Commons ChamberThe humanitarian disaster unfolding in front of our eyes is a political failure rather than a military one, and I think it is important that this House recognises that. The work of our armed forces who were sent into Afghanistan to achieve what many believed at the time was a near-impossible, and certainly dangerously idealistic, ambition prevailed in military terms. I was working in the MOD in 2001 just before military operations in Afghanistan got under way. At a meeting of the MOD and industry in Yeovil, I recall clearly the universal incredulity at the idea that this intervention in a theatre that had previously humbled both the British and the Soviet Union could ever conceivably end well—and so it has come to pass.
The media reported last week the unbelievable pace with which the Taliban advanced across the country, but why was that such a shock? Perhaps the Government can explain why they were so ill prepared. Many observers, myself included, do not think for one minute that there was a failure of military intelligence; rather, we think that there was a failure of Ministers to act on it. This House and the public at large need to know whether civilian officials and intelligence analysts are at liberty to convey difficult and unwelcome messages to senior Ministers in this Government, and that those same Ministers will act in the national interest rather than on any more expedient or transient priority.
Can the Government tell the veterans and their families in Angus and across these islands what this was all for—not the intention or the ambition of the dedicated and successful military operations, but the outcome and the consequences? What is the legacy of those people’s bravery, sacrifice and loss? I want to highlight to the Defence Secretary the correspondence I have received from my constituent, a former company commander in 2011 in Operation Herrick. He shares the chilling email he got from his former translator—with whom he keeps in touch, such are the bonds forged in combat—and his Afghan friend’s plight in trying to exit the country through the UK embassy with his family. I will send on the details to the Defence Secretary and the Foreign Secretary, who I am sure will both give them dedicated support. Then there are the civilians and NGOs, who endured no small measure of risk and hardship to apply their skills and expertise in the service of Afghanistan and her people. What of their work to build order and systems of just administration, and challenge endemic corruption? What remains of those hard fought gains and of civil society—those brave Afghan souls, many of them women, who stepped into the space that we created for them and took up roles supporting the UK and its allies?
There are a lot of people who are not going to get in—we know that—but under current procedures people can take up to two interventions. Yes, people should take on board the fact that they are possibly doing some of their colleagues out of a turn if that happens, so I hope that the position will not be abused.
I should point out to the hon. Member for Chesterfield (Mr Perkins) that we are six hours into the debate and this is the second SNP Back-Bench speech on this important issue.
My hon. Friend the Member for Angus (Dave Doogan) mentioned women and girls. The Taliban have said that they are committed to the rights of women. Does he agree with me that these misogynist thugs see women as third-class people and chattels only there to serve men, and that this House cannot believe a word the Taliban say about the rights of women?
I agree entirely with my hon. Friend. As many hon. and right hon. Members have observed this afternoon, the Taliban need to be judged on their actions, not on their words.
Against this new reality, it is beyond credibility that the Foreign Secretary has publicly claimed that the UK will hold the Taliban to account. What does that mean? By what means and to what end would this be done? It would suit the Foreign Secretary better to fully restore the foreign aid budget, rather than issuing abstract and random threats to a regime that has just shown the UK the door. Five thousand refugees this year is not commensurate with the scenes in Kabul of people literally running for their lives and clinging to aircraft, and a hazy figure of 20,000, over what period we are not certain, is insubstantial to say the least, given the circumstances.
In closing, I urge the Government and the Prime Minister to review and expedite this element of the UK’s response, including through a cogent plan to extricate brave Afghans who are not already in Kabul. The UK was front and centre at the genesis of this political catastrophe. It should be similarly positioned for the clear-up.

Commons ChamberWe are supporting industrial clusters around the world, as the hon. Lady will know from the 10-point plan that the Prime Minister published at the end of last year, and we are seeing action across the country. She will know that the Government have recently funded some new offshore wind ports and we have seen the investment that is going into battery manufacturing for electric vehicles.
I would just point out to the hon. Gentleman that MCI has secured only about a third of the market availability for hotel rooms, and that there are alternative options for booking accommodation, which are still available. If he has specific issues, I would be happy to speak to him separately.

Commons ChamberI am delighted that the UK is hosting the leaders of the world’s greatest democracies at the G7 summit in Cornwall this week. This is the first meeting between G7 leaders since the start of the pandemic. This week is Carers Week, and I am sure the whole House will wish to join me in thanking care workers and everyone caring for family, friends and loved ones. Their selflessness and devotion to helping others is an inspiration to us all. This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.
I very much echo the comments of the Prime Minister on the lot of unpaid carers. After plenty of warm words for the victims of fire and rehire, including from the Prime Minister himself, the Government yesterday announced their legislative response to the ACAS report, which is to do absolutely nothing. They will do nothing for the hundreds of thousands already threatened or, as the ACAS report points out, for the many more who are anticipated to face fire and rehire when the furlough scheme ends. They should be thoroughly ashamed of themselves. It is increasingly clear that this Government will not protect workers, so will they devolve employment law to Holyrood so that the Scottish Government can?
Actually, this Government have been absolutely clear that it is unacceptable to use the threat of firing and rehiring as a negotiating tactic. We welcome the ACAS report, which finds that fire and rehire should be used only in limited circumstances, such as to prevent job losses, when other options have been exhausted. We have therefore asked ACAS to produce clearer guidance to help employers with other options.

Commons ChamberOf course I agree with my hon. Friend. COP26 will be the moment that we secure our path to global net zero emissions by 2050 and define the next decade of tackling climate change. We are working with the Scottish Government and other devolved Administrations to ensure an inclusive and ambitious summit for the whole of the UK. All parts of the UK will have important roles to play in ensuring the summit’s success: not just the devolved Administrations and the constituent nations, but my hon. Friend’s constituency; the town of Milton Keynes has the largest number of electric vehicle charging points, if I am not mistaken. So it is truly a UK-wide initiative.
Dear me, Mr Speaker. Scotland is already a world leader in climate change policy, be it with renewables providing over 90% of supply, home energy efficiency, take-up of electric cars and an impressive charging network, or continuous investment in electric buses and rail electrification. In fact, the RAIL magazine editor said:
“Scotland’s admirable rolling programme of electrification rolls on…well done Scotland. DfT please note this is how it’s done.”
Does the Minister not therefore agree that Scottish representatives should be given a key place at COP26 to share our experience, or are they just too embarrassed by UK policies by comparison?
I agree that Scottish stakeholders, Scottish businesses and a lot of the renewable energies being developed in Scotland are world-leading. I could not possibly disagree with that, but it is important to recognise as well that all parts of the United Kingdom have an important role to play in ensuring the success of the summit. I am sure the hon. Gentleman is as delighted as I am that the summit is to be held in Glasgow, representing the whole of the UK around the world.

Commons ChamberMy hon. Friend is absolutely right to highlight the extraordinary work done by carers and social care workers up and down the country. They have got through this pandemic. We must continue to look after them in any way that we can and we must commit, as we have done, to reforming the sector and giving people the certainty they need. We will be bringing forward proposals later this year.
As the hon. Gentleman says, we believe that using threats of firing and rehiring is unacceptable as a negotiating tactic, and there are laws in place to ensure that contractual conditions cannot discriminate against people on grounds of race, sex or disability, but I will take up his point by saying that the Department for Business, Energy and Industrial Strategy is working with ACAS, businesses and employee representatives to discuss what more we can do.

Commons ChamberI have regular conversations with the Scottish Government on preparedness for the end of the transition period, including meetings of the EU Exit Operations Cabinet Committee and the Joint Ministerial Committee on EU Negotiations.
As my hon. Friend knows, it is the Scottish Government’s responsibility to ensure adequate certifier capacity for exports to the European Union. The UK Government have been engaging closely with the Scottish Government, Food Standards Scotland and Scottish local authorities to clarify the capacity in Scotland for certifying export health certificates, and with them, we have determined the level of additional capacity that is needed. That is the sort of boring answer. I would add that we have provided the Scottish Government with £138 million of Brexit preparedness support for this purpose.
Dearie me, Mr Speaker. Let me try this one. NHS Tayside has stated that a hard Brexit could
“lead to an inability to deliver safe and effective care”,
and NHS Lanarkshire says that Brexit poses a “very high” risk to the delivery of healthcare services. We also know that the Ministry of Defence is putting plans in place to fly the Pfizer vaccine into the UK to avoid the Government’s entirely self-inflicted border ports chaos. Given that we did not vote for any of this and that 15 polls in a row now show support for independence, does the Secretary of State still believe that the Union is “firing on all cylinders”, as he wrote at the weekend?
The Union is absolutely firing on all cylinders, whether it is the support of over 900,000 jobs in Scotland, the UK Government procuring, supplying and paying for all the vaccines for the United Kingdom, or the armed forces helping with the roll-out. As regards the scare story the hon. Gentleman is trying to start over the MOD flying the vaccine into the United Kingdom, all good Governments have robust contingency plans. That is No. 5 on the list of contingency plans, and they are not just for the transition period outcome. Those contingency plans are made for potential strikes, weather events and so on. It is entirely responsible to plan that way.

Commons ChamberI have real sympathy for those in the wedding industry who have been affected. It is a great industry, and times are very tough for them. That is why we are putting in the jobs support scheme and extra grants for businesses. The best way forward is for us to get the virus down and get the spread down, so that we can reopen those types of businesses as fast as possible.
Many of my constituents support covid-19 public health measures, but they feel that, despite their rhetoric, the Government have not reciprocated. It is not only those 3 million who are excluded from support, there are also those on universal credit who will lose the £20 weekly top-up, those on legacy benefits who receive nothing, or those who missed out on furlough because their payroll was run one day after an arbitrary and retrospective date. The Prime Minister has boasted about putting his arms around people, but is it not time to show people that he has a heart?
I must repeat what I said earlier: by other global standards this Government have done a huge amount—£190 billion already—to support people, businesses, jobs, and livelihoods across the country. On the specific point about universal credit, we have increased its value by £1,000, and that will remain in place for the rest of this financial year.

Commons ChamberI certainly will. Only last night, I was talking to my right hon. Friend the Secretary of State for International Trade about what more we can do to support the ceramics industry, which is so vital to the economic health of Staffordshire and is a source of pride for all of us across the United Kingdom. Whether it is Churchill China, Royal Doulton, Emma Bridgewater or others, we should do everything we can to ensure that there are new markets for UK ceramics. I know my right hon. Friend will also ensure that we have an appropriate trade remedies authority in the UK, so that inappropriate dumping of ceramics does not undermine UK production.
The joint statement from the Scottish and Welsh Governments said that meetings including the right hon. Gentleman have
“simply been an opportunity for the UK Government to inform us of their views, not to listen or respond to ours.”
I am sure that that sounds familiar to many Members in the Chamber. His reckless decision not to extend the transition period will cost thousands of jobs at precisely the worst point. Scotland did not vote for this. How many Scottish job losses will he see as a fair price to deliver Brexit on his timetable?
I and the Paymaster General have enjoyed long conversations with representatives of the Scottish Government. Mike Russell and other Ministers, including Fergus Ewing, are always a pleasure to engage with. They bring a wealth of experience and a light touch to our conversations, which I always enjoy, appreciate, am better informed by and benefit from. The real threat to jobs in Scotland would be a reckless decision to smash the United Kingdom after 300 years of shared prosperity.

Commons ChamberMy right hon. and learned Friend is absolutely right. The record of HS2 in engaging and communicating with local people has been woeful, and we will ensure that that changes from now on.
The Prime Minister said that it was the SNP that was standing in the way of high-speed rail to Scotland; in fact, it is his Government who are doing that. So can he tell us precisely: what year will the line be extended to Scotland?
I am delighted, in the first place, that the hon. Gentleman supports high-speed rail and that he supports HS2. As I say, the only obstacle to that great project is the deranged SNP plan to install an economic barrier—including an immigration barrier, for all we know—between England and Scotland.

Commons ChamberThat is an extremely important and sensitive issue. The hon. Lady will know that, in practice, there have been no prosecutions under section 5 of the 1967 Act in the past 50 years. She will also know about the guidance from the Attorney General and from the outgoing DPP, particularly on the status of public interest. I come back to the same old riff: any change in the law is for a devolved Executive and a devolved Administration. This is a serious issue, so it is about time elected politicians in Northern Ireland stepped up to their responsibility.
When giving evidence to the Scottish Parliament, the Chancellor of the Duchy of Lancaster confirmed that Northern Irish businesses will have better access to the EU single market than Scottish businesses. Shamefully, this Government will not publish an economic assessment of the Prime Minister’s deal, but we know from independent research that it will hit Scotland hard. Will the Minister therefore ask the Secretary of State for Northern Ireland, who is sitting next to him, whether Scotland’s man in the Cabinet demanded that Scotland’s businesses be given the same access to the single market and customs union as Northern Irish business, or did he sit there meekly, abandoning them to their fate?
The Government have published an impact assessment in relation to the proposed withdrawal agreement, and we have rehearsed the arguments about the arrangements in Northern Ireland. These are Northern Ireland questions, and I am sure that the Secretary of State has heard the hon. Gentleman’s comments.
