The Prime Minister has claimed that anyone who does not support his demand for an early election is, first, trying to stop Brexit and, secondly, running scared of the electorate. The Democratic Unionist party will not be supporting this motion tonight, but not because we are scared of the electorate. In fact, I can tell the House that the Unionist electorate in Northern Ireland are so angry at, so despairing of and so bewildered by the way in which the Prime Minister has broken his promises to the people of Northern Ireland that they would return 100 DUP MPs if they had the option.

We are not scared of a general election and we are not trying to stop Brexit. In fact, we have been pilloried in this House because we have been seen to be some of the most determined people to deliver Brexit. But the Brexit on offer is not a Brexit for the United Kingdom; it is a Brexit for part of the United Kingdom. It would leave Northern Ireland still within the single market and under the EU customs code. It would mean that any goods coming into Northern Ireland from GB would be subject to customs checks, customs declarations and tariffs. It would mean that we would have to sign export declarations when we sent goods to another part of our own country.

All these things would add costs and delays to the economy of Northern Ireland and would be a huge imposition on the thousands of small firms that currently trade freely with the rest of the United Kingdom. They would suddenly find themselves having to treat the country to which they belong as a third country when it comes to trade. Despite what the Prime Minister has said, the withdrawal agreement makes it quite clear that we could not take part in trade deals that our country does with other parts of the world if they went against the protocols in the agreement.

The issue of additional bureaucracy for business between Northern Ireland and Great Britain, and Great Britain and Northern Ireland, is all the more stark when we look at the statistics, which show that Northern Ireland trades more with Great Britain than with the Republic of Ireland, the European Union and the rest of the world put together; putting up a barrier to our biggest market by far would be hugely significant for the economy of Northern Ireland. Does my right hon. Friend agree?

My hon. Friend is right, but sometimes statistics can go over people’s heads. Let us also bear in mind that the agreement goes totally against the promises made by both the former Prime Minister and the current Prime Minister—that there would no impediments to trade between our part of the United Kingdom and GB, and that there would be no danger of the Union being imperilled.

I say to my right hon. and learned Friend that, absolutely, I am very happy to debate it. He touches on the one issue that was not in the White Paper and is different, and I accept that. I am sure that, had the Opposition sat down with the usual channels and carefully discussed the really serious elements on which they wanted more time, it may have been possible to have allowed that. The reality is that they have taken the position from day one that they would oppose this Bill, but make no other propositions. We could, for example, go round the clock—he and I agree about that. We have time. After all, what is the weekend for? I do not have any problem with that. I have a simple point to make, which is that those who argue endlessly that there is not enough time are really arguing that they do not like the idea of the deadline of 31 October and do not want to stick to it. My right hon Friend the Prime Minister has said that it is in law and that we are going to stick to that.

I am not going to give way any more; I have given way enough.

If there is any attempt in this process to amend the Bill to keep us in a customs union, I would simply argue that I thought it was made very clear throughout—and there were many comments by Opposition Members, including the Leader of the Opposition, to this effect—that leaving the customs union was part of the package of leaving. [Interruption.] Others will disagree. I do not say that they are wrong. I simply say that I think it was pretty explicit throughout the whole referendum campaign that the jewel in the crown of leaving was being able to set our own trade negotiations and trade deals. Taking that power back is a really critical part of taking back control. If we handed that power back, it would be an enormous mistake. It also has to be said that such an amendment—this will be up to Mr Speaker, of course—would be a wrecking amendment, because it is not possible to go back and ask the EU to change the deal one more time. Such an amendment would therefore wreck the Bill and there would be only one reason for it: to stop this Bill and prevent us from leaving the European Union. Although others will want to do that, I do not agree with them.

We all have to make difficult choices. I do want the Government to engage enormously with our colleagues from Northern Ireland, because there is very much an issue regarding them leaving with us when we strike a future trade deal. It is really important that we engage with them, because we must leave as one Union, not separated or separable.

The right hon. Gentleman has said to the House that very little has changed and that we do not need further debate, but the Prime Minister and members of the Government repeatedly said—just a few weeks ago—that they would never accept a border down the Irish sea. This change in the agreement is the most fundamental change to our Union since the Act of Union. That merits debate and discussion, and this House needs to listen to that discussion.

I genuinely agree with the hon. Lady that it merits discussion, but I also think that there is another key element. There are lots of things in the implementation period that many of us dislike, and there are things that I dislike—not least some of the arrangements I am discussing the with the hon. Lady. But the key question is surely this: to what degree can the hon. Lady’s party discuss and agree with the Government that when we finally strike that free trade deal, we leave as one Union and do not continue with those arrangements? That is the point of the question I asked earlier.

In conclusion, although there are some things that we disagree with and dislike, the honest truth is that we are faced tonight with two votes on a simple question—do we now want to give reality to the referendum in 2016, when the British people voted to leave the European Union? If we delay one more time, not only will we have defied them; worse than that, the British people will utterly lose faith in this place. This place has to be their representative body, but it will seem to them that it is no longer. Let us get this done and start the process tonight.

On a point of order, Mr Speaker. I have serious concerns that there has been some mistake in the printing of the withdrawal agreement Bill. We have repeatedly heard reference in the speeches of the Prime Minister and others to clauses and measures under which the terrible arrangements for Northern Ireland would disappear on the signing of a free trade deal with the EU. I cannot find those clauses. During the Leader of the Opposition’s speech, I took the opportunity to look at the Bill again, but I cannot find those clauses in my copy. Could you give me clarity on how we can get some certainty? Perhaps my copy has some missing pages or there has been some form of misprint, or perhaps the Government could outline where these clauses exist, because I cannot find them.

I am sorry, but the hon. Lady, in the course of her attempted point of order, frankly elevates me to a status that I do not enjoy. It is well beyond my limited capabilities to know the precise order of clauses, or that which is present and that which is not. My counsel to the hon. Lady is that in her pursuit of her mission, she could make a point of intervening on colleagues who speak with a compendious knowledge of the contents of the Bill to seek to extract from them the information that she seeks. I can see many pointy-headed, brilliant brains on the Government Benches who are doubtless going to rise to celebrate the merits of the Bill and whom she could usefully question on this matter.

The Belfast city deal has huge potential to bring investment and economic growth to Belfast and the wider region. Will the Minister outline in a little more detail what discussions he has had with the head of the civil service and with the city councils about getting those projects to implementation stage? When does he anticipate that the first project will be rolled out?

The difficulty is that city deals are by definition local initiatives. We can lay foundations, but they need to be taken forward by local partners and local councils. Also, ultimately, as soon as we get the Stormont Executive re-established, they will have to have an essential role in this. Although we are making progress as fast as we decently can—so are local councils—we are ultimately also dependent on the progress of the talks.

My right hon. and learned Friend is absolutely right that it was clear in that meeting that a number of Members from both sides of the House, in conversation and discussion with the manufacturing industry, recognised the importance of ensuring that we protected jobs, and the potential impact that no deal could have on those jobs. I believe that it is a good deal because it delivers on the referendum, but protects jobs.

Will the Prime Minister confirm that, despite today’s letters, the legal position remains that the UK cannot enter into the extension period without the explicit agreement of the European Union; that we cannot avoid going into the backstop unless we have the explicit agreement of the European Union on an alternative; and that once we are in the backstop, we cannot legally withdraw from it without the explicit agreement of the European Union?

As I have said to Members when they have referred specifically to the last of those points, there is no unilateral withdrawal mechanism. The United Kingdom can make the choice, and we are clear that Northern Ireland—Stormont—should have a voice in that choice, as to whether to go into the backstop or the implementation period. The reason why a unilateral exit mechanism is not there is that the European Union has a concern that the United Kingdom—we are clear that we would not do this—might use such a mechanism to put Northern Ireland and Ireland in a situation where there was a hard border.

My right hon. Friend raised this case with the Prime Minister last week. I, too, am upset to see this situation. This is a result of the current system that we all want to see changed. I say very gently to my right hon. Friend that I have also wanted to work with him on finding a solution to this, and I look forward to continuing to do so, because there is no one simple solution, but we all want to see the system changed.

While the headlines are dominated by Brexit, the sad reality is that the witch hunt against our veterans who served in Northern Ireland continues. Can the Secretary of State outline what discussions she has had with the Secretary of State for Defence on finding solutions to stop that witch hunt?

I can assure the hon. Lady, with whom I have spoken about this matter on a number of occasions, that I work across Government with all colleagues, because we need to find a way to deal with this issue. There is no one simple solution, but we have to have a way to deal with this that is legal, fair and proportionate.

My hon. Friend is absolutely right. Great Britain and Northern Ireland truly are great, and the “Great” campaign helps to promote exporters from across the whole UK. It is complemented by UK Export Finance, which has provided nearly £33 million of support for exporters in Northern Ireland, resulting in more than £46 million-worth of overseas sales.

For business to export and grow, it needs adequate support. What actions will the Secretary of State to take to ensure that Northern Ireland’s businesses can benefit from some of the initiatives announced this week, including in relation to the high street?

The hon. Lady is a doughty campaigner for her constituents, and I know that she cares a great deal about ensuring that Northern Ireland is an economic success. I am sure she welcomes the £2 million that has been secured for in-year spending in Belfast to deal with the regeneration following the Primark fire earlier this year. The city deals also play an incredibly important part, but I repeat that devolved government is the way to give Northern Ireland the best opportunities and success, which is why we need to see Ministers in Stormont.

I say gently to my right hon. and learned Friend that I think I recall the time when he was in favour of the Government negotiating an implementation period for our withdrawal from the European Union, to bridge the point between our leaving on 29 March 2019 and the point at which the future relationship would come into place. We have set out the reasons why it is important for us to ensure that at the heart of our future relationship is a free trade deal that has frictionless trade at its heart—that is a good trade deal for the United Kingdom, but also enables us to undertake good trade deals with others around the world.

When we leave the European Union, free movement, which has been one of the pillars of the EU, will end. However, as I said in my statement and in my speech on Friday, EU citizens will continue to want to work and study here, and UK citizens will continue to want to work and study in the EU27. We will be setting out our proposals for our immigration rules on that, and we will stand ready to discuss the arrangements that will be made in future.

I thank the Prime Minister for her robust rejection of the disgraceful European Union attempts to interfere in the internal constitutional affairs of our sovereign United Kingdom. Does she agree that in finding and pursuing the customs solutions outlined today, there is nothing—nothing—that could create additional barriers or additional requirements in relation to Northern Ireland’s trade with Great Britain in the internal market of the United Kingdom?

I am very happy to make it clear that we are looking for an arrangement that both maintains the internal market of the United Kingdom and ensures that we have no hard border between Northern Ireland and Ireland. We have set out proposals on how we can achieve that. I look forward to discussing those with the European Commission, and also with the Taoiseach and the Irish Government.

Obviously, at the end of that implementation period, we will have worked up to putting into place fully the new immigration rules that we will have. So it will be possible for EU citizens to come to live and work in the UK during that implementation period, but there will be some differences in relation to that, registration being one of those. So there will be building blocks being put in place. This is exactly one of the sort of practical measures that I am thinking about when I say we need the implementation period, to be able to put practical steps in place that lead up to what our future arrangements and future rules will be.

Can the Minister give a strong and clear commitment today that the people of Gibraltar will not be excluded from any transitional arrangements that may be agreed between the United Kingdom and the European Union?

I am absolutely clear that we are not talking about punishment payments. I have said on a number of occasions that we will honour our commitments. We have come to an agreement about the scope of commitments and how those should be valued, but as I said earlier, this is in the context of agreeing the future partnership.

I thank the Prime Minister for her strong statement of support for Northern Ireland as an integral part of the United Kingdom. Businesses in Northern Ireland do not want a hard border, and we in the DUP are fully committed to working closely with the Prime Minister to find solutions and a good outcome in relation to that. However, will the Prime Minister confirm and commit that, in finding solutions, not only will Northern Ireland businesses have full and unfettered access to the UK market, but UK businesses will have full and unfettered access to Northern Ireland markets?

Yes, I am very happy to confirm that. What we are talking about is ensuring that the internal market of the United Kingdom is maintained, so that that flow for businesses both in Great Britain and in Northern Ireland can continue.
