We continue to raise the issues of concern with our European partners, but we simply cannot allow this situation to drift. Northern Ireland has been without a devolved Government since February due specifically to the protocol, at a time of major global economic challenges. Therefore, it is the duty of this Government to act now to enable a plan for restored local government to begin. It is both legal and necessary.
This Bill fixes the specific problems that have been caused in Northern Ireland while maintaining those parts of the protocol that are working. It fixes problems in four areas: customs and sanitary and phytosanitary; a dual regulatory model; subsidy control and VAT; and governance. On customs and SPS, the Bill creates a green and red lane system. All those trading into Northern Ireland will be part of a trusted trader scheme. Goods destined for Northern Ireland will not face customs bureaucracy. Goods for the Republic of Ireland and the EU will go through four EU-style border procedures. All data from both the green and red lanes will be shared with the EU in real time as the goods depart from Great Britain. This means that the EU will have this data before the goods arrive in Northern Ireland, ensuring that the EU single market is protected.
I thank the Secretary of State for bringing this forward and for her comprehensive understanding of the position of many people in Northern Ireland. As someone who has had businesses contacting me for those who have openly stated that they are from a nationalist tradition and yet feel afraid to voice complaints to their own MP for fear of reprisals, I speak with confidence in assuring the Secretary of State that Northern Ireland as a whole needs this Bill not simply for cultural identity, which is imperative, but for financial viability for small businesses due to the effects of the EU’s vindictive approach to block VAT and state aid. This Bill really is long overdue.
Order. Interventions should be fairly brief because we have a lot of people wanting to speak in this debate.

Commons ChamberWe have seen appalling reports of atrocities and the use of rape and sexual violence. We launched the Murad code earlier this year, which sets the global standard for safe evidence collecting. We have dispatched a team from the United Kingdom to the region to help with that evidence collection—by interviewing witnesses and survivors and preserving and collecting images and videos, for example.
Near Upper Committee Corridor there has been an exhibition in the last few days showing the experiences of young women and girls who have been raped and sexually abused in Myanmar, Syria and Nigeria. What the perpetrators of those awful crimes need is accountability. Can there be someone who will take the evidence and ensure those people know that some day they will go to prison, or even worse? They will receive that in the next world, but let us make sure they get it in this world.
Through the International Criminal Court and the work we are doing on evidence collecting, we are working to make sure that the people committing those appalling crimes are held to account—not just in Ukraine, but more widely around the world. That is one of the key aims of the conference we are hosting in November. We are also increasing our budget for women and girls development aid, specifically to tackle sexual violence.

Commons ChamberI believe there is a landing zone and a negotiated outcome that can work for the people of Northern Ireland, for the UK and for the EU, but that landing zone requires a change of mandate. We have now had 18 months of discussions with the EU, which has not yet agreed to change the protocol. The protocol was never designed to be set in stone, and we have seen that it is not working for the people of Northern Ireland. Of course I encourage a pragmatic solution, and I encourage more flexibility from the EU, but we cannot allow the situation in Northern Ireland to deteriorate by not taking the action we need to take now to fix the protocol.
I thank the Secretary of State for her statement and for her clear attempt to find a way forward, which we all want.
There is rising anger in Northern Ireland in relation to the Northern Ireland protocol. The hon. Member for North Dorset (Simon Hoare) said on the radio this morning—I notified him at 10.46 am that I would be mentioning him—that filling out a form to buy something should not make someone less British, which illustrates his woeful misunderstanding of the Unionist position and, further, undermines his ability to act impartially as Chair of the Northern Ireland Affairs Committee.
Does the Secretary of State agree that this is precisely why tensions have been escalating? And does she understand that this typifies why the Unionist community my party represents has lost faith, and that words cannot restore that faith? As I think she is saying, we need to see concrete legislation and less harmful discourse.
We are very clear that we need to restore the balance of the Belfast/Good Friday agreement, and we need to ensure that all communities in Northern Ireland are treated with esteem.

Commons ChamberOn Kashmir, we encourage both sides to engage in dialogue and find lasting diplomatic solutions to maintain regional stability. We raise our concerns with the Governments of both India and Pakistan.
Following the question from the hon. Member for Bradford East (Imran Hussain), it is important that we strengthen the UK’s economic and security relationships with India. It is equally important that we address the issue of human rights abuses, and the persecution of Christians and Muslims. What discussions have taken place to ensure that when it comes to addressing the persecution of Christians and Muslims, and the abuse of human rights in India, something is being done and India listens?
Of course we raise the issue of human rights with the Indian Government. Indeed, later this summer we will host a conference in London on the subject of religious freedom, led by my hon. Friend the Member for Congleton (Fiona Bruce). This is an important issue for us. Looking at the big picture, there is a huge opportunity for the United Kingdom to work more closely with India in the face of some appalling authoritarian regimes, particularly Russia, which has staged an unwarranted, unjustified invasion of Ukraine. It is important that leading democracies across the world stand up for freedom and democracy and work together.

Commons ChamberI do agree with my right hon. Friend. We are looking at what we can do in the long term with those assets, and I am working very closely with the Treasury on that. We have also put asset freezes on 18 major Russian banks, and we would like to see other countries follow us. We have barred over 3 million Russian companies from raising money on our capital markets.
What has been very important in all of these efforts is that they have been closely co-ordinated across the G7, with the EU and with other partners around the world, including the Singaporeans, the Australians and the South Koreans. We have also taken decisive action on trade. We have cut Russia off from World Trade Organisation terms. We have banned high-tech exports and we have announced a ban on all new outward investment into Russia.
However, we cannot stop here; we have to keep increasing the pressure. As was asked about earlier, we do need to stop the imports of Russian hydrocarbons, and we need a new wave of sanctions. We are working on that with our partners to make further progress and put further pressure on the Putin regime. There are some people who say that the west cannot afford this, but we simply cannot afford not to do it, because if we do not end Putin’s war in Ukraine and we do not see Putin lose, we will see even worse consequences for the whole of European security.
I welcome the Secretary of State’s statement, and her clear commitment, which the House endorses and supports. It is important to have sanctions and armaments in place, and for there to be accountability for the atrocities that the Russians have carried out. We have all heard the stories—they are hard to take in and listen to: ladies abused at levels that are hard to understand, children shot, homes bombed, and pregnant women killed. There has to be a system of accountability, and every one of those Russian soldiers who carried out those atrocities, and every one of their leaders and those above them, right up to Putin himself, must be held accountable. I know the Secretary of State is committed to that, but can we have it on the record today?
I am absolutely committed to ensuring that all those appalling acts, and all the perpetrators, are held to account and I will be saying a bit more about that.
We have been resolute in our diplomatic response, and we are reopening our embassy in Kyiv. I thank our ambassador, Melinda Simmons, and her team for their courage and action. We are isolating Putin on the world stage. The United Kingdom led the diplomatic push to suspend Russia from the UN Human Rights Council, and we are using our presidency of the United Nations Security Council to expose Russia’s war crimes, and the appalling rape and sexual violence that we have seen used systematically in Ukraine. We gave President Zelensky a platform to detail the abhorrent crimes that have been committed by Putin’s forces, and we have launched the Murad code to set a global standard for evidence on sexual violence. We are working with 141 countries that voted to condemn Russia in the UN General Assembly, to toughen our stance.
Questions have been asked about what the future looks like, and the first thing that has to happen is for Putin to lose in Ukraine and fully withdraw the troops. We have to see the perpetrators held to account for the war crimes they have committed, and we must ensure that not only is Ukraine’s future security protected, but that Russian aggression of this nature can never happen again.

Commons ChamberI will see what I can do about the medical students. It was a major focus of our initial evacuation to make sure we successfully helped them to leave Ukraine in these very difficult circumstances.
I welcome the statement and commend the Foreign Secretary for her strong leadership. This morning my constituent, a humanitarian doctor on the border of Ukraine, told me she is struggling after seeing children horrifically scarred with third-degree burns. Those children face an uncertain and very painful future, as they need plastic surgery and other interventions. I assured this young doctor and her family that I will be praying for her, but what more will we do to provide specific medical support for those children and, importantly, to provide the vital support that is needed to stop the bombings that are causing this devastation?
The hon. Gentleman is right that these devasting injuries are being caused by President Putin’s appalling aggressive actions in Ukraine. We are helping people with medical emergencies, and we are flying people into the United Kingdom for treatment for some of these horrific injuries.

Commons ChamberI welcomed the Baltic states to the UK last autumn and I was very clear about the UK’s complete support for them and our complete commitment to our article 5 obligations. That is why we have the enhanced border presence, which I visited in Tapa in Estonia. Alongside the discussions that are taking place about Ukraine through the NATO Foreign Ministers, we are of course also talking about how we strengthen our defensive capability to support our members, including the Baltic states, which really are on the frontier of freedom.
I thank the Secretary of State for her fulsome statement. I am mindful of the early morning reports of Russia sending armed troops to Kazakhstan, which has led to death and destruction. As we watch Russian imperial aggression towards Ukraine, the voice of the west needs to be heard—it must be heard. What discussions has she had with the United States of America and key NATO allies to respond to what could be a powder keg, the fuse of which is in Russian hands?
I have had regular conversations with my counterparts, such as Tony Blinken in the United States. I have talked to many of our NATO allies directly and to all of them at the NATO Foreign Ministers meeting. We are all very much aligned in being clear that there will be severe consequences for Russia should it stage an incursion into Ukraine. It is important to maintain that unanimity as we face further Russian rhetoric and aggression.

That this House has considered the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.
I am delighted to open this debate on our future membership of the trans-Pacific partnership. Five years after the British people voted to leave the European Union, we are delivering on the promise of Brexit. After taking back control of our trade policy, we have been opening up the world’s largest and fastest growing markets to the best of British exports by negotiating an unprecedented number of trade deals. We have struck deals covering 68 countries plus the EU, worth £744 billion. We have gone further and faster to champion our interests in deals with Japan and the European economic area.
This month, we are writing the biggest chapter yet of our trading story. We brought world leaders together at the G7 to promote free and fair trade. We reached agreement in principle with Australia—our first ever trade deal negotiated from scratch—and we are working to agreement in principle with New Zealand by August. We have drawn a line under the long-running 17-year Airbus-Boeing dispute. Now, the United Kingdom is making history as the first country to negotiate its accession to the comprehensive and progressive agreement for trans-Pacific partnership. This group of nations covers half a billion people across 11 economies, worth £9 trillion in global GDP. On Tuesday, I presented our plans to Parliament, including our scoping analysis. We know that the richest opportunities lie in the Asia-Pacific region, where about two thirds of the middle class will be expected to be in 2030, driving an appetite for high- quality goods and services that we produce here in the UK. We can see that in the fact that our exports to the CPTPP are expected to grow by 65%, or £37 billion, over this decade. That is in addition to the static comparative benefits of the deal, which are estimated at £1.8 billion of GDP.
First, may I congratulate the Secretary of State on all she does to bring about these trade deals? She will be aware of the fact that CPTPP countries such as Australia, Canada, Japan and Singapore are the largest UK partners for some 80% of UK trade. It is important to get new deals, but it is also important to build on the deals with the countries we have. Can the Secretary of State assure us that that will be part of the Government’s strategy for the future?
The hon. Gentleman is absolutely right. The CPTPP enables us to have much deeper trading relationships, particularly in areas of UK strength such as digital, data and services, where there are very strong chapters on those issues.
The fact is that the likely benefits of joining the CPTPP are much greater as the economic centre of gravity shifts towards Asia and as more countries join the agreement. Joining this partnership will position us at the heart of the action in global trade. The CPTPP is exactly the kind of free trade area the UK wants to be part of: it is liberalising on tariffs and other trade barriers; it has high standards on labour and the environment; it is ambitious in digital and services; and it is tailor-made to help us to cement the UK’s status as a global hub for services, digital and advanced manufacturing. Our exporters will no longer have to pay tariffs on 99.9% of their goods, from Scotch whisky and Stoke-on-Trent ceramics to cars made in the north of England and the midlands. Our farmers will benefit from a strong appetite for beef and lamb in Asia, with CPTPP markets expected to account for a quarter of global meat demand by 2030. Our manufacturers will enjoy common standards and rules of origin, securing flexibility, reliability and lower prices on inputs.

Commons ChamberMy hon. Friend is right. In this deal, we have agreement on the free flow of data, advanced provisions on the mobility of professionals, recognition of qualifications and a whole host of positive arrangements in areas such as investment and procurement. By Australia and the United Kingdom working together to set standards alongside other allies, we can help challenge unfair trade practices across the world and make sure that we stand up for good, rules-based trade in areas where the UK leads.
While I welcome the deal as a signal of things to come when we are unfettered from Europe as an entire nation, not just three out of four regions, I still have grave concerns for our quality lamb and beef sectors, particularly those in Northern Ireland, which are so renowned for quality and high standards and which depend on exports across the world. Last week the Secretary of State, in reply to another question, referred to the contract secured by Foyle Food Group. While it is good news that one person has done that, there has to be more. Will the Secretary of State give assurances over standards, such as the use of antibiotics, which may be notably higher in meat from other countries? Our standards in Northern Ireland are some of the best in the world. We need to retain them.
Northern Ireland is a very successful exporter of agricultural products, and we want to make sure that there are more opportunities not only in the US market, which is now exported to by Foyle Food Group, but right across the world, including through the CPTPP.

It is really important that we have these trade deals and I support them, but I wish to express concern about the Australian trade deal. I declare an interest as a member of the Ulster Farmers’ Union. The Ulster Farmers’ Union and my neighbours, who are members of it, have expressed concern about the quality of Australian beef and the fact that it might impact adversely on the Northern Ireland beef sector and industry. We export most of our beef. Can the Secretary of State assure me that the deal will not impact on the Northern Ireland beef sector?
I thank the hon. Gentleman for his question. I have met the Foyle Food Group, for example, who were the first beef exporters to export to the United States when we got the ban removed. I know that there are huge opportunities around the world for high-quality Northern Ireland beef. Part of what we are doing with the Australian trade deal is opening up wider access to the Asia-Pacific markets, which have higher prices than here in the UK and in Europe and will bring more opportunity. I am very happy to have further conversations with the hon. Gentleman.

First, I thank the Secretary of State for all that she is doing. Her eagerness to get trade deals the world over is infectious and should encourage everyone in the House. It is an indication of the fact that the global market is anxious to get started with the UK as a trading partner.
I note that there are set to be strong tariff reductions for UK pork and beef exports, with low tariffs for food and drink, and more generous quotas for malt than in the EU-Japan deal. Will the Secretary of State confirm how that will translate for malt for my local whisky producer, Echlinville Distillery in Kircubbin, and for Bushmills whiskey as well? How will it translate for the Northern Ireland pork and beef industries, which provide the best pork and beef in the world—we have that in Northern Ireland and in my constituency? Can we expect an increase in the market for exports to Japan?
We absolutely can expect an increase. As I said, British beef has only just been allowed back into the Japanese market, and we are now going to see significant tariff reductions. Northern Ireland is, of course, a strong exporter of such products, and it will also benefit from the increased protection of geographic indicators, whether for the Armagh Bramley apple or the Lough Neagh eel.

As it is International Women’s Day, I was running through in my mind who my most inspirational woman was. It has to be my mother, of course; probably everyone in this House would say it was theirs. She is coming up to 89 years of age, and is still a person who is very much to the fore. Does the Minister not agree that perhaps the most inspirational women are those who have lived a life of duty and service, and of honour and devotion to their community, and that we should shine a light on our Queen, perhaps the most extraordinary woman of our generation, as an example of what we should aspire to?
The hon. Gentleman makes a very good point. Women have contributed to our national life in all kinds of ways. Their achievements are not yet fully recognised, and we should do more on that.
Before we had tributes to these great women, I was talking about the contraceptive pill, an incredibly important innovation by a woman, in the face of opposition, which has transformed the ability of women to prevent unwanted pregnancy, enter the workplace, and escape traditional gender roles. As Trade Secretary, I have the privilege of seeing how women continue to seize the opportunities of freedom, kicking open doors that previously only men have walked through. In this job, I have met women at the top of their game—brilliant entrepreneurs setting up their own businesses, leaders of our country’s largest and most successful FTSE 300 companies, and of course our country’s world-class female diplomats across the globe. We now have women heading our missions in the United States and China, and we are making huge progress.

Commons ChamberOne of our aims in a US trade deal will be to bring down the tariffs on ceramics. When I was in Stoke-on-Trent, I heard that those producers face a tariff of 28% on their fantastic crockery. We want to bring that down so that we can have more jobs in Stoke-on-Trent. We will also establish the trade remedies authority, which will take a tough line on dumping from the anti-competitive activities of other nations.
These are changing times for all regions of the United Kingdom of Great Britain and Northern Ireland as we get towards 31 January. Will the Secretary of State further outline what discussions have taken place with the newly restored Northern Ireland Assembly and Executive with regard to trade and tariffs within Northern Ireland, and on its behalf?
I am pleased to tell the hon. Gentleman that there will be a ministerial forum this afternoon to talk about that issue. We will make sure that Northern Ireland is completely involved in our agenda, because we want our independent trade policy, our tariff policy and our trade remedies policy to follow the priorities across the United Kingdom.

Commons ChamberWhen we leave the EU, the UK will be responsible for its own tariff policy. At this point we are part of the EU and those overall discussions on tariffs, so we cannot make that type of statement. The point I have been making to the US is that this will not help our relationship. We are also being threatened with £1.2 billion of car tariffs, which could hit the UK on 14 November, and I have raised that with my US counterpart. If the US wants the British public to have a positive view of our trading relationship with it, it needs to reverse these decisions.
Scotch whisky producers will have difficulties with the tariffs that will fall on their whiskies, but the Republic of Ireland will have no tariffs whatsoever. Echlinville distillery in my constituency is an Irish whiskey producer. What is being done to help Bushmills and Echlinville distilleries, which are very important to jobs in my constituency and across Northern Ireland?

Commons ChamberThis is a matter that took place before I was a Minister in the Treasury, but I commit to find the relevant paperwork and send it to the hon. Gentleman.
Will the Chief Secretary accept that such changes to the pensions process make it seem not worth while for consultants to do overtime, as they are taxed at a high rate multiple times? Furthermore, this will have a detrimental effect on waiting lists and, more importantly, on people’s lives. Will she be prepared to rethink the changes to ensure that those whom we need to work overtime and go the extra mile are not horrifically penalised for doing so?
A number of issues have been raised in respect of the complexity of the tax system and the need for further tax reform. I am sure the Treasury will take that seriously.

Commons ChamberCan the Minister further outline whether there will be tax benefits available for small businesses that may not be able to sustain this level of wage increase? That was one sentence.
We need to ensure that all businesses succeed. In the spending review, we will be ensuring that business support is just as supportive of new entrants and start-ups.

Commons ChamberWe put £20 million into the national retraining scheme, and I am very much looking forward to visiting my hon. Friend in Oxfordshire to see some of those fantastic businesses in situ.
Bearing in mind that two thirds of UK firms have expressed concerns about a skills gap, will the Minister further outline what steps her Department has taken to provide schemes and support to businesses that are willing to take on apprenticeships but have not so far done so?
The hon. Gentleman is absolutely right: we want to encourage more small and medium-sized enterprises to take on apprenticeships. That is why we have reduced the level from 10% to 5% for co-investment, which will encourage more small firms to get involved, as well as extending the amount that can be used down the supply chain.

This is an extremely important issue, and it is one of the issues on which we are working at the moment. However, I hope that we will develop a British protected food names status in the future.
Armagh apples, Comber potatoes, Irish whiskey and Lough Neagh eels are just some of the protected food names that we have in Northern Ireland. What discussions has the Great British Food Unit had with Food NI to help promote those great foods and drinks throughout the United Kingdom of Great Britain and Northern Ireland?
I was delighted to visit Belfast and the huge show there, and to taste some of those products for myself. They are truly outstanding, and I am working closely with the Northern Irish Minister on promoting them throughout the world. They were heavily represented on our recent trade mission to China, and we will certainly be doing more work on that in the future.

Commons ChamberAs I have said to other Members, we will consider applying for the fund, but it does take a long time to come through. My priority is ensuring that businesses and residents have the support that they need now.
Northern Ireland did not experience as much flooding as Cumbria, Yorkshire, Lancashire and parts of Scotland, but if such high water levels had been experienced throughout Northern Ireland, we would have been in deep trouble. What plans have been made, and what discussions have taken place, about assisting the Northern Ireland Assembly and its Minister in times of extreme emergency when the available resources are not enough to cope with flooding levels?

Commons ChamberIf we do not get a grip on this terrible disease, we shall end up spending £1 billion on dealing with it over the next 10 years. The fact is that it was the Labour party, in 2010, that left us with the worst levels of the disease in Europe. That is why we are having to deal with it now, and I am following the advice of the Chief Veterinary Officer, who says that culling is an important part of dealing with it. Why do Labour Members not congratulate the hard-working farmers in Somerset, Gloucestershire and Dorset who have delivered this year, and who are helping us to deal with this terrible disease?
It is very important for us in Northern Ireland to learn from what the Department has done on the mainland, and to benefit from the information, the experience and the lessons of that action. In Northern Ireland, 6% of cattle herds have been affected by bovine TB, and it is on the rise. It has cost the taxpayer £30 million a year, and 17% of the badgers that have been tested have TB. What can the Department do to help us in Northern Ireland to take on the disease, and defeat it?
We will continue to work closely with Northern Ireland to tackle the disease throughout the United Kingdom.

Commons ChamberThe Woodland Trust is doing a significant amount of tree planting across the whole of the United Kingdom, and this Saturday a centenary wood will be planted near Limavady. What discussions are the Secretary of State and her Department having with the Woodland Trust to ensure that lots of woods and trees are planted in this centenary year?
The hon. Gentleman is absolutely right; the Woodland Trust is a fantastic organisation. We are working closely with it and with other voluntary organisations as part of our tree-planting programme.

Commons ChamberI thank my hon. Friend for her question. Fracking is safe and has low environmental impact if it is done responsibly. The Environment Agency has been working hard to get the licensing process in place to make sure that groundwater is protected. I will certainly be keeping a close eye on this issue and working closely with the Environment Agency on it.
The landing obligation for fisheries is potentially a disaster for the Northern Ireland fishing industry, and it is to be introduced in January 2016. What discussions have taken place with the fisheries Minister in the Northern Ireland Assembly about the effect the discard policy will have on the nephrops fisheries in the Irish sea?
