Commons ChamberThe focus of this UK Government is on ensuring that people can work and do not have to live on benefits, but we recognise that there are those in need. That is why pensions, benefits and the living wage have all risen in line with inflation, and why we have ensured that additional payments are made to pensioners, those living on benefits and households where there has been disability. The fact is that people on low wages will not be helped by the plans of the hon. Gentleman’s Government in Scotland—and, indeed, the Labour Opposition—to shut down the oil and gas industry, which would throw 100,000 people out of work.
Does my right hon. Friend agree that the Welsh Government’s sustainable farming scheme, if implemented, would have the most serious possible impact not only on Welsh farming businesses, but on the cost of living in the rural areas that depend on them? Does he further agree that for those communities, the scheme is the very opposite of sustainable?
My right hon. Friend is entirely correct. The Welsh Labour Government’s sustainable farming scheme involves taking 20% of prime Welsh agricultural land out of commission in order to pursue a whole load of nebulous schemes. It will increase food miles, and will reduce our ability to feed ourselves.

Lady posits, young people want and welcome the right to be able to live, study and work in all parts of the United Kingdom, which is why the Conservative and Unionist party has consistently polled far higher in every kind of election than parties that seek independence for Wales.
One benefit of the Union should be that all its citizens are entitled to broadly equivalent public services, no matter where they live. Yet in north Wales, on the 75th anniversary of the foundation of the NHS, patients are unable to access specialist medical services in England with the same ease as English patients, despite the fact that those services may not be available in Wales. Does my right hon. Friend agree that that is an unreasonable and unfair state of affairs? Will he urge the Welsh First Minister to rectify that as quickly as possible?
It is deeply disappointing that on the 75th anniversary of the National Health Service, the Welsh Labour Government, which are responsible for healthcare in Wales, are unable to provide the same level of service as that received by patients who live under a Conservative-run Government running the NHS in England. It is deeply unfair that patients in Wales are waiting longer for treatment and wait longer in accident and emergency, and that those who draw attention to allegations of misspending of more than £100 million in the Betsi Cadwaladr University Health Board have been sacked from their jobs.

Commons ChamberHS2 is of course a UK-wide project, which is partly being brought forward in order to enable the maximum number of people to get out of their cars and on to the trains, to use public transport, which I hope the Liberal Democrats would fully support. At the same time, the UK Government have been spending money to improve not only the rail service in Wales but rail services for travellers who go from Wales into England, such as through the Severn tunnel electrification. The UK Government have an extremely good record on supporting railways in Wales.
Avanti trains sometimes trundle along the rail infrastructure of north Wales, but these days it is an increasingly infrequent occurrence. Avanti has provided a shockingly poor service to the people of north Wales, and many of my constituents were deeply unhappy when the Department for Transport decided to extend its franchise for a further six months to give it a further chance. Will my hon. Friend please urge his counterpart in the Department for Transport to make sure this is Avanti’s last chance?
A number of colleagues from north Wales have discussed Avanti’s performance in colourful terms, and I am sure Avanti will have listened to what my right hon. Friend has had to say, as will the Department for Transport, which I can confirm will be assessing Avanti’s performance before any further contracts are given out.

Commons ChamberI am delighted to answer that, because in addition to all the many programmes that my right hon. Friend the Secretary of State has mentioned—the UK community renewal fund, the shared prosperity fund and the levelling-up fund—we also have the growth deals, which are delivering the very kinds of environmental projects to which the hon. Lady has just referred. Of course the growth deals are funded 50% by the UK Government and 50% by the Welsh Government, who will be receiving an extra £2.5 billion next year as a result of the most generous settlement they have ever had.
There is tremendous enthusiasm for the levelling-up fund in both Denbighshire and Conwy, where the local authorities are champing at the bit to put in their bids. So will my hon. Friend please indicate when the second round is likely to open?
I can indeed: it will be in the spring of next year. We look forward to receiving bids from my right hon. Friend’s local authority and local authorities throughout the rest of Wales.

Commons ChamberIt is a sad fact that at the moment Wales has the highest number of cases per 100,000 in the UK, the highest number of deaths per 100,000, and the lowest amount of testing, but I do not think my right hon. Friend the Secretary of State and I wish to make any political point out of that. All of the United Kingdom has suffered. What I think we would welcome is a recognition that the Welsh Labour Government do not have some sort of magical answer to this situation which has eluded everybody else. We would welcome Welsh Ministers sitting down and working with the Secretary of State for Health and Social Care and the UK Government, so we can tackle this pandemic together as one nation.
As we have heard, pubs in north Wales have been closed down by the Welsh Government and their trade is being destroyed, despite the fact that infection rates in north Wales are significantly less than in much of south Wales. When my hon. Friend does speak to Welsh Ministers, can he urge them to adopt a more intelligent and nuanced approach to covid restrictions? Otherwise, many of those pubs will never reopen.
As I have just said to my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton), we would welcome the Welsh Government working in tandem with the UK Government to bring in a tiered system, so that in areas with a low incidence of the virus fewer restrictions are put in place. I believe that is an approach the Welsh Government are finally going to adopt. We look forward to sitting down and working with them.

Commons ChamberI can assure the hon. Gentleman that it is the UK Government who have been trying to put party politics to one side. That is why we have invited Ministers from the Welsh Government and the Scottish Government to come to the many meetings that we have been holding in order to develop ways to tackle this virus. The fact of the matter remains, as my right hon. Friend the Secretary of State has already pointed out, that cases are higher in Wales and testing is lower than that it is in England, so I urge the hon. Gentleman to do whatever he can to encourage the Welsh Government to work more collaboratively with the UK Government to tackle this virus.
As my hon. Friend will know, the border between England and north Wales is densely populated, with many thousands of people travelling across it in both directions every day for work, social and business purposes, and many other purposes too. However, the Welsh Government have sought to close that border, causing considerable inconvenience and disruption to those people. What future arrangements can be put in place to ensure that there is no repetition of this disruption?
My right hon. Friend is certainly right that these closures have caused a certain amount of confusion for people living along the border—confusion about whether or not people can travel to and from work, confusion about where they can go to do their shopping, confusion about what sort of shopping they can buy, and confusion about whether or not those who are in a household bubble can go on holiday with each other. The fact of the matter remains that the Welsh Government’s actions have been legal, but I am not sure that they have been sensible.

Commons ChamberMy right hon. Friend makes the point very well indeed. A lot of people living in the Forest of Dean are served by the Welsh NHS and are taking legal action because they are desperate to be served by Jeremy Hunt’s Conservative-run NHS in England. That is absolutely true. They have no say over what Labour Ministers are doing, despite being inflicted with the Welsh Labour-run NHS.
I do believe that my hon. Friend, in his own manner, is agreeing with what I have just said, but I am straying from the subject I want to discuss—improving the synergy between north Wales and the north-west of England.
One of the most important areas in which that can be achieved is transport, specifically rail transport. It is a sad fact that the rail network in north Wales is, frankly, not up to dealing with the employment conditions that prevail on both sides of the border. We have previously debated the Wrexham to Bidston railway line in the House. That line is incredibly important to the people of north-east Wales, and its importance is growing, as it now links the two enterprise zones at Deeside and Wirral Waters. As north Wales Members will know, the sad fact is that if someone wants to travel from Liverpool to Wrexham, they have to get off the train at Bidston. That is an incredible inconvenience—actually, it is more than an inconvenience, as it is holding back the north Wales and north-west economy—so I was very pleased when we recently had the launch in this House of the “West and Wales Strategic Rail Prospectus”, which was attended by the Under-Secretary of State for Wales, my hon. Friend the Member for Pudsey (Stuart Andrew). I was also pleased that it was attended by the Secretary of State for Transport.
It is important that we aim for a much more closely integrated transport system in that part of the world. I believe that the prospectus that was put forward at the meeting earlier this month in the House lays out a very sensible blueprint for travel in north Wales. Furthermore, it provides connectivity to the new HS2 hub that will be constructed at Crewe. My plea to my right hon. Friend the Secretary of State is that he works very hard with the Secretary of State for Transport on pursuing the vision of the prospectus and achieving something that will provide for the sort of rail transport that we require in north Wales.
I wish to touch on two other issues, one of which has been raised by the hon. Member for Neath: the question of the Swansea tidal lagoon. I fully accept my right hon. Friend the Secretary of State’s point about the importance of achieving value for money in a project of this scale. I also appreciate that it will be an expensive development, but it is fair to say that the technology that could be developed if the lagoon were constructed would give the United Kingdom, and Wales in particular, a world lead. We need an answer fairly soon on when the Government will respond to the recommendations of the Hendry report. The lagoon not only would provide a hugely important facility in terms of the generation of clean energy in Swansea, but would be a pathfinder for similar developments right around the western coast of Britain, not least in my constituency and that of the hon. Member for Vale of Clwyd (Chris Ruane), where a proposal for a lagoon with five times the generating capacity of Swansea is being considered. It would be possible to work this up into something that would be genuinely valuable for the United Kingdom, and I really hope that the Government will not miss this opportunity.

General CommitteesThe hon. Gentleman is aware of the Government’s position on the border with Ireland, and I will not be tempted into discussing Brexit when we are here to debate the Budget. This is an issue of importance to my constituency and north Wales, so I hope he will forgive me if I am not tempted to debate the pros and cons of Brexit on this occasion.
I was pleased to see the Chancellor announce in the Budget that he was pushing forward with the north Wales growth deal. That will be greatly welcomed by Members of all parties, not least by the all-party parliamentary group on Mersey Dee North Wales, which is very ably chaired by the hon. Member for Wrexham, and on which you are a very active participant, Mr Owen. The APPG has done a great amount to focus the attention not just of Westminster but the Welsh Assembly Government in Cardiff on the unique circumstances of north Wales and the reason why north Wales and the north-west of England need to be more closely bound together economically. That is why the two Administrations should work closely together.
I was very pleased to see that announcement in the Budget—it shows that the Chancellor is taking forward the good work of his predecessor. I must also pay tribute to the current responsible Welsh Minister, Ken Skates, who has been a breath of fresh air. Let me be blunt. There was a strong feeling in north Wales that his predecessor did not understand the needs of the region and, I am bound to say, cared little about it. Ken Skates has taken to his task extremely well. He works well with the United Kingdom Government. He is not tribal and, for that reason, is indeed a breath of fresh air.
May I take the unusual step of also praising Ken Skates?
I very much hope that is not held against him but I put on record that he is a man of principle.
I agree wholeheartedly. He has been extremely enthusiastic and held meetings with Members of Parliament. I am very hopeful that, as long as he is the responsible Minister, we will see some advance in the north Wales growth deal. I look forward to progress in the months ahead. As deputy chairman of the all-party group, I can say that it will work closely with both the Wales Office and the Welsh Assembly Government.
Another announcement made in the Budget Red Book was on transport infrastructure in north Wales. The truth is that we are over-reliant on road transport in north Wales. The roads are becoming increasingly crowded and are in dire need of upgrade. Frankly, they are being used because the rail infrastructure in north Wales is so poor, having been neglected by successive Administrations over many years, and needs to be upgraded.
I was pleased to see the announcement of the long-overdue upgrade of the north Wales coastline, and the announcement that the Department for Transport is providing funds for examining the business case for the upgrade of the Wrexham to Bidston line. North Wales MPs will fully understand the importance of that infrastructure—the railway line links the two new enterprise zones at Deeside and Wirral Waters.
The problem with the line, as you will know, Mr Owen, is that it is not continuous all the way to Liverpool. To get to Liverpool from Wrexham or anywhere south of Bidston, it is necessary to change trains at Bidston. The long-term ambition of Merseyrail is electrification of the whole line, of which every north Wales MP would approve. The importance of that infrastructure is that, if we are to obtain the maximum synergy between the two enterprise zones at Wirral Waters and Deeside, we need to ensure that transport links are good and that they improve. There are about 1 million cross-border commutes in that part of north Wales every month. People are divided by a political border that, at the moment, fragments transport, planning and service provision, and acts as a drag on economic growth.
The local authorities and businesses in north Wales have started to address the issue. They have established the Mersey Dee Alliance, which does a tremendous amount of work in focusing attention on the needs of this important part of the national economy and ensuring that Governments pay due attention to them. I was pleased to be present at the meeting a few weeks ago between members of the Mersey Dee Alliance, the Growth Track 360 initiative and the Secretary of State for Transport, when they pressed the case for the improvement of that piece of infrastructure. It is clear that the Secretary of State for Transport listened carefully to what they had to say, because that meeting was followed very shortly by the Red Book announcement that there would be a concentration on the upgrade of the line.
I suggest to north Wales colleagues that they continue to support the work of the Mersey Dee Alliance and the Growth Track 360 initiative. We have the potential to double the size of the north Wales economy by 2015—the ambition of the alliance is to double it from £25 billion to £50 billion. That can be done if there is close cross-party working in this place, and close working between the United Kingdom Government and the Welsh Assembly Government. We are in something of a sweet spot. We have people in both Administrations who get it and who understand the needs of north Wales. The fact that the United Kingdom Government get it is underlined by the provision of the upgrades, transport improvements and studies in the Budget. We in north Wales have a lot to look forward to and I welcome those Budget announcements.

Commons ChamberMay I say what a great privilege it is for me to follow the right hon. Member for Torfaen (Paul Murphy), who has been such an outstanding Member of the House? I am sure I speak on behalf of all the Members present when I say that we all wish him a very happy retirement, although I half suspect that we may be seeing a bit more of him in the years to come.
The right hon. Member for Dwyfor Meirionnydd (Mr Llwyd), too, will be leaving this House after a distinguished career. He and I have known each other for a very long time—longer than either of us would care to mention—since we were both practising law in the magistrates courts of north Wales. I wish him, too, a very happy retirement.
I thank my hon. Friend the Member for Montgomeryshire (Glyn Davies) for his opening speech and the Backbench Business Committee for agreeing to this debate. It is an important debate, which we should have every year because it is, as the right hon. Member for Torfaen points out, extremely important that the unique issues that concern the people of Wales should be ventilated in this Chamber.
We are in the final weeks of this Parliament and this debate is as useful an opportunity as any for us all to take stock. In constitutional terms, Wales has seen great changes, some of which were initiated by my right hon. Friend the Member for Chesham and Amersham (Mrs Gillan), who gave strong and sterling service as Secretary of State. But there are more changes to come, which were announced by my right hon. Friend the Prime Minister in Cardiff last week. These will be matters for the next Parliament and we will all have our views as to the course that those changes should take, but this is a useful opportunity to consider what has happened over the past five years.
In 2010 the incoming coalition faced the worst set of economic circumstances that any incoming Government had faced since, possibly, the 1930s. The country was still reeling from the crash of 2008 which, although a global catastrophe, was more keenly felt in Britain than perhaps in any other country in the developed world because Britain was carrying the worst structural deficit of any major country, largely as a consequence of what I would term the economic mismanagement of the Labour Government. The coalition Government therefore, in which I had the privilege to serve for more than four years, had difficult decisions to take. We are constantly criticised for what are styled as cuts by the Opposition, but cuts were essential. It is the easiest thing in the world for any Government not to take the difficult decisions. We took those difficult decisions.
Does my right hon. Friend agree that one of the biggest cuts that we have made is in the amount of interest that we are paying the banks on the increasing amount of money that we were previously borrowing, and that that is one cut we should be making?

Commons ChamberI think that the hon. Gentleman is referring to the director of operations for Ford’s manufacturing operations in Europe, Mr Steve Odell. Mr Odell also said:
“there are absolutely some rules and regulations…that are difficult to take”.
We agree with Mr Odell on that and that is why we want the people of this country to have their say on their future in Europe after renegotiation, which only the Conservative party can and will deliver.
Does my right hon. Friend agree that many people in Wales are deeply concerned about the extra powers that have been given to the European Union, largely by Labour Members, and that it is absolutely right that this coalition Government should seek to renegotiate our position in the European Union and put the results of that negotiation to the people of Wales and the rest of the United Kingdom?
My hon. Friend is entirely right. This Conservative party intends to renegotiate our position within Europe and to put that renegotiation to the British people in a vote by the end of 2017. We think that that is democracy and it is a shame that the Labour party does not share that view.

Crucially, it is also both alarming and worrying for people in Wales who need to use those services.
The Welsh Labour Government in Cardiff are not only failing thousands of patients in Wales, but failing hard-working professionals who are every bit as competent and dedicated as those in any other part of the country. It is in that context that we are debating the amendments tabled by my hon. Friends the Member for Monmouth and for Aberconwy.
I entirely support what my right hon. Friend has just said. I have just received a long e-mail. I shall forward it to my right hon. Friend, but one sentence says it all:
“I run a local veterinary hospital and I am ashamed to admit that the animals under my care are treated more promptly and effectively than the people in Monmouthshire.”
The lady who sent that e-mail made it quite clear that she was criticising not the doctors or nurses, but the system created by Labour Members.
I am grateful to my hon. Friend for that intervention.
Amendments 12, 13 and 14 seek to shine a light on the organisation and funding of cross-border health services—services provided in England to patients living in Wales and vice versa. I shall not dwell on the intended legislative effects of these amendments, but rather on the intentions behind them. I know this is an issue of real importance to many Members who have spoken this evening, and I would like to reassure the Committee that I share the concerns about the operation of the current system.
My hon. Friend the Member for Forest of Dean has also spoken to his amendments 17 and 18, which would require both the Secretary of State and the Welsh Ministers to include in their annual reports on the implementation of the Bill’s financial provisions details on the costs and effectiveness of cross-border services. His proposed new clause 3, which reflects concerns he has expressed over many months to me and my right hon. Friend the Secretary of State for Health, would require the Welsh Ministers to consider the impact of their decisions on the provision of health services to people who live in England but who are registered with Welsh GPs.
Current funding arrangements are set out in the protocol for cross-border health care. I entirely agree that there is concern about the practicality and deliverability of these arrangements as they operate on the ground. Everyone should receive the best possible health care regardless of where they live or where their GP is registered. As we have heard, health services in Wales are falling short in many respects of the standards we expect. That is a matter for the Assembly, and in particular the Welsh Government, urgently to address.
The Welsh Government’s policy of referring patients registered with Welsh GPs for treatment in Wales only created more difficulties for English patients, such as the constituents of my hon. Friend, who are registered with Welsh GPs. I am pleased, however, that following discussions between the Wales Office and the Welsh Government some local health boards in Wales have reviewed this policy and have exempted English residents. I know this falls short of patient choice, but it is at least a step in the right direction.
Improving the cross-border protocol is the responsibility of both the Welsh and the United Kingdom Governments and I can assure the House that this Government are determined to tackle the protocol shortcomings and ensure better cross-border health services. It is only right that we ensure that the health care of people living close to the border does not suffer merely because of where they happen to live. It is in this mechanism that the greatest potential for real change lies, and that is why we are reviewing it to ensure it really does meet the needs of people on both sides of the border. Well, I can only reiterate the point which I thought the right hon. Gentleman had accepted: that our priority is to address the deficit we inherited from the Labour party at the last election. Nevertheless, the next review is expected to take place in advance of a spending review in 2015 and it is likely to be around the time when this new clause suggests the report should be published. These arrangements ensure that we have a shared understanding of funding levels in Wales, and a process is in place to consider options should further convergence be forecast to resume. It therefore provides a firm basis for proceeding with the new financial powers in the Wales Bill, and I hope that the Plaid Cymru Members will therefore not press new clause 1 to a vote. I also ask hon. Members to support clauses 21 and 22 standing part of the Bill and to support amendment 29.
Given what I have heard today, I am perfectly happy for now to withdraw the amendment. I look forward to working with the Secretary of State for Wales and the relevant Welsh Assembly Minister in drawing further attention to this issue in Wales and to returning to it on Report. I therefore beg to ask leave to withdraw the amendment.

Commons ChamberAs one who has not changed his mind, may I ask whether the Secretary of State was as surprised as I was to read in the Western Mail that Opposition Members are offering to give the Assembly the power to raise income tax by up to 15%—and this only a few years after they all seemed to agree that the Assembly had the tools with which to do the job?
Indeed: a Damascene conversion. The hon. Member for Pontypridd (Owen Smith) is a particular enthusiast—he now believes that 15p should be devolved to the Assembly, whereas as recently as 5 February he clearly stated that he did not believe in any tax devolution at all. He will clearly have some interesting explaining to do later in the debate.

Commons ChamberI commend the right hon. Lady for her role in chairing the committee that came up with such an important report on the processing of complaints in the health service.
Although the issue of complaints about nurses and midwives must be one for the Nursing and Midwifery Council, we are clearly anxious to ensure that complaints should be properly investigated. That is why we were extremely pleased that the Welsh Minister for Health and Social Services has now instituted his own inquiry into this issue.
Does the Minister agree that people who have complaints about the NHS in Wales under the Labour Welsh Assembly Government are unable simply to cross the border and access the far better treatments, wider range of drugs and shorter waiting lists on offer to those fortunate enough to be served by the Conservative coalition Government in England?

Commons ChamberAll parts of the United Kingdom are having to bear their part in repairing the economic damage that was sustained as a result of the downturn in 2008. However, I am sure the hon. Lady would recognise that since 2010 the United Kingdom Government have provided an additional £737 million to the Welsh Government, and it is up to the Welsh Government to live within their means.
Given that the UK Government have given extra money in cash terms to the Welsh Assembly in the form of its block grant, does the Secretary of State find it as extraordinary as I do that the Welsh Assembly has imposed drastic cuts on local authorities across Wales that are bound to lead to increases in council taxes and reductions in public services?

Commons ChamberI agree with the hon. Gentleman that the tolls are a major impediment to businesses in south Wales. Having said that, these are important pieces of infrastructure that assist the south Wales economy immensely. As he will know, the franchise ends in 2017-18. At that time, we will look at ways to reduce the cost of crossing the Severn.
8. Businesses and commuters have given a warm welcome to the announcement about the M4 relief road that was made by the Prime Minister and his deputy. Given that, what does the Secretary of State make of the headline in the South Wales Evening Post on Monday, which suggested that the Liberal Democrats in Wales oppose that vital piece of infrastructure?

Commons ChamberIt is rather rich for the right hon. Gentleman, who was a member of the Government who presided over the economic crash in 2008, to criticise this Government for the steps that we are taking to turn the economy around. Wales, as much as every other part of the country, is benefiting from the measures that we have taken. There are 67,000 more people in work than at the time of the last election. He should welcome that.
Does my right hon. Friend agree that our excellent national economic policies are being held back by the Welsh Assembly’s inward investment policies, which have led to a fall in inward investment in Wales? Wales has gone from being one of the top creators of inward investment to one of the lowest as a result of those policies.

Commons ChamberThe Welsh Assembly may be able to prevent parents from having their children educated in England and prevent patients from being treated by the excellent English national health service, but they will not be able to stop criminals crossing the border and breaking the law in England, or vice versa. Does the Secretary of State agree that it would be a disaster to devolve policing and justice to the Welsh Assembly?

I think it unlikely that the Assembly could raise unlimited amounts of tax, because it would need unlimited levels of income, which everyone would agree it does not have. Paul Silk’s work is important, and it deserves careful consideration, and that is what is happening at the moment.

We are working closely with the Welsh Government and I am very pleased with the relationship I am cultivating with Carwyn Jones, the First Minister.
Would both Ministers, whom I warmly congratulate, agree with me that parch, as we say in Monmouthshire, is something that works in both directions, and that the refusal of Welsh Assembly Ministers to appear before Select Committees shows a disgraceful lack of respect not only to this House but to those of us who were put in it by the people of Wales?

Commons ChamberI am pleased that the hon. Gentleman welcomes the two-month extension of the consultation period. I can assure him that my right hon. Friend and I are working closely with the Department to ensure that the case for Newport is put forward. The Centre for Cities report makes worrying reading and it will be necessary for the Government to work closely with the Welsh Assembly Government to ensure that the people in this area have sufficient skills.
Will the Minister join me in welcoming the decision to extend the consultation period and to undertake a full economic impact assessment? Does this not show that the Government are listening, despite the problems caused by the £1 trillion deficit and debt left by Opposition Members?

Commons ChamberMay I thank the Minister for all he is doing to try to right the terrible economic wrongs foisted on us by Labour Members? In doing so, will he also take account of taxpayers’ money that has been spent on Abergavenny court before making any final decision on it?
