The United Kingdom Government have introduced a single, flexible immigration system that works in the interest of the whole United Kingdom. A separate visa system would create an economic migration border between Scotland and the rest of the UK, which would be harmful for employers and far less attractive for workers.

Last week, the CBI conference raised the serious issue of a lack of people to do vital jobs that we need filling, especially in hospitality and food production. Both the Fraser of Allander Institute and the highlands MSP Kate Forbes have suggested localised worker visa solutions to boost the economy. Why is the Secretary of State not listening to those smart voices, and why is he not acting in the best interests of the Scottish economy?

Because we have a specific Scottish occupation list for shortages, which gives us flexibility. The salary rate is set at £20,960. We believe that the best way is for stakeholder bodies to make representations to the Home Office to add to the shortage occupation list.

Absolutely not. At the Budget, the Chancellor announced £20 billion of funding to store as much carbon and create as many jobs as possible through track 1 and beyond—unprecedented investment in the development of carbon capture, usage and storage. The Government have also announced around £2 billion in investment for CCUS, hydrogen and industrial decarbonisation technologies. We have already confirmed that the Acorn project in the north-east of Scotland seems to meet the track 2 criteria, and we look forward to working with the project to ensure that we get some good news as soon as possible.

As the UK Government in Scotland, we have an important role in promoting Scotland internationally. The Scotland Office, the Foreign, Commonwealth and Development Office, the Department for Business and Trade, and Scottish Development International work together to identify opportunities for trade and investment—a recent example being the Tartan Week celebrations held in New York.

With the UK Government out to diminish the Scottish whisky industry through higher taxation and our food sector through post-Brexit red tape and border problems, does the Secretary of State enthusiastically welcome the Scottish Government’s focusing more time and energy on promoting global Scotland and Scottish exports?

Yes, of course I do, and I also welcome the Scottish Government’s deciding not to ban advertising, for instance, for whisky producers. It is simply the case that the UK Government work with the Scottish Government in promoting Scotland overseas, but what we do not like is when the Scottish Government—I know this is what the hon. Gentleman was getting at—stray into reserved areas such as constitutional and foreign policy on those visits.

My hon. Friend is a great advocate for the fishing industry, and I agree with everything he says. We have a stronger voice. We have increased our tonnage by 30,000 tonnes, and we will continue to increase it. Everything he does to support that industry is laudable.

This Government seem hellbent on destroying the Scottish seafood sector. Some £60 million has been spent on additional Brexit paperwork alone, while export delays and exclusions undermine our export potential. What has happened to the Brexit sea of opportunity that was promised, and does the Minister accept the assessment of the Scottish White Fish Producers Association that Brexit has

“failed to deliver any benefits”

of a coastal state?

I do not accept that assessment. Certain sectors of the fishing industry have made much progress and seen many benefits. On the processing sector, we are looking at what the shortage occupation list could do to help the sector and at further investment in the north-east. I am confident that there is a sea of opportunity, which we will see over the five-year period, and that, at the end of those five years, the fishing sector will not be jumping up and down saying, “Let’s get back into the common fisheries policy.”

As of 10 am today, we no longer have a Union of equals. This Union has ceased to be; it is bereft of life; it is a dead Union. When will the UK Government respect the people of Scotland and their right to choose? Now is not the time to deny them.

I was pleased to reply to a debate that the hon. Gentleman and other colleagues spoke in a couple of weeks ago on exploring the potential for restoring the Rosyth to Zeebrugge link, which, for commercial reasons, ceased operating a few years ago. There are lots of potentials for reopening that. It is primarily a matter for the Scottish Government, but I am happy to work with him and his colleagues to explore all these opportunities.

I beg to move,

That this House has considered direct ferry links between Scotland and mainland Europe.

It is a pleasure to serve under your chairmanship, Mr Davies.

Connectivity is critical, if not king, in the 21st century. As coronavirus has shown, telecommunications are vital, allowing for home working and for businesses to operate, even during lockdowns. Zoom and Teams have come to the fore, even in this House, and have proven essential for many, but other, more established, physical methods of connectivity are equally vital.

Road, rail and air have shown how essential they are in a globalised world, and have been supported by Governments both sides of the border, even before coronavirus struck. Yet there is one major aspect of connectivity where Scotland has been left high and dry: direct ferry links to mainland Europe. It is not just a long-standing issue, but a long-standing omission. It was a major gap even before the impacts of coronavirus and Brexit, which have simply compounded the existing need.

Road freight has been hit hard, through driver absence and customs nightmares, let alone additional bureaucracy. Trade, which could have gone swiftly and with ease from a safe Scottish harbour, has been struggling to access routes south and, even then, facing delays and backlogs at English ports. The spectre of arterial routes becoming truck parks as lorries backed up and loads rotted in the back would be laughable if it were not so tragic.

At the same time, the cost of fuel has rocketed. Not only have there been challenges with fuel shortages, but profitability has reduced through having to trunk our goods to ports a considerable distance south, whether to the Tyne or Humber—or even far beyond to the channel ports. The former are a considerable distance, but the latter, especially for seafood or other perishable items, already meant an absurd journey, and it is one that has been made so much worse through additional delays and impediments.

There is yet another compelling reason for investing in maritime links, beyond the connectivity they provide. Despite COP26 taking place in Glasgow, little thought has been given to improving maritime links because of their environmental benefit. There are issues with maritime fuel, and action to address that—whether through reducing the pollution from marine diesel or exploring alternative fuels, such as batteries—is essential. However, it is still better for our environment to load freight aboard one ship than to have dozens, if not hundreds, of lorries struggling down congested roads.

These risks were known to be looming on the horizon, as were the opportunities that would be beneficial economically, socially and environmentally. It is not as if many of these events were not foreseeable, even for those who only foresaw sunny uplands for Brexit. Customs delays were always going to kick in and other nations, such as Ireland, prepared, but shamefully that was not done in Scotland, by either the Scottish or UK Governments. As a result, many businesses have paid a heavy price.

It is not as if Scotland lacks access to the seas or is devoid of ports. The nation has the facilities and, historically, the links. Scotland was always linked by sea routes to Europe, which continued even when the major trade moved to the west coast and the Atlantic. Pantiles, on the roofs of many homes in my East Lothian constituency, testify to links with the low countries. Along the shores of the Forth and the port of Leith, where I was born, street names are equally redolent: Baltic, Cadiz and Hamburg, although that name was changed to Hamburgh in the first world war.

More recently, the superfast service that sailed from Rosyth to Zeebrugge was enjoyed by many, benefiting both trade and tourism. That port and the facilities constructed for the ro-ro services still exist. Despite the valiant efforts of the hon. Member for Dunfermline and West Fife (Douglas Chapman), it currently serves as a safe harbour for berthed covid cruise ships with the ro-ro infrastructure moribund, rather than providing a major link for Scottish trade and tourism. There are other options, including in existing harbours and in the potential for a new port at Cockenzie in my own constituency.

The historic links and the infrastructure remain, so why has there been no progress in launching routes over past years when they would have been welcomed, or now, when they are essential? It is not as if the maritime sector globally, let alone in Europe, has been idle. Other nations have acted, and so must Scotland. Ireland, seeing the problems that Brexit would bring, prepared and added significantly to the services already operating.

The hon. Member mentioned exports and trade. Is it not time that we had a substantial maritime support policy from the UK Government to support trade post Brexit, as he outlined is the case in Ireland? The low countries, which he also mentioned, have a direct support package to increase trade post Brexit.

I think that is something that should be done by the UK Government, but, as I will go on to say, transport—certainly maritime transport—is largely devolved, which is why my demands are not simply to the UK Government, but to the Scottish Government.

As I was saying, despite distance and sail times being longer, Ireland ensured alternatives to the land bridge that was the previous favoured route for many. That meant sailing to a port in Scotland, Wales or England and then journeying on via the UK motorway network to the channel ports. Not for them a Boris bridge or any other delusional nonsense. Instead, Ireland arranged to sail direct to Europe. Direct freight routes were expanded and passenger services increased, thus avoiding customs backlogs, reducing road journeys, avoiding the difficulties of driver absences through illness or self-isolation, and making environmental gains.

In Ireland, three main operators now offer passenger services. Brittany Ferries, Irish Ferries and Stena Line offer services, with some sailing up to five times a week from Cork, Dublin and Rosslare, heading to Roscoff, Bilbao and Cherbourg, ensuring access to their principal markets and allowing for inbound as well as outbound tourism. Those are not the only routes available across the Irish sea to access Europe. Other services provide for freight only, whether for vehicles with haulage or unaccompanied freight. Since Brexit, services and routes have increased, allowing further options and avoiding the problems that have arisen, especially at the channel ports.

Scotland and Ireland have similar sized populations, and both are dependent on trade and tourism. For both countries, Europe is a big and major market. In several instances, Ireland is a direct competitor, yet Irish maritime links are growing almost exponentially, and Scotland remains tied up in port with increasing paperwork. It is not only Ireland that has been acting to increase maritime links. Countries across Europe have been taking action to address the challenges that they faced—even if not the Brexit-imposed customs debacle—allowing for new opportunities for trade and tourism.

Many have accessed funding from the EU, but all have been financially assisted by government to develop. A tender has been issued to re-establish a ferry link between Greece and Cyprus. Support funding of €5.5 million is being provided for a three-year service, with the possibility of an extension beyond. Other nations have acted similarly. Stockholm in Sweden to Rostock in Germany is to begin this spring. Yes, it is having a state subsidy, but it is saving on CO2 and other costs—and it is not just in the Baltic, but in the North sea, as a Norway to Netherlands service is to commence in April.

So why are we devoid of action in Scotland? Transport is largely devolved, and therefore much of the failure to date and, indeed, the action that needs to be taken rests with the Scottish Government. They have failed to show any sign of urgency, let alone any sign of ambition for the country. Instead, they have remained thirled to a free market dogma that might be expected of London, but which could and should be rejected by an Administration with Scotland’s interests at heart. Although a four-nations approach may have merit in aspects of health policy, with ferries it leaves Scotland isolated, sucking everything into the ports in England and leaving Scotland marooned.

I am very happy to respond to that. If the hon. Gentleman reads the Union connectivity review—it is a mark of considerable regret that the Scottish Government, out of pure dogma, refused to engage in the review—a central recommendation was to improve the A75 from Cairnryan to the main motorway network, which is one of the key impediments to freight and other traffic moving between the UK and Northern Ireland. So yes, we are aware of that, and we are taking steps to improve it.

To complete my point on HS2, another recommendation of the connectivity review was to improve connectivity between the HS2 line and the west coast main line, and to upgrade the west coast main line to achieve journey times from Glasgow and Edinburgh to London that mean it will be much more advantageous to travel by rail than by air, improving the environment.

The Minister seems to be getting sidetracked by rail. It is important to stick to the maritime issues. We have seen massive investment, as part of the levelling-up agenda that his Government support, in Tilbury, Teesside and, as my hon. Friend the Member for East Lothian (Kenny MacAskill) mentioned, the channel ports, so why are we not getting the same level of investment in maritime in Scotland? Brexit has had a huge impact on Scottish exports. We need to remedy that, and it is up to the Minister to bring forward proposals that will support Scottish exports as we move forward.

Indeed. The Union connectivity review is across all modes of transport. I do not think only one single intervention is important. I am always happy to meet the hon. Gentleman and his colleagues. I know the hon. Member for Dunfermline and West Fife has been to see the Secretary of State for Scotland to discuss the specifics of the Rosyth-Zeebrugge route.

Let me make some progress on this. I understand that the proposed ferry link would replace a service that was previously run by DFDS Seaways from Rosyth to Zeebrugge. That started as a combined passenger and freight service in 2002 but was changed to freight-only in 2010 due to insufficient demand. Even after cost-saving measures were taken by the operator, including changing to freight-only and double-stacking the containers, the route continued to make losses, and a fire on board sealed the fate of the service in 2018. I understand the opportunities such a direct ferry link could present, encouraging passengers to use fewer short-haul flights and diversifying the connectivity.

Leaving aside all the other arguments about Brexit—I am sure we could have a fascinating debate about that—it is surely a truism that it is better to have more diversity in transport links, so that if one is constrained for whatever reason, such as industrial action on the continent or whatever, there are alternatives. Indeed, there are services from Zeebrugge to the UK—I think there is a daily service at least from Zeebrugge to Hull. What I cannot do is commit today to one specific route—that has to be a commercial matter. But the infrastructure required is there at both ends so there would be no need for additional infrastructure at Zeebrugge or Rosyth.

The one bit of additional resource that would be required, which is not impossible and I understand discussions have already happened, is to have Border Force manpower at Rosyth to deal with passengers and freight coming in. Those discussions can happen and that could be put in place, but the request must come from the operators who wish to establish such a service.

Let me put this discussion into the broader context of changing international shipping patterns, particularly freight. The hon. Member for East Lothian may not know that I spent seven years serving on the Transport Committee, so this is a subject I have given some consideration to. Looking at the scale and patterns of international shipping, particularly from the far east to Europe, the vessels are becoming larger and larger. Whereas in the past they would come from the far east and serve various European ports and then return, now they tend to come to one port, such as Felixstowe or Rotterdam.

I think there is a case to have a regional ferry port serving a major international port such as Zeebrugge or Antwerp. That is where the links are made: containers and lorryloads of goods are moved to those larger ports to be distributed from there. For the life of me I cannot understand why the receiving port in this case—Zeebrugge—has access to a Brexit resilience fund, while we in Scotland do not have a similar fund to go to. It seems logical that, if we are making a huge change, through Brexit, to our trading patterns, the UK Government should put something in place to help us deal with that.

The hon. Gentleman actually finished my point for me. By having that one stop in Europe, there have to be additional feeder services. Felixstowe and Port of London are massively expanding their operations—a lot of the ferries are going though. These are commercial matters. It is not for a Government to say, “We want this route rather than that route.” Through the connectivity review, we are looking at transport connectivity in the round.

I am conscious of time, but I want to mention the environmental aspect. We have the Maritime 2050 strategy; the industry is making considerable advances to decarbonise its operations. That is a UK Government-funded scheme, to help that transition and realise some of the ambitions from COP26 in Glasgow. I understand the tourism point, too. As international travel hopefully returns to normal levels in the near future, that could be an attractive destination and boost the visitor economy in Scotland and throughout the UK.

As the hon. Member for East Lothian said, it is primarily a matter for the Scottish Government if they wish to develop this specific route. My understanding is that the Scottish Government have said it needs to be on a commercial basis, but there is no objection from the UK Government to that sort of route being reinstated. I am more than happy to have discussions with the hon. Gentleman and his colleagues to see what the way forward is. The specifics that we are responsible for, such as Border Force, are not necessarily an impediment. Clearly, there are lead times for recruitment and the other requirements for installing that service, but that is not a block on the project being taken forward.

I wish the hon. Gentleman and his colleagues well in pursuing that ambition, which would be to the benefit of Scotland and the whole of the UK. I am very happy to meet him offline to discuss it further.

I remind the hon. Gentleman that this is the United Kingdom. We had an independence referendum. He and I are part of the United Kingdom. I want to protect the Union; he wants separation from it.

Jim Sillars also said:

“I cannot remember one hostile speech that could be construed as an outright attempt to trash Scotland’s constitutional position.”

That is interesting, given that he is from the SNP. So this is not an attack on devolution and it is not a power grab.

What I really wanted to come on to is that language such as “Martini strategy” and “hit and run” radicalises those supporters to ignite the democratic process, undermines the rule of law and weakens Holyrood’s role. Frankly, it can endanger politicians, as my hon. Friend the Member for Stirling (Stephen Kerr) mentioned earlier.

On the hon. Gentleman’s comment about undermining democracy, the point has been made many times in this House that the parties in the Scottish Parliament have voted time and again to ensure that our powers were retained. Four out of five parties supported that, voting no to a power grab. What part of no does the hon. Gentleman not understand?

In the 2014 independence referendum, Scotland clearly said no. My predecessor, Alex Salmond, said that the referendum was a “once in a generation” event, and here we are. Which part of no do we not understand? I think that the problem clearly lies with the SNP.

Are we defending the integrity of the UK and protecting the devolution settlement? Yes we are, because the Scots want their two Governments to work together. Using guerrilla tactics to undermine this place, the democratic norms and the very basis of our liberal democracy, is deeply disappointing. Taking the advice of my predecessor in Gordon, Alex Salmond, this may rally the SNP hardcore, but it will alienate the law-abiding, taxpaying Scots who play by the rules. We are here as democrats. We should not let our constituents down.

No, I am for a first referendum on the actual deal, which is a very different thing.

The constitutional debate in Scotland is all we have heard since 2011. We have heard about the division in families and the ended friendships. It has dominated a political period in which we would be far better off addressing the problems that beset Scottish education, health provision and general infrastructure. Do not take my word for it: there is clear evidence in the figures before us. We have heard about the plebiscites and the polls over the past few years, which consistently put no to a second referendum well ahead.

The hon. Lady has talked exclusively and quite widely about the mandate. Will she accept that the mandate that was given not only to the SNP in the 2016 election but within the Scottish Parliament is a mandate of real value for taking forward an independence referendum, or can we just drop the “Democrats” part from her party’s title?

If we look at what happened in 2016, we see that fewer people voted for the SNP, and fewer people voted for the SNP this year. The clear mandate is that people are getting bored listening to the SNP talking about a second referendum, so enough! We have heard all the figures. There is now no reason, no will and, many people would argue, no need for a second referendum.

Since the Smith commission and the latest tranche of powers—remarkably, that seems to slip the mind of the SNP at any given opportunity when it tells us about the rosy picture that it is creating in Scotland and ignores the shortage of teachers, the lack of GPs and the closing of GP practices—the Scottish Parliament now has both power and responsibility. The Scottish Government run the health and education systems, justice and social care, and have responsibility for agriculture, fisheries, environment and more. They can raise taxes and, since September of last year, can introduce their own welfare benefits or vary the UK system to the specific needs of Scotland. To those of us campaigning on state pension inequality, it is very frustrating to hear the SNP argue against it at Westminster but do nothing to help at Holyrood.

I can hear SNP colleagues saying, “Oh yes, but we are being dragged out of the EU.” Believe me: I regret that as much as any of them, but I regret it for all of the UK. I regret it for my neighbours in England as much as I do for my friends in Scotland, and I find it both frustrating and self-contradicting that although the SNP is happy to be part of the European single market, it rejects outright the idea of a single UK economic and political unit to maintain, as much as possible, our economic strength post Brexit.

What is the alternative? There is none. Every possibility has been either exhausted or rejected by the many people who did, in the immediate aftermath of the disastrous Brexit result, wonder whether there might possibly be some way for Scotland to stay in. I notice that even the Scottish Government’s initiative to find a way seems to have fallen off the radar.

In conclusion, I say: enough. Let us get back to trying to build a better country and focus on the problems that need solving and the people who need support. As a Liberal Democrat, I stand with the majority of the people in Scotland, who clearly voted for a Scotland that is at the heart of the UK, and a UK at the heart of Europe, and will continue to work for both of them, as my electorate made clear I should. It is time for a change. We want a country that is open, tolerant and united, and that is why more people are rejecting the petty griping of the SNP.

On the point about a third option. I believe that third option was actually put by the First Minister at the time and rejected by the Unionist parties.

It was rejected by David Cameron, who, as I think we can all agree, will probably go down as the worst—[Interruption.]. No, no, it was rejected by David Cameron who was the principal driver in the negotiations, so the Labour party was not in the room at that time because it was not in Government. David Cameron will go down as the worst Prime Minister in the constitutional history of this country in terms of the calls he has made in the last few years.

To conclude my remarks, our focus should be on how we come together to drive forward the improvement of the United Kingdom and deliver hope for people such as those in my consistency of Glasgow North East, who can see a real future for improving their lives in the context of a unified country.

It is a pleasure to follow the hon. Member for North Dorset (Simon Hoare). I cannot say that I agree with all his views, but we can discuss that on another occasion. Let me also congratulate the hon. Member for Workington (Sue Hayman) and my hon. Friend the Member for East Renfrewshire (Kirsten Oswald) on their maiden speeches, both of which were thoughtful and gracious. I am sure that the House appreciated them as much as I did.

Thank you, Mr Speaker, for allowing me to take part in this debate on the future governance of Scotland and the granting of further powers to it. It is unlikely that there will be such an important Bill for SNP Members to consider during this first Session of the new Parliament, and we approach it with great vigour and passion. We want to bring home more powers to the people who have put us here: the people of Scotland, the one nation that we hold dear.

Before considering the proposals, may I say a few words about my constituency and echo some of the comments made by my hon. Friend the Member for Rutherglen and Hamilton West (Margaret Ferrier) about the staff of the House of Commons? Every Member on this side of the Chamber has been really amazed by the generous, friendly and warm welcome we have received from all the staff. I want to pay particular tribute to my buddy, Catherine, who helped me through the first few days of being in what is a very strange environment for many of us.

The Dunfermline and West Fife constituency is a real mix of rural, village and large town settlements. Coastal villages, such as Kincardine, Limekilns and Torryburn mix with the rolling hillside villages of Saline and Hill O’Beath. They sit alongside former coalmining villages of Oakley, Blairhall and High Valleyfield. We also have former royal burghs such as Culross, with its magnificent palace, and Inverkeithing, which has its own distinct rich history.

We have many claims to fame. How many hon. Members know that Dunfermline was once the ancient capital of Scotland? Our abbey is the resting place of King Robert the Bruce, an iconic figure in Scottish history who has served as an inspiration to generations of Scots who, like Bruce, sought to reaffirm Scotland’s place in the world as an independent nation.

Dunfermline is the birthplace of the industrialist, entrepreneur and, later in his life, great philanthropist, Andrew Carnegie. Carnegie made millions of dollars on the back of the railroads and iron and steel industries in America. He realised, perhaps belatedly, that the business of making money must also have a strong social conscience. The two go hand in hand. In today’s terms, Carnegie would have been a multibillionaire. He said

“that a man who dies thus rich, dies disgraced”.

His generosity and philanthropy travel far and wide. Who has not heard of his funding for the great Carnegie Hall? And I do mean the one in Dunfermline, although I believe there is also one in New York. Who is not aware that it was Carnegie’s generosity that brought books and learning to many communities through his support for Carnegie libraries across the world, and that he funded the magnificent Peace Palace in The Hague, where it still serves as a beacon to resolve conflict internationally?

Musically, the constituency has given us great talent over the years. For rock fans, Nazareth and Big Country are a part of our past. If there are any ageing punks in the Chamber tonight, we also have the band The Skids. I believe that my hon. Friend the Member for Perth and North Perthshire (Pete Wishart) may know something about these bands.

More up to date, the skills and talents of the area are being utilised at the likes of Oceaneering, a world-leading undersea technology company, and Rosyth dockyard, where the workforce are building both of our Navy’s aircraft carriers. In recent weeks, I have met the management and the trade unions. They are fiercely proud of the expertise they bring to delivering the carriers project. Like with most activity at Rosyth dockyard, the workforce are bringing in these huge complex projects on time and in budget. Perhaps with a vain hope, I am looking at the Government Front Bench. If UK Government decisions on military procurement were equally efficient and budget aware, perhaps we would be in a better position as regards the national finances.

Another high skill based project on time and under budget is the construction of the new Queensferry crossing, funded by the Scottish Government. On completion in 2016, we will have three generations of new bridges over the Forth. It is truly appropriate that in a few weeks’ time we are all hoping that the Forth rail bridge, an icon of Scottish engineering and the oldest of the three bridges, will gain UNESCO world heritage site status and put it up there with other world heritage sites. This recognition of the rail bridge will bring many new jobs to the west Fife economy as we improve the offer we can make to visitors and tourists to the area.

Government Members—I wish there were a few more here—will be made especially welcome in Dunfermline and West Fife, as we do not get to see many Conservatives in that part of the country. I assure Members, however, that irrespective of the Benches on which they sit, they will be made very welcome—and it says here, “Please bring your wallets”.

I would like to pay a warm tribute to the previous MP, Thomas Docherty, who served his constituents and pursued a wide range of issues here in the House. He served in Parliament from 2010 and rose to the position of shadow Deputy Leader of the House. I wish him well for the future. His main claim to fame was his appearance in the TV series “Inside the Commons” where Thomas was seen bedsharing—not at the same time, I might add —with the hon. Member for Wellingborough (Mr Bone) in order to secure more debating time. As a candidate at the time, I was worried that the level of exposure Thomas was getting on prime time television would damage my chances of being elected, but a 10,000 majority suggests my concerns were misplaced. It also reminded me of a valuable political lesson taught to me by my late father: never, never, never, get into bed with the Tories.

I also have a famous—some might say infamous—constituent: the former Chancellor and Prime Minister Gordon Brown, who promised much in the referendum campaign last year. By a slender majority, the no campaign won the day, but given the energy and interest in Scottish politics in recent months, the Bill offering new powers needs to be something special. Whatever measures are proposed, they should carry the support of the Scottish people. During the referendum, we had a huge and engaging campaign that brought to life the sometimes staid and distant world of politics. People felt part of a new, vigorous nation and thought that their views and ideas actually counted. The great challenge for the UK Government is to engage with the ordinary people of Scotland, who have fought so extraordinarily for more powers, and I urge them to consider our amendments as the Bill makes progress through Parliament. They are there for a purpose: to make Scotland stronger and more economically vibrant, to destroy child poverty once and for all and to make us a better nation that all the people of these islands can enjoy and benefit from.

We are in the 56th Parliament, and the SNP has returned 56 Members. I respectfully remind the Government that we are here to do business for our constituents and represent Scotland like it has never been represented before. I hope the Government will respect our mandate and the changing political landscape. The world as we know it has changed. It cannot be business as usual.
