Commons ChamberIn principle, I welcome today’s announcement on fares by the Government. Anything that helps to make bus travel more attractive and drives modal shift is to be welcomed. [Interruption.] Just wait—there’s more!
In Scotland, we have taken a different approach, and extended free bus travel to include every Scottish resident under the age of 22. The feedback thus far is that we are seeing a big increase in travel among those groups, getting them in the habit of taking the bus and normalising public transport. However, when it comes to real investment and spending on bus infrastructure, I am afraid the DFT is still lagging well behind. Of the 3,500 buses farcically claimed by the UK Government as helping meet their target of 4,000 zero-emission buses for England outside London, nearly a fifth are funded by the Scottish Government, over whom the Minister has zero jurisdiction. He is using the success of the Scottish Government and others to cover for their own failure.
Incidentally, four weeks ago the Secretary of State promised the House that he place a letter in the Library setting out the details of the pledge and of delivery thus far, but we are yet to see that letter placed in the Library.
In Scotland, ScotZEB 2—the Scottish zero-emission bus challenge fund 2—was announced just this week, providing another £58 million to further enhance and improve bus services across the country, including in my own constituency. This will bring Scotland’s zero-emission bus fleet up to about the equivalent of 8,000 buses in England. In contrast, of the 1,342 buses in England outside London claimed as funded under the ZEBRA—zero-emission bus regional areas—scheme, only six are on the road. If I looked out of the window of my constituency office in Renfrew, in 15 minutes I would see more zero-emission buses passing by, serving passengers and contributing to the net zero transition, than are actually on the road through this Government’s ZEBRA scheme.
Will the Minister do the right thing, unlock the logjam in the ZEBRA scheme in England and at least try to catch up with its success in Scotland, and will he confirm that every penny spent as a result of this announcement will be subject to Barnett consequentials to allow the Scottish Government to continue their investment in our public transport network—investment that builds for an electric future?

Over the past two days, TransPennine Express has managed to run a total of 42% of its timetabled cross-border services from Glasgow Central. That is from a timetable that was already slashed, as TPE struggled to provide even a basic service to passengers. Add to that the Avanti shambles and cross-border services are a disaster. It simply is not good enough, and there are real implications for the cross-border economy.
Two separate industrial disputes involving ScotRail and the Scottish Government have been resolved this year, in contrast to the ongoing disputes across talks that have dragged on for months and are only now involving Government Ministers. The RMT’s general secretary Mick Lynch said yesterday:
“In Scotland and Wales, RMT has settled similar disputes with the support of the governments there but where companies are controlled by the DfT, time is running out.”
Previous Ministers have stood at the Dispatch Box and told us that disputes were for the talks and Network Rail to resolve, but clearly that stance is no longer fit for purpose. This Government are letting down Scotland and the north of England, and it is now well past time for rail to be fully devolved to Scotland. Will this welcome new and shiny team at the DFT meet me to discuss how we advance that?

Commons ChamberI warned many times, while the attention was disproportionately on the Heathrows and the Gatwicks of the world, about how the perilous position of regional airports—their recovery from covid has been far slower—was being ignored. The closure of Doncaster Sheffield is a blow to vital regional connectivity. What is—and, indeed where is—the Government’s strategy for regional connectivity? Regional connectivity is not just about flights to London, which the current public service obligation legislation solely supports, and such flights are always the first to go when slots are needed for more lucrative routes. Direct regional links with European and global destinations have to be the priority.
I have also said many times that retail is a much higher proportion of regional airports’ revenues, but we have seen VAT-free shopping at the point of sale abolished. It was to be replaced by a less generous VAT reclaim scheme, but that has also been abandoned. I ask that this issue is looked at again. At the very least the Government must look at arrivals duty-free, which has cross-party support. Will they do so?
Finally, what plans does the Minister or her colleagues have to meet people from the regional airports, including Glasgow in my constituency, to find out and act on what they need, rather than what Greater London wants?

I thank the Secretary of State for advance sight of his statement. It has become increasingly clear that the much vaunted four-nations approach often stems from situations where the devolved Governments are left with little choice, given the nature of the devolution funding settlement. Whether for furlough, community testing, or the various travel arrangements, when the devolved Governments perhaps took a different view, at least with the timing of such decisions, no public money would be made available for a different public health approach. It is not quite a “do as I say” approach; it is more a “do as we will fund” approach. Borrowed funds are obviously not available to the devolved Administrations, and as the Secretary of State alluded, the Welsh Government have said they are extremely disappointed at the dropping of testing requirements. The Scottish Government have said that they followed the UK Government to avoid the harm to tourism caused by non-alignment. Is this another example of the UK Government making a decision, and strong-arming the devolved Administrations into following them to avoid economic disadvantage?
Despite the unease that some members of society will have following these announcements, particularly given the rather nebulous commitment to continued surveillance, this is welcome news for the aviation and travel sectors, which come out of the pandemic in much poorer, smaller and less competitive shape than they entered it. That is largely a result of the extremely poor support given to the sector, in which the UK stood out among top aviation markets for its paucity of support.
The future is far from certain with events in Ukraine and covid potentially causing disruption as well as the cost of living, as has been alluded to. So I would like the Government to commit to being a bit more fleet of foot on aviation support should the need arise. Indeed, when will the strategic aviation review be published?
The UK Government have said that the UK Health Security Agency will continue to monitor variants of concern, so, further to the concerns outlined by the hon. Member for Sheffield, Heeley (Louise Haigh), will the Secretary of State explain what measures will be part of that continued monitoring, how long it will operate for and how it will be funded? Lastly, what consideration at all did the Secretary of State give to the position of devolved Governments in reaching the decision that he has announced?

Thank you, Madam Deputy Speaker. I have a Front-Bench role here, but I have only four lines left, so if the right hon. Member for Knowsley (Sir George Howarth) had let me finish, I would have taken up less time.
The UK’s plans, in contrast, leave much of the north of England stuck with those 19th-century services and infrastructure. It is time for the UK to learn from elsewhere, from Scotland, from Denmark—from anywhere, frankly, because anywhere else would have a rail policy that lasts longer than a Downing Street Christmas party. Other countries are joining up and truly are levelling up, but the UK Government continue to ensure that for huge swathes of England, the only way is south.

Commons ChamberI disagree with the right hon. Gentleman. It is clear to most people in this Chamber that the answer is for all UK countries to remain in the single market and customs union, which would take away the need for any border in the Irish sea. I should add that my constituents voted two to one to remain, and they certainly have a voice in this Chamber, too.
Many Members from different parties will agree that the best option across the UK is, as I just said, continued membership of the customs union and single market, which would resolve the need for any economic borders or increased regulation. This policy, which the Scottish National party has proposed for a long time, would also act to protect jobs and livelihoods in Northern Ireland, as well as in Scotland and right across the UK. It is the only political and economic position and policy that makes sense and is achievable.
The UK must give Northern Ireland and the restoration of its Assembly the attention that it deserves and requires. The delays in the establishment of effective talks can no longer be accepted. The Government must get round the table and help to restore the Northern Irish Executive and Assembly to full functionality. The institutions of the Good Friday agreement must be championed and restored by all in this House.
I have now to announce the result of the Division deferred from yesterday. In respect of the question relating to electricity and gas, the Ayes were 304 and the Noes were 203, so the Ayes have it.
