It is a pleasure to serve under your chairmanship this afternoon, Dame Angela. I congratulate my right hon. Friend the Member for Kingston upon Hull North (Dame Diana Johnson) and the hon. Member for Worthing West (Sir Peter Bottomley) on securing the debate and thank them for all their work on this important issue. I pay tribute to everyone campaigning on this too.
As we know, during the 1970s and 1980s, thousands of UK patients contracted HIV, the hepatitis virus, or both from contaminated blood or blood products. I want to raise the case of one of my constituents, who was one of those patients. She has now been recognised officially as a victim of the contaminated blood scandal, but getting there has been, in her words, “a long, upsetting and depressing process”, both in an administrative sense and in terms of her health. For many years, she was denied any recognition or support due to lost medical records. She said there were times when she decided it was best for her to just admit she was beaten and move on. Thankfully, she persisted and is now rightly recognised as a victim. Despite being cured of hepatitis C several years ago, she has been left with a number of other extremely serious health issues. She still suffers today, not only medically but emotionally, due in part to the stigma attached to hepatitis C and blood-borne viruses. There can be no place for stigma in relation to health in a supportive and understanding society.
Over the years, the strain on my constituent and her family, including her children, has been enormous and their lives have been profoundly affected. She told me she often wonders how different her life would have been if she had not required a blood transfusion at birth. I am sure that she, like everyone else affected by this, just wants conclusion and closure. The Government’s written response of 5 September notes Sir Robert Francis KC’s independent study, with options for a workable and fair framework of compensation for those infected and affected by the tragedy. It also notes the recommendations by Sir Robert and Sir Brian Langstaff, chair of the infected blood inquiry, of making interim payments of no less than £100,000 to all those infected and all bereaved partners currently registered on UK infected blood support schemes, as well as those who register between now and the inception of any future scheme.
The Government have confirmed that infected individuals and bereaved partners who are registered with any of the four UK infected blood support schemes received their payments by 28 October. However, as the Hepatitis C Trust has pointed out, those are only interim payments, and this is just the start of the process of setting up the full compensation scheme.
Does the hon. Lady also support the notion of the interim scheme being extended to families and carers, such as my constituent Justine Gordon-Smith, who cared for her father, Randolph? She has experienced considerable personal trauma, and the same must be true for hundreds and hundreds of families throughout the UK. Does she agree that they deserve to have their problems and the issues they have experienced acknowledged by the Government too?

Furthermore, the Government have still not responded in full to Sir Robert Francis’s report on the compensation framework. Will the Minister say today when that response will be published? The infected blood inquiry is ongoing and is due to report in mid-2023. It is vital that the Government act as swiftly as possible when the inquiry’s final report is published. That is the very least that victims such as my constituents deserve.

Commons ChamberI must set the record straight: borrowing is available for both capital and revenue, and there is an emergency figure, as was available during covid. The hon. Gentleman raises a point about inflation. Rising energy costs and rising food prices, as a result of Putin’s illegal war in Ukraine, have affected continental Europe and the United Kingdom. This is a global issue. The Bank of England is taking steps, and the Chancellor’s statement will take further steps tomorrow, to stabilise the markets. What we are very clear about is that we have put in place support for people through the household support scheme, the energy price cap and the £37 billion that the Chancellor announced earlier this year. As we have always said, we will protect the most vulnerable in society.
Public sector pay increases are a sensible way for a Government to help their citizens with a cost of living crisis, but the UK Government are denying devolved Governments the ability to do that by cutting devolved budgets. Would a better use of public money not be to shut down the Scotland Office propaganda unit and transfer its budget to the Scottish Government to help fund pay rises for tens of thousands of people in Scotland?
The hon. Lady and I have this discussion on many occasions, because this is one of the points that she is keenest to make in the Select Committee on Scottish Affairs. She knows the answer, which is that the Scotland Office’s spending on its communications pales into insignificance in comparison with the Scottish Government’s.

Commons ChamberThe £11.6 billion is being spent over the period that was outlined at the beginning. It is right that we invest in quality projects that can make a difference, not rush to get money out of the door and waste it. I make no apology for having had to make some difficult decisions as Chancellor to ensure that our borrowing was on a sustainable trajectory. That is the right thing for this country: it is the right way to make sure that we can restrain the rise in interest rates. This country will always continue to play a leading role around the world, and I am proud that we are doing so.
President Zelensky has proposed an initiative for
“a global platform to assess the impact of military actions on climate and environment”,
citing the impact of Russia’s war on Ukraine as an example of war driving deforestation and renewed fossil fuel generation. Will the Prime Minister be supporting Ukraine’s initiative at COP27?
I was pleased to speak to President Zelensky on my first day in office. He and I will remain in regular dialogue; I am sure that we will discuss many ways in which we can support Ukraine, first and foremost in repelling the illegal Russian aggression that it is experiencing.

Commons ChamberThe COP President worked hard in his role and achieved some worthwhile results at Glasgow’s COP26 on commitments such as the declaration on forest and land use, and I commend him for that. I certainly do not think he deserved to be demoted from Cabinet, along with the Climate Minister, just weeks before his handover and at a time when sensible voices on the climate crisis are needed around the Cabinet table more than ever. Does the Secretary of State agree that the PM’s decision sets a poor example to other countries, let alone to us in the UK? Can she tell us who will be driving forward these important international commitments in the future?
Indeed, the Prime Minister will be taking the lead on this agenda. That is recognised because, as was announced earlier today, he is attending COP. The hon. Lady should be aware that this is about an implementation process. At the same time, I remind her that Government representatives are already attending COP and the Montreal protocol partnership. This leadership on forests and land use is an important recognition of how nature-based solutions are critical to achieving that, which is why many people from Government are making sure that we achieve net zero and are supporting global efforts.
I know that the whole House will join me in extending our condolences to Aaron following the tragic loss of his wife, and I thank my hon. Friend for raising this issue. Employed parents can benefit from statutory support depending on personal circumstances, and I am concerned to hear that that is not happening in this case. I will of course ensure that he gets a meeting with the relevant Minister as soon as possible to resolve this issue.
Obviously, charitable status is a matter for the Charity Commission, but more generally, we believe in free speech and the vibrant debate of ideas. That is a good thing and we should do absolutely nothing to stamp it out even when we disagree with it.

Commons ChamberThe Scottish Parliament is one of the most powerful devolved Parliaments in the world and we believe that the devolution settlement strikes the right balance. We continue to work collaboratively with the Scottish Government to implement the Scotland Act 2016. This includes passing secondary legislation to deliver the extensive welfare and tax powers granted by the Act.
Absolutely. In fact, since we left the European Union, we have given more powers to the Scottish Parliament. Actually, whenever asked, not a single Member of the Scottish National party has come up with one power that has been taken away. It is quite the contrary. We have given more powers and will continue to do that, because, let us be clear, we are the party that is strengthening devolution and the SNP wants to destroy devolution.
I believe that the EU forecasts that the Irish economy will grow by more than 5% in 2022, showing the real potential for growth that exists for smaller nations that are part of the EU. Meanwhile, on the back of the UK Government’s disastrous fiscal statement, mortgage payments for many Scots are rising dramatically and people will struggle to keep a roof over their heads, let alone to feed and keep themselves warm.
Today, the Office for National Statistics tells us that there was a slump of 0.3% in GDP in August in the UK, before that disastrous event. Why will the Secretary of State and his Cabinet colleagues not accept that their fiddling with devolution while the UK economy burns will never be enough to protect the Scottish people he supposedly represents and accept that an independence referendum has to happen so that the Scottish people can protect themselves?
You will not be surprised to hear, Mr Speaker, that I think that that is absolute nonsense. This is not the time. A vast majority of Scots do not believe that now is the time for an independence referendum and that is very clear. The constitution is reserved to Westminster—that is in the process of going through the Supreme Court to be determined now. To me it is very clear that the people of Scotland want this Government to get on. The support we gave during covid, with 900,000 jobs furloughed, the support we have given to households and businesses for their energy costs and our helping to grow the Scottish economy through freeports and investment zones: that is what the people of Scotland want.

Commons ChamberWe now come to the Scottish National party spokesperson, Deidre Brock.
The recent Climate Change Committee’s progress report concludes that the UK Government’s net zero strategy contains warm words but little tangible progress, and that it will not be fully credible until the Government develop contingency plans such as encouraging reduced consumer demand for high carbon activities. It also recommends carrying out a net zero tax review to see how that might best support the transition by correcting the distortions that often penalise low-carbon technologies. Do the Government intend to take action on these specific recommendations, and what will the President do to ensure that the next Prime Minister and Chancellor urgently act on all the Committee’s recommendations?
Obviously, the Government are looking at a response to this. Let me make a general point, which is that I believe the current Prime Minister has shown leadership on this issue. These policies work if there is leadership right from the top, so I will certainly want to see from any future Prime Minister a laser-like focus on ensuring that we are delivering on our policies on net zero emissions but at the same time pushing forward on more jobs, more growth and more inward investment, which we have seen coming in.

Commons ChamberI share my hon. Friend’s restlessness to proceed with all due speed, because we have been talking about this for a long time. I wrote about it in a book in 2009, and it was in our 2010 manifesto. The consultation process is important, and we had a 12-week consultation on the consultation document, which included clauses. We are publishing it now, but there will be space for further scrutiny by the Joint Committee on Human Rights, the Justice Committee and others, including Lords Committees. It is important to garner cross-party support to ensure we have the scrutiny that will make our reform more robust when it enters into force.
The Justice Secretary wrote recently that all
“UK citizens should be able to enjoy the same essential protections.”
I return to the point raised by my hon. Friend the Member for Glasgow North East (Anne McLaughlin). Will all the human rights that the Justice Secretary wishes to cover in his Bill apply to all people in the UK or only to UK citizens? Should not human rights apply to everyone?
I will give the hon. Lady an illustration. We have an international obligation not to make people stateless, so I do not think UK citizens are in precisely the same legal position as a foreign national offender. I think most people think we should have freedom under the rule of law and that we should be consistent in applying the law, but that people who have been welcomed to this country should come here through lawful routes and that people who commit serious crimes in this country should be removed. That is common sense, and I think the people of Scotland will not understand how hon. Members who purport to represent them can stand in the way of such a common-sense measure.

Commons ChamberJust a few of the political casualties of the Prime Minister’s premiership so far have been Allegra Stratton, who did not attend Downing Street parties; Lord Wolfson, on the principle that the PM should not breaks the laws he makes; the PM’s anti-corruption tsar; and now Lord Geidt, presumably—who knows, because the send button has not been used on the email—for being unable to hold the Prime Minister accountable for breaches of the ministerial code. When will someone actually responsible for the degeneration of standards in government be the one to go—namely, the Prime Minister?
I think the House will forgive me if I do not take lectures on moral probity from the Scottish nationalists. One needs only to google the SNP to have whole list of those incidents.

Commons ChamberThe COP26 President will be aware of concerns raised about aspects of biomass, so how does he intend to ensure that carbon emissions from this sector and businesses such as wood-burning power stations are reflected in the reformed UK emissions trading system? How does he think the COP commitment to protect the world’s forests aligns with existing UK Government policies for burning imported wood and the considerable UK Government subsidies given to this industry?
There are quite a lot of questions there in one. We have a very clear commitment, not only in our legal framework but in the net zero strategy, which sets out how we will decarbonise through different sectors of the economy. The hon. Member mentioned forests, and she will know that at COP26 over 140 countries representing more than 90% of forests made a commitment to reverse deforestation by 2030. I have just returned from Stockholm, where I and other UK Ministers held a meeting to discuss how we can push forward those commitments. They are not just written down; we are actually seeing progress.

Commons ChamberWhat we are already doing is sharpening up the management of No.10, making it easier for staff to complain and to voice their anxieties. We have to get on with the business of government; I know that the hon. Lady wants to persist with this subject, but I want those officials to focus on the priorities of the people.
It is rumoured that the Chancellor will shortly—finally—be announcing some further help for our constituents who are struggling with the cost of living crisis, but we know how things work in this Government with their enormous team of spin doctors. Have the Prime Minister’s Government deliberately held back the details of that desperately needed help in order to provide some cover for the damning impact of this report?
