Commons ChamberNATO allies regularly meet alongside other international partners at Ramstein in Germany, at a US-chaired donation conference, which builds on my first international conferences. It is a regular drumbeat to keep up on that. As hon. Members can tell, President Zelenskyy and members of his Government are regular visitors to international communities to keep that momentum going. Britain is at the forefront of that momentum and will continue to be. Our determination is to see it through.

Commons ChamberFirst, I am not sure where the hon. Gentleman gets that we will not get the 3% to avoid the cuts. At the moment, it will be a decision on the balance of investments. He will see in the Command Paper how we apportion any savings that we have to make as a result of inflation, but overall, as I have said, our equipment programme and, indeed, our envelope are on track, subject to inflation pressures and extra operational commitments that we have made. He will also be aware that we have had an extra £560 million on top of that for restocking ammunition, and we have also had commitments from the Treasury on new for old and much of the gifting. I believe that the Army will be in a good state throughout this process, and I will make sure that when it comes to the Defence Command Paper, he gets a full read-out of why and how we make those decisions.

Commons ChamberI am informed by the Minister for Defence Procurement that the report is coming imminently, which I hope means in a few weeks, not months. I will read it and then, of course, I will make sure that, at the very least, the findings are shared with the House. I am happy to have a discussion with the Defence Committee about how much we can share with it, subject to any security concerns.
The good news is that Ajax is now starting the next phase of trials. As I have always said, I am determined to fix that troubled programme. We are now on the way to getting it through the next most important trials, after its having passed its user viability trials up to Christmas. I am trying to fix that programme and get it delivered. At the same time, I am delighted to learn the lessons.
The MOD procured services to administer defence housing and accommodation. It is now more than a month since my urgent question, when the Minister for Defence Procurement said:
“VIVO, Amey and Pinnacle are, I know, in no doubt about Ministers’ profound dissatisfaction at their performance.”—[Official Report, 20 December 2022; Vol. 725, c. 144.]
Since then, there have been more cases of poor repair and poor service. Can the Secretary of State say, specifically with regard to defence accommodation, whether the procurement process is fit for purpose and whether he has confidence in the current providers?
It is a timely question from the hon. Gentleman. This weekend, I looked at the different options for finding compensation or recompense from the providers in the first place. I get a weekly update on individual cases and how many cases are in the queues. In some areas, they have made progress and their progress is comparable or better than the private sector, but there is still work to be done. I am most concerned about mould and dampness; we have seen some success around heating. We expect a better service, however, and the Minister for Defence Procurement meets the providers regularly. It is important to note that we will keep their contracts under review and, if we do not get a better standard, I will take other steps.

Commons ChamberChristmas leave is precious, so can the Secretary of State or one of his Ministers confirm that any serving personnel losing their leave over the Christmas period in order to support MACA—military aid to the civil authorities—commitments will be properly compensated?
The hon. Gentleman will know about this because, I am afraid that, under Governments of both parties, we have been involved as former soldiers in meeting the consequences of strikes, whether the tanker strikes, fire strikes or ambulance strikes, which are potentially approaching. Yes, soldiers and sailors would prefer to be doing their day job of defending their country, but sometimes they are called upon when the unions put at risk the safety of parts of this country and do so over a festive period. Perhaps the hon. Gentleman can have a word with his hon. Friends on the Opposition Front Bench and ask them to get his unions to desist.

Commons ChamberIn recent days, Russia has made a range of allegations against the UK and other international partners that are clearly designed to distract from the attention on Russia’s illegal invasion of Ukraine. I did indeed receive a letter from the Russians that seemed to demonstrate everything that has been announced by the Government either in this House or in the media going way back to the times of Op Orbital. As yet, I still await the groundbreaking evidence, but I do not expect it to come because we know for sure that Russia is involved in misinformation.
It is the right thing to do to refresh the integrated review. The Minister said earlier that he was not ruling anything in or out from a capability point of view, but does he agree that it would be wise not to make any cuts to capability until the integrated review refresh reports, hopefully before Christmas?

Ministerial CorrectionsWill we be left without a low-level parachute capability when Hercules goes out of service? If so, can Ministers say how long our airborne forces will be grounded while Atlas is upgraded?
I took steps immediately to close the gap, if there was one, in that last year we purchased a significant number of new parachutes off the shelf. The hon. Gentleman will be aware, given his interest in airborne forces, that both the German and French air forces have on numerous occasions jumped out of A400s, and it is odd that we have not yet done that, so that is not the reason why this matter has not progressed. We are making sure that we have the right equipment and the right training for pilots. We are on track to do that, but I will give him an update. Just like him, I think it is incredibly important that the RAF gets on and does this.

Commons ChamberMy hon. Friend is right to observe the unique, often global, expertise of our mine-clearing capabilities. We have Ukrainians being trained in that right now in Portsmouth, and at the same time we are working with other Black sea nations in the same space. Obviously, with the Montreux treaty being invoked by Turkey, we cannot put military ships into the Black sea, but we are teaching and supporting Ukraine and our other colleagues in the Black sea.
There has always been strong cross-party support for our military assistance in Ukraine, and I am sure that will continue. Like the shadow Secretary of State, I clocked the commitment that the incoming Prime Minister made on 24 July to update the integrated review in response to Putin’s illegal invasion of Ukraine. Will the Secretary of State say a bit more about what preparations are being made to do that and, critically, whether in the interim there will be no cuts to capability, including personnel?
The size of the Army currently stands at about 79,000. There has not yet been a reduction from the 82,000 as such. In fact, I think it is higher than when I first started as Defence Secretary, so my record is in the wrong direction at the moment. We will obviously look at the issues around vulnerabilities. The integrated review identified Russia as our most pressing adversary, and I do not think that anybody is going to need to change that observation. If we receive more funding—I think the first preparation for battle will be with the Treasury, to make sure that we get the profile that makes the difference—I will of course be delighted to have a much wider conversation with all Members of the House about where they envisage us spending that money in order to make our armed forces the very best they can be. We have a role to play not just in Ukraine and Europe, but globally. That is one of our differences and I would be delighted to explore more with hon. Members.

Friend makes the important point that we have stood by our friends in Ukraine and, alongside the United States and other countries such as Canada and some of the Baltic states, provided lethal aid, as we call it. It is, however, important to recognise that, in this timeframe, there is only so much that can be deployed effectively. We will, however, keep everything under review, and it is important that we help people defend themselves.
For a decade, Russia has targeted Ukraine with cyber-attacks to damage its economy, undermine its democracy and terrify its people. In recent weeks, those attacks have grown both in magnitude and frequency. Can the Secretary of State outline what the UK is doing to assist Ukraine in protecting its critical national infrastructure from the current onslaught of Russian cyber-aggression?
Over the last few years we have been actively engaged in helping Ukraine both internally and externally across its whole government. Indeed, when I was Security Minister we were engaged there and I visited on two occasions for exactly that purpose. Currently the National Cyber Security Centre is involved in giving advice and support alongside our international allies to make sure Ukraine’s resilience is strengthened against the Russian playbook, as the hon. Gentleman rightly says.
The hon. Gentleman does not have long to wait—he will find out on Wednesday.

Commons ChamberThe Defence Secretary has justified the decision to cut troop numbers because of evolving threats, but there is a hole in that logic. If the threat has changed so much, so quickly, what is there to say it will not change again? Given the uncertainty, it seems unwise to cut the one thing that, above all else, gives us our edge: our people. I ask the Secretary of State to think again.
I know that the hon. Gentleman comes with good experience of the armed forces, and he will also know the real balance that I have to strike, both as a leader and now in this job as Secretary State for Defence. Yes, people are our most important asset, but protecting them is our most important duty, and we have to get that balance right. It is no good being over-ambitious in deploying them if we cannot support them. Yes, the threat can change—absolutely it can change. In 2035, I will not be in this job, but the person who is should be able to come to this House and increase the size of the armed forces, should that be required. They should be free to make that decision, and I would certainly support anyone who did that, if they demonstrated what the threat was. Threat goes up and threat evolves, and in the past we have been too slow to follow the threat because we have been following either more shallow arguments or promises that were never kept.

Commons ChamberFrom the very beginning of the integrated review and defence reform process, we have engaged with the chiefs and many members of the armed forces across all services. We have been informed throughout that process by defence intelligence and other intelligence products, to ensure that our plans match the threat that we face, as well as the capabilities that we should give to the men and women of our armed forces.
We greatly value everyone who serves in our armed forces, wherever they come from, for their contribution to the security of our nation. Non-UK personnel can settle in the United Kingdom after four years’ service, and I am pleased to confirm that we are extending the time before discharge so that applicants can be submitted from 10 to 18 weeks before they leave. In addition, an imminent consultation is due, and I urge Members to contribute to that and to try to solve the current ongoing issues regarding Commonwealth veterans.
Pay up or pack up: that is the shameful choice presented to our Commonwealth servicemen and women. I am aware of the strength of feeling that the Secretary of State has on this issue. Will he confirm when we will see the public consultation? Will the reforms promised apply to veterans and families, as well as to serving personnel?
First, may I place on record my apology to the hon. Gentleman for the delay in responding to his correspondence? That should not have happened and I apologise for it. The consultation is imminent, and we will schedule it in as soon as possible. Once it has been published, I will be happy to sit down with as many Members as possible to discuss their views on what we are proposing and on whether the measures should go further. We can take it from that point. I understand what the hon. Gentleman is saying. I am keen that whatever we do is fair for all veterans, whether Gurkhas, or serving UK national or Commonwealth personnel. We must ensure equity, but at the same time I understand the strength of feeling in the House. Those who contribute should be recognised.

Commons ChamberAs I have said right from the beginning, we are involved with the vaccine taskforce, making sure that we are on the frontline so that we can jump in and fill any gaps that emerge. We have set up a quick reaction force. Up to 250 people, and more if required, will be able to go out and take vaccines to people if that stock needs to be delivered. That could deliver a significant uplift in the numbers of people being injected. At the same time, we have people embedded in the regional vaccine offices of the NHS, where the NHS is planning how it will deliver the vaccine in the regions and, indeed, in Scotland, Northern Ireland and Wales, to make sure that, wherever there is a gap, the MOD will try to fill it.
Like so many, I am extremely proud to see our dedicated servicemen and women supporting the national effort to overcome the public health crisis. The overwhelming majority of Britons now see disease prevention as an issue of national security, so will the Secretary of State tell us how coronavirus is shaping the forthcoming integrated review?
From a defence point of view—indeed, I know this from my own background as the Minister for Security—resilience was key to the integrated review. I felt it was important that the integrated view should be used to enhance the use of reserves. Reserves will be part of the long-term future of this nation’s resilience—whether they are civilian reserves in an NHS environment or, indeed, from the armed forces, they are going to be very important. We need to look at how we employ our people to make sure that there is a flow between regulars and reserves and that they are used in a much better way.
In addition to that, we have seen the threat of silent or sub-threshold enemies—disinformation. We have already seen Russia deploy smears, innuendos and disinformation against our Oxford-AstraZeneca vaccine, at the same time as elements trying to steal secrets through cyber. That is an important example of how we have to be on our guard when our adversaries take advantage of natural disasters or natural phenomena. We have deployed and used the 77th Brigade throughout this process to challenge disinformation, which is obviously an appropriate use of that brigade. When a foreign country makes something up, spreads a rumour and tries to undermine us, we should challenge that.
All those policies are being proved in this pandemic. Members will see front and centre in the integrated review that resilience is one of the main things on which we must always focus if we are to defend the nation.

Commons ChamberWith our deployments in the Strait of Hormuz we participate in constabulary duties, including patrols and so on, and we work with our allies, such as the United States. Where we find intelligence or something suspicious, we try to help to ensure that that zone is not increased by weapons smuggling. Only recently, for example, the Saudis managed to interdict significant weapons supplies to the Houthi, which would have had only one effect—make the situation worse. Those supplies were interdicted and stopped.
I join with others in paying tribute to the extraordinary professionalism and dedication of our armed forces. I also pay tribute to Lance-Corporal Brodie Gillon. She will be very deeply missed and we will always remember her.
As the Secretary of State said in his statement, the recent increase in its co-ordinated bloody attacks shows that the fight with Daesh is not yet over. For our part, the UK must continue to set an example as a world leader in protecting civilians in conflict. What steps is his Department taking, as part of the integrated review, to update its protection of civilians strategy?
When we are engaged in targeting, as the hon. Gentleman will probably know, we are very, very careful to make sure that we adhere not only to international law but all the safeguards we can to ensure innocent people are not killed or put in harm’s way. At the same time, after a strike is concluded there is a wash-up, a debrief and a check back, through different methods, of what exactly happened to make sure if there are any lessons to be learned. I take incredibly seriously anything that would lead to civilians being killed. We do not help the people of Iraq by poor use of our weapons. It is appalling, and if we want to deal with Daesh we have to show we are on the side of the community, not frighten the community or indeed make mistakes that cost lives among those very people we are there to help. That is the most important thing for me. I take a very, very detailed look at it. I made sure, right from the start of being in this job, that I reviewed all the rules that we had signed up to and followed, and indeed what tolerances there were, because that is a very important obligation to any elected Member.

Commons ChamberThe Ministry of Defence is fully committed to its part in supporting the successful delivery of the Government’s ambition for the integrated review. The review is working on four main workstreams: the Euro-Atlantic alliance, great power competition, global issues and homeland security. Work in the MOD to support those workstreams has been ongoing since the election and is closely linked to this year’s comprehensive spending review.
I am sure the Secretary of State agrees that current events reflect the need for the integrated review, to ensure that Britain plays its part on the global stage with our partners and in the spirit of international co-operation, but does he think it is feasible to conduct a review that is expected to result in the biggest reform of our armed forces since the cold war in the present climate and over the current timescale?
I hear what the hon. Gentleman says. The review’s stakeholders are the Foreign Office, No. 10, the Cabinet Office and ourselves. We will regularly review that decision. There is no ideological block or determination to carry on come what may. With this coronavirus growing, if it is the right thing to do, we will absolutely pause the review if necessary; if not, we shall move forward.
