First, we have seen a step change increase in convictions by 67%—two thirds—over the last year. I think the hon. Lady is wrong, if I may say so, to use the statistic that she used. In fact, the conviction rate has increased from 68% in July to September 2021 to around 71% in the last quarter. Through Operation Soteria, section 28 and changes that are being made to disclosure, we will drive a step change in support for victims with the quadrupling of victims funding, which will help to support victims through the process and secure more convictions.

Carshalton and Wallington residents are rightly proud of Ray and Vi Donovan for their work to promote the rights of victims to go through restorative justice, which they went through after the murder of their son Chris. Can my right hon. Friend assure me, in my position as chair of the all-party parliamentary group on restorative justice, that access to restorative justice practices and services will be enshrined in the victims Bill and that funding will be outlined to go along with that?

Very much so. As I said in answer to previous questions, home is a vital part of rehabilitation and cutting reoffending. We know about some of the particular pressures that young people can face if, for example, they have been drawn into county lines gangs, and the geographical location of their home may be a pertinent element in their reoffending or their vulnerability to reoffending. I am happy to confirm that I will be speaking to the Housing Minister. I am also drawing together a cross-Whitehall group of Ministers to discuss how we can tackle youth offending at the earliest stages, not just when a child reaches the justice system.

18. If he will take steps to help improve the prosecution rate for domestic abuse offences.

The Domestic Abuse Act 2021 will ensure that more perpetrators are brought to justice. The Act creates new offences such as non-fatal strangulation, and extends the coercive and controlling behaviour offence to include former partners. Through the Police, Crime, Sentencing and Courts Bill, we are also giving victims more time to report domestic abuse-related assaults so that they can seek justice.

My constituency sits in the London Borough of Sutton, which, while having relatively low levels of violent crime, has higher domestic abuse rates than the London average. Surely poor police conduct only serves to undermine the efforts to increase prosecution rates. What work is my hon. Friend undertaking to encourage domestic abuse victims to come forward and to ensure that there is confidence in the criminal justice system and protection for victims and their children?

Trust is the fundamental bond between us, the public, and the police, prosecutors, the courts and the criminal justice system. Given recent events, it is right that Members ask difficult and scrutinising questions of those agencies, but it is also right that we support the Home Secretary’s review through the Angiolini inquiry into police attitudes and conduct, as well as the review carried out by Her Majesty’s Inspectorate of Constabulary and Fire and Rescue Services. Let me also draw my hon. Friend’s attention to the success of the Domestic Abuse Matters training. There is real evidence of improvement in the rates of charging people with coercive and controlling behaviour offences in police forces in which that training has been undertaken. Some 32 police forces have undergone the training. and we expect the rest to follow so that victims of domestic abuse can be supported.

I sincerely hope that the hon. Lady has welcomed the victims Bill consultation. As she will know, it has just closed, but it is very much part of this Government’s work to bring the victims Bill into law to provide safeguards of the sort she indicated. In addition, we are already funding more independent domestic violence advisers and independent sexual violence advisers. These people can really help from the very moment a victim feels able to report their crime to the police, and they have that support when they need it. I also think, as I say, that using the helpline—the 24 hours a day helpline—we are setting up for victims of sexual violence may be the first step some victims feel able to take before reporting the crime to the police.

Finally, I very much hope that we can persuade the Opposition to support the Police, Crime, Sentencing and Courts Bill. It has many measures to help tackle violence against women and girls, but in particular we are raising the period of time that violent offenders and sexual offenders spend in prison from half to two thirds if they receive a sentence of more than four years. This is a really important step, and I very much hope the Opposition will support us in our efforts to keep dangerous sexual offenders in prison.

6. What steps he is taking to help increase the use of restorative justice.

The new victims code sets out clearly that victims must be told about the option of restorative justice and how to access it. We are enshrining the code in law, and for 2021-22 we are providing £115 million of grant funding to police and crime commissioners for victim support services, including restorative justice. Overall, we are increasing MOJ funding for victim and witness support services to £185 million by 2024-25.

As chair of the all-party parliamentary group on restorative justice, I have seen how it can massively help both offenders and victims of crime. Would the Minister agree to meet me to discuss the findings of the first ever APPG report on restorative justice and how we can integrate some of its recommendations into the victims Bill?

I am very grateful to my hon. Friend, who is a tireless campaigner on the issue of restorative justice, for sharing the APPG’s report with me and my right hon. Friend the Deputy Prime Minister, who I know has also thanked him for his efforts. We are carefully considering its recommendations and will respond in due course. I am particularly mindful of the fact that, especially in relation to acquisitive crime, restorative justice can play a significant part in righting such wrongs, and I would of course be delighted to meet him to discuss this further.

The hon. Lady raises a very interesting aspect of research into epilepsy. We are funding epilepsy research with another £54 million over the last few years. The issue that she raises of any particular link between hot weather or climate change and epilepsy is certainly one that we will be going into.

Last week, an independent inquiry into Lib Dem-run Sutton Council’s own heat network found that it was set up on false assumptions, including funding that was never obtained and homes that do not exist—and now my constituents are going to be left footing the bill. Does the Prime Minister agree that this latest failure shows that the Lib Dems are just not fit to govern and that those responsible should go?

It is not the first time that the Lib Dems have campaigned on homes that do not exist or will never exist, if I think of their campaign in Chesham and Amersham. I will certainly look into the matter that my hon. Friend raises.

As I said in response to an earlier question, all Members of Parliament were sent a COP26 pack in May, which provides ideas for engagement on climate issues with their constituents. With regard to attendance at COP26, we will set out more details very shortly on how parliamentarians can register their interest to attend.

Reducing greenhouse emissions and tackling air pollution is a priority for many Carshalton and Wallington residents, not least because we have the Beddington incinerator in my constituency. In the spirit of engagement, I hope to host a local COP26 event later this year to discuss how we can work together to reduce greenhouse gas emissions. What steps is the COP26 President taking to ensure that the public can engage with COP26 and play their part in this important event?

I commend my hon. Friend for the work he is doing in hosting a local climate event in his constituency, and I would urge all hon. and right hon. Members to consider doing the same. We are today also launching the local authorities and mayors COP26 engagement pack. Of course, we want everyone to play their part in taking climate action; I have always said that we want this to be the most inclusive COP ever.

I thank the hon. Member for raising the case of Mary, and I am very sorry to hear about her suffering. If the hon. Member would be kind enough to write to me about her I will see what I can do to make sure that we get the right answers from the Government and see what we can do to get her the medical help she needs.

I warmly welcome the Prime Minister’s statement today. I know from speaking to Carshalton and Wallington residents that they are particularly concerned, as we emerge from the pandemic, about backlogs in elective surgery, cancer treatments and looking after the mental health of those who have struggled in lockdown. Can my right hon. Friend assure me that these will be front and centre of our plans for the NHS as we emerge from the pandemic?

My hon. Friend is quite right to raise that issue, and I can tell him that we have already invested considerably in mental health, with mental health support and the mental health youth ambassador, but we will continue to do more. As I think I said in the press conference on Monday, this is Mental Health Awareness Week, and people who have been struggling during the pandemic really should not hesitate to seek help.

We are looking all the time at how we innovate in public procurement. Some of my hon. Friend’s query might be better addressed by the Department for Business, Energy and Industrial Strategy or Her Majesty’s Treasury, but we hope that the improvements that we are proposing will open up many more opportunities to SMEs. She might also be interested in existing programmes such as the small business research initiative, which funds organisations to conduct challenge-based R&D to develop products or services that address a specific unmet public sector need.

I thank the Minister for her response. May I invite her to come and visit Carshalton and Wallington post pandemic to meet some of the small and medium-sized businesses that are keen to bid for Government contracts, to hear their concerns about the process and to encourage more to look at opportunities to do so?

I would be very happy to do so. My hon. Friend understands that the Government have tremendous buying power, which we think we can use to drive the recovery. We want to use our procurement reforms to open up many more opportunities to SMEs. We are doing that in a range of ways, which I have discussed, but we also have a new social value model, which explicitly allows greater weight to be given to those bids that will help to drive the post-covid economic recovery.

I am grateful to the hon. Lady for her points. In my statement, I made the point—I hope that she will forgive me for making it again—that we made significant progress today in the Joint Committee, thanks to the constructive approach taken by Vice-President Maroš Šefčovič. We are lucky that he and his team are so committed to making sure that the protocol works. I remind her that the protocol is there to give effect to the Belfast agreement, which is about agreement across communities, rather than a culture of grievance.

My right hon. Friend may not have known it before December 2019, but Carshalton and Wallington residents voted to leave the European Union and are keen to see us get on and return to being an independent, free-trading global nation. Although we hope that the EU will return constructively to the table, will he confirm that, irrespective of whether a deal is struck, we will continue to go out into the world to seek free trade agreements, such as the one we recently secured with Japan?

Absolutely. A cloud lifted from Carshalton and Wallington in December last year, and we were able to see at last that the people of that constituency who voted for Brexit had a representative who believed in them.

I am afraid I must reject what the hon. Gentleman says in the sense that I think he is being inconsistent or trying to have it both ways. Most people, I think, in this country want to see restrictions that get the virus down, and that is what we are bringing forward and supporting. I think most people in this country also want to see support for people who are put out of business through no fault of their own, and that is what we are also providing.

Carshalton and Wallington residents have worked hard to keep the virus rate down to one of the lowest levels in London; however, with varying degrees of guidance and restrictions across the country, sometimes the guidance can be difficult to follow and people need clarification. Can my right hon. Friend assure me that this new covid three-level alert system will make it easier for people to understand and ultimately follow the guidance?

Yes, indeed; that is why we have gone for the three-tier approach and anybody in any doubt whatever, whether or not in Carshalton—I thank my hon. Friend’s constituents for the effort that they have made—should get on to the gov.uk website and see what they need to do to comply.

I am grateful to the hon. Gentleman for his question and I wish him a happy birthday. I also take the opportunity, while at the Dispatch Box, to wish my right hon. Friend the Member for Maidenhead (Mrs May) a happy birthday. It is her birthday as well today, and I hope that she has an enjoyable day and a relaxing weekend. On the broader question of food standards, it is already the case that in law we uphold very high animal welfare, environmental protection and food safety standards, and there will be no compromise on those.

Like many small and medium-sized enterprises, Hydro Cleansing in Carshalton and Wallington provides very specialist services that are not available on the open market, yet it still has trouble getting access to public sector contracts. What more can my right hon. Friend do to ensure that SMEs such as Hydro Cleansing can get access to those contracts?
