Commons ChamberAbsolutely. The hon. Gentleman raises an important point: the success with offshore wind did not come out of a clear blue sky. It evolved and depended on huge amounts of investment and development over many decades. So I am very happy to engage with the hon. Gentleman and the Welsh Government on this.
The Government are wholly committed to women’s participation in the workforce, including by supporting new mothers to return to, and thrive in, work. That is why we recently consulted on a broad range of proposals to help families to balance their work and home commitments. We have also announced our intention to extend redundancy protection to new mothers returning to work.
I thank the Minister for that answer. What support are the Government giving to new mothers who, sadly, have experienced stillbirth?
First, I pay tribute to my hon. Friend and Members across the House who participated in Baby Loss Awareness Week and the emotional debate in the House. The Government have committed to introducing parental bereavement leave and pay, which will apply to parents who lose a child under the age of 18, including parents with stillbirth. We plan to lay the regulations to implement the policy in January, ready to come into force on 6 April. That will support new mothers facing these tragic and difficult circumstances.

Commons ChamberThe hon. Gentleman is very learned on the topic of fuel poverty, and I agree with what he said. The Labour party has persistently stated that an energy price cap is a sticking plaster while the wider energy market is reformed, because it is not currently working in the interest of consumers. It forms part of the wider plan of Labour’s energy policy portfolio completely to reform the energy system as we know it.
Network costs represent over one quarter of the cost of a gas and electricity bill, but customers have been getting a bad deal. Citizens Advice estimates that network companies will make £7.5 billion in unjustified profits over an eight-year period. A recent report by the Energy and Climate Intelligence Unit found even more excessive returns captured by distribution network operators than Citizens Advice had predicted, with the six distribution network operator parent companies posting an average profit margin of 30.4%. By bringing energy networks back into public ownership, Labour would reinvest and pass on to customers the money currently paid out in dividends.
I will make some progress before taking an intervention from the hon. Gentleman.
I turn to energy efficiency. A well-insulated home saves households money, makes homes naturally warmer and more pleasant places to live, and cuts energy use, helping to tackle climate change. At least £1 for every £4 spent heating UK homes is wasted due to poor insulation. Improving the energy efficiency of the UK’s housing stock, which is among the oldest and least efficient in Europe, really should be a no-brainer, so how are we currently faring?
According to the Committee on Climate Change, insulation rates have fallen by 90% since 2012. The energy company obligation—known as ECO—which is funded by a levy on bills, is the only remaining domestic energy efficiency delivery mechanism in England. It has also been cut from £1.2 billion a year when it was first introduced in 2013 to £720 million per annum in its second phase, and has been reduced still further to £640 million—effectively a 50% cut. It is therefore no surprise that the Government are off track to meet their targets.
In their 2015 fuel poverty strategy, the Government set a target of ensuring that fuel-poor homes are upgraded to an energy efficiency rating of EPC band C by 2030. But according to the Institute for Public Policy Research think-tank, the Government will not meet their target for upgrading fuel-poor homes until at least 2091. That is why, as a policy suggestion to the Minister, the Labour party proposed investing £2.3 billion a year to provide financial support for households to insulate their homes, and for local authorities to drive take-up and delivery of insulation schemes, in order to bring 4 million homes up to EPC band C by the end of one parliamentary term.
Labour’s plans included fully covering the cost of insulation for low-income homeowners and all social housing, which will particularly benefit older people living in fuel poverty and pensioners on low income struggling to cover the cost of sky-rocketing energy bills. This would have delivered savings of at least £270 a year to affected households. As well as this investment, Labour was also committed to tightening the regulation of privately rented homes, blocking poorly insulated homes from being rented out.
I have tried to set out just some of the measures that will tackle the causes of fuel poverty: low incomes, high fuel costs and poor energy efficiency. I am not seeking to make party political points, but rather to indicate the level of commitment needed if we are truly to address the problem, because what is the alternative? Are we really willing to accept preventable and shameful winter mortality at current levels? Are we really willing to accept that we live in a country where some people go to bed early to stay warm, leave the curtains drawn and even paper over their windows? Is it acceptable that people, often vulnerable people, have to seek out a library, a café or even an A&E department just to stay warm?
I do not believe that anybody in this House wants to see that, but wanting to end fuel poverty is simply not enough; rather, we must be willing to deploy the resources available to us to bring an end to what remains an avoidable indignity for millions.
I cannot thank the hon. Gentleman who has just spoken by mentioning his constituency because that would use up all of my time.
There are two things that I think are important for the people of Willenhall and Bloxwich who may be suffering from fuel poverty. The first is that, even if they have to insulate their lofts themselves, the cost of that for a three-bedroom property is approximately £300, and Which? estimates that the payback would be in two years. That is a saving of £225 per year on their fuel bills, so it is definitely worth the investment. The second is that people do not switch energy provider. To me, it is heartbreaking that 60% of people surveyed a year ago had not switched their energy provider. Doing so would afford them a great opportunity to save money. I would like to say to the people of my constituency, “Please get your loft insulated, and please make sure that you are getting the best deal from your energy provider”.
I would like to talk briefly about my time with the YMCA. When I started working at the YMCA, it had a 72-bed direct access hostel for people who had previously been rough sleepers. It was a revelation to go to that building, which was 60 years old. Originally, it served as a home for men who had come to work in Birmingham and needed somewhere to live. As I have said, it was then used to provide accommodation for former rough sleepers.
The YMCA did not have much cash, so when I got there it still had the original Robin Hood Beeston boiler. The boiler was over 50 years old; it had originally started life as a coal-powered boiler before being converted to run on oil and subsequently on gas. It was probably the most inefficient heating system in the UK, heating a 72-bed hostel, with very poor control—absolutely crazy. I would frequently get there during the summer to find the heating on and the building so hot that the windows were open, because it did not have a sophisticated system.
However, along came Homes England with a grant of £2.6 million. The YMCA was able to raise £700,000 itself and has now introduced a much more efficient heating system. The building has been completely clad to improve the U-values and has had new windows fitted. As a result, the cost of heating the building has dropped dramatically, and when we are talking about people with very low funds contributing through a service charge to heat the building, that is an essential improvement. That is what this Government have done to help.

Commons ChamberThe real answer to the hon. Gentleman’s question is that we really do need devolved government enabled to distribute this money with the specific targeting that he refers to. Generally speaking, our policy is very much to support the supply chain. Obviously, manufacturing is very much part of that because it is where the high-quality, skilled jobs that are part of our industrial strategy come from. I will absolutely make sure that that is the case. I will do my best, in my dealings not just with Bombardier but with many of the other companies involved, to reflect the admirable sentiments that he has expressed.
I understand that the aerospace industry supports over 200,000 jobs across the whole UK. What more can the Government do to help us increase our share of the global market?
As I said, the aerospace growth partnership that I jointly chair is responsible for precisely what my hon. Friend asks for—the development of the industry in a high-tech manner using the skills in research and development that we have. We are very supportive of the industry, because apart from the high-level employment, the exports are very significant. As I say, out of £42 billion in turnover, the industry has £38 billion of exports, so it is absolutely critical to us.

Commons ChamberIt is always a great pleasure to listen to the mellifluous tones of the Minister, who I know from personal experience to be an extremely agreeable fellow, but I gently point out to the House that the statement has now run for half an hour and we have heard from only five Back Benchers. Perhaps there is scope for an improvement in productivity, to be brilliantly exemplified, I feel sure, by Mr Eddie Hughes.
I am approaching my 50th birthday in October and I am concerned by the undertones suggesting that that is in any way old.
I am a member of the Chartered Institute of Building and a fan of innovative technology such as blockchain. What can these new technologies do to improve productivity in the construction sector deal?
We often hear from the hon. Gentleman about this blockchain business. I feel I ought to educate myself on the matter.

Commons ChamberMy hon. Friend made some pertinent points and I will talk about skills shortly, and the extreme worry that many of our business leaders across the country have voiced about both Brexit and the quality and adequacy of the supply we have currently in the UK.
Returning to the problems that are a barometer of the issues in our economy, will the Minister update us in his summing up on the Government’s rabbit-in-the-headlights approach to the risks currently faced by our steel industry as a result of recent discussions and the global crisis of overcapacity and dumping? This Government have been in power for eight years—the best part of a decade—and they must own these problems if they are to make any progress; they must own the fact that they have not solved the five problems I outlined earlier, and that instead they have festered.
The Secretary of State and I are in clear agreement on the need for an effective industrial strategy. I applauded the Government for adopting to some extent Labour’s mission-orientated policy approach and the Secretary of State outlined the challenges again today, but I am afraid that this is where the consensus ends. As I set out late last year, the detail and investment proposed in the industrial strategy White Paper simply did not match the surrounding rhetoric and fell far short of what was needed truly to boost our economy. Indeed, a Government source was recently quoted as saying:
“It’s all perfectly worthy, who could oppose any of it? But there is no money, and even if there was, no one has a decent idea of what to do with it.”
So for the benefit of the House let us look briefly at a few key snippets again.
The Secretary of State touched on innovation. Raising total R&D investment to 2.4% of GDP by 2027 is certainly better than where we were, but the UK has been below the OECD average of 2.4% of GDP for years, and we are way behind world leaders who spend over 3% such as Japan, South Korea, Finland and Sweden. Why are we simply aiming for average? It must also be noted that the R&D investment of many of our regions and nations is also well below average. Over half of all research funding goes to the south-east, for example.
I just cannot contain my anger: settle for average? We have some of the best universities on the planet in this country and investment by this Government in some of the most world-leading, cutting-edge technology. I visited Birmingham university and saw its work on quantum computing; it is absolutely world-leading. We are not average at all, and it is so dismissive of this country to say we would settle for average; we are excellent.
Order. The hon. Gentleman is not making a speech either, but I think the hon. Member for Salford and Eccles (Rebecca Long Bailey) has got his point.

It is a privilege to serve under your chairmanship, Mr Walker. I am delighted that the hon. Member for Clwyd South (Susan Elan Jones) has brought this debate to us today. I feel that I am speaking as an advocate on behalf of the approximately 8.5 million dogs in the United Kingdom and—not to forget them—the 8 million cats. I understand that there is some contention between the two with regard to their ability to hear. In preparing for the debate, I understood that the dog has 18 muscles in its ear, whereas the cat has 30, so I think the cat wins, in terms of its ability to hear. We should give consideration to that when setting the legislation.
I imagine that last night, Mr Walker, you were lying in bed, soundly asleep—deep in slumber. Imagine that you were disturbed from that sleep by a noise somewhere in your house. You are awake, your heartbeat is slightly elevated and you start to breathe slightly more quietly because you are troubled by that noise. Now imagine you suddenly hear a glass smashing in the kitchen. All of a sudden you become disoriented. You feel slightly panicked. Has somebody broken into your house? You are very concerned. Now imagine, on top of that, you suddenly smell a gas that you are not familiar with. Imagine the sort of state you would be in at that point. I imagine you would be very anxious. That is what we put our cats and dogs through every time they are subjected to fireworks, because they do not have the benefit of knowing, when the firework displays suddenly appear in the Asda and other shops, that they are likely soon to hear many more loud bangs. They do not have any warning, or understanding, of Diwali or new year’s eve, so it comes as a complete surprise to Fido when he is enjoying his bone of an evening and all of a sudden there are crashes and bangs all over the place.
At what sort of level is the noise? The figure of 120 dB has been mentioned. I do not know, Mr Walker, if you know what 120 dB is, but it is approximately the noise level of a chainsaw. You might say, “Hang on a sec, a chainsaw would annoy me, if it went on for a few minutes, but I would probably be okay with intermittent bursts of chainsaw”, and you may well be, but you do not have the hearing of a dog or a cat, which is four times as perceptive as that of a human. They feel the noise with greater force than we do. Imagine there are fireworks in the distance. They are not too troubling for us, but obviously a dog or cat, with its enhanced hearing, will be troubled by firework noise from further afield. As a nation of animal lovers, it is imperative that we consider the hearing not just of the humans inhabiting this great island, but of our dear beloved pets.
I met a Chihuahua called Flo because, in the run-up to bonfire night, I wanted to put a leaflet through doors in my constituency to alert people to be considerate to pet owners. I am advocating on behalf of not just millions of dogs, but specifically Flo, who must weigh about 2 lb, bless her. She is paralysed with fear every new year’s eve and bonfire night, and millions of her fellow dogs and cats across the country feel the same.
I do not ask for a change in the law, but I suggest that the millions of pounds that we hear are made from the sale of fireworks could be targeted, through social media or other appropriate media—I understand, for example, that on Facebook, pet owners can be specifically targeted—to ensure that people are aware of the things they can do to placate and prepare their animals for the onslaught of bonfire night, or bonfire fortnight and the weeks it goes on for, and to educate the general public to be slightly more considerate not just of their neighbours, but of pets as well.
