The Mayor of London is consulting on cutting 18% of London’s bus routes. This will badly affect my constituency, with seven routes cut completely and seven severely affected, even though the elderly, the disabled and the vulnerable are dependent on buses. Does my right hon. Friend the Secretary of State agree that the Mayor needs to stop these plans?
My hon. Friend is absolutely right. We have provided £5 billion to TfL. What the Mayor does with that money and how he spends it is his choice. As I mentioned a moment ago, rather than doing the difficult things—for example, tackling the pension fund that his own review says requires tackling—he is cutting buses for Londoners, and that cannot be right.

Commons ChamberNo, Network Rail obviously cannot do that this week, but yes, my right hon. Friend the Secretary of State for Business, Energy and Industrial Strategy will bring forward legislation quickly to allow for what the hon. Gentleman calls agency workers. For this purpose, that is actually more about transferable skills. It will mean that somebody who is sitting at a screen in a control room and is fully qualified to run the screen next door, but at the moment is not allowed to do so because of some antiquated union rules that prevent it, will be allowed to do so. That means that the whole country will not be held to ransom by union barons who prefer to pursue their narrow agenda, supported by the Labour party, when ordinary hard-working people want to get to work. We will be introducing that legislation, and we will be doing it very quickly.
Tomorrow will see yet another day of tube strikes in London, which will be the 53rd day since Sadiq Khan became Mayor of London, even though he was elected on the basis of promising zero strikes. That strike will cause untold misery and disruption for my constituents at a time when businesses in London are just beginning to recover from coronavirus. Does my right hon. Friend agree that London deserves better than Sadiq Khan and his union paymasters, and that London Labour Members should condemn the strikes, rather than tacitly supporting them?
My hon. Friend is absolutely right. She and the whole House will have noticed that while the Opposition were singing the praises of other parts of the Union, including what they call Labour Wales—I do not think it is Labour at all, but Labour runs the Administration—for not striking, they failed to mention that their own Mayor of London has had 53 days of strikes. The truth is that we need to move ahead with automated trains on parts of the London underground; the metro in Paris has them and it is time we got on with it here.

Commons ChamberI hear what the hon. Lady says. The Leader of the Opposition claims to care deeply about this issue, yet he is not with us today. [Hon. Members: “Where is the Prime Minister?”] The Prime Minister has already said exactly where he is on this issue, but the Leader of the Opposition cannot find his way to the Front Bench when it really matters and when it comes to standing up for working people, Where is he?
The leader of the RMT, Mick Lynch, said only last month, “I do not negotiate with a Tory Government.” He does not want to meet us. That is the reality of the situation.
There have been 52 days of tube strikes since Sadiq Khan was elected Mayor of London, even though he was elected on a promise of zero strikes. He has also said:
“Strikes are ultimately a sign of failure.”
Does the Secretary of State agree that Londoners deserve better? Does he agree that any Opposition Member who backs these strikes is punishing my constituents and my constituents’ businesses? [Interruption.]
Order. It will become impossible to hear what people are saying if this becomes a shouting match. Perhaps we could take the temperature down a little.

Commons ChamberMy hon. Friend got a question in there at the end. He is absolutely right about everything he said before the question. I would add that we lead the league table not only in being unlocked as a nation, but in growing as an economy because of the difficult decisions we made at the right times to make sure that 37 million people got the booster in their arm and we are able to keep ourselves unlocked, and that of course includes setting Britain free so that people can travel. In answer to his question about timing, it takes a little bit of time to put these technical changes in place and, indeed, to bring all four nations with us in the process. The good news is that it will be ready for the half-term break.
As someone who represents a very international constituency, where people regularly fly not just for holidays but for business and family reasons, I warmly welcome these changes. Does my right hon. Friend agree with me that this shows that we as a Government have made the right decisions when it comes to this virus, and that our country is fully open and ready for business?
My hon. Friend is absolutely right. It is never going to be easy tackling a global pandemic—there is no rulebook or textbook that tells us what to do—and some things we will have got right, while other things we have had to learn along the way. Two years in, I think today is a momentous moment, as Airlines UK has said, because it is important that we are able to unlock the borders and that people are able to travel again to do business and, most importantly, to see family who many people will not have seen for a very long time because of the prohibitive costs, so I am sure the whole House will welcome today’s statement.

I am delighted that the Government have accepted my ten-minute rule Bill as part of the transport decarbonisation plan. The plan has mandated that all new homes and office buildings that were due to have car parking spaces should have electric vehicle chargers, and I think that that makes a great deal of sense. Can my hon. Friend update the House on the timing of the likely legislation?
I thank my hon. Friend for the work that she has put in, especially while preparing her Bill. The Government have taken this on board and regulations will be laid early next year, which will contribute to the additional infrastructure available for the transition from fossil fuel vehicles to the zero emission vehicles of the future.

Commons ChamberI am disappointed by the hon. Gentleman’s lack of ambition. He says that only the east midlands line is left; he is wrong: there are still other upgrades to be considered, such as the midland main line and many others. I am afraid he will have to wait for the integrated rail plan, but I think he will be excited when it is delivered.

Commons ChamberMy hon. Friend is absolutely right about the popularity of electric cars. In fact, one in seven cars sold so far this year has a plug. He will know that vehicle excise duties are obviously a matter for my friends in the Treasury, but he will be also be aware that we are continually supporting the up-front purchase of electric vehicles via a very generous programme of grants, and that is set to continue.
I warmly welcome the transport decarbonisation plan, particularly the requirement that all new homes and offices have electric vehicle charging points, which is a theme that I expounded in a ten-minute rule Bill. Will my hon. Friend give me an update on the timing of legislation?
I thank my hon. Friend for all the hard work she has done on her ten-minute rule Bill, which addresses a vital issue. We in Government are going to act. We have heard her calls and those of her residents. We will publish our consultation response on requiring all new residential and non-residential buildings to have a charge point, and we intend to lay legislation later this year. We have also confirmed our intention to mandate that home and workplace electric vehicle chargers must be capable of smart charging.

Commons ChamberThe Department of Health and Social Care continually reviews the list of providers. It has a rolling programme, and it takes action if providers are not delivering what they have promised.
Travel to the US is very important for businesses headquartered in my constituency. Several own major US subsidiaries, which they cannot adequately oversee—they cannot tour a factory, for instance, by Zoom—and many have major US investors whom they cannot update. Can the Minister assure me that he is doing everything he can to get a travel corridor in place with the US—I know that we have the taskforce—because it is essential that we can have travel going in that direction?
My hon. Friend gives a perfect example of the importance of travel: there are certain things we cannot do over Zoom and she is quite right to draw attention to that. Transatlantic travel is hugely important to the United States and to the United Kingdom for many reasons, and has obviously been greatly affected by the pandemic, which has kept families apart and made trade difficult. We want to restore travel with our closest ally as soon as we possibly can. My hon. Friend will know that the Prime Minister and President Biden made clear the importance of bringing about the return of safe travel as soon as possible, which is why the joint UK-US experts’ working group to which she referred has been formed, and work is well under way to deliver that goal as soon as possible.

That this House has considered the transport decarbonisation plan.
It is a pleasure to serve under your chairmanship, Mr Robertson, even if only for a few minutes. There is no question but that the UK has been an international leader in combating climate change, and I am proud of that record. Since 1990, we have decarbonised at the fastest rate of any G20 country, and of course we were the first of the major countries to legislate for net zero by 2050. In December 2020, we went even further and said that we would get to a 68% reduction by 2030. That is an ambitious target.
To get to that target, there is no question that we need a radical and comprehensive transport decarbonisation plan, because transport is the biggest emitter of greenhouse gases in the UK and currently accounts for approximately 30% of total emissions. As a percentage of emissions, if we leave out the fluctuations because of coronavirus, it is going up, and is scheduled to go up further by 2035. Transport is therefore key to meeting our objectives to be net zero by 2050 and to achieve our intermediate objective by 2030.

Some 55% of transport emissions come from cars, and almost two thirds of total emissions come from cars and light vans, so I will focus my remarks on electric vehicles, but there is no question but that we need a comprehensive strategy across buses, rail, freight and aviation, and we need clear targets. It is easy to say, “Net zero by 2050, and down 68% by 2030”, but we need a clear and firm plan as to how we will get there, and we need to constantly measure our progress against that plan.
Apart from the sectors that I have mentioned, we also need a modal shift towards more walking and cycling, which will be important for the health of the nation and to meet our transport decarbonisation goals.
As the hon. Lady rightly says, targets in themselves are no use; we need plans. I assume she agrees that any plans need to be backed by policies and proper funding to show us a pathway to net zero.
Yes, we need policies, and, when money needs to be made available, it should be. I personally think that there are private sector solutions, but I am glad to see that with electric vehicles, which I will go on to talk about, the Government are making available £2.8 billion.
Electric vehicles will be critical because, as I said, cars account for 55% of emissions. I am glad that the Government have brought forward the date to ban the sale of new petrol and diesel vehicles to 2030. That is a huge achievement. The investment of £2.8 billion in electric vehicle technology, infrastructure and plug-in grants is hugely important. I am lucky to represent a borough, Kensington and Chelsea, that is very focused on electric vehicles. We have the highest number of electric vehicles per capita of any London borough, and probably the highest number nationally.
London is very good in not having much car usage. Only 27% of journeys are by car. Nationally, it is 68%. Clearly, rural areas will be more dependent on cars than cities such as London, but electric vehicles are important to my constituency. I hosted a seminar a few weeks ago in my constituency on the roll-out of electric vehicles. It was great to see so many of the major south Kensington institutions participating. I had Professor Richard Herrington, the Natural History Museum’s head of earth sciences, which is very important in electric vehicle batteries. I had Dr Billy Wu from Imperial College, who is one of the leaders in battery research, and Dr Rachel Boon from the Science Museum. We had a tremendous attendance from Kensington residents, and it is great to see that they are so focused on electric vehicles.
However, it was striking that the residents’ questions were repeatedly about having confidence that the electric charging infrastructure would work. There was a lot of concern about range anxiety. In my constituency, there is not much off-street parking; it is all on-street parking by the pavement. That clearly leads to challenges for electric vehicle charging. Of course, this is anecdotal, but I took away a huge willingness to embrace electric vehicle technology, but real concerns about the practicalities. If we are going to get there by 2030, we need to resolve these practicalities as quickly as possible.
I essentially have five key asks on electric vehicles. First, we need a comprehensive strategic network of electric vehicle charging points. I see this almost like the electricity national grid. I am a great free market capitalist, but I do not think in this instance that we can just leave it to the free market. We are not in the mid-19th century building railway lines randomly all over the place. We need a comprehensive network that gives people confidence, because they will not want to give up their cars that they have confidence in if they do not have confidence in the electric vehicle charging network. It needs to be Government led and top-down, as opposed to bottom-up.
Leading on from that, it is important that we focus on the customer experience of electric vehicle charging. I too often hear stories about the unreliability of chargers and the lack of interoperability between different charging points. We and the Government need to work on these issues, because confidence is critical.
I would also like the Government to mandate that all new houses, buildings and office blocks have electric vehicle charging points. I know the Government have consulted on this, but it should be standard. In the same way as, when you build a house you put in electric sockets, you should put in an electric charging point.
Moving on from the consumer element, it will be important to have more battery capacity in the UK. I feel strongly that we need more recycling of battery capacity and capability in the UK. In my discussions with Professor Herrington, there is no question that we need to extract very precious and rare metals to make electric batteries and these have to be recycled. We cannot just use up our stock of lithium and cobalt.
Finally, I would ask the Government to consider a zero emission mandate. This has worked very well in California. For those who do not know how that works, it requires manufacturers of cars to produce an increasing percentage of electric cars as part of their output. If they do not meet those percentage sales targets, they need to buy carbon offsets. I would like the Government to consider that. It has worked well in California and the increased supply of electric vehicles could achieve a number of ends.
First, while the price of electric vehicles over their lifetime is now equal to petrol and diesel cars, because the operating costs are lower, the up-front cost is still high. We are expecting price parity in 2023, but a zero emission mandate is a way to increase supply and accelerate price parity.
The second reason it could help is that I understand from leasing experts that it continues to be more expensive to lease an electric car, because leasing models look at the future value of the car in two years’ or five years’ time. As there is no developed second-hand market for electric vehicles, they put a discount on to that value. The more supply we can get, the better the secondary market for electric vehicles.
I thank all Members for participating in the debate. I am looking forward to hearing the Minister’s reply. There is no question but that the transport sector is a big challenge when it comes to emissions, as the biggest emitter in the UK at the moment, but that means that it also offers the biggest opportunity.

I was also glad to hear that we will be introducing legislation on the reliability of chargers, because that is something that I hear a lot about anecdotally. I am glad we are making progress on mandating chargers in new homes. There is clearly a lot of legislation to come. The Minister also mentioned the consultation on vehicle sales between 2030 and 2035. I am looking forward to seeing and scrutinising all that because, as I said, this is a huge challenge but also a huge opportunity. We collectively need to get this absolutely spot on.

Commons ChamberI thank Mr Speaker for granting the debate, because this issue is of such interest to my constituents and to people in many other constituencies surrounding mine throughout south and west London. Hammersmith bridge has been closed for over two years. In that time, we have had a pandemic, moved billions of pounds around the country, and vaccinated half the country, yet we still have not fixed Hammersmith bridge. My constituents are really frustrated by that.
Hammersmith bridge is an early prototype of the suspension bridge. It has a unique historical value, as well as being a major London artery, and we need a unique funding solution to enable a temporary bridge to open urgently, and for the restoration and the future of the bridge to be secured. Hammersmith bridge is not in my constituency, nor in the constituencies of some Members attending the debate, but that shows the wide-ranging impact of the bridge’s closure on hundreds of thousands of Londoners and why its reopening is so important and so urgent.
Our health in Putney is being damaged by the increase in pollution on our high street from the additional 4,000 vehicles a day that are being diverted. Journeys to school, to work and to healthcare appointments are very long. Businesses are suffering. This cannot go on. Time and again, we have put the case to Ministers. I have raised the matter in Westminster Hall debates, at Transport questions and business questions, in written questions, through a public petition and in letter after letter, yet here we are again, and the bridge is still not open.
Does the hon. Lady agree that the primary responsibility for the upkeep of the bridge lies with Hammersmith and Fulham Council, which owns the bridge and has responsibility for its maintenance? My borough has two bridges: Albert bridge and Chelsea bridge. It takes full responsibility for those bridges. Over the last 10 years, it has invested £12 million to £13 million in Albert bridge, and it is about to do work on Chelsea bridge.
I am grateful for the hon. Lady’s intervention. It has been said many times in many places that it is up to Hammersmith and Fulham Council, but that is absolutely not the case. Hammersmith bridge is a unique historical structure with a unique bill—£141 million. No council in London could afford that. Therefore, this issue needs a unique funding solution. I will talk about that and the bid that Hammersmith and Fulham Council has made to the Government, but now is the time for the Government to step up, because Hammersmith and Fulham Council cannot do this on its own.
I was on Putney embankment on Easter Saturday on what would have been boat race weekend, but the race could not run on the Thames because of the danger to the boats of going under the bridge. I teamed up with local rowing organisations and hundreds of constituents to protest the continuing inaction about Hammersmith bridge and to call on the Government to step up, play their part and fund its restoration. There were boats from the London Rowing Club, Wandsworth Youth River Club and Putney High School Boat Club out on the water, all of which are affected by the closure. Hundreds of local people came by, and it was not necessary for me to persuade anyone to sign the banner and send a clear message to the Secretary of State for Transport to open the bridge.
Last week, I went out on my first canvass since the start of the pandemic. I knocked on my first door in Roehampton, eager to speak to constituents again, and asked, “What issue is important to you?” The first thing they said was, “Hammersmith bridge.”
I thank my hon. Friend for so eloquently sharing the frustration we are feeling. I think you can understand that, Mr Deputy Speaker, and that you are feeling it from all the interventions this evening.
The taskforce has come up with no workable solutions, although the ferry will be opening in the summer. It has simply trotted out tired statements and has not discussed financing, which is why funding is the focus of the debate.
My second point concerns the financial role of Hammersmith and Fulham Council. Many people have said to me, “Why can’t the council pay for the bridge?” To expect the council to fund the restoration of the bridge and any temporary measures is unfair and unreasonable—and in fact impossible. Hammersmith bridge is extremely expensive to fix compared with other London bridges, as was mentioned earlier, in part because it is London’s earliest remaining example of a suspension structure over the river, and because of the unusual materials it is built from—cast iron, which can shatter, wrought iron and wood—and its suspension mechanisms are unique. That puts the cost of repair at an eye-watering £141 million, which is unaffordable for Hammersmith and Fulham Council, as for any council.
I will continue to explain and address the point the hon. Member made earlier.
Since 2010, the Government have cut the council’s annual net budget from £180 million to £124 million this year. Even taking a loan would cause significant cuts to local services or huge rises in council tax, so the cost of repairing the bridge would be more than the council’s entire budget.
