As I said in answer to previous questions, we will appoint a new adviser on anti-Muslim hatred. We are engaging with the Muslim community at senior levels. The Prime Minister and the Secretary of State for Levelling Up, Housing and Communities have recently met Tell MAMA, which plays a very important role in tackling hate crime. This Government are completely behind our Muslim communities, and we will absolutely do the right thing for them.

I welcome the Minister’s comments. We are all behind her, and endorse what she said, but can she give me some idea of recent progress she has made on delivering the Inclusive Britain action plan?

I am working closely with the Foreign, Commonwealth and Development Office on this issue. We are very concerned about the events taking place in both Israel and Gaza and we want to see the violence end. The hon. Gentleman will know about all the work we have been doing on preventing sexual violence in conflict, for example, and we will continue to do everything we can to minimise any impact on women and girls.

What steps is my right hon. Friend taking with Cabinet colleagues to help increase the number of female-led businesses?

Female-led businesses often face particular challenges, and in the Department for Business and Trade we work with the British Business Bank to ensure that those businesses continue to have access to finance. We have the Investing in Women code and a taskforce for women-led entrepreneurs. We hope that all these actions together will help improve the lives of women in business.

The Prime Minister
I know why they want me gone. It is because we are going to get on and show that this Conservative Government are going to deliver for the British people—fixing our cost of living issues, making sure that we solve our long-term energy problems, and delivering everything we promised—and they have absolutely no plan. That is the difference.

On the Conservative Benches, we were elected to make the most of our Brexit freedoms—[Interruption.] They don’t like it, Mr Speaker, they don’t like it. That includes tackling illegal immigration, securing our borders and cracking down on the evil people-smuggling trade. Does my right hon. Friend agree that our groundbreaking partnership with Rwanda will do just that?

It is a part of the solution. It is something that, as I said just now, was advocated in 2004 by the then Home Secretary David Blunkett, a Blairite Home Secretary. It is now attacked in the most ludicrous terms by the current Labour Opposition, who are obviously, as I just said, Corbynistas in Islington suits.

No. This is a plan that addresses every single one of those priorities: sick pay, schools, the vulnerable—this plan deals with all of them. It is the right way forward and, actually, the hon. Lady should support it.

I strongly welcome and endorse my right hon. Friend’s statement today on restoring our freedoms. Does he agree that the restrictions, although necessary, have taken a very heavy toll on businesses and our society and that we have to live with the virus in the future? However, we Government Members passionately believe in trusting the people to take personal responsibility.

I warmly welcome my right hon. Friend’s statement today on overhauling our human rights framework. Does he agree that his reforms, after discussion and deliberation with colleagues and a wide variety of people, must strengthen the role of Parliament and the UK courts, rather than relying on judgment from Strasbourg?

I thank my right hon. Friend. He has been a long-standing champion of this issue, and has had a long-standing interest in it. I think the separation of powers between the legislative, the Executive and the judicial branches is really important. We want a robust judiciary, which is why we are proposing to strengthen the primacy of the Supreme Court—it is called a Supreme Court for a reason, and there is not a doctrine of precedent in Strasbourg. We also need to make sure that if there are expansions of human rights, the shifting of the goalposts that frustrates many of our constituents, they are subject to the democratic scrutiny of this House.

The Prime Minister
I am glad the hon. Gentleman asks that question, because I can tell him and the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) that we will be including support for tidal stream to the value of £20 million in the upcoming contract for difference auction—[Interruption.] Come on, that is not to be sneezed at. I have met representatives of Scottish tidal power. What they are doing is fantastic, original and inventive, and we want to support it.

I have been out campaigning with our excellent candidate in the Old Bexley and Sidcup by-election, Louie French, and the responses on the doorstep are very good—[Interruption.] The Opposition know nothing, as usual.
Will my right hon. Friend confirm that he will continue to implement our 2019 manifesto by implementing policies to ensure that we build up better for the whole country, including London, as that is what the electors in Bexley want?

Yes, I will. I have happy memories of many years of campaigning with my right hon. Friend in Old Bexley and Sidcup. We are delivering on our agenda for the people of London, putting 20,000 more police out on the streets and making sure they get to outer London boroughs, too. We are also making sure that Londoners do not suffer from the crazed outer London tax that would see motorists penalised by the Labour Mayor for driving into their own city.

My right hon. Friend is a long-standing advocate for victims in his community. I hope he will be reassured that we will consult as soon as possible on how we best guarantee victims’ rights in law and the level of support that they can expect. We will want to hear from a wide range of individuals and stakeholders to inform that process and shape policy, getting it right from reporting the crime through to the courtroom experience.

I would like to pay my tribute to my friend and parliamentary neighbour, James Brokenshire. He was a hard-working, efficient and effective Minister, and a strong champion for his constituents in Old Bexley and Sidcup.
During the past decade, I have been privileged to really get to know James and to work closely with him on so many issues and campaigns on behalf of our borough of Bexley. He was serious in his work, but he had a great sense of humour, which we experienced at many Bexley social occasions. We will miss him at all such future occasions.
James was a devoted husband and father. I pay special tribute to his wife Cathy, who gave such great support to James in so many ways over so many years. We are grateful to you, Cathy, and the family, for all that you have done in Bexley while James was a Member of Parliament.
James was a devout Christian and a man of honour and integrity who will be sorely missed locally and in Parliament. Our country has lost a great public servant, and in Bexley we have lost a real friend and an excellent Member of Parliament. We thank you, James, for all that you have done. We will always remember you with pride, love and affection, aware of all your commitments to causes that we must continue to support and develop in memory of a great man.

David was indeed a great character, with a fantastic sense of humour, and I am honoured to have been able to call him my friend. So much has already been said about him that I do not want to do a repetition. We were both elected to Parliament for the first time in 1983 with small majorities, became firm friends during the 1980s, and shared an office until 1987 in Abbey Gardens. We also shared staff for a while. In those days the House of Commons sat very late, and I was fortunate enough to get to know David really well during that time. Cheerfulness and dedication were his hallmarks throughout his parliamentary career. As for his boundless energy, well, many of us could not keep up. When he took us canvassing and campaigning in Basildon, we certainly could not keep up.
Working in the office with David was quite an experience —we have already heard about the “menagerie” of things that were in his office—but he was also never backward in coming forward. I remember going to a No. 10 reception on the first occasion after we had been elected. Of course, I was in awe of every Prime Minister—including the current one, of course—but Margaret Thatcher was the Prime Minister then. I cannot do her accent, but “Ah,” she said, putting her head on one side, “the two Davids!” I just said, “Prime Minister, lovely to be here”, and all the rest of it, but David Amess said, “I have never been here before—can you do me a tour?” At that moment, I wished I had quietly died, but she said, “Yes, I will come and get you later.” And she did! We had a tour. Then she said, “I am going to take you upstairs to show you the flat.” She said, “Of course, this is where I cook Denis his breakfast.” “Really?” said David. “He has a cooked breakfast?” “Yes,” she said. “Well,” he said, “it is very poky up here, isn’t it?” He did not think much of it at all. He never had aspirations to be Prime Minister, I think.
David was a friend. I was privileged to know him, and privileged to work with him on so many campaigns. He was a great parliamentarian, a great politician, a fantastic advocate on behalf of his constituents, and a great champion of our nation. He was also one of the nicest, kindest and most genuine people I have ever met. He was always smiling, and was an indefatigable campaigner for all the many issues that he held dear. We are all devastated by his murder. I have been privileged to know his wife and family over the years, and we think of them and we grieve with them; but we will remember his legacy, and we will look on the positive side, because one thing that David Amess always was, was very positive. I am proud to have known him.

Does my right hon. Friend agree that the Government’s ambitious plans for levelling up are for the whole of the UK, including London and its economy, which has been especially badly hit by the pandemic?

My right hon Friend is absolutely right. He is a brilliant advocate for south-east London and for business. I look forward to working with him to ensure that there is improved connectivity and that London, which has suffered particularly badly as a result of the pandemic, is at the heart of our plans for economic recovery.
