Commons ChamberAll requests for face-to-face meetings are of course treated on their merits, and they are certainly not discarded out of hand. I reiterate my point that, since 2014, tax offices have generally not been open for members of the public to walk in and ask to speak to a tax inspector. Indeed, some 80% of self-assessments are now done digitally online.
I have a tax office in Wolverhampton South West that is going to close, and my constituents are not happy. For a start, Carillion has gone and now the tax office is going, and it does not make sense. The Minister has talked about face-to-face meetings, but there are actually a lot of face-to-face meetings in that tax office. The staff there are not happy about having to travel, and the Government are going to lose a lot of staff with experience. How can he explain that with regard to the regional hubs, because they are supposed to go to Birmingham?
The hon. Lady raises the issue of the tax office in her particular area of Wolverhampton. I am very happy at any point—this is of course an invitation to any Member—to speak to her specifically about the circumstances of the HMRC office in her location. Equally, Birmingham is not a huge distance from Wolverhampton for many of those people to commute to, but if the hon. Lady would like to take up any aspects of that with me, I will be delighted to speak to her.

Commons ChamberMy hon. Friend highlights the cost and legacy of the PFI projects signed off under the last Labour Government. Hon. Members can be assured that we will use this approach wisely and selectively, in particular for the most complex infrastructure projects requiring a transfer of risk and the expertise of the private sector.
On PFI hospitals, the National Audit Office report recently found
“no evidence of operational efficiency”,
and that in the NHS,
“the cost of services, like cleaning…hospitals is higher under PFI contracts.”
Will the Chancellor explain why his Government persist with imposing higher costs than necessary on local health budgets instead of ensuring value for money for the taxpayer?
I think that the hon. Lady is having amnesia. These contracts—86% of the contracts and 91% by value—were signed under the last Labour Government. In respect of some of the items that she mentioned, such as cleaning and security services, we have reformed PFI contracts under PF2 so that those items are not included in the standard contract.

It is a pleasure to serve under your chairmanship, Mr Hanson. I thank my hon. Friend the Member for Warrington North (Helen Jones) for bringing this subject to us.
I have received a number of emails from constituents highlighting the effect of the public sector pay cap on them. One of my constituents—a single mum of two, who is also a nurse working part-time shifts—has been struggling to make ends meet, and Christmas is fast approaching. She needs extra money but is unable to do extra work due to childcare costs. The cost of living is increasing, but her wages do not reflect that.
I was a nurse for 40 years—I was elected to Parliament in the June election—and during that time, like many other nurses I experienced the pay cut. Many of us would say that we got three-week, not four-week, pay. When it came to the fourth week, many of us who could do extra work would do it, although we were overworked already. People with childcare responsibilities could not do that.
I am not only talking on behalf of the nurses; I am also talking on behalf of the support staff, who are on even lower pay. They would work 70 hours a week, which is not legal under the working time regulations, but what else could they do to keep a roof over their head? I was approached by a GP on Sunday, who asked me to talk about the fact that he cannot get practice nurses in his surgery because the wages are too low.
That is what happened to us throughout that time. I ask the Minister to look at this matter. I am a Unison member, and on its behalf I want to ask whether the Government will guarantee that the new deal on NHS pay, including the Agenda for Change, will get additional funding, and will not be paid for through cuts to annual leave and maternity pay. I can tell him this now: nurses and staff will not go for that.
