The hon. Member’s use of choice parliamentary or possibly unparliamentary language is not something I would want to repeat, even if I thought it was accurate. It is important for him to recognise the progress that has been made. If he does not recognise that, that is a pity, because there is a very considerable improvement. The question now for the House and for Government is how to sustain and enhance that improvement in the longer term. The judgment has been made that a longer-term contract will give the stability in which the company can invest for the betterment of travellers, and that is to everyone’s advantage.
It pains me to say it, but I have to tell my right hon. Friend that the decision his Department has made today will be very badly received in north Wales. North Wales passengers have had to endure a substandard service from Avanti for far too long. The prime example of that was this summer—at the height of the holiday season, which is so important to north Wales—when Avanti decided to cut four services and provided virtually no through services from London to the region. Can my right hon. Friend assure the House that his Department will be keeping a very close eye on Avanti’s performance in north Wales over the coming months and years and that, if necessary, it will terminate the franchise that has been confirmed today?
I completely understand the concern that my right hon. Friend describes. As he will be aware, in many of these individual cases, problems lie at the network level, or are a result of driver shortages or other reasons, as well as underperformance by the company, but I absolutely recognise—and Avanti recognises—the point he raises. The answer is that, of course, the Department will remain very firmly focused on continuing to hold this company to account for the delivery of services and the continued improvement of those services.

Commons ChamberI was clear in my statement about the facts on Avanti’s punctuality. Although it is now back in the pack with the other train operating companies, it is at the bottom of the pack and still has more work to do. The question for me, as I said in my statement and as I said in answer to the shadow Secretary of State, the hon. Member for Sheffield, Heeley (Louise Haigh), is about whether Avanti’s performance has improved enough to demonstrate it can continue improving. The statistics I read out show that Avanti is clearly running a much better service, with 40% more trains, and has significantly reduced cancellations in the past few months, but I was very frank that its performance is not good enough today. Avanti needs to continue delivering service improvements for us to give it a further contract. That is what we will judge Avanti by as we run forward to October.
I must confess that I was disappointed to hear from my right hon. Friend that he has decided to extend Avanti’s contract by six months. Avanti has been letting down the people of north Wales for far too long and I had hoped that he would be coming here to say that he was terminating that contract. It would appear that the progress Avanti has made is that it is no longer delivering a truly deplorable service and instead is delivering something rather less than a mediocre one. Will he confirm that he will expect Avanti to be delivering an excellent service by October, failing which it will be stripped of its franchise?
I think my right hon. Friend is being a little unfair in not recognising the performance improvements Avanti has made. I completely accept that its performance last summer and autumn was terrible, and I said that, but it has made significant improvements. It needs to continue those improvements, particularly in delivering reduced cancellations, improvements at weekends—its weekday services are better than its weekend ones—and improvements in how it deals with its customers. All those things absolutely need to continue happening for both him, and me, to be satisfied with Avanti.

Commons ChamberFirst, I congratulate my hon. Friend the Member for Ynys Môn (Virginia Crosbie) on securing this debate and the Backbench Business Committee on facilitating it. I guess that the debate is of interest to a considerable number of Members of this House, and I suspect that the reason the Chamber is not fuller today is that a lot of them are in Euston station waiting to see whether they can get a train home. Indeed, to be absolutely frank, the only reason that I am here is that I had the foresight to bring my car on Sunday—I did not want to take my chances with Avanti today immediately before Christmas.
The west coast main line is one of the most important pieces of transport infrastructure in this country, as it links the capital with major population centres such as Birmingham, Liverpool, Manchester, Glasgow and Edinburgh. Importantly for my constituents, as my hon. Friend said, it also connects to the north Wales main line, which links the capital to north Wales towns and Holyhead, which is the principal ferry port to Ireland.
For my constituents, the west coast and north Wales main lines are a lifeline to the capital city and the major cities of the north-west and the midlands. North Wales is an extremely important holiday destination, so it is vital for the north Wales economy that there should be good, reliable and frequent links to London and other cities. Similarly, north Wales businesspeople and travellers are entitled to have those links to the capital.
Sadly, the rail network is currently beset by strikes, but that aside, north Wales has not enjoyed a decent train service for quite a long time. For many years, as we have heard, the franchise was operated by Virgin Trains and the service was generally regarded as good, reliable and efficient. In 2019, however, the franchise was granted to Avanti West Coast, which is a joint venture of FirstGroup and Trenitalia, as we have heard. Since then, matters have declined considerably. It is ironic that an Italian company is involved, because it used to be said that the only decent thing that Mussolini ever did was make the Italian trains run on time.
It is no exaggeration to say that Avanti has performed deplorably for much of the year, and nowhere has that performance been more lamentable than in north Wales. For much of the time since August, there has been, at best, only one through train a day between Holyhead and London. Travellers from stations across north Wales have been obliged to change trains once and sometimes twice at Chester and Crewe. The north Wales main line has been reduced to the status of an inefficient branch line.
Complaints are legion. I will give the House a flavour of some of the complaints that I have received from my constituents. One said:
“The current North Wales to London service is the worst I have known in the 30 years that I have used it”,
and that that makes it “impossible” for them or their wife
“to hold UK-wide appointments which require our attendance at meetings in London.”
Another said that Avanti’s management of the west coast route is
“limiting our growth, because we can no longer rely on trains to and from London, as we did when Virgin ran the train line. As such, we have missed many business opportunities because we have had so many trains cancelled, resulting in our clients losing confidence in our service. We have also had return trains delayed, meaning we have incurred unnecessary expense and inconvenience as we have had to stay in hotels and lose valuable working hours the next day.”
I received one on Monday that said:
“I returned to Colwyn Bay on the 18:10 Avanti train from London Euston last Friday. The train consisted of only five coaches instead of the advertised 10 and effectively departed dangerously overloaded due to the number of passengers having to stand. The on-board seat booking system was absent, causing much confusion, no refreshment/buffet service available, and the service arrived over 20 minutes late to Colwyn Bay. In all, a very poor service, which, sadly, I have become accustomed to.”
I could regale the House with similar personal experiences, such as of my five-hour journey home last Friday that would normally take under three hours.
Those complaints are entirely justified when one looks at the empirical evidence. The website of the Office of Rail and Road reveals that the average rate of cancellations in Great Britain as a whole was 4.1% in the quarter from July to September 2022. However, in the same quarter, the rate of cancellations for Avanti West Coast was 12.1%—almost three times the national average. On punctuality, the percentage of recorded station stops arrived at on time for Great Britain as a whole was 67.7%; for Avanti, it was 38.8%—almost twice as bad.
As we have heard, Avanti’s operational problems have primarily been caused by a shortage of available drivers. It has pursued a business model of relying heavily on drivers undertaking overtime work as a matter of course. The short-sightedness of that approach is manifest in the dreadful service that north Wales rail passengers have endured, despite the best efforts of Avanti train staff, who I have no doubt are just as dispirited by the current situation as anyone else. Like my hon. Friend the Member for Ynys Môn, I highly value the work of Avanti train staff, who are always cheerful and efficient; it is just that they are trying to do their best while working for a really inefficient operation.
In August, the vast majority of Avanti staff refused to work overtime, meaning that the company, instead of having the staff to run 400 services, had enough to run only 50. Avanti called this “unofficial strike action”. ASLEF disputes that, saying that drivers do not have to work overtime, and it is hard not to have some sympathy with that view. The fact is that if Avanti wanted to take on the franchise, it was up to the company to ensure that it could deliver on its obligations. Avanti says that all train operators rely on overtime to deliver services, but other, comparable train operators have not had the difficulties that it has experienced. For example, LNER, which runs the east coast franchise, has run a normal timetable since February. Avanti must therefore be incapable of cultivating good relations with its staff in such a way as to achieve an acceptable service.
Avanti formerly operated the franchise under an emergency recovery measures agreement, which fell due to be renewed on 16 October. Many of us fervently hoped that it would not be renewed; indeed, north Wales Conservative MPs wrote to the DFT urging it not to renew it. However, before the 16th, the Department announced that Avanti’s franchise would be extended to 1 April 2023 to assess whether the company could improve its services.
As we heard from my hon. Friend the Member for Ynys Môn, Avanti has introduced a new timetable with effect from 11 December, although that timetable still represents a reduction in the normal levels of service. Given the strikes that we are currently enduring, it is probably too early to say whether the timetable will hold. However, it is ominous that, as of yesterday, ASLEF has been balloting its members on strike action over new rosters.
Frankly, Avanti’s stewardship of the west coast franchise has been nothing short of appalling. It has not provided, and it continues not to provide, a proper standard of service to passengers on the west coast main line, and that failure must not be ignored by the Government. I have had a letter from my hon. Friend the Minister today saying that the Government are working with Avanti to try to improve the service. My suspicion is that, with respect, he is flogging a dead horse, because I do not think that Avanti is capable of improvement.
The current situation is not just inconveniencing travellers; it is damaging the economy right across the country, not least in the part of the world I represent. It is impossible to see any good reason why Avanti should continue to operate the west coast franchise. At the earliest possible moment, the Government should remove the franchise from Avanti and seek a new operator for the west coast main line. Avanti has had its chance, and it has failed. There is no reason why passengers in north Wales or in any other part of the country should be expected to continue to endure the consequences of Avanti’s sheer incompetence.
I thank my hon. Friend the Member for Ynys Môn (Virginia Crosbie) for securing this important debate on rail transport services to the communities served by the west coast main line. She is a doughty campaigner and advocate for train services in her area. In my short tenure, we have spoken many times, and I know that we will speak more.
I also thank all right hon. and hon. Members who contributed to the debate, who were my right hon. Friends the Members for Tatton (Esther McVey) and for Clwyd West (Mr Jones), my hon. Friends the Members for Milton Keynes North (Ben Everitt), for Aberconwy (Robin Millar) and for Delyn (Rob Roberts), and not forgetting the hon. Member for Stockport (Navendu Mishra) and my shadow colleagues the hon. Members for Paisley and Renfrewshire North (Gavin Newlands) and for Slough (Mr Dhesi). I think that I have remembered everybody.
May I start by empathising with all my colleagues and their constituents for the challenges they have all faced on the west coast main line service? I am very sorry about the situation and am determined to see it turned around. I will explain how we will do that, but I owe it to those who have taken part in the debate to explain why the service levels have deteriorated so sharply.
Colleagues whom I have spoken to about this matter in recent weeks have told me that, prior to the summer, the service had been holding up relatively well. Indeed, between 9 January and 1 May, 3% of cancellations were attributed to Avanti. After the end of July, the figure rose to 25%, which is clearly unacceptable. The reason for such a dramatic deterioration can be traced back to the decision on 30 July by many drivers not to work beyond their contracted hours. Let me put that into context and perhaps explain why that may have happened.
A two-year qualified Avanti train driver is paid almost £67,500 and typically works 35 hours over three to four days. To ensure that the railways can operate over a seven-day period, the industry has relied on drivers working additional hours during their rest days. That, in my view—it would also appear to be the view of my right hon. Friend the Member for Clwyd West—has never been a satisfactory means to run our railway, as it relies on good will and means that a train operator cannot put its roster together without drivers volunteering.
On 30 July, as I said, things changed. Avanti experienced an immediate and near total cessation of drivers volunteering to work passenger trains on rest days. More than 90% of drivers who had previously volunteered to work overtime informed Avanti that they would no longer do so, which would not occur without some level of union organisation. That left Avanti unable to resource its timetable and, in the immediate term, resulted in the significant short-notice cancellations that right hon. and hon. Members have described. Avanti therefore reduced its timetable in response to the withdrawal of rest-day working. Although highly disruptive, it gave passengers a chance to try to make alternative plans. That approach reduced cancellations from about 25% of the service in late-July and August to about 5% this month.
May I now look more towards the future and be more positive as to what we are seeking to deliver? Indeed, my hon. Friend the Member for Ynys Môn touched on this in her speech. The Department has been working with Avanti to overcome the operational issues. Agreed steps include almost 100 additional drivers entering service, extra trains on its key routes and extended booking options. Avanti is now operating a seven trains per hour timetable amounting to 264 daily train services on weekdays, which is a significant step up from the 180 daily services previously offered during the last six-month period, and more than those offered before the cessation of drivers volunteering to work rest days. Importantly—this is the really important part—the services are not dependent on rest-day working. That is good for Avanti, because it allows the company to put a roster together seven days a week, and it is seemingly good for the 90% of drivers who decided over the summer that they did not wish to work beyond their contracted hours. This timetable change represents an opportunity to put in place a long-term timetable base and to return to the extended booking horizons that passengers rightly expect.
I will touch on one point from the hon. Member for Stockport about catering services. I do not recognise those exact figures, but I will write to him. I have heard many stories where the catering services and the on-board service have just not been good enough, and within that we look to turn it around. He also touched on route knowledge and transferring between operators—a point with which the SNP spokesperson, the hon. Member for Paisley and Renfrewshire North agreed. We completely concur; it takes months of route knowledge to get a driver to be able to travel a route safely.
The Office of Rail and Road and Network Rail have reviewed Avanti’s plan and are supportive of the proposition, noting that its full and successful delivery requires agreement with trade unions. The Department is monitoring Avanti’s delivery and holding the company to account as appropriate. The new timetable started on Sunday 11 December—Sunday just gone. Alas, as highlighted by my hon. Friend the Member for Aberconwy, we are now in a further period of national industrial action, so it may take time to assess fully the performance of the new timetable. I put on record that I am grateful to all the staff at Avanti who have allowed us to introduce this new timetable.
Many hon. and right hon. Members have inquired about Avanti’s contract extension. On 7 October this year, a short-term contract was entered into with the incumbent operator. The contract extends the delivery of the West Coast Partnership and Avanti West Coast business for six months until 1 April 2023. This gives Avanti a clear opportunity to improve its services to the standards that we and the public expect. The Government will then consider Avanti’s performance while finalising a national rail contract for consideration in relation to the route, alongside preparations by the operator of last resort, should it become necessary for the operator to step in at the end of the extension period.
Can the Minister say in percentage terms what his expectation is for Avanti being able to deliver a full timetable by the end of March?
I cannot, unfortunately, because as things stand we have industrial action. I would be unable to determine even what the service will be like into the first week of January, because there is an expectation when national industrial action takes place that only 20% of services can run, and the day after—a day like today—only 65% can run. Until that industrial action comes down, which I will touch on, I cannot give my right hon. Friend that assurance at all. I call on all parties in this House to call for industrial action to come down.
My right hon. Friend is experienced in this place, and he will perhaps be aware that I cannot give a percentage. All I can say is that the rail regulator and Network Rail’s project management office have reviewed the recovery plan, and they are content, while recognising the challenges that the operator faces, that matters within Avanti’s control look to be within its control, and therefore it should be able to roll the timetable out. Indeed, with 100 extra staff and not working on rest-day working practices, Avanti should be confident, and I am confident as well, but I cannot give him a percentage figure, I am afraid; I can just give him my optimism.

As I set out previously, Avanti has particular challenges that other train operating companies do not, in that it took over from Virgin and had 16 weeks before the pandemic hit. The very nature of training drivers requires close contact in a cab, which has prevented Avanti from being able to recruit and train the necessary number of drivers. Again, that is not an excuse; it is the reality of the situation.
I met with Avanti and the West Coast Partnership yesterday at the Women in Transport event, where we discussed the need to improve the current 12% level of women train drivers. When 51% of society is women, the train driving sector and the transport sector more widely are clearly missing out on incredible talent across this country. We are talking to Avanti about how they will recruit those train drivers, because whoever runs these trains, they do need to be driven.
There is now, at best, one through train per day from Holyhead to London. Any travellers from north Wales who wish to go along the north Wales main line have to change once, or perhaps twice; in other words, the north Wales main line has been reduced to the status of a branch line. Whether that is the fault of Avanti—and I am bound to say that I do attribute a lot of blame to Avanti—it is an unacceptable state of affairs for the travelling public of north Wales, so can my hon. Friend give her best estimate as to when a decent train service will be restored to north Wales?
My right hon. Friend is absolutely correct: the service to north Wales is unacceptable. That is why the decision that will be taken on 16 October will bear in mind how swiftly we can improve that service to north Wales and, indeed, all the other stations that Avanti West Coast connects people to.

Commons ChamberWe have a thriving aviation sector, and I am unsure whether regional airports need ministerial help to grow because they are doing a pretty good job already. Every time I visit a regional airport, I am surprised by the range of international destinations. Cardiff airport has recently launched a route to Qatar, and a whole variety of different European, transatlantic and other international routes have been developed at our regional airports. I expect that to continue, but the reality is that, apart from some of the most strategically important routes, there is often not enough of a market in a regional area to justify the launch of a route. The purpose of a hub airport is effectively to assemble a market to justify such routes and strengthen the whole UK.
I congratulate my right hon. Friend on his statement today. Given that Heathrow is the UK’s biggest port by value for exports outside the European Union, does he agree that its expansion will be crucial to British businesses all over the country in the post-Brexit world?
Absolutely. It is important that Heathrow is planning to source services, products and manufacturing from all around the UK. As the hon. Member for Kilmarnock and Loudoun (Alan Brown) said earlier, we want this project to create not just connections for the whole UK but opportunities for businesses around the country.

This is a very welcome Bill and demonstrates that the Government are making prudent preparations for the United Kingdom’s withdrawal from the European Union. My right hon. Friend the Secretary of State and many other speakers this afternoon have rightly pointed out the importance of the UK’s road haulage sector and the contribution it makes to the country’s economy. It is, by any standards, an important British industry: it employs about 300,000 people, and in 2015 some 76% of all goods moved in this country were moved by road. It is therefore entirely understandable that the road freight industry is keen to see an agreement between the United Kingdom and the European Union on the future of road haulage.
My right hon. Friend the Secretary of State has said that road haulage is one of his Department’s top two priorities. He also rightly pointed out in response to an intervention from the hon. Member for Nottingham East (Mr Leslie) that about 80% of the lorries operating between the UK and the continent are owned by EU-based businesses. It is therefore clear that achieving an agreement is, or at least should be, a matter of similar priority to the European Union as it is to us. Indeed, I am heartened by the fact that the EU’s negotiating guidelines, adopted on 23 March, set out the aim of continued transport connectivity between the UK and the European Union. I am pleased to hear from my right hon. Friend this afternoon that the negotiations are going well, and I have no doubt that it will be to the mutual benefit of the United Kingdom and the European Union, and their respective transport industries, to achieve an agreement that provides for frictionless road transport after Brexit.
However, that being said, the Government are entirely right to prepare contingency measures for the event of there being no deal, and that course of action has attracted the approval of the road haulage industry itself. As part of the process of preparation, Parliament recently ratified the 1968 Vienna convention on road traffic. The UK was already a signatory to the 1949 Geneva convention; however, five EU member states, including Germany, are party to the Vienna convention but not to the Geneva convention. Ratifying the 1968 convention, therefore, will, in the Government’s words,
“address the lack of a mutual legal basis for road traffic”
with those countries. In other words, it will provide for some degree of continued traffic with the EU in the event of there being no deal. As the Government have also observed, ratifying the Vienna convention will enable the United Kingdom to help shape the evolution and future direction of the convention, which is particularly important in respect of automated vehicle technology.
The Road Haulage Association has indicated that ideally it would wish the UK and the EU to use the current Community licence system and all EU rules for road haulage once Brexit has taken place. That may be the most desirable outcome, depending of course on whether the issue of the jurisdiction of the European Court of Justice can be resolved. The Department for Transport is no doubt considering a number of other proposals that would result in a similar degree of flexibility without ECJ jurisdiction.
One of the proposals suggested by the RHA is that the United Kingdom and the European Union should set up a new authorising system for international road haulage. That may also be a desirable outcome, but in addition there is always the possibility of the UK and individual EU member states setting up a new permit-based system for international road haulage—in other words, a system of bilateral permits.
The Bill of necessity employs a broad brush: it has to take into account all possible contingencies from the negotiations, from complete agreement to no deal. It is therefore necessarily widely framed, and is no worse for that. Part 1 enables the Secretary of State to put in place arrangements to enable a road haulage permit scheme, should it be required. Clause 1 provides for regulations to oblige road hauliers to carry a permit where international agreement requires it. The expression “relevant international agreement” is defined in the clause as an agreement
“to which the United Kingdom is a party and…which relates to the transport of goods by road to, in or through the country”.
However, in the case of Ireland, an international agreement is expressed as one to which the UK is a party and
“which relates to the transport of goods by road to, in or through Ireland”
and
“which the Secretary of State has certified as an agreement to which the Government of Ireland has consented”.
That is for a very good reason. There has been a long history of co-operation between the United Kingdom and the Republic of Ireland with regard to transport on the island of Ireland, and I suggest that continued bilateral arrangements are most desirable. In fact, they are equally important for the Irish Republic. The A55 north Wales expressway passes through my constituency, and hundreds of Irish lorries pass along it every day. It is important that the Republic of Ireland’s free access to the roads of the United Kingdom should be maintained. I would be pleased to hear from my hon. Friend the Minister what discussions have taken place with the Government of the Republic and whether he anticipates agreement on new bilateral arrangements after Brexit.
Clause 2 allows the Secretary of State to issue permits to applicants and provides for regulations that would detail how hauliers should apply for permits and the basis on which the Secretary of State would decide whether to grant a permit. I understand that those regulations will be the subject of a consultation by the Department, which is sensible and welcome. The clause also provides for criteria to be used in allocating permits, should they be required as part of an agreement with the EU. Subsection (l)(c) indicates that regulations may make provision
“as to how the Secretary of State is to decide whether to grant an application for a permit, including provision specifying criteria or other methods of selection (which may include first come, first served or an element of random selection).”
Concern was expressed in the other place as to the somewhat haphazard nature of the selection provided for in the clause, and the reasonable point was made that it would be difficult for any haulier to make serious business plans on such a basis. Will the Minister give a further indication as to how such a method of selection would operate? No doubt it will be set out in the regulations in due course, but it would be good to know the Government’s current thinking.
Part 2 of the Bill provides for a system of trailer registration. That has been included in the Bill to enable the Government to comply with their obligations under the Vienna convention, which has now been ratified. The Minister, Baroness Sugg, indicated in the other place that it was the Government’s intention to require only operators that take trailers abroad to register their trailers. It would be good if the Minister could reiterate that commitment and further confirm that the scheme would apply only to commercial trailers over 750 kg and all trailers over 3.5 tonnes. It would also be good if he could confirm that the scheme will not apply domestically.
There remains a lot to be fleshed out, but it is understandable that the Bill should be couched in broad terms at the moment. The House will look forward to further details in due course, but this is a sensible, prudent Bill aimed at facilitating whatever agreement may be arrived at with the European Union while at the same time safeguarding the British position against there being no deal. I am therefore pleased to support it.
The proof of the pudding will be in the eating. When the Government stuck their heels in with the EU in December 2017, the agreement was changed and the protocols were not insisted on in March 2018. The Prime Minister stuck her heels in when the Irish Government said June was a deadline. The UK Government made it clear that it might not be done by June, and we have now moved to October 2018. When the Government make it clear that they intend to be in the driving seat on these negotiations, I have every confidence that we can get a good outcome for the United Kingdom.
Of course, there is every reason for us to be confident. Road transport is important to every European nation that trades with us, and it is particularly important to Northern Ireland—over 90% of our trade is via road transport. Road transport is not only important to us. If we look at who actually transports the goods we export to other parts of the EU, we see that 85% of the goods that go from the UK to other EU countries are carried in vehicles owned by EU-based companies. That being the case, there is every incentive for nations with lorries, lorry drivers and transport companies to come to an arrangement with our Government to ensure that free movement can happen. Equally, many of those goods are perishable, and it is therefore important that there is as little disruption to road transport as possible, hence why I believe it will be possible to get the kind of deal the Government seek. Nevertheless, it is important that we have this fall-back position.
The second issue is Northern Ireland. Although I heard the Minister’s explanation, I am still not clear on why we need a separate provision in the Bill for agreements on transporting goods to, and on lorries driving through, the Irish Republic and why the international agreements referred to in clause 1 are not sufficient to cover the Irish Republic. I do not share the optimism of the right hon. Member for Clwyd West (Mr Jones) that the Irish Government are willing, because of our long-standing arrangements on transport issues, to ensure that a bilateral arrangement can be put in place.
The Irish Government have almost cut off their nose to spite their face on the issue of the border between the Republic of Ireland and Northern Ireland. They know their own head of Revenue Commissioners has made it clear that there are technological solutions that could ensure there is no hard border so that trade flows easily across the border. The previous Administration in Ireland even started down the route of considering the kind of technology that could be used but, since coming in, the current Irish Government have cut off all the negotiations on those solutions. Only this weekend, they insisted that they will have no cameras, drones or any kind of technology that could make the border a soft border when we leave.
Can the right hon. Gentleman say, from his experience of the island of Ireland, whether the Irish Government fully understand the importance to the Irish economy of maintaining free access to the United Kingdom for trade not only with this country but beyond?
It seems that the current Irish Government do not understand. Six times more of their trade is with Great Britain than with Northern Ireland, and more of their trade is with Great Britain than with the whole of the rest of the EU, yet they seem to be willing to pursue a solution that will mean a border and barriers between the Irish Republic and its main market in order to have an open border with Northern Ireland. When it is suggested to the Irish Government that they can have both an open border with Northern Ireland and access to the GB market, they simply put their hands over their ears and say, “We don’t want to hear. Nah, nah, nah, nah.”
I am not as convinced as the right hon. Member for Clwyd West that it will be easy to get a transport arrangement with the Government of the Irish Republic, and I would appreciate further explanation from the Minister as to why the international arrangements covering other EU countries cannot simply apply to the Irish Republic. If lorries from Northern Ireland go through the Irish Republic, they are going through another country, so why would the international arrangements and agreements not apply? Why do we need a specific bilateral arrangement with the Irish Government who, unfortunately, at present seem to be in a temper tantrum and are not willing to listen to too much logic, even if not doing so damages their own economy?

Commons ChamberThis has been an excellent debate and I should like to express my personal thanks to all right hon. and hon. Members who have contributed to it. It is clear that everyone realises the centrality of transport to our economy, and it is therefore entirely right that the issue should be debated at length and in detail today. This has been the second in a series of debates on important issues arising in the context of the negotiations to leave the European Union that were promised by the Secretary of State for Exiting the European Union. It will help to inform our consideration of these important issues as we prepare for the negotiations.
If these debates are so valuable and informative, perhaps the Minister could give the House an example of how his considerations will have been moved on by what he has heard today.
The hon. Lady will find that out as I proceed with my response. She has to understand that at the moment we are engaged in a process of consultation with not only colleagues here in Parliament but representatives of industry and the wider civil society. Frankly, anyone sensible would expect the Government to be engaging in this sort of consultation and I make no apologies for doing so.
As the Secretary of State for Transport made clear, the Government fully recognise the central role that transport will play. Our transport links with Europe—and, indeed, the rest of the world—are crucial to this nation’s prosperity, and as we develop a new relationship with the EU we are determined to maintain efficient networks that build on the excellent connectivity that we already have around the world. This debate has certainly highlighted some of the challenges that this country faces in the process of the negotiations, but it has also highlighted opportunities. As I have said, this has been an important exercise in helping to inform our position.
I want to touch on some of the important issues that have been raised. My hon. Friend made a point about the port services regulation. As my right hon. Friend the Secretary of State pointed out, the Commission’s proposal in relation to the regulation was clearly aimed at the continental subsidised public sector landlord model and did not sit at all well with the United Kingdom’s thoroughly commercial, diverse and predominantly private sector model. In effect, the United Kingdom’s ports stood to be penalised for having led the way in liberalisation since the 1980s. Our experience shows that competition between ports drives efficiency and investment.
We have engaged successfully with the European institutions to prevent our being penalised in that way, and the near-final text of the regulation is considerably less onerous that what was first proposed. As my hon. Friend the Member for Stone said, this is a good example of how Brexit will enable us to regain control over issues that are important to the UK economy. We must also remember that we will be promoting the great repeal Bill. When enacted, it will absorb the entire corpus of EU law into the body of British law, which will enable us to review that law and repeal or amend it as appropriate. I imagine that he will regard this particular regulation as being ripe for repeal.
Will the Minister tell us how many of them will relate to transport?
That will of course be a matter for this Parliament. This is about the entire issue of regaining control, which we do not have at the moment. Once we regain control, it will be this Parliament that makes such decisions.
The hon. Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry) exhibited a nice line in transport-related puns, for which I compliment him. He raised the important issue of the effects of leaving the EU on business and travellers. My Department is currently engaging closely with businesses right across this sector and 50 others with a view to gauging their concerns and the opportunities. I apologise that I cannot respond to all the issues he mentioned, but trans-Atlantic routes was an important one. I recently had an interesting discussion with Airlines for America, which clearly has an equal interest in the matter from the other direction. That is an example of the fact that third countries will also play a part in the process. As part of the Department’s consultation, we are engaging with interlocutors not only from Britain but from the continent and third countries.
My hon. Friend the Member for Bath (Ben Howlett) raised several issues, including vehicle emissions. EU environmental law will be fully absorbed into our own corpus of law and we can then decide what arrangements we make with regard to that legislation, including confirming it if necessary.
The hon. Member for Liverpool, Riverside (Mrs Ellman), who chairs the Transport Committee, referred to several important matters, some of which I will touch on. She asked what would be the future arrangements for setting standards for new vehicles, and the Department for Transport is focused on that question. Many vehicle standards are actually shaped in United Nations bodies, and the EU absorbs them into EU law. That process would therefore be absorbed into our domestic law as part of the great repeal Bill process. She mentioned access to the single market, which remains a top priority for the Government. We want to secure the best possible access to the single market—consistent with our other priorities as a Government.
My hon. Friend the Member for Eastleigh (Mims Davies) raised several important constituency issues, including Southampton airport. She welcomed my right hon. Friend the Chancellor’s infrastructure announcements, which will provide a major boost for this country’s transport infrastructure.
The right hon. Member for Doncaster Central (Dame Rosie Winterton) focused her remarks on rail freight. We recognise that rail freight is an important part of the issue that we are considering today, and I can tell her that representatives of the rail freight industry have participated at round-table discussions held with the rail industry more generally by my right hon. Friend the Transport Secretary.
Are Ministers also having meetings with the trade unions who represent members in the rail freight industry?
What I can say is that the Department encourages the trade unions, as it does every other part of the community, to contribute to the consultation that we are currently holding. I suggest that the right hon. Lady encourages them to contact us.
The hon. Member for Glasgow South (Stewart Malcolm McDonald), who pronounced himself to be a passionate supporter of the remain campaign, made a remarkably Eurosceptic speech, in which he raised the issue of Volkswagen and what he described as a “scandal”—many in this House would agree with that. As I have said previously, when the great repeal Bill comes through, the EU legislation will be absorbed into our own body of legislation and we can then amend it. It will be up to this Parliament to decide whether it wishes to improve on the current arrangements, and I discern from his remarks that that is something he would welcome.
The hon. Member for North Antrim (Ian Paisley) made an upbeat speech, in which he identified a number of opportunities arising from Brexit. He raised the issue of the package travel directive, and all I would say in response is that we are aiming at a new state of affairs, under which this Parliament can make decisions such as that and not simply accept the directives that come from the EU.
Is the Minister at a point yet to make a commitment that that directive will never come into force?
As a person called Paisley, I have never once been told that no one can hear me—I apologise profusely. Can the Minister make a commitment at this point, or at some time in the future, that that directive will never come into force?
I think the answer to that is that it depends on how quickly we complete our withdrawal from the EU and on what this Parliament decides to do. I have no doubt that the hon. Gentleman will be a strong advocate for its non-acceptance of that directive.
The hon. Member for Kilmarnock and Loudoun (Alan Brown) made a contribution relating, inter alia, to the spaceport that he hopes will be located at Prestwick. I had ambitions for north Wales, but I am sure we will both be happy wherever it is located. He also raised the issues of road freight and customs checks, both of which are certainly being taken into account by my Department and by the Department for Transport in the context of our EU exit negotiations.
The hon. Member for Stoke-on-Trent South (Robert Flello) raised the issue of the importance of logistics. I understand that he is the chairman of the all-party group on freight transport, and he has raised a number of these issues in round-table meetings that have been arranged by the Minister of State, Department for Transport, my right hon. Friend the Member for South Holland and The Deepings (Mr Hayes), who has undertaken to maintain that dialogue.
Finally, we heard a contribution from the hon. Member for North East Fife (Stephen Gethins), who spoke about the Scottish referendum.
This has been an important and valuable debate. As I say, it has helped to inform the consideration of my Department and the DFT, and we will continue to hold similar engagements both within this Parliament and with stakeholders from outside the EU. [Interruption.] I make no apologies—I hear the catcalls from Labour Front Benchers—for the fact that this Government are giving proper consideration to the process of withdrawal from the EU. No, nevertheless. Today’s announcements have demonstrated the commitment of this Government to investing in transport in the UK to help deliver growth and economic security for the whole of the UK. This will remain the case after we leave the EU. The UK remains open for business and industry continues to invest in the UK, as demonstrated by recent announcements such as Associated British Ports’ investment of £50 million in vehicle-handling facilities at the port of Southampton. We will do our best to ensure that transport remains central to our consideration of the issues that arise in the context of our departure from the EU. Once again, I thank hon. Members for their contributions today.

On a point of order, Madam Deputy Speaker. I seek your guidance in relation to a matter, notice of which I have given to Mr Speaker and, indeed, to the Foreign Office. Yesterday, during Foreign Office questions, the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East (Mr Ellwood), in answer to the hon. Member for Central Ayrshire (Dr Whitford), concerning the demolition in the Negev of Umm al-Hiran in Israel, said:
“I will be looking at this particular announcement and making a statement on this later today.”

At about half-past 6 yesterday evening, my office made an inquiry of the Minister’s office and was told that a statement would be issued as soon as possible. We were told the same thing this morning. We were then told that, in fact, it would be a media statement. At about 5 o’clock, when my office phoned again to give notice that I intended to raise this as a point of order, a very short press release was put on to the Foreign and Commonwealth Office website.
The point on which I seek your guidance is this: is a Minister in compliance with his or her duties to the House by saying that he or she will make a statement and then issuing a press release, given what Mr Speaker has said in the past about the House being told first before the media?
