit relationship with our European allies and take a leading role in NATO, but we can only realistically do that with a sensible increase in our defence spending, which includes investment in ships.
The Minister is right to say we need to build support not only across this Chamber among Members who are not present, but from across the nation, about the imperative benefits associated with investment in defence. I hope the Minister agrees that one of the ways to do that is by injecting a sense of national pride in our defence industry: by increasing the connectivity between our yards and our people, and between our people and their representatives. In Harland and Wolff in east Belfast that is exactly what we expect. It wants to be part of this investment and of this country’s defence infrastructure, and it looks forward to playing its part and building its support locally.
During my time as a Member of Parliament I have seen a change in the posture of the Royal Navy that we can all be proud of. What is the Type 45? It is the best in its class. What is the Type 26? It will be the best in its class. What is the Type 31? It is a change in approach to modular design, which will be exactly what we need for export. This is what Britain is doing. We invented the aircraft carrier; we were the ones who first put that concept together. That innovation that is inherent in our DNA is what is allowing us to do exactly what the hon. Gentleman says.

May I associate my party with the wonderful news shared by Baron and Baroness Carrickfergus?
The Minister should know that the Defence Committee is looking at the support available for serving and former personnel. Does he recognise the geographical difficulties and legacy of security concerns that affect veterans who live in Northern Ireland?
When I had the pleasure of attending the Defence Committee, I was able to discuss those matters. I also had the pleasure of visiting Belfast, where the hon. Gentleman will know that I took a look at what support needs to be provided and furthered to deal with the particular situation there. I hope that that will be ongoing, and that the Secretary of State or I can visit in the near future.
