My hon. Friend is quite right; in fact, I devote a large chunk of my speech yet to come to e-books and audiobooks, and how to use TikTok and other digital means to engage with people. I am sure he will look forward to enjoying that part of the speech immeasurably.
Before my hon. Friend moves on to e-books, as one of probably the few MPs who has written children’s books, I just wanted to make a contribution, first to congratulate him on securing this very important debate but also to make the point that books, in and of themselves, are collaborative, not only for the author in writing them—I worked with my daughter to come up with my storyline—but for that moment of an evening with your child, to spend time to read a book to them. Books are important not just within schools but also for such family moments. There is a really powerful point to be made about the use of storytelling and creativity. Whether it is through a physical book, via an e-book or even by listening to an audiobook, the important part is the parent-child time, to collaborate together and think of new and creative ways to express one’s own emotions and one’s own story.
I could not agree more with my hon. Friend; reading is incredibly important. Personally, I enjoy reading with my two daughters immeasurably. As a young child, I was read to by my father and other family members, and such reading creates the stories and images that set you up for later life. I will address that as well later in my speech. We have a long way to go, my friend, so we will continue and go back to my point about the pandemic unfortunately holding—
It is a pleasure to serve under your chairmanship, Sir Christopher. I congratulate my hon. Friend the Member for Rother Valley (Alexander Stafford) on securing the debate. As has been touched on, it is great that there is so much consensus and understanding among Members about the importance of promoting reading and the availability of books.
I echo the comments that have been made about my right hon. Friend the Minister, whose work promoting and ensuring the highest quality of teaching of reading, and the establishment and embedding of phonics within teaching in our schools, has been so vital. I cannot remember how many years he has been a Minister, but he is knocking up more than 10. During that time, he will have had an impact on children’s lives and their ability to read to the highest level. He has made a real difference to the lives of hundreds of thousands of children.
I will make a few short points, conscious as I am that the Minister and the shadow Minister want to speak. Twenty per cent of parents are buying fewer books today than they did just a few years ago. We are seeing real challenges. As other Members have touched on, it is vital that children have books in their home. Having books available in the home encourages the innate curiosity that every child has to pick up a book and explore it. A new world is opened up to them as they go through its pages.
May I thank hon. Members for the kind mentions of my books during this debate? On the point about opening up new worlds, we have not yet spoken today about the role of comic books. I am a big sci-fi, comic book and graphic novel fan. At the weekend, I popped into Lewis B Comics & Collectables in Watford—not for a visit, but to see what it had on offer. Does my right hon. Friend agree that we must not be snobby about the types of books that will get kids—and adults—to read? Graphic novels and comic books have a really important role to play.
I certainly agree. Getting a child reading anything is an incredibly important start. It fires their imagination, whether it is a comic book or one of the books of my hon. Friend, who is going to pass me a list of all the titles to read out later so we can give them a plug—they are available at all great local bookstores, and probably on Amazon as well. It is about inspiring children. Opening a book opens different worlds. Getting children to lose themselves in the imagination and excitement of a book is one of the most precious gifts we can give.
The sad reality is that children in some of the poorest homes have the least access to books. That is of great concern to all Members in this House. What more can we do to make sure that those homes do not lack books? I pay tribute to BookTrust and its amazing Bookstart scheme.
One area of concern is families where mum and dad cannot read. How do we help those children, at the very earliest stages of life, to discover the joy of books? It has been said to me many times that even if mum and dad cannot read, if they just go through the books, explain the pictures, point things out and tell the story, even if they are making it up with the aid of the pictures, that is an important part of the child’s learning. Perhaps we should look at how health visitors can encourage parents who cannot read to understand the importance and value of doing that with their children. It is critical to get books into the home and have that early intervention, because we all know that if children are able to read and to discover the joy of books, it gives them the best opportunities later in life.
Children face real challenges. Of parents surveyed by the National Literacy Trust, 41% said that there was no quiet space for their children to read at home, and 92% thought that it was important for children to have access to a good library. In South Staffordshire, we are very lucky to have a broad spread of libraries. Whether they are in Great Wyrley, Cheslyn Hay, Brewood, Kinver, Perton, Codsall or Wombourne, people can easily access a local community library. I would like to take the opportunity to thank the many volunteers who go into libraries to ensure that service is available, along with the professional services provided by librarians. Many community libraries, such as those at Brewood, Kinver, Great Wyrley and Cheslyn Hay, are manned entirely by volunteers. Visitors get not only a book, but a cup of coffee, which is a welcome added service. Such libraries rely on volunteers to keep them open and provide that vital service to so many.
Some 73% of pupils who have access to a library attain higher literacy scores than those who do not, which shows the importance of libraries in our communities. Comments have already been made about the importance of having library facilities in schools, but we also want to ensure that there is somewhere warm, comforting and enjoyable for young people, and people of all ages, to go in their community in the evening and at the weekend. For example, Perton Library has done an amazing job of bringing the written word to life, as well as encouraging people through science fairs and a spring watch project. It has brought in partners, including archaeological societies and environmental groups, providing broader-based learning alongside learning from books.
Before I conclude, I will touch on a few brief additional matters. The importance of having a library in every single school needs heavier emphasis. The Minister and I probably agree that there is a certain nervousness about ringfencing budgets because of the problems that that can cause. However, with his longevity of service he well knows that there are many ways in which schools can be gently persuaded, either through guidance or through working with Ofsted, of the importance of having a library. We need to place a heavy emphasis on the importance of having a library in all schools, not just secondary schools: we want the passion and enjoyment of reading books to come at primary school age.
There must be a real emphasis on local authorities, although I appreciate that is not within the Minister’s remit. Closing a library may seem an easy choice, but it is always the wrong choice. I ask the Minister to ensure, in the robust, vigorous and authoritative way he does so well, that his fellow Ministers in the Department for Culture, Media and Sport, which I believe leads on libraries, and in the Department for Levelling Up, Housing and Communities make it clear to local authorities that libraries must be protected. Libraries deliver so much to every single child, as well as to people of all ages. For people in later life who may not have the reading skills that we would wish them to have got at an earlier stage, community libraries are so vital in enabling access to great and brilliant literature.

Commons ChamberMy hon. Friend has long campaigned for extra specialist provision in Bracknell, so I am delighted that that is happening. He is absolutely right that diagnosis is important, which is why we are increasing the number of educational psychologists. We will work closely with the Department of Health and Social Care on CAMHS and will ensure that we are rolling out mental health support in schools.
Carers and parents of those who need SEND and alternative provision are often battling against the system. Their children are their heart and soul, so it is heartbreaking to find that they cannot get provision and support when they need it or that they face reams of forms: it makes their life, which is already difficult, even harder. Will my hon. Friend confirm that we will put those who are helping children who need support at the heart of our approach, and that we will not create more bureaucracy? We must not just cut the red tape, but get rid of it forever.
I hold very near my heart the plight of parents who are struggling with the system. They know that their child gets only one shot at education; it is very stressful for them, and it can be heartbreaking when they feel that specialist support is not there. We will streamline the EHCP process and try to make it easier—we want them to spend more time with their children rather than doing paperwork. We are also trying to ensure that everything in the system is available so that they can get the specialist support they need.

Commons ChamberOn recruitment, we have increased the bursaries for this year from £130 million to £180 million, to provide £27,000 bursaries for the shortage subjects. In the national funding formula we have changed a number of elements to give more money to small schools in rural areas through the sparse funding component.
Does my right hon. Friend agree that it is important that families with first-hand experience of special educational needs—such as my constituents the Murphy family, who are in the public gallery—have the opportunity to have a say directly and influence SEN policy and provision, given decisions will affect them on a daily basis?

Commons ChamberI want to be clear: parents should know what their children are being taught in school. There are clear requirements on schools about providing parents with information about their school’s curriculum. We appreciate that parents have particular concerns about gender nonconformity, which is why we are developing very clear guidance for the frontline for schools to be able to deal with that issue.
I have been relentlessly focused on this area, allocating £15 million to student mental health services to support the transition from school to university via the Office for Students. I have worked with the Office for Students to deliver and to keep student space and with the Department of Health and Social Care. I held a summit just last week with the Minister for Care and Mental Health, my hon. Friend the Member for Chichester (Gillian Keegan), investing £3 million in bridging the gaps between NHS and university services.
During Prime Minister’s questions recently, the whole House and the Prime Minister joined in wearing blue ribbons as part of the anti-bullying campaign for the Diana Award. This week I am writing to all schools in Watford to raise awareness of an anti-bullying roundtable I will be hosting for students and teachers to share their experiences of tackling bullying. Will my right hon. Friend share what other measures the Government are taking to tackle bullying and to support students’ mental health more broadly?
My hon. Friend has done an exceptional job of caring for his Watford constituents’ mental health, and I am sure that all hon. Members can get behind and copy his first aider programme. Bullying can have long-term effects on mental health. Between 2021 and 2023, the Department is providing more than £2 million to organisations, including the Diana Award, to support schools to tackle bullying.

Commons ChamberThere is no doubt that lockdown has had a major impact on children’s wellbeing, but it has given us an appreciation of the amazing work that teachers do. Once again, I want to pay tribute to every headteacher, teacher and support staff member in Meon Valley. I have been really impressed by the way they have coped in very difficult times. I am also very grateful to my right hon. Friend the Member for Harlow (Robert Halfon), the Chair of the Education Committee, for securing this debate, as it brings forward many thoughts about how we can best help our children and young people in schools and colleges.
The pandemic has been hugely disruptive to education and there is no doubt that pupils’ mental health issues have increased, especially in secondary schools. I suggest that even before the pandemic mental health and children’s happiness was already becoming an issue. “The Good Childhood Report”, published in August 2020 by The Children’s Society, which looked at the happiness and mental health of 15-year-olds, had observed a notable increase in the proportion of children with low wellbeing—18% had low wellbeing, compared with figures of 11% to 13% in previous years. England ranked 36th out of 45 countries in Europe and North America for young people’s life satisfaction. We had the largest reduction in life satisfaction between 2015 and 2018 out of all participating countries. That is really not acceptable.
The “State of the nation 2020: children and young people’s wellbeing” report points out:
“Children’s wellbeing and their mental health can have a real impact on their development into their full potential both now and as a tool in their futures.”
The report shows a sustained dip in happiness with school and there is strong evidence that fear of failure in 15-year-olds is intrinsically linked to education. I reported about this in my “One Nation” paper on education, as there was evidence that our education and assessment system is no longer fit for purpose and is not preparing our young people adequately for a life of work. We have now heard from The Times Education Commission and the independent assessment report from the National Education Union, which provide more insight into what we can do to improve our curriculum. I think that will improve young people’s views on school and their mental health, and I will come back to that in a moment.
Hampshire’s local authority has created mental health support teams, which my local schools are finding very useful and should be a model the Government should look to continue to invest in, if not put further investment in, as child and adolescent mental health services are overwhelmed.
I echo my hon. Friend’s thanks to teachers. Does she agree that having mental health first aid training across the community, as I am doing in Watford, where we are training 1,000 people in mental health first aid awareness, would help with this and would support teachers, parents, organisations and especially students as they move forward?

Commons ChamberI speak today from experience of working with universities and as an academic studying physics many years ago. What I found during that time was the importance of enabling diversity of thought, the ability to challenge ideas and the ability to propose new ideas, even though they go against the grain of what others may think.
Over 10 years ago, I worked on a project with a Russell Group university that would not allow its academics to blog because it was too scared that they might say the wrong thing. I successfully encouraged the university to set up a new website that included the big debate, which enabled academics to have a yes/no debate on the topic of the day and to provide different points of view. That is what academia and universities should be about: they should be about debating things to get to the truth.
As we have seen over the past year with covid, there have been disagreements about the science. We have seen disagreements about the ethics and morality of different issues that have impacted on us all, and we must make sure that we enable and continue that within our universities. As my right hon. Friend the Member for Haltemprice and Howden (Mr Davis) mentioned earlier, the challenge is that we have to look at this issue through the lens of modern society. Ten years ago, blogs were a new thing; now, social media is everywhere, and what happens in one campus can go across the country and the world in a matter of minutes.
We see all the time the awful impact of what I call hate-mobbing—the idea that, all of a sudden on social media, one person is targeted for their point of view. In many cases, it might be because they have an absolutely abhorrent point of view and should not be voicing it in the way that they are doing, but the point is that we need to make sure that such views are debated and scrutinised. I worry that we are moving towards what I would call a swipe-left society, like with certain apps, whereby people keep swiping until they get to a point of view or debate with which they agree, and that is the only thing that they see. We must make sure that, in universities, we challenge each other and see the arguments of other points of view, to make sure that the debate is rounded and that, as I say, we get to the truth.
Andy Warhol famously said that, in the future, we would all have 15 minutes of fame, but increasingly I see that we are getting 15 minutes of shame, with people being attacked for their points of view. We have to make sure that we protect them on campus, because the academics and students of today will be in this House in 10 or 20 years’ time. They will be the leaders of our culture and society. They will be the people teaching our next generation. If they feel that they are being stifled in their view, and if they are scared of expressing a point of view that is different, we stifle them and society, and the seeds of doubt are planted now for generations to come.
There is another really important point here that we must take into account. We have talked about hate and hate-filled speech, and, of course, we do not want to give those platforms, but we also need to make sure that such views are scrutinised. The shadows are where hate festers. The awfulness of certain people’s point of view is not dismissed from their mind because they do not say it, they just hide it and get others to hide it with them, and then it becomes a movement or a moment. We must make sure that we shine a light on hate, that we shine a light on different points of view, because if we do so we can argue that, quite often, what is being said is absolutely foolish and nonsense. Anti-vaxxers are a good example of that. After a year of our inboxes being filled with, at times, utter nonsense and fearmongering, science and the success of our vaccine programme has proved that all wrong.
There is a famous phrase that I like, which is that a mind stretched by a new idea never returns to the same size. With the use of free speech, the truest form of free speech, in academia and universities, we stretch everybody’s minds and we challenge each other to have new beliefs and new perspectives. That is why I support this Bill today. We need to make sure that we protect freedom of speech on campuses more than anywhere because that is the one place where we should be challenging each other to find the truth and to be able to support that for our society and our nation to come.

Commons ChamberAny debate discussing children is rightly emotive. We must protect them, we must nurture them and we must support them. The question is: how do we do that most effectively? In this debate, we have heard highly charged arguments, which, if listened to in isolation, without reference to the actual facts, would cause any of us to fear for the next generation. But as my namesake, the philosopher Bertrand Russell, once stated:
“The degree of one’s emotions varies inversely with one’s knowledge of the facts.”
The real facts are that throughout this pandemic, this Government have been actively supporting vulnerable children, doing the right thing at the right time. At the start of the pandemic, it was right that unprecedented measures on free school meals were taken. In that time, children’s lives were blurred between home and school, but now schools have opened back up fully to all pupils and more targeted support can be provided.
Let us not forget the facts of this debate. First, we are not ending free school meals. We are returning to the way that it has always been under successive Governments, yet we are also providing an ever more focused approach to support, so that we can reach every child who needs a helping hand. I am conscious in these debates—especially ones such as this—that there can be number fatigue, with statistics and billions thrown here and there, but the facts are the facts, and it is this Government who have increased universal credit by £1,000 this year for families and delivered £63 million in additional funding for councils to provide emergency assistance to families with food essentials and meals. We strengthened welfare support, adding £9 billion into the welfare system this year, not to mention the billions in furlough schemes, business support and a multitude of other packages to charities, individuals and families to help them to put food on tables across the country. I could go on, but the facts are the facts. To round off my speech with one more quotation, as Aldous Huxley once stated:
“Facts do not cease to exist because they are ignored.”
The facts are that the Government have been ensuring targeted support for vulnerable children, both now and into the future, ensuring that the right support reaches the right children at the right time.

Commons ChamberThank you, Madam Deputy Speaker; I will now get rid of half my speech—which, thankfully, I had not actually written, so that is all good.
I pay tribute to Jo Cox, as Mr Speaker did this morning. Sadly, I never got to know her or meet her, but we shared a passion for tackling loneliness. I will continue to take that fight on in Parliament, even though she is sadly no longer with us to do so.
I wish to speak about the challenges that all of us in this Chamber face in working together—we have heard a lot about that today. The challenge is that when the Government listen, we get attacked. When I hear the phrase U-turn, as I have in most speeches today, I do not hear U-turn; I hear, “Thank you. You listened.” That is the sentiment that we need in order to work together to tackle the really big issues. Since the start of this this pandemic we have worked together in a really great way, especially in the early days. I would say that Government have been agile in our approach.
In respect of what the hon. Gentleman has just said, there is an amendment on the Order Paper that the Government will not move; had they moved it, would he have voted for it?
I thank the right hon. Gentleman for his intervention. Thankfully, we were in a position that I knew we would be in and anticipated throughout, because, to be open, I too have been lobbying the Government on this issue. I have used strong words behind the scenes, because it has been very important to make sure that this particular situation was sorted. I want to get on with my speech, but my point is that I feel it would have happened anyway, because that has been the movements and music behind the scenes.
The point is that we have to get away from this football politics—excuse the pun on Marcus Rashford—because we have to make sure that we work together cohesively. Throughout the whole of this pandemic, the Government have adapted. We have listened, changed and improved. We have ensured that the most vulnerable in society are being looked after. Look at how many people have been furloughed, how many businesses have been sorted with bounce-back loans and how many children in the vulnerable category were able to go to school.
I have been going every Saturday with an amazing charity called One Vision and another charity initiative called Sewa Day, along with the Salvation Army and others, to deliver food. At least once every single week, if not more often, I get the opportunity to go and see people face to face and help them where I can, but I have known that that is in addition to all the support that the Government are giving.
Do not get me wrong: the reality is that it is important that children in school are fed. It is absolutely a human right. I am a member of the Joint Committee on Human Rights, so I see this and am very passionate about it. We cannot feed a child’s mind unless we feed their stomach first. We have to hold that at the core of this. But unless we all spot areas where we can improve and work together to improve those things together, we end up with this political point scoring—a fear of adapting, because if we U-turn, the newspaper front pages will say we have failed. Let us praise the successes we have had and the opportunities to work together, and let us look at moving forward on that so that we can make a real difference.
I have one last point to make. When we have these opportunities to change things and adapt them, let us look at how we move forward in the next six months to a year, and the next two or three years. The voluntary sector absolutely has a part to play, not only to help provide support but to be the eyes and ears. The Government have worked hard to collaborate, not just at a party level but with business, charities and organisations to make sure that we are doing that.

Commons ChamberI want to reflect on this matter from the point of view of some work that I did last year. I spent some time training with foster care leavers and one thing that came across to me was the fact that they had several parts to their personality—this is not just a broad-brush thing. There was immense ambition and an immense wish to have a normal life, but the problem was that, often, the confidence was not there. They felt let down and abandoned, which means that the challenge for the system is to ensure that there is a consistency in their lives and an ability for their lives to move. They should not feel left behind and ignored during any crisis.
My reading of these regulations is not that they are about trying to reduce safeguarding, but that they are about enabling the machinery of local government—of social care—to help these children and young people get the support that they need. I absolutely agree—100%—that these measures need to be temporary. I need to hear that the safeguarding measures are there, that we will receive updates, as other Members have said, and that we will hear how things are being monitored.
I fear that if we do not put these measures in place, there may come a time when the mechanics are not in place—the reality of day-to-day lives where people cannot go to their jobs and do the social care work, and where there are not opportunities in offices to make sure that things are moving. If that happens, these children and young people will again feel that they have been left at the back, ignored and forgotten. One of the biggest challenges to overcome in life is the unknown, and covid has created an unknown situation for all of us, but let us imagine what it is like for those young people in care. They will not know whether they will reach their forever home or get to the point where they have a family around them. What we must remember in this debate is that behind each and every one of those statistics that has been shared, there is a life. There is a young child or a young person with ambition, who wants to have a family, who wants to have normality. Using these measures to ensure that that happens will be critical. Of course, safeguarding and all of those things are paramount, but we need to ensure also that the machine continues to work in their favour and to support them.
The hon. Gentleman talks about the machinery. Indeed, the Children’s Commissioner has expressed concern that the starting point for these regulations is to ease pressure on services, rather than to think about what is right for the child in front of those services. These are the most vulnerable children—even more vulnerable at a time like this. Does he not think that we have the balance wrong here by focusing more on the machine than on the child?
The hon. Lady makes an excellent point and I appreciate her making it. Actually, there has to be a balance of both. We have to ensure that there is wraparound care for young people so that they can be supported. The machine is not necessarily an anonymous, amorphous blob of mechanics; it is actually people. It is social carers, who are doing that work on the ground and who should already be trusted in their roles. It is not about trying to say, “Let’s just keep going and going” in ignorance of the vulnerable young people involved. It is about making sure that the system is still working for them. Although I have some concerns, I can say that everything that I have seen in here so far really reflects the fact that we need to ensure that everything can continue, as it should do, to enable these young people to get to their homes, to get to families and to get the support that they need.
