Dr Johnson spoke of the virtues of travelling hopefully, but travelling hopefully depends on travelling efficiently, effectively, securely and, most of all, safely. The foreword to the excellent report before the House, by a group led by Professor Abdel-Haq, states that it was necessary

“to chart a future which ensured public safety for all”.

Public safety lies at the heart of the work, and of our endeavours in debating this today.

The recommendations in the report are focused on how taxis are licensed and how that licensing is enforced and complied with. Compliance and enforcement are critical to a number of the recommendations. Recommendations 23 and 24, on the database and the exchange of information between licensing authorities to check on the bona fides of applicants, are critical. Throughout the report there is a focus on ensuring that those who apply for licences are fit and proper people, on whom the public can rely.

A second issue, to which my right hon. Friend the Member for Chingford and Woodford Green (Mr Duncan Smith) referred, is the working conditions of drivers. It is clear to me that there is exploitation of drivers, whose working conditions are at best—I put it generously—variable, and that minimum standards are not currently being enforced. There is a need for urgent reform. I am not speaking, of course, of our blackcab drivers, who are largely self-employed and determine their own working day and year, and who, as my right hon. Friend is right to say, are celebrated, worldwide, for their quality. It seems extraordinary to me that we should jeopardise that worldwide reputation for what modern economists call a disruptor. I am not a great fan of the disruption of what works. I say that what matters more is doing what matters in the interests of the public, not fixing things that ain’t broke—which largely applies to blackcab drivers.

Recommendation 33 addresses working conditions, referring to the exploitation of drivers and the need to enforce the national living wage, while recommendation 34 addresses the question of restrictions, on safety grounds, on the number of hours that private hire vehicle drivers typically drive. There are other recommendations on the proper treatment of disabled people. It is appalling that some blind people have been refused their proper entitlement to take their guide dog with them on a private hire car journey, and I am delighted that there is a recommendation on that in the report.

The Under-Secretary of State for Transport, my hon. Friend the Member for Wealden (Ms Ghani), has been remarkable in her willingness to listen, and I pay tribute to her, as well as to Professor Abdel-Haq. The cap that has been discussed by a number of Members seems to me to be localism in practice. We can hardly argue for reinforcing the role of local authorities in regulating the circumstances of private hire vehicles and taxis, and then say that they cannot make a judgment about the appropriate number of vehicles in a locality.

There is, however, something more worrying still to consider. We know that in Rotherham, Rochdale, Oxford and Newcastle taxis were a key element in allowing the widespread abuse of vulnerable young women. The use of taxis for criminal purposes is a direct consequence of a regulatory system that is simply not fit for purpose. We cannot allow that to continue and the Government would be unwise to hesitate for a moment in putting in place the changes necessary to avoid such an eventuality. That is about more than taxis. It is about public confidence, social cohesion and building communal faith in a system that works for all, as Professor Abdel-Haq has argued.

There cannot be a cherry-picking exercise. The report must be adopted in full, for there is not a single recommendation in it with which I do not agree. It would be quite wrong if the Government were to cherry-pick, and I know that the newly promoted Minister, who must be basking in the glory of his seemingly unstoppable rise up the greasy pole of politics, will be listening closely to the debate, and will want to work with my hon. Friend the Under-Secretary to make sure that the report is implemented speedily.

Let me finish by saying this, and just this: Dr Johnson, as I said, spoke of travelling hopefully, but the Government now need to focus on arrival. The destination must be implementation of this report, with legislation where necessary, as soon as possible.

I can assure my hon. Friend that there have been examples in the past—my right hon. Friend the Leader of the House secured a private Member’s Bill in opposition—so there are opportunities even for Opposition Members to push private Members’ Bills through, although clearly having the support of the Government is helpful.

The delay in response to the hon. Gentleman’s query was unacceptable, as has been acknowledged. However, I can confirm that a response has now been published on the Government e-petitions site. Petitions that reach the 10,000 signature threshold should receive a response from the Government within 30 days.

I did indeed receive a response to my petition just after midnight on Tuesday morning, within hours of this oral question being published—two facts that I am sure are not remotely connected.

On a serious point, given the billions of pounds available from football on television, will the Government put pressure on the Football Association to spend more of that money on grass-roots football, especially for children, as opposed to even more outrageous wages for top professional footballers?

I am not sure that that is a question for a Deputy Leader of the House, but I will ensure that the Department for Culture, Media and Sport is aware of the hon. Gentleman’s concern. I would certainly echo his suggestion, however, that we need strong investment in grass-roots football. He might be aware that the Premier League will be investing about £168 million in grass-roots football over the next three years, which is something that hon. Members on both sides of the House would want to encourage it to do.

I have stated that bidders will be remunerated in full for the reasonable costs of putting together and submitting their bids. As I reported to the Transport Committee on 10 January, I expect that figure to be in the region of £45 million.

I come from the world of industrial manufacturing, where incompetent mistakes get someone the sack. It occurs to me that in this Government no one gets the blame, while hard-working, travelling members of the public pay the price for the mistake through higher rail fares. Will the Secretary of State tell me exactly which Minister, if any, will take responsibility for his Government’s humiliation in this affair?

I think I have been very open with the House. I have made two or three statements to it about the incident involving the west coast main line, and I have commissioned two reports that have broadly been welcomed, I think, by the House. Both those who wrote the reports have given evidence to the Transport Committee, during which, Sam Laidlaw, who wrote the report on what went wrong in the Department, said that Ministers were not made aware.

I am sure that the Minister is more up to date with the proposals. He is nodding and I am sure that he will cover that when he winds up. I have said that the two super-controls seem to be one too few, and the number of day-staffed stations seems too restricted, which several colleagues have commented on. The overall numbers make the proposals look as though they are finance-driven rather than operationally driven. Given the historic pairing of stations, which has been explained to us on a number of occasions, there might have been stronger logic in suggesting that a single station from each pair should be maintained, with three super-stations on top. Obviously, the Minister will assess all the representations and submissions in due course.

The coalition document said that there would be no cuts to the front line. Notwithstanding that this is a reorganisation, what is the coastguard if it is not a front-line service? Many people are saying that these cuts go way too far. It is important to remember, however, that this is a consultation, that it has not concluded and that it is being extended. This is, therefore, a good opportunity to put the Minister under pressure. I have spoken informally to the Minister outside this Chamber and know that he is listening and learning, and other colleagues have said the same. We will look closely at the finished document and his conclusions.

I know, owing to my former ministerial positions, the conflicting pressure that the Minister is and will be under, but at least he knows from Prime Minister’s questions only a few weeks ago that the Prime Minister has expressed some scepticism about the proposals. He said that the Government remain to be convinced by the MCA’s proposals. That is a very reassuring starting point. Every Member who has spoken today and in our previous debate has expressed real concern. I hope that the Minister, in the restricted comments that he will be able to make during his winding-up speech—he has not yet reached the end of the consultation—will give some reassurance that the efforts of the brave men and women of the coastguard service and those who depend on them, as well as those who support them, will not fall on deaf ears and that we will see some changes to improve the proposals, which, at the moment, do not appear to command any support in the House.

I hope that high-speed rail is going ahead. The Government have made it very clear in the coalition agreement that we are committed to it and the Secretary of State has been working very hard on it, taking personal responsibility for promoting it. However, my hon. Friend will also have noticed that, since the formation of the coalition Government, we have announced, for example, the progress of 2,100 new carriages; an electrification programme across the country; that Crossrail is going ahead in its entirety; that the Thameslink programme is going ahead, and new light rail extensions in Birmingham and Nottingham. The public at large can be in no doubt that the Government are committed to investment in rail: high-speed rail; conventional rail, and indeed light rail. We see that investment as a way of creating growth in the economy and cutting carbon emissions. I can therefore give him an absolute assurance that we will not see local services carved out. We are determined to ensure that rail has a future, both for local services and for high-speed services.

The Secretary of State will be happy to give my hon. Friend the Member for Nuneaton more detail about the Coventry-Nuneaton line in the meeting that I understand has been scheduled between them for later this month.
