We have learned a lot of lessons from this contract, and I absolutely am as disappointed as the hon. Lady. It should not be working like this. I am aware of the concerns and we are investigating them very rapidly to get remedial action; it is not acceptable.

T3. The framework agreement for public procurement of infrastructure in the south-west provides that the bidder that gets closest to the average tender price, not the cheapest, gets the job. Will my right hon. Friend look into this matter, because it seems to me that this is wasting taxpayers’ money?

[Mr Maude]

I am not familiar with the precise issue my hon. Friend raises, but it sounds very odd to me, and I will investigate it. Of course everyone who spends public money procuring services, goods or infrastructure needs to ensure the money is spent as well as it possibly can be, and I will look urgently at the case my hon. Friend raises.

T6. In the previous financial year more than £85 million was spent by the taxpayer on full-time trade union representatives. Is that a fair figure, and what is the Minister doing to reduce it?

[Mr Maude]

At the time of the last general election there was no monitoring whatsoever of the volume of taxpayer-funded trade union facility time in the civil service. We now have controls in place that saved £23 million last year, and we have already reduced the number of full-time taxpayer-funded union officials from 200 in May 2010 to fewer than 10 this summer.

I agree with everything that the hon. Gentleman says except his assumption that we are not already doing this. I know he is a member of the Design Commission, which produced that excellent publication; it is in fact very complimentary about a number of initiatives that the Government have taken, including the creation of the Government Digital Service, which is committed to ensuring that as we reform the delivery of public services, they are designed around the needs of the user rather than, as has far too often been the case, designed to suit the convenience of the Government.

Given that all public services are going to be under financial pressure for the next few years, is my right hon. Friend happy that enough sharing of best practice is taking place to find new, innovative ways to do more with less?

[Mr Maude]

No, I am not happy that we are yet doing enough, but we are doing more. We are establishing a series of What Works organisations that will exist to share best practice and experiences. We have also set up the commissioning academy, an unexpected by-product of which is that it brings together public service deliverers from all over the public sector who network and share experience, which is already proving extremely beneficial.
