Commons ChamberLet me assure my hon. Friend that relationships with the Treasury have improved dramatically at a working level. My right hon. Friend the Chief Secretary and I have complete transparency on these matters and have worked together very closely to achieve this outcome. The Government are fully committed to the replacement of the Trident nuclear deterrent.
I welcome the Defence Secretary’s decision to require an estimate of 10 years’ worth of support costs before a project is committed. It makes little sense, after all, to go to a cheaper supplier of respirators, for example, only to pay more each year in servicing them. Will that open the door to a more innovative approach from suppliers, so that we might increasingly be procuring not just kit but in-service capability?
I am glad to tell my hon. Friend that that is already happening. We are increasingly entering into availability contracts where the whole-life costs of the project are taken into account and capability is delivered in the most efficient way.

Commons ChamberI have to say to the hon. Lady that such matters of debate are largely for the Backbench Business Committee to determine. No one would relish more than me an opportunity to explain the defence White Paper and the gross misrepresentation that she has just given. I would welcome such a debate, and I hope that it happens.
The Minister solicits ideas on this front. The Ministry of Defence necessarily requires strict security credentials from its business contractors, but that sponsorship can act as a barrier to competition. Will the Minister consider giving new businesses wishing to seek contracts with his Department the opportunity to apply in advance for security clearance for their personnel entirely at their own cost to level that playing field?
Actually, I think there is a widely shared misunderstanding in the SME community of the issues that it faces. I refer my hon. Friend to the box on page 61 of the White Paper, which explains in detail the security requirements and how the obstacles that I accept some small and medium enterprises think they have experienced can, in practice, be dealt with.

Commons ChamberI hope to be able to do that in the very near future. I hope my hon. Friend will understand that we are now entering a very sensitive period in the negotiations with the company involved, and I would not want to do or say anything that might diminish the MOD’s negotiating hand. However, I will make that information available to her and the House as soon as possible.
I thank the Secretary of State for his decision on Lyneham, which will be welcomed in Chippenham and right across the north of Wiltshire. Does he still envisage any land disposals from the base there as part of its transition to the new role?

Commons ChamberThe recent joint report by the Committees on Arms Export Controls recommended that the Government publish a full statement on how they apply criterion 8 relating to sustainable economic development when making decisions about arms export licences. Will the Minister give his commitment that the Department will follow and adopt that recommendation?
I must make it clear that the responsibility for defence export licences lies with the Department for Business, Innovation and Skills, which consults the Foreign Office on specific criteria and the Ministry of Defence on other criteria. I assure my hon. Friend that, in so far as is relevant to the issues on which we are asked to advise, the Ministry of Defence agrees entirely with the points that he makes, but such matters are pre-eminently for the Department for Business, Innovation and Skills.

Commons ChamberThe coalition agreement made it very clear that the Liberal Democrats within the coalition would be free to advocate alternatives to the replacement programme. The overall Government policy remains the replacement of the Trident programme however, and, as I said earlier today, the best solution for the United Kingdom is a submarine-based, continuously-at-sea, minimum-credible nuclear deterrent that protects the UK while contributing to overall reductions in international nuclear arsenals.
It is a sorry state of affairs when calls for a no-fly zone from the interim national Libyan council are endorsed by the Arab League but the European Union fails to back them. What is the Secretary of State’s assessment of the security risk of inaction, should the international community fail to take responsibility to protect the Libyan people from Gaddafi?
My hon. Friend makes a useful point. The Government’s aim is very clear: we want to see the isolation of, and a diminution in the size and effectiveness of, the regime in Libya, which we believe has lost legitimacy. The aim is for the international community to speak with a single voice, and the more we are united, the more we send a signal to Colonel Gaddafi that the game is up and he has no friends and no future in Libya or beyond.

Commons ChamberThe United Kingdom is the second largest exporter of defence equipment in the world. This is a fantastic opportunity that builds on the very strength of Britain’s defence industry, which is the second most successful in the world. It is that on which we are capitalising, it is that which we are determined to support overseas, and it is that which, I am pleased to say, commands respect overseas. Let us not knock it; let us support it.
At a time of necessary cuts in Government, some of my constituents would like to see the UKTI Defence and Security Organisation closed. What assurances are the Government given by our allies who receive defence exports that they will not use them to harm or, indeed, to intimidate their own people?
I am very sorry that the hon. Gentleman wants to see UKTI DSO closed. I can see a few Opposition Members whose faces reveal that they view that prospect with great alarm, as indeed do all my hon. Friends—as well as, I see, the shadow Secretary of State, the right hon. Member for East Renfrewshire (Mr Murphy). UKTI DSO is doing a fantastic job, but that job is not done in isolation; it is done in accordance with long-established law, under which we ensure to the best of our ability that we do not export irresponsibly.
I repeat to the hon. Gentleman, who clearly failed to understand the purport of my original message, that defence exports are not there simply to generate income. They are there to strengthen alliances with existing allies, and to promote alliances with new, important allies, in a very volatile world.

I congratulate my neighbour, the hon. Member for North Wiltshire (Mr Gray), on securing the debate and, in particular, on the dexterity and skill that went into securing a 90-minute one, which affords many more of us the opportunity to participate. I rise primarily to demonstrate the shared interests of my constituents and his.
Despite Wiltshire being a rural county, it has great affection for Lyneham and the RAF there. As we have heard, ordinary Wiltshire people, far beyond the confines of Wootton Bassett, share in the honourable act of respect for our fallen, and I have on occasion bumped into Chippenham residents after a repatriation there. Even before I was elected to Parliament, I was privileged to have the opportunity to visit RAF Lyneham as part of the excellent Supporting Britain’s Reservists and Employers programme—SaBRE—where we saw a well maintained, busy base, which clearly had a number of people who lived further afield than the base participating in the effort. That is an important consideration in our approach to the future for Lyneham.
My honourable neighbour has made a comprehensive case for the military benefits of the Army coming to Lyneham, and I recognise that that must be the primary basis for any decisions, but it is important that I take the opportunity to set out some more of the economic consequences of the current situation. We have heard that the estimated contribution to the economy of the MOD’s involvement at RAF Lyneham is some £90 million a year, and my constituents voluntarily raise the topic of that economic impact with me. The impact is felt over a wide area, and is reflected in the wide array of partners that have come together under his chairmanship of the Lyneham taskforce, as it has sought to put together a vision for Lyneham. Members of the taskforce include the South West regional development agency, Wiltshire council, Westlea—our local social landlord—and, importantly I would argue, the Wessex association of chambers of commerce, which, among representatives of business groups has a very acute understanding of the concerns of businesses in the area, and is an association of which I was a member until May last year.
I am pleased to report a conversation with the chairman of Chippenham chamber of commerce, who is very keen for the Army to come to Lyneham. The chamber is very concerned about the widespread and, from the point of view of ordinary members, hard to quantify consequences of leaving Lyneham empty. I suppose that we must consider that we might be unsuccessful in our calls today, for it will not be easy for either Wiltshire or the Ministry of Defence, to achieve alternative futures for Lyneham, which the taskforce has carefully considered. Nevertheless, it is important that the Minister is aware that there is an easy alternative.
With level heads, the members of the taskforce have considered the future aviation use of the airfield and have concluded that a commercial airport development at RAF Lyneham would be wholly inappropriate. I echo the views expressed earlier in the debate of the importance of a timely decision. Too many communities in other parts of the country have seen areas blighted because unused defence assets have been hung on to, which ultimately leads to a very expensive regeneration effort. It is certainly the view of people in Wiltshire that we need a clear future for Lyneham before very long.
Without wishing to stray too far from the subject, there are lengthy debates about housing development in Wiltshire, and it is important to recognise that there are no easy get-outs to be had from taking such advantage of the land in Lyneham. Surely it is essential that any future development in Wiltshire involves sustainable communities. It would be a travesty if we built housing developments that did not provide jobs for the people living in our communities. Considering the large population expansions that even Wiltshire council still seems to desire in places such as Chippenham, we cannot afford to remove many jobs, which would create a great imbalance in the local economy.
Importantly, although the site is large, not all of it is suitable for development. We must consider the potential agricultural returns on the site, if it were not successfully reused by the Ministry of Defence. I urge the Department not to see the land as an asset to be sweated or a cash cow presenting financial benefit, or to use that as a reason not to support the exceptionally well-developed case made by all the partners under the leadership of my neighbour the hon. Member for North Wiltshire. I invite the Minister to consider in particular our anxiety for a swift decision about the future of Lyneham and the community’s immense appetite for its continued association with the Ministry of Defence. It is an opportunity for us, as a community, to show our hospitality to the Army.

My departmental responsibilities are to ensure that our country is properly defended now and in the future, that our service personnel have the right equipment and training to allow them to succeed in their military tasks, and that we honour the military covenant.
What measures will the Minister be taking to improve the timeliness and reliability of the service voting scheme ahead of next year’s elections and referendum?
It would have been highly desirable to make the changes that we envisage ahead of the elections next May. It is unlikely that we will be able to do so in that time frame, but it is clear that change is needed. It is primarily a matter for the Ministry of Justice, but we have had a number of ministerial discussions between the two Departments to try to clarify those plans and to ensure that we have a legislative slot to enable us to implement them as quickly as possible.

Commons ChamberI shall point out our commitment to the submarine programme and to the aircraft carrier programme, and explain how we intend to ensure that across the range of capabilities the United Kingdom is a sound and secure NATO partner. The purpose of the meeting in Norway is to ensure that we deepen our bilateral relationship with Norway, that we create a NATO entity that Finland and Sweden feel a little more comfortable with, that we give further security to article 5 in the Baltic states by being a nuclear power as part of that grouping, and that as a NATO grouping we are better able to deal with regional disputes with Russia.
The Secretary of State acknowledges that civilian redundancies might impact on personnel in Corsham in my constituency. Given their deep expertise in defence communications technology, will he consider opportunities for their redeployment as part of the Government’s programme for cyber-security?
We are indeed looking at all opportunities to improve our arrangements for cyber-security. We have for the first time created a cross-departmental cyber-budget, for example. We will be looking inside the Ministry of Defence to see how we can better prepare ourselves not for the threats of the future but for the threats that we already face, given the level of cyber-attacks already occurring in this country and in those of our allies.
