Commons ChamberLet me first take this opportunity to offer my support and best wishes to His Majesty the King for a swift and full recovery. I look forward to seeing him out and about again on his public-facing duties.
This is a challenging time for seafarers. Their welfare is central to our concerns during the Red sea crisis. Their bravery has ensured the continued supply of vital goods to the UK. We have engaged with organisations that represent seafarers, working closely with the International Maritime Organisation—I have met its new secretary-general twice this year. We will not hesitate to take action to protect innocent lives and preserve freedom of navigation. In response to the Red sea crisis, the RAF has engaged in three waves of proportionate and targeted strikes against Houthi military targets with the United States and other allies. My Department continues to work closely with industry to provide the best possible advice and support.
I associate myself, and the people of Banff and Buchan, with my right hon. Friend’s remarks wishing His Majesty the fullest of recoveries. Could he set out in more detail precisely what engagement the Government have had with British companies across the UK on not just the attacks but the threats of attacks in the Red sea?
I am pleased to tell my hon. Friend that we have been engaging regularly with shipping companies to ensure that they have as much advice and support as possible, so that they can take informed commercial decisions about vessel movements based on a full consideration of recent events. We provide security advisory notices and convene meetings with the sector at both official and ministerial level. I have met sector leaders to discuss these critical developments.
The hon. Gentleman will know that the primary responsibility for delivering road transport in Scotland is the responsibility of the SNP Government, because it is devolved. I am pleased that he has welcomed the levelling-up bids that have been delivered in Scotland—this Government delivering for the people of Scotland where his Government have failed. On the specific issue he raises, I will of course draw his remarks to the attention of the Secretary of State.
My hon. Friend has been a fantastic champion for Fraserburgh and for that business in particular. I know very well the issue in respect of longer semi-trailers and compliance with the regulations. I would be delighted to meet him and the company, and I assure both the company and the wider industry that we are working to find a way forward on this question, because it matters and we want to support that business.

Commons ChamberThe ancient nation of Scotland, independent for centuries before its coercive incorporation in 1707, was taken out of Europe against its democratic wishes. Yesterday, the UK state apparatus told Scotland it is not a colony and does not lack meaningful political process. So, will the Minister tell me what funding is to be made available to Scotland for direct ferry links from Rosyth to Europe, now that the EU motorways of the sea funding has been cut off? Can the Minister tell his Government colleagues that the British state may say no at every time, but the sovereign people of Scotland say yes, yes, yes?
I am grateful to my hon. Friend for asking this question. I have granted consent to the Civil Aviation Authority to issue a licence to Britain’s first ever spaceport, paving the way for the first ever orbital space launch from the UK, or indeed from anywhere in Europe. The launch from Spaceport Cornwall remains on track for later this year. I pay tribute to my hon. Friend the Member for St Austell and Newquay (Steve Double), who is in his place, for his tireless campaigning on this issue.
I welcome all the new Ministers to their place and join the Secretary of State in congratulating my hon. Friend the Member for St Austell and Newquay (Steve Double) on the work being done in Cornwall. That is another example, along with the SaxaVord spaceport in Shetland, of the UK Government covering the whole country in glory. SaxaVord spaceport has just completed the construction of the first launchpad to be built in Europe to support the orbital launch of four small satellites for a major European client. Does my right hon. Friend or any of his Ministers have plans to visit the site where construction is going on of the other two pads?
I am grateful to my hon. Friend for reminding us of the work that the UK Government do across the whole United Kingdom. The work at SaxaVord is very exciting and I hope to have the opportunity to visit it in due course. UK spaceports will launch highly skilled jobs across the United Kingdom while providing greater resilience for our critical national infrastructure capabilities.

To all those saying that I have received a letter, I say, no, I have not. That is not good enough, and hopefully we will get it right next time.
May I put on record my sincere apologies for the fact that a letter about the Secretary of State’s absence was not received by you. [Interruption.] I will ensure that it never happens again.
The Secretary of State has travelled to the International Transport Forum to meet the largest gathering of international Transport Ministers from across the globe. The UK has taken the presidency of the ITF, an international, inter-governmental body on transport policy, at a pivotal time when the world faces multiple transport-related issues. The forum brings together 63 countries to work on shared goals, including making transport more connected, safe and resilient. Through the ITF, we will continue to work to tackle Russian aggression and to work with other like-minded partners to ensure Putin’s brutal and unprovoked war in Ukraine fails.
I regularly hear from residents in Peterhead, Fraserburgh, Turriff and other towns and villages across my constituency complaining about the excessive noises from car exhausts, as was mentioned earlier. I welcome the recent announcement of trials and pilot schemes for noise cameras, but I was disappointed to hear that they will apply only in England and Wales. Given that the legal framework for statutory nuisance rules for construction and regulations for vehicles are UK wide, what engagement has my hon. Friend, or other Department Ministers, had with the Scottish Government to see what can be done in Scotland, and is there scope for expanding the pilot beyond just England and Wales?
I know that this is a big issue in my hon. Friend’s constituency. Noise camera enforcement comes under policing, and policing is, of course, devolved in Scotland, but we continue to have discussions with the Scottish Government. We are keen to continue those discussions and I am happy to meet my hon. Friend to see what more we can do on this issue.

Commons ChamberIt is genuinely true to say that there is not a more expensive Member of Parliament. The cuts—or the freezes—that my right hon. Friend has persuaded successive Chancellors to make are now accumulating a £1,900 saving for a UK driver every year. He is right that when oil prices go up fuel prices seem to track very fast, and when they come down they are much slower. I will pay close attention to his idea.
We have delivered approximately £8 billion of support for the aviation sector through the pandemic, and we are currently developing a strategic framework to help support the sector’s recovery.
I thank my hon. Friend for his answer. Has he given any thought to how public service obligations could help support regional airports right across the UK, including in Scotland—such as Aberdeen airport, which serves my constituency—to recover from the covid-19 pandemic?
I thank my hon. Friend for his question. May I congratulate him on his campaign and his support for his constituents’ campaign, particularly that led by Val Fry, to reintroduce flights to Aberdeen such as the easyJet flight from Aberdeen to Gatwick. I have flown from Aberdeen. I can see its importance, and I know that it is exceptionally important particularly for the offshore energy industry. We recognise the significant impact that covid-19 has had on regional airports. We will consider whether there are further opportunities to utilise public service obligations.

Commons ChamberI warmly congratulate the hon. Member for Kingston upon Hull East (Karl Turner) on securing this important debate on the creation of a national Lost Trawlermen’s Memorial Day. Fishing and the courage of fishermen are woven deep into the fabric of this nation. Perhaps too few are truly aware of the dangers that fishermen face to put food on our plates, or of their place in our maritime history, serving our nation in peace and war to keep this country fed and protected.
I was particularly struck by the hon. Gentleman’s speech. More than 6,000 fishermen from Hull have lost their lives in the past 100 years, either through fishing tragedies or when their vessels were engaged in wartime service. More than 1,200 fishermen working from Hull died in the first world war; 300 Hull ships were used as minesweepers and for searching for submarines, and by the end of the war, only 91 Hull-owned ships were still afloat. Between 1939 and 1945, 191 trawlers from Hull were taken into military service, and 96 of them were lost. My hon. Friend the Member for Great Grimsby (Lia Nici) is right to say that this sacrifice and this service are nowhere near well enough publicised. The work of the Royal Naval Patrol Service and others ought to be remembered by all of us in this House and across the nation.
I congratulate the hon. Member for Kingston upon Hull East (Karl Turner) on securing this debate. Does my hon. Friend the Minister agree that the number of people who are in the Chamber for this Adjournment debate tonight, representing all parts of the United Kingdom, just goes to show how much we owe the fishermen who have been described tonight? I should also like to add my thanks, through the Minister, to the Prime Minister and the Secretary of State for Business, Energy and Industrial Strategy for visiting my constituency earlier this year and for signing the book of condolence in Fraserburgh. I think they both found it quite touching that such a memorial already existed, but I totally agree with the hon. Gentleman that a specific day for recognising our fishermen is a worthy cause.
I warmly agree with everything my hon. Friend says. We have heard moving speeches from Members on both sides of the House. The support from all parts of the United Kingdom and all political parties makes very clear how important this matter is to the entire country, and I commend all hon. and right hon. Members for having taken part and having made their contributions so movingly.
We have been hearing this evening about sacrifice and service. That tradition continues to this day and is likely to continue through the challenges of the covid pandemic. It is absolutely clear that we all owe a debt of gratitude to those we have lost. I start my thanks by paying tribute to the hon. Member for Kingston upon Hull East for having secured this debate, and to his constituents, who commemorate the memory of those lost trawlermen already at the annual Lost Trawlermen’s Day held locally in Hull.
If I may, I shall take a moment to recognise that this country owes a debt of gratitude to all those who work in perilous working conditions—not just fishermen, but all those who work at sea to keep our critical supply chains moving. A timely reminder of this is the collision that took place early this morning between the UK-flagged Scot Carrier and the Danish-flagged Karin Hoej in Swedish territorial waters near the Danish island of Bornholm. The detail of the incident is still emerging, and I hope the House will understand that I must not comment further until the maritime accident investigation branches have concluded their investigations. What I can say is that I extend my thoughts and prayers to the families of all those seafarers who are still missing, and my very best wishes to all those involved, including those from the Swedish and Danish search and rescue services who have been responding to this incident today. I am sure I speak for the whole House when I thank them and salute them.
I must praise the critical role that the families of fishermen in Hull have played. Their work is the foundation stone on which we are building and improving fishing safety. Following the tragic loss of 58 lives on three fishing vessels—the triple trawler tragedy from Hull at the start of 1968—the campaigning of the headscarf revolutionaries led by Lillian Bilocca, Christine Jensen, Mary Denness and Yvonne Blenkinsop resulted in the first steps in improving fishing safety. They were all fishermen’s wives. How extraordinarily moving and poignant it is that we have in the House my hon. Friend the Member for South East Cornwall (Mrs Murray), who added her devastating personal loss to the debate today. We thank her and salute her for her passionate work on fishing safety, ongoing for so many years.
Members were all as struck as I was by the words of my hon. Friend the Member for Cleethorpes (Martin Vickers) about the hush of cold silence that descended over the town when a trawler was lost. The determination of the headscarf revolutionaries to see full crewing of ships, radio operators on every ship, improved weather forecasts, better training for crew and more safety equipment led to the publication of the Holland-Martin trawler safety report in 1969. At that time, more than 60 fishermen a year were being lost. As we heard from the hon. Member for Strangford (Jim Shannon), each one of those represents for their families mourning that never ends.
In 1975, we saw the first significant regulations introduced for fishing vessels of 12 metres and over. As the hon. Member for Kingston upon Hull East said, the introduction of the regulations is a testament to the work of the headscarf revolutionaries and those who supported them, and I pay tribute to them.
Fishing has changed since the 1960s and 1970s. When the Holland-Martin report was published, we had a sizeable deep water fleet; now our vessels tend to be smaller. Actual trawlermen, as the technical phrase is, are fewer, but the danger to those who fish commercially remains, albeit in different forms. I welcome the opportunity to recognise and highlight the real dangers that fishermen face every time they go to sea, as the hon. Member for Lancaster and Fleetwood (Cat Smith) rightly said, to provide food for us.

Commons ChamberThe hon. Gentleman will know that we have a fantastic Mayor in Teesside, and I have had discussions with him. One of the things we will be doing is making sure that, as I have said today, we are working really hard within the Department, talking to airlines and to the airports to make sure that we are able to provide and backfill some of those routes and that the airports remain as viable as possible.
Obviously my sympathies go out to the staff affected by the collapse of Flybe, and also the passengers affected in Banff and Buchan and throughout north-east Scotland, because a large number of its flights would have been serviced from Aberdeen. I know the Government are committed to levelling up regional connectivity across the whole United Kingdom, not least from discussions I have had recently with the Secretary of State specifically on the loss of other flights between Aberdeen and London: Flybe’s own flight to London City; Loganair’s to Southend, recently; and the easyJet flight to Gatwick last year. Can my hon. Friend confirm that she will work closely with the industry, the airports and the airlines to minimise the disruption caused by the loss of these Flybe routes?
I understand my hon. Friend’s specific concerns, which we have spoken about before. As I have tried to describe from the Dispatch Box today, I am very keen to work with the airlines and those airports to understand the specific issues and challenges that we need to address to enable those routes and flights to continue. I look forward to working with my hon. Friend and colleagues.

Commons ChamberIn 2018, 292 million passengers flew to or from a UK airport. That figure was almost 3% higher than in 2017, and 24% higher than in 2008. The feedback that I have received from airports this year suggests that they expect that growth to continue. The one thing that could bring that growth to a grinding halt is Labour’s plan, which was announced yesterday, to hike the cost of going on holiday.
On 8 February easyJet ended its service between Aberdeen and Gatwick, which was the latest in a succession of cuts to flights between Aberdeen and London. British Airways has reduced services between Aberdeen and Heathrow in recent months, and that is making life more difficult for businesses and individuals across north-east Scotland, including in my constituency. Will my right hon. Friend meet me to discuss the impact that those service reductions are having on the north-east economy, and say what can be done to help alleviate the situation?
I will be very happy to meet my hon. Friend. He knows my concern about the need to guarantee enough capacity for regional connections. It is one of the reasons we have said there will be a bloc of new capacity at Heathrow airport, when it expands, set aside for regional connections. That is fundamentally important to the future of aviation in the United Kingdom.

Gentleman and, indeed, his constituents will welcome the fact that the European Union has been clear that the current arrangements will continue after April and is moving forward with plans to do that. In addition, we have bilateral agreements with other countries that will ensure that international trade continues to flow, and we are of course also continuing members of the common transit convention.
Seafood processing businesses in Banff and Buchan have expressed concerns to me about the possible requirement for European Conference of Ministers of Transport permits in the event that we leave the EU without a deal. Will my right hon. Friend meet me and representatives of the sector to discuss their concerns?
I am always happy to meet my hon. Friend, and I meet people from the sector quite regularly. His constituents will be assured—indeed, we have written to all applicants for the permits to indicate this to them—that the European Union’s position is that it intends to continue with the current arrangements. We put through measures to make sure that we had a contingency plan, which was supported across the House, but I do not expect it to be needed because, according to the EU itself, we will carry on with the current arrangements.
