Thank you for calling me, Mr Davies. I declare my interest as co-chair of the all-party parliamentary group on Eritrea. I thank the hon. Member for Rotherham (Sarah Champion) not only for securing the debate today and her graphic speech, but for chairing the pre-briefing, which the APPG on Eritrea co-hosted yesterday.
We must do all that we can to fulfil our international obligations to prevent mass atrocities of the nature occurring in Tigray. Christian Solidarity Worldwide reports on worrying indications that atrocity crimes—war crimes, crimes against humanity and possible genocide—may have occurred and could still be under way in Tigray. In the words of a priest from the Catholic Eparchy of Adigrat, interviewed at the height of the occupation,
“They want to annihilate Tigray. By killing the men and boys, they are trying to destroy any future resistance…They are raping and destroying women to ensure that they cannot raise a community in the future. They are using rape and food as weapons of war.”
By June 2021, researchers at Belgium’s University of Ghent had documented 10,000 deaths and 230 massacres, with many more incidents yet to be fully investigated. No one, anywhere, should be targeted on account of their religion or beliefs, yet in Tigray clergy and worshippers have been targeted and killed in large numbers.
According to a statement in February from the employees of Mekelle diocese and the administrators of 45 monasteries and churches, almost every monastery and church and religious school in Tigray has been bombed by drones or heavy weapons.
“A lot of clergymen, deacons, congregation members of Sunday schools, religious students and children, especially those clergymen who were on religious service, were massacred like animals.”
The indiscriminate bombing and destruction of ancient churches, mosques and other religious institutions, and the extensive looting of irreplaceable historical artefacts and manuscripts, appear to be part of a multifaceted campaign that involves cultural cleansing. Not only do those actions violate international humanitarian law but, according to the Rome statute, intentionally directing attacks against religious buildings and historic monuments can also constitute a war crime.
In 2019, the Government published a good policy paper, “UK approach to preventing mass atrocities”. In places such as Tigray now we need to see actions to match the strong words from that document, such as:
“The UK supports the deployment of all appropriate tools available to the UN in dealing with potential atrocities and conflict such as sanctions (diplomatic, travel bans, asset freezes, arms embargoes, and commodity interdiction), and is a strong advocate for securing accountability and justice for atrocities committed.”
“Development/programmatic support aims to foster environments where atrocities are less likely to take place—by addressing the root causes of conflict and drivers of instability, through tackling corruption, promoting good governance, improving access to security and justice, and inclusive economic development.”
I hope that in his closing remarks the Minister will elaborate on how those words are being applied now to the UK’s approach to the conflict in Tigray and the wider region, not least to help de-escalate tensions.
I also note the recommendation of the Select Committee on International Development for atrocity prevention training. In addition, the Truro review, a manifesto commitment of this Government, states at recommendation 7:
“Ensure that there are mechanisms in place to facilitate an immediate response to atrocity crimes, including genocide, through activities such as setting up early-warning mechanisms to identify countries at risk of atrocities, diplomacy to help de-escalate tensions and resolve disputes, and developing support to help with upstream prevention work. Recognising that the ultimate determination of genocide must be legal not political and respecting the UK’s long-held policy in this area, the FCO should nonetheless determine its policy in accordance with the legal framework and should be willing to make public statements condemning such atrocities.”
Colleagues can be assured that, as the Prime Minister’s special envoy for freedom of religion or belief, I am working closely—indeed, daily—with the FCDO in order to ensure that we implement this and all 22 recommendations of the Truro review in full by their required completion date of July 2022.

Commons ChamberI want to touch on two concerns. The first is the reports of widespread sexual violence as a weapon of war by armed groups in Tigray, as referred to by the hon. Member for Rotherham (Sarah Champion) in her excellent speech, which I am pleased to follow.
The second is the separate but by no means disconnected issue of the importance of promoting the fundamental human right of freedom of religion or belief, or FORB. Preventing the abuse of FORB helps, in turn, to prevent atrocities such as sexual abuse from happening in the first place—atrocities sadly occurring, as we have heard, in many parts of the world today. Societies that respect FORB are more likely to be stable, secure places in which to live and flourish, but sadly, this respect is sometimes absent. A lack of respect for the right of another person to hold their faith or core beliefs, and disrespect for their culture or ethnicity, are all too often the root causes of conflict, and are even at times used to justify atrocities such as sexual violence in conflict.
Reports of the experiences of women in Tigray bear this out. One Tigrayan woman was told by her rapists, “Our problem is with your womb. Your womb gives birth to Woyane”, a derogatory term, and “A Tigrayan womb should never give birth.” Hundreds of women have reported horrific accounts of rape and gang rape since the start of the conflict in Tigray nearly six months ago. Medics have reported removing nails, rocks and pieces of plastic from inside the bodies of rape victims. Individuals are allegedly forced to rape members of their own family. We hear of sexual violence against women and girls in refugee camps, and even of child soldiers forcibly conscripted and then being subjected to sexual abuse.
The UN Security Council heard evidence of an internally displaced woman who, when conflict began in her town, fled and hid in the forest for six days with her family. She gave birth while in hiding, but her baby sadly died a few days later. At the same time, her husband was also killed. When she resumed her journey, she met four soldiers, who raped her in front of the rest of her children throughout the night and into the following day.
Mark Lowcock, the UN’s emergency relief co-ordinator, has concluded that
“there is no doubt that sexual violence is being used in this conflict as a weapon of war, as a means to humiliate, terrorize, and traumatize an entire population today and into the next generation.”
I therefore welcome the statement from the Minister for Africa that the UK is working to prevent sexual violence in Tigray, to provide support for survivors and their children, and to promote justice for them. As co-chair of the all-party parliamentary group on Eritrea, I want to ask the Minister a number of questions before turning more specifically to the issue of FORB. What steps is the UK taking to press for UN investigators to have full access to the region to conduct its assessment of such atrocities? How is the UK supporting the Office of the UN High Commissioner for Human Rights to ensure that its joint investigations into atrocities with the Ethiopian high commission are independent, transparent and impartial? Will that assessment look specifically at the situation of ethnic and religious groups?
What update can the Minister give following plans to deploy the UK Preventing Sexual Violence in Conflict team to the region? What action has been taken following the mission by UK representatives to Shire in Tigray to assess humanitarian access, emergency services provided in camps and the support gaps that need to be filled, in particular for survivors of sexual violence and their children? Finally, what steps will the UK take to ensure that those responsible for such crimes are held to account and that a timely mechanism is implemented to collect and preserve evidence of sexual violence, to ensure the best possible opportunity to bring perpetrators to account and allow victims to see justice?
Let me turn to the separate but by no means disconnected topic of freedom of religion or belief. As the Prime Minister’s special envoy for freedom of religion or belief, I welcome the G7 Foreign Minister’s communiqué, in particular paragraph 55—which I hope Hansard will perhaps print in full—which states that, as representatives of
“nations...engaged in creating a safer, more stable...world,”
the G7 Ministers
“are committed to promoting freedom of religion or belief for all”
and
“to co-ordinated action...to defend freedom of religion or belief for all”.
I also welcome last week’s G7 Open Societies leaders’ statement, which similarly committed countries to working together and with partners to promote freedom of religion or belief, and the joint statement by our Prime Minister and the US President in the new Atlantic charter, which again specifically referred to the UK and the US working together to support democracy across the globe, including by
“protecting freedom of religion or belief”.
The coming year is a vital one for the UK to demonstrate our global leadership in championing FORB and putting those words into action. I am doing so as the PM’s special envoy by actively working to oversee the full implementation of the Bishop of Truro’s independent review by its three-year review deadline of July 2022. Recommendation 21.b makes reference to matters relevant to today’s debate, and looks forward to the UK hosting the FORB ministerial international gathering, also in July 2022, when we can bring senior Ministers and others concerned about FORB from across the world to discuss what actions have been taken and need to be taken in this respect.
Another key platform for action on FORB is the International Religious Freedom and Belief Alliance, of which the UK is a leading member, where over 33 countries meet regularly through representatives, such as myself, mandated to take forward FORB internationally, including by challenging specific abuses and violations. I look forward to continuing to work with Ministers, partners in likeminded countries, faith leaders and non-governmental organisations, as we seek to put the G7’s words on FORB into action, not only to help those suffering abuses of the kind that we have heard about today but, equally importantly, to help to prevent them from happening in the first place.

I would not want the House to get the wrong idea. Internationally we said, “Never again,” but actually things are improving across the African continent. There are still problems, but things are moving in the right direction and have been since 1984. In Ethiopia specifically, prior to this conflict, the Ethiopian Government were much more able to find their own solutions, alongside us, but aid remains part of the process. The hon. Lady pushes me to provide statistics that I do not have available, but they will be reported to the House in the normal course of business.
Does the Minister share my concerns about credible reports of child soldiers being deployed in the conflict? The UK is supporting the United Nations High Commissioner for Human Rights in investigating human rights violations in the conflict. Does that include looking into the involvement of child soldiers, and what more can the UK do to help prevent this abuse of vulnerable young lives in the region?
Sadly, a high level of sexual violence is being directed at children—children are being forced to commit sexual acts—and I think it is likely that people under the age of 18 are being conscripted. I will be interested to hear from non-governmental organisations with more evidence, and that should be brought before the African Union, the UN and local authorities to ensure that perpetrators are held to account, because clearly it is unacceptable.

Commons ChamberI thank the hon. Gentleman and pay tribute to him, because, back in 2012, he was one of the cross-party alliance in favour of these measures. I remember his moral courage and tenacity in calling for it in relation to the Uyghur Muslims. He has complained about lawyerliness. Let us remember that we are talking about a legal regime that imposes visa bans and asset freezes, which affects the rights of others. It is absolutely right that we take very seriously the legal criteria and the evidence base for doing so, and there is absolutely nothing stopping him, either in relation to the regime or by providing evidence to the Government, from playing a full role. However, let us also ensure that we have due process, otherwise the risk is that we trip up, we get legally challenged and we give the PR coup to precisely those whom we want to be calling to account.
I warmly welcome the Foreign Secretary’s statement. States where the fundamental human right of freedom of religion or belief is respected are more likely to be stable and therefore to be more reliable trading partners, and less likely to pose a security risk. Does the Foreign Secretary agree that it makes good sense for the UK to promote FoRB across the world, apart from this being the right thing to do?
My hon. Friend is absolutely right. I pay tribute to her for her eloquent and tenacious role as a champion for freedom of religion and belief, and as the Prime Minister’s special envoy. She is right that we should do this as a point of principle because it is the right thing to do, but she is also right to say that liberal democracies that respect, more or less, freedom of religion or belief, and other principles of open societies, are easier to trade with and resolve problems with, and that we are less likely to find ourselves in conflict or dispute with them.

The hon. Gentleman needs to be congratulated for the work that he has done in the first place, working cross party, to allow and help the Foreign Secretary to deliver our own sanctions regime. Again, we continue to hold China to account. We lead international efforts in that regard. We work very closely with not just the US Administration. We have a huge opportunity this year through our presidency of the G7. What I will say to him—I will try to use slightly different language from that in the answer I provided to my hon. Friend the Member for Wealden (Ms Ghani)—is that we are carefully and closely considering further designations under our global human rights regime. They were introduced, as he knows, in July, and we will keep all evidence and potential listings under very close review.
What assessment has the Foreign Secretary made of the impact of the national security law and the further dismantling of human rights in Hong Kong on freedom of religion or belief, particularly in the light of the raid on Good Neighbour North District Church, the freezing of its bank account, and the Catholic diocese of Hong Kong’s instructions to clergy to be careful in their sermons? What implications does the proposed national security education curriculum have for FORB in faith schools there?
I pay tribute to my hon. Friend for her work as the Prime Minister’s envoy for freedom of religion or belief. We are deeply concerned about the issues that she has raised, and about the severity and scale of violations and the abuses of freedom of religion or belief in many parts of the world, including China. Religious intolerance and persecution are often at the heart of foreign and development policy challenges. Where freedom of religion or belief is under attack, other human rights are often threatened too, as she knows full well. The prosperity of Hong Kong and the way of life relies on respect for those fundamental freedoms. We are committed to defending freedom of religion or belief for everyone.

Commons ChamberI thank the hon. Gentleman for his support. We will not take diktats from any Government on the way we proceed. We recognise, as I said, the scope for positive relations with China; the example I gave was climate change. However, I was also clear that we will absolutely protect every area of our national security and we will stand up for our values. I thought, frankly, that the ambassador’s performance on “The Andrew Marr Show” when he was shown live footage of what is going on in Xinjiang represented all the scrutiny that we need to see and promote. It was a good example of the questions that are left unanswered by the Government in Beijing.
I thank the Foreign Secretary for his statement. Today we are deeply concerned about the plight of the Uyghurs; on another day it is the plight of the Rohingya and on yet another day the Yazidis. How can we effectively hold those responsible to account so that we can truly say and mean the words “Never again”?
I thank my hon. Friend, and pay tribute to her and congratulate her on her recent appointment as special envoy for freedom of religion or belief; her knowledge and tenacity will stand her in good stead and be a great asset to global Britain.
My hon. Friend is right to raise all the different groups; in relation to the Rohingya, that is an area where we introduced Magnitsky sanctions. The most important thing to do is proceed first of all with targeted measures, as we have done today, to try to address the specific wrongs we wish to right, and to work effectively and assiduously with all our international partners. In many of these cases shifting the dial and making the relevant Government listen requires concerted international action, and that is what we are committed to.

I commend my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) on his excellent speech, with which I fully agree. I grieve for the suffering, particularly of civilians, in any conflict, but because time today limits me, I want, in speaking of the conflict in Nagorno-Karabakh, to highlight only two points. These have been highlighted to me today by Baroness Cox. They are in her report, “Grief and Courage in Nagorno Karabakh”. I hope that my hon. Friend the Minister will read the full report, because there is much more in it, but Baroness Cox particularly wants me to highlight these two points.
The first is the urgent need to secure the return of Armenians still held as prisoners of war after the ceasefire and to ensure that ongoing atrocities against them do not continue. The second is the need to ensure that Azerbaijanis are held to account for the atrocities committed both during and after the conflict. I therefore ask the Minister these questions. What action are our Government taking, both by themselves and with international partners, to prevent the further abuse of Armenians held captive, to secure their release and to bring to justice those responsible for war crimes during this conflict? What assurance can the Minister give us that investigations into alleged war crimes, particularly those classed as genocide by Genocide Watch, as we have heard, will be carried out by a properly constituted, neutral and recognised international body?
It is heart-rending to hear in Baroness Cox’s report of multiple accounts of brutality inflicted on military and civilian prisoners of war, despite the ceasefire, and equally heart-rending to hear in the report from the Nagorno-Karabakh human rights ombudsman, who states that there is evidence of
“the deliberate targeting of civilians, ambulances, hospitals, religious sites, electricity, gas and water infrastructure and the use of chemical incendiaries”.
The information has been sent, but
“we have received no adequate replies from major aid organisations…We are totally isolated.”
What information can the Minister give us about what aid from the UK has reached those in need of help in the area and how is it being applied?
Baroness Cox’s report states:
“The scale and ferocity of these offensives has intensified the justifiable fear among local people—who are 94% Armenian Christians—of the possibility of ethnic cleansing from their historic land, with grave implications for the region.”
She goes on to say:
“we remain deeply concerned by the lack of international engagement with, and balanced reporting of, the suffering of civilians in Nagorno Karabakh.”
While the report cites the history of oppression of Armenian Christians over the past century, it also states that attempts by some
“to present the latest escalation of violence as an Armenian aggression—or to suggest”
that Armenia is equally culpable
“for the violence and civilian destruction that has taken place—are manifestly untrue and dangerous. It would be entirely against the interests of Armenia to initiate the recent war.”
I quoted that because yesterday evening I had the privilege of speaking with a member of a family from Armenia. That person now lives in the west, but has family still there. That individual echoes the concerns of Baroness Cox in such a way that, time permitting, I want to cite in some detail from an email I asked that person to send to me and received this morning. They call for the
“urgent release of Prisoners of War and the freedom for the Armenian soldiers who are in hiding to return home.”
The message states:
“The majority of soldiers who fought at the frontlines were newly drafted 18-year-old boys, only 2-3 months experiences in the military. They were only equipped with 20th century weapons to fight a 21st century military. The reality in Artsakh is that the 150,000 Christian population was in no way prepared to face a 21st century invasion—it was an uneven battle. Armenia’s military was weak and unprepared for drones, mercenaries, F-16s and military intelligence backing Turkey and Azerbaijan military forces. Around 5000 Armenian military men were deployed to the frontline, majority of them 18-year-olds who had just enlisted in the summer.”
Indeed, the writer’s 18-year-old cousin, now injured and missing, was one of them. The email continues, saying that the young men are
“in desperate need to return home. We believe they are alive either as prisoners of war facing daily humiliation and torture, or they have been in hiding in desperate and immediate need of medical attention. There are hundreds of young men and women in hiding who are unable to obtain food, security, care for their wounds, and basic human needs. Azerbaijan officials have placed a price on their lives. Their new demands since the ceasefire agreement have been to either exchange Armenian soldiers for more land or for a ransom to be paid for each soldier. Red Cross negotiations and efforts have failed to set these men free. Will the British Parliament voice the immediate need to release these men from these dire, inhumane conditions?”
In the same email, the writer grieves at the continual violation of the ceasefire against
“servicemen, women and civilians who face annihilation where their lives, homes, churches, heritage and their culture are being destroyed in front of the entire world.”
The writer comments that not only is aggression not part of Armenia’s Christian way of life but Armenia does not have the practical means or resources to be an aggressor. They say that the military invasion of Nagorno-Karabakh should be yet another wake-up call to Christians around the world following the demise of Christian populations in other parts of the middle east.
The writer also expresses concerns that not only is Azerbaijan actively removing the Christian population; it is also going about the potential rewriting of the region’s history, citing the example of the 9th-to-10th century Armenian monastery at Dadivank, which is today being presented by Azeri officials as an ancient Albanian site. Finally, the writer also comments that in order to protect human lives the Armenian people ought to have the right to self-determination on lands that they have called home for nearly two millennia.

I congratulate my hon. Friend the Member for Totnes (Anthony Mangnall) on his thoughtful speech introducing this debate, and indeed the other speakers before me. I want to talk primarily about violence against women and girls that does not take place during conflict situations. I hope that will provide a contrast to the very thoughtful contribution from the hon. Member for Putney (Fleur Anderson).
In this debate, marking yesterday as International Day for the Elimination of Violence against Women, I want to highlight simply two issues: the forcible abduction and subsequent violation of girls from minority groups in Pakistan and Nigeria, which is happening at scale; and the suffering of women in the Uyghur camps in China, which is also happening at scale.
I thank Aid to the Church in Need, whose latest report, “Set Your Captives Free”, was released yesterday and also marked Red Wednesday, for drawing attention to the thousands of young Hindu, Shi’a, Sikh and Christian girls in Pakistan who are kidnapped and forcibly married to much older men every year. That happens generally with impunity, because of the vulnerable economic and social status of those girls. Women from those communities have become much more vulnerable since the outbreak of covid-19, and that increased vulnerability puts them at much greater risk. As a result, many young girls from minority communities, such as 14-year-old Maira Shahbaz and 13-year-old Arzoo Raja, have been kidnapped and forcibly married in Pakistan this year.
Many of the girls are subject to rape, forced prostitution and domestic abuse. In some cases, their families succeed in freeing the girls through the courts, but in other cases—remarkably and adding to the injustice of their abduction, forced marriage and alleged conversion—when they get to court, judges frequently order the return of the girl to their abductor. That attaches more credibility and importance to the statement of the girl’s alleged conversion to Islam than to the girl’s account of her abduction. It gives more credibility to the abductor than to the enforcement of the law that forbids marriage to a minor.
The real tragedy is that Pakistan’s very constitution and laws, particularly the blasphemy laws, are often the basis for such discrimination and violation, as in these court hearings. In any country, the constitution and legal system should be the cornerstone of the protection of fundamental human rights. Will the Minister confirm that whenever the opportunity arises, he and his colleagues will raise with his counterparts their concerns about the abduction of hundreds—indeed, thousands—of girls in Pakistan?
I make no apology for raising once again the plight of Leah Sharibu, whose mother Rebecca I met earlier this year. The sadness in Rebecca’s eyes lives with me today, and my heart goes out to her. Leah was just 14 when she was among the 110 school girls abducted by Boko Haram from their school. She is the only one still in captivity, because she has refused to renounce her Christian faith. She is now 17. I ask the Minister once again, as I have done before, to ensure that Leah’s plight, together with requests for her release, is raised with the Nigerian Government at every possible opportunity. I commend CSW for its continued campaign on Leah’s behalf.
I want to turn now to the Uyghurs. It is appalling to hear how women from the Uyghur community have been violated as part of the Chinese Government’s brutal campaign to curb its Muslim population. They are violated through forced birth control, pregnancy checks, the mandatory insertion of painful intrauterine devices, forced sterilisation and abortions. We hear that that is happening at scale, to hundreds of thousands of women. These population control measures are backed by mass detention as a punishment for failure to comply. The threat of being sent to prison—to the camps that we hear so much about—hangs over these women. Police raid homes, terrify parents and search for hidden children. Mothers of three or more children can be torn away, unless they can pay huge fines. Simply having too many children is a major reason why people are sent to detention camps. Many receive sentences of years, and in some cases decades, in prison just for having several children.
We even hear of female detainees being taken to prison camps and forced to abort their own unborn children. The result of this birth control campaign is a climate of terror. Birth rates in the mostly Uyghur regions of Hotan and Kashgar have plunged by more than 60% from 2015 to 2018—the latest year available in Government statistics. In the Xinjiang region, birth rates continue to plummet; they fell nearly 24% last year alone, compared with just 4.2% nationwide. Will the Minister, whenever possible, call on the Chinese Communist Party to end these horrific practices, which are part of a state-orchestrated assault on Uyghur women and the wider Uyghur community with the aim of purging them of their identity?

Yesterday, 25 November, the world marked Red Wednesday, whose purpose is to draw attention to the plight of those who are persecuted for their religion and beliefs, and the International Day for the Elimination of Violence Against Women. To mark them, the all-party parliamentary group for international freedom of religion or belief tabled early day motion 1179. I thank colleagues who have already signed it, and I ask others please to do so. In that EDM, we urge the Government and the international community to act to mitigate the impact that covid-19 has had on vulnerable minority communities globally and on women and girls from them, who are doubly discriminated against because of their gender and their beliefs.
The chair of our all-party parliamentary group, the hon. Member for Strangford (Jim Shannon) led the call along with the hon. Member for Glasgow East (David Linden) to secure this debate. We thank the Backbench Business Committee for giving us time. The hon. Member for Strangford is unable to be with us today, and his compassionate voice will be much missed during this debate. As a vice-chair of the all-party parliamentary group, I am sure I speak on behalf of many of us when I express the most sincere thanks to him for his dedicated work for the persecuted.
I aim to highlight with examples from around the world how, tragically, both Government and non-state actors have exploited this global health crisis to violate human rights, and in particular the right to freedom of religion or belief. I will show how living conditions have worsened for those who are detained, whether in prison or as refugees, on account of their conscience. I aim to illustrate that the distribution of aid and humanitarian relief is often biased or withheld from those with minority beliefs, and I will speak of the spread of misinformation targeting minority religious or belief communities. There is clear evidence of an increase in violence, both domestic and more widely, affecting those with particular beliefs. I will demonstrate how, in other ways, the right to worship and manifest faith or belief has been curtailed.
All that illustrates how important it is for our Government to be vigilant in pressing others to uphold human rights and fundamental freedoms during this pandemic, including in particular the freedom of religion or belief. I look forward to hearing from the Minister how the Foreign, Commonwealth and Development Office in particular is doing so.
In countries around the world, many marginalised religious and belief communities have faced intensified discrimination since the outbreak of covid-19. According to the UN special rapporteur on freedom of religion or belief,
“Antisemitic hate speech has risen alarmingly since the outbreak of the COVID-19 crisis”.
Many faith communities have even been blamed for the virus. The BBC reported that in Somalia, the Islamic extremist group al-Shabaab is warning Muslims that Christians are transmitters of the disease. Such messaging is terrifying for the handful of Christians there who are already forced to practise their faith in secrecy for fear of their lives.
In India, Muslims faced accusations that they were deliberately spreading the virus and a campaign of Islamophobia, in which Muslims were labelled bio-terrorists and corona-jihadists ensued, leading to many instances of violence and discrimination against Muslims. For Christians in India, too, life has become more difficult during the pandemic, on top of a serious increase in anti-Christian violence over the last few years—I see the hon. Member for Glasgow East nodding—particularly but not exclusively in Uttar Pradesh.
We hear of problems in India of mob vigilantism, violence and surveillance of home churches by non-state actors. I thank the Backbench Business Committee, which has already approved a separate debate on the persecution of Muslims, Christians and other minority groups in India. I hope that parliamentary time will be found for that much-needed debate very soon.
The scapegoating of minorities during this pandemic is a truly global problem. According to the Institute of Development Studies:
“In a significant amount of the nations which have encountered outbreaks of the novel coronavirus, politicians and opinion leaders have openly condemned religious minority populations under the guise of epidemiological containment, through hateful messages on social media, public speeches and official policies.”
That scapegoating has contributed to the many reports of individuals from these communities around the world being attacked, denied aid or otherwise prevented from accessing life-saving humanitarian interventions.
Accounts of discrimination in food distribution and the biased distribution of humanitarian relief materials are widespread. Alliance Defending Freedom International reports from the Gulf region that people have become so desperate that they are forced to trade their religion for food—they are forced to convert to Islam for just one sack of flour.
In Iraq, there are reports of Christian communities being the last to get necessary food and medical supplies. In Pakistan, there have been reports of non-governmental organisations denying food and aid to Hindus and Christians, or serving only them after Muslims have been served. Some members of the ethnic and religious minority Hazara group in Pakistan have claimed that they need to disguise themselves if they hope to receive medical treatment or testing.
One of the problems is that where national Government aid is being distributed by local groups or where foreign organisations use local staff at the frontline of aid distribution, discrimination against minorities can occur at that point, regardless of the foreign organisation’s central anti-discrimination policies. It is important that our Government do what they can to call for mechanisms to be put in place to ensure that religious minorities at the frontline of aid distribution, particularly UK aid distribution, do not face additional discrimination because of their faith.
Certain states have also utilised the covid-19 outbreak as an excuse to intensify persecution of marginalised communities, and not only through church closures. In Uganda, there are reports that the Government’s response to covid-19 has systematically excluded religious minority groups, by allowing only certain major religions to attend consultative meetings on the coronavirus response.
China has increased its interference and surveillance of Tibetan Buddhists, under the pretence of attempting to tackle the coronavirus, even using contact tracing apps to monitor every movement of Tibetan citizens. Also in China, where the clampdown on freedom of worship over recent years has been alarming, the pandemic has sadly given an opportunity for state surveillance of religious worship by minorities to increase. Some church members who tried to meet for online worship were detained and had police stationed at their homes to prevent them from joining online services.
I turn to the plight of refugees and internally displaced persons. Many already live in overcrowded conditions, rendering them particularly vulnerable in the event of an outbreak of covid-19. Many are from religious communities who have experienced rights violations that occasioned their displacement and internment in the first place, such as the ethnic minorities who fled Burma’s decades-long years of conflict.
Covid-19 has reached the Rohingya refugee camps on the Bangladesh-Burma border, leading aid organisations to warn of an impending humanitarian disaster. First-hand observations by CSW—Christian Solidarity Worldwide—in the Rohingya refugee camps confirm that social distancing, self-isolation and even regular handwashing are an impossibility.
Elsewhere, the pandemic has highlighted failings in legal systems and criminal proceedings, and has underlined the degree to which religious discrimination can be institutionalised in some legal systems. In Sudan, for example, the legal system all but ground to a halt on account of the virus. Cases involving church leaders and church property, which were already proceeding slowly, faced further delays. Overcrowding in prisons during the pandemic has posed an additional threat to the welfare of inmates. A large number of prisoners are in Evin prison in Tehran, where conditions are overcrowded and unsanitary, and where prisoners have contracted the virus.
Eritrea is of particular concern; there, a stringent covid-19-related lockdown, enforced with violence by the armed forces, has provided the Government with an additional means of curtailing freedom of movement, which was already restricted. Tens of thousands of prisoners of conscience there, including long-standing Jehovah’s Witness detainees, are held in unsanitary, ill-equipped and life-threatening conditions, where insufficient access to water, food or medical facilities makes their plight desperate. An appeal by the UN special rapporteur for Eritrea for low-risk offenders and vulnerable prisoners to be released was rebuffed.
Although information from North Korea is difficult to obtain—I have the privilege of having been co-chair of the all-party parliamentary group on North Korea for some years now—last week there were disturbing reports about North Koreans with covid-19 being left to die in so-called quarantine camps. The full impact of covid in North Korea remains unknown, but we should not underestimate it, given that country’s virtually complete lack of respect for human rights, its limited health system and its concentration camps housing thousands of prisoners of conscience—all of which coincides with North Korea’s having suffered substantial food shortages this year.
The all-party group is currently conducting an inquiry into human rights violations in North Korea as a follow-up to the UN commission of inquiry of 2014. There is an opportunity to contribute to it through our website, appgnorthkoreainquiry.com, and submissions would be most welcome, particularly in the light of the limited information on the impact of the pandemic in North Korea.
Elsewhere across the world, it is clear that the pandemic has led to discrimination in employment. Open Doors reports having been told of Christian nurses being deliberately assigned coronavirus cases. When India went into lockdown to combat the coronavirus crisis, hundreds of thousands lost their jobs overnight. Many usually work as daily labourers and earn each day what they need to survive; without the day’s income they have no money to buy food.
Many work as sanitation workers. They are often from the Dalit community, which is the most neglected and marginalised in India—indeed, I would say, virtually in the world; it is heart-rending to hear how some of them can only come out at night. Their work involves great health risks, collecting waste, emptying sewage and cleaning the streets. We hear via Open Doors from Hyderabad how these people face a serious predicament and are putting their lives at risk, with even women sanitation workers performing these sanitation tasks without gloves, protective masks or even shoes, and often working by hand.
There is no financial safety net or furloughing scheme in India. Official aid is nowhere near enough for the people who need it and, sadly, Christians are often last in line for essential covid aid and food because of their faith. However difficult the pandemic has been in this country, these reports—I thank in particular CSW and Open Doors for their reliable and often first-hand accounts—show that the difficulties in other countries are further exacerbated for the vulnerable, minorities and women.
There is a second debate this afternoon on international development and gender-based violence, so I will not take any further time from other colleagues in this debate by focusing on it now. Suffice it to say that reports in The Lancet indicate that domestic violence against women and girls has increased by as much as 30% in some countries during the pandemic. This huge increase in domestic violence has led to several reports of women from minority communities, such as Yazidis, taking their lives.
Tragically, that increase in violence is by no means restricted to domestic situations during the lockdown. In Nigeria, villagers in Kaduna state and Plateau state were obeying state directives to stay in their homes to prevent the spread of the virus. Sadly, that made them even more vulnerable targets for attack than they were before the pandemic, because they effectively became sitting targets. Fulani militants have carried out multiple raids on villages, and there are reports that Christians have been killed. Christians believe that the militants are taking advantage of the pandemic to uproot them from the area, and although they have made efforts to alert security agents to the attacks, nothing has been done to prevent them. Once again, I call on the Government actively to address the concerns and recommendations of our all-party group’s report “Nigeria: Unfolding Genocide”, which was published earlier this year.
I look forward to colleagues’ contributions. Before I conclude, in the light of this debate, I ask the Minister to reflect on recommendation 21 of the Bishop of Truro’s report, about which I have spoken in a number of debates over recent years. The report highlights the importance of recognising the negative consequences of what he refers to as a “need not creed” mantra; of rejecting that mantra; and of the negative consequences of our aid being “religion-blind”.
Will the Minister consider the importance of challenging international partners to ensure that disinformation is combated; that there is access to justice; that where religious communities are attacked, there is accountability; that any emergency powers are proportionate; and—during this unprecedented crisis, now more than ever—that the needs of, and pressures on, religious minorities are taken into account, not ignored?
It is a pleasure to speak in these debates, but it is pretty grim that we have to keep having them. The bad news is that the situation continues to get worse and not better, which is why it is so important that we, who have the immense privilege of being able to speak out in the freedom that we enjoy in this country, do speak up for others around the world who do not enjoy the freedoms that we do.
I speak as a Christian myself, but I am here this afternoon to stick up for the Uyghurs in China and all people of the Muslim faith who are suffering persecution. In her excellent speech, my hon. Friend the Member for Congleton (Fiona Bruce) spoke about the persecution suffered by Dalits, which is absolutely unacceptable. We have heard of Hindus not being treated well in Pakistan, in terms of distribution of aid and so on.
This debate is about freedom of religion or belief, which of course includes the right not to believe in God. A very good Christian friend of mine, Ben Rogers, went to visit an atheist in prison in Indonesia a few years ago—a Christian going to the support of an atheist whose rights not to believe in God were being taken away. I seem to remember they had a very interesting conversation about Mark’s gospel—I do not know whether the atheist ever came to faith, as I never caught up with the end of the story. That just makes the point that, regardless of whether someone is of faith or no faith, this debate is for them. The right to freedom of religion or belief is universal and should be applicable all the way around the world.
Having said that, I note that—as the former envoy on this issue, my hon. Friend the Member for Gillingham and Rainham (Rehman Chishti), said in the main Chamber only this morning—Christians are the most persecuted group in the world. That is something that we just need to say, because we should speak as the facts dictate. In the more privileged west, we sometimes do not realise that most Christians in the world are quite poor and disadvantaged; they are not wealthy, privileged people. They are often at the margins and not in the mainstream, and it is easier to take advantage of them. Although I think, noting our manifesto, that yesterday’s decision on aid was unfortunately a regrettable one, I am grateful that combating persecution against people on the grounds of religion or belief remains a Foreign Office priority, which is very important indeed.
It is necessary to understand the context of the debate, because we will all mention some countries, which is absolutely right. I will read out the top 20 countries on the Open Doors 2020 world watch list, because they need to be named so that people are aware. No. 1 is no surprise, because it has been there for a long time: North Korea. Following that is Afghanistan, a country where there has been significant UK involvement for many years, then Somalia, Libya, Pakistan—a major recipient of UK aid spending and a Commonwealth country to boot—Eritrea, Sudan, Yemen and Iran. India, a proud member of the British Commonwealth and a great friend to this country, is at No. 10. I am a huge friend of India, but sometimes friends have the conversations that they need to have but do not always want to have. That is certainly the case with India, as a fellow Commonwealth member. No. 11 on the list is Syria. Then there is Nigeria, which is another Commonwealth country, followed by Saudi Arabia, the Maldives, Iraq, Egypt, Algeria, Uzbekistan, Myanmar and Laos. They are the top 20, which gives an idea of the geographical spread of this issue.
As I say, things are getting worse. Some 260 million Christians live in the world watch list’s top 50 countries—that figure has increased from 2019, when it was 245 million. In countries such as Sri Lanka, where there used to be a degree of stability, an increase in destabilising violence has led to much greater difficulties for Christians. In Burkina Faso, we saw a relentless rise in violence throughout 2019, and Islamic militancy has taken a hold within the country.
The situation continues to get worse in China, which has risen hugely in the world watch list, to No. 23. More than 5,500 churches have been destroyed, closed down or confiscated during the reporting period. In 2018, China was ranked at 43, so that is a huge increase. Many people were upset not to be able to get into our own churches earlier this year and in the last month or so, but what we have had to “suffer” is simply of a different order from 5,500 churches being destroyed, closed down or confiscated.
My hon. Friend is making an excellent speech and highlighting that churches have been closed. Even where they are open, however, Government laws restrict who can attend them. For example, it is now illegal to take a child under 18 into a church and people in certain occupations, such as the military, cannot attend. In just the last few years, the restrictions in China have been incredible. I thank him for highlighting that again in this place.
I thank the Minister for his detailed response and for confirming the Government’s increasing engagement on the issue of freedom of religion or belief. I have seen that over the past 10 years, and it is genuine—particularly on the part of the FCO. I think there is a bit of catch-up on the part of the Department for International Development, but I am hopeful that now the two are working together, we will see that increasingly.
I thank hon. Members for their contributions. The hon. Member for Glasgow East (David Linden) mentioned the envoy appointment, and I think that, after two months, he is right. The Minister talked about Lord Ahmad making representations—for example, at the UN—but the role of the envoy was separated from the Foreign Office Minister’s role more than a year ago because it was felt that we needed to send a signal to the international community and have an individual dedicated to making representations on behalf of our country. I concur with the hon. Gentleman’s comments: that appointment needs to be made soon.
My hon. Friend the Member for South West Bedfordshire (Andrew Selous) spoke of the wide range of countries where there are restrictions of freedom of religion or belief. Concerningly, some of the worst are Commonwealth countries: Pakistan, India and Nigeria.
My hon. Friend the Member for Wakefield (Imran Ahmad Khan) reminded us that although collective worship has been restricted in this country, freedom of religion has not been. In fact, the use of online technology has perhaps extended the opportunity for people to engage over recent months.
My hon. Friend the Member for Devizes (Danny Kruger) made a characteristically intelligent speech. I wish I had more time to engage with the comments he made. He talked about the importance of faith communities and the contribution they can make. He is absolutely right. DFID began to recognise that during the Ebola crisis in Sierra Leone, where deaths could have been prevented if there had been greater engagement with faith communities. He spoke of the importance of religious literacy. Yes, there is now a toolkit for the FCO, but are DFID staff being asked to look at that? That is really important.
Finally, my hon. Friend talked about the subtle issue of DFID having over the years claimed to be religion-blind. Actually, in seeking not to discriminate and in seeking to be fair, it has denied the fact that, as I hope we have demonstrated, religion is often an exacerbating factor in aid need, and needs to be taken into account rather than ignored when aid is distributed.
The hon. Member for Cardiff South and Penarth (Stephen Doughty) commended the response of faith groups to covid-19. The APPG on faith and society published a report in the past few days on how, here in this country, local authorities are working much better with faith groups. It is a very encouraging report, and I hope it can be looked at by DFID, in terms of our international aid work. There is a lesson that could be learned there. The hon. Gentleman also mentioned the John Bunyan Fund for Freedom of Religion and Belief, but I am a little concerned that there has not been much information about what it applies to.

Commons ChamberI thank the hon. Lady. The tragic news of Dr Tahir and his murder was on Friday evening. A gunman came to their home and shot at him and his family. He sadly died immediately. His father, I understand, is still in a critical condition, fighting for his life. Other members of the family sustained gunshot injuries. I understand they are believed to be making it through. But this is simply a sad testament to the environment of hate and intolerance that is being preached in Pakistan.
This is what I was saying: the Ahmadiyya Muslim community is an object of hate and suffers vicious persecution around the world, but the epicentre of this hatred is Pakistan, where Ahmadis are the only religious community to be targeted by the state on the basis of their faith.
Maybe in a moment or two—I will just make a little progress, if I may.
In 1974, the Government of Pakistan kowtowed to the extremist hate-mongers that characterise a perverted form of Islam we now sadly see in so many corners of the world, when Prime Minister Zulfikar Ali Bhutto shamefully amended the Pakistan constitution to declare Ahmadis non-Muslims. It is a tragic irony that many of the preachers of prejudice from Jama’at-E-Islami are the political heirs of the exact same people who fought tooth and nail against the great Jinnah in his struggle to establish the state of Pakistan, wherein all Muslims, Christians, Hindus, Sikhs, Jews and others were promised the right to freedom.
Since then, increasingly more draconian measures have been inflicted on the Ahmadiyya community, including the promulgation of Ordinance XX in 1984 under the brutal dictator General Zia. Under that ordinance, it is punishable with three-year imprisonment, an unlimited fine and even the death penalty for Ahmadis simply to call themselves Muslim, or to call their mosques a mosque. As a consequence, Hadrat Mirza Tahir Ahmad, the 4th Caliph, was forced to leave Pakistan. Today, Ordinance XX is used to persecute minorities in Pakistan, including Christians and Hindus. Pakistan suffers the great ignominy of having codified and granted constitutional legitimacy to religious discrimination and persecution.
My hon. Friend is making an excellent speech. He touches on the nub of my intervention. Does he not agree that the real tragedy in Pakistan is that it is the very constitution and laws of Pakistan, particularly the blasphemy laws, that are so often the basis for the persecution of the Ahmadis and indeed other religious minorities, when, in any country, these should be the cornerstone of the protection of fundamental rights such as freedom of religion and belief?
I thank my hon. Friend for her intervention, with which I agree entirely. Her points are incredibly well made. The great tragedy is that Pakistan was set up initially with a beautiful vision of a country that celebrated diversity and pluralism. Jinnah and the architects of Pakistan saw difference as the gold and silver threads that would weave into the tapestry of the state and make it stronger, not weaker. Jinnah’s lieutenant was Chaudhry Muhammad Zafarullah, with whom I grew up and had a very close relationship. He has been declared a non-Muslim. He was Pakistan’s first Foreign Minister, the President of the UN General Assembly and the President of the International Court of Justice. The state was built by great jurists who were great lovers of freedom and justice and that legacy has been shamefully discarded.
This persecution and that loss of the legacy that could have been is just as evident, sadly, in Pakistan’s civil society. Ahmadis are openly declared “wajibul qatl”, which means “deserving to be killed”, in the Pakistani media and by religious and political leaders. The recent successive murders of four Ahmadis in Peshawar is the evil evidence of just how impossible it is for Ahmadis simply to live and worship as they please. Those murdered include Mr Mairaj Ahmad on 13 August, Mr Tahir Ahmad Naseem on 29 July, Professor Naeem Ud Din Khattack on 5 October and Mr Mahboob Ahmad Khan on 8 November. All four men were murdered in the same city on account of their belief. As the hon. Member for Mitcham and Morden (Siobhain McDonagh) mentioned, last Friday, 31-year-old Dr Tahir Ahmad was murdered at his home when a gunman shot at him and his family.
Horrifyingly, the vile abuse and persecution suffered by the Ahmadiyya Jamaat is not confined to those who are alive. Some 39 Ahmadi bodies have been disinterred from what should have been their final resting place, and 70 Ahmadi Muslims have been denied burial in communal cemeteries. This year, in July, dozens of Ahmadi graves were desecrated and their gravestones destroyed by Pakistani state law enforcement officials in Gujranwala district. Heartbreakingly, members of the Ahmadiyya community are spared no respite from persecution either in life or death. How is it possible that these atrocities occur in a country whose leaders answer when questioned that their constitution provides its citizens with the right to freedom of religion and belief?
The hon. Gentleman raises a good point. We regularly communicate our concern about these issues. People should be able to practise their religion and belief freely, without persecution. We regularly raise this matter with the Pakistan authorities. My right hon. Friend the Prime Minister knows the Ahmadiyya community well and knows his holiness Mirza Masroor Ahmad, the spiritual head of the Ahmadiyya Muslim community. The Prime Minister made it clear in this House, on 11 November, that we frequently raise our concerns about freedom of region or belief in relation to the Ahmadiyya Muslim community with the Pakistan Government.
I can also attest to my hon. Friend the Member for Wakefield’s love for all, hatred for none maxim by which the Ahmadiyya community lives. In my constituency, we had horrendous floods in 2015. The town of Tadcaster had its bridge destroyed and the town was separated. Many people came to support that community, not least members of the Ahmadiyya community, who came all the way up from London, at their own expense, and provided a fantastic resource for the community in bringing succour and support to families who had been flooded. I am incredibly grateful for all the support that the Ahmadiyya Muslim Youth Association provided to the people of my constituency, and I was more than happy to visit them at their mosque in south London shortly afterwards.
Earlier this month, officials from the British high commission in Islamabad visited Rabwah in Punjab province to meet representatives of the Ahmadiyya Muslim community. They were able to hear at first hand about the community’s experiences and challenges, as well as the concerning rise of persecution and the tragic rise of killings of members of that community. We also provide support to civil society organisations working on freedom of religion or belief issues in Pakistan. Our Aawaz II inclusion, accountability and reducing modern slavery programme will spend £39.5 million over five years in the provinces of Punjab and Khyber Pakhtunkhwa. It is worth pointing out that followers of other religions, including Christians and Shi’a Muslims, also suffer discrimination and violence in Pakistan.
Let me take this opportunity to underline the Foreign, Commonwealth and Development Office’s due diligence in providing funding. We ensure that all organisations that receive funding have procedures in place to tackle any discrimination, including against religious minorities such as Ahmadi Muslims. We continue to urge the Pakistani Government to guarantee the fundamental rights of all their citizens and strengthen the protection of minorities in accordance with international standards. As part of that, we continue to raise our concerns about the implementation of blasphemy legislation and the misuse of anti-terror laws to discriminate.
My hon. Friend rightly raised the issue of trade. The EU’s generalised scheme of preferences plus tier includes provisions that make preferential market access conditional on compliance with human and labour rights, environmental standards and good governance. On 1 January 2021, the UK will introduce its own generalised scheme of preferences. We are committed to securing Pakistani businesses’ ability to trade freely with the UK through an independent unilateral preferences scheme that will offer the same level of tariff-free access as the EU’s generalised scheme of preferences plus. The UK’s trade preferences scheme will replicate the EU conditions for the enhanced framework, similar to the EU’s generalised scheme of preferences plus tier, of which Pakistan is a beneficiary.
We work closely with United Nations agencies and civil society organisations to ensure that the immediate needs of any displaced refugees are met. We raise issues of Ahmadi Muslim persecution regularly with other Governments, including in Algeria, Thailand and Malaysia, and we engage with representatives in those countries.
My hon. Friend raised sanctions. Our global human rights sanctions regime is a powerful tool to hold to account those involved in serious human rights violations and abuses. That could potentially include those who target individuals on the grounds of their religion or belief. As he will understand, we do not speculate on who may be designated, as to do so might reduce the impact of those designations. To return to the issue of aid, our relationship with any Government is based on an assessment of commitment to our partnership principles, including human rights.
I turn to our counter-extremism work at home. We are committed to tackling those who sow hatred and division against any community in this country. Our counter-extremism strategy seeks to address all forms of extremism by challenging those who spread extremist propaganda. We need to strengthen communities and disrupt the most dangerous extremists. As the House will be aware, policy on this issue is being led by the Home Office.
My hon. Friend mentioned the media and how they can play a negative role in propagating harmful views, as can social media. Propaganda also finds its way into more traditional channels. We are working to tackle that by using existing legislation, and we are countering those damaging narratives with a range of civil society groups, including overseas groups. We are working with tech companies, law enforcement and our international partners to tackle the abhorrent exploitation of online platforms. As I said earlier, our online harms White Paper sets out plans for world-leading legislation to make the UK the safest place in the world to be online. It will also introduce a new duty of care on companies and will be overseen by an independent regulator.
This has been a timely debate on an incredibly important issue, and I thank my hon. Friend for bringing it to the House.
Before the Minister draws his remarks to a close, can I ask whether officials are raising concerns about an issue that the hon. Member for Warwick and Leamington (Matt Western) touched on—the fact that Ahmadis do not have an equal right to vote in Pakistan or to stand in elections as candidates, and that there is a separate electoral list kept of Ahmadis, which can unfortunately be used as a source of intimidation or harassment?
My hon. Friend, who is a long-time champion on issues of freedom of religion and belief, raises an incredible point. We see that issue in other parts of the world too, including with the Rohingya population in Myanmar. I struggle to see how any election could be called free and fair when large sections of society are denied the opportunity to participate.
