I thank the hon. Gentleman for his intervention and his membership of the all-party group. He is there, as we all are, for the same purpose: to try to make lives better and to fight—not physically, but verbally and emotionally—for those across the world who are persecuted.

The Nigerian Government have developed neither early-warning systems nor rapid response mechanisms to violence, and the federal police are rarely deployed. That worries me. Actors on the ground who spoke with the US Commission on International Religious Freedom universally reported that when the police are deployed, they stick to main roads and do not venture into more rural areas where the violence occurs. If they do not go where the violence is and try to stop it, it does not work. The hon. Gentleman is absolutely right about the problem. As Nigeria is a member of the UNHRC, I hope that the Minister and his team will urge the Nigerian Government to do more to defend their citizens. I hope the Minister will offer support to help them do just that.

I will now discuss the situation with freedom of religion or belief in Nepal, which is also a member of the UNHRC. As the Minister knows, article 26(3) of the Nepalese constitution prohibits

“any act or conduct that may jeopardise other’s religion”

or

“convert another person from one religion to another”.

On 8 August 2017, the Nepalese Parliament passed a criminal code Bill that strengthens those constitutional restrictions and outlines significant criminal penalties for offenders. In other words, it is another level of persecution, this time legal. The Bill greatly threatens the rights of religious minorities in Nepal, as the broad definition of the criminal code’s provisions means they can be applied to legitimate expressions of religion or belief. For example, the charitable activities of religious groups or speaking about one’s faith could be considered to be attempts to convert another person. The wording of the Bill is also similar to the wording of blasphemy laws in neighbouring countries, which have been widely misused to settle personal scores, to target religious minorities and to further extremist agendas. The introduction of the Bill is concerning for advocates of human rights and freedom of religion or belief.

What is even more concerning is that the Bill was signed into law on the very same day that Nepal was elected to be a member of the UN Human Rights Council. On Nepal’s appointment to the UNHRC, its permanent representative to the United Nations said:

“This election offers post-conflict Nepal an unprecedented opportunity to prove its worth as an international contributor to the cause of human rights in Nepal and around the world”.

I challenge Nepal to prove to the world that what it is saying in words will happen, because the legal position in Nepal at the moment is contrary to the UN Human Rights Council and what it says. I hope, as I am sure everybody in the room does, that Nepal intends to take this opportunity. I hope that we will challenge Nepal, and that it will change its laws on blasphemy and religious conversion. Nepal’s new role means that it is even more important that the country takes protecting the rights of religious minorities seriously.

It is also important to remember that between 2014 and 2020, the Department for International Development will spend approximately £600 million in Nepal. The UK Government thus have significant influence, through which they can encourage the Nepalese Government to promote freedom of religious belief, not in words, but with action. I ask that the UK Government use that influence, and hold bilateral meetings with Nepalese representatives at the United Nations Human Rights Council, to encourage Nepal to live up to its obligations as a member of the UNHRC.

Another area of grave concern for those who take an interest in human rights and religious freedom is the plight of the Baha’i community in Iran. We have some people in the Gallery today who are here to represent the Baha’is, and we are here to represent them as Members of Parliament and from a legal point of view. The Baha’is in Iran continue to face systematic, state-sponsored persecution. This session of the UNHRC happens to fall during the second cycle of the universal periodic review of Iran’s human rights record. As part of the review, many UNHRC countries have made recommendations to Iran on how it could improve its treatment of the Baha’i community. Those recommendations have covered detention, access to education, access to employment and non-discrimination in legislation. I am sad to say, however, that it seems that none of them has been implemented, which is frustrating.

Moreover, since the election of Dr Hassan Rouhani as President in 2013, ostensibly on a reformist agenda, more than 150 Baha’is have been arrested. As of January 2018, 77 Baha’is were imprisoned because of their beliefs, and more than 30,000 pieces of anti-Baha’i propaganda have been disseminated in the Iranian media. We are here today to speak for the Baha’is and to reassure them. They are people whom we will probably never meet, but we meet their representatives.

I understand that the UK Government are likely to co-sponsor and support a resolution on human rights in Iran at this session of the UNHRC. Perhaps the Minister will be kind enough to confirm that? I certainly would welcome it, and I look forward to that confirmation. The resolution, if adopted, would renew the mandate of the special rapporteur on the situation of human rights in Iran, a post previously held by the late Asma Jahangir. I should like to return to the tragic and untimely passing of Mrs Jahangir later.

Given the sad absence of a report from the special rapporteur on Iran at this session, would the Government kindly consider making a statement during the interactive dialogue on Iran, referencing the dire situation of the Baha’is in that country? Of course, many serious violations of human rights require attention, but I suggest that a statement on Iran is needed to emphasise the intensification of abuses against Iran’s unrecognised Baha’i minority. If people cannot access education, either at secondary or higher level, are unable to own a business or a house, cannot access healthcare, and do not have freedom of religious belief, something needs to be done. The treatment of the Baha’is can, in many ways, be seen as a litmus test for Iran’s sincerity on wider questions of human rights progress.

Another vital issue that I would like to raise is forced conversion and marriage in Pakistan. Pakistani non-governmental organisations, such as the Movement for Solidarity and Peace, have estimated that at least 1,000 Hindu and Christian girls are kidnapped, forced to convert to Islam, and forcibly married or sold into prostitution annually in Pakistan. I cannot begin to understand what has happened to those young girls. The horror and brutality that they go through is unbelievable, and most be recognised by the Government at the UNHRC.

As the Minister will no doubt be aware, Pakistan had a universal periodic review of its human rights record in November 2017. As part of that process, Pakistan received and accepted three recommendations about tackling forced conversion and forced marriage. Pakistan accepted that something has to be done, which is a welcome development, but there are concerns that the recommendations will not be pursued. I am aware of situations in the past where recommendations have been made and no progress has followed, which is unfortunate. I do not want just a verbal confirmation that Pakistan will do something; I want to see actions, because actions are better than words.

In November 2016, the Sindh provincial assembly unanimously passed a Bill against forced religious conversions. The Bill was sent to the governor for approval, but in January 2017 he refused, citing concerns raised by religious scholars and political parties that the clauses were against the teachings of Islam. Such pressure has also impeded the establishment of a national council for minorities’ rights. In 2014, the supreme court ordered the Government of Pakistan to set up such a body to monitor cases of violence and persecution against minorities. The court also ordered the establishment of a special police force to protect minorities and their places of worship. As far as I am aware, those two bodies are yet to be established. Again, there has been verbal commitment, but no action. Let us see if we can move things on. Would the Minister be willing to speak to his Pakistani counterpart to find out about the status of the Sindh Bill and those new bodies? I am also aware of the problems of education, of access to books, and of books that tell stories that are slanted against Christians.

The hon. Gentleman is making an excellent speech, and I concur with everything that he is saying. Earlier this week, I met with Cecil, who was here with Christian Solidarity Worldwide. I was moved by some of the stories he told me about his own kids’ experiences at school of censorship in the things that they are taught. The important thing to put on record is that we are not asking for a leg-up; we are just asking for equality, particularly for the Christian faith. It is really disappointing that Pakistan is not adhering to that. Does the hon. Gentleman agree that DFID has a role to play here? Some of these books are paid for by international aid money. It is concerning that the authorities are overlooking that.

I thank the hon. Gentleman for making that point. I had the opportunity to meet the gentleman to whom he refers, and I agree that his stories were heart-rending. No one could fail to be moved by what he told us.

Finally, during this month’s UNHRC session there will be a specific interactive dialogue on the human rights situation in Eritrea. The UK can contribute to that dialogue by raising the Eritrean Government’s continued abuse of FORB. That abuse was highlighted in 2016, when the UN commission of inquiry on human rights released a report, concluding that the Eritrean Government perceive freedom of religion as a threat, and that there are reasonable grounds to believe that they have committed crimes against humanity. If we believe that—and that belief has an evidential basis—we need to do something.

In Eritrea, there are only a handful of recognised religious organisations, and people who practise unregistered religions face fines and imprisonment, often without charge or trial. Estimates of the number of religious prisoners in Eritrea vary, but it is thought that there are between 1,000 and 3,000 prisoners. Reports of the torture and inhuman treatment of those prisoners are, sadly, only too frequent. According to Christian Solidarity Worldwide, prisoners have been held in metal shipping containers, underground cells, and in the open air, in desert areas surrounded by barbed wire or thorns.

Even the recognised religions are tightly controlled by the state in Eritrea. Abune Antonios, the patriarch of the recognised Orthodox Church, was deposed and replaced roughly 10 years ago. He has been under house arrest since that time. Here we are 10 years later, having been unable to persuade the Eritrean authorities to release him. Antonios was reportedly released in 2017, appearing at a mass in July following an alleged reconciliation with the Eritrean Government. It is widely believed that his tightly managed appearance was aimed at convincing the international community that the human rights situation in Eritrea was improving and, more significantly, at convincing the Eritrean people that the division caused by the patriarch’s removal was over—paving the way for a pro-Government successor. After his reappearance, the patriarch was returned to house arrest. He has not been seen since.

Will the Minister urge the Eritrean Government to release Patriarch Antonios and the prisoners of conscience detained unlawfully simply because of their beliefs? I also suggest that he encourages the Eritrean Government to extend invitations to relevant UN representatives, enabling them to conduct unhindered, thorough, independent and impartial human rights investigations?

To sum up, FORB is a fundamental human right. Tragically, countless people worldwide are suffering because of its denial. In Nigeria, armed violence by Fulani herders has taken the lives of countless innocent people. In Nepal, the Government’s laws threaten the freedom of religious minorities. In Iran, the Baha’i community are oppressed by the state at every point in their lives. In Eritrea, holy men and peaceful believers wind up unlawfully imprisoned. In Pakistan, thousands of young girls are taken from their homes and married off to men against their will. Those are just a few examples of FORB violations across the world.

I believe it is our duty as parliamentarians to speak out for those who have no voice, those who are suffering and neglected and those who want to live their lives in peace—those who just want to worship their God in the way that they want. The 37th session of the United Nations Human Rights Council offers an excellent opportunity to help those vulnerable people, and I ask that the Government raise these issues at this month’s session. During the dialogue with the special rapporteur on freedom of religion or belief, I ask that the Government repeat their stated commitment to FORB. I know the Minister will do that, but will he give us the assurance that it will go to the next stage, to protect the lives of persecuted religious minorities?

Will the Minister also share the steps that he has taken to advance FORB with his counterparts at the UNHRC, and encourage them to take such measures as well? That would be helpful for the debate, and to reassure those in Westminster Hall, in the audience and those watching outside.

Before I finish—this is one of those “finally and penultimately” moments, but I am getting there—I hope hon. Members will not mind if I say a few words about the late Asma Jahangir, the special rapporteur on the situation of human rights in Iran. Her name is familiar to many human rights activists and will be familiar to many in this room. She was a lawyer and campaigner, who co-founded and chaired the Human Rights Commission of Pakistan. She suffered imprisonment and house arrest for her support for democracy and human rights, but her resilience and capabilities saw her become the first woman to serve on Pakistan’s Supreme Court Bar Association. She was a strong defender of human rights in Pakistan and spoke out against violence against women, a position that exposed her to serious threats. At the international level, she was called to serve the United Nations human rights machinery in three roles, first as the UN special rapporteur on extra-judicial executions, then as special rapporteur on freedom of religion or belief and finally as special rapporteur on human rights in Iran, a post she held until her death last month on 11 February, aged only 66. Speaking as someone who is close to 66, that is a young age—I am not that close, but I am going that way.

Pakistan has lost one of its most courageous daughters, the United Nations has lost one of its most effective human rights defenders and many people of faith and campaigners for religious freedom and for women’s rights have lost a friend. She will be mourned in prayers by many communities. I hope that in our debate today in this House we are paying some tribute to Asma Jahangir’s work and her contribution to human rights.

In conclusion, I thank the Backbench Business Committee for giving me the opportunity to bring this subject forward for debate and I thank all hon. Members for coming to participate. I look forward very much to the responses from the shadow Minister and the Minister. Today, in this House, we can be the voice for the voiceless across the world.

I compliment the hon. Member for Strangford (Jim Shannon) on his exceptional speech, which was a tour de force of some of the issues that the Government need to address. He mentioned the situation in Nigeria, Nepal, Iran, Pakistan and Eritrea.

We have to keep making the case for freedom of religion and belief. We must not take it for granted. With the indulgence of colleagues, I would like to make that case, speaking personally from the experience of my faith group. Many colleagues will know that I am a member of the Church of Jesus Christ of Latter-day Saints. Last summer, quite a few hon. and right hon. Members attended performances of the British Mormon pageant, a musical drama depicting the arrival of the first Mormon missionaries in Great Britain in 1837 and the story of the first British converts and their faith. It was performed by a cast of hundreds of volunteer actors and musicians in the grounds of the Mormon temple in Chorley.

The story of the Mormons is a very British one. At one time there were more Mormons in England than in Salt Lake City, and the British influence on the Church is evident to this day. For example, a singing group of early Welsh Mormon converts became the world-famous Mormon Tabernacle Choir.

When the first missionaries arrived in England in 1837, they travelled to Preston from Liverpool, where one of the missionaries had family. When they stepped off the coach from Liverpool, they found themselves in the middle of an election meeting in Preston market square—Preston was unusual at that time because the franchise was wider than the norm. They were greeted with the unfurling of an election banner that read, “Truth will prevail.” That is a very appropriate theme this afternoon.

The early missionaries took that as a good sign for the work that they were about to commence, but the early members of the Church were subjected to persistent and organised violent persecution. Prophet Joseph Smith, the first president of the Church, was assassinated, and the Mormon pioneers were eventually driven out of the United States. Led by Brigham Young, a latter-day Moses, they established their Zion, a city of refuge in the mountain west, which is Salt Lake City today.

The Church has 13 articles of faith, one of which reads:

“We claim the privilege of worshiping Almighty God according to the dictates of our own conscience and allow all men the same privilege. Let them worship how, where and what they may.”

Given the history and the origins of my Church and its earliest adherents, Members will understand that freedom to live in peace according to one’s beliefs and conscience, devoid of offence towards others, is a matter of deeply felt importance to me.

Today, more than at any time past, none of us can ignore the global and regional importance of religion to politics, conflict resolution, economic development, humanitarian relief and more. Some 84% of the world’s population identifies with a religion, yet 77% of the world’s inhabitants live in countries with high or very high restrictions on religious belief.

Article 18 of the United Nations declaration of human rights says:

“Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, either alone or in community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance.”

In its latest annual report, Open Doors attempts to rank the countries that are the worst persecutors of religious minorities. It has been described as a “Who’s Who” of intolerance, brutality and fear. There is a top 10 of countries that are described as practising extreme persecution of religious minorities: North Korea, Afghanistan, Somalia, Sudan, Pakistan, Eritrea, Libya, Iraq, Yemen and Iran.

The report also makes the point that all faiths endure persecution, but Christians are among those who suffer the most. My hon. Friend the Member for Chippenham (Michelle Donelan) made the point as lately as yesterday, in questions to the Department for International Development, that we should dedicate a fixed proportion of international aid to tackling religious persecution. I support that. The United Kingdom should take a lead and set an example. We have at least some influence over countries on that list I read from the Open Doors report.

If we in this Parliament do not commit to defending the rights of all people to tend to their own soul in whatever way they see fit, who exactly do we expect to step forward and fulfil that role and responsibility for us? While it is right that we should approach human rights from a legalistic point of view, we should also be concerned about the spiritual welfare of those who are denied the freedom to exercise their conscience. Our determination to be the defenders of freedom of religion and belief should shape how we interact with other societies and how we bring our global influence to bear.

The plight of the Baha’i community in Iran is appalling. Knowing members of the Baha’i community here in the United Kingdom and recognising their gentle and engaging nature, I find their plight tremendously upsetting. Their situation has not been unnoticed by the international community. The United Nations universal periodic review is a mechanism by which all UN members have their human rights records scrutinised by their peers. The Chilean Government, who conducted a review of Iranian human rights, said that Iran should adopt provisions to prevent all forms of discrimination against women and girls and, in particular, to promote access to higher education for members of the Baha’i community and other religious minorities. The Iranian Government accepted that recommendation, but it has not been followed through and the Baha’i religious minority in Iran continues to have limited access to higher education. It remains official policy in Iran to deny members of the Baha’i faith access to higher education. Iranian policy states:

“They must be expelled from universities, either in the admission process or during the course of their studies, once it becomes known that they are Baha’is.”

In other words, students who have a minority point of view are expelled.

The Iranian Government have failed to live up to their commitment to remove discrimination from education, and continue to expel Baha’i students from Iranian universities. I ask the Minister to consider whether the UK mission to the Human Rights Council in Geneva should at the very least make a clear statement about the plight of the Baha’i community in Iran specifically about the denial of access to higher education. All Governments have a responsibility to deliver on the promise of religious freedom, and to protect the freedom to worship and the basic tenet of the free exercise of conscience.

The hon. Gentleman is speaking very powerfully about Iran’s persecution of the Baha’i community, which I have raised with Ministers previously. It is widely known that a secret police service in Iran monitors Christians. I implore the Minister to raise that with Iranian authorities. The hon. Gentleman is making an excellent point, and we should not shirk from holding Iran to account on this very serious issue.

I am very grateful for the hon. Gentleman’s intervention, and I endorse what he said.

All people—those of faith and those of no particular faith—should observe the laws and respect the culture of the country of which they are citizens or residents. Freedom and respect for law and order are two sides of the same coin. There is a strong correlation between how laws are framed and held inviolate so that individuals are permitted the free exercise of conscience, and the peace and prosperity that societies enjoy. Although we largely enjoy freedom of religion and belief in our country, Parliament and parliamentarians should be alert to the constant need to protect that fragile and precious privilege.

I have every confidence in our Border Force and its ability to police the traffic of illegal items such as ivory. It should be evident, I hope, to everybody coming from another country with such an illegal item in their possession that they face the risk not only of prosecution, but of jail.

According to the World Wide Fund for Nature, rhino poaching in South Africa increased by 7,700% between 2007 and 2013. People in Broomhouse want to know what support the Secretary of State has offered his South African counterpart to help global campaigning to end this trade once and for all.

It never ceases to amaze me just how complacent many Government Ministers and those in the political leadership of this country appear to be with regard to addressing the underlying economic catastrophe that the country is facing. To paraphrase Kipling, “If you can keep your head when all around you are losing theirs, you probably don’t appreciate the seriousness of the situation.” There is now an amazing disconnect between their arrogance and glibness—and in the case of the Foreign Secretary, bombast and pomposity as well—and the real economic facts on the ground that are shaping the lives of millions of citizens of this country. This is not so much about driverless cars as a driverless Government.

We look now at the global dimension of this Budget. The first thing we should consider is the image of this country in the world. What does this Budget say about our character? How will others judge us for it? How will they judge a country that now lies 31st of 34 OECD countries in the economic growth table? How will they judge a country where, by their own admission, the Government say that by 2022 real wages will not be back up to the level they were in 2008? There has been a decade and a half of wage stagnation in this country: a decade and a half of austerity, adversity and struggle for many working people in this country trying to make ends meet and seeing their own hopes and those of their kids dashed because they cannot do so.

Does my hon. Friend share my disappointment that the Budget did very little on pay for those who are under 25? Indeed, the rate of pay for apprentices rose to a meagre £3.70 an hour.

Indeed I do. That was the third observation that I wanted to make about how people might see us—how we treat our own people.

Let us remember that this Budget does nothing to cancel the attacks on the poor that have been contained in the past few Budgets. We still have the bedroom tax. We still have the cuts to employment and support allowance. We still have, albeit with some mitigation, the roll-out of universal credit and the visiting of penury on the poorest and the most disabled in our country. Any country will rightly look at us and judge us according to how we treat those who are least able to defend themselves. When they look at the record of this Government, I think they will judge them harshly.

Brexit clearly overshadows the whole debate about Britain in the global economy. I remind colleagues that we have not left the European Union. We have not even begun to leave the European Union. Indeed, we do not, as of today, yet have a plan to leave the European Union. All we have is a stated intention—the idea of Brexit, and already the idea of Brexit is having a material effect on the ground. I refer Members to page 14 of the Red Book, where paragraph 1.19 is a harbinger of what is to come. It points out that the drop in the projected growth in GDP is not just because of the per capita drop but because fewer people will be contributing to the economy due to a net drop in migration of 20,000 people. This is only the beginning. If we tell young people from Poland, Spain and Greece that they are not welcome to come and live and work here, not only will our public services be in jeopardy but we will not be able to collect their taxes, and that will have an economic effect on paying for those public services in the first place.

Already the European Medicines Agency and other institutions are leaving just because of the idea of Brexit. Not a mile away, across the City of London many financial organisations are preparing to make an exit and shift their European regional headquarters to another place. The effect of that will be dramatic, and it is irresponsible in the extreme for the Government of the day to come to the House and present a Budget that has no contingency whatsoever for those possibilities. The Government are planning for a series of options on Brexit, one of which is a hard Brexit with all the attendant tariff controls and trade barriers, and yet they have made no contingency for what might happen. That is the height of irresponsibility.

In the final 20 seconds, I want to mention the situation in Scotland. We welcomed the Government’s decision to scrap VAT for police and fire in Scotland, but if it was the right thing to do today, it was the right thing to do a year ago and the year before that. It is intellectual banality for the Government to base their policy on who makes the argument rather than the content of it.

The delivery of the British Budget is one of the most important political events of the year. As an accountant—I refer to my entry in the Register of Members’ Financial Interests––and a new MP, I was extremely humbled to witness its delivery at first hand from these Benches. The Budget is even more important considering Britain’s place in the world, the advent of Brexit, the pace of technological change, and the geopolitical shifts that we have witnessed from America, the middle east and China. There is a disturbing rise in negative politics. With divisive referendums, resurgent nationalism and challenges to the western model of economic management, there is a feeling that we are stepping backwards. We are naive if we think that such discourse has an impact only on politicians, as was illustrated on my recent trip to Lornshill Academy in my constituency, whose students talked about how Donald Trump’s views had started to shape debate in their school—and not for the better.

That is why the cautiously optimistic Budget delivered by the Chancellor is so important. As many colleagues will appreciate, a Budget is not just an accounting exercise; it is a statement of political intent. I believe that this Budget speaks volumes. It commits the Government to raising the national minimum wage, especially for younger workers. The increase by 5% for such workers is the largest in 10 years.

The Budget has introduced a new railcard for 26 to 30-year-olds, helping those already in work and progressing their careers. It also addresses some of the issues raised by me and other hon. Members about the implementation of universal credit. It builds on the Government’s record on jobs and our success in lowering corporation tax, which has encouraged businesses while bringing in a record £55.6 billion to use in tackling the deficit and investing in our public services.

The Government’s action on tax evasion and compliance has been furthered in the Budget. As a member of the Public Accounts Committee who sat through its hearing on VAT fraud, I welcome the Chancellor’s measures to extend HMRC’s powers to make online marketplaces jointly and severally liable for the unpaid VAT of overseas traders on their platforms. That move that will bring about greater equity for British traders and increase our tax take.

The Budget was good in introducing measures to support all the regions and nations of the United Kingdom. I was pleased that the Chancellor was able to deliver approximately £35 million a year extra for police and fire services in Scotland, changing regulations to undo the damage done by the SNP, because of its obsession with centralisation, that has cost police and fire services in Scotland £140 million. It was warned and advised not to take such action, and even Conservative colleagues in Holyrood changed their position when they saw the costs of centralisation and the impact it would have on services. Despite that, it has taken Westminster to fix the problem—but that is the benefit of being four nations, but one country united together.

It is true that there has been a good story for lower unemployment, and it shows that the Government’s financial and industrial strategies compare very favourably with the SNP’s lack of an education strategy, and certainly its lack of a health strategy. Scotland has gone from No. 1 to No. 3 on education in the United Kingdom.

I was pleased to hear the Chancellor confirm the Treasury’s commitment to the Tay Cities and Stirling and Clackmannanshire city deals, which will have a transformative impact on the two council areas in my constituency. They will bring investment to South Perthshire, Kinross-shire and Clackmannanshire. I am supporting proposals from community groups and businesses to boost long-term economic activity in my constituency.

Spirits are also very significant in my constituency. I have 20% of maturing Scotch whisky in my constituency, so hon. Members might want to come and visit. Last week’s freeze in duty not only reassured the industry domestically, but signalled internationally that the UK will support its home brands and is ready for more international trade. [Interruption.] If the hon. Member for Glasgow East (David Linden) wants to intervene, he should stand up. I believe that having Scotch whisky in the vanguard will lead to more productive trade meetings with colleagues from around the world.

Opposition Members have made increasing criticisms of the Government in virtually every area of policy. While there has been criticism, there have been very few constructive alternatives. The Budget tackles honestly some of the tough challenges we face, for example by lowering growth forecasts to face the global and domestic reality while putting in place practical measures, such as £2.3 billion for investment and research to tackle our productivity problem. All these positive measures have been constructively argued for and delivered by Conservative Members.

That is not the topic for this debate. We have seen such influence, and we have delivered. We have delivered the VAT back for the police, and we have delivered on transferable tax histories. We have done more in six months than SNP Members have managed to do in two and a half years, and certainly a lot more than the SNP has managed to do in its 10 years in government at Holyrood.

The Budget does not deliver everything, but it takes steps to address domestic challenges and to ensure that we are ready for more international competition. For the students in my constituency, it shows that a difference can be made in politics—and a positive one at that.

To the best of my knowledge, I do not think that we are engaged in that way in Zimbabwe for historical reasons that I am sure my hon. Friend will understand. If we can achieve the reform that we want and if Zimbabwe goes down the path that is now potentially open to it, that is not to say that the UK could not in the future be engaged in exactly that kind of assistance.

I am grateful to my colleague from the all-party parliamentary group on Zimbabwe for securing this urgent question. I share the view that Zimbabwe cannot move from having a despot in charge to having a bampot in charge, and I hope that we can see early free and fair elections.

What discussions has the Foreign Secretary had with the Home Secretary regarding Zimbabwean nationals who may be due for return to Zimbabwe? There is clearly a volatile environment in Zimbabwe at the moment, so it is important that he has that conversation with the Home Secretary.

On this issue, the UK Government have more faces than Big Ben. During the 2014 referendum on Scottish independence, they were quite happy for international Governments all over the world to comment on Scottish questions, so I think the idea that the UK Government are staying out of this is laughable. Will the UK Government follow the advice of the Scottish Government and at least allow people to recognise this and move towards some sort of legally binding referendum?

We must all be aware of the reality in Libya, and indeed in Sirte: there is a tragic absence of security and the problems of that city have yet to be resolved. But when they are resolved—they will be addressed, and are being, with the help of this country—the people of Libya will indeed have fantastic economic prospects, and that is the objective of this Government.

It is a pleasure to see you in the Chair, Ms Buck. I thank the right hon. Member for Chipping Barnet (Theresa Villiers) for securing this important debate. A number of hon. Members have spoken on this topic before; having been newly elected to the House in June, I appreciate this first opportunity to do so myself.

Before I speak about the more specific issues, I want to mention the use of the death penalty in Iran. As the right hon. Lady mentioned, the Foreign Office estimates that there were more than 530 executions in Iran in 2016. That figure is simply staggering, although, surprisingly, it represents a decrease on the previous year. Men and women risk capital punishment if they are found to be gay. The human rights record for people from an LGBTQ background is appalling. Even more worryingly, the death penalty continues to be used against juveniles in the country, and the FCO’s report notes that it is issued even in cases that are not deemed “the most serious” under international law, such as drugs offences.

There seems to have been some progress recently: in August, the Iranian Parliament approved a long-awaited amendment to legislation that significantly raises the bar for mandatory death sentences in drugs cases. Evidence given to the Iranian Parliament when the legislation was being drafted revealed that 5,000 people, the majority in their 20s and 30s, were currently on death row for drug-related offences. That in itself should highlight how ineffective the death penalty has been.

I am also deeply concerned about reports of mass executions in 2016: 20 members of the Kurdish minority were executed for terrorism-related offences and later in the same month, 12 people were hanged for drugs-related charges. Hopefully, future FCO reports will show the number of executions falling sharply because of the change in the law. Does it go far enough? Obviously not, but it is a step in the right direction.

I must also mention women’s rights. Women in Iran face intolerable oppression and discrimination on issues such as marriage, divorce and child custody. Women have been sent to jail for publicly speaking out in favour of equal rights. They are severely restricted in Iran, to the point where they are even forbidden from spectating at male sports—including Iran’s national obsession, volleyball. It is deeply troubling that Iran has no anti-domestic-violence legislation and that the legal age for marriage is just 13. For fear of getting emotional, I will not go into all the research around the age of consent, but what happens to young girls is deeply worrying.

Another matter is freedom of expression. There are signs of growing oppression, as Iranian authorities struggle to deal with the impact of new technology on freedom of speech. The de facto third-party messaging application here seems to be WhatsApp, but in Iran a similar app has risen to prominence. Much like WhatsApp, Telegram allows encrypted communication between individuals. According to the Iranian Students Polling Agency, almost six in 10 Iranians use Telegram, but use of the app seems to be shifting. A couple of years ago, two thirds of people polled said that they used it for entertainment purposes, but today only a quarter say the same. Iranians seem to be getting more of their information from the broadcast channels that the app gives access to.

Telegram played a significant role in recent parliamentary elections. Since Twitter and Facebook are blocked in Iran, the app provided a platform for campaigning. The Iranian establishment, however, has stepped up a crackdown on Telegram channels that challenge it and dozens of activists have been arrested in the past few months. In August, the administrator of one political Telegram channel was sentenced to four years in jail. There are fears that the Iranian authorities could now block Telegram altogether; I would appreciate it if the Minister addressed that in his speech. This is a very worrying trend that adds a new dimension to the further repression of freedom of expression.

Another troubling issue that, like other Members, I am incredibly concerned about is the wellbeing of Nazanin Zaghari-Ratcliffe and Kamal Foroughi. It is alarming to learn that additional charges have now been brought against Nazanin that could extend her jail term by 16 years. The detail in both cases is extremely harrowing. They have been held in the notorious Evin prison, sometimes in solitary confinement. There are very serious health concerns in both cases; I understand that Kamal is being denied screening for prostate cancer. That is totally unacceptable.

Both trials were, of course, conducted in secrecy. The prisoners had little access to lawyers prior to the trials, which makes a mockery of the justice system. Iran does not recognise dual nationality status, so it treated both prisoners as solely Iranian citizens and did not recognise their rights as British citizens.

There was quite a lot of initial excitement when Hassan Rouhani was elected as President of Iran in 2013, not just because he was seen as a moderate but—in my own context—because he was seen as an honorary Glaswegian. It is perhaps not well known that he studied twice at university in Glasgow. During his time there, he completed his PhD thesis on “The flexibility of Shariah (Islamic law) with reference to the Iranian experience”. I gather from Glasgow Caledonian University that his thesis is still available at the library and can be taken out and read. Anyone who takes the opportunity to read it will be struck by the first line in the abstract, which states that

“no laws in Islam are immutable.”

The thesis demonstrates that a younger Rouhani was willing to embrace a more liberal and moderate approach to society. I conclude with my message to President Rouhani, from one Glaswegian to another: embrace that moderate tone and drastically improve human rights for your people.

I beg to move,

That this House has considered the Scotland-Malawi relationship.

It is a pleasure to serve under your chairmanship, Mr Chope, having spent the afternoon with you in the Procedure Committee.

I am pleased to have secured today’s debate, and am very grateful to be able to give the House a chance to discuss and celebrate our very important and successful bilateral relationship. Before I speak about some of the more pressing matters, I would like to talk about the connection, the significance of which is seen through the numerous links to Malawi in every single one of the 59 constituencies in Scotland. I do not doubt that some of the other hon. Members present will be keen to use this debate to highlight some of those cultural links and will try to keep my comments brief to allow other Members to speak. I am happy to take appropriate interventions as well.

I pay tribute to the Scotland Malawi Partnership for all its work to promote the relationship between our nations. It has been invaluable in helping me to prepare for this debate. In particular, I thank and pay tribute to David Hope-Jones, its chief executive, who is tireless in his resolve to celebrate the scale, energy and impact of Scotland’s bilateral relationship with Malawi.

I cannot speak on this subject without honouring another David—now would probably be a good time for someone to intervene with those immortal words, “Dr Livingstone, I presume?” The doctor is a famed figure across the globe, but nowhere more so than in his home nation of Scotland and in Malawi, where he travelled extensively on missionary work. David Livingstone’s influence on Malawi is evident right across the country. Its commercial centre and oldest city, Blantyre, was named after his birthplace in Lanarkshire. The history of the great Scotsman’s travels and crusades against slavery is taught to every schoolchild in Malawi even today, which ensures that he remains a much revered figure.

It should therefore come as no surprise that almost 200,000 Malawians are now involved in the Scotland Malawi Partnership, along with 100,000 Scots. The organisation’s impact should not be underestimated: some 2 million Malawians benefit directly from the partnership and 4 million benefit indirectly. In Scotland, almost half the population know someone with a connection to Malawi—an absolutely remarkable statistic.

There are 1,131 Scottish organisations and community champions with active links to Malawi, such as the Scottish Catholic International Aid Fund, Classrooms for Malawi, Mary’s Meals, Oxfam Scotland and 500 Miles. Glasgow City Council also has strong links. Successive Lords Provost have made the link a real priority since 2005, with each visiting Malawi and outdoing the last in raising funds, engaging and inspiring more people in Scotland and Malawi to connect for their mutual benefit. I recently met our newly appointed Lord Provost, Councillor Eva Bolander. I take great pleasure in informing the House that she will continue the tradition and is ready for the challenge.

A number of Glasgow City Council’s schools already have thriving relationships and partnerships with Malawi. These are active, dignified, two-way, school-to-school links that inform and inspire generations of young Scots to be good global citizens and that are transforming lives in Malawi and in Scotland.

I congratulate my hon. Friend on securing this debate. Will he join me in recognising and commending the excellent work of a disproportionately large number of people in my constituency to support the people of Malawi? He has already mentioned the excellent work of Mary’s Meals, but we also have the Mid Argyll Malawi Twinning Group, the Imani Development Foundation in Oban, the Netherlorn Churches’ project “Seed for life. Feed for life”, many secondary schools such as the Rothesay Academy, Dunoon Grammar School, and the primary schools of Strone, Dalmally and Iona.

I wholeheartedly join my hon. Friend in commending those wonderful local organisations. We have seen the generous, welcoming spirit of Argyll and Bute in its international work in recent years. I am more than happy to put that on the record.

In my constituency, Carmyle Primary School, St Joachim’s Catholic Primary School, Croftcroighn School, Swinton Primary School, Eastbank Academy and my own former high school, Bannerman High School, all participate in programmes to connect our distinct but intertwined communities over thousands of miles. On a recent visit back to Bannerman, I was delighted to learn that the school is preparing for a trip to Malawi next year, which I hope to be able to join.

Bannerman High School’s preparations are likely to be a lot easier than those of Malawians who wish to travel to Scotland, however. That brings me to my first substantive issue: the extremely serious shortcomings in the UK Government’s handling of visa applications. The Scotland Malawi Partnership has reported that over the past decade, its members have experienced an increasing number of issues with visa applications. Worryingly, many of them feel that the situation is worse now than it has ever been. Some argue that Malawians who apply for visas to visit the United Kingdom are treated with contempt from the outset, with ever increasing charges and an ever decreasing quality of service.

The partnership reports that what it sees as the dysfunctional processing of UK visas not only affects its work and the work of its members across Scottish civil society, but has a serious negative impact on the Government’s own development and diplomatic efforts, causing reputational damage. It is quite clear that this is not an isolated issue. The partnership’s experience is that Scottish churches, schools, non-governmental organisations, businesses, NHS boards, hospitals, universities and community groups have had to cancel visits, often at a considerable cost, because UK visas have not been processed correctly or in time.

When concerns have been raised in this place, the Government have been quick to point out that about 82% of UK visa applications from Malawi are successful—perhaps the Minister might ask the relevant Minister to break down for me how that percentage was arrived at. I understand that a significant proportion of Scotland Malawi Partnership members who start the process of applying for a UK visitor visa are not able to complete it because of systemic failures, so I would be keen to find out whether those incomplete applications are included within that percentage. I would also like to know if the figure includes visas that are awarded on the day of travel or even after the scheduled travel date.

The second substantive issue is the 1955 Malawi-UK double taxation treaty. I appreciate that Ministers may have been somewhat distracted by Brexit and disrupted by the snap general election, but the Government have not yet honoured their promise—and it was a promise—to update that treaty. The final deadline of July 2017 has now passed. My hon. Friend the Member for Dundee West (Chris Law) recently asked a written question about the matter, but I am afraid the Treasury’s answer was disappointingly non-committal about the timeframe for completion. Its reason for delay—that the Government of Malawi had raised further points for consideration in August 2016—was somewhat at odds with the promise made by the then Financial Secretary to the Treasury last December that

“we hope to conclude soon”.—[Official Report, 16 December 2016; Vol. 618, c. 1142.]

Nine months on, we seem to be no further forward. I do not think that I am overstepping the mark when I say that the UK Government appear to be dragging their heels. They ought to get on with their day job and bring this matter to resolution. I do not consider it unreasonable to ask them to let us know exactly when they aim to have the treaty signed off. Any update would be most welcome.

The point is that we need to get on with getting this sorted. The Government have been quite clear about setting a timeframe, but I can see from my constituency caseload that they are perhaps too focused on other matters at the moment. I would like Ministers in the Treasury to honour their promise to get this sorted. As I said, I do not think it is unreasonable for the Government to let us know exactly when they aim to have the treaty signed off. Perhaps the Treasury can follow that up, although I appreciate that it is not the Minister’s Department.

My third concern is investment in Malawi. It is only fair to point out that the Scotland Malawi Partnership applauds the CDC-DFID impact accelerator programme, which enables smaller investments that are better suited to a country such as Malawi. I echo the partnership’s calls for the Government to build on that and urge the CDC to increase the investment going to Malawi.

I am conscious of time, as I know other hon. Members wish to speak. The final issue I will raise is DFID’s engagement with civic links between Scotland and Malawi. The Department’s small charities challenge fund aims to better engage smaller NGOs, but there are concerns about the design of the programme, such as the fear that payment in lieu will render the fund inaccessible for smaller organisations in Scotland. Will the Minister undertake to discuss that with his colleagues, so that this well-intentioned fund can be tweaked to be of greater benefit to organisations that have the potential to do great work with its support?

Let me finish by looking positively towards the future of the bilateral relationship between our nations. The phenomenal work being done in Scotland and Malawi, which I hope other hon. Members will highlight, is certainly something to be celebrated. Our ties continue to be strengthened and further developed. Our 150-year relationship bridges the gap. Let each of us continue to build upon that. In the words of Dr Livingstone,

“I will go anywhere, provided it is forward.”

Thank you for your chairmanship today, Mr Betts. I also thank the hon. Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald) for introducing the debate.

Clement Attlee said:

“Democracy means government by discussion, but it is only effective if you can stop people talking.”

It is a sentiment that we in this House might do well to heed from time to time.

Over the summer I was lucky enough to spend a few days in Honduras through the Westminster Foundation for Democracy, at a conference of young political leaders drawn from around Latin America. It was, I have to say, inspirational and incredibly humbling. In a part of the world where the threats of communism and military dictatorship are all too real, these young leaders, who were all aged between 18 and 30, shamed me and would shame many of us here today with their confidence, passion and enthusiasm for democracy and the rule of law. I was taken aback by how, out there, so many still look to this place as a source of hope and inspiration. More than once people out there described this place as still the mother of Parliaments. To them, freedom and liberty are not abstract notions or taglines for the next Marvel Avengers film; they are genuine, live and emotive topics, and so too is democracy.

If we look around the world today, we see far too many countries where the right of individuals to choose freely, without let or hindrance, those who govern them—the ability to hold their Government effectively to account—simply does not exist. In the west, and in Europe and North America in particular, where the idea of getting a say, having a voice and choosing to vote has been the norm in some form or another for centuries, we take democratic freedom too much for granted.

One of the most common refrains in the past two or three years in Scotland in particular is that we have had too many elections and too many referendums—in fact, too much democracy—and that people are getting fed up of voting. I think that that is highly depressing. In modern parlance, what a first-world problem to have. Although I am no fan of referendums, I have recently become a huge convert to unexpected general elections; but imagine telling the oppressed peoples of the world that one of the problems in our country is that we have to vote far too often.

The hon. Gentleman mentions being a convert to snap general elections. May I push him a bit further and ask whether he would join us in being a convert to the concept of votes at 16—the idea that if someone is old enough to pay tax, get married and join the Army, they are old enough to vote? Is that something he is willing to welcome?

I absolutely will. I have gone on the record in the past saying that I would welcome votes at 16, and I am willing to stand by that again today. I also think that it is very important in a democracy that we learn to respect the results of referendums and elections—something that the hon. Gentleman’s party might do well to remember.

I am for more democracy, and would argue that we could start with directly elected provosts or police and crime commissioners in Scotland following the UK Government’s excellent example. I am not sure that I expect cross-party support for those, however. I am very proud of this country’s role in helping to strengthen and spread democracy around the world. The UN and Inter-Parliamentary Union International Day of Democracy, which we debate today, does great work in attempting to drive positive democratic change through political dialogue and action. I believe that it is our duty as democratically elected representatives to champion, defend and encourage the spread of participation in government, through initiatives such as this one and others, to ensure that, in Abraham Lincoln’s words,

“government of the people, by the people, for the people, shall not perish from the earth.”

It is a pleasure to serve under your chairmanship, Mr Hanson, for my first ever Westminster Hall debate. I pay tribute to the hon. Member for Strangford (Jim Shannon) for securing the debate.

Although I am a new Member, I am not unfamiliar with the House, having been a researcher for my hon. Friend the Member for Glasgow Central (Alison Thewliss). Often in my previous role, I would remark on how often the hon. Gentleman pops up in the Chamber, leading me to believe that he is the Member for Westminster Hall rather than for Strangford. However, in all seriousness I am grateful to him for allowing us this important opportunity for debate. He is a tenacious and diligent Member of Parliament and a credit to the people of Northern Ireland.

I welcome the opportunity to participate in the debate. I shall keep my remarks focused within the parameters of the motion, but I recognise that there is persecution of people of all religions—and, indeed, of those of no religion at all. In particular I should like to highlight the plight of the Ahmadiyya community, which faces intolerable oppression the world over. I commend the work of hon. Members in that regard, including that of the all-party group on the Ahmadiyya Muslim community.

Like other hon. Members, I pay tribute to the sterling work done to highlight the persecution of Christians. I have been familiar with the work of Open Doors since about 2009, when I came to faith. I should declare an interest, as I am a member of a Baptist church. The profile of Open Doors, at events such as Christians Linked Across the Nation, led me to look more closely at the persecution of men and women of faith. Of course Aid to the Church in Need has also done excellent work, and I regret that for reasons of time we cannot go into that so much.

Although we value freedom of worship and religion in this country, far too many places do not. The prayers of many in the Church have rightly focused on persecuted Christians who are being slaughtered at the hands of Daesh in Iraq. It is heartbreaking—sometimes, I confess, it is too easy to just turn off the TV—when we see the situation in Iraq: the sheer brutality of being a Christian in that region and, as has been said, its impact on women and children.

We know that Christian women in Baghdad and Basra have been forced to veil themselves in order to feel safe outside their homes and that greater pressure is being forced on Christians to observe Ramadan. More concerning is that Iran now exerts increasing influence within Iraq, and that Christian converts who previously followed Islam are said to be being monitored by the Iranian secret service. I will be grateful if the Minister responds to that particular point and clarifies whether it has been factored into discussions and considerations within the Foreign Office.

I have briefly touched on the situation in Iraq. The situation in North Korea also rightly garners a lot of attention and interest, but I will use a few moments to focus on a country of a lesser international profile, but which is still cause for grave concern: Tanzania, and particularly its coastal region of Zanzibar. At this juncture, I should declare an interest as the vice-chair of the all-party parliamentary group on Tanzania. I saw that the chair, the hon. Member for Stafford (Jeremy Lefroy), was here; I pay tribute to his work with the APPG.

With a population of almost 57 million, and a Christian population of more than 31 million, it is perhaps difficult to believe that Christians could be persecuted in Tanzania—particularly given that they make up the majority of the population. However, radical Islamic extremism in certain regions of the country, including Bukoba, is leading to immense hostility against Christians. Again, I will be grateful if the Minister will reference Her Majesty’s Government’s efforts to discuss the protection of Christianity and the upholding of freedom of religion with the Tanzanian authorities.

The purpose of the debate is to consider the role of embassies in foreign relations and in protecting Christians. It is perhaps no surprise that, before I sum up the debate on behalf of the Scottish National party, I will talk about Saudi Arabia. For reasons of not only geopolitics, but also, in my view, trade, Saudi Arabia remains one of Her Majesty’s Government’s closest allies. I continue to feel that Saudi Arabia’s inexcusable—I repeat, inexcusable—human rights record at home and abroad, including in Yemen, has far too often been overlooked by Her Majesty’s Government. Quite frankly, the British state is far too quick to lower its flags to half-mast on the deaths of Saudi monarchs. However, seldom does a day go by without the brutality of state-sponsored torture, human rights abuses and murder by the Saudi authorities; no flags are lowered to half-mast in those cases.

I am greatly encouraged to hear of more Christian converts in Saudi Arabia—a state that, even today, can punish by death anyone who leaves Islam. However, the fact remains that Saudi Arabia is still one of the most dangerous countries on earth in which to follow Christ; today in 2017, converting to another faith is punishable by death. Christians risk arrest, imprisonment, lashing, deportation and, in some cases, torture.

Given that record, I have often wondered in recent months and years what exactly the UK is getting from its relationship with the Saudis—other than arms sales. It strikes me that we are not exerting much influence in Riyadh when it comes to promoting our values of freedom and human rights for those of all faiths and none. In Christianity, the Bible commands us to turn the other cheek. However, in too many cases, particularly in Saudi Arabia, it feels as though Her Majesty’s Government are turning not only the other cheek but, in some cases, a blind eye.

I will sum up some of the remarks from colleagues, who have contributed to an excellent debate. The hon. Member for Congleton (Fiona Bruce) spoke of the situations in Egypt and Nigeria. The hon. Member for Rhondda (Chris Bryant) was quite right to put on the record the situation in Chechnya. It is important that we consider that and that we do not forget it; it feels to me that it has fallen off the agenda a little bit, and he is right to bring it back up. The hon. Member for South West Bedfordshire (Andrew Selous) spoke of trade deals and the FCO’s work, and I touched on some of that in my remarks about Saudi Arabia.

My hon. Friend the Member for North Ayrshire and Arran (Patricia Gibson) gave a very honest overview of a lot of the country profiles. I was particularly glad to hear her mention the situation in Pakistan, because Her Majesty’s Government have to hear that news. The hon. Member for City of Chester (Christian Matheson) spoke of the situations in Colombia and Mexico, and it is concerning to see those countries coming on to that list of shame. I am grateful to him for bringing that to our attention.

The hon. Member for Torbay (Kevin Foster) spoke about the work of his local church. As a new Member, it is important that I place on the record my thanks to my own church, which supported me as a candidate throughout the general election. I am particularly grateful to my pastor, Rev. Michael McCurry, for leading congregation and prayers during my election campaign.

It is good to see the hon. Member for Stroud (Dr Drew) back in the House and speaking so passionately about his work in Sudan. The right hon. Member for Meriden (Dame Caroline Spelman) quite rightly talked of discretionary funds for local projects, and I hope the Foreign Office takes that forward. My hon. Friend the Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) spoke about working with children and teaching them about tolerance. That is important, and is something that, as the parents of a two-year-old, my spouse and I are now looking at. Having had him not baptised but dedicated, we are considering how we teach our son about the role of Christianity, of religion and of freedom of speech.

I want to make sure that there is plenty of time left for the Minister to respond to my points and those from other hon. Members. I also hope that drawing my remarks to a close early will afford the hon. Member for Strangford the final word on what has been an excellent debate. I simply conclude by thanking him for bringing the matter to the Chamber and thanking you, Mr Hanson, for your forbearance.

I entirely understand that, and I will come on to the comments made by my hon. Friend and my right hon. Friend the Member for Meriden about that issue. They can be assured that there is, in ministerial terms, rather more co-ordination now between the Foreign Office and DFID, given that two Ministers are double-hatted. That will assist particularly in parts of Africa and the middle east where there is a part to play. I also will ensure that in the most evident problem hotspots, we make clear to our embassies the expectations about what we need to work towards.

My right hon. Friend the Member for Meriden asked how much is spent on freedom of religion projects. We shall, during this tax year, spend some £758,000 on such projects worldwide, including in Pakistan and Iraq. We also lobby Governments across the globe on a regular basis. She rightly pointed to the case of Taimoor Raza in Pakistan—which has already come across my desk in the two and a half weeks since I took on ministerial office—and the appalling death sentence that has been passed after his blasphemy conviction. The reality is that more often than not, or almost invariably, such a sentence is commuted to life imprisonment—bad though that is.

We need to have a debate about the issue that my right hon. Friend raised. She is quite right that Pakistan is the second largest recipient of aid from the UK Government through DFID. I have some sympathy with her view that we need to, in some diplomatic way at least, link the two. However, I also have some sympathy with what the hon. Member for Rhondda (Chris Bryant) said. I would be very reluctant to withdraw from any ongoing aid or development projects on the basis that there were concerns here. We should openly try to suggest, in a cross-departmental way, that a number of Her Majesty’s Government’s priorities, particularly in relation to freedom of religion, need to be an integral part of any ongoing aid and development work. We are spending significant sums of money, but a number of projects could happen in various other parts of the globe.

I very much take on board what my right hon. Friend said, and she can rest assured that through diplomatic channels, in our work between London and Islamabad, we will ensure that the Pakistani Government are made well aware of what we regard as being not just our priorities but their responsibilities in relation to DFID expenditure.

I want to touch on the issues raised by the hon. Member for City of Chester (Christian Matheson) about Colombia and Mexico and by the hon. Member for Glasgow East (David Linden), whom I congratulate on his debut on the Front Bench, about Tanzania and the terrible plight of Zanzibar. I have to confess that I have no data to hand about issues of freedom of religion in those areas or the particular issue referred to of organised crime, but I will write to both hon. Members once I have been able to get more information from our embassies.

I am particularly concerned currently about the plight of Christians in Burma, Iraq and Syria, where the Christian population has fallen dramatically, from 1.25 million as recently as 2011 to approximately 500,000 today. I recall my parliamentary visit 14 years ago to Aleppo, Palmyra and Damascus in Syria. We drove for a mere half an hour from the centre of Damascus to visit some of the ancient Christian villages where St Paul proselytised some 1,900 years ago. I shudder to think what has become of those ancient Christian communities today.

The right to practise one’s religion peaceably—or, indeed, to follow no religion at all—is and must remain a fundamental entitlement, and the UK Government will continue energetically to defend and promote it. As a number of hon. Members pointed out, it is a sad indictment of our 21st-century world that we still have to defend that right, but we do have to, because, as we have learned, it is increasingly being violated.

In 2013, I spoke from the Back Benches in another debate, which I think was led by my hon. Friend the Member for Congleton, about the persecution of Christians. The fate of Christians and other religious communities in the middle east and the north Africa region is complex and often compounded by their minority status. In Syria, Assad’s actions have helped to fuel the worst sort of sectarian violence. Although at one point he was perhaps seen as someone who could stand up for minorities, the truth is that he has now shown himself incapable of maintaining control of his country or of effectively countering the threat from extremists. In so doing, he has put at risk communities including Christians, Mandaeans, Yazidis and all other minorities, as well as the interests and safety and security of the Sunni majority.

The UK Government remain determined to promote and defend human rights more generally. Failure to do so has an impact on Christian and other religious minorities. As the hon. Member for Rhondda powerfully reminded us, where freedom of religion or belief is under attack, other basic rights are threatened too. It is in all our interests to promote religious freedoms and human rights more generally, so I welcome this opportunity to set out briefly what the Government are doing to promote freedom of religion or belief across the world.

Our activity is both multilateral, through institutions such as the United Nations and its Human Rights Council, and bilateral with individual countries. In the multilateral sphere, we strive to build and maintain consensus on this issue by lobbying other countries and supporting UN resolutions such as the one recently sponsored by the European Union. We also engage closely, through our extensive diplomatic network, with individual countries. We promote the right of freedom of religion or belief and we raise vigorously—if often, for obvious reasons, behind the scenes—individual cases of persecution.

In relation to Pakistan, which we have discussed, my right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs continues to raise the rights of all Pakistani citizens, including religious minorities, and did so very robustly during his visit last November.

In relation to Iraq, we remain deeply concerned about the atrocities committed by Daesh or ISIS against individuals and religious communities, including Muslims, Christians, Yazidis and others. We continue to engage closely, and with a specific cause in mind, with religious leaders both in the UK and in Baghdad and beyond. In the last financial year, we have provided £90 million of humanitarian assistance to Iraq alone. That takes our total commitment to £169.5 million since June 2014. A significant, ring-fenced element of that support will help to protect displaced religious minorities. I take to heart some of the criticisms by the former Archbishop of Canterbury, Lord Carey, about the Government’s approach to religious minorities in the middle east, but it is the case, as has been pointed out in this debate, that an avowed policy of giving preferential assistance to any single religious group might make it more vulnerable to discrimination in some of the more ungoverned spaces of the world.

In Syria, Christians, Mandaeans, Yazidis and other minorities, as well as the Sunni majority, as I pointed out, have all been victims of Daesh atrocities. Ultimately, as I think we all know, the only way to stop that abuse is to defeat Daesh, and we continue to play a leading role in the 67-member global coalition in that regard.

The hon. Member for Strangford and my hon. Friend the Member for Bolton West (Chris Green) were right to highlight the plight of the Coptic Christians in Egypt. They are a minority, but a very significant minority—some 8 million to 9 million out of an overall population of 90 million.

We have touched on Yemen and the treatment of the Baha’i community, and on the treatment of Jehovah’s Witnesses in Russia, which the hon. Gentleman rightly pointed out. Officials from our mission in Moscow attended the various court hearings there, and members of the Jehovah’s Witnesses in the UK noted that the presence on the ground of diplomats from the UK had a positive effect on how individuals were treated and how the process was undertaken. We shall continue to monitor that case particularly carefully.

More generally, our project work overseas is an important part of our effort to promote and protect religious freedoms. One project is helping to develop lesson plans for secondary school teachers in the middle east and north Africa. The aim is to teach children about religious tolerance, religious acceptance, and the absolute right to freedom of religion or belief. We strongly believe that teaching children in that way is a vital part of promoting tolerance and respect at grassroots level and of helping to build future resilience against extremism.

Yes. The hon. Gentleman will forgive me, but we are talking about a different debate, and I am sure that we will have plenty of debates on Saudi Arabia. It is also not within my responsibilities in the Foreign Office. I will therefore try to address the issues in writing and get my right hon. Friend the Minister for the Middle East to do so.

Our staff in embassies across the globe are essential to the success of our work, and I hope that the debate today will help to redouble some of their efforts. It is important that we make clear the strength of feeling across the party political divide. We need to promote religious tolerance, human rights and religious rights, which are an integral part of our work. To support those staff, we provide training in religious literacy and have created a freedom of religion or belief toolkit, which was referred to earlier and provides useful information on addressing freedom of religion or belief.

In conclusion, I assure the hon. Members present of the Government’s and, moreover, my personal determination to continue supporting, defending and promoting the right to freedom of religion or belief. We will use our influence to promote that fundamental right across the world and to support Christian minorities, including in the middle east, through our engagement in multilateral institutions and with individual Governments and civil society.

I thank all hon. Members for their contributions today, but I hope that the House will indulge me if I single out my hon. Friend the Member for Hornchurch and Upminster (Julia Dockerill) for her first contribution in the House. My hon. Friend is also my very good friend, having worked in my private office, most recently as my chief of staff. She has worked with me for 11 years and learned about all the bad habits of politics from me, and I hope that learning from those mistakes will mean that she has a far more meteoric career in this place. It is a pleasure to be able to mention that.

I also take this opportunity to thank all hon. Members here. Their often unsung work is an important signal of the UK’s determination to stand up for religious freedoms and in particular for Christian communities in some of the most politically unstable and unpredictable corners of the globe.
