Robust consumer protection is at the heart of the green deal, and will be enshrined in the Bill’s provisions. Further details will be spelt out in secondary legislation later this autumn.

I listened carefully to what the Minister said earlier about redress being open to individuals through, for example, the county court, but I am pleased to hear that he recognises the importance of good, strong consumer protection set out in regulations. I very much hope that the Government introduce that and provide robust protection for consumers.

The hon. Lady makes some very good points. I am pleased to say that although we will publish the details later in the year, before the Bill is in Committee, I shall place in the House of Commons Library a paper summarising our approach to regulation and send her a copy.

The vital ring-fenced support for the marine renewables deployment fund ends next week. With the green investment bank some way off, no news on the low-carbon innovation fund until the summer and nothing in the Budget, will the Minister clarify what backing the industry can expect, or does he prefer the jobs to go abroad?

Absolutely not. We have gripped this agenda, as the enthusiasm of the new marine programme energy board made clear when we met in Exeter. I can tell the hon. Lady that we will announce the allocation from the Department of Energy and Climate Change’s budget for supporting low-carbon technologies very shortly, and the results of the review of the renewables obligation that the Minister of State, my hon. Friend the Member for Wealden (Charles Hendry), brought forward will also be announced in due course.

The Warm Front scheme is expected to assist approximately 170,000 households in 2010-11. While we transition to the more ambitious green deal framework, DECC will fund a more targeted Warm Front scheme helping approximately 57,000 households in 2011-12 and a further 50,000 households in 2012-13.

Warm Front has helped more than 2,000 households in my constituency of Hull North, with energy efficiency measures that have reduced fuel bills and started to fight fuel poverty, but many more households still need help from Warm Front. What guarantee can the Minister give me and my constituents that the help, especially now that we have such severe winter weather, will be available over the next couple of years?

Over the next couple of years, we will be transitioning to the green deal. The fact of the matter is that Warm Front per se was not up to the scale of the challenge of renewing and refurbishing our homes in Britain. If we were to rely on Warm Front, at that rate of progress it would take 82 years to refurbish the 14 million homes we need to refurbish. We are going for a much more ambitious scheme—the green deal. It will be a real game changer and we shall introduce measures in legislation in the other place before Christmas.
