It is not the case that we do not have a comprehensive approach to supporting young people. The Turnaround programme is an important new investment in this area. By the way, fewer under-18s are being incarcerated than when Labour was in government. It is right to try to keep people out of young offender institutions—out of being deprived of their liberty—where, quite often, they turn into more hardened criminals. We must also ensure that there is community support, and programmes such as the youth justice sport fund, which my right hon. Friend the Justice Secretary launched the other day, are an important part of that.

People in Hull North are a bit fed up with a very small minority of young people who are blighting their community through antisocial behaviour, including, most recently, throwing objects at buses, which has meant the suspension of bus services to an area of the country that has a very low rate of car ownership. What more can the Government do to help police forces such as Humberside, which is a top performing police force, and Hull City Council, which has seen its budget slashed over the past 13 years by this Government, to divert young people from crime and to deal with young offenders early?

I understand what the right hon. Lady says about the frustration and anger felt by her constituents when they have to deal with antisocial behaviour. In different ways, it is something that all hon. Members have to deal with, and it is important that we bear down on it. A range of out-of-court disposals is available to be used for young people, and there are diversions to help them get back on the right path. It is difficult for me to comment about the specific case of the kids throwing things at buses without knowing more about it, but I have no doubt that she will be in close contact with her local authority and her police as needed.

My hon. Friend is absolutely right about the importance of the review of the Computer Misuse Act. Since my right hon. Friend the Home Secretary launched that review last year, a number of very good and important suggestions have come forward, which we are currently reviewing. Meanwhile, of course, we continue always to update our approach, including to the National Cyber Security Centre and, more immediately, to the online safety Bill.

In the evidence the Home Secretary gave to the Home Affairs Committee on 2 February, she said that a major obstacle for accepting more people under Operation Warm Welcome for Afghans fleeing the Taliban was the lack of suitable accommodation because of Home Office contracts. The Select Committee has been warning about this for some time. I think that the Home Secretary has announced a bespoke humanitarian policy for those Ukrainians fleeing—[Hon. Members: “No, she hasn’t.”] Oh, perhaps she has not; I am sorry there is not a statement to clarify that. What I want to know is: what is she going to do about the lack of accommodation that the Home Office provides for asylum seekers and refugees in this country?

May I start on the happy note of joining the hon. Lady in congratulating Mr McSorley on his upcoming retirement and wishing the best to the pupils and staff at schools across Scotland as they move towards their holidays?

There are more years of compulsory education in England than there are in Scotland. As for permanent exclusions, of course I regret it when children have to be expelled, but sometimes it is necessary, and necessary sometimes because of the other 27 children in the class. In fact, the rate of permanent exclusions that we see in schools today is lower than it was a decade ago when the Labour party was in government.

My right hon. Friend characteristically makes a very telling intervention. She is absolutely right. As we have gone through this process, I have been struck by the support that has come from some quite unexpected quarters. Often that is because of the jolt that adults have had from discovering the things that children find out and see on the internet in particular. There have always been stranger dangers, but there are now dangers from people whom children do not consider to be strangers or to be a threat and that has galvanised many people into supporting this kind of action.

I very much welcome today’s announcement, but I should also say that of course 10 years ago the previous Labour Government made very similar proposals to the ones that have been announced today and, unfortunately, the Conservative party at that time could not agree with them or support them. I am delighted that there has been that change of heart.

I want to draw to the attention of the Secretary of State two constituents in my area, Stephanie Trotter and Vicky Parkey, who had a note put through their door on Thursday evening, which basically said that their relationship was immoral. It questioned their right to have a child together and told them that they should move away from the area. That bigotry and prejudice, which is still out there in some communities, has very effectively been challenged in my community by neighbours displaying the rainbow flag and putting up supportive posters for that family. That is why I am really pleased that the Secretary of State talked today about the need for healthy, positive, respectful and safe relationships of all kinds to be taught in our schools and the need for sensitivity to all types of families, so congratulations and well done.

I thank the hon. Lady for her words. I am so sorry to hear about the experience of the couple in her constituency. That does help to illustrate why it is so important that, from a young age, people think about respect for all kinds of people and all kinds of relationships, and understand that families of the other children in their school setting may look quite different from their own.

With permission, Madam Deputy Speaker, I would like to make a statement on the consultation on the Government’s proposals for relationships education, relationships and sex education, and health education, copies of which will be made available on the gov.uk website.

Children and young people today are growing up in an increasingly complex world and living their lives seamlessly online and off. This presents many positive and exciting opportunities, of course, but also challenges and risks. In this environment, children need to know how to be safe and healthy, and how to manage their lives in a positive way. Ensuring that they have this knowledge also helps to tackle problems such as sexual harassment and sexual violence.

That was why, during the passage of the Children and Social Work Act 2017, the Government acted on the compelling case to make relationships education and RSE compulsory through regulations, and to consider doing the same for elements of personal, social and health and economic education. There was strong cross-party support then, and I am confident that we can continue to work together on these important reforms in that way.

Since the passage of that Act, we have engaged thoroughly with a wide range of organisations. Ian Bauckham CBE has been supporting the Department. With 33 years as a teacher and 13 as a headteacher, Ian has considerable experience in the education system. I thank him for his invaluable support and his advice to me and my predecessor.

Between November 2017 and March 2018, Ian led wide-ranging stakeholder engagement with groups representing teachers, subject specialists, parents, religious bodies, MPs and others. In addition, the Department launched a call for evidence to seek public views from adults and young people. More than 23,000 people responded, and the level of consensus has been encouraging.

I am pleased today to be able to announce the key decisions and to launch a consultation on the detail of the regulations and guidance. For relationships education and RSE, the aim is to put in place the building blocks needed for positive and safe relationships of all kinds, starting with family and friends, and moving out to other kinds of relationships, including those online. It is essential that we ensure that young people can keep themselves safe online—from the basics of who and what to trust, through to how personal information is used and can be used, and how to ensure that online relationships are healthy and safe. A guiding principle is that teaching will start from the basis that children and young people, at age-appropriate points, need to know the laws relating to relationships and sex that govern our society to ensure that they act appropriately and can be safe. This includes lesbian, gay, bisexual and transgender relationships, which are a strong feature of the new subjects at age-appropriate points.

The draft guidance sets out core required content, but leaves flexibility for schools to design a curriculum that builds on it as is right for their pupils, bearing in mind their age and religious backgrounds. It enables schools with a religious character to deliver and expand on the core content by reflecting the teachings of their faith.

I also propose to introduce compulsory content on health education. This supports the findings from the call for evidence and engagement process, in which giving children and young people the information they need to make good decisions about their own health and wellbeing—particularly their mental wellbeing—was a clear priority for many who responded. This directly supports our Green Paper on children and young people’s mental health, as well as our manifesto commitment to ensure that all young people are taught about mental wellbeing. The focus on physical health also supports our work on childhood obesity.

Financial education is already on the curriculum in maths and citizenship, and careers education is an important part of our careers strategy. For those reasons, I do not consider that further economic education needs be made compulsory. I am committed, however, to improving the provision of financial and careers education, and will continue to work with stakeholders to do so.

Many schools successfully cover this content in a broader PSHE framework. They should continue to do so, adapting their programme to the new requirements, rather than starting from scratch. Schools are also free to develop alternative, innovative ways to ensure that pupils receive such education, and we want good practice to be shared so that all schools can benefit.

We have previously committed to parents having a right to withdraw their children from the sex education part of RSE, but not from relationships education in primary or secondary school. A right for parents to withdraw their child up to 18 years of age is no longer compatible with English case law or the European convention on human rights. It is also clear that allowing parents to withdraw their child up to the age of 16 would not allow the child to opt in to sex education before the legal age of consent. I therefore propose to give parents the right to request their child be withdrawn from sex education delivered as part of RSE. The draft guidance sets out that, unless there are exceptional circumstances, the parents’ request should be granted until three terms before the pupil reaches 16.

Thank you, Madam Deputy Speaker.

My outburst was because I was so flabbergasted that the Government have now adopted the position that this House was debating in 2010 when the last Labour Government were in power. I remember very well the Schools Minister, who is sitting on the Front Bench today, arguing absolutely against the proposals that the Secretary of State is now making. However, having just looked up the biblical verse saying that when one sinner repents there is much rejoicing in heaven, I am really pleased that we are now in the position today where the Government are finally doing the right thing. But why does it have to take another two years to get to the point where our children and young people can have access to the quality relationships and sex education that we want them to have?

I welcome what I think were the hon. Lady’s words of welcome for what the Government are bringing forward today. Look, this has been a journey. Society changes. It is 18 years since this guidance was last updated. A lot has changed in the world since then, including the online world, and it is right that we reflect that.

The hon. Lady asked why it needs to take two years for children to be able to access good-quality content. It does not. Many schools do much of this today. Through this exercise, we will ensure that it is done comprehensively throughout the system, while also increasing consistency and making sure that children can access quality materials. We will make sure that this is all available from September 2019. As for when it becomes compulsory, I have made a commitment to the profession to give it due time to prepare for significant changes like this. I think that is the right approach.

Autumn Statement Distributional Analysis, Universal Credit and ESA

The programme of deficit reduction has always been done in a fair as well as a determined way. At the end of this decade, the best-off fifth of households—the best-off quintile—will be paying a greater proportion of total taxes than in 2010-11; in fact, they will be paying more in tax than the rest of the households put together. That means that those with the broadest shoulders are, quite rightly, paying their fair share towards fiscal consolidation. Meanwhile, the plans the Government have set out lead to a projected distribution of public spending between the income groups that is essentially the same as in 2010. As the distributional analysis published alongside the last Budget showed, the poorest will continue to receive a share of spending on benefits in 2019-20 similar to that in 2010-11. I reassure the House that the Chancellor has committed to publishing a distributional analysis alongside the forthcoming autumn statement.

Government reforms to incentivise work and enable those who are just about managing to keep more of their pay packet include the national living wage, increases to the personal allowance, the doubling of free childcare, action on council tax and freezes to fuel duty. Although we have had to make difficult decisions on welfare spending, we have never lost sight of the fact that the most sustainable route out of poverty and just managing is to get into and progress in work. The introduction of the national living wage means that lower-paid workers are now seeing record increases to their earnings.

I was in the middle of talking about how wages have been rising. If the hon. Lady will forgive me, I thought that she was challenging me on that point, so I will continue to make it. According to recent data on earnings from the Office for National Statistics, the lowest 5% of workers saw their wages grow by more than 6% in 2016, the highest growth for that group since that statistical series began nearly 20 years ago. Based on the Office for Budget Responsibility’s forecast at the Budget, almost 3 million low-wage workers are expected to benefit directly by 2020, with many more benefiting from the ripple effect on income distribution.

At the same time, universal credit is transforming the welfare system to ensure that it always pays to work more and to earn more. That is in stark contrast with the pre-2010 system, in which in-work poverty increased by 20% between 1998 and 2010, despite welfare spending on people in work increasing by £28 billion. Evidence is already showing that people move into work faster under universal credit; for every 100 people who found work under the old jobseeker’s allowance system, 113 universal credit claimants have moved into a job. We estimate that universal credit will generate around £7 billion in economic benefit every year and boost employment by up to 300,000 once fully rolled out.

Most important of all, universal credit will drive progression, delivering sustainable outcomes for low-income families. Unlike tax credits, with the 16-hour cliff edge, it supports part-time and flexible working—as well as full-time working—adjusting on a month-by-month basis according to household income. The work allowances are just one element of a much wider system of support and incentives. The personalised work coach support, the smooth taper rate and the reimbursement of 85% of childcare costs as soon as someone starts working, even for a small number of hours, are all key to making work pay for universal credit recipients.

In this morning’s employment figures, we saw that the employment of disabled people is up by 590,000 in the past three years. The disability employment rate has gone up by 4.9% in that time, and the gap has been narrowed by two percentage points. We were talking about this earlier, and it is welcome news, but there is much, much more to be done, as only half of people with disabilities are in work, compared with 80% of the non-disabled population.

I, in turn, acknowledge my hon. Friend’s welcome for the additional money for tackling homelessness that was in the Budget—and, indeed, that has been provided previously. On the LHA cap, we now have a joint evidence review being conducted by the Department for Communities and Local Government and the Department for Work and Pensions, and the one-year exception, to make sure that we get this right, so that we can have a long-term, sustainable funding solution for this sector.
