I beg to move,
That this House has considered UK relations with Taiwan.
It is a pleasure to serve under your chairmanship for the first time in Westminster Hall, Mr Paisley. I place on record my entry in the Register of Members’ Financial Interests: along with many colleagues, I took part in the all-party parliamentary group visit last month to Taiwan, where we were hosted by the Government and businesses from across Taiwan. That is one of the great values of all-party parliamentary groups; we can visit countries and states around the world, report back to Parliament and brief Ministers and members of the Government who, despite the extremely hard work that they undertake, cannot be everywhere all the time. It is a vital part of our parliamentary work.
To set the scene, Taiwan is the 22nd largest economy in the world, with a gross domestic product of close to $530 billion. It is a growing country with a population of 24 million, concentrated around the coast of a volcanic island, and its industry is growing dramatically. It is a vibrant democracy and an open society, with opportunities to share our values of freedom, democracy, the rule of law and human rights. The UK and Taiwan have many shared interests in maintaining peace and stability not only in Asia but in the Asia-Pacific region in general.
Taiwan is also, of course, well known around the world for its high-tech information and communications technology industry. Its target of increasing and strengthening five key industries—the Asian silicon valley, biomedicine, green energy, smart machinery and defence—means ample opportunities for free trade between us and Taiwan. I am one of those who believe that in the Brexit era, we have an opportunity to be internationalist and broaden our horizons in terms of the countries with which we trade and opportunities to set up new arrangements around the world. Taiwan is one country where we have a huge opportunity, because we have such a strong base to build on.
Taiwan has been a World Trade Organisation member since 2002. Who knows where we will be after March 2019, but I suspect that given our involvement with countries such as Taiwan, we will have an opportunity to forge closer links and possibly a free trade deal and further co-operation with Taiwan post-Brexit. As our economic relationship is central, further improvements have been made. More than 300 UK companies have business operations in Taiwan already. I ask not only the Foreign and Commonwealth Office but the Department for International Trade to encourage more UK companies to set up trading links with Taiwan.
At the last count, Taiwan was the UK’s 39th largest export market and 28th largest source of imports overall. We exported £1.8 billion in goods to Taiwan in 2015, but imported £3.5 billion, giving a trade deficit of £1.7 billion. We have had a trade deficit in each of the last 10 years. It is important, in the post-Brexit world, to look to improve the importance and levels of our exports. Our exports to Taiwan peaked as long ago as 2010, so there is a lot of potential to improve on the position.
To give a brief history of Taiwan and our trade involvement, in 1950 we ended unofficial relations with the Republic of China following the Chinese civil war and recognised the People’s Republic of China, but we maintained our relations in Taipei and continued to conduct trade-related activities. In September 1963, a Government office was established in the UK by the name of the Free Chinese Centre, becoming the Taipei Representative Office in 2015. Obviously, there is a lot of opportunity there.
In 1976, we established the Anglo-Taiwan Trade Committee in Taipei, which ended up increasing our involvement with Taiwan overall. In 1993, the Anglo-Taiwan Trade Committee and the UK Education Centre merged to become the British Trade and Cultural Office, which became the British Office Taipei in 2015, to ensure that we extended the full scope of the work.
The Government’s position on Taiwan has been summarised in written evidence to the Select Committee on Foreign Affairs:
“Under the terms of the 1972 agreement with China,”
the Government
“acknowledged the position of the government of the PRC that Taiwan was a province of the PRC and recognised the PRC Government as the sole legal Government of China. This remains the basis of our relations with Taiwan.”
Will my right hon. Friend the Minister clarify, when he replies to this debate, our relations with China?
I, too, have an entry in the register. Early in my ministerial career, it became abundantly clear to me what huge importance our principal ally, the United States, attaches to free movement within the South China sea. Does my hon. Friend agree that we must bear in mind in all our future relations with China the importance that our principal ally attaches to the South China sea?
The military position with respect to Taiwan and the statements made by the People’s Republic of China—not least this week, as representatives have met to determine their future strategy and reconfirm their view that Taiwan is a province of China—strengthens my view that we must stand steadfast with our allies in the United States and in Taiwan to ensure Taiwan’s future economic prosperity and independence.
I thank my hon. Friend for that intervention, I think. My view is that as a country we should not be going round trying to upset people across the world.
Can I take my hon. Friend back to his assertion that the Taiwanese people do not see themselves as Chinese? Part of the complexity of the issue is that some do. The tragedy was that Chiang Kai-shek saw precisely that identity, and it was that put him in the position of refusing the possibility of remaining in the United Nations when the People’s Republic of China became the proper representative of China and the Chinese.
My right hon. Friend tempts me to talk through the history. As he knows, the people of Taiwan have transferred from Japanese and Chinese rule to independence. They fiercely defend their independence from both Japan and China.

My hon. Friend is slightly tempting me to use a type of language and to go down a route that might be more appropriate from the Back Benches than at the Dispatch Box. He makes his point well, but we all understand that the President recognises the responsibility that he bears on behalf of many, and that he will continue to listen to partners in relation to defence and security. We will continue to look at all opportunities to do that, particularly in relation to this agreement.
Is it the availability of intelligence that has prompted the Government of Israel to support the President’s assessment?
If it was, we do not comment on intelligence matters anyway. None the less, I will say that there are many different voices in Israel as well on this particular agreement. There is no alternative agreement being put forward. I am not aware of an alternative JCPOA being put forward by any powers, and I remain of the view, as do the UK Government, that this agreement does the job that it is designed to do. It does not close our eyes to other things that need to be dealt with, and Israel has genuine concerns about Iranian activity in the region. Those concerns stand whether or not the agreement goes forward, but they are easier to deal with if we keep this agreement in place.

I think my right hon. Friend is referring to some work done by the EU. The EU has not sought compensation from the state of Israel in relation to that, and no decision has been taken on any further action.

I am pleased to say that I broadly agree with the hon. Lady and that all that she wishes to see us do is enshrined across the board in our Government policy, including through the Department for International Development, the Home Office and our foreign policy, and so it will remain. In that sense, I think we should all be envoys in what we do internationally. Indeed, Foreign and Commonwealth Office officials in Russia regularly meet LGBT activists and attend LGBT events, such as QueerFest and the Side by Side film festival in St Petersburg, so that we can provide visible support. We have also provided support to organisations such as Stonewall and helped to facilitate Sir Ian McKellen’s visit to Russia last year, during which he met LGBT activists in Moscow, St Petersburg and Yekaterinburg. I think that his powerful messages about UK values resonated, at least with Russia’s next generation.
Is there an element of reversion to type here, in that it was always a feature of totalitarian regimes to vilify minorities as a matter of routine political management? Equally, it was typical of the former Soviet Union to identify any person who posed a political threat, to brand them as gay and to detain them in a mental institution.

That this House reaffirms its support for the negotiation of a lasting peace between two sovereign states of Israel and Palestine, both of which must be viable and contiguous within secure and internationally recognised borders; calls on the Government to take an active role in facilitating a resumption of international talks to achieve this; welcomes UN Security Council Resolution 2334 adopted on 23 December 2016; and further calls on the government of Israel immediately to halt the planning and construction of residential settlements in the Occupied Palestinian Territories which is both contrary to international law and undermines the prospects for the contiguity and viability of the state of Palestine.
Given the investment that we have made in a two-state solution, my question to the Minister is: aside from standing on the touchlines watching the players on the field and shouting advice, what more can we do while our friend and ally pursues a policy on settlements that is bound, so proceeding, to deliver a situation in which the two-state solution becomes geographically and economically unworkable? Yesterday, my right hon. Friend the Member for Brentwood and Ongar (Sir Eric Pickles) rightly challenged the Prime Minister about the need for face-to-face negotiations. He is a champion of the case for greater investment in strategies and projects to bring about the integration of Palestinian and Israeli citizens, and he is right about that, too.
Our Department for International Development employees in Jerusalem, who travel into the city daily on a tortuous commute from the areas around Bethlehem, are young people in their mid-20s to mid-30s. The only interaction that they ever have with an Israeli subject is when, during that journey, they are challenged to show their papers under the operation of what I would call the pass laws that exist to ensure that people’s ability to live, stay and work in their own city is restricted.
I entirely understand how we got to that dreadful situation: because of the obscenity of suicide bombing. Israel—no Government—could not possibly tolerate the wholesale slaughter of its innocent citizens. The key question for us is, having got to this dreadful situation, how we get back from it. It is one thing to demand, quite properly, face-to-face negotiations, but pursuing a policy in respect of illegal settlements makes those negotiations much more difficult, particularly when that policy is driven by an increasingly strident ideology.
I will give way when I have developed my argument.
On Monday night, when a Bill was passed in the Knesset retrospectively legalising 4,000 homes in illegal settlements, the Israeli Minister of Culture welcomed the result, saying that it was
“the first step towards complete…Israeli sovereignty over Judea and Samaria.”
The words “Judea and Samaria” were chosen carefully.
When President Trump was elected, the Israeli Interior Minister, no less, welcomed it by saying that we are witnessing
“the birth pangs of the Messiah when everything has been flipped to the good of the Jewish people”.
On Monday, Mr Speaker put a rather different gloss on Mr Trump’s election but, nevertheless, it is absolutely clear that a significant proportion of the Israeli political establishment is in thrall to an increasingly strident settler movement that regards Palestine as a biblical theme park—Judea and Samaria.
The more strident and aggressive outriders of the settler movement are not people we would necessarily welcome as our neighbours. I particularly refer to what is now happening in Hebron. Setting aside some of the ruses that are used to acquire property, when the settlers move in, it is actually their Palestinian neighbours who have to erect grilles and meshes over their windows, and fences around their yards, to exclude projectiles and refuse. The reaction of the security forces to protect their newly resident citizens is to impose an exclusion zone, and to cordon off and sanitise the access and areas around those properties. So proceeding, Palestinians find that they are excluded from the heart of their city and, indeed, from the environs of their own homes. It has all the appearance of what we used to describe as petty apartheid.
Secretary Kerry explained at the turn of the year why the United States would no longer pursue its policy of exercising its veto in respect of UN Security Council resolution 2334. He said that if the two-state solution were abandoned, Israel could no longer be both a democracy and a Jewish state because, as a consequence of abandoning the policy, it would have to accommodate Palestinian citizens and all their civil and political rights within the state of Israel.
But did not John Kerry also say that
“this is not to say that the settlements are the whole or even primary cause of the conflict—of course they are not. Nor can you say that if they were removed you would have peace without a broader agreement—you would not”?
That was what he said. The right hon. Gentleman could have tabled a more balanced motion that reflects—look, he is sneering—all the barriers to a two-state solution, which is what I want to see.
I certainly was not sneering. I entirely accept that that was what John Kerry said—I do not dispute it for one moment. Frankly, the motion could not be more anodyne.
Is now not the time, more than ever, for the United Kingdom Government to be entirely consistent and to remind the world, without any qualification, that settlements in the Occupied Palestinian Territories are illegal?
I absolutely agree. Does my hon. Friend the Member for Gloucester (Richard Graham) still wish to intervene?
Very well. I shall return to my point about John Kerry. The key question is the one I put to the Minister at the start of my speech: what can we do? I was delighted by the activism of the United Kingdom Government on UN Security Council resolution 2334.
Will the right hon. Gentleman give way?
Not yet.
I was, of course, dismayed by the subsequent inactivity of Her Majesty’s Government in respect of the Paris conference. That comes back to the question of what we do every time there is some outrageous announcement on settlements.
I will not give way.
What we do—I have heard the Minister say this from the Dispatch Box—is we make representations at the highest level. I have also said that at the Dispatch Box, and of course we do make those representations. I am certain that the Prime Minister will have made representations to the Prime Minister of Israel on Monday. I last made representations to an Israeli politician at a meeting in the Knesset with the chief negotiator with the Palestinians and Deputy Prime Minister. Halfway through that meeting, he stormed out announcing that I had launched a brutal assault—moi! As you know, Mr Deputy Speaker, I am a pussy in comparison with the Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr Ellwood), who is a terrier. I am absolutely convinced that his representations will be much more robust than mine but, so long as they remain representations, the Government of Israel will continue to act with absolute impunity.
The question to the Minister is: what do we do beyond representations? What else exists in his armoury to escalate the situation? I accept that that is an extraordinarily difficult question because Israel is our friend and ally. It is a democracy, and a nation in which we have huge commercial interests and with which we share vital intelligence agendas.
I am afraid that my hon. Friend has missed his opportunity.
As I conclude, may I make one gentle suggestion to my hon. Friend the Minister? He might consider giving effect to this House’s instruction that we should recognise the Palestinian state. I have heard him say that we can do that only once, and that therefore we need to choose the moment at which that will have the maximum impact. I agree with him, but he needs to consider this: it would be truly absurd if we were to delay that recognition till after the point at which the reality of any such Palestinian state could actually be delivered.
My fear is that a sufficient number of Israeli politicians have drawn precisely the opposite conclusion to John Kerry and believe that they can indeed build towards the exclusion of a Palestinian state and yet withhold civil rights within Israel on the grounds that the Palestinians must seek those civil rights in Jordan or in sub-state Bantustans. This is the 50th year of the occupation, so I am grateful to the bishops, fresh from their visit to the region, who, in their communiqué, quote Leviticus, chapter 25, verse 10: “You will declare this fiftieth year to be sacred and you will proclaim the liberation of all the country’s inhabitants.”

Commons ChamberI completely agree with the point that the hon. Gentleman rightly makes. President Trump and his Administration have not, to the best of my knowledge, been engaged in terrorist offences on mainland Britain, unlike those with whom the hon. Gentleman and his party were asked to negotiate.
Given the reservations that my right hon. Friend has expressed and the mitigation that he has secured, what further opportunities will there be to maximise our influence? May I suggest that a return visit by the President is a rather obvious one?
I am grateful to my right hon. Friend for that very good thought. The presidential visit will, of course, be an occasion for deepening the relationship and having further such conversations. I will meet my US counterpart at the Munich security conference in just a few days’ time.

I pay tribute to the work that the hon. Gentleman does on these matters, in which he takes a huge interest. He is right to highlight the importance of that port in gaining aid access to the country from the Red sea, further up, because the port of Aden cannot cope. The port is currently in Houthi hands, although the UN has access to part of it. The problem is that the cranes are not working. I have been in discussions with Oman, which has similar cranes that could perhaps be put there, and that would speed up the process of getting aid into the country.
Does the existence of the rebel Iranian-backed regime pose an existential threat to the stability of the Kingdom of Saudi Arabia and the entire region?
If I understand my right hon. Friend’s question correctly, we have an indigenous stakeholder in the north of the country that is part of Yemen—they are part of the future of the country themselves—but they have attacked Saudi Arabia in the north. They have killed people and struck villages and so on, so the war has spilled beyond the borders of Yemen. That is all the more reason why we need to work towards a ceasefire and a political agreement.

On whether the Foreign Secretary will be speaking to the special rapporteur, I will make sure he is aware of the right hon. Lady’s request. On our ongoing dialogue, she will know that the Advisory Commission on Rakhine State, which is led by Kofi Annan, was put in place last year and is due to produce a report in August. I have had a number of conversations with Kofi Annan about the work that is ongoing, so I hope she will appreciate that that is a clear example of what the British Government are doing to engage with the international community and others in Burma.
Given the scale of abuse by the Tatmadaw and a particularly uncharacteristically militant form of Buddhism, does the Minister accept that the unwelcome radicalisation of the Rohingya is only a question of time, that that time is short and that this needs to be treated with the appropriate sense of urgency?
We of course bring a sense of urgency to all the work that we try to do, particularly on human rights, but this process has, sadly, been ongoing for some time. It is about continuing to work together with international partners, non-governmental organisations and others in Burma, and continuing to make those representations. As I said, the Foreign Secretary hopes to meet the chief of the army when he is in Burma, and I hope we will have an opportunity to make our points clearly to the Tatmadaw then.
Mr Speaker, may I, too, wish you a happy birthday for tomorrow? [Laughter.]
I mean that most sincerely.
In response to the hon. Lady, I hope I have made it clear today that the UK is pursuing a huge number of avenues to get humanitarian aid in and make the case for minorities. We are making it clear that we care deeply about these matters, and we will keep doing that. Going back to the approach from a UN perspective, the UN is already engaged in several areas, and we will continue that work and to make the case, because we want to ensure that there is resolution in this very troubled area.

My interest in Aden comes from my time there as a little boy. I loved the place: it was a great place to grow up between 1954 and 1957. What a fabulous place to be—if one was on the right side, of course. Since 1990, Yemen has gone from bad to worse. It has essentially become some sort of cockpit that some say is an area of fighting between the two branches of Islam. That may well be the case, but do not think that within that each side is homogeneous—they are not.
It does stretch credulity that the Iranian regime has defined the Houthis as part of Twelver Shi’a Islam, which they most certainly are not. That is more an indication of mischief-making than of any orthodox theological position.
Into that cockpit comes more mischief-making with the arrival of al-Qaeda in the Arabian Peninsula, and then the latest lot, Daesh. The poor devils who live there have had these people imposed on them. They are not native to Yemen—they are not people like the right hon. Member for Leicester East, who really should be an Adeni, or a Yemeni, if he wants to be—they are people coming in from outside. It is a great tragedy that Security Council resolution 2216, which was passed unanimously, has not had much effect. In a way, that is a disgrace on the world.

If the hon. Lady holds on to her seat, I will answer all the questions—not just one question, but all the questions.
First, the Foreign Secretary made it clear—the hon. Lady should read the full passage of what he was saying—that there are concerns about the leadership needed in Syria, Yemen and elsewhere, and that needs to be pushed forward; we need strong leadership in those places. As I said to the right hon. Member for Leicester East, the UN Security Council resolution is being discussed, but the hon. Lady should be aware of the details of how they are put together: we do not simply do it as a paper exercise; we do it by ensuring the work has been done to make sure it can stand. If the homework has not been done to make sure that the stakeholders are supportive of the resolution, what is the point of having the resolution anyway, other than to pat ourselves on the back and make ourselves look good? That may be good enough for the Labour party but it is certainly not good enough for the Government.
The hon. Lady did not mention the challenges we face with the Houthis themselves. I do not dispute that this has been a difficult campaign for the coalition. It has been new to conducting sustained warfare and has had to learn very difficult lessons in how to do that, governed by 21st-century rules. However, I make it clear that the Houthis are causing huge problems in that country. That needs to be acknowledged by this House as well. They have committed extrajudicial killings, unlawful arrests, detentions, abductions, enforced disappearances and the shelling of civilians in places such as Taiz. Landmines have also been used. Those are all things that have prolonged this conflict; the Houthis have not been brought to the table. What is required now is for all sides to work with the Quad and the UN to ensure that we can get the necessary ceasefire in place, which will lead us to the UN resolution that the hon. Lady is calling for.
To what extent is intransigence on the part of President Hadi a block to a ceasefire?
The President is the legitimate leader of the country at the moment and we have to work with the stakeholders that he is representing to ensure that the road map is compatible with the needs and support of the people he represents. That is why we have had long discussions with him and the vice-president to ensure that we can bring them to the table. I take this opportunity to thank the Omanis, who have played such an important role in bringing the Houthis forward so that they can accept a long-term deal to take us away from military action to a political dialogue.
