I thank the hon. Gentleman. He is so fastidious in representing and intervening on behalf of constituents and people across the United Kingdom. I totally agree that the organisations that he mentioned have contributed significantly to the benefit of young people across the United Kingdom. I had the privilege of visiting the Prince’s Trust locally to see at first hand the work it was doing in building self-esteem and confidence among young people, some of whom felt that their mental health had become low. Further to the hon. Gentleman’s point, I have also noticed that there is a campaign to end loneliness. Young people are one of the significant age groups reporting increased feelings of loneliness; as usual, the hon. Gentleman is entirely right in his comments.
The challenge is clear. We can impact the life of young people through mentoring, which emerges as a powerful solution to address many challenges. Consistent support from a caring mentor has the potential to significantly alter the life trajectories of young people. That can happen through volunteering and through businesses. I have had good opportunities to meet local organisations and businesses in my constituency of East Kilbride. They have been helping with the special needs school to try to get mentoring under way and young people with disabilities into the workplace. That is very much needed because often what people require is opportunity. When they are in the workplace and given the opportunities that they deserve, they can really shine and all their potential can show through.
As the hon. Member for Strangford (Jim Shannon) mentioned, mentoring also helps young people to become more engaged in their communities—to feel less lonely and much more connected. That is particularly the case for people in rural communities who might feel that fewer opportunities are available and for people from more disadvantaged backgrounds who find it difficult to engage in school or different aspects of the support structures already available to them.
The “Mental Health of Children and Young People in England, 2023” report was published recently by NHS England. It found that one in five young people has reported probable mental health conditions, so it is very important that we try to address their needs. In Scotland, the “Health Behaviour in School-aged Children” study recently revealed the lowest levels of adolescent confidence seen in 28 years—a stark figure. Only 42% of adolescents reported feeling confident often or always and about one fifth of young people reported feeling lonely all or most of the time. The report noted that feelings of loneliness were highest among 15-year-old girls—31%, a very high figure. The challenge is clear, as is the impact that we can make. It is important that we give time to consider what more we can do to support people through mentoring, because young people in particular are suffering. Their mental health might be deteriorating and, as we have heard already, loneliness is on the rise.
I want to speak about some different programmes that I have had the privilege to engage with. I used to be chair of a very important group in Parliament, the all-party parliamentary group on mentoring, which had the secretariat provided by the Diana Award. We were able to engage with MPs, which was a valuable part of our programme. During covid, we managed to pair up more than 100 MPs with young people in their constituencies across the United Kingdom to offer mentoring support during National Mentoring Week. We put a great deal of effort into that. I became a mentor myself for that period, and the responses that we had showed that the MPs benefited as well as those who were mentored.
The experience gave us a much better understanding of and empathy towards people’s plights locally, in addition to the connection to what was happening on the frontline, which we are not always afforded as MPs. I remember after being elected wanting to visit a hospital where I had worked previously. I was offered a tour, but I wanted to speak to patients and staff. They said, “Usually, MPs get a tour of the hospital,” but I said, “I don’t really need a tour—I used to work there, so I could probably give the tour.” That shows that as MPs we need to build a connection to the frontline. What people might think we want to hear about or engage in means that that connection is not always afforded to us.
One of the programmes that we have been engaged with and which contributes to mentoring is the Grandmentors programme by Volunteering Matters. It is an intergenerational mentoring programme for care-experienced young people—possibly the strongest and most resilient people in any community because they have often faced many more challenges during their early lives. Through the skill of mentoring, care-experienced young people have been supported to want to achieve their goals.
The programme was established in 2009 and now runs in 14 locations in England and Scotland. Interestingly, a mentor is typically aged 50 years or over—I have to admit that I fall into that category—and, importantly, the mentee is a young person, typically aged between 16 and 24 years old, which means there is an intergenerational transfer of knowledge and support. The programme tries to recruit older volunteers to use their life experience and skills to provide emotional and practical support to young people, particularly when they are transitioning from the care system to independent living.
As of October 2023, 169 mentors had been matched with mentees, with many more ready to be matched. Their impact is measured in employment, education and training; housing and finance; and health and wellbeing. It was found that everything really is relational, with the primary focus on nurturing and strengthening through the relationship and connectedness as individuals to the place where they live.
I congratulate my hon. Friend on securing today’s debate. In Suffolk, we have found that mentoring tends to be taken forward on an altruistic basis with a limited formal framework. Does my hon. Friend agree that it would be helpful to hear from the Minister about what the Government can do to encourage and foster that form of altruism among businesses? What is her reflection on the role that chambers of commerce could play in supporting the many businesses that want to do this, and taking that forward at a county-wide or regional level?
My hon. Friend makes an insightful intervention. One of the key things on which we could work together across the House is having more of a mentoring strategy moving forward, to help organisations that wish to pursue that and provide help in the world of business, in communities and in the voluntary sector.
As my hon. Friend says, a great many organisations wish to lend their knowledge, expertise and support and to be there for people and pass on their experience. I have accounts from young people, which I will mention briefly today, who say that that has been invaluable in their lives. The more we can do, the better. If there can be a structure moving ahead, engaging key organisations such as the British Chambers of Commerce, that would be extremely valuable. According to the Home for Good report 2022, care leavers currently make up about 25% of the homeless population and 25% of the adult prison population, which shows we need to do much more to support them. Some 41% of them are not in education, employment or training, compared with 12% of other young people.
New research from the universities of Oxford, York and Exeter has demonstrated that one third of care leavers are not working or studying, compared with just 2.4% of comparable young people who have never experienced the children’s care system. Data from the Office for National Statistics also demonstrates that more than half of those who had been children in care had a criminal conviction by age 24, compared with 13% of children who had not been in care. Early intervention is crucial for young people who may have experienced trauma or be at a critical period in their lives.
Some 59% of the mentees on the Grandmentors programme who had support as care leavers were independent or stable in sustaining education. They had sustained training, education or employment, with 62% independent or stable in terms of their wellbeing, which had dramatically increased from the start of their mentoring. The figures speak to the power of mentoring. As many as 75% were stable with regard to housing, which is a huge change, given the figures we heard about homelessness. We should never underestimate the difference that having such support at a critical time can make.
I want to mention Saliou’s story, which I have been granted permission to share:
“I arrived in the UK at 17 from Guinea. I’ve been part of the Grandmentors programme…and I am now 19. I’m at college full time building up my skills and language. I aspire to be an electrician, and I am doing some work experience in this. My volunteer mentor really listens, and we work things out together. I share things that are bothering me, but I also talk about my plans for the future. My mentor has been…supportive since we have met, and I feel grateful to have met such a wonderful person. She puts smiles on other people’s faces. I don’t want to lose our friendship.”
I also want to mention the Diana Award, with which I had the privilege to work in relation to the all-party parliamentary group that was organised a few years ago. I thank it for the powerful work it does across the United Kingdom. It offers mentoring programmes to support young people to develop their career skills and make positive changes in their communities. It celebrates not just mentoring young people but enabling them to make changes and contribute to their communities, which is so valuable.
The Diana Award collaborates with volunteers from all backgrounds and levels of experience to deliver mentoring programmes for young people aged 14 to 18 who are deemed to be at risk. Young people who have taken part in the programme have shared that it allowed them to grow closer to their peers, and feel comfortable sharing their opinions. One said:
“My confidence and skillset has changed. I understand different skills required in the workplace more.”
Another said that the programme had helped them
“to realise the vast majority of my classmates experience similar issues to me.”
A teacher whose comments I am allowed to share said that their student had
“grown in confidence about his own ability to interact with others in unexpected social situations.”
The results were not just about the experiences that the mentees expected; the skills transferred to all other types of experiences. I have not been able to include all the fantastic organisations, but I will mention some that I have been in touch with: the Kids Network, the Mentoring Lab, Volunteering Matters, She Stands, Bloomberg, The Girls’ Network, the Youth Endowment Fund, the Patchwork Foundation and Chance UK.
We hope to re-establish formally the all-party parliamentary group on mentoring. We should continue to support it as Members of Parliament, across parties. We can offer vital opportunities to young people in our constituencies right across the United Kingdom. Of course, they also offer us great experiences and engagement in return—everybody benefits. I hope to work with Members of Parliament in the near future to re-establish that group. I look forward to hearing from the Minister about what more we can do together.

I have been clear that more must be done, at all levels, to make sure that literacy rates catch up. Of course, access to books is one answer, but we should also introduce measures so that those children who do not have access to books can catch up. Nevertheless, without books at home, at school or at a library, children will always struggle to catch up, so we must deal with the root causes
): I congratulate my hon. Friend on securing this debate. He is right to highlight the importance of phonics and literature in learning. On the issue of books, it is often the case that young people now engage with their education through digital means. I wondered whether he would address that point when he makes suggestions to the Minister about how we and schools can support young people to engage with literature and the written word through what will be the medium of the future—computers and digital forms of communication.
My hon. Friend is quite right; in fact, I devote a large chunk of my speech yet to come to e-books and audiobooks, and how to use TikTok and other digital means to engage with people. I am sure he will look forward to enjoying that part of the speech immeasurably.

My hon. Friend is absolutely right. I could not take my babies around to meetings and so on after about four months. At that point, I needed either not to attend and not to go to work or to make sure that they had childcare.
Research in this week’s Guardian shows that there are fewer places in less affluent parts of the country. The settings are also more likely to be lower quality.
If I might add to my hon. Friend’s point, one woman wrote to me saying that she is a high earner and that when she got pregnant she worked out she could just about afford to go back to work—until she discovered she was expecting twins. Because of the cost between six months and the two or three years when funded provision comes in, which would help her a bit, she was in a desperate state.
The cost to parents and providers is rising, the funding for the free entitlement does not cover providers’ costs, and the current system of Government support is complex and leaves many gaps. There is also a quality gap affecting less well-off areas and poorer families. This crisis has been fuelled by 13 long years of this Government not acting. Before I finish, I want to ask the Minister a few questions.
The hon. Lady is making a good speech and some fair points, particularly about the difficulty people from poorer backgrounds have in accessing childcare. If we look at costs internationally, the cost of childcare in the UK is among the highest—if not, the highest—in Europe and by many international comparators. The Government often talk about wanting to get people economically active and back into work, but unless we sort this issue out and people are properly supported to have access to childcare, many people will not be able to afford to work and may have to forgo their careers to take the most economically viable option: looking after their children at home.
Yes. The hon. Member makes an excellent point. Depending on how it is measured, the UK has the third highest or the highest childcare costs to parents in the OECD countries. I ask the Department and the Treasury to look at how and why different Governments do things differently. In particular, the Canadian Government have recognised the economic benefit of properly organised and funded childcare.
Here are my questions to the Minister. Do the Government understand the importance of good-quality, affordable childcare? Do they know the difference it makes to education outcomes, women remaining in the workforce, inequality, the cost of living and the economy? We are not sure whether the Government are considering extending the free childcare option to one and two-year-olds, so we look forward to hearing what the Minister says on that. If they do, will that scheme and the current ones be adequately funded to cover the cost of provision? Will any extension include funding the reopening of settings that have closed and reskilling the workforce, as the current staff and managers will have moved on to other jobs, as they are already doing?
In conclusion, it is clear that the childcare system is broken. For many parents, the current provision is neither affordable nor available. The Government do not always like international comparisons, but they have to be made. I look forward to hearing from my hon. Friend the Member for Dulwich and West Norwood (Helen Hayes), who I know will set out in further detail the difference a Labour Government will make. We desperately need a change, because the current system is broken, and parents, providers and children are having to live with the consequences. Back in November, more than 15,000 people took part in the “March of the Mummies”. Surely they should not have to march again this November. Surely we can see some action, rather than yet more dither and delay.

It is a pleasure to serve under you, Mr Hollobone. I congratulate the hon. Member for Bristol South (Karin Smyth) who spoke thoughtfully. I obviously do not agree with everything she said, and I will set out why in my remarks, but I was pleased when in my last iteration—I do not know if she was including me as one of the eight Ministers from when I was last in this post—I went with her to the City of Bristol College’s South Bristol Skills Academy. It was a wonderful visit. She is a true champion of apprenticeships and I pay tribute to her. I was glad to hear that this debate was taking place.
The hon. Member set out a bleak picture, which I do not think was fair. We have had over 5 million apprentices since 2010. We know that 92% of those who complete their apprenticeships go on to a job or further training. The amount of apprenticeship starts increased by 8.6% last year. Of course, it did go down during the covid years and she talked very importantly about level 2 and 3. Of all starts in 2021-22, 70% were at level 2 and 3.
She also asked about social justice. She will know that we offer a £1,000 bursary for care leavers. If employers with fewer than 50 employees employ a young person, they get £1,000 and we pay all the training costs. We pay 95% of the training costs of all small businesses anyway.
She talked about healthcare apprentices. There are 65 standards in health and 20 in nursing. There is now a complete apprentice pathway from entry to postgraduate and advanced clinical practice in nursing. There are 82 health and science apprenticeship standards and we are working very closely with the Department of Health and Social Care to try to improve those. It is always difficult when different professions measure qualifications in different ways, but I am proud that we have nursing degree apprentices. I am proud that we have policing degree apprentices.
On her point about degree apprentices, I disagree with her a little, because they are my two favourite words in the English language. We saw an increase of 47,000 degree apprenticeships last year—I think over 140,000 since they were introduced in 2014-15. I think that they answer a lot of problems. They deal with the loan problem for disadvantaged students, they mean students can earn while they learn and they build the prestige of skills, which is incredibly important. She mentioned the University of Exeter, which was my old university. One of the proudest things I have ever done as an MP was go to back to that university, which is in the Russell Group, and speak at its degree apprenticeships ceremony. I am very glad that she went there.
I will briefly respond to some of my colleagues who have spoken today. My hon. Friend the Member for Stoke-on-Trent North (Jonathan Gullis) always speaks passionately about this subject. To be clear on the levy funding, of course there have been underspends in the past, but in 2021-22, 99.6% of the levy budget was spent. That point is important because it was raised by a number of other hon. Members.
The hon. Member for Strangford (Jim Shannon) also spoke passionately about the subject. He talked about careers. He will know that we strengthened the Baker clause. The shadow Minister, the hon. Member for Chesterfield (Mr Perkins), also talked about that. I fought for it as a Back Bencher and as Chair of the Education Committee. Students will now have six encounters—two a year—with key apprentice organisations. The hon. Member for Weaver Vale (Mike Amesbury) also spoke about that.
My hon. Friend the Member for West Dorset (Chris Loder) spoke about land-based colleges. I am a passionate supporter of land colleges. I went to one in my area near Enfield a few years ago, and I hope to go to many more in my job. I know he wants me to visit his land college, and I would be delighted to. I will consider the things he said, but I have already asked officials to look at the issue. I know he was trying to get in at Education questions earlier. Can he leave it with me to try to get officials to work with the college to deal with some of the funding issues?
The Minister will recognise that in constituencies such as mine in Suffolk, one in seven jobs are linked to the land economy, agriculture, food and drink or the supply chain. Apprenticeships linked to the land economy are particularly important. Although we have seen an uplift more generally in Suffolk in the number of apprenticeships available, that has not been the case for the land economy. I have raised that with his predecessors in similar debates. They promised they would go away and look at it, and nothing has really happened. I would be grateful if the Minister wrote to us at some point to outline what steps he is trying to take to bring about that step change in apprenticeship opportunities in the land economy.
I was talking about land colleges with officials earlier in the week. I am also of the view that they have an important part in green skills, net zero and all those areas. I promise to go back and work with officials on land colleges to find out the situation across the country, not just in Dorset or in my hon. Friend’s constituency, and I will come back to him. I cannot promise policy solutions straight away, but I will do my best to take it back and deal with it. I hope that my hon. Friend is satisfied with that.
My hon. Friend the Member for Gloucester (Richard Graham), with his new, much deserved honour, talked about digital skills and cyber-warfare. There are huge amounts going on with that, and huge amounts of new standards. The new institutes of technology are being rolled out around the country. There will be 21 institutes all together; there are 12 already. We are investing £290 million. Many of them will deal with the kind of digital skills that he was talking about.
The hon. Member for Weaver Vale talked about the levy underspend. I repeat that we spent 99.6% of our levy. He is also passionate about careers—I am completely with him on that—and we have talked about that previously in the House. To my hon. Friend the Member for Meon Valley, I repeat that 70% of apprentices in the past year were level 2 and level 3. She knows that I am supportive of UTCs. They are the responsibility of Baroness Barran, but I will do all that I can to support them. My hon. Friend talked about STEM; I think there are over 300 STEM apprentice standards.
I think that I have answered most of my colleagues. My passion is improving quality, which is incredibly important. We moved from frameworks to standards to ensure that an apprenticeship was a proper profession and was recognised by employers. We created an employer-led system, which is working. Ofsted will inspect every single provider by 2025. We have also asked every apprentice provider to register as an apprenticeship training providers. We now have much more intervention with employers, providers and apprentices, whom we support all the way through to ensure that we increase quality.
On careers, I mentioned the Baker clause, but we also have a scheme called apprenticeship support and knowledge in schools and colleges—the ASK programme. That has gone to 685,000 students last year, and it is supported by £3.2 million of funding. We are trying to do everything possible. Transforming careers in our country will be the thing that increases starts. I am doing a lot of work in the Department on how we do careers. I mentioned the 92% of apprentices who go into work or further training.
I congratulate my hon. Friend the Member for Crewe and Nantwich (Dr Mullan) on all his award winners. We are also making the levy more flexible, with flexi-job apprenticeships. We are spending a separate £8 million on degree apprenticeships, and I mentioned disadvantage. I congratulate the hon. Member for Bristol South on her apprentice fair. I have my apprentice fair in Harlow on Friday, and I hope that every Member here and across the House takes part in National Apprentice Week so that we can ensure that every young person and adult has a chance of climb the apprentice skills ladder of opportunity.

Commons ChamberThe right hon. Member was very involved in the Committee, and I thought that his contributions were robust and helped the debate along. I do not mean to misrepresent what Professor Arif Ahmed may have said, and he did say that this should be impartial. However, it was clear from what was said by Professor Biggar that that will not be possible if the Government want to do what they have set out to do. This is the point that I was trying to make, and if I did not make it clearly I apologise, but I have certainly tried to put it back on the record now.
Is the shadow Minister suggesting that by previous political association, someone can never be impartial in any possible future appointment?
I do not want to suggest that all people come from a position of partiality, but some are more partial—and overtly partial—than others. That was the whole point of what I tried to illustrate in the case of the chair of the Office for Students, who was clearly appointed according to the preference of the Government at the very highest level and the Prime Minister. I think that that surprise appointment, along with the appointment of the board member with no previous experience, is a further illustration of just how rabid this has become in our politics.

It is a pleasure to serve under your chairmanship, Mr Paisley, and it is always a pleasure to follow the hon. Member for Strangford (Jim Shannon). I congratulate my hon. Friend the Member for York Outer (Julian Sturdy) on securing the debate, and highlighting some of the challenges of the Ofsted system.
Everyone recognises the importance of having a school inspectorate that is independent and able to support schools to uphold the highest standards, but there are undoubtedly imperfections in the current inspection regime, which have been highlighted admirably by my hon. Friend.
I want to draw on an example from my constituency that I hope will help the Minister to understand where the Ofsted inspection regime could be improved. Thomas Mills High School has always had outstanding academic results. It is now an academy, but was a high school when I first became a Member of Parliament and I still slip into calling it that. Its academic prowess is well known in Suffolk, with a high proportion of students annually progressing to Russell Group universities, including Oxford and Cambridge.
The school had historically always been considered outstanding. During the pandemic it was inspected by Ofsted and was unfortunately rated as inadequate. In many areas, the school was still considered outstanding, but on the issue of safeguarding, the school was unfortunately rated inadequate. As the Minister will be aware, that forces the global rating of the school to be inadequate.
My hon. Friend the Member for York Outer commented on the challenges of monitoring pupils from deprived and marginalised communities, and he mentioned the Traveller community. Indeed, Thomas Mills academy had challenges supporting some pupils during the pandemic who came from more difficult backgrounds. I believe that was the primary reason for the inadequate rating.
It is unfortunate that that one issue—in an inspection carried out at a particularly challenging time—resulted in the global rating being downgraded to inadequate. As a result, the regional inspector of academies has been involved and taken action. The normal step taken in such situations would be for the regional schools commissioner to send in additional support to the academy from other schools. The great irony is that the headteacher at the Thomas Mills academy, Mr Hurst, is the very person that the regional schools inspector has gone to in the past to be that troubleshooter in other failing schools, and he has been instrumental in helping to turn some of those schools around. The school knows that the appeals process is challenging to navigate. It is now likely to be asked to become part of a larger academy schools trust, which in itself may bring challenges.
I think it is worth the Minister considering how we can help schools that have previously been outstanding—and are still outstanding in many respects, in their inspections—not to be dragged down or judged on one single aspect of that Ofsted inspection. That has had far-reaching consequences for Thomas Mills and the future of the academy. Joining a multi-academy trust—possibly one that does not have links to Suffolk—will have significant consequences for the way in which that school is managed and run, when it has always been considered to be an outstanding school, until recently, by Ofsted.
The other point that the inspection regime raised was the challenges that schools experience in attracting high-quality governors, or trustees in the case of an academy. Clearly, attracting a governing body, or a trustee body, with the right skillset to support schools in an increasingly complex modern environment—navigating safeguarding issues through to issues relating to the mental health and wellbeing of pupils—is important, but many schools find it challenging. Often, that group of trustees or governing body is there to support the headteacher or the school in navigating inspections successfully.
I wonder what comments the Minister may have on how we can support schools—not just Thomas Mills in my constituency, or the school mentioned by my hon. Friend the Member for York Outer, but all schools—in attracting the governing body or trustees that will provide the necessary skillsets to support them, and ensure they put in place the right governance and processes to ensure the pupils have the best education and are safe- guarded in everything that they do.
I hope that my brief contribution has been helpful in highlighting some of the challenges for schools and why they have concerns with the current Ofsted regime. We must recognise that this is about moving beyond the impression of one inspector, or one group of inspectors, looking more globally at a school, and recognising some of the challenges those schools have had in supporting people from marginalised communities and supporting pupils during the pandemic. That should all be considered as part of an Ofsted inspection. One inspection can now have far-reaching consequences for the future of single academies or smaller schools.
I look forward to hearing the Minister’s response. If he will excuse me, I have another school from Suffolk visiting me this afternoon, so if I do have to leave early, I look forward to reading his remarks. Member for Strangford (Jim Shannon); that is not unusual for Ministers responding to a Westminster Hall debate, but it is a particular pleasure for me. My hon. Friend the Member for Central Suffolk and North Ipswich (Dr Poulter) raised an important case in his constituency, as did my hon. Friend the Member for York Outer. I will try to address those cases towards the end of my remarks, so I fully understand if my hon. Friend the Member for Central Suffolk and North Ipswich has to leave the Chamber before then. It is rare to have an opportunity to speak at such length in the Chamber, but I remember PPS-ing one debate in Westminster Hall in which I was asked by officials to pass a note to the Minister saying, “You don’t actually have to use all the time, you know.” The Minister was not entirely pleased to receive that advice from his officials, who clearly felt he was being much too long-winded.
As the hon. Member for Portsmouth South (Stephen Morgan) has pointed out, the debate is timely, given that it comes in a symbolic year for Ofsted with its 30th anniversary. Such occasions rightly demand that we pause to reflect, and I am pleased that the debate has provided another opportunity to do so. I will try to set out some of the context and some of the broader points about accountability that my hon. Friend the Member for York Outer has asked me to address, and then come to the specific cases towards the end of my remarks.
This period in Ofsted’s history has added significance, with the resumption of routine graded inspection programmes taking place at the start of this academic year—an important milestone that comes after a period of enormous disruption to our society caused by the pandemic, which has required significant adaptation in the education and children’s services sector and in Ofsted as an inspectorate. I join my hon. Friend in thanking teachers and heads for all they have done through that period. It is right to acknowledge the enormous pressures they have been under and the additional work that heads in every school, no matter its rating or relationship with Ofsted, and their teachers and all school staff have been facing.
The fact that schools and other providers face challenges and disruption in their work only reinforces the importance of parents, the Government and Parliament having independent assurance through Ofsted that children are receiving the best possible education and are safe at this critical time. It is encouraging that when inspections have taken place this academic year, the outcomes have often been very positive and in many ways similar to, or an improvement on, what was there before the pandemic. For example, the large majority of good schools continue to be good, or have improved to outstanding, and a large majority—a higher percentage than before the pandemic—of schools that were previously less than good are now being graded as good or better. It is the case that a significant proportion—around half—of formerly exempt outstanding schools, which are often receiving their first Ofsted visit in a decade or more, have not maintained their former grade. However, even the change from outstanding has more often than not been a change to good.
As we turn to recovery, it is clear to me that every part of the education system, including Ofsted, has its role to play. Before moving on to the specific matter of Ofsted’s accountability, it is worth reflecting for a moment on the significance of Ofsted within our system.
Ofsted, or the Office for Standards in Education, was established in 1992, introducing for the first time universal, regular and independent inspection of all schools, with inspectors working to a national, published inspection framework. Much has changed over the years and I do not want to go into a detailed blow-by-blow account of all that, but it is worth noting that Ofsted’s remit has grown over the years to encompass early years, children’s services and skills. It was reconstituted, as the Office for Standards in Education, Children’s Services and Skills, by the Labour Government in 2006. The legislation establishing Ofsted in its current form—the Education and Inspections Act 2006—also stipulated a set of responsibilities for Her Majesty’s chief inspector and, separately, Ofsted’s statutory board, comprising a chair, members and Her Majesty’s chief inspector.
The fact that Ofsted was established by a Conservative Government and expanded under a Labour Government signifies the broad cross-party consensus for its independent inspection role that has existed for most of the last 30 years, and I was pleased to hear from the shadow Minister’s comments that he is restoring at least a degree of that consensus in his approach.
Despite the various changes and developments over the years, Ofsted’s central role in our systems has remained a constant. Inspection provides key and trusted information for parents. When it comes to choosing a school, school proximity is usually the decisive factor in making the final choice, followed by the ethos of the school and then Ofsted’s judgment. That shows how important the judgment is, and 70% of parents feel that Ofsted reports are a reliable source of information on their child’s school. Beyond that, though, Ofsted’s inspection gives recognition and validation to effective practice where it is seen and prompts self-improvement. It provides assurance not only for parents but for the wider community and it triggers intervention where necessary. It also provides evidence both to Governments and to Parliament.
In that context, it is entirely legitimate to reflect on and examine the inspectorate’s accountability. It is of great significance that Ofsted was established as, and remains to this day, a non-ministerial Government Department and an independent inspectorate, a duality that brings benefits as well as a degree of complexity and which has implications when it comes to considering accountability.
Starting with a rather obvious point that will not have escaped the attention of hon. Members, I am standing before Members in Westminster Hall today, not Her Majesty’s chief inspector. That reflects Ofsted’s non-ministerial status and means that the Government have a line of accountability to Parliament for Ofsted and its work. Sitting beneath that, however, are lines of accountability between Ofsted and the Secretary of State, between Ofsted and the Government more generally, and directly between Ofsted and Parliament. I will address those lines of accountability now.
Even a cursory look at the legislation underpinning Ofsted demonstrates a clear link between Ofsted and the Secretary of State. For example, the Education and Inspections Act 2006 provides that, in addition to specific inspection and regulatory responsibilities, Her Majesty’s chief inspector has a general responsibility to keep the Secretary of State informed about the quality and effectiveness of services within Ofsted’s remit. The chief inspector must provide information or advice to the Secretary of State when requested, and in carrying out her work must have regard to such aspects of Government policy as the Secretary of State may direct. Inspection legislation also places a duty on Ofsted to inspect schools when requested to do so by the Secretary of State. Furthermore, although the position of Her Majesty’s chief inspector is a Crown appointment, the chief inspector holds and vacates her office in accordance with the terms of her appointment, and those terms are determined by the Secretary of State.
It is clear that Ofsted’s relationship with the Secretary of State and Ministers provides one important dimension to its accountability, and means that Ofsted inspects within the context of the Government’s policies. I, the Secretary of State and my colleague in the Lords regularly meet Her Majesty’s chief inspector—the regularity varies from about once a month to every six weeks—to discuss a wide range of matters relating to Ofsted and its work. The debate has certainly given me some further issues that I will raise and discuss in such meetings.
As for examples of Ofsted’s broader accountability to Government, hon. Members will wish to be aware that Ofsted is expected to comply with various Government rules, for example those set by Her Majesty’s Treasury and the Cabinet Office that relate to Departments. For the purpose of illustration, these include requirements to publish equality objectives and to report on them annually, and requirements to publish information on pay, gender and so on.
I turn now to Ofsted’s accountability to Parliament, starting with a simple example. On a day-to-day level, Ofsted regularly responds directly to correspondence from hon. Members, and Her Majesty’s chief inspector also responds directly to written parliamentary questions relating to Ofsted’s work, with a record of her responses being placed in the Library. Her Majesty’s chief inspector can also be called to give evidence to Select Committees. In practice, that line of accountability usually operates through the Education Committee, which I understand holds regular sessions on Ofsted’s work, but it is also the case that Ofsted may appear before other Committees, such as the Public Accounts Committee. That scrutiny of course extends to the other place, where I know that Ofsted recently gave evidence alongside me on the issue of citizenship education.
Accountability implies a sense of responsibility. It is right that Ofsted should respond to Members of Parliament, but at the regular meetings that my hon. Friend, Secretary of State and the Minister in the Lords have with Ofsted, what ability do Ministers have to influence Ofsted?
My hon. Friend asks an excellent question. The meetings often involve frank discussions in which we do not always necessarily agree. We are certainly not in a position to give Ofsted orders, but we have the opportunity to raise concerns that have been expressed by colleagues, and those meetings can be influential and important. I will give an example. During the course of the covid pandemic and in the immediate recovery, we had many discussions about the process of deferrals. Ofsted brought forward a generous deferral policy that allowed schools that felt that they were facing disruption to defer their inspections, and many schools took advantage of that and benefited from it. However, there has to be a degree of independence, and that is all part of the balance.
Beyond the accountability mechanisms in place that relate to the Government and Parliament, the Government’s arrangements for Ofsted also provide a separate line of accountability. As I mentioned earlier, the 2006 Act established a statutory board for Ofsted with a specified set of functions relating to setting its strategic priorities and objectives, monitoring targets, and ensuring the efficiency and effectiveness of Ofsted’s work. The board has an important challenge and support role in relation to the inspectorate’s work and performance, and it is notable that Her Majesty’s chief inspector is required to agree her performance objectives and targets with the chair. It will also be of interest to hon. Members that Ofsted’s board is currently carrying out a routine board effectiveness review, as confirmed by Dame Christine Ryan when she gave evidence to the Education Committee last September. I understand that Dame Christine will update the Education Committee on this work in due course.
So far I have provided an outline and we have discussed various elements of the accountability that applies to Ofsted, but I turn now to the other side of the coin, which is its independence. Independence is a necessary pre-requisite for the inspectorate, providing credibility and value to Ofsted’s work. Ofsted’s ability to inspect and report without fear or favour remains as relevant today as it always has been, and it has to be carefully guarded. Operating within the constraints of legislation and broad Government policy, Ofsted has appropriate freedom to develop and implement its own inspection frameworks through consultation, and to offer advice on matters relating to its remit.
Ofsted is also responsible for the conduct and reporting of its inspections, and it is perhaps here that Ofsted’s independence is most apparent. No Minister or Committee member in this House, however powerful, can amend Ofsted’s professional judgments, and I recognise that that is one of the concerns raised by my hon. Friend the Member for York Outer. Parliament has chosen—I believe rightly—to protect the inspectorate from interference in these matters. To put it simply, when it comes to inspection judgments, Ofsted has complete independence. The buck stops with Her Majesty’s chief inspector.
I absolutely recognise that independent inspection can sometimes mean that there are difficult messages for individual schools, colleges and other providers about the quality of their provision. I am conscious that Ofsted’s independent view can sometimes result in uncomfortable messages—even for Ministers—but as challenging as that can be at times, the benefits of independent inspection and reporting are undeniable and should be carefully protected in the interests of pupils and parents, as well as staff and leaders, across the country. There will always be debate when it comes to judgments on quality, and I accept that. After all, an inspection is not, and should not be, a tick-box exercise. It requires professional judgment to weigh up multiple factors that contribute to a school being assessed as good or, much less often, not good.
When it comes to assessing safeguarding of pupils, I hope hon. Members will agree that we need Ofsted’s assessments to be robust and absolutely clear where there are concerns. It is also important that Ofsted’s inspection approach is proportionate to risk, with more extensive and frequent arrangements for weaker schools. That is not over-surveillance but responsiveness to provide additional scrutiny and the assurance that parents, Governments and Parliament need.
With the power to provide a published judgment on the provider comes the clear responsibility to ensure that those judgments are evidence-based, fair and accurate. I know that Her Majesty’s chief inspector is absolutely committed to ensuring that inspections are of the highest quality. That requires, among other things, a careful selection of inspectors, effective training led by Her Majesty’s inspectors, and strong quality assurance arrangements, all of which are taken extremely seriously by Ofsted.
In that context, it is particularly encouraging that the evidence from Ofsted’s post-inspection surveys indicates that the vast majority of schools with experience of inspection are satisfied by that experience. The data shows specifically that almost nine in 10 responding schools were satisfied with the way in which inspections were carried out. A similar proportion felt that the inspection judgments were justified based on the evidence collected, and nine in 10 agreed that the inspection would help them to improve further. I think that is a strong sign that the inspection framework can and does support schools. I recognise, however, that my hon. Friend the Member for Central Suffolk and North Ipswich has his own survey data, and it is important that we look at that in detail and take it into account.

That this House has considered physical education as a core subject in schools.
As always, I am delighted to have you in the Chair, Mr Hosie, for this important and, I hope, enthralling debate at the end of the day on physical education in our schools. I refer Members to my entry in the Register of Members’ Financial Interests.
To begin, I thank personally all 386 members of the public who so far, in just 48 hours, have taken the time to respond to the survey distributed by the Chamber Engagement team, sharing their experiences and ideas on PE as a core subject. I also thank students of the Bishop of Hereford’s Bluecoat School who, as part of the Pupils 2 Parliament programme run by former children’s director Dr Roger Morgan OBE, contributed their views and proposals. I am extremely grateful to them. That demonstrates the significant and rising interest in this crucial aspect of school, and growing recognition that the status quo is not delivering for children in the context of the modern world in which we live, in particular for those with special educational needs and disabilities or from more deprived backgrounds.
I am also grateful to the Minister, whom I know, from our early morning runs together, is as passionate as I am about the power of PE as a springboard to a lifelong love of sport and physical activity. Indeed, the Government have an ongoing commitment to which I am sure he will refer. The £320 million a year primary PE and sport premium, the 2019 manifesto pledge to invest in primary PE teaching and the new £30 million of funding to help schools open their sports facilities are all demonstrations of the desire to see improvements in participation, performance and prolonged engagement into adulthood with physical activity and sport among children of school age and beyond.
Last year, I chaired the PE taskforce—I thank Sue Wilkinson, the chief executive of the Association for Physical Education, and her team for their support—and it laid bare that this is happening at a time when children’s physical fitness and their mental health and wellbeing are all heading in the wrong direction, unfortunately. A Lords Select Committee report, “A national plan for sport, health and wellbeing”, which was published in December 2021, cited data from the Active Lives annual survey showing that of 2.3 million children in England—I emphasise that I am speaking about England and English schools—almost a third, or 31.3%, are doing less than 30 minutes of activity a day. It also found that girls and children from deprived socioeconomic backgrounds are the most likely to have lower activity levels.
We have also seen a growing trend of obese children in both reception and year 6, leading to one in five secondary school pupils falling into that category. Perhaps unsurprisingly, the situation has gotten worse since the pandemic, with a surge in numbers of children being referred to mental health services, including a rise of 77% in severe cases. At the same time, there is evidence of PE being side-lined by some schools as a “nice to have”, rather than a “must do”, reducing PE time in order to focus on catch-up in other areas, which is understandable but to the detriment of PE.
It is worth remembering that even before covid, the situation was deteriorating. For example, as part of the research review series, Ofsted published its PE paper only last week, revealing reductions in the time allocated to PE of up to 20% since 2013 at key stage 3, and 38% at key stage 4. If we add increasingly sedentary lifestyles, gaming, phone addiction and sleep deprivation, we see that those are all turning children and young people off physical movement, with dire consequences for their own health and that of the nation. If we are serious about taking on the ever-growing pressures on the NHS, instilling a habit of physical activity for life would be a good way to start alleviating that pressure. The Lords Committee also said in its report that schools are the place where:
“Attitudes towards sport and physical activity…track into adulthood.”
The even better news is that we can actually do something about it; that is where physical education comes in. I am not, I hope, naive enough to think that making PE a core subject will, on its own, achieve that laudable objective. As a father of four, I know I have a responsibility to lead by example, and encourage my own children to find ways that they can enjoy keeping fit and active into adult life. Indeed, my 18-year-old son recently announced to me that he wants to join me on my next London marathon—my 17th, I think— this October, so I must be doing something right.
Having had the privilege of being Children’s Minister, rarely have I come across a specific policy, with a modest price tag, that has a very real prospect of changing the trajectory of so many young people towards a healthier and more fulfilling life. The evidence is staring us in the face. It is no coincidence that the very best schools, both state and independent, have for many years understood that the holistic intertwining of PE into their school offer reaps rewards in so many different ways—physically, socially, emotionally and academically, too.
My hon. Friend is right to highlight the need to combat and reduce childhood obesity. I congratulate him on securing this worthwhile debate and fully support what he is saying. There is a greater social benefit to children, particularly those from deprived backgrounds who do not have the life advantages of children from affluent backgrounds, in playing sport, coming together, learning team skills and enjoying being part of a team and the social fabric of sport. That is recognised, quite rightly, in much of the state sector—in good-performing state schools—and in the private sector. What he is proposing will ensure that all children have access to the opportunity to benefit from those wider parts of education, and that will bring their lives along further. I do not know if my hon. Friend would like to reflect on that, but I hope that the Minister has taken note of those comments.
My hon. Friend is absolutely right. One of the benefits that I saw when I was responsible for school sports as Children’s Minister was from programmes in the inner cities where children do not always have access to other facilities. The children there were gaining so many of the elements, which other children take for granted, that sport, physical activity and—the precursor to that—good physical education can bring to their lives. It is not only about their participation in sport; it is about their life skills, confidence and sense of achievement and purpose, and where that can lead. At the end of my speech I will mention an individual who all Members will know and who falls into that category.
That point segues into one made by the celebrated 19th century educator—and headteacher at one of my former schools—Edward Thring. He was ahead of his time in observing that when it comes to physical education,
“The aim was to produce a wholeness and harmony, within and beyond the classroom, in work and in play, and in body, intellect, and soul.”
As an academically rigorous curriculum is not at odds with having PE at its heart, we can see it as the only subject that educates through the physical domain. The evidence that it helps enhance academic performance—not forgetting concentration and behaviour—has never been greater.
In 2015, the University of Texas at Austin published a paper entitled “Active Education: Growing Evidence on Physical Activity and Academic Performance”. The paper reviewed 39 separate studies and unanimously found that,
“Physical activity can have both immediate and long-term benefits on academic performance. Almost immediately after engaging in physical activity, children are better able to concentrate on classroom tasks, which can enhance learning.”
Let us take an example from England. At Sandal Castle VA Community Primary School in Wakefield physical education is at the heart of their curriculum. It is also seen as a vital and critical priority driver for school improvement. They have two members of staff who have the Association for Physical Education and Sports Leaders UK level 5 certificate in primary school physical education specialism, which is vital in raising standards in primary school physical education teaching and learning. The breadth of curriculum opportunity on offer in the extended school day has ensured that attainment in core subjects continues to be well above the national average. In 2019, 82% of children achieved the national standard in reading, writing and maths, compared with the England average of 65%. Progress measures in English in particular are well above the national average, with reading at +3.5 and writing at +3.1—no coincidence, one might think.
At this stage, it is probably sensible to explain exactly what PE is and how it interrelates with physical activity and sport. The structure of the national curriculum is based on 12 subjects, classified as core and foundation subjects. English, mathematics and science are core subjects across all key stages, with PE being the only foundation subject across all those key stages. The purpose of studying PE as outlined in the national curriculum is as follows:
“A high-quality physical education curriculum inspires all pupils to succeed and excel in competitive sport and other physically-demanding activities. It should provide opportunities for pupils to become physically confident in a way which supports their health and fitness.”
The stated aims of the national curriculum for PE are
“to ensure that all pupils: develop competence to excel in a broad range of physical activities; are physically active for sustained periods of time; engage in competitive sports and activities”
and “lead healthy, active lives.”
PE is essentially the planned progressive learning that takes place in the timetabled school curriculum involving both learning to move and moving to learn, the context for that learning being through physical activity. Sport is the structured learning that takes place beyond the curriculum, often within school settings, out of hours or in the community, but there is clearly a symbiotic relationship between all three, with PE being the foundation from which all other physical activity and sport flows. As Ofsted points out, a child with lower levels of motor competence may be less inclined to participate in physical activity and sport. As such, getting PE right is fundamental.
Writing in the British Medical Journal on 2 March, Michael Craig Watson and Dr John Lloyd from the Institute of Health Promotion and Education observed:
“In addition to the current low levels of physical activity in the UK there are also stark inequalities in levels of physical activity within the population. There are large disparities in physical activity participation rates in relation to age, disability, ethnic group and gender”
and that
“physical activity should not just be for the elite or for example individuals of a certain age, or ability”
—a point made by my hon. Friend the Member for Central Suffolk and North Ipswich (Dr Poulter)—
“but should be actively promoted to the whole population.”
Schools have an important part to play in developing health literacy. That includes physical education, which is a central part of the curriculum for all pupils of all ages.
In calling for this debate, I am realistic: PE will not miraculously appear as a core subject overnight. Further work is needed to ensure we have the capacity, culture and commitment within the schools system for it to have the desired effect. Some have also legitimately raised issues about curriculum time, assessment challenges, recruitment, and the quality of PE teaching at primary level. The Government are already addressing the latter, and I humbly suggest that when it comes to recruitment, the Department for Education should use Ofsted’s recent review of PE to help improve accountability and inspection of PE and the use of the premium, as well as develop a coherent standards and assessment framework for PE that would satisfy a core status in the future. That could include how PE reduces the burden on the NHS, as suggested by Professor Jo Harris from Loughborough University.
Turning to the question of curriculum time, PE has the flexibility to be incorporated more in the wider curriculum and woven into the school day if the leadership, innovation and desire is there. For instance, at St Gregory CEVC Primary School in Suffolk, the headteacher, Daniel Woodrow, has introduced a whole-school, 10-minute “wake and shake” activity first thing and, later, a 15-minute daily mile—something I know the Minister is keen on, and these days runs pretty decent times on, too—as well as three PE lessons every week.
Crucially, we should not see the curriculum as sacred and be dogmatic about its constitution; in my view, the move towards better vocational representation at school and college—which is the right move—is testament to that. The curriculum has evolved over time, and should continue to do so in order to best reflect the current and foreseeable demands and needs of society. Quite rightly, we place high value on all children having good knowledge and application of maths, English and science, but surely the time has come to recognise the equal value of good knowledge and application of PE as one of the cornerstones of setting up a child with some of the core attributes they will need for life.
Let us build on the excellent practice and leadership already out there. Let us learn from the outstanding schools that have already made PE essential to their delivery of an excellent education. Let us start to build the base of expertise and understanding across our school workforce. Let us set the achievable target of having a great PE teacher in every primary school, and let us make CPD more effective, so that the transition from a foundation to core subject up to key stage 2 can be where we begin. As Nik, who replied to my survey, said, let us assess the quality of the delivery through internal and external engagement and improve the real, “on the ground” evidence from the likes of the United Learning trust, which is piloting PE as a core subject across its whole family of schools. That is what children and the public want, too.
Pupils from the Bishop of Hereford’s Bluecoat School told me that they wanted more time for PE and sports in the curriculum, including different after-school and lunch timings to help find that time. A survey of adults conducted by the Youth Sport Trust found that the majority of the general public wanted more physical activity in schools and would support enhancing physical education to core subject status. Almost two thirds of respondents strongly agreed or tended to agree that PE should be a core subject in the national curriculum, with 80% agreeing that there should be more opportunities for young people of all ages to be physically active at school.
Before I allow others to contribute to the debate, I want to mention swimming and water safety. It is a statutory element of PE that every 11-year-old is required to be able to swim competently, confidently and proficiently over a distance of at least 25 metres. Despite the requirement being in place since 1994, one in three children, around 200,000 every year, leave primary school not being able to do so. I find that astonishing and worrying. It lends further credence to the need to take swimming even more seriously as an essential life skill. I hope the Minister will use the funding already announced to look at improving access to facilities, including pop-up pools, and better scrutinising this aspect of PE, so that we can ensure that all children get what they are entitled to.
I am aware from the Government’s response to the Lords’ report that there are no immediate plans to re-categorise PE as a core subject. However, I do not think it is giving away any state secrets to say that over the last few weeks I have had both enthusiastic and encouraging conversations with other ministerial colleagues in a position to make things happen. There will be people who want to put it off—either because it is not a priority, because it is too difficult to do or because they simply are not interested. As I said earlier, there are very few straightforward policy changes that sit on a Whitehall desk carrying such a clear need, evidential basis, public support and potentially far-reaching impact as this one.
I earlier alluded to Jason Robinson OBE, the former England rugby union World cup winner and British Lion. He said:
“Physical education was a vital part of my life growing up and gave me so much, playing an instrumental role in the success I went on to achieve in my career. PE has a unique power to inspire, but too often it isn’t taken seriously enough. The time for change has come and for PE to become a core subject in every school, rightly put alongside other key subjects to ensure that the next generation of our young people are given better opportunities.”
If the Government were able to accept, at least in principle, the recommendations of the Association for Physical Education’s taskforce, the Lords Select Committee and others focused on PE becoming a core subject, it is no exaggeration to say that we would be taking the lead with an absolute commitment to the development of healthy bodies and minds for all children, whatever their background. If we have the will—or should I say Will—we can make it happen. PE should be at the heart of school life.

As he has rightly outlined, there is concern that multi-academy trusts lack transparency in their governance structures and are difficult to hold to account, but there is also concern about how we as Members of Parliament can access the commissioners, interact with them and help to raise concerns through the system. Will he draw that to the attention of the Minister and give his own thoughts on that particular challenge?
I am very lucky to have had a really healthy working relationship with the west midlands regional schools commissioner, who is a former headteacher at the Mill Hill Primary Academy in Stoke-on-Trent North. However, I have serious concerns, and the purpose and role of regional schools commissioners is an issue that was raised in the Education Committee. When those posts were originally set up, it was absolutely the right thing to do, both to have accountability and so that parents, Members of Parliament and teachers in the schools could raise any concerns. In my opinion, regional schools commissioners should be brokering deals, such as new deals for multi-academy trusts to come into a local area, holding to account boards of trustees that they think are underperforming, and feeding that information back to the Department for Education.
At this moment in time, I do not think that regional schools commissioners are utilised well enough, and there has to be a discussion at some stage about whether they are the right model to bring this change about in the long term, and whether they could be given more powers. Hopefully, we will ensure that regional schools commissioners are not just civil servants, whom I am sure are very noble and worthy people, but that they have spent years in the classroom at all levels of governance and management and can bring their experience with them. That is when a regional schools commissioner can really work. At the moment, they are simply not fit for purpose. I know that the Education Committee raised this issue, and I am sure the Minister will look at it.
We have had a great 10 years of Govian and Gibbian reforms. We will now have the Zahawi-Walker reforms over the next 10 years, and I am sure there will be a White Paper in which we will start to see the next 10 years of mission for education. I hope the role of regional schools commissioner can be explored by the Minister, and I look forward to hearing his thoughts on that. If he cannot tell us today, I am sure he can write to us to let us know how he sees that going forward.
Teachers are accountable for the education they provide to pupils, with Ofsted inspecting schools, including individual academies, and children’s social services. To restore faith between teachers and trusts, multi-academy trusts and their leadership teams must be accountable in the same way as teachers. Ofsted’s chair, Dame Christine Ryan, has agreed with the need to inspect schools’ governing bodies, noting in the Education Committee meeting in September this year:
“I always felt it was absolutely essential to carry out inspection activities on the governing area and its interactions with the schools that it owned.”
Hospital trusts are subject to inspection by the Care Quality Commission, so why can Ofsted not inspect multi-academy trusts in the same way?
We have been moving in the right direction. In 2018, Ofsted trialled inspecting individual academies under the same multi-academy trust before visiting the trust’s head office to evaluate its effectiveness. Although that certainly highlighted the requirement to inspect multi-academy trusts, inspections remain focused on individual schools, meaning that wider issues at the heart of the trusts that run them can go undetected. Inspections that cover only individual schools are the crux of the multi-academy trusts’ accountability problem. Education Committee meetings with Ofsted chief inspector Amanda Spielman in June 2021 were revealing, as she said:
“We still operate what in some respects is historic inspection legislation that constrains us to look at the level of the individual school”.
That clearly limits our ability to hold those responsible to account. The chief inspector noted in November 2020 that
“accountability needs to be able to look at the multiple levels in the system to ask the right questions at the right level”.
To ensure that multi-academy trusts truly use their power for the benefit of our schools, accountability must reflect the top-heavy leadership style of many trusts, and thus hold those responsible to account.
Ultimately, multi-academy trusts can, and do, turn schools around, just as the Inspirational Learning Academies Trust has done across schools in Stoke-on-Trent North, Kidsgrove and Talke. By holding trusts to account through regular inspection—they do not fear being held to account because they are proud of their work—we can ensure that schools, staff and students alike are performing to their full potential. The inspection of multi-academy trusts will allow us to recognise those that perform well, and incentivise the best multi-academy trusts with generous funding to take on struggling schools. By keeping trusts responsible for their performance, we can seek to harness their power, especially in parts of the country where school outcomes are weak. With my personal experience in the teaching profession, I believe that multi-academy trusts are the proven route to ensuring that every child, no matter where they live, can attend a school where they will reach their potential, and open doors to the career routes they wish to pursue.
When I was elected, I promised to level up communities like Stoke-on-Trent North, Kidsgrove and Talke, and providing a quality education for every child is vital to doing this. Multi-academy trusts have had a crucial role in the great improvements in school standards in the last decade; it is our responsibility to identify the best of them and use their power to prove to every child, up and down our United Kingdom, that they are not forgotten and opportunity sits right on their doorstep.
This debate comes off the back of my introduction of a ten-minute rule Bill, for which I was delighted to receive cross-party support from members of the Labour party and from the Liberal Democrats. It shows the strength of feeling on this issue. I was lucky enough to secure the signature of my hon. Friend the Member for Wantage before he was promoted to become Parliamentary Private Secretary at the Department for Education. He knows how great this is, and I am sure that he will use his position within the Department for Education to lobby the Minister. Ultimately, I think this shows the strength of feeling that this is the right way to have fairness, accountability, transparency and to ensure that multi-academy trusts are a positive driver for improving education outcomes across England.

Commons ChamberLet me start by thanking the Secretary of State for what I thought was a rather conciliatory speech. Hopefully, it will set the tone for this evening’s debate on a Bill that has already gone through the other place. We have seen a number of amendments tabled, not least the one on essay mills—I am very grateful to the Government for adding it to the Bill. That was the result of a cross-party effort, involving not just myself, but Lord Storey who has led the charge in the other place, I think, for the past five years. I hope that, in this place, we can try to build some cross-party consensus in order to improve the Bill, as the Lords have done.
In that spirit of cross-party consensus, I would like to reflect on the words of the Opposition Front Bench spokesperson, the hon. Member for Stretford and Urmston (Kate Green), who set out very clearly the challenge with the lifetime skills guarantee. At present, it is not a guarantee for all those who need lifetime skills. As the Secretary of State clearly set out in his speech, 80% of the adult population in 2030 are already in work. If we wish to grip the challenges that climate change presents and grip the challenges of the systems-based approach that will lead to net zero across all parts of this country, we will need new forms of skills, reskilling and upskilling in green technologies, in retrofitting boilers and in all those things that, at the moment, we struggle to be able to do. We will need those reskilling and retraining opportunities. Those will come only if we take this moment to expand the lifetime skills guarantee and, importantly, as the Secretary of State said, the lifetime loan entitlement, because nothing flows without the finance. We need to ensure that that is available to those who have a level 3 qualification or above. We must look to abolish the so-called equivalent, or lower, qualification rule.
I want to declare my interest as having established a new Lifelong Education Commission with ResPublica. I am not paid for doing it, but I want to make sure that it is on the record that I have this interest in running the commission. The commission has published its first report, which looks in particular at what is needed when it comes to the frameworks. It is very easy to announce the lifetime skills guarantee—it sounds great. It is very easy to talk about a lifelong loan entitlement—it sounds marvellous—but unless we get the partnerships right in order to be able to deliver and implement this locally, they are just words. They are just a framework. I desperately want this to succeed.
I have been in this place for 11 years and, if I am honest, one of the greatest failures of my Government has been the decline in adult and part-time learning due to a lack of funding. We now have an opportunity to learn a lot of lessons from what went wrong there.
My right hon. Friend is making a very good speech. Would he consider and welcome the improved approach to collaboration that the Treasury Bench has taken this evening, with the involvement of metro Mayors and combined authorities? Does he also agree that if we want to have a truly locally driven skills agenda, we need to involve local enterprise partnerships? They are often a much better voice for local employers than the chambers of commerce, which can be quite variable— not in the case of Suffolk, I hasten to add, but more generally.
My hon. Friend’s intervention brings me to my second point, which is about the need to take a truly place-based approach to these reforms, if they are to succeed. We cannot necessarily legislate, top-down, and expect the reforms somehow to be successful. We have to involve local communities, because they know what will work in their local ecosystems. Many points have been made today about the role of employers. I would also say that universities are missing from the local skills improvement plans. The former Secretary of State, my right hon. Friend the Member for South Staffordshire (Gavin Williamson), made a point about the involvement of universities; they should be written into the Bill as part of the local skills improvement partnerships.
I know that we have had a review of the form and function of local enterprise partnerships. It may be that the levelling up White Paper brings further light on their role. There is enormous variability in the actual skills base of local enterprise partnerships to understand what is needed when it comes to delivering local skills. If we are going to level up, we want to ensure that we level up the capacity and capability of local actors to deliver on the ground, so ensuring that we get the correct place-based approach is important. I do not mind which actors locally are involved in the partnerships. I just think that it should be up to local communities to help forge the approach.
Let us look at what is happening in the Health and Care Bill, for which I have sat on the Bill Committee. We have seen that local approach with integrated care boards and integrated care partnerships. The Government are trusting them to come up with their own membership; it is not prescriptive. We have to try to demonstrate the same level of trust in education at a local level as we are doing with health through that Bill.

Quite right. I will come on to three things: sufficiency, equality and parity. Sixth forms are particularly disadvantaged in the current system, and we need to start fixing these things.
Fundamentally, the funding that sixth forms in schools, colleges, academies and sixth-form centres in general FE receive to educate 16 to 18-year-olds is not sufficient to provide the high-quality education that young people need, and that the economy needs to prosper. Cuts to courses, support staff and extra-curricular activities mean that sixth form, by which I mean academic education and general education in England, is now a part-time endeavour for many students. Although a calculation based on part-time education in technical training may have made some sense in the past—such students spend significant amounts of time in the workplace or another training location—academic and general vocational education has never had that component, and all learning time is spent in the institution. The institution therefore needs the resources for that to happen.
The only way to address the key issue of sufficiency is to increase the national funding rate, which is by far the biggest element of 16-to-18 funding. It is extraordinary that the rate for 16 to 18-year-olds has remained frozen at £4,000 per student since 2013, whereas the rate for 18-year-olds who enter their third year of study—often the young people who require the most help—has fallen to £3,300.
I congratulate the hon. Member on securing the debate and making a very important contribution in his opening remarks.
Does he agree that a significant issue faces many further education colleges: some of them are left to pick up the pieces when young people do not have the numeracy and literacy skills that we would hope for by the time they are 16? The current underfunding and lack of funding for further education in such colleges is particularly impacting on the life chances of that group.
Exactly. That is why the cut to the third year of funding is particularly pernicious. A young person who comes in might need some extra support for a year before they can move on to their final stage of BTECs or A-levels, and the college is actually punished for doing that remedial work.
